Most of the crime-ridden minority neighborhoods in New York City, especially areas like East New York, where many of the characters in Eric Garner’s story grew up, had been artificially created by a series of criminal real estate scams. One of the most infamous had involved a company called the Eastern Service Corporation, which in the sixties ran a huge predatory lending operation all over the city, but particularly in Brooklyn. Scam artists like ESC would first clear white residents out of certain neighborhoods with scare campaigns. They’d slip leaflets through mail slots warning of an incoming black plague, with messages like, “Don’t wait until it’s too late!” Investors would then come in and buy their houses at depressed rates. Once this “blockbusting” technique cleared the properties, a company like ESC would bring in a new set of homeowners, often minorities, and often with bad credit and shaky job profiles. They bribed officials in the FHA to approve mortgages for anyone and everyone. Appraisals would be inflated. Loans would be approved for repairs, but repairs would never be done. The typical target homeowner in the con was a black family moving to New York to escape racism in the South. The family would be shown a house in a place like East New York that in reality was only worth about $15,000. But the appraisal would be faked and a loan would be approved for $17,000. The family would move in and instantly find themselves in a house worth $2,000 less than its purchase price, and maybe with faulty toilets, lighting, heat, and (ironically) broken windows besides. Meanwhile, the government-backed loan created by a lender like Eastern Service by then had been sold off to some sucker on the secondary market: a savings bank, a pension fund, or perhaps to Fannie Mae, the government-sponsored mortgage corporation. Before long, the family would default and be foreclosed upon. Investors would swoop in and buy the property at a distressed price one more time. Next, the one-family home would be converted into a three- or four-family rental property, which would of course quickly fall into even greater disrepair. This process created ghettos almost instantly. Racial blockbusting is how East New York went from 90 percent white in 1960 to 80 percent black and Hispanic in 1966.

Life Is an Ambiguous Stimulus In a very real sense, life is an ambiguous stimulus. Does survival of a heart attack indicate that death is imminent or that one has been given a new lease on life? Is falling in love an assurance of a lifelong partnership or the first sign of an inevitable heartbreak? Many human situations are complex and their meanings subtle. Thus, to make sense of and gain agency over our experiences, we engage in the process of self-reflection. Through self-reflection, people come to realize that their lives are filled with uncertainty about their own identities, their relationships with others, and their environmental circumstances. Because living involves adaptation to irregular changes and perturbations from the environment, the process of self-reflection reveals the indefinite nature of life. The uncertainty stemming from threatening stimuli whose nature is unknown or unpredictable evokes stress and a sense of loss of control. In response to uncertainty, we are driven to make meaning of our experiences and in so doing to reduce uncertainty. Indeed, a series of cunning experiments demonstrated that the sense of lacking control promotes illusory pattern perception in ambiguous situations. Hence, people consciously or unconsciously attempt to regain a sense of control by projecting patterns onto the chaos of their lives. This meaning-making process hinged on the appraisal of stressors and their meaningful integration into our autobiographical narratives.

Just as we perceive the outside world on the basis of sensory signals met with a top-down flow of perceptual expectations and predictions, the same applies to perceptions of the internal state of the body. The brain has to know what the internal state of the body is like. It doesn’t have direct access to it, even though both the brain and body happen to be wrapped within a single layer of skin. As with perception of the outside world, all the brain gets from the inside of the body are noisy, ambiguous electrical signals. Therefore it has to bring to bear predictions and expectations in order to make sense of the barrage of sensory signals coming from inside the body, in just the same way as for vision and all the other “classic” senses. And this is what’s collectively called interoception—perception of the body from within. The same computational principles apply. In this view, we can think of emotional conscious experiences, feeling states, in the framework of “interoceptive inference.” So emotions become predictions—“best guesses”—about the hidden causes of interoceptive signals, in the same way that experiences of the outside world are constituted by predictions of the causes of sensory signals. This gives a nice computational and mechanistic gloss to old theories of emotion that originated with William James and Karl Lange—that emotion has to do with perception of physiological change in the body and by the subsequent cognitive “appraisal” of these changes. The predictive-processing view adds to these theories by saying that emotional experience is the joint content of predictions about the causes of interoceptive signals at all levels of abstraction.

But all scientists pay lip service to it as an ideal – unlike, say, politicians who would probably condemn it as flip-flopping. The memory of the incident I have described still brings a lump to my throat.25 This is what people mean when they talk about science being ‘self-correcting’. Eventually, even if it takes many years or decades, older, incorrect ideas are overturned by data (or sometimes, as was rather morbidly noted by the physicist Max Planck, by all their stubborn proponents dying and leaving science to the next generation). Again, that’s the theory. In practice, though, the publication system described earlier in this chapter sits awkwardly with the Mertonian Norms, in many ways obstructing the process of self-correction. Unless you consciously think about it, you might do it the traditional way: as a founder, you negotiate and settle with the new recruit on a certain package (and then probably keep it confidential). Why not innovate from the start? Give the potential hire information about other people’s salaries and let them peg their own number, to which the group of colleagues can then react with advice to increase or lower the number. Similarly, it makes sense right from the beginning to choose a peer-based mechanism for the appraisal process if you choose to formalize such a process. Otherwise, people will naturally look to you, the founder, to tell them how they are doing, creating a de facto sense of hierarchy within the team.

But note: those who originally accepted this view of man's ultimate destiny, and sought to meet death halfway, did not go to the trouble of creating an elaborate technology to accomplish this end: in that direction they went no farther, significantly enough, than the invention of a water-driven prayer wheel. Instead they practiced concentrated meditation and inner detachment, acts as free from technological intervention as the air they breathed. And they earned an unexpected reward for this mode of withdrawal, a reward that the worshippers of the machine will never know. Instead of extinguishing forever their capacity to feel pleasure or pain, they intensified it, creating poems, philosophies, paintings, sculptures, monuments, ceremonies that restored their hope, their organic animation, their creative zeal: revealing once more in the erotic exuberance an impassioned and exalted sense of man's own potential destiny. In each prediction about violence, we must ask what the context, stimuli, and developments might mean to the person involved, not just what they mean to us. We must ask if the actor will perceive violence as moving him toward some desired outcome or away from it. The conscious or unconscious decision to use violence, or to do most anything, involves many mental and emotional processes, but they usually boil down to how a person perceives four fairly simple issues: justification, alternatives, consequences, and ability. My office abbreviates these elements as JACA, and an evaluation of them helps predict violence. Perceived Justification (J) Does the person feel justified in using violence? Perceived justification can be as simple as being sufficiently provoked (“Hey, you stepped on my foot!”) or as convoluted as looking for an excuse to argue, as with the spouse that starts a disagreement in order to justify an angry response. The process of developing and manufacturing justification can be observed. A person who is seeking to feel justification for some action might move from “What you’ve done angers me” to “What you’ve done is wrong.” Popular justifications include the moral high ground of righteous indignation and the more simple equation known by its biblical name: an eye for an eye. Anger is a very seductive emotion because it is profoundly energizing and exhilarating. Sometimes people feel their anger is justified by past unfairnesses, and with the slightest excuse, they bring forth resentments unrelated to the present situation. You could say such a person has pre-justified hostility, more commonly known as having a chip on his shoulder. The degree of provocation is, of course, in the eye of the provoked. John Monahan notes that “how a person appraises an event may have a great influence on whether he or she ultimately responds to it in a violent manner.” What he calls “perceived intentionality” (e.g., “You didn’t just bump into me, you meant to hit me”) is perhaps the clearest example of a person looking for justification.

Roughly speaking, the objects of art and science are beauty and truth, respectively. Yoga is an art because it evidently does not have the mathematical exactitude of the natural sciences. The British-American mathematician-philosopher Alfred North Whitehead once remarked: “Art flourishes when there is a sense of adventure, a sense of nothing having been done before, of complete freedom to experiment; but when caution comes in you get repetition, and repetition is the death of art.”2 These comments apply to Yoga quite well. It is an incredible adventure of the spirit, which seeks to create an altogether new destiny. Each time the practitioner applies the wisdom of Yoga to life’s many situations, he or she must engage the process as if it were the first time. Thus Yoga is continuous self-application but not merely repetition. The Sanskrit term abhyāsa, which literally means “repetition,” has the primary meaning of “practice” in the context of Yoga, and practice calls for what the Zen masters call “beginner’s mind.” Any efforts to squeeze Yoga into the much-celebrated scientific method is doomed to failure, which is not to say that Yoga cannot or should not be studied rigorously from a scientific perspective. In fact, since the 1920s various research organizations and individual researchers have conducted such research, especially medical investigations, with varying degrees of success, and their findings have definitely been helpful in appraising Yoga’s effectiveness.3 Yet, Yoga is not completely subjective and inexact either. It proceeds according to careful rules established over a long period of (repeatable) personal experimentation.
