He only became a voice for that when the Taliban and Al Qaeda needed to be represented in their turn as the victims of a "silent genocide" in Afghanistan. Let me put it like this, if a supposed scholar takes the Christian-Orthodox side when it is the aggressor, and then switches to taking the "Muslim" side when Muslims commit mass murder, I think that there is something very nasty going on. And yes, I don't think it is exaggerated to describe that nastiness as "anti-American" when the power that stops and punishes both aggressions is the United States.

This theory also account for the different reactions of these two camps when the opposition party takes power, raising the specter of either fascist or socialist tyranny: the Got Outs always fantasize about fleeing the country for someplace more civilized - Canada, France, New Zealand; the Stayed Put just di further in, hunkering down in compounds, buying up canned goods and ammo.

As a practical revolutionary Marx was active only for about 12 years (1848-1852, 1864-1872), and was not particularly successful; his role was primarily that of a theorist, an advocate of ideas. Yet it has sometimes been said that Marx exercised a decisive influence on the history of the 20th century. In reality, the people who exercised the decisive influence were the men of action (Lenin, Trotsky, Stalin, Mao, Castro, etc.) who organized revolutions in the name of Marxism. And these men, while calling themselves Marxists, never hesitated to set Marx's theories aside when "objective" circumstances made it advisable for them to do so. Moreover, the societies that resulted from their revolutions resembled the kind of society envisioned by Marx only insofar as they were in a general way socialistic.

Why do the masses sometimes clap and cheer for centuries on end, doing everything the man on the balcony commands them, even though they could in theory charge forward at any moment and tear him to pieces? First, they placed loyal communist apparatchiks in control of all networks of cooperation, such as the army, trade unions and even sports associations. Second, they prevented the creation of any rival organisations – whether political, economic or social – which might serve as a basis for anti-communist cooperation. Third, they relied on the support of sister communist parties in the Soviet Union and eastern Europe. Despite occasional tensions, these parties helped each other in times of need, or at least guaranteed that no outsider poked his nose into the socialist paradise. Under such conditions, despite all the hardship and suffering inflicted on them by the ruling elite, the 20 million Romanians were unable to organise any effective opposition.

But he also felt that, in time, the churches would adapt to the National Socialist way of thinking. They would eventually be made into vessels for Nazi ideology, so it little served his purposes to destroy them. It would be easier to change what already existed and benefit from whatever cultural cachet they possessed. 166

First, as I showed in Chapter 5, the term “cultural Marxism” refers to a particular Marxist theory and strategy inaugurated by Antonio Gramsci – working to establish “cultural hegemony” in order to effect socialist revolution. Second, the substitution of special identity groups advocated for by social justice activists for the working class championed by Marxists does not lead to an identical or nearly identical politics. With the working class as a lever, Marxism proposes to overcome its nemesis – the capitalist class, which maintains the class system, including a class-based system of production and resource allocation. Social justice, on the other hand, aims at little more than debunking particular identity groups from atop a putative social hierarchy, knocking them from their supposed positions of totemic privilege, and replacing them with members of supposedly subordinated groups. Third, in Chapter 5, I told why Marxism and postmodernism can’t be equated. I’ll restate it here. While postmodern theory is anti-capitalist, it not only rejects capitalism but also other “totalizing” systems, or “meta-narratives,” including even the major system proposed to counter capitalism – Marxism itself.

The Germans were eventually beaten only when the liberal countries allied themselves with the Soviet Union, which bore the brunt of the conflict and paid a much higher price: 25 million Soviet citizens died in the war, compared to half a million Britons and half a million Americans. Much of the credit for defeating Nazism should be given to communism. And at least in the short term, communism was also the great beneficiary of the war. The Soviet Union entered the war as an isolated communist pariah. It emerged as one of the two global superpowers, and the leader of an expanding international bloc. By 1949 eastern Europe became a Soviet satellite, the Chinese Communist Party won the Chinese Civil War, and the United States was gripped by anti-communist hysteria. Revolutionary and anti-colonial movements throughout the world looked longingly towards Moscow and Beijing, while liberalism became identified with the racist European empires. As these empires collapsed, they were usually replaced by either military dictatorships or socialist regimes, not liberal democracies. In 1956 the Soviet premier, Nikita Khrushchev, confidently told the liberal West that ‘Whether you like it or not, history is on our side. We will bury you!

For the modern phase of the “Christian West” it is characteristic that the eschatological element is increasingly pushed into the background. The idea of history as a time between creation and redemption, or between death and Parousia of the Messiah, loses its plausibility in the demarcated horizon of “modern troubled history.” “Christian woe” – which no longer even senses its contradiction in terms – begins to arrange itself in a forwardly open continuum. The burdensome thought of a final end is obscured by the philosophy of infinitely perfectible progress. Thus, from the 18th century onwards, Christian ideas against traditional Christianity become paradoxically effective by creating decidedly post-Christian or anti-Christian philosophies of history. It is precisely in the decidedly worldly and atheistic wings of the Enlightenment that the messianic impulse, chastened for a millennium, reawakens to radical offensiveness. It becomes world-political violence in Marxism above all and gives a messianic perspective to modern progressive thought – a perspective back onto a beginning from the point of view of an end; the end of the path through the desert of an alienated interim and to the beginning of an era of post-historical fulfillment. It seems that the Christian impulse in modernity reaches a worldly maximum of influence under an atheist, socialist, and humanist incognito. At the same time, it witnesses its irreligious liquidation as well.

Equity financing, on the other hand, is unappealing to cooperators because it may mean relinquishing control to outside investors, which is a distinctly capitalist practice. Investors are not likely to buy non-voting shares; they will probably require representation on the board of directors because otherwise their money could potentially be expropriated. “For example, if the directors of the firm were workers, they might embezzle equity funds, refrain from paying dividends in order to raise wages, or dissipate resources on projects of dubious value.”105 In any case, the very idea of even partial outside ownership is contrary to the cooperative ethos. A general reason for traditional institutions’ reluctance to lend to cooperatives, and indeed for the rarity of cooperatives whether related to the difficulty of securing capital or not, is simply that a society’s history, culture, and ideologies might be hostile to the “co-op” idea. Needless to say, this is the case in most industrialized countries, especially the United States. The very notion of a workers’ cooperative might be viscerally unappealing and mysterious to bank officials, as it is to people of many walks of life. Stereotypes about inefficiency, unprofitability, inexperience, incompetence, and anti-capitalism might dispose officials to reject out of hand appeals for financial assistance from co-ops. Similarly, such cultural preconceptions may be an element in the widespread reluctance on the part of working people to try to start a cooperative. They simply have a “visceral aversion” to, and unfamiliarity with, the idea—which is also surely a function of the rarity of co-ops itself. Their rarity reinforces itself, in that it fosters a general ignorance of co-ops and the perception that they’re risky endeavors. Additionally, insofar as an anti-democratic passivity, a civic fragmentedness, a half-conscious sense of collective disempowerment, and a diffuse interpersonal alienation saturate society, this militates against initiating cooperative projects. It is simply taken for granted among many people that such things cannot be done. And they are assumed to require sophisticated entrepreneurial instincts. In most places, the cooperative idea is not even in the public consciousness; it has barely been heard of. Business propaganda has done its job well.106 But propaganda can be fought with propaganda. In fact, this is one of the most important things that activists can do, this elevation of cooperativism into the public consciousness. The more that people hear about it, know about it, learn of its successes and potentials, the more they’ll be open to it rather than instinctively thinking it’s “foreign,” “socialist,” “idealistic,” or “hippyish.” If successful cooperatives advertise their business form, that in itself performs a useful service for the movement. It cannot be overemphasized that the most important thing is to create a climate in which it is considered normal to try to form a co-op, in which that is seen as a perfectly legitimate and predictable option for a group of intelligent and capable unemployed workers. Lenders themselves will become less skeptical of the business form as it seeps into the culture’s consciousness.

Even the cinema stories of fabulous Hollywood are loaded. One has only to listen to the cheers of an African audience as Hollywood’s heroes slaughter red Indians or Asiatics to understand the effectiveness of this weapon. For, in the developing continents, where the colonialist heritage has left a vast majority still illiterate, even the smallest child gets the message contained in the blood and thunder stories emanating from California. And along with murder and the Wild West goes an incessant barrage of anti-socialist propaganda, in which the trade union man, the revolutionary, or the man of dark skin is generally cast as the villain, while the policeman, the gum-shoe, the Federal agent — in a word, the CIA — type spy is ever the hero. Here, truly, is the ideological under-belly of those political murders which so often use local people as their instruments. While Hollywood takes care of fiction, the enormous monopoly press, together with the outflow of slick, clever, expensive magazines, attends to what it chooses to call ‘news. Within separate countries, one or two news agencies control the news handouts, so that a deadly uniformity is achieved, regardless of the number of separate newspapers or magazines; while internationally, the financial preponderance of the United States is felt more and more through its foreign correspondents and offices abroad, as well as through its influence over inter-national capitalist journalism. Under this guise, a flood of anti-liberation propaganda emanates from the capital cities of the West, directed against China, Vietnam, Indonesia, Algeria, Ghana and all countries which hack out their own independent path to freedom. Prejudice is rife. For example, wherever there is armed struggle against the forces of reaction, the nationalists are referred to as rebels, terrorists, or frequently ‘communist terrorists'!

The bourgeois democracy which the imperialists and reactionaries try to force upon other people is anti-popular “democracy” which allows a handful of exploiting class members to exercise the full scope of democracy and dictatorship over the working masses. Bourgeois democracy, which harshly suppresses the struggle of the broad working masses for democratic freedom and the right to survive, can never be true democracy. The imperialists and reactionaries are advertising the bourgeois parliamentary system and the bourgeois multi-party system as “democracy”. However, in such systems big monopolists are the real behind-the-scenes manipulators of politics. When they find even the formal parliamentary system or the multi-party system to be an obstacle to their reactionary rule, the imperialists and reactionaries immediately overthrow it and resort to overt fascist rule. There is clear historical evidence of this. The popular character of socialist democracy and the anti-popular character of bourgeois democracy are manifest with regard to human rights. In our socialist society, which regards man as most precious, human rights are fully guaranteed by law; not the slightest practice infringing upon them is tolerated. In our country full rights for the people, ranging from the rights to employment, food, clothing and housing to the rights to education and medical care, are guaranteed. No other such country can be found in the world. The imperialists and reactionaries, posing as the “champions of human rights”, are now vilifying socialism, but it is they alone who are violating human rights. The imperialists and reactionaries who commit political terrorism against innocent people and social figures demanding freedom and democracy, and who deprive the working people of their elementary democratic freedom and right to exist, have no entitlement to talk about human rights.

In the real world, however, the claim that censorship or enforced orthodoxy protects minorities and the marginalized has been comprehensively disproved, again and again and again. “Censorship has always been on the side of authoritarianism, conformity, ignorance, and the status quo,” write Erwin Chemerinsky and Howard Gillman in their book Free Speech on Campus, “and advocates for free speech have always been on the side of making societies more democratic, more diverse, more tolerant, more educated, and more open to progress.”30 They and former American Civil Liberties Union president Nadine Strossen, in her powerful book Hate: Why We Should Resist It with Free Speech, Not Censorship, list the horrors and oppressions which have befallen minorities in the name of making society safe from dangerous ideas. “Laws censoring ‘hate speech’ have predictably been enforced against those who lack political power,” writes Strossen.31 In America, under the Alien and Sedition Acts, authorities censored and imprisoned sympathizers of the opposition party (including members of Congress) and shut down opposition newspapers; under the Comstock laws, they censored works by Aristophanes, Balzac, Oscar Wilde, and James Joyce (among others); under the World War I anti-sedition laws, they convicted more than a thousand peace activists, including the Socialist presidential candidate Eugene V. Debs, who ran for president in 1920 from a prison cell.32 In more recent times, when the University of Michigan adopted one of the first college speech codes in 1988, the code was seized upon to charge Blacks with racist speech at least twenty times.33 When the United Kingdom passed a hate-speech law, the first person to be convicted was a Black man who cursed a white police officer.34 When Canadian courts agreed with feminists that pornography could be legally restricted, authorities in Toronto promptly charged Canada’s oldest gay bookstore with obscenity and seized copies of the lesbian magazine Bad Attitude.35 All around the world, authorities quite uncoincidentally find that “hateful” and “unsafe” speech is speech which is critical of them—not least in the United States, where, in 1954, the U.S. Postal Service used obscenity laws to censor ONE, a gay magazine whose cover article (“You Can’t Print It!”) just happened to criticize the censorship policies of the U.S. Postal Service.

Lenin, therefore, begins from the firm and definite principle that the State dies as soon as the socialization of the means of production is achieved and the exploiting class has consequently been suppressed. Yet, in the same pamphlet, he ends by justifying the preservation, even after the socialization of the means of production and, without any predictable end, of the dictatorship of a revolutionary faction over the rest of the people. The pamphlet, which makes continual reference to the experiences of the Commune, flatly contradicts the contemporary federalist and anti-authoritarian ideas that produced the Commune; and it is equally opposed to the optimistic forecasts of Marx and Engels. The reason for this is clear; Lenin had not forgotten that the Commune failed. As for the means of such a surprising demonstration, they were even more simple: with each new difficulty encountered by the revolution, the State as described by Marx is endowed with a supplementary prerogative. Ten pages farther on, without any kind of transition, Lenin in effect affirms that power is necessary to crush the resistance of the exploiters "and also to direct the great mass of the population, peasantry, lower middle classes, and semi-proletariat, in the management of the socialist economy." The shift here is undeniable; the provisional State of Marx and Engels is charged with a new mission, which risks prolonging its life indefinitely. Already we can perceive the contradiction of the Stalinist regime in conflict with its official philosophy. Either this regime has realized the classless socialist society, and the maintenance of a formidable apparatus of repression is not justified in Marxist terms, or it has not realized the classless society and has therefore proved that Marxist doctrine is erroneous and, in particular, that the socialization of the means of production does not mean the disappearance of classes. Confronted with its official doctrine, the regime is forced to choose: the doctrine is false, or the regime has betrayed it. In fact, together with Nechaiev and Tkachev, it is Lassalle, the inventor of State socialism, whom Lenin has caused to triumph in Russia, to the detriment of Marx. From this moment on, the history of the interior struggles of the party, from Lenin to Stalin, is summed up in the struggle between the workers' democracy and military and bureaucratic dictatorship; in other words, between justice and expediency.

The Honourable Lady confuses the American people with American policy.... It is the very generosity of the American people which makes it possible for their policy-makers to confuse the trick them into believing that American is the God-father of the world. With so many other nations in Europe and Asia broken by the war, American assistance with money and machinery almost means life itself. For national existence however, American policy has a price. It offers unconditional money, machinery, and arms to any nation that will denounce Russian and Communism and pronounce American as the God of all free nations. Even in defeated Italy, Germany, and Japan, American policy supports any sect that is anti-Red and anti-Russian. There is no end to this white American morality, it has its wide wide arms across the globe, its long fingers in every nation, and its loud voice in every ear,... Why talk about Russia!... If we must talk here about interference by one nation in another's affairs, let us talk of this American interference in every nation's affairs. Is there a nation on the face of the earth to-day except Russian and her so-called satellites which can hold up its head and say it is independent of the American dollar? We are all on our knees, and we won't admit it. Our American masters do not need arms and occupation; capital is enough. Capital is enough to strangle the earth if only it has the support of its victims. We are asked to support it—to bring others to their knees: France, Jugo-slavia, Bulgaria, Czechoslovakia, Poland, all of Eastern Europe, Greece, Turkey and Iran. The world over, we are asked to replace so-called Communism with the dollar. That dollar means governorship by those who will sell themselves and their nation for a smell of wealth and a grip of power. Such men are international. American has no monopoly on evil and stupid men. American simply has the wealth for bigger evil. The rest of us follow her according to our own evil and our own stupidity. British policy to-day is as bad as America's despite our Socialist Government.

If we do not stop these mar-makers not,...it will soon be too late. We are the only nation that can halt this crusade. It might be too late in America, but it isn't too late here. Without British support the whole scheme would collapse. For that reason the future of all nations depends upon the policy which is decided in this House. More than that, the final position of Britain in the world is being decided. If we support these anti-Communist crusades through the world as we have supported it in Greece, then our good name and existence will be threatened by the hatred of all free-thinking men. We cannot suppress all desire in Europe and Asia for social change by branding it communism from Russia and persecuting its supporters. Social change doesn't have to come from Russia, whatever the Foreign Office or the Americans say. It is a product of the miserable conditions under which the majority of the earth's population exist. There are fighters for social change in every land, here as well as anywhere.... We Socialists are among them. That is the reason for our predominance in the House to-day. The very men that we try to suppress in other countries are asking for far less liberty than we enjoy here, far less social change than we Socialists hope to initiate in Great Britain. Are we going to betray these men by labelling them Communists and crushing them wherever we find them until we have launched ourselves at Russia herself in a war that will wipe this island off the face of the earth? The American imperialists say that this is the American Century. ARe we to sacrifice ourselves for that great ideal, or are we to stand beside the people of Europe and Asia and other lands who seek independence, economic stability, self-determination, and the right to conduct their own affairs? Are we going to partake in an anti-Red campaign when we ourselves are Reds? ...... Some among us might think that there is political expediency in following this anti-Russian crusade without really getting enmeshed in it, creating a Third Force in Europe of their friends, a balancing force for power politics. In that you have the real policy of our Government to-day. But how can we avoid final involvement? Our American vanguard will stop at nothing. They hold their atom bomb aloft with nervous fingers. It has become their talisman and their faith. It is their new weapon of anti-Communism, a more efficient Belsen and Maidenek. Its first usage was morally anti-Russian. It was used to end Japan quickly so that Russia would play no part in the final settlement with that country. No doubt they would have used it on Russia already if they could be certain that Russian did not have an equal or better atomic weapon. That terrible uncertainty goads them into fiercer political and economic activity against the world's grim defenders of great liberties. In that you have the heart of this American imperial desperation. They cannot defeat the people of Europe and Asia with the atomic bomb alone. They cannot win unless we lend them our name and our support and our political cunning. To-day they have British support, in policy as well as in international councils where the decisions of peace and security are being made. With our support America is undermining every international conference with its anti-Russian politics.

Well, let me just end with one last point to do with your question. One of the issues which has devastated a substantial portion of the left in recent years, and caused enormous triumphalism elsewhere, is the alleged fact that there's been this great battle between socialism and capitalism in the twentieth century, and in the end capitalism won and socialism lost―and the reason we know that socialism lost is because the Soviet Union disintegrated. So you have big cover stories in The Nation about "The End of Socialism," and you have socialists who all their lives considered themselves anti-Stalinist saying, "Yes, it's true, socialism has lost because Russia failed." I mean, even to raise questions about this is something you're not supposed to do in our culture, but let's try it. Suppose you ask a simple question: namely, why do people like the editors at The Nation say that "socialism" failed, why don't they say that "democracy" failed?―and the proof that "democracy" failed is, look what happened to Eastern Europe. After all, those countries also called themselves "democratic"―in fact, they called themselves "People's Democracies," real advanced forms of democracy. So why don't we conclude that "democracy" failed, not just that "socialism" failed? Well, I haven't seen any articles anywhere saying, "Look, democracy failed, let's forget about democracy." And it's obvious why: the fact that they called themselves democratic doesn't mean that they were democratic. Pretty obvious, right? Okay, then in what sense did socialism fail? I mean, it's true that the Soviet Union and its satellites in Eastern Europe called themselves "socialist" ―but they also called themselves "democratic." Were they socialist? Well, you can argue about what socialism is, but there are some ideas that are sort of at the core of it, like workers' control over production, elimination of wage labor, things like that. Did those countries have any of those things? They weren't even a thought there. Again, in the pre-Bolshevik part of the Russian Revolution, there were socialist initiatives―but they were crushed instantly after the Bolsheviks took power, like within months. In fact, just as the moves towards democracy in Russia were instantly destroyed, the moves towards socialism were equally instantly destroyed. The Bolshevik takeover was a coup―and that was perfectly well understood at the time, in fact. So if you look in the mainstream of the Marxist movement, Lenin's takeover was regarded as counter-revolutionary; if you look at independent leftists like Bertrand Russell, it was instantly obvious to them; to the libertarian left, it was a truism. But that truism has been driven out of people's heads over the years, as part of a whole prolonged effort to discredit the very idea of socialism by associating it with Soviet totalitarianism. And obviously that effort has been extremely successful―that's why people can tell themselves that socialism failed when they look at what happened to the Soviet Union, and not even see the slightest thing odd about it. And that's been a very valuable propaganda triumph for elites in the West―because it's made it very easy to undercut moves towards real changes in the social system here by saying, "Well, that's socialism―and look what it leads to." Okay, hopefully with the fall of the Soviet Union we can at least begin to get past that barrier, and start recovering an understanding of what socialism could really stand for.

To what extent did Castro at this point conceal secret communist purposes? He later said that he hid radical views in order to hold the anti-Batista coalition together, and this was probably true. Led by the party’s founder, Anton Drexler, they drew up an indictment of the would-be dictator and circulated it as a pamphlet. It was the most drastic accusation Hitler was ever confronted with from the ranks of his own party—from those, that is, who had firsthand knowledge of his character and how he operated.   A lust for power and personal ambition have caused Herr Adolf Hitler to return to his post after his six weeks’ stay in Berlin, of which the purpose has not yet been disclosed. He regards the time as ripe for bringing disunion and schism into our ranks by means of shadowy people behind him, and thus to further the interests of the Jews and their friends. It grows more and more clear that his purpose is simply to use the National Socialist party as a springboard for his own immoral purposes, and to seize the leadership in order to force the Party onto a different track at the psychological moment. This is most clearly shown by an ultimatum which he sent to the Party leaders a few days ago, in which he demands, among other things, that he shall have a sole and absolute dictatorship of the Party, and that the Committee, including the locksmith Anton Drexler, the founder and leader of the Party, should retire….   And how does he carry on his campaign? Like a Jew. He twists every fact … National Socialists! Make up your minds about such characters! Make no mistake. Hitler is a demagogue … He believes himself capable … of filling you up with all kinds of tales that are anything but the truth.21     Although weakened by a silly anti-Semitism (Hitler acting like a Jew!), the charges were substantially true, but publicizing them did not get the rebels as far as might be supposed. Hitler promptly brought a libel suit against the authors of the pamphlet, and Drexler himself, at a public meeting, was forced to repudiate it.

British policy to-day is as bad as America's despite our Socialist Government. I am a Socialist and a member of the Government party, but every day I ask myself how a Socialist can conduct the affairs of this Nation by co-operating in international policies with the desperate and grim Capitalist of America. It isn't by force, because we still have an alternative. It is apparently by choice, by our own fear of stepping up to our necks in Socialism. We prefer to be half-baked about it, to be respectable about it, to be careful instead of being daring. Our policy to-day is not to make Socialism work, but to make Capitalism work. The moral panic about supposedly unpatriotic educators was driven by international war hysteria combined with agitation over the growing domestic political strength of teachers unions. In 1917 and 1918, Congress passed the Espionage and Sedition Acts, which sought to ban public speech and actions “disloyal” to the United States military and government, especially among socialists, communists, pacifists, immigrants, and other groups perceived as affiliated with European leftism. More than any other force, the American Legion, a veterans’ organization, pushed this ethos of unquestioning patriotism onto the nation’s public schools. The Legion was influential: 16 U.S. senators and 130 congressmen identified as members. It promoted the idea that the Communist Party in Moscow actively recruited American teachers in order to enlist them in brainwashing the nation’s youth. The Legion saw all left-of-center political activity as unacceptably anti-American.

Arguably the first concrete example of “national socialism” in practice was the Cercle Proudhon in France in 1911, a study group designed to “unite nationalists and left-wing anti-democrats” around an offensive against “Jewish capitalism.” It was the creation of Georges Valois, a former militant of Charles Maurras’s Action Française who broke away from his master in order to concentrate more actively on converting the working class from Marxist internationalism to the nation. It proved too early, however, to rally more than a few intellectuals and journalists to Valois’s “triumph of heroic values over the ignoble bourgeois materialism in which Europe is now stifling . . . [and] . . . the awakening of Force and Blood against Gold.” The term national socialism seems to have been invented by the French nationalist author Maurice Barrès, who described the aristocratic adventurer the Marquis de Morès in 1896 as the “first national socialist.” Morès, after failing as a cattle rancher in North Dakota, returned to Paris in the early 1890s and organized a band of anti-Semitic toughs who attacked Jewish shops and offices. As a cattleman, Morès found his recruits among slaughterhouse workers in Paris, to whom he appealed with a mixture of anticapitalism and anti-Semitic nationalism.80 His squads wore the cowboy garb and ten-gallon hats that the marquis had discovered in the American West, which thus predate black and brown shirts (by a modest stretch of the imagination) as the first fascist uniform. Morès killed a popular Jewish officer, Captain Armand Meyer, in a duel early in the Dreyfus Affair, and was himself killed by his Touareg guides in the Sahara in 1896 on an expedition to “unite France to Islam and to Spain.”81 “Life is valuable only through action,” he had proclaimed. “So much the worse if the action is mortal.

It was little phrases that slipped out between the lines or at the microphone in private meetings, and the lineage of some of their supporters, that a watchful press seized upon to accuse Le Pen, Haider, and Fini of cryptofascism. Le Pen, who knew that his gruff manner formed part of his appeal, often made remarks readily interpreted as anti-Semitic. He was fined for belittling Hitler’s murder of the Jews as a “detail of history” in a September 1987 television interview and again in a speech in Germany in 1996, and lost his eligibility for a year in 1997 for striking a female candidate in an election rally. Haider openly praised the full-employment policies of the Nazis (though no other aspects of Nazism), and he appeared at private rallies of SS veterans and told them that they were models for the young and had nothing to be ashamed of. All of these radical Right parties were havens for veterans of Nazism and Fascism. The leader of the German Republikaner after 1983, Franz Schönhuber, was a former SS officer. He and his like did not want to reject potential recruits from among the old fascists and their sympathizers, but at the same time they wanted to extend their reach toward moderate conservatives, the formerly apolitical, or even fed-up socialists. Since the old fascist clientele had nowhere else to go, it could be satisfied by subliminal hints followed by the ritual public disavowals. For in order to move toward Stage Two in the France, Italy, or Austria of the 1990s, one must be firmly recentered on the moderate Right. (This had also been true in 1930s France, as shown by the success of La Rocque’s more centrist tactics after 1936.)

In its jealousy of any and every command, however small, which was not its own, Power could not tolerate such independence. Moreover, as in every other battle which it had fought with aristocratic formations, it soon found itself appealed to by the underlings. Then it made its way not only into the employer's township but into his workshop as well; there it introduced its own law, its own police and its own factory regulations. If its earlier aggressions against closed aristocratic formations were not our old friends, we might be tempted to see in this one nothing more than a result of the popular character of the modern state, and of socialist ideas. These factors played, no doubt, their part, but no more was needed, than that Power should be itself - a thing naturally tending to shut out the intervention of all other authorities. The financial cell is less visible to the eye than the industrial cell. But its hold on money, and above all by its disposal of vast amounts of private savings, finance has been able to build up a vast structure and impose on the ever growing number of its subjects and authority which is ever plainer on the planer to the view on the empires of finance, also, power made war. The signal for battle was not given by a socialist state, the natural enemy of the barons of capital. It came from Theodore Roosevelt, himself a man of Power, and therefore the enemy of all private authorities. In this way, a new alliance was sealed - an alliance no less natural than that of the Power of early days with the prisoners of the clan-cells, than that of the monarchy with the subjects of the feudal barons - that of the modern state with the men exploited by capitalist industry, with the men dominated by the financial trusts. It was a certain that anti-capitalists would come to occupy the public offices of the bourgeois state, as it was certain that anti-feudalists would come to occupy those of the monarchial state.
