I think that understanding egalitarianism as the ideology of an elite is important for several reasons. In the first place it puts the Marxists and radicals of the Left in an entirely different light from the one in which they like to present themselves--that of rebels against the system. Invariably, when Marxist groups protest against racism, they argue that racism is the tool of capitalism, that a capitalist ruling class promotes racism in order to justify the exploitation of non-whites and to keep white and non-white proletariats divided. In fact, they receive little or nothing.
The truth is that when Marxists and self-described radicals denounce what they call "racism," they are in fact performing as the ideological vanguard of the real elites that hold power and possess enormous vested interests in egalitarianism and environmentalism. It is the radical egalitarians and anti-hereditarians who are the real running dogs of the system, and not those who challenge egalitarianism and environmentalism. And it is the hereditarians like Rushton and Levin who are the real radicals, or even revolutionaries who challenge the lies and mythologies with which entrenched powers always mask themselves.

The Bulgarian monarchy had no reason to be worried about the native Fascist movement, the Ratnizi, because it was numerically small and politically without influence, and the Parliament remained a highly respected body, which worked smoothly with the King. Hence, they dared refuse to declare war on Russia and never even sent a token expeditionary force of “volunteers” to the Eastern front. But most surprising of all, in the belt of mixed populations where anti-Semitism was rampant among all ethnic groups and had become official governmental policy long before Hitler’s arrival, the Bulgarians had no “understanding of the Jewish problem” whatever. It is true that the Bulgarian Army had agreed to have all the Jews—they numbered about fifteen thousand—deported from the newly annexed territories, which were under military government and whose population was anti-Semitic; but it is doubtful that they knew what “resettlement in the East” actually signified. Somewhat earlier, in January, 1941, the government had also agreed to introduce some anti-Jewish legislation, but that, from the Nazi viewpoint, was simply ridiculous: some six thousand able-bodied men were mobilized for work; all baptized Jews, regardless of the date of their conversion, were exempted, with the result that an epidemic of conversions broke out; five thousand more Jews—out of a total of approximately fifty thousand—received special privileges; and for Jewish physicians and businessmen a numerus clausus was introduced that was rather high, since it was based on the percentage of Jews in the cities, rather than in the country at large. When these measures had been put into effect, Bulgarian government officials declared publicly that things were now stabilized to everybody’s satisfaction. Clearly, the Nazis would not only have to enlighten them about the requirements for a “solution of the Jewish problem,” but also to teach them that legal stability and a totalitarian movement could not be reconciled.

But in the end the overthrow of every other social domination of whatever kind left financial domination master of the field. At that stage it was seemed to be the formative source of fresh cells. That showed itself clearly enough in the case of the industrial employers. Not only was the employer the law in his factory, but quite often he would put up nearby a township for his workers in which he had the position of prince. A point was reached at some of the states of the USA, at which the manufacturer, owning as he did the land on which the factory had been built, allowed on it no other police than his own.
In its jealousy of any and every command, however small, which was not its own, Power could not tolerate such independence. Moreover, as in every other battle which it had fought with aristocratic formations, it soon found itself appealed to by the underlings. Then it made its way not only into the employer's township but into his workshop as well; there it introduced its own law, its own police and its own factory regulations. If its earlier aggressions against closed aristocratic formations were not our old friends, we might be tempted to see in this one nothing more than a result of the popular character of the modern state, and of socialist ideas. These factors played, no doubt, their part, but no more was needed, than that Power should be itself - a thing naturally tending to shut out the intervention of all other authorities.
The financial cell is less visible to the eye than the industrial cell. But its hold on money, and above all by its disposal of vast amounts of private savings, finance has been able to build up a vast structure and impose on the ever growing number of its subjects and authority which is ever plainer on the planer to the view on the empires of finance, also, power made war. The signal for battle was not given by a socialist state, the natural enemy of the barons of capital. It came from Theodore Roosevelt, himself a man of Power, and therefore the enemy of all private authorities.
In this way, a new alliance was sealed - an alliance no less natural than that of the Power of early days with the prisoners of the clan-cells, than that of the monarchy with the subjects of the feudal barons - that of the modern state with the men exploited by capitalist industry, with the men dominated by the financial trusts.
The state has often waged this particular war half-heartedly, thereby making the extent to which it has turned its back on itself and has renounced its role of Power. And renunciation was in this case favoured by the internal weakness of modern Power; the precariousness of its tenure encouraged its phantom tenants to betray it in favor of the financial aristocracies.
But Power has natural charms for those who desire it for its use. It was a certain that anti-capitalists would come to occupy the public offices of the bourgeois state, as it was certain that anti-feudalists would come to occupy those of the monarchial state.

Following the February Revolution in that year the Provisional Government replaced the tsarist regime, but as a result of the October Revolution the Bolsheviks seized power, executing the tsar and his family, and the Russian Empire collapsed. The Ukrainian Central Rada, or governing council, proclaimed Ukraine an autonomous republic, but meanwhile the German and Austro-Hungarian armies, still at war with Russia, drove out the Russian army and occupied Ukraine. The Germans supported a coup led by Pavel Petrovich Skoropadsky (1873-1945), who in April 1918 declared himself the Hetman of All Ukraine, a position he held until the following December, when, following the end of the war and the withdrawal of the German army, he was deposed and fled. It is here, in December 1918, that the novel White Guard begins, in a Ukraine damaged by World War I and engulfed in the Russian Civil War, with all of its confusion, violence, and chaos. As the novel unfolds, the Germans have mostly withdrawn and the hetman, essentially a German puppet, is under siege by Ukrainian nationalist and socialist forces led by Semyon Vasilievich Petlyura (1879-1926), who fought unsuccessfully for Ukraine's independence following the Revolution of 1917. Petlyura's nationalism made him an enemy of the Bolsheviks, and his socialist ideas made him an enemy of the Whites, who were opposed to the Communists. The Russian forces (both political and military) who became known as the Whites fought against the Red Army in the Civil War from 1918 to 1921. Their military arm was known as the White Army, or White Guard. Ideologically quite diverse, the Whites were not so much a single army as a confederation of counterrevolutionary forces loosely united by their anti-bolshevism, and to a lesser extent by the idea of preserving and restoring the Russian monarchy and Russian Empire, as well as by their anti-liberalism and anti-Semitism. After the events described in the novel, the Soviet army recaptured Ukraine, driving Petlyura out, and held Kiev in 1919 from February 6 until August 31. From August 31 until about December 16, forces under Anton Ivanovich Denikin (1872-1947), a general in the imperial Russian army before the Revolution and one of the leaders of the Whites in the Civil War, were in charge. Then, from December 16 the Soviet government was back in the city until May 6, 1920, when it was occupied by the Poles, who on June 11 were forced out by the Red Army. Three centers of power, revealing the basic vectors of all the coups, had taken shape in Kiev: the military district headquarters (which included counterrevolutionaries, monarchists, and White Guards), the Soviet of Workers' and Soldiers' Deputies (Bolsheviks and other Communists), and the Ukrainian Central Rada (national-ist, independence-oriented, and Petlyurist).

The generality of Mexicans refused the constitution, and the commander of the Spanish army in Mexico, General Agustin de Iturbide united with General Vicente Guerrero, commander of the insurgents (what remained of revolutionary forces launched by Fr. Hidalgo in 1810), in declaring the independence of Mexico. Thus, unlike the rest of Latin America, where independence came as the result of direct assaults on altar and throne by men like Bolivar, it was brought about in Mexico to defend them. Iturbide and Guerrero produced on February 24, 1821 the Plan of Iguala (from the town where it was proclaimed). This plan had three guarantees: 1) Mexico was to be an independent monarchy—under a Spanish or some other European prince; 2) Native and foreign-born Spanish were to be equal; and 3) Catholicism was to be the religion of the state and no others were to be tolerated. The following August 24, the Viceroy, Don Juan O’Donoju surrendered, and Mexico became an independent empire. No European prince would accept the throne, however, and so Iturbide became Emperor Agustin I on May 19, 1822. But influences from the north opposed the idea of a Catholic Mexican Empire; these inspired certain elements to back Antonio Lopez de Santa Ana against Agustin, who was deposed on March 19, 1823, and went into exile. He returned a year later, attempted unsuccessfully to regain the throne, and was executed. The next year saw the appointment of Joel Poinsett as first American Consul in Mexico. In this country, Poinsett is remembered as the importer of Poinsettia, which is so much a part of our Christmas celebrations. But in Mexico he is recalled as the originator of “Poinsettismo,” as the interference of the United States in the internal affairs of Mexico is often called there. He introduced the Masonic lodges into Mexico, and helped organize and strengthen the anti-clerical Liberal Party. From that day to this, the Mexican Liberals have always looked to the United States for assistance in battling the pro-Catholic Conservatives.
