Our country’s cheerleaders are wedded to the notion of American exceptionalism. But when it comes to the machinations of power, we are all too similar to other societies and ones that have come before us. There is an implacable brutality to power that is familiar throughout the world and throughout history.

If Dulles could use a person, that person was somehow real for him. If not, that person didn’t exist.

It is one of the most dangerous, in fact potentially suicidal, things a great nation can do in world affairs: to cut off its eyes and ears, to castrate its analytic capacity, to shut itself off from the truth because of blind prejudice and a misguided dispensation of good and evil. Foster

Adolf Hitler declared war in 1941. By 1942, Allen Dulles was moved to Switzerland for the purpose of rounding up and importing German scientific “specialists” to the United States. Two years before the war ended (or its fate was decided), the United States was making arrangements for Nazi scientists, arms experts, to come to our democracy (for which the boys were fighting and dying at that moment).12 From 1945 until 1952, the U.S. military brought over 642 alien “specialists” and their families from Nazi Germany. They were known collectively by the code-name “Paperclip.” German missile and rocket experts, munition makers, war experts were carefully selected and placed in aerospace programs and armament manufacturing.13

In 1953, Allen Dulles, then director of the USA Central Intelligence Agency (CIA), named Dr Sidney Gottlieb to direct the CIA's MKULTRA programme, which included experiments conducted by psychiatrists to create amnesia, new dissociated identities, new memories, and responses to hypnotic access codes. In 1972, then-CIA director Richard Helms and Gottlieb ordered the destruction of all MKULTRA records. A clerical error spared seven boxes, containing 1738 documents, over 17,000 pages. This archive was declassified through a Freedom of Information Act Request in 1977, though the names of most people, universities, and hospitals are redacted. The CIA assigned each document a number preceded by "MORI", for "Managament of Officially Released Information", the CIA's automated electronic system at the time of document release. These documents, to be referenced throughout this chapter, are accessible on the Internet (see: abuse-of-power (dot) org/modules/content/index.php?id=31). The United States Senate held a hearing exposing the abuses of MKULTRA, entitled "Project MKULTRA, the CIA's program of research into behavioral modification" (1977).

The Church Committee investigation clearly showed that J. Edgar Hoover had a personal vendetta against Dr. King, and it has been reported he lost no love for the Kennedy brothers. The Kennedys were not only on the wrong side of Hoover's FBI, they were on the wrong side of the CIA as well. JFK fired several top intelligence officers (he asked for Allen Dulles' resignation) and at the time of his death he was privately talking about reorganizing the entire U.S. intelligence service.

Under the doctrine of “plausible deniability” favored by Allen Dulles, the president was sometimes not told things it might be inconvenient or embarrassing for him to know—assassination plots against foreign politicians, for instance. But in this case, plausible deniability for the president would not have been required, for the United States was not doing anything dubious. It looks instead as though crucial intelligence about the activities of key allies was withheld from the president during an international crisis.

Finally, let us heed the words of perhaps one of our greatest generals and Presidents, Dwight David Eisenhower  who warned us of the ‘dangers of the military /industrial complex’ but also warned the unrestrained Allen Dulles, then DCI, that ‘your CIA will create a Legacy of Ashes throughout or American history’.  What made Eisenhower great?                  He took us literally out of a failed Korean War initiated by Truman and refused to enter another war –Vietnam War, (unfortunately ultimately initiated by JKF and LBJ.)

JFK asked his brother, Attorney General Robert Kennedy, to break up organized crime. Nobody high-up in government has tangled the Mafia. J. E. Hoover, the hired hands of FBI and CIA, ran the assassination teams. They have been used since World War II. JFK was attempting to end the oil-tax depletion rip-offs, to get tax money from oil companies. JFK instituted the nuclear test ban treaty, often called “the kiss of death,” to oppose the Pentagon. JFK called off the Invasion of Cuba. He allowed Castro to live, antagonized narcotics and gambling, oil and sugar interests, formerly in Cuba. JFK asked his brother, Attorney General Robert Kennedy, to break up the CIA, the “hidden government behind my back.” Allen Dulles was fired. Dulles, the attorney for international multinationals, was angry. JFK planned to withdraw troops from Vietnam after the 1964 elections. Nov. 24, 1963, two days after JFK’s burial, the Pentagon escalated the Vietnam war … with no known provocations, after JFK was gone. There was no chance Kennedy could survive antagonizing the CIA, oil companies, Pentagon, organized crime. He was not their man. The assassination of JFK employed people from the Texas-Southwest. It was not a Southern plot. Upstarts could not have controlled the northern CIA, FBI, Kennedy family connections. This was a more detailed, sophisticated conspiracy that was to set the pattern for future murders to take place. The murder was funded by Permindex, with headquarters in Montreal and Switzerland. Their stated purpose was to encourage trade between nations in the Western world. Their actual purpose was fourfold: 1) To fund and direct assassinations of European, Mid-East and world leaders considered threats to the western world, and to Petroleum Interests of their backers. 2) Provide couriers, agents for transporting and depositing funds through Swiss Banks for Vegas, Miami and the international gambling syndicate. 3) Coordinate the espionage activities of White Russian Solidarists and Division V of the FBI, headed by William Sullivan. 4) Build, acquire and operate hotels and gambling casinos. During the Eisenhower administration, the Dulles brothers would finally be given full license to exercise their power in the global arena. In the name of defending the free world from Communist tyranny, they would impose an American reign on the world enforced by nuclear terror and cloak-and-dagger brutality.

As (the Soviet newspaper) Pravda said in 1951,"If ever the spy Allen Dulles should arrive in Heaven through somebody's absent-mindedness, he would begin to blow up the clouds, mine the stars, and slaughter the angels." Allen Dulles cared little for the methods that were used to accomplish the secret projects he funded. Proof of this is clear when you look at his attempts in 1950 to convince John McCloy to intervene in General Alexander von Falkenhausen's trial. Von Falkenhausen had executed hostages in Belgium throughout the war and ordered the deportation of 25,000 Jews to death camps. Von Falkenhausen drew a twelve-year sentence but was freed after three weeks.

When World War II was over, and the communists were still very much alive, THE SAME CORPORATIONS AND MULTINATIONAL COMPANIES THAT ARMED GERMANY AFTER WWI sent the Nazis and war criminals with their loot, counterfeit or otherwise, to the USA, Middle East, Asia, Africa and South America. Allen Dulles, Wall Street attorney, made arrangements for the Nazis’ exit. He became the first director of the CIA in 1947. The divisions and decoys we fall into, all the categories of conflict, never follow history or documents day-by-day to understand why we have so many assassinations and cover-ups. Over 600 Nazis were brought to our defense industries, universities and hospitals from 1945-1952 under Project Paperclip.

FBI Director J. Edgar Hoover “mistrusted and disliked all three Kennedy brothers. President Johnson and Hoover had mutual fear and hatred for the Kennedys,” wrote the late William Sullivan, for many years an assistant FBI director. Hoover hated Robert Kennedy, who as Attorney General was his boss, and feared John. In turn, the President distrusted Allen Dulles, and eased him out as CIA director after the 1961 Bay of Pigs debacle. When JFK moved to lower the oil depletion allowance, he incurred the displeasure of John McCloy, whose clients’ profits would be trimmed. Hoover, Dulles and McCloy did not belong to the Kennedy fan club. Hoover controlled the field investigation when the president was shot. Dulles and McCloy helped mold the final verdict of the Warren Commission.

I am against allowing the CIA to spend $25 million since 1947 for the express purpose, as stated before, to alter our behavior. Is the State supreme over individuals? Who owns or controls our minds? Why was CIA Director Allen Dulles allowed to order 100 million LSD tablets? Were half the U.S. population going to receive their doses? What gives the CIA and Pentagon the right to define normal, or to determine what is national security? Are we being drugged through food, water and supplied with chemicals so we become slaves and robots? Where is all the cancer coming from? Why the preoccupation with death? Why is the U.S. Government in the business of creating a "Psycho-civilized" world? Who is ordering the ultrasonic waves to lower brain waves of city populations to an alpha state, leaving citizens susceptible to mass propaganda and hypnotic suggestion? These facts have been confirmed by researcher Walter Bowart in 1977. I learned about the project years ago.

Violent anti-communist fears by the military and munition makers justified the transformation of a once democratic nation into the fascist state we have today. Members of the Nazi Party now hold key positions in our universities, factories, aircraft and aerospace programs.14 When the Nazi empire collapsed in 1945, General Reinhard Gehlen joined forces with our OSS. Gehlen was placed in charge of wartime intelligence for Foreign Armies East. “It was not long before Gehlen was back in business, this time for the United States. Gehlen named his price and terms.”15 A series of meetings was arranged at the Pentagon with Nazi Gehlen, Allen Dulles, J. Edgar Hoover and others.16 The Gehlen organization combined forces and agents with the OSS, which was soon to become known as the CIA. Experts in clandestine and illegal control of Germany through political assassinations and reversal of judicial processes became the teachers of Allen Dulles and Richard Helms. They helped form the new CIA in 1947, based upon clandestine activities in Nazi Germany.17

Fletcher Prouty, in his highly documented book, JFK: The CIA, Vietnam and the Plot to Assassinate John F. Kennedy, reveals that Kennedy was attempting to end the CIA’s influence over covert operations.[301] Chief among these was the escalating U.S. involvement in Vietnam that Kennedy wanted to end. This he posits is why Kennedy was assassinated. There is, however, a more compelling reason why the CIA wanted Kennedy’s removal from office - the CIA’s role in controlling classified UFO information, and denying access to other government agencies including the office of the President. The assassination of President Kennedy was the direct result of his efforts to gain access to the CIA’s control of classified UFO files. Unknown to Kennedy, a set of secret MJ-12 directives issued by his former CIA Director, Allen Dulles, ruled out any cooperation with Kennedy and his National Security staff on the UFO issue. It was Dulles and another six MJ-12 Group members who sanctioned the directives found in the burned document, including a political assassination directive against non-cooperative officials in the Kennedy administration. This could be applied to Kennedy himself if the official entrusted to carry out the MJ-12 Assassination Directive concluded the President threatened MJ-12 operations.

President Lyndon Johnson was forced to select a commission to investigate the assassination of President Kennedy and the murder of Lee Harvey Oswald by Jack Ruby. Texas authorities were called upon to conduct the original investigation. There were too many suspicious people around the world who believed a conspiracy existed. Those rumors had to be squelched. J. Edgar Hoover’s FBI never budged from its position that Lee Harvey acted alone. Any evidence that didn’t conform to this conclusion was ignored. Twenty-six volumes of witness testimony and exhibits were published, and only 8,000 copies were sold. No more reprints. The contradiction between the conclusions of the Warren Report, and the abundance of discrepancies in the other volumes, makes fascinating reading. Chief Justice Earl Warren, John J. McCloy and Allen Dulles were LBJ’s logical choices. President Kennedy didn’t trust CIA Director Dulles. Now JFK was dead and Dulles would be in charge of all possible “conspiracy” investigations. Richard Nixon, temporarily retired from politics for the first time since 1946, selected Rep. Gerald Ford to sit on this commission. Nixon selected Ford a second time when he ran home to escape impeachment during the Watergate hearings.

German army intelligence agent Adolf Hitler was funded to provide a bulwark against the Communist tide by enlarging his National Socialist German Workers Party (Nazis), in turn sowing the seeds of World War II. Three prominent Americans who were instrumental in funding the Nazis were National City Bank (now Citicorp) chairman John J. McCloy; Schroeder Bank attorneys Allen Dulles and his brother, John Foster Dulles; and Prescott Bush, a director of Union Banking Corporation and the Hamburg America shipping line.

It is interesting to note that, following World War II, McCloy became the high commissioner of occupied Germany; John Foster Dulles became President Eisenhower’s secretary of state; Allen Dulles became the longest-serving CIA director; and Bush, as a senator from Connecticut, was instrumental in forming the CIA. It might also be noted that both McCloy and Allen Dulles sat on the largely discredited Warren Commission assigned by President Lyndon B. Johnson to investigate the assassination of President John F. Kennedy.

There’s no lack of competitive spirit within me, but what there isn’t enough of is patience to enjoy the process and let go of the expectations and end goals associated with my competitive nature. Just because I didn’t get everything done on my to-do list, it doesn’t mean I’m a failure or undeserving of patience, grace, and a little forgiveness. The OSS had developed a uniquely American cadre of intelligence analysts, but Donovan and his star officer, Allen W. Dulles, were enthralled by espionage and sabotage, skills at which Americans were amateurs. Donovan depended on British intelligence to school his men in the dark arts. The bravest of the OSS, the ones who inspired legends, were the men who jumped behind enemy lines, running guns, blowing up bridges, plotting against the Nazis with the French and the Balkan resistance movements.

In particular, the CIA was the brainchild of men like Allen Dulles.19 Along with his brother, future Secretary of State John Foster Dulles, Allen Dulles was a longtime employee of Sullivan and Cromwell, the storied Wall Street law firm whose clients included the world’s largest multinational corporations.

Allen Dulles proposed a plan to Washington under which German industrialists and “technical men … with brilliant industrial records” who had worked for the Nazis were to be offered amnesty by the OSS in order to retain them as “valuable sources of information” for postwar reconstruction.

The State Department’s “Riga” faction, which had refused to intervene in European affairs on behalf of Jewish refugees during the war, led the way in insisting that the U.S. intervene on behalf of threatened European elites after the conflict was over. These two tactics, which might seem at first to be contradictory, were in fact based on what seemed to them to be the overriding importance of preserving a stable European political center, with relatively open markets, and a willingness to cooperate with U.S. geopolitical and economic strategies. This was the purported “vital national interest” of which Allen Dulles had spoken.

But a written policy is one thing; its implementation is quite another. Robert Murphy took personal charge of the political oversight of U.S. denazification work in Germany almost immediately, and he made little secret of his inclinations. Meanwhile, the sensitive task of overseeing U.S. intelligence evaluations of German business and political leaders fell to an enterprising OSS man who was stationed in Berlin shortly after Hitler’s suicide. It was Allen Dulles.

The White Russian émigrés in the United States were motivated by both ideology and economics to serve as shock troops in the growing cold war conflict being managed by Prescott’s friends and associates. No one understood this better than Allen Dulles, the Wall Street lawyer, diplomat, and spymaster-in-ascension. Even in the period between the two world wars, Dulles was already molding Russian émigrés into intelligence operatives.

Prince Serge Obolensky, had escaped Soviet Russia after a year of hiding and became a much-married New York society figure whose wives included Alice Astor. His brother-in-law Vincent Astor was secretly asked by FDR in 1940 to set up civilian espionage offices in Manhattan at Rockefeller Center. Astor was soon joined in this effort by Allen Dulles.

In addition to Neil Mallon, members included Raigorodsky, MacNaughton, Everette DeGolyer, and Dallas mayor Earle Cabell, brother of Charles Cabell, who was Allen Dulles’s deputy CIA director. Another member was D. Harold Byrd, who owned the building in downtown Dallas that would become known as the Texas School Book Depository.

Allen Dulles even infiltrated that paragon of objectivity the Encyclopaedia Britannica, whitewashing the agency’s Bay of Pigs fiasco in an article in the 1963 Book of the Year.63

Of course, for many of the Civil War’s cultured despisers, the Union is old hat and liberal democracy the listless desert of history’s last—and very dull—man. Emancipation makes a better story for our times. But emancipation cannot be so easily detached from union (which is another way of saying that racial justice and liberal democracy rise or fall with each other). Lincoln insisted that the Civil War was being fought by the United States in order to restore the constitutionally mandated union of those states, and the Gettysburg Address was his most eloquent declaration that the ultimate purpose of the war was the test it afforded of the practical viability of democracy. This was not because race, slavery, and emancipation were unimportant to Lincoln, but because the Union (and the liberal democracy it represented) and emancipation were not, after all, mutually exclusive goals. Unless the Union was restored, there would be no practical possibility of emancipation, since the overwhelming majority of American slaves would, in that case, end up living in a foreign country, and beyond the possible grasp of Lincoln’s best antislavery intentions.

Although Allen Dulles does not say it in his book, his concept of Intelligence is about 10 percent real Intelligence and 90 percent clandestine operations. In other words, he would have us busy all around the world all of the time countering “all aspects of the invisible war.” By this he means intervening in the internal affairs of other nations with or without their knowledge and permission. (This leads to a serious danger, which will be treated at some length later.) It is what the United States has been doing in an increasing crescendo of events, beginning with such actions as the involvement in Berlin and Iran in the 1940s and culminating in the terrible disaster of Vietnam that began as a major intelligence operation, went on into the clandestine operations stage, then got out of hand and had to become an overt activity during the Johnson era.

During a lecture in the Waldorf-Astoria Hotel in New York on April 27, 1961, he said: “For we are opposed, around the world, by a monolithic and ruthless conspiracy, that relies primarily on covert means for expanding it's sphere of influence, on infiltration instead of invasion, on subversion instead of elections, on intimidation, instead of free choice, on guerrillas by night, instead of armies by day, It is a system which has conscripted vast material and human resources into the building of a tightly knit, highly efficient machine that combines military, diplomatic, intelligence, economic, scientific, and political operations. Its preparations are concealed, not published. Its mistakes are buried, not headlined. Its dissenters silenced, not praised. No expenditure is questioned. No rumor is printed. No secret is revealed.” Kennedy came up against FBI director Edgar Hoover and Allen Dulles’ CIA that had maneuvered him into going along with the Bay of Pigs action. He wanted want to splinter the CIA into a thousand pieces and scatter it to the winds. Kennedy also offended the Military-Intelligence complex. Amongs others for the reason that he decided to pull out of Vietnam.[81] He was against a continuation of Western colonialist domination of Vietnam and criticized the U.S. alliance with the French effort to retain its empire. During his presidency he opposed a massive commitment of U.S. forces to fight a war that he felt the Vietnamese had to fight primarily on their own. He consistently rejected recommendations to introduce U.S. ground forces. Shortly before his assassination he started withdrawing U.S. troops from Vietnam.

The entire death squad Operation 40, a strict secret team founded by George Bush, Richard Nixon and Allen Dulles initially formed to eliminate Fidel Castro, was present at Dallas’ Dealey Plaza on November 22, 1963.[87] Members of this death squad are also responsible for killing Che Guevara, Salvador Allende (President of Chile), Jaime Roldós (President of Ecuador) and Omar Torrijos (President of Panama). Later on, this death squad was also responsible for Operation Phoenix, the greatest murder scheme in Vietnam. Kennedy’s death was welcomed with relief by the FBI and CIA. Both organizations have always been an instrument of the global elite.

Everything was beautiful until the insanity began. The CIA got into the business of altering human behavior in 1947. Project Paperclip, an arrangement made by CIA Director Allen Dulles and Richard Helms, brought 1,000 Nazi specialists and their families to the United States. They were employed by military and civilian institutions. Some Nazi doctors were brought to our hospitals and colleges to continue further experimentation on the brain. American and German scientists, working with the CIA, then the military, started developing every possible method of controlling the mind. Lysergic Acid Diethylmide, LSD, was discovered at the Sandoz Laboratories, Basel, Switzerland, in 1939 by Albert Hoffman. This LSD was pure. No other ingredients were added. The U.S. Army became interested in LSD for interrogation purposes in 1950. After May 1956 until 1975, the U.S. Army Intelligence and the U.S. Chemical Corps experimented with hallucinogenic drugs. The CIA and Army spent $26,501,446 “testing” LSD, code-named EA 1729, and other chemical agents. Contracts went out to 48 different institutions for testing. The CIA was part of these projects. They concealed their participation by contracting to various colleges, hospitals, prisons, mental hospitals and private foundations. The LSD I will refer to is the same type that the CIA tested. We shall be speaking of CIA-LSD, not pure LSD. Government agents had the ability to induce permanent insanity, identical to schizophrenia, without physician or family knowing what happened to the victim.

When President Eisenhower accepted the responsibility for the U-2 flights over the Soviet Union, no one would have questioned that he did this for correct and honorable reasons. National Aeronautics and Space Administrator (NASA) Keith Glennan had already made a public statement that the U-2 was operating out of Turkey as a NASA high-altitude, flight-research aircraft and had strayed over Russian territory inadvertently in high winds. Then, Nikita Khrushchev produced the wreckage of the U-2 deep in Russia near Sverdlovsk, it made a mockery of the NASA cover story; and when he produced the pilot alive and well, it demolished the rest of the plausible disclaimer. The CIA was caught without a plausible cover story, and the President had to choose. He could either discredit Allen Dulles and the CIA for operating that clandestine flight and a long series of flights without his knowledge, or he could, as Eisenhower did, stand up and take the blame himself on the basis that he knew of and had ordered the flights and was in complete control of everything done in the foreign arena by this Government. The latter choice would mean that the President of the United States is Commander in Chief during peacetime clandestine operations as he is in time of war. This is a totally new doctrine born of the vicissitudes of the Cold War. Many have considered this a very noble stand on the part of President Eisenhower, and it was. However, this public admission by the Chief of State that he had directed clandestine operations within another state is exactly the type of thing that reduces the prestige and credibility of United States in the family of nations to the condition described by Arnold Toynbee.

Security forces all over the world are the same when they do this kind of dirty work. As soon as they succeed in wiping out the false assassin, they declare that the justice system no longer need be concerned, that no further public action was needed now that the guilty perpetrator was dead. Better to assassinate an innocent man than to let a civil war break out. Better an injustice than disorder. “America is in danger of upheavals. But you’ll see. All of them together will observe the law of silence. They will close ranks. They’ll do everything to stifle any scandal. They will throw Noah’s cloak over these shameful deeds. In order to not lose face in front of the whole world. In order to not risk unleashing riots in the United States. In order to preserve the union and to avoid a new civil war. In order to not ask themselves questions. They don’t want to know. They don’t want to find out. They won’t allow themselves to find out.” These astonishing observations about Dallas were captured in Peyrefitte’s memoir, C’était de Gaulle (It Was de Gaulle), which was published in France in 2002, three years after the author’s death. Snippets of the conversation appeared in the U.S. press, but the book was not translated and published in America, and de Gaulle’s remarks about the Kennedy assassination were never fully reported outside of France. The phrase “conflict of interest” barely begins to describe Tom Lanphier’s rabidly partisan approach to advising one of the most powerful congressional allies of the American military-industrial complex. Yet he was in good company. Air force intelligence was crammed with highly competitive analysts who believed they were in a zero-sum game not only with the Russians but also with the army and the navy. If they could make the missile-gap theory stick, America would have to respond with a crash ICBM program of its own. The dominance of the Strategic Air Command in the U.S. military hierarchy would be complete—and Convair would profit mightily. It is hardly surprising that the information Lanphier fed to Symington and Symington to every politician and columnist who would listen was authoritative, alarming, and completely, disastrously wrong. Symington’s “on the record” projection of Soviet nuclear strength, given to Senate hearings on the missile gap in late 1959, was that by 1962 they would have three thousand ICBMs. The actual number was four. Symington’s was a wild guess, an extrapolation based on extrapolations by air force generals who believed it was only responsible to take Khrushchev at his word when, for example, he told journalists in Moscow that a single Soviet factory was producing 250 rockets a year, complete with warheads. Symington knew what he was doing. He wanted to be president and believed rightly that missile-gap scaremongering had helped the Democrats pick up nearly fifty seats in Congress in the 1958 midterm elections. But everyone was at it. The 1958 National Intelligence Estimate had forecast one hundred Soviet ICBMs by 1960 and five hundred by 1962. In January 1960 Allen Dulles, who should have known better because he did know better, told Eisenhower that even though the U-2 had shown no evidence of mass missile production, the Russians could still somehow conjure up two hundred of them in eighteen months. On the political left a former congressional aide called Frank Gibney wrote a baseless five-thousand-word cover story for Harper’s magazine accusing the administration of giving the Soviets a six-to-one lead in ICBMs. (Gibney also recommended putting “a system of really massive retaliation” on the moon.) On the right, Vice President Nixon quietly let friends and pundits know that he felt his own boss didn’t quite get the threat. And in the middle, Joe Alsop wrote a devastating series of columns syndicated to hundreds of newspapers in which he calculated that the Soviets would have 150 ICBMs in ten months flat and suggested that by not matching them warhead for warhead the president was playing Russian roulette with the national future. Alsop, who lived well but expensively in a substantial house in Georgetown, was the Larry King of his day—dapper, superbly well connected, and indefatigable in the pursuit of a good story. His series ran in the last week of January 1960. Khrushchev read it in translation and resolved to steal the thunder of the missile-gap lobby, which was threatening to land him with an arms race that would bankrupt Communism. Before the four-power summit, which was now scheduled for Paris in mid-May, he would offer to dismantle his entire ICBM stockpile. No one needed to know how big or small it was; they just needed to know that he was serious about disarmament. He revealed his plan to the Presidium of the Central Committee of the Communist Party of the Soviet Union at a secret meeting in the Kremlin on

McCone was appointed after Kennedy had fired Allen Dulles, the dean of the Old Boys network, and McCone immediately put a greater emphasis on intelligence analysis and estimates and placed more stringent controls on covert operations.

Phillips himself was rising to the highest ranks of the Agency. He was very much a part of the Old Boys network, the dominant insiders whose leaders were OSSers Allen Dulles and William Casey, those icons of Cold War zealousness. David Phillips was close to both men.
