Their labor for next to nothing ensures that well-off people can be a little more pampered.
So if we do it to our own, what chance do foreigners have?

They exited the Fiat fast. He was fit and trained, but he knew they’d only make it worse for him in the close confines of the car if he fought them. There was a time for that and a time for raising your hands, he’d learned. He took an instep hard in the groin, and a cosh over the back of his head as he doubled over. He blacked out then.
The makeshift cell Hezbollah had kept him in in Lebanon was a bare concrete room, three metres square, without windows or artificial light. The door was wooden, reinforced with iron strips. When they first dragged him there, he lay in the filth that other men had made. They left him naked, his wrists and ankles chained. He was gagged with rag and tape. They had broken his nose and split his lips.
Each day they fed him on half-rancid scraps like he’d seen people toss to skinny dogs. He drank only tepid water. Occasionally, he heard the muted sound of children laughing, and smelt a faint waft of jasmine. And then he could not say for certain how long he had been there; a month, maybe two. But his muscles had wasted and he ached in every joint. After they had said their morning prayers, they liked to hang him upside down and beat the soles of his feet with sand-filled lengths of rubber hose. The duo were good at what they did. He guessed the one with the grey beard had honed his skills on Jewish conscripts over many years, the younger one on his own hapless people, perhaps. They looked to him like father and son. They took him to the edge of consciousness before easing off and bringing him back with buckets of fetid water. Then they rubbed jagged salt into the fresh wounds to make him moan with pain. They asked the same question over and over until it sounded like a perverse mantra.

Here’s a simple definition of ideology: “A set of beliefs about the proper order of society and how it can be achieved.”8 And here’s the most basic of all ideological questions: Preserve the present order, or change it? At the French Assembly of 1789, the delegates who favored preservation sat on the right side of the chamber, while those who favored change sat on the left. The terms right and left have stood for conservatism and liberalism ever since. Political theorists since Marx had long assumed that people chose ideologies to further their self-interest. The rich and powerful want to preserve and conserve; the peasants and workers want to change things (or at least they would if their consciousness could be raised and they could see their self-interest properly, said the Marxists). But even though social class may once have been a good predictor of ideology, that link has been largely broken in modern times, when the rich go both ways (industrialists mostly right, tech billionaires mostly left) and so do the poor (rural poor mostly right, urban poor mostly left). And when political scientists looked into it, they found that self-interest does a remarkably poor job of predicting political attitudes.9 So for most of the late twentieth century, political scientists embraced blank-slate theories in which people soaked up the ideology of their parents or the TV programs they watched.10 Some political scientists even said that most people were so confused about political issues that they had no real ideology at all.11 But then came the studies of twins. In the 1980s, when scientists began analyzing large databases that allowed them to compare identical twins (who share all of their genes, plus, usually, their prenatal and childhood environments) to same-sex fraternal twins (who share half of their genes, plus their prenatal and childhood environments), they found that the identical twins were more similar on just about everything.12 And what’s more, identical twins reared in separate households (because of adoption) usually turn out to be very similar, whereas unrelated children reared together (because of adoption) rarely turn out similar to each other, or to their adoptive parents; they tend to be more similar to their genetic parents. Genes contribute, somehow, to just about every aspect of our personalities.13 We’re not just talking about IQ, mental illness, and basic personality traits such as shyness. We’re talking about the degree to which you like jazz, spicy foods, and abstract art; your likelihood of getting a divorce or dying in a car crash; your degree of religiosity, and your political orientation as an adult. Whether you end up on the right or the left of the political spectrum turns out to be just as heritable as most other traits: genetics explains between a third and a half of the variability among people on their political attitudes.14 Being raised in a liberal or conservative household accounts for much less. How can that be? How can there be a genetic basis for attitudes about nuclear power, progressive taxation, and foreign aid when these issues only emerged in the last century or two? And how can there be a genetic basis for ideology when people sometimes change their political parties as adults? To answer these questions it helps to return to the definition of innate that I gave in chapter 7. Innate does not mean unmalleable; it means organized in advance of experience. The genes guide the construction of the brain in the uterus, but that’s only the first draft, so to speak. The draft gets revised by childhood experiences. To understand the origins of ideology you have to take a developmental perspective, starting with the genes and ending with an adult voting for a particular candidate or joining a political protest. He is not inherently different from you. If you had his modeling, training, support, and devotional refuge, you too could be a paragon of hope and goodwill. In at least three ways. First, we exploit them. We constrain their choice and power in the labor market, the housing market, and the financial market, driving down wages while forcing the poor to overpay for housing and access to cash and credit. Those of us who are not poor benefit from these arrangements. Corporations benefit from worker exploitation, sure, but so do consumers who buy the cheap goods and services the working poor produce, and so do those of us directly or indirectly invested in the stock market. Landlords are not the only ones who benefit from housing exploitation; many homeowners do, too, their property values propped up by the collective effort to make housing scarce and expensive. The banking and payday lending industries profit from the financial exploitation of the poor, but so do those of us with free checking accounts at Bank of America or Wells Fargo, as those accounts are subsidized by billions of dollars in overdraft fees.[3] If we burn coal, we get electricity, but we get sulfur dioxide and nitrogen oxide and other airborne toxins, too. We can’t have the electricity without producing the pollution. Opulence in America works the same way. Someone bears the cost.

One particularly distressing example of the high cost to feminist progress exacted by the war is what happened in Pakistan after the capture of Osama bin Laden in Abbottabad, Pakistan, in 2011. In the run-up to his capture, the CIA and the U.S. military allegedly worked with the charity Save the Children in hiring Dr. Shakil Afridi, a Pakistani physician, to run a fake Hepatitis B vaccination program as a front for their surveillance operations.15 Per CIA instructions, Dr. Afridi and a female healthcare worker visited the bin Laden compound under the guise of administering vaccinations and managed to gain access, although they did not see bin Laden. In 2012, all foreign Save the Children staff were expelled from Pakistan, and in 2015, the entire organization there was required to shut its doors, despite having denied (and continuing to deny) that it was involved in this effort. The CIA managed to get their guy, but when the Pakistanis, irate at not having been told about the raid, expelled U.S. military trainers from Islamabad, they were immediately threatened with a cut of the $800 million aid package that the U.S. had promised, thus exposing yet again the coercive power that aid wields. The loss of aid money was not, however, the worst impact of the tragedy. As the British medical journal The Lancet reported, the unintended victims of the tragedy were the millions of Pakistani children whose parents now refused to have them vaccinated amidst rising rates of polio, a disease that vaccination had essentially extinguished in Western countries by the mid-twentieth century.16 In their view, if the CIA could hire a doctor to run a fake vaccine program, then the whole premise of vaccinations became untrustworthy. Within a few years of the raid, Pakistan had 60 percent of all the world’s confirmed polio cases.17

We shelled out billions of shekels to help small businesses, employers, and laid-off workers. This largesse was frowned upon by those who had previously supported my tight fiscal policies. Two prominent officials in the Finance Ministry unabashedly briefed reporters against the government’s economic aid policy. “Prime Minister Netanyahu is working against Finance Minister Netanyahu,” carped my critics. Not quite. Unlike in previous economic crises, the world was awash with cheap credit. The cost of an economic collapse from a general health breakdown would be far greater than the interest payments we would have to make to keep business alive.

3. U.S. Radium and other watch-dial companies began a campaign of disinformation and bogus medical tests - some of which involved X-rays and may even have made the condition worse.
4. Doctors, dentists, and researchers complied with U.S. Radium's and other companies' requests and refused to release their data to the public.
5. Medical professionals also aided the companies by attributing worker deaths to other causes. Syphilis was often cited as the diagnosis, which had the added benefit to management of being a smear on the victims' reputations.
6. One worker, Grace Fryer, decided to sue U.S. Radium. It took Fryer two years to find a lawyer who was willing to take on U.S. Radium. Only four other workers joined her suit; they became known as the "Radium Girls."
7. In 1928, the case was settled in the middle of the trial before it went to the jury for deliberation. The settlement for each of the five "Radium Girls" was $10,000 (the equivalent of $124,000 in 2009 dollars), plus $600 a year while the victim lived and all medical expenses.
Remember the general outline of this scenario because you will see it over and over again: The company denies everything while the doctors and researchers (and even the industrial hygienists) in the company's employ support the company's distorted version of the facts. Perhaps one worker in a hundred will finally pursue justice, one lawyer out of the hundreds of thousands in the United States will finally step up to the plate, and the case will be settled for chump change.

In Nigeria, the Global Fund to Fight AIDS, Tuberculosis and Malaria has granted US$74 million so far for HIV, all of it for work with the ‘general population’. Nigeria gets large slabs from PEPFAR, too, US$105 million in 2006 and rising; 90 per cent of the prevention money was going to ‘general population’ interventions.4 ‘Youth’ is an especially popular focus for prevention efforts in Nigeria, even though HIV tests in several thousand recent graduates from technical college showed that just 1.2 per cent were infected–hardly a sign of an epidemic that is out of control among young people in the general population. Meanwhile, Nigeria has a vibrant sex industry. I can’t say how vibrant because the national programme has until now more or less ignored commercial sex. In a national survey in 2003, 3 per cent of men said they visited a prostitute in the last year, so that would be 1.2 million clients right there, and the probable total is a lot higher.5 There are no estimates of how many women sell sex, and there’s no routine HIV surveillance among sex workers. Sporadic studies are not encouraging. In 2003, 21 per cent of sex workers in the western city of Ibadan and 48 per cent in nearby Saki were infected with HIV.6 Of course, we don’t have a clue how much HIV is spread in sex between men in Nigeria, because no one has asked–the first studies got underway only in 2007. Scattered assessments in drug injectors in eight Nigerian cities in the early 2000s showed that they were as yet no more likely to be infected with HIV than non-injectors, which suggests that there’s still a chance to prevent a major epidemic in this group.7 But how much of the millions of dollars sloshing around for HIV prevention in Nigeria is being spent on drug injectors? As of mid-2007, none.

Even before the first Soviet tanks crossed into Afghanistan in 1979, a movement of Islamists had sprung up nationwide in opposition to the Communist state. They were, at first, city-bound intellectuals, university students and professors with limited countryside appeal. But under unrelenting Soviet brutality they began to forge alliances with rural tribal leaders and clerics. The resulting Islamist insurgents—the mujahedeen—became proxies in a Cold War battle, with the Soviet Union on one side and the United States, Pakistan, and Saudi Arabia on the other. As the Soviets propped up the Afghan government, the CIA and other intelligence agencies funneled millions of dollars in aid to the mujahedeen, along with crate after crate of weaponry. In the process, traditional hierarchies came radically undone.
When the Communists killed hundreds of tribal leaders and landlords, young men of more humble backgrounds used CIA money and arms to form a new warrior elite in their place. In the West, we would call such men “warlords.” In Afghanistan they are usually labeled “commanders.” Whatever the term, they represented a phenomenon previously unknown in Afghan history. Now, each valley and district had its own mujahedeen commanders, all fighting to free the country from Soviet rule but ultimately subservient to the CIA’s guns and money.
The war revolutionized the very core of rural culture. With Afghan schools destroyed, millions of boys were instead educated across the border in Pakistani madrassas, or religious seminaries, where they were fed an extreme, violence-laden version of Islam. Looking to keep the war fueled, Washington—where the prevailing ethos was to bleed the Russians until the last Afghan—financed textbooks for schoolchildren in refugee camps festooned with illustrations of Kalashnikovs, swords, and overturned tanks. One edition declared:
Jihad is a kind of war that Muslims fight in the name of God to free Muslims.… If infidels invade, jihad is the obligation of every Muslim.
An American text designed to teach children Farsi:
Tey [is for] Tofang (rifle); Javed obtains rifles for the mujahedeen
Jeem [is for] Jihad; Jihad is an obligation. My mom went to the jihad.
The cult of martyrdom, the veneration of jihad, the casting of music and cinema as sinful—once heard only from the pulpits of a few zealots—now became the common vocabulary of resistance nationwide. The US-backed mujahedeen branded those supporting the Communist government, or even simply refusing to pick sides, as “infidels,” and justified the killing of civilians by labeling them apostates. They waged assassination campaigns against professors and civil servants, bombed movie theaters, and kidnapped humanitarian workers. They sabotaged basic infrastructure and even razed schools and clinics.
With foreign backing, the Afghan resistance eventually proved too much for the Russians. The last Soviet troops withdrew in 1989, leaving a battered nation, a tottering government that was Communist in name only, and a countryside in the sway of the commanders. For three long years following the withdrawal, the CIA kept the weapons and money flowing to the mujahedeen, while working to block any peace deal between them and the Soviet-funded government. The CIA and Pakistan’s spy agency pushed the rebels to shell Afghan cities still under government control, including a major assault on the eastern city of Jalalabad that flattened whole neighborhoods. As long as Soviet patronage continued though, the government withstood the onslaught.
With the collapse of the Soviet Union in late 1991, however, Moscow and Washington agreed to cease all aid to their respective proxies. Within months, the Afghan government crumbled. The question of who would fill the vacuum, who would build a new state, has not been fully resolved to this day.

In another invaluable service to the Allies, the resistance movements in every captive country helped rescue and spirit back to England thousands of British and American pilots downed behind enemy lines, as well as other Allied servicemen caught in German-held territory. In Belgium, for example, a young woman named Andrée de Jongh set up an escape route called the Comet Line through her native country and France, manned mostly by her friends, to return Britons and Americans to England. De Jongh herself escorted more than one hundred servicemen over the Pyrenees Mountains to safety in neutral Spain. As de Jongh and her colleagues knew, being active in the resistance, regardless of gender, was far more perilous than fighting on the battlefield or in the air. If captured, uniformed servicemen on the Western front were sent to prisoner of war camps, where Geneva Convention rules usually applied. When resistance members were caught, they faced torture, the horrors of a German concentration camp, and/or execution. The danger of capture was particularly great for those who sheltered British or American fighting men, most of whom did not speak the language of the country in which they were hiding and who generally stuck out like the proverbial sore thumb. As one British intelligence officer observed, “It is not an easy matter to hide and feed a foreigner in your midst, especially when it happens to be a red-haired Scotsman of six feet, three inches, or a gum-chewing American from the Middle West.” James Langley, the head of a British agency that aided the European escape lines, later estimated that, for every Englishman or American rescued, at least one resistance worker lost his or her life. Andrée de Jongh managed to escape that fate. Caught in January 1943 and sent to the Ravensbruck concentration camp in Germany, she survived the war because, although she freely admitted to creating the Comet Line, the Germans could not believe that a young girl had devised such an intricate operation. The CIA again used public health workers in Pakistan in 2011. According to an editorial in Scientific American, titled “How the CIA’s Fake Vaccination Campaign Endangers Us All,” the CIA, hoping to identify Osama bin Laden’s family, used a sham hepatitis B vaccination project to collect DNA from residents in Abbottabad who were living close to bin Laden’s suspected hideout (1). After bin Laden’s capture and death on May 2, 2011, the fake scheme came to light, and villagers along the Afghanistan-Pakistan border chased off vaccination workers, accusing them of being spies. The misuse of public health workers had repercussions. In December 2012, nine female Pakistani workers were gunned down while administering polio vaccinations, prompting the UN to withdraw vaccination teams. A similar attack occurred in Nigeria in February 2013, when nine female vaccination workers were massacred. These attacks are presumed to be retaliation for the vaccinator ruse in the capture of bin Laden. In January 2013, several deans of US schools of public health signed a letter to President Barack Obama stating their belief that public health programs should not be used as cover for covert operations and urging the president to assure the public that this type of practice would not be repeated (2). The president did not respond.

Today, community service is sometimes used as a patch to cover over inarticulateness about the inner life. Not long ago, I asked the head of a prestigious prep school how her institution teaches its students about character. She answered by telling me how many hours of community service the students do. Her assumption seemed to be that if you go off and tutor poor children, that makes you a good person yourself. And so it goes. Many people today have deep moral and altruistic yearnings, but, lacking a moral vocabulary, they tend to convert moral questions into resource allocation questions. How can I serve the greatest number? How can I have impact? Or, worst of all: How can I use my beautiful self to help out those less fortunate than I? The atmosphere at Hull House was quite different. The people who organized the place had a specific theory about how to build character, equally for those serving the poor and for the poor themselves. Addams, like many of her contemporaries, dedicated her life to serving the needy, while being deeply suspicious of compassion. She was suspicious of its shapelessness, the way compassionate people tended to ooze out sentiment on the poor to no practical effect. She also rejected the self-regarding taint of the emotion, which allowed the rich to feel good about themselves because they were doing community service. “Benevolence is the twin of pride,” Nathaniel Hawthorne had written.
