But even though social class may once have been a good predictor of ideology, that link has been largely broken in modern times, when the rich go both ways (industrialists mostly right, tech billionaires mostly left) and so do the poor (rural poor mostly right, urban poor mostly left). And when political scientists looked into it, they found that self-interest does a remarkably poor job of predicting political attitudes.9 So for most of the late twentieth century, political scientists embraced blank-slate theories in which people soaked up the ideology of their parents or the TV programs they watched.10 Some political scientists even said that most people were so confused about political issues that they had no real ideology at all.11 But then came the studies of twins. In the 1980s, when scientists began analyzing large databases that allowed them to compare identical twins (who share all of their genes, plus, usually, their prenatal and childhood environments) to same-sex fraternal twins (who share half of their genes, plus their prenatal and childhood environments), they found that the identical twins were more similar on just about everything.12 And what’s more, identical twins reared in separate households (because of adoption) usually turn out to be very similar, whereas unrelated children reared together (because of adoption) rarely turn out similar to each other, or to their adoptive parents; they tend to be more similar to their genetic parents. Genes contribute, somehow, to just about every aspect of our personalities.13 We’re not just talking about IQ, mental illness, and basic personality traits such as shyness. We’re talking about the degree to which you like jazz, spicy foods, and abstract art; your likelihood of getting a divorce or dying in a car crash; your degree of religiosity, and your political orientation as an adult. Whether you end up on the right or the left of the political spectrum turns out to be just as heritable as most other traits: genetics explains between a third and a half of the variability among people on their political attitudes.14 Being raised in a liberal or conservative household accounts for much less. How can that be? How can there be a genetic basis for attitudes about nuclear power, progressive taxation, and foreign aid when these issues only emerged in the last century or two? And how can there be a genetic basis for ideology when people sometimes change their political parties as adults? To answer these questions it helps to return to the definition of innate that I gave in chapter 7. Innate does not mean unmalleable; it means organized in advance of experience. The genes guide the construction of the brain in the uterus, but that’s only the first draft, so to speak. The draft gets revised by childhood experiences. To understand the origins of ideology you have to take a developmental perspective, starting with the genes and ending with an adult voting for a particular candidate or joining a political protest. We believe there is something special about the hero and something deficient about us, but the only difference is that the Bodhisattva has training, has walked the Lam Rim, has reached the various milestones that each contemplation is designed to evoke, and collectively those experiences have brought confidence. Our natures are the same. It‘s in your DNA to become a hero. As heretical as it may sound to some, there is no inherent specialness to His Holiness the Dalai Lama. He is not inherently different from you. If you had his modeling, training, support, and devotional refuge, you too could be a paragon of hope and goodwill. Now, hopefully you will recognize cow critical it is for you to embrace your training (the Bodhisattva Path), so that we can shape-shift civilization through the neural circuitry of living beings. For many, the economic conditions of the Philippines can hardly be called home—pushing hundreds of thousands of men and women (primarily) to seek economic relief elsewhere in order to provide a home for the families they left behind in the Philippines. This diaspora must also be seen in the historical context of our imbalance as a result of colonialism/imperialism and the displacement of the self through negation by the master’s narratives. That this diaspora is perceived by the Philippine government as its own version of “foreign aid” is symptomatic of a consciousness that remains uncritical of its marginal situatedness. The paradox of the “colonized taking care of the colonizer” is being played out in hospitals and convalescent homes, where Filipino nurses abound; in Europe and in the United States, where Filipino nannies and domestic workers are taking care of other people’s children It is evident in Japan’s Filipino entertainers and in Denmark and Australia’s Filipino mail-order brides, who provide caretaking services, especially to men. This is the most stark and depressing legacy of colonization as a patriarchal legacy—the exploitation of women

In the Tangut raids, Khan first learned the ins and outs of war against fortified cities and the strategies critical to laying siege, and quickly became an expert. In his campaigns against the Jurched, Khan learned the importance of winning hearts and minds. By working with the scholars and royal family of the lands he conquered, Khan was able to hold on to and manage these territories in ways that most empires could not. Afterward, in every country or city he held, Khan would call for the smartest astrologers, scribes, doctors, thinkers, and advisers—anyone who could aid his troops and their efforts. His troops traveled with interrogators and translators for precisely this purpose. It was a habit that would survive his death. While the Mongols themselves seemed dedicated almost solely to the art of war, they put to good use every craftsman, merchant, scholar, entertainer, cook, and skilled worker they came in contact with. The Mongol Empire was remarkable for its religious freedoms, and most of all, for its love of ideas and convergence of cultures.

One particularly distressing example of the high cost to feminist progress exacted by the war is what happened in Pakistan after the capture of Osama bin Laden in Abbottabad, Pakistan, in 2011. In the run-up to his capture, the CIA and the U.S. military allegedly worked with the charity Save the Children in hiring Dr. Shakil Afridi, a Pakistani physician, to run a fake Hepatitis B vaccination program as a front for their surveillance operations.15 Per CIA instructions, Dr. Afridi and a female healthcare worker visited the bin Laden compound under the guise of administering vaccinations and managed to gain access, although they did not see bin Laden. In 2012, all foreign Save the Children staff were expelled from Pakistan, and in 2015, the entire organization there was required to shut its doors, despite having denied (and continuing to deny) that it was involved in this effort. The CIA managed to get their guy, but when the Pakistanis, irate at not having been told about the raid, expelled U.S. military trainers from Islamabad, they were immediately threatened with a cut of the $800 million aid package that the U.S. had promised, thus exposing yet again the coercive power that aid wields. The loss of aid money was not, however, the worst impact of the tragedy. As the British medical journal The Lancet reported, the unintended victims of the tragedy were the millions of Pakistani children whose parents now refused to have them vaccinated amidst rising rates of polio, a disease that vaccination had essentially extinguished in Western countries by the mid-twentieth century.16 In their view, if the CIA could hire a doctor to run a fake vaccine program, then the whole premise of vaccinations became untrustworthy. Within a few years of the raid, Pakistan had 60 percent of all the world’s confirmed polio cases.17

Workers were told that the paint was nontoxic, although there was no factual basis for this declaration. The employers discounted scientists. The workers believed their superiors. 2. Health complaints were made in ever-increasing frequency. It became obvious that something was seriously wrong. 3. U.S. Radium and other watch-dial companies began a campaign of disinformation and bogus medical tests - some of which involved X-rays and may even have made the condition worse. 4. Doctors, dentists, and researchers complied with U.S. Radium's and other companies' requests and refused to release their data to the public. 5. Medical professionals also aided the companies by attributing worker deaths to other causes. Syphilis was often cited as the diagnosis, which had the added benefit to management of being a smear on the victims' reputations. 6. One worker, Grace Fryer, decided to sue U.S. Radium. It took Fryer two years to find a lawyer who was willing to take on U.S. Radium. Only four other workers joined her suit; they became known as the "Radium Girls." 7. In 1928, the case was settled in the middle of the trial before it went to the jury for deliberation. The settlement for each of the five "Radium Girls" was $10,000 (the equivalent of $124,000 in 2009 dollars), plus $600 a year while the victim lived and all medical expenses. Remember the general outline of this scenario because you will see it over and over again: The company denies everything while the doctors and researchers (and even the industrial hygienists) in the company's employ support the company's distorted version of the facts. Perhaps one worker in a hundred will finally pursue justice, one lawyer out of the hundreds of thousands in the United States will finally step up to the plate, and the case will be settled for chump change.

Even before the first Soviet tanks crossed into Afghanistan in 1979, a movement of Islamists had sprung up nationwide in opposition to the Communist state. They were, at first, city-bound intellectuals, university students and professors with limited countryside appeal. But under unrelenting Soviet brutality they began to forge alliances with rural tribal leaders and clerics. The resulting Islamist insurgents—the mujahedeen—became proxies in a Cold War battle, with the Soviet Union on one side and the United States, Pakistan, and Saudi Arabia on the other. As the Soviets propped up the Afghan government, the CIA and other intelligence agencies funneled millions of dollars in aid to the mujahedeen, along with crate after crate of weaponry. In the process, traditional hierarchies came radically undone. When the Communists killed hundreds of tribal leaders and landlords, young men of more humble backgrounds used CIA money and arms to form a new warrior elite in their place. In the West, we would call such men “warlords.” In Afghanistan they are usually labeled “commanders.” Whatever the term, they represented a phenomenon previously unknown in Afghan history. Now, each valley and district had its own mujahedeen commanders, all fighting to free the country from Soviet rule but ultimately subservient to the CIA’s guns and money. The war revolutionized the very core of rural culture. With Afghan schools destroyed, millions of boys were instead educated across the border in Pakistani madrassas, or religious seminaries, where they were fed an extreme, violence-laden version of Islam. Looking to keep the war fueled, Washington—where the prevailing ethos was to bleed the Russians until the last Afghan—financed textbooks for schoolchildren in refugee camps festooned with illustrations of Kalashnikovs, swords, and overturned tanks. One edition declared: Jihad is a kind of war that Muslims fight in the name of God to free Muslims.… If infidels invade, jihad is the obligation of every Muslim. An American text designed to teach children Farsi: Tey [is for] Tofang (rifle); Javed obtains rifles for the mujahedeen Jeem [is for] Jihad; Jihad is an obligation. My mom went to the jihad. The cult of martyrdom, the veneration of jihad, the casting of music and cinema as sinful—once heard only from the pulpits of a few zealots—now became the common vocabulary of resistance nationwide. The US-backed mujahedeen branded those supporting the Communist government, or even simply refusing to pick sides, as “infidels,” and justified the killing of civilians by labeling them apostates. They waged assassination campaigns against professors and civil servants, bombed movie theaters, and kidnapped humanitarian workers. They sabotaged basic infrastructure and even razed schools and clinics. With foreign backing, the Afghan resistance eventually proved too much for the Russians. The last Soviet troops withdrew in 1989, leaving a battered nation, a tottering government that was Communist in name only, and a countryside in the sway of the commanders. For three long years following the withdrawal, the CIA kept the weapons and money flowing to the mujahedeen, while working to block any peace deal between them and the Soviet-funded government. The CIA and Pakistan’s spy agency pushed the rebels to shell Afghan cities still under government control, including a major assault on the eastern city of Jalalabad that flattened whole neighborhoods. As long as Soviet patronage continued though, the government withstood the onslaught. With the collapse of the Soviet Union in late 1991, however, Moscow and Washington agreed to cease all aid to their respective proxies. Within months, the Afghan government crumbled. The question of who would fill the vacuum, who would build a new state, has not been fully resolved to this day.

Immigrants also send billions of dollars in remittances to their home countries, promoting economic growth and development. Worldwide, they wired, mailed, or carried home $449 billion in 2010. (In 1980 remittances totaled just 37 billion.)11 Nowadays, remittances are more than five times larger than the world’s total foreign aid and larger than the annual total flow of foreign investment to poor countries. In short, workers who live outside their home country—and who are often very poor themselves—send more money to their country than foreign investors, and more than rich countries send as financial aid.12 Indeed, for many countries, remittances have become the biggest source of hard currency and, in effect, the largest sector of the economy, thereby transforming traditional economic and social structures as well as the business landscape.

The CIA again used public health workers in Pakistan in 2011. According to an editorial in Scientific American, titled “How the CIA’s Fake Vaccination Campaign Endangers Us All,” the CIA, hoping to identify Osama bin Laden’s family, used a sham hepatitis B vaccination project to collect DNA from residents in Abbottabad who were living close to bin Laden’s suspected hideout (1). After bin Laden’s capture and death on May 2, 2011, the fake scheme came to light, and villagers along the Afghanistan-Pakistan border chased off vaccination workers, accusing them of being spies. The misuse of public health workers had repercussions. In December 2012, nine female Pakistani workers were gunned down while administering polio vaccinations, prompting the UN to withdraw vaccination teams. A similar attack occurred in Nigeria in February 2013, when nine female vaccination workers were massacred. These attacks are presumed to be retaliation for the vaccinator ruse in the capture of bin Laden. In January 2013, several deans of US schools of public health signed a letter to President Barack Obama stating their belief that public health programs should not be used as cover for covert operations and urging the president to assure the public that this type of practice would not be repeated (2). The president did not respond.

I once had a foreign exchange trader who worked for me who was an unabashed chartist. He truly believed that all the information you needed was reflected in the past history of a currency. Now it's true there can be less to consider in trading currencies than individual equities, since at least for developed country currencies it's typically not necessary to pore over their financial statements every quarter. And in my experience, currencies do exhibit sustainable trends more reliably than, say, bonds or commodities. Imbalances caused by, for example, interest rate differentials that favor one currency over another (by making it more profitable to invest in the higher-yielding one) can persist for years. Of course, another appeal of charting can be that it provides a convenient excuse to avoid having to analyze financial statements or other fundamental data. Technical analysts take their work seriously and apply themselves to it diligently, but it's also possible for a part-time technician to do his market analysis in ten minutes over coffee and a bagel. This can create the false illusion of being a very efficient worker. The FX trader I mentioned was quite happy to engage in an experiment whereby he did the trades recommended by our in-house market technician. Both shared the same commitment to charts as an under-appreciated path to market success, a belief clearly at odds with the in-house technician's avoidance of trading any actual positions so as to provide empirical proof of his insights with trading profits. When challenged, he invariably countered that managing trading positions would challenge his objectivity, as if holding a losing position would induce him to continue recommending it in spite of the chart's contrary insight. But then, why hold a losing position if it's not what the chart said? I always found debating such tortured logic a brief but entertaining use of time when lining up to get lunch in the trader's cafeteria. To the surprise of my FX trader if not to me, the technical analysis trading account was unprofitable. In explaining the result, my Kool-Aid drinking trader even accepted partial responsibility for at times misinterpreting the very information he was analyzing. It was along the lines of that he ought to have recognized the type of pattern that was evolving but stupidly interpreted the wrong shape. It was almost as if the results were not the result of the faulty religion but of the less than completely faithful practice of one of its adherents. So what use to a profit-oriented trading room is a fully committed chartist who can't be trusted even to follow the charts? At this stage I must confess that we had found ourselves in this position as a last-ditch effort on my part to salvage some profitability out of a trader I'd hired who had to this point been consistently losing money. His own market views expressed in the form of trading positions had been singularly unprofitable, so all that remained was to see how he did with somebody else's views. The experiment wasn't just intended to provide a “live ammunition” record of our in-house technician's market insights, it was my last best effort to prove that my recent hiring decision hadn't been a bad one. Sadly, his failure confirmed my earlier one and I had to fire him. All was not lost though, because he was able to transfer his unsuccessful experience as a proprietary trader into a new business advising clients on their hedge fund investments.

The American sociologist Barrington Moore proposed a longer-term explanation for the emergence of military dictatorship in Japan. Seeking the ultimate roots of dictatorship and democracy in different routes toward the capitalist transformation of agriculture, Moore noted that Britain allowed an independent rural gentry to enclose its estates and expel from the countryside “surplus” labor who were then “free” to work in its precocious industries. British democracy could rest upon a stable, conservative countryside and a large urban middle class fed by upwardly mobile labor. Germany and Japan, by contrast, industrialized rapidly and late while maintaining unchanged a traditional landlord-peasant agriculture. Thereafter they were obliged to hold in check all at once fractious workers, squeezed petty bourgeois, and peasants, either by force or by manipulation. This conflict-ridden social system, moreover, provided only limited markets for its own products. Both Germany and Japan dealt with these challenges by combining internal repression with external expansion, aided by the slogans and rituals of a right-wing ideology that sounded radical without really challenging the social order. To Barrington Moore’s long-term analysis of lopsided modernization, one could add further short-term twentieth-century similarities between the German and Japanese situations: the vividness of the perception of a threat from the Soviet Union (Russia had made territorial claims against Japan since the Japanese victory of 1905), and the necessity to adapt traditional political and social hierarchies rapidly to mass politics. Imperial Japan was even more successful than Nazi Germany in using modern methods of mobilization and propaganda to integrate its population under traditional authority. Moore’s perceived similarities between German and Japanese development patterns and social structures have not been fully convincing to Japan specialists. Agrarian landlords cannot be shown to have played a major role in giving imperial Japan its peculiar mix of expansionism and social control. And if imperial Japanese techniques of integration were very successful, it was mostly because Japanese society was so coherent and its family structure so powerful. Imperial Japan, finally, despite undoubted influence from European fascism and despite some structural analogies to Germany and Italy, faced less critical problems than those two countries. The Japanese faced no imminent revolutionary threat, and needed to overcome neither external defeat nor internal disintegration (though they feared it, and resented Western obstacles to their expansion in Asia). Though the imperial regime used techniques of mass mobilization, no official party or autonomous grassroots movement competed with the leaders. The Japanese empire of the period 1932–45 is better understood as an expansionist military dictatorship with a high degree of state-sponsored mobilization than as a fascist regime.

In another invaluable service to the Allies, the resistance movements in every captive country helped rescue and spirit back to England thousands of British and American pilots downed behind enemy lines, as well as other Allied servicemen caught in German-held territory. In Belgium, for example, a young woman named Andrée de Jongh set up an escape route called the Comet Line through her native country and France, manned mostly by her friends, to return Britons and Americans to England. De Jongh herself escorted more than one hundred servicemen over the Pyrenees Mountains to safety in neutral Spain. As de Jongh and her colleagues knew, being active in the resistance, regardless of gender, was far more perilous than fighting on the battlefield or in the air. If captured, uniformed servicemen on the Western front were sent to prisoner of war camps, where Geneva Convention rules usually applied. When resistance members were caught, they faced torture, the horrors of a German concentration camp, and/or execution. The danger of capture was particularly great for those who sheltered British or American fighting men, most of whom did not speak the language of the country in which they were hiding and who generally stuck out like the proverbial sore thumb. As one British intelligence officer observed, “It is not an easy matter to hide and feed a foreigner in your midst, especially when it happens to be a red-haired Scotsman of six feet, three inches, or a gum-chewing American from the Middle West.” James Langley, the head of a British agency that aided the European escape lines, later estimated that, for every Englishman or American rescued, at least one resistance worker lost his or her life. Andrée de Jongh managed to escape that fate. Caught in January 1943 and sent to the Ravensbruck concentration camp in Germany, she survived the war because, although she freely admitted to creating the Comet Line, the Germans could not believe that a young girl had devised such an intricate operation.
