Corn is subsidized to keep it cheap, and the subsidies encourage overproduction, which encourages a scramble for ever more ways to use corn, and thus bigger subsidies - the perfect feedback loop of government welfare.

Julius Nyerere, the idealistic president of Tanzania, was deeply impressed by the Chinese success. In order to modernise Tanzanian agriculture, Nyerere resolved to establish collective farms on the Chinese model. When peasants objected to the plan, Nyerere sent the army and police to destroy traditional villages and forcibly relocate hundreds of thousands of peasants onto the new collective farms. Government propaganda depicted the farms as miniature paradises, but many of them existed only in government documents. The protocols and reports written in the capital Dar es Salaam said that on such-and-such a date the inhabitants of such-and-such village were relocated to such-and-such farm. In reality, when the villagers reached their destination, they found absolutely nothing there. No houses, no fields, no tools. Officials nevertheless reported great successes to themselves and to President Nyerere. In fact, within less than ten years Tanzania was transformed from Africa’s biggest food exporter into a net food importer that could not feed itself without external assistance. In 1979, 90 per cent of Tanzanian farmers lived on collective farms, but they generated only 5 per cent of the country’s agricultural output.4

It places the food movement on a new foundation, infuses it with fresh energy, and promotes the only choice that keeps agribusiness executives awake at night.

The opposite would be true with my plan to have left-handed voters pay subsidies to right-handed voters. There are roughly nine right-handed Americans for every lefty, so if every right-handed voter were to get some government benefit worth $100, then every left-handed voter would have to pay $900 to finance it. The lefties would be hopping mad about their $900 tax bills, probably to the point that it became their preeminent political concern, while the righties would be only modestly excited about their $100 subsidy. An adept politician would probably improve her career prospects by voting with the lefties. Here is a curious finding that makes more sense in light of what we‘ve just discussed. In countries where farmers make up a small fraction of the population, such as America and Europe, the government provides large subsidies for agriculture. But in countries where the farming population is relatively large, such as China and India, the subsidies go the other way. Farmers are forced to sell their crops at below-market prices so that urban dwellers can get basic food items cheaply. In the one case, farmers get political favors; in the other, they must pay for them. What makes these examples logically consistent is that in both cases the large group subsidizes the smaller group. In politics, the tail can wag the dog. This can have profound effects on the economy.

the planned destruction of Iraq’s agriculture is not widely known. Modern Iraq is part of the ‘fertile crescent’ of Mesopotamia where man first domesticated wheat between 8,000 and 13,000 years ago, and home to several thousand varieties of local wheat. As soon as the US took over Iraq, it became clear its interests were not limited to oil. In 2004, Paul Bremer, the then military head of the Provisional Authority imposed as many as a hundred laws which made short work of Iraq’s sovereignty. The most crippling for the people and the economy of Iraq was Order 81 which deals, among other things, with plant varieties and patents. The goal was brutally clear-cut and sweeping — to wipe out Iraq’s traditional, sustainable agriculture and replace it with oil-chemical-genetically-modified-seed-based industrial agriculture. There was no public or parliamentary debate for the conquered people who never sought war. The conquerors made unilateral changes in Iraq’s 1970 patent law: henceforth, plant forms could be patented — which was never allowed before — while genetically-modified organisms were to be introduced. Farmers were strictly banned from saving their own seeds: this, in a country where, according to the Food and Agriculture Organisation, 97 per cent of Iraqi farmers planted only their own saved seeds. With a single stroke of the pen, Iraq’s agriculture was axed, while Order 81 facilitated the introduction and domination of imported, high-priced corporate seeds, mainly from the US — which neither reproduce, nor give yields without their prescribed chemical fertiliser and pesticide inputs. It meant that the majority of farmers who had never spent money on seed and inputs that came free from nature, would henceforth have to heavily invest in corporate inputs and equipment — or go into debt to obtain them, or accept lowered profits, or give up farming altogether.

It’s a demonic feedback loop. Let me see if I can get this straight. Pharmaceutical companies sell mountains of drugs to factory farms, which depend on them to maintain their abnormally intensive systems. The animals develop antibiotic resistance that spreads to humans. Humans need stronger drugs. In the meantime, the animal industries flood the government with cash in exchange for subsidies. The government, invested in keeping the generous animal food lobbies flush, runs federal programs pushing people to eat increasing amounts of animal-based foods. People oblige. People get sick, requiring medication for the rest of their lives, along with expensive medical procedures. The drugs and procedures falsely assure them that they can continue to eat the food that made them sick in the first place. People continue to support the animal agriculture industry by buying their products, which pay for studies to further convince the public that animal products are an essential part of a healthy diet. People continue to support the pharmaceutical companies because they are tethered to their prescription drugs. This allows drug companies to pay for the “education” of our doctors who prescribe more drugs to us. Then pharmaceutical companies sell mountains of drugs to factory farms…

Would we rather have pesticides on farmland and nitrogen runoffs from them? Or would we rather chop down more forest? How much more forest would we have to chop down? If we wanted to reduce pesticide use and nitrogen runoff by turning all of the world’s farmland to organic farming, we’d need about 50 percent more farmland than we have today. Nobel Prize winner Norman Borlaug, whose work helped triple crop yields over the last fifty years and arguably saved billions from starvation, estimates that the world would need an _additional_ 5 to 6 billion head of cattle to produce enough manure to fertilize that farmland. There are only an estimated 1.3 billion cattle on the planet today. Combined, we’d need to chop down roughly half of the world’s remaining forest to grow crops and to graze cattle that produce enough manure to fertilize those crops. Clearing that much land would produce around 500 billion tons of CO2, or almost as much as the total cumulative CO2 emissions of the world thus far. And the cattle needed to fertilize that land would produce far _more_ greenhouse gases, in the form of methane, than all of agriculture does today, possibly enough to equal all human greenhouse gases emitted from all sources today. That’s not a viable path.

The land is too various in its kinds, climates, conditions, declivities, aspects, and histories to conform to any generalized understanding or to prosper under generalized treatment. The use of land cannot be both general and kindly -- just as the forms of good manners, generally applied (applied, that is, without consideration of differences), are experienced as indifference, bad manners. To treat every field, or every part of every field, with the same consideration is not farming but industry. Kindly use depends upon intimate knowledge, the most sensitive responsiveness and responsibility. As knowledge (hence, use) is generalized, essential values are destroyed. As the householder evolves into a consumer, the farm evolves into a factory -- with results that are potentially calamitous for both.

By 2030, says the UN Food and Agriculture Organization, fish farming will dominate fish supplies. Given how wrong the FAO has been in the past--saying catches were going up when, in fact, they were going down--this statement is worth examining carefully. When you do, you find it to be an observation of previous trends, not a reflection of what could happen or what people might want--in the same way as Red Delicious was once far and away the most popular apple in the United States because it was basically the only apple you could get. The FAO is simply observing that fish farming is the fastest growing form of food production in the world--growing at 9 percent a year and by 12-13 percent in the United States. Nobody is asking us whether we want this. It is just happening. The continued destruction of mangrove swamps in poor countries to provide shrimp for people living in rich countries is simply the market operating in a vacuum untroubled by ethics. It is a reflection of what will go on happening if we do not find ways of exercising any choice in the matter.

Bycatch and discards are a fact of life to a fisherman. There is no fishing method that catches only the quarry. ...The UN Food and Agriculture Organization estimates that about a third of what is caught worldwide, some 29 million tons, goes over the side. This takes what is hauled from the sea to around 132 million tons a year. Add to that the number of organisms that are killed or damaged by net, line, or trap and are never landed--such as whales, porpoises, turtles, and birds--and the number of animals destroyed on the bottom, and the total catch by fishermen reaches something more like 220 million tons a year. Consider that much of the weight of palatable fish is head, cartilage, bone, and offal, which goes over the side or is thrown away by processors. Consider also that about 44 million tons of fish are caught to make industrial products and food for farmed fish. Consider that some of the palatable fish caught will be turned into products for other than human consumption--as cat food, for instance. Consider that there may be an element of waste because some fish will not sell. Taking all these things into account, it is possible to conclude that the amount of protein eaten by someone or something is maybe less than 20 percent of the 104 million tons landed, and only 10 percent of the amount of marine animals destroyed annually in the oceans. These are rough figures, but, given a wide margin of error, they are about right. So catching wild fish is a wasteful business.

Gadgetry will continue to relieve mankind of tedious jobs. Kitchen units will be devised that will prepare ‘automeals,’ heating water and converting it to coffee; toasting bread; frying, poaching or scrambling eggs, grilling bacon, and so on. The screen can be used not only to see the people you call but also for studying documents and photographs and reading passages from books. Synchronous satellites, hovering in space will make it possible for you to direct-dial any spot on earth, including the weather stations in Antarctica. [M]en will continue to withdraw from nature in order to create an environment that will suit them better. By 2014, electroluminescent panels will be in common use. Ceilings and walls will glow softly, and in a variety of colors that will change at the touch of a push button. Robots will neither be common nor very good in 2014, but they will be in existence. The appliances of 2014 will have no electric cords, of course, for they will be powered by long- lived batteries running on radioisotopes. “[H]ighways … in the more advanced sections of the world will have passed their peak in 2014; there will be increasing emphasis on transportation that makes the least possible contact with the surface. There will be aircraft, of course, but even ground travel will increasingly take to the air a foot or two off the ground. [V]ehicles with ‘Robot-brains’ … can be set for particular destinations … that will then proceed there without interference by the slow reflexes of a human driver. [W]all screens will have replaced the ordinary set; but transparent cubes will be making their appearance in which three-dimensional viewing will be possible. [T]he world population will be 6,500,000,000 and the population of the United States will be 350,000,000. All earth will be a single choked Manhattan by A.D. 2450 and society will collapse long before that! There will, therefore, be a worldwide propaganda drive in favor of birth control by rational and humane methods and, by 2014, it will undoubtedly have taken serious effect. Ordinary agriculture will keep up with great difficulty and there will be ‘farms’ turning to the more efficient micro-organisms. Processed yeast and algae products will be available in a variety of flavors. The world of A.D. 2014 will have few routine jobs that cannot be done better by some machine than by any human being. Mankind will therefore have become largely a race of machine tenders. Schools will have to be oriented in this direction…. All the high-school students will be taught the fundamentals of computer technology will become proficient in binary arithmetic and will be trained to perfection in the use of the computer languages that will have developed out of those like the contemporary “Fortran". [M]ankind will suffer badly from the disease of boredom, a disease spreading more widely each year and growing in intensity. This will have serious mental, emotional and sociological consequences, and I dare say that psychiatry will be far and away the most important medical specialty in 2014. [T]he most glorious single word in the vocabulary will have become work! in our a society of enforced leisure.
