What this meant in practice was they had the right to advance IOUs for a portion of the money the king now owed them to any inhabitant of the kingdom willing to borrow from them, or willing to deposit their own money in the bank—in effect, to circulate or "monetize" the newly created royal debt. This was a great deal for the bankers (they got to charge the king 8 percent annual interest for the original loan and simultaneously charge interest on the same money to the clients who borrowed it) , but it only worked as long as the original loan remained outstanding. To this day, this loan has never been paid back. It cannot be. If it ever were, the entire monetary system of Great Britain would cease to exist.

The point is that, without the evangelical instinct and the spiritual potential of a living Christianity, political judgment and political experience are ill protected against the illusions of selfishness and fear; without courage, compassion for mankind and the spirit of sacrifice, the ever-thwarted advance toward an historical ideal of generosity and fraternity is not conceivable.

It is a relic of colonialism. In many commonwealth countries, former colonies, and English protectorates, state homophobia was left over from the British Empire: Section 377 was a part of the penal code that England imposed on its colonies in 1860. It was a sort of umbrella crime covering everything, especially homosexuality and bestiality; it took into account neither the consent nor the age of the partners, which made it impossible to legitimately distinguish homosexuality, rape, and pedophilia. The British crudely implemented this provision first in India, where the Indian Penal Code would become the colonial matrix, and then, based on Indian law, throughout the British Empire in Asia, Australia, and Africa as the colonizers advanced. Today one can still find that famous Section 377 almost intact in ten Asian countries and fifteen Anglophone African countries.

The Russians responded with equal savagery once the tide turned in their favor, but at the beginning of Germany’s terrifying and overwhelming invasion, all the under-equipped Red Army could do was mount a fighting retreat, letting the harsh terrain and Russian winter do to Hitler what it had done to Napoleon. That strategy came at a horrifying cost: millions of Soviets died wearing down the German advance. And many of those front-line lives at stake were women.

In terms of literary history, the publication of Lyrical Ballads in 1798 is seen as a landmark. The volume contains many of the best-known Romantic poems. The second edition in 1800 contained a Preface in which Wordsworth discusses the theories of poetry which were to be so influential on many of his and Coleridge's contemporaries. The Preface represents a poetic manifesto which is very much in the spirit of the age. The movement towards greater freedom and democracy in political and social affairs is paralleled by poetry which sought to overturn the existing regime and establish a new, more 'democratic' poetic order. To do this, the writers used 'the real language of men' (Preface to Lyrical Ballads) and even, in the case of Byron and Shelley, got directly involved in political activities themselves. The Romantic age in literature is often contrasted with the Classical or Augustan age which preceded it. The comparison is valuable, for it is not simply two different attitudes to literature which are being compared but two different ways of seeing and experiencing life. The Classical or Augustan age of the early and mid-eighteenth century stressed the importance of reason and order. Strong feelings and flights of the imagination had to be controlled (although they were obviously found widely, especially in poetry). The swift improvements in medicine, economics, science and engineering, together with rapid developments in both agricultural and industrial technology, suggested human progress on a grand scale. At the centre of these advances towards a perfect society was mankind, and it must have seemed that everything was within man's grasp if his baser, bestial instincts could be controlled. The Classical temperament trusts reason, intellect, and the head. The Romantic temperament prefers feelings, intuition, and the heart.

In the bourgeois democratic countries the need for using intrinsically good means to achieve desirable ends is more clearly realized than in Russia. Confronted by rivals who want to do now what they were doing from the beginning of the eighteenth to the end of the nineteenth century, they profess and doubtless genuinely feel a profound moral indignation. Meanwhile, they have begun to address themselves, reluctantly but with determination, to the task of beating the Fascist powers at their own game. Like the Fascist states, they are preparing for war. but modern war cannot be waged or even prepared except by a highly centralized executive wielding absolute power over a docile people. Most of the planning which is going on in the democratic countries is planning designed to transform these countries into the likeness of totalitarian communities organized for slaughter and rapine. Hitherto this transformation has proceeded fairly slowly. Belief in our idea postulates has acted as a brake on fascization, which has had to advance gradually and behind a smoke screen. But if war is declared, or even if the threat of war becomes more serious than at present, the process will become open and rapid. "The defence of democracy against Fascism" entails inevitably the transformation of democracy into Fascism.

Over the years, violence has evolved from a basic skirmish, to an array of things. Violence in modern day time is now being used to install fear, and to persuade innocent individuals into doing whatever the perpetrator desires, such as: personal gain, rape, and advancement of power. Every day another innocent person is being robbed, and demeaned by violent characters lurking the dark streets. Not only has violence been an ongoing epidemic, but it’s only getting worse as the years go on. We see horrendously violent acts being committed every day.

Tolkien’s The Lord of the Rings took on its length and dense sweep as an epic in that year, with its central vision of the Dark Lord Sauron’s legions attacking an idyllic land not unlike Britain, as the apparently invincible armies of Hitler swept over one European country after another, taking familiar places that the British, the Belgians, and the French had fought and died for in the 1914–1918 war, ports that were well known to anyone who had ever traveled to “the Continent,” and approached the English Channel itself, advancing swiftly toward the port city of Boulogne, where Napoleon himself had once stood, waiting for the moment to launch 200,000 men at England.

In North America, there is no nostalgia for the postwar period, quite simply because the Trente Glorieuses never existed there: per capita output grew at roughly the same rate of 1.5–2 percent per year throughout the period 1820–2012. To be sure, growth slowed a bit between 1930 and 1950 to just over 1.5 percent, then increased again to just over 2 percent between 1950 and 1970, and then slowed to less than 1.5 percent between 1990 and 2012. In Western Europe, which suffered much more from the two world wars, the variations are considerably greater: per capita output stagnated between 1913 and 1950 (with a growth rate of just over 0.5 percent) and then leapt ahead to more than 4 percent from 1950 to 1970, before falling sharply to just slightly above US levels (a little more than 2 percent) in the period 1970–1990 and to barely 1.5 percent between 1990 and 2012. Western Europe experienced a golden age of growth between 1950 and 1970, only to see its growth rate diminish to one-half or even one-third of its peak level during the decades that followed. [...] If we looked only at continental Europe, we would find an average per capita output growth rate of 5 percent between 1950 and 1970—a level well beyond that achieved in other advanced countries over the past two centuries. These very different collective experiences of growth in the twentieth century largely explain why public opinion in different countries varies so widely in regard to commercial and financial globalization and indeed to capitalism in general. In continental Europe and especially France, people quite naturally continue to look on the first three postwar decades—a period of strong state intervention in the economy—as a period blessed with rapid growth, and many regard the liberalization of the economy that began around 1980 as the cause of a slowdown. In Great Britain and the United States, postwar history is interpreted quite differently. Between 1950 and 1980, the gap between the English-speaking countries and the countries that had lost the war closed rapidly. By the late 1970s, US magazine covers often denounced the decline of the United States and the success of German and Japanese industry. In Britain, GDP per capita fell below the level of Germany, France, Japan, and even Italy. It may even be the case that this sense of being rivaled (or even overtaken in the case of Britain) played an important part in the “conservative revolution.” Margaret Thatcher in Britain and Ronald Reagan in the United States promised to “roll back the welfare state” that had allegedly sapped the animal spirits of Anglo-Saxon entrepreneurs and thus to return to pure nineteenth-century capitalism, which would allow the United States and Britain to regain the upper hand. Even today, many people in both countries believe that the conservative revolution was remarkably successful, because their growth rates once again matched continental European and Japanese levels. In fact, neither the economic liberalization that began around 1980 nor the state interventionism that began in 1945 deserves such praise or blame. France, Germany, and Japan would very likely have caught up with Britain and the United States following their collapse of 1914–1945 regardless of what policies they had adopted (I say this with only slight exaggeration). The most one can say is that state intervention did no harm. Similarly, once these countries had attained the global technological frontier, it is hardly surprising that they ceased to grow more rapidly than Britain and the United States or that growth rates in all of these wealthy countries more or less equalized [...] Broadly speaking, the US and British policies of economic liberalization appear to have had little effect on this simple reality, since they neither increased growth nor decreased it.

The imperialist found it useful to incorporate the credible and seemingly unimpeachable wisdom of science to create a racial classification to be used in the appropriation and organization of lesser cultures. The works of Carolus Linnaeus, Georges Buffon, and Georges Cuvier, organized races in terms of a civilized us and a paradigmatic other. The other was uncivilized, barbaric, and wholly lower than the advanced races of Europe. This paradigm of imaginatively constructing a world predicated upon race was grounded in science, and expressed as philosophical axioms by John Locke and David Hume, offered compelling justification that Europe always ought to rule non-Europeans. This doctrine of cultural superiority had a direct bearing on Zionist practice and vision in Palestine. A civilized man, it was believed, could cultivate the land because it meant something to him; on it, accordingly, he produced useful arts and crafts, he created, he accomplished, he built. For uncivilized people, land was either farmed badly or it was left to rot. This was imperialism as theory and colonialism was the practice of changing the uselessly unoccupied territories of the world into useful new versions of Europe. It was this epistemic framework that shaped and informed Zionist attitudes towards the Arab Palestinian natives. This is the intellectual background that Zionism emerged from. Zionism saw Palestine through the same prism as the European did, as an empty territory paradoxically filled with ignoble or, better yet, dispensable natives. It allied itself, as Chaim Weizmann said, with the imperial powers in carrying out its plans for establishing a Jewish state in Palestine. The so-called natives did not take well to the idea of Jewish colonizers in Palestine. As the Zionist historians, Yehoshua Porath and Neville Mandel, have empirically shown, the ideas of Jewish colonizers in Palestine, this was well before World War I, were always met with resistance, not because the natives thought Jews were evil, but because most natives do not take kindly to having their territory settled by foreigners. Zionism not only accepted the unflattering and generic concepts of European culture, it also banked on the fact that Palestine was actually populated not by an advanced civilization, but by a backward people, over which it ought to be dominated. Zionism, therefore, developed with a unique consciousness of itself, but with little or nothing left over for the unfortunate natives. In fact, I would go so far as to say that if Palestine had been occupied by one of the well-established industrialized nations that ruled the world, then the problem of displacing German, French, or English inhabitants and introducing a new, nationally coherent element into the middle of their homeland would have been in the forefront of the consciousness of even the most ignorant and destitute Zionists. In short, all the constitutive energies of Zionism were premised on the excluded presence, that is, the functional absence of native people in Palestine; institutions were built deliberately shutting out the natives, laws were drafted when Israel came into being that made sure the natives would remain in their non-place, Jews in theirs, and so on. It is no wonder that today the one issue that electrifies Israel as a society is the problem of the Palestinians, whose negation is the consistent thread running through Zionism. And it is this perhaps unfortunate aspect of Zionism that ties it ineluctably to imperialism- at least so far as the Palestinian is concerned. In conclusion, I cannot affirm that Zionism is colonialism, but I can tell you the process by which Zionism flourished; the dialectic under which it became a reality was heavily influenced by the imperialist mindset of Europe. I will die soon, in the next five to ten years. I have not seen progress during my lifetime. Our lives are too short and disposable. If we had longer life expectancies, if we lived to 200, would we work harder to preserve life or, do you think that when Borges said, ‘Jews, Christians, and Muslims all profess belief in immortality, but the veneration paid to the first century of life is proof that they truly believe in only those hundred years, for they destine all the rest, throughout eternity, to rewarding or punishing what one did when alive,’ we would simply alter it to say ‘first two centuries’? The Book of Pleasure was a radical departure for magic when it was published in 1913, in its refusal to advance a new dispensation or ‘doctrine’ (as Crowley had done) – indeed, in its intent to overcome the bonds imposed upon raw sorcery by traditional religious thinking. Its concepts remain as radical today, whether applied in a strictly magical or psychological context. Why, then, did Spare’s ideas fail to gain any currency until around sixty years after his exposition? Was it purely because the work itself remained inaccessible until the books of Kenneth and Steffi Grant, and later Francis King and Neville Drury, brought them into wider circulation? In part, yes, but that is not the sole reason. Even given the masterly expositions of Spare’s creed from these authors, the work itself is yet little understood or applied.

I shall not be the one to do it’, and at the last moment, lowering his lance fractionally, he drove it into Richard’s mount. With that ‘the horse died instantly; it never took another step forward’ and, as it fell, the Lionheart was thrown to the ground and his pursuit of the king brought to an end.

The lateral abdominal wall comprises three layers: the external oblique, the internal oblique, and transverses abdominis muscles.91 Similarly, the wall of the womb also consists of three layers: the epimetrium, the myometrium and the endometrium.92 Similarly again, the placenta surrounding the embryo also consists of three layers: the amnion (the internal membrane around the foetus), the chorion (the middle amnion layer) and the decidua (outer amnion layer.)93 It is also pointed out in this verse that a human being is created in the mother's womb in three distinct stages. Indeed, modern biology has also revealed that the baby's embryological development takes place in three distinct regions in the mother's womb. Today, in all the embryology textbooks studied in departments of medicine, this subject is taken as an element of basic knowledge. For instance, in Basic Human Embryology, a fundamental reference text in the field of embryology, this fact is stated as follows: The life in the uterus has three stages: pre-embryonic; first two and a half weeks, embryonic; until the end of the eight week, and fetal; from the eight week to labor.

So, right there you have deceit of White liberals making Negroes think that the Civil War was fought to free them, you have the deceit of White liberals making Negroes think that the Emancipation Proclamation actually freed the Negroes and then when the Negroes got the Civil War and found out they weren’t free, got the Emancipation Proclamation and they found out they still weren’t free, they begin to get dissatisfied and unrest, they come up with the...the same White liberal came up with the 14th Amendment supposedly to solve the problem. This came about, the problem still wasn’t solved, ‘cause to the White liberal it’s only a political trick. Civil War, political trick, Emancipation Proclamation, political trick, 14th Amendment to this raggedy Constitution, a political trick. Then when Negroes begin to develop intellectually again, and realize that their problem still wasn’t solved, and unrest began to increase, the Supreme Court...another so-called political trick...came up with what they call a Supreme Court Desegregation Decision, and they purposely put it in a language...now you know, sir, that these men on the Supreme Court are masters of the King’s English, masters of legal phraseology, and if they wanted a decision that no one could get around, they would have given one but they gave their Supreme Court Desegregation Decision in 1954 purposely in a language, phraseology that enabled all of the crooks in this country to find loopholes in it that would keep them from having to enforce the Supreme Court Desegregation Decision. So that even after the decision was handed down, our problem has still not been solved. And I only cite these things to show you that in America, the history of the White liberal has been nothing but a series of trickery designed to make Negroes think that the White liberals was going to solve our problem and it is only now that the honorable Elijah Muhammad has come on the scene and is beginning to teach the Black man that our problem will never be solved by the White man that the only way our problem will be solved is when the Black man wakes up, cleans himself up, stands on his own feet, stops begging the White man and takes immediate steps to try and do for ourselves the things that we’ve been waiting for the White man to do for us. In order, however, that Europe may enter into the battle for the mastery of the world with good prospects of victory (it is easy to perceive against whom this battle will be waged), she must probably "come to an understanding" with England. The English colonies are needed for this struggle, just as much as modern Germany, to play her new role of broker and middleman, requires the colonial possessions of Holland. For no one any longer believes that England alone is strong enough to continue to act her old part for fifty years more; the impossibility of shutting out homines novi from the government will ruin her, and her continual change of political parties is a fatal obstacle to the carrying out of any tasks which require to be spread out over a long period of time. A man must to-day be a soldier first and foremost that he may not afterwards lose his credit as a merchant. Enough; here, as in other matters, the coming century will be found following in the footsteps of Napoleon — the first man, and the man of greatest initiative and advanced views, of modern times. For the tasks of the next century, the methods of popular representation and parliaments are the most inappropriate imaginable.

History records that there was only one Napoleon at the battle of Waterloo — and that he was too small for his job. The fact is there were two Napoleons at Waterloo, and the second one was big enough for his job, with some to spare. The second Napoleon was Nathan Rothschild — the emperor of finance. During the trying months that came before the crash Nathan Rothschild had plunged on England until his own fortunes, no less than those of the warring nations, were staked on the issue. He had lent money direct. He had discounted Wellington's paper. He had risked millions by sending chests of gold through war-swept territory where the slightest failure of plans might have caused its capture. He was extended to the limit when the fateful hour struck, and the future seemed none too certain. The English, in characteristic fashion, believed that all had been lost before anything was lost -— before the first gun bellowed out its challenge over the Belgian plains. The London stock market was in a panic. Consols were falling, slipping, sliding, tumbling. He must know the best or the worst and that at once. So he posted off for Belgium. He drew near to the gathering armies. From a safe post on a hill he saw the puffs of smoke from the opening guns. He saw Napoleon hurl his human missiles at Wellington's advancing walls of red. He did not see the final crash of the French, because he saw enough to convince him that it was coming, and therefore did not wait to witness the actual event. He had no time to wait. He hungered and thirsted for London as a few days before he had hungered and thirsted for the sight of Waterloo. More affordable options are required, especially for schools in developing nations. Day and Bamford [8] recommend several alternatives when learner literature is not available. These include children's and young adult books, stories written by learners, newspapers, magazines and comic books. Some educators advocate the use of authentic texts in preference to simplified texts. Berardo [9] claims that the language in learner literature is ―artificial and unvaried‖, ―unlike anything that the learner will encounter in the real world‖ and often ―do not reflect how the language is really used‖. Berardo does concede that simplified texts are ―useful for preparing learners for reading 'real' texts. ‖ 2. ASSISTED READING Due to the large proportion of unknown vocabulary, beginner and intermediate learners require assistance when using authentic text for ER. A Hard Left For High-School History The College Board version of our national story BY STANLEY KURTZ | 1215 words AT the height of the “culture wars” of the late 1980s and early 1990s, conservatives were alive to the dangers of a leftist takeover of American higher education. Today, with the coup all but complete, conservatives take the loss of the academy for granted and largely ignore it. Meanwhile, America’s college-educated Millennial generation drifts ever farther leftward. Now, however, an ambitious attempt to force a leftist tilt onto high-school U.S.-history courses has the potential to shake conservatives out of their lethargy, pulling them back into the education wars, perhaps to retake some lost ground. The College Board, the private company that develops the SAT and Advanced Placement (AP) exams, recently ignited a firestorm by releasing, with little public notice, a lengthy, highly directive, and radically revisionist “framework” for teaching AP U.S. history. The new framework replaces brief guidelines that once allowed states, school districts, and teachers to present U.S. history as they saw fit. The College Board has promised to generate detailed guidelines for the entire range of AP courses (including government and politics, world history, and European history), and in doing so it has effectively set itself up as a national school board. Dictating curricula for its AP courses allows the College Board to circumvent state standards, virtually nationalizing America’s high schools, in violation of cherished principles of local control. Unchecked, this will result in a high-school curriculum every bit as biased and politicized as the curriculum now dominant in America’s colleges. Not coincidentally, David Coleman, the new head of the College Board, is also the architect of the Common Core, another effort to effectively nationalize American K–12 education, focusing on English and math skills. As president of the College Board, Coleman has found a way to take control of history, social studies, and civics as well, pushing them far to the left without exposing himself to direct public accountability. Although the College Board has steadfastly denied that its new AP U.S. history (APUSH) guidelines are politically biased, the intellectual background of the effort indicates otherwise. The early stages of the APUSH redesign overlapped with a collaborative venture between the College Board and the Organization of American Historians to rework U.S.-history survey courses along “internationalist” lines. The goal was to undercut anything that smacked of American exceptionalism, the notion that, as a nation uniquely constituted around principles of liberty and equality, America stands as a model of self-government for the world. Accordingly, the College Board’s new framework for AP U.S. history eliminates the traditional emphasis on Puritan leader John Winthrop’s “City upon a Hill” sermon and its echoes in American history. The Founding itself is demoted and dissolved within a broader focus on transcontinental developments, chiefly the birth of an exploitative international capitalism grounded in the slave trade. The Founders’ commitment to republican principles is dismissed as evidence of a benighted belief in European cultural superiority. Thomas Bender, the NYU historian who leads the Organization of American Historians’ effort to globalize and denationalize American history, collaborated with the high-school and college teachers who eventually came to lead the College Board’s APUSH redesign effort. Bender frames his movement as a counterpoint to the exceptionalist perspective that dominated American foreign policy during the George W. Bush ad ministration. Bender also openly hopes that students exposed to his approach will sympathize with Supreme Court justice Ruth Bader Ginsburg’s willingness to use foreign law to interpret the U.S. Constitution rather than with Justice Antonin Scalia�

Early twentieth-century English writers Hilaire Belloc and G. K. Chesterton—and, later, a young Marshall McLuhan—saw in distributism a definitive answer to the failures of both capitalism and state socialism.6, 7, 8 They looked to that same brief moment in the late Middle Ages we’ve been exploring, when the market was in ascendance and former peasants were making and trading things, as the best example of the ideal economic system. Wealth was relatively widely dispersed, and people had a great deal of control over their livelihoods. They had access to the commons, to a low-cost marketplace, and to their own currencies and credit systems. Craftspeople belonged to trade guilds that both bounded their investment of labor and allowed for the advancement of skills to successive generations. The former peasants of this period became so collectively wealthy that they used their surplus profits to build cathedrals and municipal projects as investments in the future. The centralization of power by the aristocracy and the great Renaissance that followed, according to all three popes, were less a pinnacle of human achievement than an undeserved celebration of dehumanizing technologies, economic injustice, colonial slavery, and an increasingly mechanized approach to life. In distributism, they saw a way to bring back what had been forcibly left behind by the industrial age and the rise of Protestant values that were, not coincidentally, much more directed toward personal achievement, individual wealth, and progress. In one of the early descriptive studies on learner interaction, Michael Long and Patricia Porter (1985) examined the language produced by adult learners performing a task in pairs. There were 18 participants: 12 non-native speakers of English whose first language was Spanish, and six native English speakers. The non-native speakers were intermediate or advanced learners of English. Each individual learner participated in separate discussions with a speaker from each of the three levels. For example, an intermediate-level speaker had a conversation with another intermediate-level speaker, another with an advanced-level speaker, and another with a native speaker of English. Long and Porter compared the speech of native and non-native speakers in conversations, analysing the differences across proficiency levels in conversation pairs. They found that learners talked more with other learners than they did with native speakers. Also, learners produced more talk with advanced-level learners than with intermediate-level partners, partly because the conversations with advanced learners lasted longer.

The Japanese, with characteristic diligence, began to read masterpieces of European literature, first in the original and then in translation. And such is the power of literature that through the act of reading, little by little the Japanese came to live the lives of Europeans as if they were their own. They began to live the ambitions of Julien Sorel, the happiness of Jane Eyre, the sufferings of young Werther, and the despair of Anna Karenina as if they were their own. They thus began living a new temporality—that which flows in the West, dictated by the Gregorian calendar, marked by major historical events in the West. And by so doing, they eventually joined what the Europeans called "humanity.

The first step in knowing a word is simply to recognize that it is a word. Paul Meara and his colleagues (2005) have developed tests that take advantage of this fact. Some of these tests take the form of word lists, and learners are instructed to check ‘yes’ or ‘no’ according to whether or not they know the word. Each list also includes some items that look like English words but are not. The number of real words that the learner identifies is adjusted for guessing by a factor that takes account of the number of non-words that are also chosen. M. Keith Chen, an economist now at UCLA, was one of the first to explore the connection between language and economic behavior. He first grouped thirty-six languages into two categories—those that have a strong future tense and those that have a weak or nonexistent one. Chen, an American who grew up in a Chinese-speaking household, offers the differences between English and Mandarin to illustrate the distinction. He says, “[I]f I wanted to explain to an English-speaking colleague why I can’t attend a meeting later today, I could not say ‘I go to a seminar.’” In English, Chen would have to explicitly mark the future by saying, “I will be going to a seminar” or “I have to go to a seminar.” However, Chen says, if “on the other hand I were speaking Mandarin, it would be quite natural for me to omit any marker of future time and say Wŏ qù tīng jiăngzò (I go listen seminar).”13 Strong-future languages such as English, Italian, and Korean require speakers to make sharp distinctions between the present and the future. Weak-future languages such as Mandarin, Finnish, and Estonian draw little or often no contrast at all. Chen then examined—controlling for income, education, age, and other factors—whether people speaking strong-future and weak-future languages behaved differently. They do—in somewhat stunning fashion. Chen found that speakers of weak-future languages—those that did not mark explicit differences between present and future—were 30 percent more likely to save for retirement and 24 percent less likely to smoke. They also practiced safer sex, exercised more regularly, and were both healthier and wealthier in retirement. This was true even within countries such as Switzerland, where some citizens spoke a weak-future language (German) and others a strong-future one (French).14 Chen didn’t conclude that the language a person speaks caused this behavior. It could merely reflect deeper differences. And the question of whether language actually shapes thought and therefore action remains a contentious issue in the field of linguistics.15 Nonetheless, other research has shown we plan more effectively and behave more responsibly when the future feels more closely connected to the current moment and our current selves. For example, one reason some people don’t save for retirement is that they somehow consider the future version of themselves a different person than the current version. But showing people age-advanced images of their own photographs can boost their propensity to save.16 Other research has found that simply thinking of the future in smaller time units—days, not years—“made people feel closer to their future self and less likely to feel that their current and future selves were not really the same person.”17 As with nostalgia, the highest function of the future is to enhance the significance of the present.

The council explained that science labs were used mainly by white students, so they were a natural target for cuts. Many schools have slashed enriched programs for gifted students because so few blacks and Hispanics qualify for them. Evanston Township High School in Illinois prides itself on diversity and academic excellence but, like so many others, is dismayed that the two do not always go together. In 2010 it eliminated its elite freshman honors courses in English because hardly any blacks or Hispanics met the admission criteria. The honors biology course was scheduled for elimination the next year.

Karl Marx, observing this disruption in the middle decades of the nineteenth century, could not accept the English evolutionary explanation for the emergence of capitalism. He believed that coercion had been absolutely necessary in effecting this transformation. Marx traced that force to a new class of men who coalesced around their shared interest in production, particularly their need to organize laboring men and women in new work patterns. Separating poor people from the tools and farm plots that conferred independence, according to Marx, became paramount in the capitalists’ grand plan.6 He also stressed the accumulation of capital as a first step in moving away from traditional economic ways. I don’t agree. As Europe’s cathedrals indicate, there was sufficient money to produce great buildings and many other structures like roads, canals, windmills, irrigation systems, and wharves. The accumulation of cultural capital, especially the know-how and desire to innovate in productive ways, proved more decisive in capitalism’s history. And it could come from a duke who took the time to figure out how to exploit the coal on his property or a farmer who scaled back his leisure time in order to build fences against invasive animals. What factory work made much more obvious than the tenant farmer-landlord relationship was the fact that the owner of the factory profited from each worker’s labor. The sale of factory goods paid a meager wage to the laborers and handsome returns to the owners. Employers extracted the surplus value of labor, as Marx called it, and accumulated money for further ventures that would skim off more of the wealth that laborers created but didn’t get to keep. These relations of workers and employers to production created the class relations in capitalist society. The carriers of these novel practices, Marx said, were outsiders—men detached from the mores of their traditional societies—propelled forward by their narrow self-interest. With the cohesion of shared political goals, the capitalists challenged the established order and precipitated the class conflict that for Marx operated as the engine of change. Implicit in Marx’s argument is that the market worked to the exclusive advantage of capitalists. In the early twentieth century another astute philosopher, Max Weber, assessed the grand theories of Smith and Marx and found both of them wanting in one crucial feature: They gave attitudes to men and women that they couldn’t possibly have had before capitalist practices arrived. Weber asked how the values, habits, and modes of reasoning that were essential to progressive economic advance ever rooted themselves in the soil of premodern Europe characterized by other life rhythms and a moral vocabulary different in every respect. Some people believe labor-saving technological change is bad for the workers because it throws them out of work. This is the Luddite fallacy, one of the silliest ideas to ever come along in the long tradition of silly ideas in economics. Seeing why it's silly is a good way to illustrate further Solow's logic. The original Luddites were hosiery and lace workers in Nottingham, England, in 1811. They smashed knitting machines that embodied new labor-saving technology as a protest against unemployment (theirs), publicizing their actions in circulars mysteriously signed "King Ludd." Smashing machines was understandable protection of self-interest for the hosiery workers. They had skills specific to the old technology and knew their skills would not be worth much with the new technology. English government officials, after careful study, addressed the Luddites' concern by hanging fourteen of them in January 1813. The intellectual silliness came later, when some thinkers generalized the Luddites' plight into the Luddite fallacy: that an economy-wide technical breakthrough enabling production of the same amount of goods with fewer workers will result in an economy with - fewer workers. Somehow it never occurs to believers in Luddism that there's another alternative: produce more goods with the same number of workers. Labor-saving technology is another term for output-per-worker-increasing technology. All of the incentives of a market economy point toward increasing investment and output rather than decreasing employment; otherwise some extremely dumb factory owners are foregoing profit opportunities. With more output for the same number of workers, there is more income for each worker. Of course, there could very well be some unemployment of workers who know only the old technology - like the original Luddites - and this unemployment will be excruciating to its victims. But workers as a whole are better off with more powerful output-producing technology available to them. Luddites confuse the shift of employment from old to new technologies with an overall decline in employment. The former happens; the latter doesn't. Economies experiencing technical progress, like Germany, the United Kingdom, and the United States, do not show any long-run trend toward increasing unemployment; they do show a long-run trend toward increasing income per worker. Solow's logic had made clear that labor-saving technical advance was the only way that output per worker could keep increasing in the long run. The neo-Luddites, with unintentional irony, denigrate the only way that workers' incomes can keep increasing in the long-run: labor-saving technological progress. The Luddite fallacy is very much alive today. Just check out such a respectable document as the annual Human Development Report of the United Nations Development Program. The 1996 Human Development Report frets about "jobless growth" in many countries. The authors say "jobless growth" happens whenever the rate of employment growth is not as high as the rate of output growth, which leads to "very low incomes" for millions of workers. The 1993 Human Development Report expressed the same concern about this "problem" of jobless growth, which was especially severe in developing countries between 1960 and 1973: "GDP growth rates were fairly high, but employment growth rates were less than half this." Similarly, a study of Vietnam in 2000 lamented the slow growth of manufacturing employment relative to manufacturing output. The authors of all these reports forget that having GDP rise faster than employment is called growth of income per worker, which happens to be the only way that workers "very low incomes" can increase.
