First, the Electoral College should be eliminated. It is archaic, undemocratic, and potentially very dangerous. Had Nixon not achieved a majority of the electoral votes, Wallace might have been in the position to choose and influence our next President. A shift of only 46,000 votes in the states of Alaska, Delaware, New Jersey, and Missouri would have brought us to that impasse. We should do away with this system, which can give a minority and reactionary candidate so much power and replace it with one that provides for the popular election of the President. It is to be hoped that a reform bill to this effect will emerge from the hearings that will soon be conducted by Senator Birch Bayh of Indiana. Second, a simplified national registration law should be passed that provides for universal permanent registration and an end to residence requirements. Our present system discriminates against the poor who are always underregistered, often because they must frequently relocate their residence, either in search of better employment and living conditions or as a result of such poorly planned programs as urban renewal (which has been called Negro removal). Third, the cost of the presidential campaigns should come from the public treasury and not from private individuals. Nixon, who had the backing of wealthy corporate executives, spent $21 million on his campaign. Humphrey's expenditures totaled only $9.7 million. A system so heavily biased in favor of the rich cannot rightly be called democratic. And finally, we must maintain order in our public meetings. It was disgraceful that each candidate, for both the presidency and the vice-presidency, had to be surrounded by cordons of police in order to address an audience. And even then, hecklers were able to drown him out. There is no possibility for rational discourse, a prerequisite for democracy, under such conditions. If we are to have civility in our civil life, we must not permit a minority to disrupt our public gatherings.

So who is out there? The preacher addresses people with layers and layers of alienation that result from sin and that are experienced as guilt. The gathered congregation includes those who are profoundly burdened with guilt, whose lives are framed by deep wrong, by skewed relations beyond resolve, shareholders in the public drama of brutality and exploitation. There is a heaviness, and pious good humor is not an adequate response. The heaviness is poorly matched by yearning, but there is a yearning nonetheless. It is the resilience of the yearning that causes people to dress up in their heaviness and present themselves for the drama one more time. Sunday morning is, for some, a last, desperate hope that life need not be lived in alienation. We need not dwell on the sin that produces alienation. Suffice with Karl Marx and Sigmund Freud to say that sin characteristically is manifested in distorted relations to sex and money, in lust and in greed, in abuse of neighbor and in the squandering of creation. As the guilt emerges, alienation lingers. And the desperation resulting from the alienation lingers even more powerfully.

Of course, historical scholarship on the New Testament is open to all, whether Jewish or Christian, atheist or agnostic. But the present debate about Paul and justification is taking place between people most of whom declare their allegiance to Scripture in general, and perhaps to Paul in particular, as the place where and the means by which the living God has spoken, and still speaks, with life-changing authority. This ought to mean, but does not always mean, that exegesis-close attention to the actual flow of the text, to the questions that it raises in itself and the answers it gives in and of itself-should remain the beginning and the end of the process. Systematize all you want in between-we all do it; there is nothing wrong with it and much to be said for it, particularly when it involves careful comparing of different treatments of similar topics in different contexts. But start with exegesis, and remind yourself that the end in view is not a tidy system, sitting in hard covers on a shelf where one may look up "correct answers," but the sermon, or the shared pastoral reading, or the scriptural word to a Synod or other formal church gathering, or indeed the life of witness to the love of God, through all of which the church is built up and energized for mission, the Christian is challenged, transformed and nurtured in the faith, and the unbeliever is confronted with the shocking but joyful news that the crucified and risen Jesus is the Lord of the world. That is letting Scripture be Scripture. Scripture, in other words, does not exist to give authoritative answers to questions other than those it addresses-not even to the questions which emerged from especially turbulent years such as the sixteenth and seventeenth centuries. That is not to say that one cannot deduce from Scripture appropriate answers to such later questions, only that you have to be careful and recognize that that is indeed what you are doing.

The first cut at the problem—the simplest but still eye-opening—is to ask how much income would have to be transferred from rich countries to poor countries to lift all of the world’s extreme poor to an income level sufficient to meet basic needs. Martin Ravallion and his colleagues on the World Bank’s poverty team have gathered data to address this question, at least approximately. The World Bank estimates that meeting basic needs requires $1.08 per day per person, measured in 1993 purchasing-power adjusted prices. Using household surveys, the Ravallion team has calculated the numbers of poor people around the world who live below that threshold, and the average incomes of those poor. According to the Bank’s estimates, 1.1 billion people lived below the $1.08 level as of 2001, with an average income of $0.77 per day, or $281 per year. More important, the poor had a shortfall relative to basic needs of $0.31 per day ($1.08 minus $0.77), or $113 per year. Worldwide, the total income shortfall of the poor in 2001 was therefore $113 per year per person multiplied by 1.1 billion people, or $124 billion. Using the same accounting units (1993 purchasing power adjusted U.S. dollars), the income of the twenty-two donor countries of the Development Assistance Committee (DAC) in 2001 was $20.2 trillion. Thus a transfer of 0.6 percent of donor income, amounting to $124 billion, would in theory raise all 1.1 billion of the world’s extreme poor to the basic-needs level. Notably, this transfer could be accomplished within the 0.7 percent of the GNP target of the donor countries. That transfer would not have been possible in 1980, when the numbers of the extreme poor were larger (1.5 billion) and the incomes of the rich countries considerably smaller. Back in 1981, the total income gap was around $208 billion (again, measured in 1993 purchasing power prices) and the combined donor country GNP was $13.2 trillion. Then it would have required 1.6 percent of donor income in transfers to raise the extreme poor to the basic-needs level.

Political philosophers of the Enlightenment, from Hobbes and Locke, reaching down to John Rawls and his followers today, have found the roots of political order and the motive of political obligation in a social contract – an agreement, overt or implied, to be bound by principles to which all reasonable citizens can assent. Although the social contract exists in many forms, its ruling principle was announced by Hobbes with the assertion that there can be ‘no obligation on any man which ariseth not from some act of his own’.1 My obligations are my own creation, binding because freely chosen. When you and I exchange promises, the resulting contract is freely undertaken, and any breach does violence not merely to the other but also to the self, since it is a repudiation of a well-grounded rational choice. If we could construe our obligation to the state on the model of a contract, therefore, we would have justified it in terms that all rational beings must accept. Contracts are the paradigms of self-chosen obligations – obligations that are not imposed, commanded or coerced but freely undertaken. When law is founded in a social contract, therefore, obedience to the law is simply the other side of free choice. Freedom and obedience are one and the same. Such a contract is addressed to the abstract and universal Homo oeconomicus who comes into the world without attachments, without, as Rawls puts it, a ‘conception of the good’, and with nothing save his rational self-interest to guide him. But human societies are by their nature exclusive, establishing privileges and benefits that are offered only to the insider, and which cannot be freely bestowed on all-comers without sacrificing the trust on which social harmony depends. The social contract begins from a thought-experiment, in which a group of people gather together to decide on their common future. But if they are in a position to decide on their common future, it is because they already have one: because they recognize their mutual togetherness and reciprocal dependence, which makes it incumbent upon them to settle how they might be governed under a common jurisdiction in a common territory. In short, the social contract requires a relation of membership. Theorists of the social contract write as though it presupposes only the first-person singular of free rational choice. In fact, it presupposes a first-person plural, in which the burdens of belonging have already been assumed.

My father had a sister, Mady, who had married badly and ‘ruined her life.’ Her story was a classic. She had fallen in love before the war with an American adventurer, married him against her family’s wishes, and been disinherited by my grandfather. Mady followed her husband romantically across the sea. In America he promptly abandoned her. By the time my parents arrived in America Mady was already a broken woman, sick and prematurely old, living a life two steps removed from destitution. My father, of course, immediately put her on an allowance and made her welcome in his home. But the iron laws of Victorian transgression had been set in motion and it was really all over for Mady. You know what it meant for a woman to have been so disgraced and disinherited in those years? She had the mark of Cain on her. She would live, barely tolerated, on the edge of respectable society for the rest of her life. A year after we arrived in America, I was eleven years old, a cousin of mine was married out of our house. We lived then in a lovely brownstone on New York’s Upper West Side. The entire house had been cleaned and decorated for the wedding. Everything sparkled and shone, from the basement kitchen to the third-floor bedrooms. In a small room on the second floor the women gathered around the bride, preening, fixing their dresses, distributing bouquets of flowers. I was allowed to be there because I was only a child. There was a bunch of long-stemmed roses lying on the bed, blood-red and beautiful, each rose perfection. Mady walked over to them. I remember the other women were wearing magnificent dresses, embroidered and bejeweled. Mady was wearing only a simple white satin blouse and a long black skirt with no ornamentation whatever. She picked up one of the roses, sniffed deeply at it, held it against her face. Then she walked over to a mirror and held the rose against her white blouse. Immediately, the entire look of her plain costume was altered; the rose transferred its color to Mady’s face, brightening her eyes. Suddenly, she looked lovely, and young again. She found a long needle-like pin and began to pin the rose to her blouse. My mother noticed what Mady was doing and walked over to her. Imperiously, she took the rose out of Mady’s hand and said, ‘No, Mady, those flowers are for the bride.’ Mady hastily said, ‘Oh, of course, I’m sorry, how stupid of me not to have realized that,’ and her face instantly assumed its usual mask of patient obligation. “I experienced in that moment an intensity of pain against which I have measured every subsequent pain of life. Unjust!’ I knew that if Mady had been one of the ‘ladies’ of the house my mother would never have taken the rose out of her hand in that manner. I felt connected, as though by an invisible thread, to her alone of all the people in the house. But the odd thing was I never actually went near her all that day. In spite of everything, I felt her to be a pariah, and that my attachment to her made me a pariah, also. We have sought to read Revelation less as a coded text to be interpreted, and more as a text that imposed a Christ-centered interpretation upon the everyday activities, landscapes, and stories encountered by the members of the seven congregations addressed by John in their setting. Having entered the larger picture and the re-picturing of the cosmos as John’s Apocalypse was read aloud to the gathered assembly, the hearers are changed, as is their everyday world, which they see anew as but a part of a broader reality that puts the everyday world into a different perspective. The voyeuristic experience of entering into John’s encounter with the unseen world—and looking back from there upon the landscape of the visible world—provides a religious experience that disposes hearers indeed to “keep the words of this prophecy” (Rev 22:7) as they return to the normal world where they will hear the Christian prophetess “Jezebel” try to defend her position, encounter further propaganda about the emperor and Roma Aeterna, watch goods being transported to ports for transit by ship to Rome, try to engage in their business activities again, and encounter the other everyday realities of their cities. It might come as a surprise, but the Bible also addresses the importance of corporate responsibility.  The Old Testament “law of gleaning” speaks loud and clear about this.  Leviticus 19: 9-10 (NIV) summarizes this important social justice law which is also restated in Deuteronomy 24: “‘When you reap the harvest of your land, do not reap to the very edges of your field or gather the gleanings of your harvest.  Do not go over your vineyard a second time or pick up the grapes that have fallen. Leave them for the poor and the foreigner. Where I live, on the West Coast, most churches tend to be small and to have little influence in the culture. That is, people move so often that they lack the social ties needed to affiliate with churches.”25 To address this problem, one of the most effective church-planting networks in the United States began in Tacoma, Washington, by using a method of developing intensive community in neighborhoods. Soma Communities fosters deep and intense relationships by teaching church planters to get closely involved in their neighborhoods, opening their homes to neighbors, gathering friends together on a regular basis, and forming “missional communities” focused on discovering and meeting the needs of neighbors and the community. It is these relational bonds that make someone unfamiliar with Christianity want to try it out. Rick Richardson, who directs the evangelism and leadership program at Wheaton College Graduate School, argues that “belonging comes before believing.” He contrasts older methods of evangelism that focused on asking individuals to make a set of commitments. Today, asserts Richardson, presenting four spiritual laws and inviting people to make decisions for Christ is less effective. “Evangelism is about helping people belong so that they can come to believe. Following are some of the things we have learned: • Birth dates can be surprisingly tricky. In some cultures, people have a religious birth date that is different from the birth date tracked by the government. This could be due to differences between religious calendars and secular calendars, or it could be that the religious birth date is selected for other reasons. Depending on how you ask people for their birth date, you may get either their actual or religious birth date. In other situations, the government may assign a birth date. For example, in some rural areas of India, children are assigned a legal birth date based on their first day in elementary school. So you need to exercise caution in using birth date as an attribute in matching individuals, and you also have to consider how information is gathered. • Names can also be challenging. In some cultures, people have official and religious names. So again, it is important to understand how and why an individual might give one or the other and perhaps provide the capability to support both. • In some countries, there are multiple government identification systems for taxation, social services, military service, and other purposes. In some of these schemes, an individual may, for instance, have multiple tax ID numbers: one that represents the individual and another that might represent individuals in their role as head of household or head of clan. • Different languages and cultures represent family relationships in different ways. In some languages, specific terms and honorifics reflect relationships that don’t have equivalents in other languages. Therefore, as you look at understanding relationships and householding, you have to accommodate these nuances. • Address information is country-specific and, in some cases, also region-specific within a country. Not all countries have postal codes. Many countries allow an address to be descriptive, such as “3rd house behind the church.” We have found this in parts Europe as well as other parts of the world.

The existentialists’ urge for contemporary relevance fired their social and political commitment. But it also linked them with the problems of their day and invited subsequent generations to view them as having the currency of yesterday’s news. Such is the misreading of existentialist thought that I hope to correct in this short volume. If it bears the marks of its post-war appearance, existentialism as a manner of doing philosophy and a way of addressing the issues that matter in people’s lives is at least as old as philosophy itself. It is as current as the human condition which it examines.

The name is also a way of claiming a long tradition of politics that asks not whether the world is good enough or getting better, but instead what is the gap between the world we have now and the better world that is within our power to make. It is a tradition that recognizes that economies do not just produce wealth: they produce human lives and relationships, which can be dignified or humiliating, mutual or exploitative, solidaristic or fragmenting, more frightening or safer. And economies, in turn, do not arise naturally, whether from the self-interest of “rational man” or from the disruptive imagination of entrepreneurs and the benignity of philanthropists. Political decisions give economies their shape, from labor laws and tax rates and public investments to questions of almost metaphysical significance. The journalist Kate Aronoff has observed that climate politics addresses the question of who will survive the twenty-first century. Environmental politics, like the politics of work and health care, answers in very concrete terms the ultimate question: What is the value of life? And whose life, which lives, will be valued? As I write, a hopeful, even heroic response to these questions is gathering under the heading of the Green New Deal. Maybe it will find another banner soon, or maybe it will succeed in transforming the meaning of the New Deal from the industrial, racially exclusionary, male-centered program of solidarity that it was to a truly universal reworking of its potential into a commonwealth of shared dignity and mutual care.

Yet it is still aesthetic and to be savored as such. Its creativity with words, sounds and images gives it its evocative and memorable powers. All of these wisdom books naturally became a part of the traditions in the home, the community and at festival gatherings. Each book thus generated a formative presence in the cultural consciousness of God’s people. In sum, we simply will not hear God’s address through Old Testament wisdom if we fail to attend closely to its poetic character. Here is a brief look at each of the books studied in the following chapters. Proverbs. Proverbs 1–9 is a highly symbolic collection of sayings from two very different sources: Woman Wisdom and the parents of a maturing son. The son is a realistic but fictional character entering the actual world adults encounter day to day. Woman Wisdom, however, is a fictional and cosmic character who, as wisdom personified, beckons the son to desire her ways and paths. This may be a complex way of getting at what’s going on in all of the imagery, but it alerts us to the great power of biblical art. The mysterious woman character creates the symbolic and allusive points of view introduced above. The point is not for the young man to believe that this woman is a human; rather, he is drawn to make the theological and experiential connections between God’s created purpose and the world he will soon enter as an adult. The woman’s cosmic, feminine character attaches urgency and emotion to the simple actions of life in this world, for they will be played out before God within the deep, mysterious, cosmic order he has formed.

I have never seen a self-organized, cross-functional Analytics approach take shape successfully in such an organization. Instead, you can expect each Analytics silo to develop independently. They will have experts familiar with their business area, which allows for the right questions to be asked. On the other hand, the technical solutions will probably be second class as the functional Analytics department will mostly lack the critical mass to mimic an organization’s entire IT intelligence. Furthermore, a lot of business topics will be addressed several times in parallel, as those Analytics silos may not talk to each other. You see this frequently in organizations that are too big for one central management team. They subdivide management either into functional groups or geographical groups. Federation is generally seen as an organizational necessity. It is well known that it does not make sense to regularly gather dozens of managers around the same table: You’d quickly see a small group discussing topics that are specific to a business function or a country organization, while the rest would get bored. A federated approach in Analytics, however, comes with risks. The list of disadvantages reaches from duplicate work to inconsistent interpretation of data.
