It is usually expressed as a fraction between 0 and 1, and it seems easy to understand, because 0 is the coefficient if everyone owned an equal amount, while 1 would obtain if one person owned everything and everyone else nothing. In our real world of the mid-twenty-first century, countries with a low Gini coefficient, like the social democracies, are generally a bit below 0.3, while highly unequal countries are a bit above 0.6. The US, China, and many other countries have seen their Gini coefficients shoot up in the neoliberal era, from 0.3 or 0.4 up to 0.5 or 0.6, this with barely a squeak from the people losing the most in this increase in inequality, and indeed many of those harmed often vote for politicians who will increase their relative impoverishment. Thus the power of hegemony: we may be poor but at least we’re patriots! At least we’re self-reliant and we can take care of ourselves, and so on, right into an early grave, as the average lifetimes of the poorer citizens in these countries are much shorter than those of the wealthy citizens. And average lifetimes overall are therefore decreasing for the first time since the eighteenth century. Don’t think that the Gini coefficient alone will describe the situation, however; this would be succumbing to monocausotaxophilia, the love of single ideas that explain everything, one of humanity’s most common cognitive errors. Here’s a simple definition of ideology: “A set of beliefs about the proper order of society and how it can be achieved.”8 And here’s the most basic of all ideological questions: Preserve the present order, or change it? At the French Assembly of 1789, the delegates who favored preservation sat on the right side of the chamber, while those who favored change sat on the left. The terms right and left have stood for conservatism and liberalism ever since. Political theorists since Marx had long assumed that people chose ideologies to further their self-interest. The rich and powerful want to preserve and conserve; the peasants and workers want to change things (or at least they would if their consciousness could be raised and they could see their self-interest properly, said the Marxists). But even though social class may once have been a good predictor of ideology, that link has been largely broken in modern times, when the rich go both ways (industrialists mostly right, tech billionaires mostly left) and so do the poor (rural poor mostly right, urban poor mostly left). And when political scientists looked into it, they found that self-interest does a remarkably poor job of predicting political attitudes.9 So for most of the late twentieth century, political scientists embraced blank-slate theories in which people soaked up the ideology of their parents or the TV programs they watched.10 Some political scientists even said that most people were so confused about political issues that they had no real ideology at all.11 But then came the studies of twins. In the 1980s, when scientists began analyzing large databases that allowed them to compare identical twins (who share all of their genes, plus, usually, their prenatal and childhood environments) to same-sex fraternal twins (who share half of their genes, plus their prenatal and childhood environments), they found that the identical twins were more similar on just about everything.12 And what’s more, identical twins reared in separate households (because of adoption) usually turn out to be very similar, whereas unrelated children reared together (because of adoption) rarely turn out similar to each other, or to their adoptive parents; they tend to be more similar to their genetic parents. Genes contribute, somehow, to just about every aspect of our personalities.13 We’re not just talking about IQ, mental illness, and basic personality traits such as shyness. We’re talking about the degree to which you like jazz, spicy foods, and abstract art; your likelihood of getting a divorce or dying in a car crash; your degree of religiosity, and your political orientation as an adult. Whether you end up on the right or the left of the political spectrum turns out to be just as heritable as most other traits: genetics explains between a third and a half of the variability among people on their political attitudes.14 Being raised in a liberal or conservative household accounts for much less. How can that be? How can there be a genetic basis for attitudes about nuclear power, progressive taxation, and foreign aid when these issues only emerged in the last century or two? And how can there be a genetic basis for ideology when people sometimes change their political parties as adults? To answer these questions it helps to return to the definition of innate that I gave in chapter 7. Innate does not mean unmalleable; it means organized in advance of experience. The genes guide the construction of the brain in the uterus, but that’s only the first draft, so to speak. The draft gets revised by childhood experiences. To understand the origins of ideology you have to take a developmental perspective, starting with the genes and ending with an adult voting for a particular candidate or joining a political protest. sufficiently powerful to shape our behavior. Personal choices form the lives of individuals; the
sum of all interactions determine the nature of societies.
At present, it is politically fashionable in America to tolerate limited diversity based around
race, religion, and sexual orientation, yet following a trend does not equate with being truly
open-minded. There are people who proudly proclaim they support women’s rights, yet have an
appallingly limited definition of what those rights entail. (Currently, fashionable privileges are
voting, working outside the home, and easy divorce; some people would be dumbfounded at the
idea that creating beautiful things, working inside the home, and marriage are equally desirable
rights for many women.) In the eighteenth century, Voltaire declared, “I disagree with what you
say but I will fight to the death for your right to say it.”3 Many modern Americans seem to have
perverted this to, “I will fight to the death for your right to agree with what I say.”
When we stand up for history, we are in our way standing up for all true diversity. When we
question stereotypes and fight ignorance about the past, we force people to question ignorance in
general.

The appropriation of terms from psychology to discredit political opponents is part of the modern therapeutic culture that the sociologist Christopher Lasch criticized. Along with the concept of the authoritarian personality, the term “-phobe” for political opponents has been added to the arsenal of obloquy deployed by technocratic neoliberals against those who disagree with them. The coinage of the term “homophobia” by the psychologist George Weinberg in the 1970s has been followed by a proliferation of pseudoclinical terms in which those who hold viewpoints at variance with the left-libertarian social consensus of the transatlantic ruling class are understood to suffer from “phobias” of various kinds similar to the psychological disorders of agoraphobia (fear of open spaces), ornithophobia (fear of birds), and pentheraphobia (fear of one’s mother-in-law). The most famous use of this rhetorical strategy can be found in then-candidate Hillary Clinton’s leaked confidential remarks to an audience of donors at a fund-raiser in New York in 2016: “You know, to just be grossly generalistic, you could put half of Trump’s supporters into what I call the basket of deplorables. Right? They’re racist, sexist, homophobic, xenophobic, Islamophobic—you name it.”
A disturbed young man who is driven by internal compulsions to harass and assault gay men is obviously different from a learned Orthodox Jewish rabbi who is kind to lesbians and gay men as individuals but opposes homosexuality, along with adultery, premarital sex, and masturbation, on theological grounds—but both are "homophobes.” A racist who opposes large-scale immigration because of its threat to the supposed ethnic purity of the national majority is obviously different from a non-racist trade unionist who thinks that immigrant numbers should be reduced to create tighter labor markets to the benefit of workers—but both are “xenophobes.” A Christian fundamentalist who believes that Muslims are infidels who will go to hell is obviously different from an atheist who believes that all religion is false—but both are “Islamophobes.” This blurring of important distinctions is not an accident. The purpose of describing political adversaries as “-phobes” is to medicalize politics and treat differing viewpoints as evidence of mental and emotional disorders.
In the latter years of the Soviet Union, political dissidents were often diagnosed with “sluggish schizophrenia” and then confined to psychiatric hospitals and drugged. According to the regime, anyone who criticized communism literally had to be insane. If those in today’s West who oppose the dominant consensus of technocratic neoliberalism are in fact emotionally and mentally disturbed, to the point that their maladjustment makes it unsafe to allow them to vote, then to be consistent, neoliberals should support the involuntary confinement, hospitalization, and medication of Trump voters and Brexit voters and other populist voters for their own good, as well as the good of society.

Many other victims of human rights abuses in Russia saw the same thing. After the bill was introduced they came to Washington or wrote letters to the Magnitsky Act’s cosponsors with the same basic message: “You have found the Achilles’ heel of the Putin regime.” Then, one by one, they would ask, “Can you add the people who killed my brother to the Magnitsky Act?” “Can you add the people who tortured my mother?” “How about the people who kidnapped my husband?” And on and on. The senators quickly realized that they’d stumbled onto something much bigger than one horrific case. They had inadvertently discovered a new method for fighting human rights abuses in authoritarian regimes in the twenty-first century: targeted visa sanctions and asset freezes. After a dozen or so of these visits and letters, Senator Cardin and his cosponsors conferred and decided to expand the law, adding sixty-five words to the Magnitsky Act. Those new words said that in addition to sanctioning Sergei’s tormentors, the Magnitsky Act would sanction all other gross human rights abusers in Russia. With those extra sixty-five words, my personal fight for justice had become everyone’s fight. The revised bill was officially introduced on May 19, 2011, less than a month after we posted the Olga Stepanova YouTube video. Following its introduction, a small army of Russian activists descended on Capitol Hill, pushing for the bill’s passage. They pressed every senator who would talk to them to sign on. There was Garry Kasparov, the famous chess grand master and human rights activist; there was Alexei Navalny, the most popular Russian opposition leader; and there was Evgenia Chirikova, a well-known Russian environmental activist. I didn’t have to recruit any of these people. They just showed up by themselves. This uncoordinated initiative worked beautifully. The number of Senate cosponsors grew quickly, with three or four new senators signing on every month. It was an easy sell. There wasn’t a pro-Russian-torture-and-murder lobby in Washington to oppose it. No senator, whether the most liberal Democrat or the most conservative Republican, would lose a single vote for banning Russian torturers and murderers from coming to America. The Magnitsky Act was gathering so much momentum that it appeared it might be unstoppable. From the day that Kyle Scott at the State Department stonewalled me, I knew that the administration was dead set against this, but now they were in a tough spot. If they openly opposed the law, it would look as if they were siding with the Russians. However, if they publicly supported it, it would threaten Obama’s “reset” with Russia. They needed to come up with some other solution. On July 20, 2011, the State Department showed its cards. Even legally, women's words have lacked consequence. And only in a few scattered places on earth, could women vote before the 20th century, and not so many decades ago, women rarely became lawyers and judges.

A worship that can be conducted by persons who refuse to give shelter to the houseless, to give bread to the hungry, clothing to the naked, and who enjoin obedience to a law forbidding these acts of mercy, is a curse, not a blessing to mankind. When diverse individuals mingle, engage in commerce, and find themselves on professional or social teams that cooperate to attain a superordinate goal, their intuitions of purity can be diluted. One example, mentioned in chapter 7, is the greater tolerance of homosexuality among people who personally know homosexuals. Haidt observes that when one zooms in on an electoral map of the United States, from the coarse division into red and blue states to a finer-grained division into red and blue counties, one finds that the blue counties, representing the regions that voted for the more liberal presidential candidate, cluster along the coasts and major waterways. Before the advent of jet airplanes and interstate highways, these were the places where people and their ideas most easily mixed. That early advantage installed them as hubs of transportation, commerce, media, research, and education, and they continue to be pluralistic—and liberal—zones today. Though American political liberalism is by no means the same as classical liberalism, the two overlap in their weighting of the moral spheres. The micro-geography of liberalism suggests that the moral trend away from community, authority, and purity is indeed an effect of mobility and cosmopolitanism.202

They have been framed as a group focused solely on suppressing the rights of others, whether that be the larger cause of “civil rights” or any number of individual entitlements, such as the rights of blacks to vote, assemble, speak, protest, or own property. Segregationists, of course, did stand against those things, and often with bloody and brutal consequences. But, like all people, they did not think of themselves in terms of what they opposed but rather in terms of what they supported. The conventional wisdom has held that they were only fighting against the rights of others. But, in their own minds, segregationists were instead fighting for rights of their own—such as the “right” to select their neighbors, their employees, and their children’s classmates, the “right” to do as they pleased with their private property and personal businesses, and, perhaps most important, the “right” to remain free from what they saw as dangerous encroachments by the federal government. To be sure, all of these positive “rights” were grounded in a negative system of discrimination and racism. In the minds of segregationists, however, such rights existed all the same. Indeed, from their perspective, it was clearly they who defended individual freedom, while the “so-called civil rights activists” aligned themselves with a powerful central state, demanded increased governmental regulation of local affairs, and waged a sustained assault on the individual economic, social, and political prerogatives of others. The true goal of desegregation, these white southerners insisted, was not to end the system of racial oppression in the South, but to install a new system that oppressed them instead. As this study demonstrates, southern whites fundamentally understood their support of segregation as a defense of their own liberties, rather than a denial of others’.

These are: a nation founded on bloodlines, political expansion by surprise and war, murder or detention of unbelievers, transcendence of state over individual, obedience to one leader, contempt for parliamentary forms, plus some miscellaneous gymnastics for the young and a general feeling of elation. It seems to us that there are many New Deal Democrats who do not subscribe to such a program, also many aspiring Republicans. Other millions of Americans are nonsubscribers. It's too bad to emasculate the word 'Fascist' by using it on persons whose only offense is that they vote the wrong ticket. The word should be saved for use in cases where it applies, as it does to members of our Ku Klux Klan, for instance, whose beliefs and practices are identical with Fascism.
Unfortunately (or perhaps fortunately), there is a certain quality in Fascism which is quite close to a certain quality in nationalism. Fascism is openly against people-in-general, in favor of people-in-particular. Nationalism, although in theory not dedicated to such an idea, actually works against people-in-general because of its preoccupation with people-in-particular. It reminds one of Fascism, also, in its determination to stabilize its own position by whatever haphazard means present themselves--by treaties, policies, balances, agreements, pacts, and the jockeying for position which is summed up in the term 'diplomacy.' This doesn't make an America Firster a Fascist. It simply makes him, in our opinion, a man who hasn't grown into his pants yet. The persons who have written most persuasively against nationalism are the young soldiers who have got far enough from our shores to see the amazing implications of a planet. Once you see it, you never forget it.

If enough people buy into the lie of natural hierarchy, then it becomes the truth or is assumed to be. Once awakened, we then have a choice. We can be born to the dominant caste but choose not to dominate. We can be born to a subordinated caste but resist the box others force upon us. And all of us can sharpen our powers of discernment to see past the external and to value the character of a person rather than demean those who are already marginalized or worship those born to false pedestals. We need not bristle when those deemed subordinate break free, but rejoice that here may be one more human being who can add their true strengths to humanity. The goal of this work has not been to resolve all of the problems of a millennia-old phenomenon, but to cast a light onto its history, its consequences, and its presence in our everyday lives and to express hopes for its resolution. A housing inspector does not make the repairs on the building he has examined. It is for the owners, meaning each of us, to correct the ruptures we have inherited. The fact is that the bottom caste, though it bears much of the burden of the hierarchy, did not create the caste system, and the bottom caste alone cannot fix it. The challenge has long been that many in the dominant caste, who are in a better position to fix caste inequity, have often been least likely to want to. Caste is a disease, and none of us is immune. It is as if alcoholism is encoded into the country’s DNA, and can never be declared fully cured. It is like a cancer that goes into remission only to return when the immune system of the body politic is weakened.

I watched the man I was about to marry, who’d always demonstrated a tenderness and compassion for people--whether in movies or in real life--who were subject to being teased or ridiculed. He’d never shown a spot of discomfort in front of my handicapped brother Mike, for all the times Mike had sat on his lap or begged him for rides to the mall. He’d never mocked or ridiculed another person as long as I’d known him. Goldwater as a man, I respected for speaking out his true convictions-something rarely done in politics today. He wasn't whispering to racists and smiling at integrationists. I felt Goldwater wouldn't have risked his unpopular stand without conviction. He flatly told black men he wasn't for them-and there is this to consider: always, the black people have advanced further when they have seen they had to rise up against a system that they clearly saw was outright against them. Under the steady lullabies sung by foxy liberals, the Northern Negro became a beggar. But the
Southern Negro, facing the honestly snarling white man, rose up to battle that white man for his freedom-long before it happened in the North.
Anyway, I didn't feel that Goldwater was any better for black men than Johnson, or vice-versa. I wasn't in the United States at election time, but if I had been, I wouldn't have put myself in the position of voting for either candidate for the Presidency, or of recommending to any black man to do so. It has turned out that it's Johnson in the White House-and black votes were a major factor in his winning as decisively as he wanted to. If it had been Goldwater, all I am saying is that the black people would at least have known they were dealing with an honestly growling wolf, rather than a fox who could have them half-digested before they even knew what was happening.

Then statesmanship, which is the coordination of social forces and the adjustment of policy to growth, is replaced by politics, which is the strategy of parts and the lust of the spoils of office.
Every form of government tends to perish by excess of its basic principle.
Aristocracy ruins itself by limiting too narrowly the circle within which power is confined; oligarchy ruins itself by the incautious scramble for immediate wealth.
In rather case the end is revolution.
When revolution comes it may seem to arise from little causes and petty whims, but though it may spring from slight occasions it is the precipitate result of grave and accumulated wrongs; when a body is weakened by neglected ills, the merest exposure may bring serious disease.
Then democracy comes: the poor overcome their opponents, slaughtering some and banishing the rest; and give to the people an equal share of freedom and power.
But even democracy ruins itself by excess – of democracy. Its basic principle is the equal right of all to hold office and determine public policy.
This is at first glance a delightful arrangement; it becomes disastrous because the people are not properly equipped by education to select the best rulers and the wisest courses.
As to the people they have no understanding, and only repeat what their rulers are pleased to tell them; to get a doctrine accepted or rejected it is only necessary to have it praised or ridiculed in a popular play (a hit, no doubt, at Aristophanes, whose comedies attacked almost every new idea). Mob-rule is a rough sea for the ship of state to ride; every wind of oratory stirs up the waters and deflects the course.
The upshot of such a democracy is tyranny or autocracy; the crowd so loves flattery, it is so “hungry for honey” that at last the wiliest and most unscrupulous flatterer, calling himself the “protected of the people” rises to supreme power. (Consider the history of Rome).
The more Plato thinks of it, the more astounded he is at the folly of leaving to mob caprice and gullibility the selection of political officials – not to speak of leaving it to those shady and wealth-serving strategists who pull the oligarchic wires behind the democratic stage.
Plato complains that whereas in simpler matters – like shoe-making – we think only a specially-trained person will server our purpose, in politics we presume that every one who knows how to get votes knows how to administer a city or a state.
