An adept politician would probably improve her career prospects by voting with the lefties. Here is a curious finding that makes more sense in light of what we‘ve just discussed. In countries where farmers make up a small fraction of the population, such as America and Europe, the government provides large subsidies for agriculture. But in countries where the farming population is relatively large, such as China and India, the subsidies go the other way. Farmers are forced to sell their crops at below-market prices so that urban dwellers can get basic food items cheaply. In the one case, farmers get political favors; in the other, they must pay for them. What makes these examples logically consistent is that in both cases the large group subsidizes the smaller group. In politics, the tail can wag the dog. This can have profound effects on the economy.

Harrison acted at the behest of several government agencies, including the U.S. Geological Survey and the U.S. Coast and Geodetic Survey, which was responsible for mapping the nation's coastline, harbors, and coastal waterways. Troubled by inconsistencies in spelling, board members voted to replace centre with center, drop the ugh from names ending in orough, and shorten the suffix burgh to burg. Overnight, Centreview (in Mississippi) became Centerview, Isleborough (in Maine) became Isleboro, and Pittsburgh (in Pennsylvania) lost its final h and a lot of civic pride. The city was chartered in 1816 as Pittsburg, but the Post Office Department added the extra letter sometime later. Although both spellings were used locally and the shorter version had been the official name, many Pittsburghers complained bitterly about the cost of reprinting stationery and repainting signs. Making the spelling consistent with Harrisburg, they argued, was hardly a good reason for truncating the Iron City's moniker--although Harrisburg was the state capital, it was a smaller and economically less important place. Local officials protested that the board had exceeded its authority. The twenty-year crusade to restore the final h bore fruit in 1911, when the board reversed itself--but only for Pittsburgh. In 1916 the board reaffirmed its blanket change of centre, borough, and burgh as well as its right to make exceptions for Pittsburgh and other places with an entrenched local usage.

You know, a government should be a good thing. The Anglo-Saxons and the Germans rejoice in the phenomenon of government. They think that the recipe for human happiness is that you should make your desires and actions concordant with those of the government. So a German and an American will try to make the government work for him, protect him, and he will be more than happy to murder to preserve that wonderful symbiosis. And if he has some money to invest, he will invest it in the government, buying government bonds. He does this regardless of whether his government happens to be trillions of dollars in debt—that is, practically bankrupt. Despite his rhetoric of private enterprise, a Westerner will invest in his government. And we, Eastern and Central Europeans, and particularly Slavs, we all consider our governments to be absolutely the worst in the world. We are ashamed of our governments, and, as a rule, our government is ashamed of us, trying to improve us statistically, to say that we work more and drink less than we do. We think that there's no greater obstacle to human happiness than the government. So even if we have an institution pregnant with democratic potential, such as workers' self-management, we never even bother to attend a meeting unless absolutely forced. And as for voting, we circle any name without looking at whose it is, out of spite. To a Slav, there is nothing more disgusting than voting. We have an aversion to investing trust in any human being. So how could we single out someone we haven't met but whom we know a priori to be a social upstart and climber? So we spend these workers' self-management meetings, where democracy could be practiced, in daydreams of sex and violence.

Although the founders were often good classicists, they took as a model for the American republic the pre-Julius Caesar Roman Republic. For the record, our word democracy comes from the Greek demokratia, which means, literally, “people-power.” History’s only democracy was instituted at Athens in 508 B.C. by Cleisthenes. Every male citizen over eighteen years of age was a citizen, able to gather with his fellows on a hillside, where, after listening to various demagogues, he could vote with the other citizens on matters of war and peace and anything else that happened to be introduced that day. In 322 B.C. Alexander of Macedon conquered Athens and eliminated their democracy, which was never again to be tried by a proper state (as opposed to an occasional New England town meeting). Current publicists for the American Empire have convinced themselves that if other nations, living as they do in utter darkness, would only hold numerous elections at enormous cost to their polity’s plutocracy (or to the benign empire back of these exercises), perfect government would henceforward obtain as The People had Been Heard: one million votes for Saddam Hussein, let us say, to five against. Although the Athenian system might now be revived through technology, voting through some sort of “safe” cybersystem, no one would wish an uneducated, misinformed majority to launch a war, much less do something meaningful like balance the budget of Orange County, California. One interesting aspect of the Athenian system was the rotation of offices. When Pericles told Sophocles, the poet-dramatist, that it was his turn to be postmaster general or some such dull office, Sophocles said he was busy with a play and that, besides, politics was not his business. To which the great Pericles responded, the man who says politics is no business of his has no business.

Progressivism was imported from Europe and would result in a radical break from America’s heritage. In fact, it is best described as an elitist-driven counterrevolution to the American Revolution, in which the sovereignty of the individual, natural law, natural rights, and the civil society—built on a foundation of thousands of years of enlightened thinking and human experience—would be drastically altered and even abandoned for an ideological agenda broadly characterized as “historical progress.” Progressivism is the idea of the inevitability of historical progress and the perfectibility of man—and his self-realization—through the national community or collective. While its intellectual and political advocates clothe its core in populist terminology, and despite the existence of democratic institutions and cyclical voting, progressivism’s emphasis on material egalitarianism and societal engineering, and its insistence on concentrated, centralized administrative rule, lead inescapably to varying degrees of autocratic governance. Moreover, for progressives there are no absolute or permanent truths, only passing and distant historical events. Thus even values are said to be relative to time and circumstances; there is no eternal moral order—that is, what was true and good in 1776 and before is not necessarily true and good today. Consequently, the very purpose of America’s founding is debased. To better understand this ideology, its refutation of the American heritage, and its enormous effect on modern American life, it is necessary to become acquainted with some of the most influential progressive intellectuals who, together with others, set the nation on this lamentable course. Given their prolific writings, it is neither possible nor necessary to delve into every manner of their thoughts or the differences among them in their brand of progressivism. For our purposes, it is enough to expose essential aspects of their arguments.

They run to the press and they say, “Listen, all you God-fearing Americans, Germans, Russians, whatever you are, we have a temporary problem in the financial market and it is caused by these evil speculators who are driving down the value of our currency—there is nothing wrong with our currency, we are a strong country with a sound economy, and if it were not for these speculators everything would be OK.” Diverting attention away from the real cause of the problem, which is their own mismanagement of the economy, politicians look to three crowds of people to blame for the regrettable situation. After the speculators come bankers and foreigners. Nobody likes bankers anyway, not even in good times; in bad times, everybody likes them less, because everybody sees them as rich and growing richer off the bad turn of events. Foreigners as a target are equally safe, because foreigners cannot vote. They do not have a say-so in national affairs, and remember, their food smells bad. Politicians will even blame journalists: if reporters did not write about our tanking economy, our economy would not be tanking. So we are going to enact this temporary measure, they say. To stem the scourge of a declining currency, we are going to make it impossible, or at least difficult, for people to take their money out of the country—it will not affect most of you because you do not travel or otherwise spend cash overseas. (See Chapter 9 and the Bernanke delusion.) Then they introduce serious exchange controls. They are always “temporary,” yet they always go on for years and years. Like anything else spawned by the government, once they are in place, a bureaucracy grows up around them. A constituency now arises whose sole purpose is to defend exchange controls and thereby assure their longevity. And they are always disastrous for a country. The free flow of capital stops. Money is trapped inside your country. And the country stops being as competitive as it once was.

What if thirty thousand people who believe in one thing marched at the very same time as those who believe in the exact opposite? What if it happened every single day? People who care about other things would also want to be heard. They’d need to scream louder. They’d need their disruption to be more…disruptive. People are compliant because they don’t expect the system to be fair. If they did, if they thought that was even possible, we’d live in chaos, anarchy. And yet liberals keep pushing the same snake oil of big government, high taxes, foreign policy weakness, an apparently endless sexual revolution, and cowardly political correctness, and all too often they get elected. Part of that is because too many people like us don’t pay enough attention. We don’t look at the fruits of feel-good, sound-good policies. And a lot of the time we don’t even vote. The Left wants to fundamentally transform America—that means to take us away from our Christian and constitutional principles. WE CAN BELIEVE ALMOST ANYTHING THAT SUPPORTS OUR TEAM Many political scientists used to assume that people vote selfishly, choosing the candidate or policy that will benefit them the most. But decades of research on public opinion have led to the conclusion that self-interest is a weak predictor of policy preferences. Parents of children in public school are not more supportive of government aid to schools than other citizens; young men subject to the draft are not more opposed to military escalation than men too old to be drafted; and people who lack health insurance are not more likely to support government-issued health insurance than people covered by insurance.35 Rather, people care about their groups, whether those be racial, regional, religious, or political. The political scientist Don Kinder summarizes the findings like this: “In matters of public opinion, citizens seem to be asking themselves not ‘What’s in it for me?’ but rather ‘What’s in it for my group?’ ”36 Political opinions function as “badges of social membership.”37 They’re like the array of bumper stickers people put on their cars showing the political causes, universities, and sports teams they support. Our politics is groupish, not selfish.

It thus increases the profitability of public transit and makes cities more desirable places to live. In a globally connected capitalist world, cities and countries are competing for highly skilled labor—programmers, engineers, scientists, etc. To some degree, these people can live anywhere they want. So San Francisco or my current city in Minnesota aren’t just competing with other U.S. cities but are competing with cities in Europe for the best and brightest talent. Polls and statistics show that more and more skilled people want to live in cities that are walkable, bikeable and have good public transit. Also our population is aging and realizing that they don’t want to be trapped in automobile-oriented retirement communities in Florida or the southwest USA. They also want improved walkability and transit. Finally, there’s been an explosion of obesity in the USA with resulting increases in healthcare costs. Many factors contribute to this but increased amounts of driving and a lack of daily exercise are major factors. City, state and business leaders in the US are increasingly aware of all this. It was a sorry performance, and one that George Wallace did not fail to seize on—all the Northern liberals suddenly talking out of both sides of their mouths when they came down South looking for votes. When people do not trust their government, they will not listen to, support or even engage with it. In democracies, this means that people will not vote. And when people in Muscle Shoals, Leeds and Gangwon are so disconnected from their governments in Washington, Westminster and Seoul that they don’t vote, the government will not provide for them effectively – because officials are not mind-readers; they cannot serve a population from which they have grown distant. So, when people don’t trust their government and thus opt out of civic participation, the result is a ‘mistrust loop’ in which a distrustful public is disengaged, resulting in a government even more disconnected from the public. This, in turn, leads only to the further deterioration of trust, which prompts people to look for solutions in new places and people – including in populists with authoritarian tendencies.

Conservative elites first turned to populism as a political strategy thanks to Richard Nixon. Claiming common ground with the folkways of the “good ole boy” working class fell within the comfort zone of a rising milieu of movers and shakers and their political enablers. It was a “politics of recognition”—a rediscovery of the “forgotten man”—or what might be termed identity politics from above. Soon enough, Bill Clinton perfected the art of the faux Bubba. By that time we were living in the age of the Bubba wannabe—Ross Perot as the “simple country billionaire.” The most improbable members of the “new tycoonery” by then had mastered the art of pandering to populist sentiment. Citibank’s chairman Walter Wriston, who did yeoman work to eviscerate public oversight of the financial sector, proclaimed, “Markets are voting machines; they function by taking referenda” and gave “power to the people.” His bank plastered New York City with clever broadsides linking finance to every material craving, while simultaneously implying that such seductions were unworthy of the people and that the bank knew it. Its $1 billion “Live Richly” ad campaign included folksy homilies: what was then the world’s largest bank invited us to “open a craving account” and pointed out that “money can’t buy you happiness. But it can buy you marshmallows, which are kinda the same thing.” Cuter still and brimming with down-home family values, Citibank’s ads also reminded everybody, “He who dies with the most toys is still dead,” and that “the best table in the city is still the one with your family around it.” Yale preppie George W. Bush, in real life a man with distinctly subpar instincts for the life of the daredevil businessman, was “eating pork rinds and playing horseshoes.” His friends, maverick capitalists all, drove Range Rovers and pickup trucks, donning bib overalls as a kind of political camouflage.

By William McGurn | 801 words For those who see the rioting in Baltimore as primarily about race, two broad reactions dominate. One group sees rampaging young men fouling their own neighborhoods and concludes nothing can be done because the social pathologies are so overwhelming. In some cities, this view manifests itself in the unspoken but cynical policing that effectively cedes whole neighborhoods to the thugs. The other group tut-tuts about root causes. Take your pick: inequality, poverty, injustice. Or, as President Obama intimated in an ugly aside on the rioting, a Republican Congress that will never agree to the “massive investments” (in other words, billions more in federal spending) required “if we are serious about solving this problem.” There is another view. In this view, the disaster of inner cities isn’t primarily about race at all. It’s about the consequences of 50 years of progressive misrule—which on race has proved an equal-opportunity failure. Baltimore is but the latest liberal-blue city where government has failed to do the one thing it ought—i.e., put the cops on the side of the vulnerable and law-abiding—while pursuing “solutions” that in practice enfeeble families and social institutions and local economies. These supposed solutions do this by substituting federal transfers for fathers and families. They do it by favoring community organizing and government projects over private investment. And they do it by propping up failing public-school systems that operate as jobs programs for the teachers unions instead of centers of learning. If our inner-city African-American communities suffer disproportionately from crippling social pathologies that make upward mobility difficult—and they do—it is in large part because they have disproportionately been on the receiving end of this five-decade-long progressive experiment in government beneficence. How do we know? Because when we look at a slice of white America that was showered with the same Great Society good intentions—Appalachia—we find the same dysfunctions: greater dependency, more single-parent families and the absence of the good, private-sector jobs that only a growing economy can create. Remember, in the mid-1960s when President Johnson put a face on America’s “war on poverty,” he didn’t do it from an urban ghetto. He did it from the front porch of a shack in eastern Kentucky’s Martin County, where a white family of 10 eked out a subsistence living on an income of $400 a year. In many ways, rural Martin County and urban Baltimore could not be more different. Martin County is 92% white while Baltimore is two-thirds black. Each has seen important sources of good-paying jobs dry up—Martin County in coal mining, Baltimore in manufacturing. In the last presidential election, Martin Country voted 6 to 1 for Mitt Romney while Baltimore went 9 to 1 for Barack Obama. Yet the Great Society’s legacy has been depressingly similar. In a remarkable dispatch two years ago, the Lexington Herald-Leader’s John Cheves noted that the war on poverty sent $2.1 billion to Martin County alone (pop. 12,537) through programs including “welfare, food stamps, jobless benefits, disability compensation, school subsidies, affordable housing, worker training, economic development incentives, Head Start for poor children and expanded Social Security, Medicare and Medicaid.” The result? “The problem facing Appalachia today isn’t Third World poverty,” writes Mr. Cheves. “It’s dependence on government assistance.” Just one example: When Congress imposed work requirements and lifetime caps for welfare during the Clinton administration, claims of disability jumped. it always bothered him when he came back to the States and saw the everyday people walking around without a thought for the men and women dying overseas for their freedom.  Then these same people would go and vote away their freedom to support some feel good candidate who talked a good game.  And then there was no longer a work ethic.  People didn’t have the drive to provide for themselves and their families.  Social programs were there and people lived well. They had food, homes and even cellphones all provided by “the government.”  People didn’t know of didn’t care that they were taking money away from those who worked hard and were successful and gave them to slugs of society or the lazy.  Sure some of these people truly needed assistance but 47% of the population receiving government benefits and even fewer paying taxes was out of control.  The country was willingly voting itself into socialism because “it was the right thing to do.”  When had it become ok to be on government assistance?  When had that social stigma to be embarrassed to be on food stamps gone away?

One of the perennial complaints of the progressive left is that so many working-class Americans vote against their own economic interests—actively supporting Republican candidates who promise to slash programs that provide their families with heating oil, who savage their schools and privatize their Medicare. To some degree the reason is simply that the scraps the Democratic Party is now willing to throw its “base” at this point are so paltry it’s hard not to see their offers as an insult: especially when it comes down to the Bill Clinton– or Barack Obama–style argument “we’re not really going to fight for you, but then, why should we? It’s not really in our self-interest when we know you have no choice but to vote for us anyway.” Still, while this may be a compelling reason to avoid voting altogether—and, indeed, most working Americans have long since given up on the electoral process—it doesn’t explain voting for the other side. The only way to explain this is not that they are somehow confused about their self-interest, but that they are indignant at the very idea that self-interest is all that politics could ever be about. The rhetoric of austerity, of “shared sacrifice” to save one’s children from the terrible consequences of government debt, might be a cynical lie, just a way of distributing even more wealth to the 1 percent, but such rhetoric at least gives ordinary people a certain credit for nobility. At a time when, for most Americans, there really isn’t anything around them worth calling a “community,” at least this is something they can do for everybody else. The moment we realize that most Americans are not cynics, the appeal of right-wing populism becomes much easier to understand. It comes, often enough, surrounded by the most vile sorts of racism, sexism, homophobia. But what lies behind it is a genuine indignation at being cut off from the means for doing good.

I come at the issues differently, of course, as someone who supports a strong social safety net. But this more conservative view represents a considered and consistent position, worthy of respect. Lower-income conservatives are making the same kind of argument that rich liberals are making. They are willing to make monetary sacrifices to answer the call of their fundamental values. For liberals, those values are more about the common good and enlightened self-interest. For conservatives, those values are more about the importance of independence and personal responsibility. But both sides rightfully see their voting behavior as needing to reflect more than just a vulgar calculation about their immediate pocketbook needs. If one side deserves respect, then so does the other.*1 Of course, respecting our opponent’s argument doesn’t mean we have to just accept it and give in. It doesn’t mean we shouldn’t argue passionately about the best approach to taxes or spending—especially in a society as complex as ours, with the stakes as high as they are. In fact, we should disagree and debate. Debate is the lifeblood of democracy, after all. Disagreement is a good thing—even heated disagreement. Only in a dictatorship does everybody have to agree. In a democracy, nobody has to agree. That’s called freedom. It’s the whole point of America. But at the base of too many of our public discussions sits the same destructive assumption: I’m right. And you’re wrong. We proceed on both sides as if our side is grounded in “the Truth” and the other side is always insane and delusional. And some version of this flawed concept has become the default setting throughout American political discourse. It is one thing to say, “I disagree with you because we have different values and priorities.” It’s quite another to say, “I disagree with you because you are an uneducated idiot—a pawn—and a dupe.” The prevalence of the latter set of arguments is why the Democratic Party stinks of elitism. Here’s another liberal favorite: “How can we argue with conservatives? They don’t believe in facts anymore—only ‘alternative facts.’ At least, liberals believe in science. The government gives us stuff but then when someone gets a job, they take it away, so everyone becomes afraid of work, not because they’re lazy, but because the job doesn’t cover what the handouts do, even if the handouts make you feel like trash and keep you poor. In some ways, this paradox bears resemblance to the one examined by the sociologist Arlie Russell Hochschild in her 2016 book Strangers in Their Own Land: Anger and Mourning on the American Right. Hochschild traveled to rural Louisiana—where waterways are among the most polluted in the nation—to ask how it is that poor southern whites whose land, water, and bodies have been devastated by industrial toxicity continue to vote for probusiness conservatives committed to deregulation and, hence, environmental destruction.74 In other words, why do poor southern whites undermine their own best interests? Hochschild finds the answer in a complex mix of rural whites’ gratitude for their industrial jobs, their Christian belief that God will ultimately restore any human damage done to the Earth and to their own bodies, and their belief that the government cannot be trusted to help them. Similarly, in attempting to understand the misogyny paradox, we might ask how it is that so many women are investing in straight relationships, when these relationships so often cause them damage? The queer theorist Lauren Berlant’s analysis of “cruel optimism”—the term she uses to describe “the condition of maintaining an attachment to a significantly problematic object”—may be useful here. Berlant asks, “Why do people stay attached to conventional good-life fantasies . . . when the evidence of their instability [and] fragility . . . abound?” People persist in these attachments, Berlant explains, because the fantasy object provides a “sense of what it means to keep on living and looking forward to being in the world.”75

Some advocates of “limited government” have attempted to get around this problem by stipulating that the government must be limited to a very strict constitution to keep it confined to its “proper” functions and prevent it from passing immoral and destructive laws. But this is to ignore the fact that those who write the constitution and those who enforce it must be elected by majority vote (or else appointed by those who are elected). A constitution is only as good as the men who write and enforce it, and if majority opinion can’t create truth in matters of legislation, it can’t create truth in matters of constitutional formulation and interpretation, either. If it is wrong to employ the mass opinion-mongering method of voting to determine the policies of a government, it is even more wrong to use it to determine the form and structure of that government.

But this was not the German-Jewish immigrant’s complex understanding of the United States, where gratitude was inevitably tempered by ambivalence and pessimism. Arendt was not one to close on so optimistic a note. The book’s last chapter, bringing the narrative up to the present, takes a sharp turn toward the ominous. It exhibits what one commentator calls a “particularly bleak and embattled tone.” It is a bucket of cold water thrown on the warm glow of the earlier exuberance. Political freedom, Arendt insisted in the book’s final pages, “means the right ‘to be a participator in government,’ or it means nothing.” The colonial townships and assemblies, building pyramidally to the constitutional conventions, were paradigms of citizen participation, but the popular elections that Americans today consider the hallmark of their democratic republic are hardly the same thing. Voting is not what Arendt meant by participation. The individual in the privacy of the voting booth is not engaged with others in the public arena, putting one’s opinions to the test against differing views and life experiences, but instead is choosing among professional politicians offering to promote and protect his or her personal interests through ready-made formulas, mindless banalities, blatant pandering, and outlandish promises cobbled together as party programs. (And heaven help the elected official who, in the manner of Edmund Burke, tries to argue against the personal interest of his or her constituents or to communicate bad news.) Leaders are selected on the basis of private, parochial concerns, not the public welfare, producing a mishmash of self-interested demands, or what Arendt called “the invasion of the public realm by society.” This was almost the opposite of genuine participation. Instead of the kind of intimate interchange of views and the deliberation that might be expected to resolve conflict, which was the practice of the townships and assemblies, isolated voters left to their own devices and with no appreciation of any larger good or of people different from themselves demand an affirmation of their particular prejudices and preconceptions. They have no opportunity, or desire, to come together with the aim of reaching mutual understanding and agreement on shared problems. Centrifugality prevails. American democracy, Arendt writes, had become a zero-sum game of “pressure groups, lobbies and other devices.” It is a system in which only power can prevail, or at best the blight of mutual backscratching to no greater end than mere political survival, lending itself to lies and demagoguery, quarrels and stalemates, cynical deal-making, not public exchange and calm deliberation.

The economic theory propounded by John Maynard Keynes in the 1930s dwelled heavily on the role of governments vis-à-vis cycles. Keynesian economics focuses on the role of aggregate demand in determining the level of GDP, in contrast with earlier approaches that emphasized the role of the supply of goods. Keynes said governments should manage the economic cycle by influencing demand. This, in turn, could be accomplished through the use of fiscal tools, including deficits. Keynes urged governments to aid a weak economy by stimulating demand by running deficits. When a government’s outgo—its spending—exceeds its income—primarily from taxes—on balance it puts funds into the economy. This encourages buying and investing. Deficits are stimulative, and thus Keynes considered them helpful in dealing with a weak economy. On the other hand, when economies are strong, Keynes said governments should run surpluses, spending less than they take in. This removes funds from the economy, discouraging spending and investment. Surpluses are contractionary and thus an appropriate response to booms. However, the use of surpluses to cool a thriving economy is little seen these days. No one wants to be a wet blanket when the party is going strong. And spending less than you bring in attracts fewer votes than do generous spending programs. Thus surpluses have become as rare as buggy whips.

Moderate Republicans like Rockefeller supported the national consensus toward advancing civil rights by promoting national legislation to protect the vote, employment, housing and other elements of the American promise denied to blacks. They sought to contain Communism, not eradicate it, and they had faith that the government could be a force for good if it were circumscribed and run efficiently. They believed in experts and belittled the Goldwater approach, which held that complex problems could be solved merely by the application of common sense. It was not a plus to the Rockefeller camp that Goldwater had publicly admitted, “You know, I haven’t got a really first-class brain.”174 Politically, moderates believed that these positions would also preserve the Republican Party in a changing America. Conservatives wanted to restrict government from meddling in private enterprise and the free exercise of liberty. They thought bipartisanship and compromise were leading to collectivism and fiscal irresponsibility. On national security, Goldwater and his allies felt Eisenhower had been barely fighting the communists, and that the Soviets were gobbling up territory across the globe. At one point, Goldwater appeared to muse about dropping a low-yield nuclear bomb on the Chinese supply lines in Vietnam, though it may have been more a press misunderstanding than his actual view.175 Conservatives believed that by promoting these ideas, they were not just saving a party, they were rescuing the American experiment. Politically, they saw in Goldwater a chance to break the stranglehold of the Eastern moneyed interests. If a candidate could raise money and build an organization without being beholden to the Eastern power brokers, then such a candidate could finally represent the interests of authentic Americans, the silent majority that made the country an exceptional one. Goldwater looked like the leader of a party that was moving west. His head seemed fashioned from sandstone. An Air Force pilot, his skin was taut, as though he’d always left the window open on his plane. He would not be mistaken for an East Coast banker. The likely nominee disagreed most violently with moderates over the issue of federal protections for the rights of black Americans. In June, a month before the convention, the Senate had voted on the Civil Rights Act. Twenty-seven of thirty-three Republicans voted for the legislation. Goldwater was one of the six who did not, arguing that the law was unconstitutional. “The structure of the federal system, with its fifty separate state units, has long permitted this nation to nourish local differences, even local cultures,” said Goldwater. Though Goldwater had voted for previous civil rights legislation and had founded the Arizona Air National Guard as a racially integrated unit, moderates rejected his reasoning. They said it was a disguise to cover his political appeal to anxious white voters whom he needed to win the primaries. He was courting not just Southern whites but whites in the North and the Midwest who were worried about the speed of change in America and competition from newly empowered blacks.

The fact that depriving prisoners of the opportunity to acquire an education increases the rates of crime and violence in our society, and that there is no reason a society as wealthy as ours cannot afford to provide free higher education for everyone, are points that tend to get lost in discussions of this issue. But there are two even bigger points that also tend to get lost, so I will emphasize them here. The first is that it is in the interests of the extremely wealthy upper class for the government to pursue policies whose effect is to raise the rates of crime and violence in our society. It is in their economic interest to increase the gap between rich and the poor to the highest level possible because they are the rich, and the greater the gap, the more they get. But the larger that gap becomes, the higher the rate of crime and violence. There is a clear conflict of interest between their economic interest in becoming wealthier, and the public's interest in preventing violence. There is also a political dimension: namely, how to persuade the public to vote for politicians who will write the laws that keep diverting more money into the hands of the upper class and out of the hands of the middle and lower classes. A high rate of crime and violence pits the middle class against the lower class. Most of the categories of violence that the laws define as criminal are committed by lower-class people, and this makes the middle classes angry at the poor and afraid of them. But it also divides the lower class against itself — most poor people do not commit violent crimes, but most of the victims of violent crime are poor. The higher the rates of crime and violence, then, the more the middle and lower classes are distracted from noticing that they are in most danger of being robbed by the very wealthy and their political agents. As the old saying goes, the poor man robs you with a gun, the rich man with a pen. In this analysis, I am not assuming that there are many individual members of any class who are consciously aware of the role they are playing in this conflict. Some are, and of those, some work consciously to support this system, and some work consciously to oppose it. But the beauty of the system, from the standpoint of the rich, is that the vast majority of people whose lives are affected by it, whether for good or for ill, do not have to understand the system or consciously support it in order for it to work. The socio-economic and criminal justice systems do that job for them.

I’m sure there are legions of committed national security officials working hard to figure out how to combat his cyberattacks, his disinformation campaigns, and his possible, even likely, effort to hack into our voting machines. But President Trump seems to vary from refusing to believe what Putin is doing to just not caring about it. Just last November he appeared to take Putin’s denials at face value. “There’s nothing ‘America First,’ ” I pointed out, “about taking the word of a KGB colonel over that of the American intelligence community.” And some House Republicans investigating Russian interference seem more preoccupied with their own conspiracy theories than with a real conspiracy by a foreign enemy to defraud the United States. Unless the elected leaders of our government provide persistent direction and leadership and resources to officials working to defend our democracy, we won’t stop Putin’s next assault. With a nominal investment of resources, and a bold disregard for our resistance, Putin’s interference in our last election achieved all his objectives. He damaged Hillary Clinton’s campaign, but that wasn’t his most important priority. Encouraging our government’s dysfunction, and disaffection and distrust in the polity were his main objectives. He sees evidence of his success every day in our polarization and gridlock.

Communism encourages violence, and does not believe in an omnipotent God. The Communists forget that man has a soul. It is a one-party Government that prevails in Communist Russia. When politics fracture along racial lines, it becomes easy to assume that elected officials work for narrow, ethnic interests, and political contests become very bitter. The ultimate logic of politics in a racially fractured electorate is a system of quotas in which seats in elective bodies are set aside in proportion to the racial composition of the population. This is the formula hopelessly divided countries such as Lebanon and immediate post-white-rule Zimbabwe and South Africa hit upon. It could be the solution for other divided countries such as Iraq, Sudan, Fiji, Malaysia, or Sri Lanka, where politics is a perpetual squabble over ethnic interests. There is already implied support for proportional racial representation in the federal approach to voter districts. The US Department of Justice has long required that congressional districts be gerrymandered to create black and Hispanic majorities that are expected to vote along racial lines and send one of their own to Congress. The department also routinely sues cities that choose their governing bodies in at-large elections. If, for example, a city is 30 percent black but has no blacks on the city council because all candidates must appeal to the entire city, voting must be switched to a ward system, with wards drawn so that blacks—by voting for people like themselves have approximately 30 percent of the council seats. In 2006, the Justice Department used precisely this argument to threaten Euclid, Ohio, with litigation if it did not replace its at-large elections with a system of eight separate wards. In 2010, Hispanics made the same argument when they sued the city of Compton: They claimed that an at-large voting system shut them out and kept the city council all black.
