The khateeb reiterates that his role is vital and positions himself as the spiritual teacher of the recruits. This position is belied somewhat by my earlier description of my encounter with him and his superiors, an impression strengthened by my conversation with other senior army officers. A retired infantry general shared with me how he had confronted the khateeb’s influence in the barracks while he was in services. A particular khateeb under his command during the Kargil war was asked to go to a post nearer the combat zone to motivate the troops. The cleric refused on the grounds that certain requirements of jihad29 had not been fulfilled, so he could not support the effort. “I summoned him and told him, ‘You talk of jihad; God will decide what is jihad. This is a war zone, and I am ordering a district court martial of you, and I will ensure that you are put before a firing squad right over here in front of my office.’” He then had him posted out of the area with immediate effect. The khateeb is told here that he is in no position to adjudicate what jihad is, the implication being that the military, in this case the commanding officer, has the right to adjudicate this over and above religious authority, whose only role is to motivate troops in the name of jihad as and when ordered by the military officer. The khateeb is a spiritual guide, then, with no real official authority, an army person but not regular army personnel. He is a “harmless” person yet one who must be monitored, as evidenced by the colonel’s initial reluctance to let me talk to him. As another retired infantry general jokingly put it, “He [the khateeb] is uneducated but very motivating.” Much like his soldier-class contemporaries, he is regarded by the officer class as somewhat uncouth but nonetheless essential for the training center. He has the specific task of motivating troops and acting as a religious mascot to lend credence to the militarism project. 265/378

They had the assistance of the Maktab al-Khidamat (Services Office), set up to recruit, train, and aid fighters for the Afghan war. Richard Holbrooke, Assistant Secretary of State for European Affairs, wanted a repeat of the Afghanistan model in the Balkans, using Saudi Arabia, Turkey, and Pakistan to send arms to the combatants. Front companies, secret arms drops, and Clinton’s National Security Council all played a role. The result was the creation of a larger and more capable cadre of murderers, war criminals, and human rights violators. They enabled the United States to topple a socialist opponent of its policies in Yugoslavia, tap the natural resources of the region, and control the routes from and access to oil and natural gas in Central Asia. American propaganda that flooded the media about murderers, war criminals, and human rights violators was particularly effective in gaining support in the United States and abroad. Like actions against the USSR, the United States trained fighters, supplied arms, and provided financial aid to rebels seeking to overthrow their government. Washington and NATO applied economic sanctions to Yugoslavia, hastening the country’s collapse. The KLA, directly supported and politically empowered by NATO in 1998, had been listed by the US State Department as a terrorist organization supported in part by loans from Islamic individuals, among them allegedly Osama bin Laden.

Mercenaries financed by Saudi Arabia and Kuwait had been fighting in Bosnia.181 And the Bosnian pattern was replicated in Kosovo: Mujahadeen [sic] mercenaries from various Islamic countries are reported to be fighting alongside the KLA [Kosovo Liberation Army] in Kosovo. German, Turkish and Afghan instructors were reported to be training the KLA in guerilla and diversion tactics.182 Worse, The trade in narcotics and weapons was allowed to prosper despite the presence since 1993 of a large contingent of American troops at the Albanian-Macedonian border with a mandate to enforce the embargo. The West had turned a blind eye. The revenues from oil and narcotics were used to finance the purchase of arms (often in terms of direct barter): “Deliveries of oil to Macedonia (skirting the Greek embargo [in 1993–94] can be used to cover heroin, as do deliveries of kalachnikov [sic] rifles to Albanian ‘brothers’ in Kosovo.

The feeling of being uprooted was everywhere. Political leaders decided that the second phase of the five-year planning needed to see the growth of heavy industries. The land required for such industries necessitated the evacuation of farmers. Devoid of their ancestral land and in the absence of a proper rehabilitation plan, those evicted wandered aimlessly around the cities—refugees by another name.
Calcutta had assumed different dimensions in Malay’s mind. The smell of the Hooghly wafted across Victoria Memorial and settled like an unwanted cow on its lawns. Unsung symphonies spilled out of St Paul’s Cathedral on lonely nights; white gulls swooped in on grey afternoons and looked startling against the backdrop of the rain-swept edifice. In a few years, Naxalbari would become a reality, but not yet. Like an infant Kali with bohemian fantasies, Calcutta and its literature sprouted a new tongue – that of the Hungry Generation. Malay, like Samir and many others, found himself at the helm of this madness, and poetry seemed to lick his body and soul in strange colours. As a reassurance of such a huge leap of faith, Shakti had written to Samir:
