Last month, on a very windy day, I was returning from a lecture I had given to a group in Fort Washington. I was beginning to feel unwell. Making matters worse, I knew I had to travel two of the most treacherous high-speed roads near Philadelphia – the four-lane Schuylkill Expressway and the six-lane Blue Route. You’ve been in my van, so you know how it’s been outfitted with everything I need to drive. But you probably don’t realize that I often drive more slowly than other people. That’s because I have difficulty with body control. I’m especially careful on windy days when the van can be buffeted by sudden gusts. And if I’m having problems with spasms or high blood pressure, I stay way over in the right hand lane and drive well below the speed limit. When I’m driving slowly, people behind me tend to get impatient. They speed up to my car, blow their horns, drive by, stare at me angrily, and show me how long their fingers can get. (I don't understand why some people are so proud of the length of their fingers, but there are many things I don't understand.) Those angry drivers add stress to what already is a stressful experience of driving. On this particular day, I was driving by myself. At first, I drove slowly along back roads. Whenever someone approached, I pulled over and let them pass. But as I neared the Blue Route, I became more frightened. I knew I would be hearing a lot of horns and seeing a lot of those long fingers. And then I did something I had never done in the twenty-four years that I have been driving my van. I decided to put on my flashers. I drove the Blue Route and the Schuylkyll Expressway at 35 miles per hour. Now…Guess what happened? Nothing! No horns and no fingers. But why? When I put on my flashers, I was saying to the other drivers, “I have a problem here – I am vulnerable and doing the best I can.” And everyone understood. Several times, in my rearview mirror I saw drivers who wanted to pass. They couldn’t get around me because of the stream of passing traffic. But instead of honking or tailgating, they waited for the other cars to pass, knowing the driver in front of them was in some way weak. Sam, there is something about vulnerability that elicits compassion. It is in our hard wiring. I see it every day when people help me by holding doors, pouring cream in my coffee, or assist me when I put on my coat. Sometimes I feel sad because from my wheelchair perspective, I see the best in people. But those who appear strong and invulnerably typically are not exposed to the kindness I see daily. Sometimes situations call for us to act strong and brave even when we don't feel that way. But those are a few and far between. More often, there is a better pay-off if you don't pretend you feel strong when you feel weak, or pretend that you are brave when you’re scared. They roll up incredible mileages on their odometers, rack up state after state in two-week transcontinental motor marathons, knock off one national park after another, take millions of square yards of photographs, and endure patiently the most prolonged discomforts: the tedious traffic jams, the awful food of park cafeterias and roadside eateries, the nocturnal search for a place to sleep or camp, the dreary routine of One-Stop Service, the endless lines of creeping traffic, the smell of exhaust fumes, the ever-proliferating Rules & Regulations, the fees and the bills and the service charges, the boiling radiator and the flat tire and the vapor lock, the surly retorts of room clerks and traffic cops, the incessant jostling of the anxious crowds, the irritation and restlessness of their children, the worry of their wives, and the long drive home at night in a stream of racing cars against the lights of another stream racing in the opposite direction, passing now and then the obscure tangle, the shattered glass, the patrolman’s lurid blinker light, of one more wreck.

Almost a year after the start of the corona crisis, how is the mental health of the population? MD: For the time being, there are few figures that show the evolution of possible indicators such as the intake of antidepressants and anxiolytics or the number of suicides. But it is especially important to place mental well-being in the corona crisis in its historical continuity. Mental health had been declining for decades. There has long been a steady increase in the number of depression and anxiety problems and the number of suicides. And in recent years there has been an enormous growth in absenteeism due to psychological suffering and burnouts. The year before the corona outbreak, you could feel this malaise growing exponentially. This gave the impression that society was heading for a tipping point where a psychological 'reorganization' of the social system was imperative. This is happening with corona. Initially, we noticed people with little knowledge of the virus conjure up terrible fears, and a real social panic reaction became manifested. This happens especially if there is already a strong latent fear in a person or population. The psychological dimensions of the current corona crisis are seriously underestimated. A crisis acts as a trauma that takes away an individual's historical sense. The trauma is seen as an isolated event in itself, when in fact it is part of a continuous process. For example, we easily overlook the fact that a significant portion of the population was strangely relieved during the initial lockdown, feeling liberated from stress and anxiety. I regularly heard people say: "Yes these measures are heavy-handed, but at least I can relax a bit." Because the grind of daily life stopped, a calm settled over society. The lockdown often freed people from a psychological rut. This created unconscious support for the lockdown. If the population had not already been exhausted by their life, and especially their jobs, there would never have been support for the lockdown. At least not as a response to a pandemic that is not too bad compared to the major pandemics of the past. You noticed something similar when the first lockdown came to an end. You then regularly heard statements such as "We are not going to start living again like we used to, get stuck in traffic again" and so on. People did not want to go back to the pre-corona normal. If we do not take into account the population's dissatisfaction with its existence, we will not understand this crisis and we will not be able to resolve it. By the way, I now have the impression that the new normal has become a rut again, and I would not be surprised if mental health really starts to deteriorate in the near future. Perhaps especially if it turns out that the vaccine does not provide the magical solution that is expected from it.

if consumer demand should increase for the goods or services of any private business, the private firm is delighted; it woos and welcomes the new business and expands its operations eagerly to fill the new orders. Government, in contrast, generally meets this situation by sourly urging or even ordering consumers to “buy” less, and allows shortages to develop, along with deterioration in the quality of its service. Thus, the increased consumer use of government streets in the cities is met by aggravated traffic congestion and by continuing denunciations and threats against people who drive their own cars. The New York City administration, for example, is continually threatening to outlaw the use of private cars in Manhattan, where congestion has been most troublesome. It is only government, of course, that would ever think of bludgeoning consumers in this way; it is only government that has the audacity to “solve” traffic congestion by forcing private cars (or trucks or taxis or whatever) off the road. According to this principle, of course, the “ideal” solution to traffic congestion is simply to outlaw all vehicles! But this sort of attitude toward the consumer is not confined to traffic on the streets. New York City, for example, has suffered periodically from a water “shortage.” Here is a situation where, for many years, the city government has had a compulsory monopoly of the supply of water to its citizens. Failing to supply enough water, and failing to price that water in such a way as to clear the market, to equate supply and demand (which private enterprise does automatically), New York’s response to water shortages has always been to blame not itself, but the consumer, whose sin has been to use “too much” water. The city administration could only react by outlawing the sprinkling of lawns, restricting use of water, and demanding that people drink less water. In this way, government transfers its own failings to the scapegoat user, who is threatened and bludgeoned instead of being served well and efficiently. There has been similar response by government to the ever-accelerating crime problem in New York City. Instead of providing efficient police protection, the city’s reaction has been to force the innocent citizen to stay out of crime-prone areas. Thus, after Central Park in Manhattan became a notorious center for muggings and other crime in the night hours, New York City’s “solution” to the problem was to impose a curfew, banning use of the park in those hours. In short, if an innocent citizen wants to stay in Central Park at night, it is he who is arrested for disobeying the curfew; it is, of course, easier to arrest him than to rid the park of crime. In short, while the long-held motto of private enterprise is that “the customer is always right,” the implicit maxim of government operation is that the customer is always to be blamed.

Wider lanes were, obviously, safer than narrower ones. Only they’re not. This time, the problem with the cost-benefit equation wasn’t a faulty premise, but the data itself. In order to test the wider-lanes-are-safer-lanes hypothesis, I studied every crash that occurred on the bridge over a three-year period and marked each one on a map. If that notion had been true, I reasoned, more crashes would have occurred where the lanes were narrowest, that is, at the towers. Just the opposite turned out to be the case. The towers, it turned out, were the safest places on the entire bridge; my explanation is that when lanes get very narrow motorists drive more carefully. Even though every traffic engineer in the country had been taught the gospel of wider lanes, the opposite appeared to be true: “grossly substandard lanes seemed to be the safest of all.” This was the traffic engineering equivalent of saying the Earth was round when the masses knew it was flat. Still, most engineers do not accept this fact.

Though they suffer from their own problems and limitations, and though some accidents are inevitable, replacing all human drivers by computers is expected to reduce deaths and injuries on the road by about 90 percent.8 In other words, switching to autonomous vehicles is likely to save the lives of one million people every year.

The figure in black got his feet under himself and pushed, flying out into space above the street. For an eternity Ezra watched him, suspended in the air and the rain with his cloak spread in midnight ripples around him, and then the figure in black flipped neatly and landed on the sidewalk half a block away. Turning into the alley he skidded to a stop, stunned; the figure in black was still there. The alley was just wide enough to accommodate Ezra’s shoulders- he couldn’t have held his arms out at his sides. Dumpsters spilled their trash out onto the wet pavement. The alley ended in a fire door, the back exit of a store on the next street over. Even if it was locked, Ezra didn’t think it would pose a real problem for the figure in black. No, he was waiting for him. Ezra advanced with his gun out in front of him, and his eyes locked with the figure in black’s. His were completely black- no pupils, no corneas, only solid black that held no light. The figure in black smiled, exposing teeth that looked very sharp, and laid his hand on the hilt of his sword. He wore leather gloves with the fingers cut off. His fingers were very long and very white. “Don’t even think about it,” Ezra said, clicking the safety off his weapon. “I am a Hatis City Guard, an if you move I will put you down.” This only seemed to amuse the figure in black, whose smiled widened as he drew his sword. I work in theoretical computer science: a field that doesn’t itself win Fields Medals (at least not yet), but that has occasions to use parts of math that have won Fields Medals. Of course, the stuff we use cutting-edge math for might itself be dismissed as “ivory tower self-indulgence.” Except then the cryptographers building the successors to Bitcoin, or the big-data or machine-learning people, turn out to want the stuff we were talking about at conferences 15 years ago—and we discover to our surprise that, just as the mathematicians gave us a higher platform to stand on, so we seem to have built a higher platform for the practitioners. The long road from Hilbert to Gödel to Turing and von Neumann to Eckert and Mauchly to Gates and Jobs is still open for traffic today. Yes, there’s plenty of math that strikes even me as boutique scholasticism: a way to signal the brilliance of the people doing it, by solving problems that require years just to understand their statements, and whose “motivations” are about 5,000 steps removed from anything Caplan or Bostrom would recognize as motivation. But where I part ways is that there’s also math that looked to me like boutique scholasticism, until Greg Kuperberg or Ketan Mulmuley or someone else finally managed to explain it to me, and I said: “ah, so that’s why Mumford or Connes or Witten cared so much about this. It seems … almost like an ordinary applied engineering question, albeit one from the year 2130 or something, being impatiently studied by people a few moves ahead of everyone else in humanity’s chess game against reality. It will be pretty sweet once the rest of the world catches up to this.

Distracted, angry, and anxious human drivers kill more than a million people in traffic accidents every year. We can send all our philosophers, prophets, and priests to preach ethics to these drivers, but on the road, mammalian emotions and savannah instincts will still take over. Consequently, seminarians in a rush will ignore people in distress, and drivers in a crisis will run over hapless pedestrians. This disjunction between the seminary and the road is one of the biggest practical problems in ethics. Immanuel Kant, John Stuart Mill, and John Rawls can sit in some cozy university hall and discuss theoretical ethical problems for days—but would their conclusions actually be implemented by stressed-out drivers caught in a split-second emergency? Perhaps Michael Schumacher—the Formula One champion who is sometimes hailed as the best driver in history—had the ability to think about philosophy while racing a car, but most of us aren’t Schumacher. Computer algorithms, however, have not been shaped by natural selection, and they have neither emotions nor gut instincts. Therefore in moments of crisis they could follow ethical guidelines much better than humans—provided we find a way to code ethics in precise numbers and statistics. If we could teach Kant, Mill, and Rawls to write code, they would be able to program the self-driving car in their cozy laboratory and be certain that the car would follow their commandments on the highway. In effect, every car would be driven by Michael Schumacher and Immanuel Kant rolled into one.

The topic was a form of management by objectives called OKRs (to which we referred in the previous chapter), which John had learned from former Intel CEO Andy Grove.173 There are several characteristics that set OKRs apart from their typical underpromise-and-overdeliver corporate-objective brethren. First, a good OKR marries the big-picture objective with a highly measurable key result. It’s easy to set some amorphous strategic goal (make usability better … improve team morale … get in better shape) as an objective and then, at quarter end, declare victory. But when the strategic goal is measured against a concrete goal (increase usage of features by X percent … raise employee satisfaction scores by Y percent … run a half marathon in under two hours), then things get interesting. For example, one of our platform team’s recent OKRs was to have “new WW systems serving significant traffic for XX large services with latency < YY microseconds @ ZZ% on Jupiter.”174 (Jupiter is a code name, not the location of Google’s newest data center.) There is no ambiguity with this OKR; it is very easy to measure whether or not it is accomplished. Other OKRs will call for rolling out a product across a specific number of countries, or set objectives for usage (e.g., one of the Google+ team’s recent OKRs was about the daily number of messages users would post in hangouts) or performance (e.g., median watch latency on YouTube videos). Second—and here is where thinking big comes in—a good OKR should be a stretch to achieve, and hitting 100 percent on all OKRs should be practically unattainable. If your OKRs are all green, you aren’t setting them high enough. The best OKRs are aggressive, but realistic. Under this strange arithmetic, a score of 70 percent on a well-constructed OKR is often better than 100 percent on a lesser one. Third, most everyone does them. Remember, you need everyone thinking in your venture, regardless of their position. Fourth, they are scored, but this scoring isn’t used for anything and isn’t even tracked. This lets people judge their performance honestly. Fifth, OKRs are not comprehensive; they are reserved for areas that need special focus and objectives that won’t be reached without some extra oomph. Business-as-usual stuff doesn’t need OKRs. This displaced being had to restore through her unassisted agency the pulse of social integration that saltwater slavery threatened to extinguish. That the Africans enslaved in America were immigrants was thus not an axiomatic truth, but rather one Africans had to fight for. Those who lived to walk away from the slave ship had to address the problem of their unique displacement and alienation. They did so in three ways that gave distinctive shape to their effort to build meaningful life in a new world. First, they engaged with the cognitive problem of orientation: Where are we now that we have escaped the slave ship? Second, they created kinship and community out of the disaggregated units remaining after the market’s dispersal of its human wares. Third, they came to terms with the saltwater journey’s haunting imprint on their communities, regularly reinforced by the slave ships’ return to deposit still more saltwater slaves on these unfamiliar shores.

Economic analysis has found that “only the top 10 percent of the income distribution had real compensation growth equal to or above . . . productivity growth.”14 In fact, most gains went to the top 1 percent, while people in the bottom 90 percent either had declining household incomes or were able to increase their family incomes only by working longer hours. The productivity of workers continued to grow, particularly with the Internet revolution that began in the mid-1990s. But the benefits of productivity growth went almost entirely into the incomes of the top 1 percent and into corporate profits, both of which have grown to record highs as a fraction of GNP. In 2010 and 2011 corporate profits accounted for over 14 percent of total GNP, a historical record. In contrast, the share of US GNP paid as wages and salaries is at a historical low and has not kept pace with inflation since 2006.15 As I was working on this manuscript in late 2011, the US Census Bureau published the income statistics for 2010, when the US recovery officially began. The national poverty rate rose to 15.1 percent, its highest level in nearly twenty years; median household income declined by 2.3 percent. This decline, however, was very unequally distributed. The top tenth experienced a 1 percent decline; the bottom tenth, already desperately poor, saw its income decline 12 percent. America’s median household income peaked in 1999; by 2010 it had declined 7 percent. Average hourly income, which corrects for the number of hours worked, has barely changed in the last thirty years. Ranked by income equality, the US is now ninety-fifth in the world, just behind Nigeria, Iran, Cameroon, and the Ivory Coast. The UK has mimicked the US; even countries with low levels of inequality—including Denmark and Sweden—have seen an increasing gap since the crisis. This is not a distinguished record. And it’s not a statistical fluke. There is now a true, increasingly permanent underclass living in near-subsistence conditions in many wealthy states. Over the past decade, journalism has come to depend unhealthily on Facebook and Google. The big tech companies supply journalism with an enormous percentage of its audience—and therefore a big chunk of revenue. This gives Silicon Valley influence over the entire profession, and it has made the most of its power. Dependence generates desperation—a mad, shameless chase to gain clicks through Facebook, a relentless effort to game Google’s algorithms. It leads media to ink terrible deals, which look like self-preserving necessities, but really just allow Facebook and Google to hold them even tighter. Media will grant Facebook the right to sell advertising or give Google permission to publish articles directly on its fast-loading server. What makes these deals so terrible is the capriciousness of the tech companies. They like to shift quickly in a radically different direction, which is great for their bottom line, but terrible for all the media companies dependent on the platforms. Facebook will decide that its users prefer video to words, or that its users prefer ideologically pleasing propaganda to hard news. When Facebook shifts direction like this or when Google tweaks its algorithm, they instantly crash Web traffic flowing to media, with all the rippling revenue ramifications that follow. Media know they should flee the grasp of Facebook, but dependence also breeds cowardice. The prisoner lies on the cot dreaming of escape plans that will never hatch. Dependence on the big tech companies is increasingly the plight of the worker and the entrepreneur. Drivers maintain erratic patterns of sleep because of Uber’s shifting whims. Companies that manufacture tchotchkes sold on Amazon watch their businesses collapse when Amazon’s algorithms detect the profitability of their item, leading the giant to manufacture the goods itself at a lower price. The problem isn’t just financial vulnerability. It’s the way in which the tech companies dictate the patterns of work, the way in which their influence can shift the ethos of an entire profession to suit their needs—lowering standards of quality, eroding ethical protections. I saw this up close during my time at the New Republic. I watched how dependence on the tech companies undermined the very integrity of journalism. At the very beginning of that chapter in my career, I never imagined that we would go down that path.

Instead of answering, “What should we do?” I tried first to hone in on answering, “What should we simplify?” For instance, I always wanted to tighten the conversion fishing net (the percentage of visitors who sign up or buy) before driving a ton of traffic to one of my portfolio companies. One of the first dozen startups I worked with was named Gyminee. It was rebranded Daily Burn, and at the time, they didn’t have enough manpower to do a complete redesign of the site. Adding new elements would’ve been time-consuming, but removing them wasn’t. As a test, we eliminated roughly 70% of the “above the fold” clickable elements on their homepage, focusing on the single most valuable click. Conversions immediately improved 21.1%. That quick-and-dirty test informed later decisions for much more expensive development. The founders, Andy Smith and Stephen Blankenship, made a lot of great decisions, and the company was acquired by IAC in 2010. I’ve since applied this “What if I could only subtract . . . ?” to my life in many areas, and I sometimes rephrase it as “What should I put on my not-to-do list?
