Hence a system of patrilineal families, united into kinship groups under the authority of a chieftain responsible for daily decisions as to where to seek pasture, best fitted the conditions of pastoral life. In addition, pastoralists were likely to accord importance to the practices and discipline of war. After all, violent seizure of someone else’s animals or pasture grounds was the easiest and speediest way to wealth and might be the only means of survival in a year of scant vegetation. Such warlikeness was entirely alien to communities tilling the soil. Archeological remains from early Neolithic villages suggest remarkably peaceful societies. As long as cultivable land was plentiful, and as long as the labor of a single household could not produce a significant surplus, there can have been little incentive to war. Traditions of violence and hunting-party organization presumably withered in such societies, to be revived only when pastoral conquest superimposed upon peaceable villagers the elements of warlike organization from which civilized political institutions without exception descend.

The biggest fear for homeschooled children is that they will be unable to relate to their peers, will not have friends, or that they will otherwise be unable to interact with people in a normal way. Consider this: How many of your daily interactions with people are solely with people of your own birth year?  We’re not considering interactions with people who are a year or two older or a year or two younger, but specifically people who were born within a few months of your birthday. In society, it would be very odd to section people at work by their birth year and allow you to interact only with persons your same age. This artificial constraint would limit your understanding of people and society across a broader range of ages. In traditional schools, children are placed in grades artificially constrained by the child’s birth date and an arbitrary cut-off day on a school calendar. Every student is taught the same thing as everyone else of the same age primarily because it is a convenient way to manage a large number of students. Students are not grouped that way because there is any inherent special socialization that occurs when grouping children in such a manner. Sectioning off children into narrow bands of same-age peers does not make them better able to interact with society at large. In fact, sectioning off children in this way does just the opposite—it restricts their ability to practice interacting with a wide variety of people. So why do we worry about homeschooled children’s socialization?  The erroneous assumption is that the child will be homeschooled and will be at home, schooling in the house, all day every day, with no interactions with other people. Unless a family is remotely located in a desolate place away from any form of civilization, social isolation is highly unlikely. Every homeschooling family I know involves their children in daily life—going to the grocery store or the bank, running errands, volunteering in the community, or participating in sports, arts, or community classes. Within the homeschooled community, sports, arts, drama, co-op classes, etc., are usually sectioned by elementary, pre-teen, and teen groupings. This allows students to interact with a wider range of children, and the interactions usually enhance a child’s ability to interact well with a wider age-range of students. Additionally, being out in the community provides many opportunities for children to interact with people of all ages. When homeschooling groups plan field trips, there are sometimes constraints on the age range, depending upon the destination, but many times the trip is open to children of all ages. As an example, when our group went on a field trip to the Federal Reserve Bank, all ages of children attended. The tour and information were of interest to all of the children in one way or another. After the tour, our group dined at a nearby food court. The parents sat together to chat and the children all sat with each other, with kids of all ages talking and having fun with each other. When interacting with society, exposure to a wider variety of people makes for better overall socialization. Many homeschooling groups also have park days, game days, or play days that allow all of the children in the homeschooled community to come together and play. Usually such social opportunities last for two, three, or four hours. Our group used to have Friday afternoon “Park Day.”  After our morning studies, we would pack a picnic lunch, drive to the park, and spend the rest of the afternoon letting the kids run and play. Older kids would organize games and play with younger kids, which let them practice great leadership skills. The younger kids truly looked up to and enjoyed being included in games with the older kids.

claque, aka canned laughter It’s becoming increasingly clear that there’s nothing new under the sun (a heavenly body, by the way, that some Indian ascetics stare at till they go blind). I knew that some things had a history—the Constitution, rhythm and blues, Canada—but it’s the odd little things that surprise me with their storied past. This first struck me when I was reading about anesthetics and I learned that, in the early 1840s, it became fashionable to hold parties where guests would inhale nitrous oxide out of bladders. In other words, Whip-it parties! We held the exact same kind of parties in high school. We’d buy fourteen cans of Reddi-Wip and suck on them till we had successfully obliterated a couple of million neurons and face-planted on my friend Andy’s couch. And we thought we were so cutting edge. And now, I learn about claque, which is essentially a highbrow French word for canned laughter. Canned laughter was invented long before Lucille Ball stuffed chocolates in her face or Ralph Kramden threatened his wife with extreme violence. It goes back to the 4th century B.C., when Greek playwrights hired bands of helpers to laugh at their comedies in order to influence the judges. The Romans also stacked the audience, but they were apparently more interested in applause than chuckles: Nero—emperor and wannabe musician—employed a group of five thousand knights and soldiers to accompany him on his concert tours. But the golden age of canned laughter came in 19th-century France. Almost every theater in France was forced to hire a band called a claque—from claquer, “to clap.” The influential claque leaders, called the chefs de claque, got a monthly payment from the actors. And the brilliant innovation they came up with was specialization. Each claque member had his or her own important job to perform: There were the rieurs, who laughed loudly during comedies. There were the bisseurs, who shouted for encores. There were the commissaires, who would elbow their neighbors and say, “This is the good part.” And my favorite of all, the pleureuses, women who were paid good francs to weep at the sad parts of tragedies. I love this idea. I’m not sure why the networks never thought of canned crying. You’d be watching an ER episode, and a softball player would come in with a bat splinter through his forehead, and you’d hear a little whimper in the background, turning into a wave of sobs. For instance, if the Syrian civil war has been going on for two years when IARPA poses a question about it, assume it is equally likely you are close to the beginning—say, we are only 5% into the war—or close to the end—say, the war is 95% complete. Now you can construct a crude 95% confidence band of possibilities: the war might last as little as 1/39 of 2 years (or less than another month), or as long as about 39 × 2 years, or 78 years. This may not seem to be a great achievement but it beats saying “zero to infinity.” And if 78 years strikes you as ridiculously long that is because you cheated by violating the ground rule of you must know “nothing.” You just introduced outside-view base-rate knowledge about wars in general (e.g., you know that very few wars have ever lasted that long). I remembered suddenly the color and texture of our life as we knew it- these things had been utterly forgotten- and I thought as I searched for it on the limitless band, “that was a good time then, a good time to be living.” And I began to remember our time. I recalled green fields with carrots growing, one by one, in slender rows. Men and women in bright vests and scarves came and pulled the carrots out of the soil and carried them in baskets to shaded kitchens, where they scrubbed them with yellow brushes under running water. I saw white-faced cattle lowing and wading in creeks. I saw May apples in forests, erupting through leaf-strewn paths. Cells on the root hairs of sycamores split and divided, and apples grew spotted and striped in the fall. Mountains kept their cool caves and squirrels raced home to their nests through sunlight and shade. I remembered the ocean, and I seemed to be in the ocean myself, swimming over orange crabs that looked like coral, or off the deep Atlantic banks where whitefish school. Or again I saw the tops of poplars, and the whole sky brushed with clouds in pallid streaks, under which wild ducks flew with outstretched necks, and called, one by one, and flew on. All these things I saw. Scenes grew in depth and sunlit detail before my eyes, and were replaced by ever more scenes, as I remember the life of my time with increasing feeling. At last I saw the earth as a globe in space, and I recalled the ocean’s shape and the form of continents, saying to myself with surprise as I looked at the planet, “yes, that’s how it was then, that part there was called France.” I was filled with the deep affection of nostalgia- and then I opened my eyes. While central taxes to be subsumed include central excise duty (CenVAT), additional excise duties, service tax, additional customs duty (CVD) and special additional duty of customs (SAD), the state taxes that fall in this category include VAT/sales tax, entertainment tax, octroi, entry tax, purchase tax and luxury tax. Therefore, all taxes on goods and services, except alcoholic liquor for human consumption, will be brought under the purview of the GST. Irrespective of whether we currently levy GST on these items or not, it is important to bring these items under the Constitution Amendment Bill because the exclusion of these items from the GST does not provide any flexibility to levy GST on these items in the future. Any change in the future would then require another Constitutional Amendment. From a futuristic approach, it is prudent not to confine the scope of the tax under the bindings of the Constitution. The Constitution should demarcate the broad areas of taxing powers as has been the case with sales tax and Union excise duty in the past. Currently, the rationale of exclusion of these commodities from the purview of the GST is solely based on revenue considerations. No other considerations of tax policy or tax administration have gone into excluding petroleum products from the purview of the GST. However, the long-term perspective of a rational tax policy for the GST shows that, at present, these taxes constitute more than half of the retail prices of motor fuel. In a scenario where motor fuel prices are deregulated, the taxation policy would have to be flexible and linked to the global crude oil prices to ensure that prices are held stable and less pressure exerted on the economy during the increasing price trends. And girl when she meets a boy band member? Yeah, that’s how they look at each other. Jemma looks at this guy like how girl looks at boy (ah, it even sounds sexist in my head), but not at me. She looks like me like I am a special case that she wants to solve. She looks at me like she's trying to find my eyes (which is, always there, I don't know why it is so hard for her to see a pair of black dots above my nose), and maybe I am a little bit irritated because this Harris guy breathes and just like that, you can see the grace in Garner--how big, mushy twinkie, of a person she really is. Also, I am definitely irritated because Jemma's ex is terrifyingly perfect, it's alarming, but then there's me. She's settling down with me. I feel insecure and I do not like that feeling. After I paid my admission fee, I saw that the reptile enclosures were kept perfectly clean--the snakes glistened. I kept rescued animals myself at home. I knew zoos, and I knew the variety of nightmares they can fall into. But I saw not a sign of external parasites on these animals, no old food rotting in the cages, no feces or shed skin left unattended. So I enjoyed myself. I toured around, learned about the snakes, and fed the kangaroos. It was a brilliant, sunlit day. “There will be a show at the crocodile enclosures in five minutes,” a voice announced on the PA system. “Five minutes.” That sounded good to me. I noticed the crocodiles before I noticed the man. There was a whole line of crocodilians: alligators, freshwater crocodiles, and one big saltie. Amazing, modern-day dinosaurs. I didn’t know much about them, but I knew that they had existed unchanged for millions of years. They were a message from our past, from the dawn of time, among the most ancient creatures on the planet. Then I saw the man. A tall, solid twentysomething (he appeared younger than he was, and had actually turned twenty-nine that February), dressed in a khaki shirt and shorts, barefoot, with blond flyaway hair underneath a big Akubra hat and a black-banded wristwatch on his left wrist. Even though he was big and muscular, there was something kind and approachable about him too. I stood among the fifteen or twenty other park visitors and listened to him talk. “They can live as long as or even longer than us,” he said, walking casually past the big saltwater croc’s pond. “They can hold their breath underwater for hours.” He approached the water’s edge with a piece of meat. The crocodile lunged out of the water and snapped the meat from his hand. “This male croc is territorial,” he explained, “and females become really aggressive when they lay eggs in a nest.” He knelt beside the croc that had just tried to nail him. “Crocodiles are such good mothers.” Every inch of this man, every movement and word exuded his passion for the crocodilians he passed among. I couldn’t help but notice that he never tried to big-note himself. He was there to make sure his audience admired the crocs, not himself. I recognized his passion, because I felt some of it myself. I spoke the same way about cougars as this Australian zookeeper spoke about crocs. When I heard there would be a special guided tour of the Crocodile Environmental Park, I was first in line for a ticket. I had to hear more. This man was on fire with enthusiasm, and I felt I really connected with him, like I was meeting a kindred spirit. What was the young zookeeper’s name? Irwin. Steve Irwin.

The captured ship was then steered to a friendly port – in Boyah's case, Eyl – where guards and interpreters were brought from the shore to look after the hostages during the ransom negotiation. Once the ransom was secured – often routed through banks in London and Dubai and parachuted like a special-delivery care package directly onto the deck of the ship – it was split amongst all the concerned parties. Half the money went to the attackers, the men who actually captured the ship. A third went to the operation’s investors: those who fronted the money for the ships, fuel, tracking equipment, and weapons. The remaining sixth went to everyone else: the guards ferried from shore to watch over the hostage crew, the suppliers of food and water, the translators (occasionally high school students on their summer break), and even the poor and disabled in the local community, who received some as charity. I’M SITTING at the counter in my favorite New York diner, tucking into eggs over easy with hash browns—very English, the breakfast fry-up, but very American, too. I’m washing it down with cranberry juice—caffeine is probably the only vice I don’t have—and someone turns on the radio. Most of the time, I don’t hear music. My brain just tunes it out. We’re all bombarded with some sort of music on a daily basis—in shops, TV commercials, restaurants, lifts—most of it simply noise pollution, deadening us to the real joy of music. So I only listen when I really want to. But the Puerto Rican waitress has turned on a Spanish channel, and a seductive salsa rhythm seeps into the room. It’s a charanga band—a traditional group that uses flute and violin over the standard latin rhythm section of congas, bongos, and timbales—and now I’m half-listening. Then the violinist takes a solo, and I’m hooked. He’s a great, inspired player. The band is playing a simple three-chord vamp, and he follows the chords closely, and yet still manages to come up with witty, ingenious, melodic twists. And the way he plays with the time! Dragging a phrase, and then ending it right on the beat. Setting up syncopations—accents that go against the beat—and then turning them around, playing them backwards. Then he hits an unexpected high note, and it’s like a shaft of light going right through my body, filling me with warmth. Without even thinking, I cry out—“Yeah!” or “All right!” or something—and I marvel at the way that music, after all these years, can still surprise me. The guy next to me just goes on munching his cheeseburger. But something special has happened, even if I’m the only one who knows it. The band on the radio are most likely second- or third-generation Puerto Ricans who were raised uptown, way uptown—in the Bronx—in a different world from me. But through the music, they’ve connected with an Englishman way downtown, in a way that would otherwise never happen.

The Paperwork Reduction Act, passed in 1980 in the waning days of the Carter administration and amended in 1995, is a classic example of structural deepening gone awry. The law was supposed to improve the efficiency of the U.S. federal government and lighten the burden of paperwork on citizens. In Brian Arthur’s terms, the additional complexity introduced by the law was supposed to improve government performance. But it has not worked. Although the U.S. Office of Management and Budget hired a special staff to review and approve every form and information request of every agency of the federal government, the estimated total time that the U.S. public invested each year fulfilling federal paperwork requirements rose from 4.7 billion hours in 1980 to 6.7 billion hours in 1996.14 More perversely, Form 1001 showed how the law makes government more inefficient and confusing to the average person. My first reaction to the notice at the bottom was to add up the time allotments. Was I really supposed to spend over six and a half hours on this form? The suggested times seemed so precise, and the total amount so daunting, that Form 1001 practically leapt at me with self-importance. And what records, exactly, was I supposed to spend four hours and thirty-two minutes keeping? I hadn’t a clue.
