[There is] no direct relationship between IQ and economic opportunity. In the supposed interests of fairness and “social justice”, the natural relationship has been all but obliterated. Consider the first necessity of employment, filling out a job application. A generic job application does not ask for information on IQ. If such information is volunteered, this is likely to be interpreted as boastful exaggeration, narcissism, excessive entitlement, exceptionalism [...] and/or a lack of team spirit. None of these interpretations is likely to get you hired. Instead, the application contains questions about job experience and educational background, neither of which necessarily has anything to do with IQ. Universities are in business for profit; they are run like companies, seek as many paying clients as they can get, and therefore routinely accept people with lukewarm IQ’s, especially if they fill a slot in some quota system (in which case they will often be allowed to stay despite substandard performance). Regarding the quotas themselves, these may in fact turn the tables, advantaging members of groups with lower mean IQ’s than other groups [...] sometimes, people with lower IQ’s are expressly advantaged in more ways than one. These days, most decent jobs require a college education. Academia has worked relentlessly to bring this about, as it gains money and power by monopolizing the employment market across the spectrum. Because there is a glut of college-educated applicants for high-paying jobs, there is usually no need for an employer to deviate from general policy and hire an applicant with no degree. What about the civil service? While the civil service was once mostly open to people without college educations, this is no longer the case, and quotas make a very big difference in who gets hired. Back when I was in the New York job market, “minorities” (actually, worldwide majorities) were being spotted 30 (thirty) points on the civil service exam; for example, a Black person with a score as low as 70 was hired ahead of a White person with a score of 100. Obviously, any prior positive correlation between IQ and civil service employment has been reversed. Add to this the fact that many people, including employers, resent or feel threatened by intelligent people [...] and the IQ-parameterized employment function is no longer what it was once cracked up to be. If you doubt it, just look at the people running things these days. They may run a little above average, but you’d better not be expecting to find any Aristotles or Newtons among them. Intelligence has been replaced in the job market with an increasingly poor substitute, possession of a college degree, and given that education has steadily given way to indoctrination and socialization as academic priorities, it would be naive to suppose that this is not dragging down the overall efficiency of society. In short, there are presently many highly intelligent people working very “dumb” jobs, and conversely, many less intelligent people working jobs that would once have been filled by their intellectual superiors. Those sad stories about physics PhD’s flipping burgers at McDonald's are no longer so exceptional. Sorry, folks, but this is not your grandfather’s meritocracy any more.

In the meantime, the insurance and investment people have been interesting you in plans for Retirement—that really ultimate goal of being able to sit back and enjoy the fruits of all your labors. But when that day comes, your anxieties and exertions will have left you with a weak heart, false teeth, prostate trouble, sexual impotence, fuzzy eyesight, and a vile digestion.

How does it happen that a properly endowed natural scientist comes to concern himself with epistemology? Is there not some more valuable work to be done in his specialty? That's what I hear many of my colleagues ask, and I sense it from many more. But I cannot share this sentiment. When I think about the ablest students whom I have encountered in my teaching — that is, those who distinguish themselves by their independence of judgment and not just their quick-wittedness — I can affirm that they had a vigorous interest in epistemology. They happily began discussions about the goals and methods of science, and they showed unequivocally, through tenacious defence of their views, that the subject seemed important to them. Concepts that have proven useful in ordering things easily achieve such authority over us that we forget their earthly origins and accept them as unalterable givens. Thus they might come to be stamped as "necessities of thought," "a priori givens," etc. The path of scientific progress is often made impassable for a long time by such errors. Therefore it is by no means an idle game if we become practiced in analysing long-held commonplace concepts and showing the circumstances on which their justification and usefulness depend, and how they have grown up, individually, out of the givens of experience. Thus their excessive authority will be broken. They will be removed if they cannot be properly legitimated, corrected if their correlation with given things be far too superfluous, or replaced if a new system can be established that we prefer for whatever reason.

The public, his superiors, and a large share of the country's thinking classes gave only glancing notice to the battle Skaggs had devoted his life to. But Skaggs didn't care; Skaggs turned his back to the parade. And just as it is impossible to imagine that things in the South would not have been different if the legal system had operated differently-- had black men's lives, for example, been afforded profound value as measured by the response of legal authorities-- it is impossible to imagine that the thousands of young men who died on the streets of Los Angeles County during Skaggs's career would have done so had their killers anticipated a "John Skaggs Special" in every case. If every murder and every serious assault against a black man on the streets were investigated with Skaggs's ceaseless vigor and determination-- investigated as if one's own child were the victim, or as if we, as a society, could not bear to lose these people-- conditions would have been different. If the system had for years produced the very high clearance rates that Skaggs was so sure were possible-- if it did not function, in the aggregate, as a "forty percenter"-- the violence could not have been so routine. The victims would not have been so anonymous, and Bryant Tennelle might not have died in the nearly invisible, commonplace way in which he did.

How can one conceivably justify objecting to a plan, "however much it improved [the] education" of the poor, in order to avoid "government finance of" what the authors call "economic segregation," even if it could be demonstrated to have that effect? And of course, it cannot be demonstrated to have that effect. On the contrary, we are persuaded on the basis of considerable study that it would have precisely the opposite effect—though we must accompany that statement with the qualification that "economic segregation" is so vague a term that it is by no means clear what it means. The egalitarian religion is so strong that some proponents of restricted vouchers are unwilling to approve even experiments with unrestricted vouchers. Yet to our knowledge, none has ever offered anything other than unsupported assertions to support the fear that an unrestricted voucher system would foster "economic segregation." This view also seems to us another example of the tendency of intellectuals to denigrate parents who are poor. Even the very poorest can—and do—scrape up a few extra dollars to improve the quality of their children's schooling, although they cannot replace the whole of the present cost of public schooling. We suspect that add-ons would be about as frequent among the poor as among the rest, though perhaps of smaller amounts.

It has turned out that it's Johnson in the White House-and black votes were a major factor in his winning as decisively as he wanted to. If it had been Goldwater, all I am saying is that the black people would at least have known they were dealing with an honestly growling wolf, rather than a fox who could have them half-digested before they even knew what was happening.

propose that we consider our farmers on a spectrum, let’s say, of agrarianism. On one end of the spectrum we have farmers like James, interested in producing the finest foodstuffs that they can, given the soil, the climate, the water, the budget, and their talent. They observe how efficacious or not their efforts are proving, and they adapt accordingly. Variety is one of the keys to this technique, eschewing the corporate monocultures for a revolving set of plants and animals, again, to mimic what was already happening on the land before we showed up with our earth-shaving machinery. It’s tough as hell, and in many cases impossible, to farm this way and earn enough profit to keep your bills paid and your family fed, but these farmers do exist. On the other end of the spectrum is full-speed-ahead robo-farming, in which the farmer is following the instructions of the corporation to produce not food but commodities in such a way that the corporation sits poised to make the maximum financial profit. Now, this is the part that has always fascinated me about us as a population: This kind of farmer is doing all they can to make their factory quota for the company, of grain, or meat, or what have you, despite their soil, climate, water, budget, or talent. It only stands to reason that this methodology is the very definition of unsustainable. Clearly, this is an oversimplification of an issue that requires as much of my refrain (nuance!) as any other human endeavor, but the broad strokes are hard to refute. The first farmer is doing their best to work with nature. The second farmer is doing their best despite nature. In order for the second farmer to prosper, they must defeat nature. A great example of this is the factory farming of beef/pork/chicken/eggs/turkey/salmon/etc. The manufacturers of these products have done everything they can to take the process out of nature entirely and hide it in a shed, where every step of the production has been engineered to make a profit; to excel at quantity. I know you’re a little bit ahead of me here, but I’ll go ahead and ask the obvious question: What of quality? If you’re willing to degrade these many lives with impunity—the lives of the animals themselves, the workers “growing” them, the neighbors having to suffer the voluminous poisons being pumped into the ecosystem/watershed, and the humans consuming your products—then what are you about? Can that even be considered farming? Again, I’m asking this of us. Of you and me, because what I have just described is the way a lot of our food is produced right now, in the system that we all support with our dollars. How did we get here, in both the US and the UK? How can we change our national stance toward agriculture to accommodate more middle-size farmers and less factory farms? How would Aldo Leopold feel about it?

In the contemporary world there are two classes of bad plans-the plans invented and put into practice by men who do not accept our ideal postulates, and the plans invented and put into practice by the men who accept them, but imagine that the ends proposed by the prophets can be achieved by wicked or unsuitable means. Hell is paved with good intentions, and it is probable that plans made by well-meaning people of the second class may have results no less disastrous than plans made by evil-intentioned people of the first class. Which only shows, yet once more, how right the Buddha was in classing unawareness and stupidity among the deadly sins. Let us consider a few examples of bad plans belonging to these two classes. In the first class we must place all Fascist and all specifically militaristic plans. Fascism, in the words of Mussolini, believes that "war alone brings up to its highest tension all human energy and puts the stamp of nobility upon the peoples who have the courage to meet it." Again, "a doctrine which is founded upon the harmful postulate of peace is hostile to Fascism." The Fascist, then, is one who believes that the bombardment of open towns with fire, poison and explosives (in other words, modern war) is intrinsically good. He is one who rejects the teaching of the prophets and believes that the best society is a national society living in a state of chronic hostility towards other national societies and preoccupied with ideas of rapine and slaughter. He is one who despises the non-attached individual and holds up for admiration the person who, in obedience to the boss who happens at the moment to have grabbed political power, systematically cultivates all the passions (pride, anger, envy, hatred) which the philosophers and the founders of religions have unanimously condemned as the most maleficent, the least worthy of human beings. All fascist planning has one ultimate aim: to make the national society more efficient as a war machine. Industry, commerce and finance are controlled for this purpose. The manufacture of substitutes is encouraged in order that the country may be self-sufficient in time of war. Tariffs and quotas are imposed, export bounties distributed, exchanges depreciated for the sake of gaining a momentary advantage or inflicting loss upon some rival. Foreign policy is conducted on avowedly Machiavellian principles; solemn engagements are entered into with the knowledge that they will be broken the moment it seems advantageous to do so; international law is invoked when it happens to be convenient, repudiated when it imposes the least restraint on the nation's imperialistic designs. Meanwhile the dictator's subjects are systematically educated to be good citizens of the Fascist state. Children are subjected to authoritarian discipline that they may grow up to be simultaneously obedient to superiors and brutal to those below them. On leaving the kindergarten, they begin that military training which culminates in the years of conscription and continues until the individual is too decrepit to be an efficient soldier. In school they are taught extravagant lies about the achievements of their ancestors, while the truth about other peoples is either distorted or completely suppressed. the press is controlled, so that adults may learn only what it suits the dictator that they should learn. Any one expressing un-orthodox opinions is ruthlessly persecuted. Elaborate systems of police espionage are organized to investigate the private life and opinions of even the humblest individual. Delation is encouraged, tale-telling rewarded. Terrorism is legalized. Justice is administered in secret; the procedure is unfair, the penalties barbarously cruel. Brutality and torture are regularly employed.

Perhaps the most common device for giving people focus and direction is goal setting, but goals, as often as they are used, have their pros and cons. Sure, if you can convince everybody that profits must increase 20% next quarter or we’re going out of business, people will hurry around looking for ways to hype profits by 20%. When discussing “mission” I assigned Susan a goal of 25% improvement in sales, based on what I calculated was needed to avoid closing the factory and on what I felt her district could reasonably provide. It was not a number pulled from the ether, and I went to some length to explain this to her. Short of any such basis in reality, people will often do the easiest things, such as firing 20% of the workforce, canceling vital R&D programs, or simply not making any payments to suppliers. In other words, they will take achieving the goal as seriously as they feel you were in setting it; they will sense whether you have positioned yourself at the Schwerpunkt. Goals, as we all know, can be motivators. Cypress Semiconductor, a communications-oriented company founded in 1982, used to have a computer that tracked the thousands of self-imposed goals that its people fed into the system. Cypress founder T. J. Rodgers identified this automated goal tending system as the heart of his management style and a big factor in the company’s early success.136 Frankly, I find this philosophy depressing, not to mention a temptation to focus inward: If the boss places great importance on entering and tracking goals, as he obviously does, then that is what the other employees are going to consider important.137 In any case, what’s the big deal about meeting or missing a goal? A goal is an intention at a point in time. It is, to a large extent, an arbitrary target, whether you set it or someone above you assigns it. And we all know that numerical goals can be gamed, like banking (delaying) sales that we could have made this quarter to help us make quota next quarter. Unlike a Schwerpunkt, which gives focus and direction for chaotic and uncertain situations, what does a goal tell you? Just keep your head down and continue plugging away?

And if it is introduced without the prior existence of price controls, its effect is to inaugurate that very chaos. This is because socialism is not actually a positive economic system. It is merely the negation of capitalism and its price system. As such, the essential nature of socialism is one and the same as the economic chaos resulting from the destruction of the price system by price and wage controls. (I want to point out that Bolshevik-style socialism’s imposition of a system of production quotas, with incentives everywhere to exceed the quotas, is a sure formula for universal shortages, just as exist under all around price and wage controls.) At most, socialism merely changes the direction of the chaos. ahead of ICAO audit By Tarun Shukla | 527 words New Delhi: India's civil aviation regulator has decided to restructure its safety board and hire airline safety professionals ahead of an audit by the UN's aviation watchdog ICAO (International Civil Aviation Organization). The Directorate General of Civil Aviation (DGCA) announced its intent, and advertised the positions on its website. ICAO told the Indian regulator recently that it would come down to India to conduct an audit, its third in just over a decade, Mint reported on 12 February. Previous ICAO audits had highlighted the paucity of safety inspectors in DGCA. After its 2006 and 2012 audits, ICAO had placed the country in its list of 13 worst-performing nations. US regulator Federal Aviation Authority followed ICAO's 2012 audit with its own and downgraded India, effectively barring new flights to the US by Indian airlines. FAA is expected to visit India in the summer to review its downgrade. The result of the ICAO and FAA audits will have a bearing on the ability of existing Indian airlines to operate more flights to the US and some international destinations and on new airlines' ability to start flights to these destinations. The regulator plans to hire three directors of safety on short-term contracts to be part of the accident investigation board, according to the information on DGCA's website. This is first time the DGCA is hiring external staff for this board, which is critical to ascertain the reasoning for any crashes, misses or other safety related events in the country. These officers, the DGCA said on its website, must have at least 12 years of experience in aviation, specifically on the technical aspects, and have a degree in aeronautical engineering. DGCA has been asked by international regulators to hire at least 75 flight inspectors. It has only 51. India's private airlines offer better pay and perks to inspectors compared with DGCA. The aviation ministry told DGCA in January to speed up the recruitment and do whatever was necessary to get more inspectors on board, a government official said, speaking on condition of anonymity. DGCA has also announced it will hire flight operations inspectors as consultants on a short-term basis for a period of one year with a fixed remuneration of `1.25 lakh per month. "There will be a review after six months and subsequent continuation will be decided on the basis of outcome of the review," DGCA said in its advertisement. The remuneration of `1.25 lakh is higher than the salary of many existing DGCA officers. In its 2006 audit, ICAO said it found that "a number of final reports of accident and serious incident investigations carried out by the DGCA were not sent to the (member) states concerned or to ICAO when it was applicable". DGCA had also "not established a voluntary incident reporting system to facilitate the collection of safety information that may not otherwise be captured by the state's mandatory incident reporting system". In response, DGCA "submitted a corrective action plan which was never implemented", said Mohan Ranganthan, an aviation safety analyst and former member of government appointed safety council, said of DGCA. Although North Koreans weren’t informed of their new classification, it quickly became clear to most people what class they had been assigned. North Koreans of the hostile class were banned from living in Pyongyang or in the most fertile areas of the countryside, and they were excluded from any good jobs. There was virtually no upward mobility—once hostile, forever hostile—but plenty downward. The most cunning part of it all was that Kim Il-Sung came up with a way for his subjects to enforce their own oppression by organizing the people into inminban (“people’s groups”), cooperatives of twenty or so families per neighborhood whose duty it was to keep tabs on one another and to inform on any potentially criminal or subversive behavior. These were complemented by kyuch’aldae, mobile police units on constant lookout for infringers, who had the authority to burst into your home or office at any time of day or night. Offenses included using more than your allocated quota of electricity, wearing blue jeans, wearing clothes bearing Roman writing (a “capitalist indulgence”) and allowing your hair to grow longer than the authorized length. Worse still, Kim decreed that any one person’s guilt also made that person’s family, three generations of it, guilty of the same crime. Opposing the regime meant risking your grandparents, your wife, your children—no matter how young—being imprisoned and tortured with you. Historically, Koreans had been subject to a caste system similar to India’s and equally as rigid. Discrimination against minority rights was not primarily the work of reactionaries and conservatives. The Romanian State that is ours, all of ours, must be strengthened and . . . this State can only be strengthened by . . . letting the State mold the souls of all its citizens.” Because democracy was about the creation of national communities, it was generally anti-Semitic, or at least more ready to allow anti-Semitism to shape policy—through separate electoral colleges, for example, or entry quotas into the universities and civil-service posts—than old-fashioned royalists had been. Not only does our individual and societal sanity depend on connection; so does our physical health. Because we are biopsychosocial creatures, the rising loneliness epidemic in Western culture is much more than just a psychological phenomenon: it is a public health crisis. A preeminent scholar of loneliness, the late neuroscientist John Cacioppo and his colleague and spouse, Stephania Cacioppo, published a letter in the Lancet only a month before his death in 2018. "Imagine," they wrote, "a condition that makes a person irritable, depressed, and self-centered, and is associated with a 26% increase in the risk of premature mortality. Imagine too that in industrialized countries around a third of people are affected by this condition, with one person in 12 affected severely, and that these proportions are increasing. Income, education, sex, and ethnicity are not protective, and the condition is contagious. The effects of the condition are not attributable to some peculiarity of the character of a subset of individuals, they are a result of the condition affecting ordinary people. Such a condition exists — loneliness." We now know without doubt that chronic loneliness is associated with an elevated risk of illness and early death. It has been shown to increase mortality from cancer and other diseases and has been compared to the harm of smoking fifteen cigarettes a day. According to research presented at the American Psychological Association's annual convention in 2015, the loneliness epidemic is a public health risk at least as great as the burgeoning rates of obesity. A disproportionate percentage of poor black males were either in prison or at risk of it. He stands before Congress and begins to deliver his speech. “Blessed are the poor …the mourners … the meek.” “Love your enemies.” “Turn the other cheek.” After a few perfunctory applauses early on, I’m pretty sure there would be a lot of squirming senators and uncomfortable congressmen. The room would sink into a tense silence. And when Jesus concluded his speech with a prophecy of the inevitable fall of the house that would not act upon his words (Matt. 7:26–27), what would Congress do? Nothing. They would not act. They could not act. To act on Jesus’s words would undo their system. The Sermon on the Mount doesn’t work in Cain’s system—no matter how noble or sophisticated. In the end, the US Congress would no more adopt the policies Jesus set out in the Sermon on the Mount than they were adopted by the Jewish Sanhedrin or the Roman Senate.

DuBois, Charles Beard, Walter Weyl, Richard Ely, Richard Ely, Nicholas Murray Butler, and countless other founders of modern American liberalism were among the nine thousand Americans who studied in German universities during the nineteenth century. When the American Economic Association was formed, five of the six first officers had studied in Germany. At least twenty of its first twenty-six presidents had as well. In 1906 a professor at Yale polled the top 116 economists and social scientists in America; more than half had studied in Germany for at least a year. By their own testimony, these intellectuals felt "liberated" by the experience of studying in an intellectual environment predicated on the assumption that experts could mold society like clay. No European statesman loomed larger in the minds and hearts of American progressives than Otto von Bismarck. As inconvenient as it may be for those who have been taught "the continuity between Bismarck and Hitler", writes Eric Goldman, Bismarck's Germany was "a catalytic of American progressive thought". Bismarck's "top-down socialism", which delivered the eight-hour workday, healthcare, social insurance, and the like, was the gold standard for enlightened social policy. "Give the working-man the right to work as long as he is healthy; assure him care when he is sick; assure him maintenance when he is old", he famously told the Reichstag in 1862. Bismarck was the original "Third Way" figure who triangulated between both ends of the ideological spectrum. "A government must not waver once it has chosen its course. It must not look to the left or right but go forward", he proclaimed. Teddy Roosevelt's 1912 national Progressive Party platform conspicuously borrowed from the Prussian model. Twenty-five years earlier, the political scientist Woodrow Wilson wrote that Bismarck's welfare state was an "admirable system . . . the most studied and most nearly perfected" in the world.

It’s the largest immigrant detention system in the world. In addition to the fifteen ICE facilities, the Feds contract with hundreds of county jails, juvenile detention centers, and state prisons to house their detainees, at a cost of about 150 bucks a day per person, 350 for a family. Two-thirds of all facilities are run by private companies. The more bodies they have, the more money they make. Homeland Security, which ICE answers to, has a quota, one mandated by Congress. No other law enforcement agency operates on a quota system.” “And conditions are deplorable,” Zola said, as if she knew more than Mark. “Indeed they are. Since there is no independent oversight, the detainees are often subjected to abuse, including long-term solitary confinement and inadequate medical care and bad food. They are vulnerable to assault, even rape. Last year, 150 died in custody. Detainees are often housed with violent criminals. In many cases, legal representation is nonexistent. On paper, ICE has standards for the facilities, but these are not legally enforceable. There is almost no accountability for how the federal funds are spent. As it turns out, this desire to be loved and to belong is not unique to emotionally needy writers spoiled by their parents. It is inherent to us all. It helps make us human. You'll find evidence of this in Brene Brown's research. She has spent the last twenty years studying the characteristics of people who, regardless of life circumstances, exhibit resilience. Using a qualitative research method known as grounded theory research, Brown conducted thousands of interviews with hundreds of people spanning all sorts of cultural and socioeconomic backgrounds to conclude that "a deep sense of love and belonging is an irreducible need for all women, men, and children." "We are biologically, cognitively, physically, and spiritually wired to love, to be loved, and to belong," Brown writes in The Gifts of Imperfection. "When those needs are not met, we don't function as we are meant to. We break. We fall apart. We hurt others. We get sick." Her research concluded that the key to connection is no mystery: "I realized that only one thing separated the men and women who felt a deep sense of love and belonging from the people who seemed to be struggling for it. That one thing was the belief in their worthiness. If we want to fully experience love and belonging, we must believe that we are worthy of love and belonging." In fact, Brown defines wholehearted living as "a way of engaging with the world from a place of worthiness." It's important to note that Brown uncovered these findings while researching the corrosive effects of shame. Shame is the ultimate connection killer, for it tells us that our flaws make us unworthy of love. Like many researchers and psychologists, Brown draws a distinction between shame and guilt, noting that the former focuses on being while the latter focuses on behavior. While guilt says, "I did something bad," shame says, "I am bad." Studies suggest a healthy dose of guilt can actually inspire us to make healthier choices, but shame, as a rule, proves counterproductive. For people of faith, and especially for Christians, this research raises some important questions. Does any claim to our inherent worthiness contradict religious teaching and the witness of our sacred texts? Can we deal honestly with our sins without internalizing shame? Does our belief system require that we see ourselves as nothing more than loathsome insects, deserving only to be swept by tsunami waves into the fires of hell? Or can we, too, engage the world from a place of worthiness? Many of us have been talked out of that hope by a parent, a Sunday school teacher, a pastor, or perhaps even our very own fragile selves. In some way or another, many of us have become convinced that we will never be worthy of love- because of our sin, because of our humanity, and because of something that happened in a mysterious garden a long time ago.

Most white Americans believe elections should be a choice of policies rather than expressions of racial identity. If Americans vote for a candidate because of his racial agenda, representative government is crippled. Democratic systems operate well only when politicians recognize that even if their opponents’ approaches may be different, all parties are trying to work for the good of the country as a whole. When politics fracture along racial lines, it becomes easy to assume that elected officials work for narrow, ethnic interests, and political contests become very bitter. The ultimate logic of politics in a racially fractured electorate is a system of quotas in which seats in elective bodies are set aside in proportion to the racial composition of the population. This is the formula hopelessly divided countries such as Lebanon and immediate post-white-rule Zimbabwe and South Africa hit upon. It could be the solution for other divided countries such as Iraq, Sudan, Fiji, Malaysia, or Sri Lanka, where politics is a perpetual squabble over ethnic interests. There is already implied support for proportional racial representation in the federal approach to voter districts. The US Department of Justice has long required that congressional districts be gerrymandered to create black and Hispanic majorities that are expected to vote along racial lines and send one of their own to Congress. The department also routinely sues cities that choose their governing bodies in at-large elections. If, for example, a city is 30 percent black but has no blacks on the city council because all candidates must appeal to the entire city, voting must be switched to a ward system, with wards drawn so that blacks—by voting for people like themselves have approximately 30 percent of the council seats. In 2006, the Justice Department used precisely this argument to threaten Euclid, Ohio, with litigation if it did not replace its at-large elections with a system of eight separate wards. In 2010, Hispanics made the same argument when they sued the city of Compton: They claimed that an at-large voting system shut them out and kept the city council all black.

Mandelbrot's insights are reminiscent of the approach taken by the ancient formulators of the Yijing, the Chinese classic Book of Changes, who seem to be the first to arrive at an understanding of interlocking patterns of the human and natural worlds. Their insight was to imagine "a system of coordinates, a tabulation framework, a stratified matrix in which everything had its position, connected by the 'proper channels' with everything else." Chinese philosophers during the second and third centuries would also maintain that the seamless dimensionality in nature is the definitive characteristic of Dao-the way the world is formed and the way it behaves: "Way-making (dao) is the flowing together of all things (wanwu)," and "It is inherent in things that they are ties to each other, that one kind calls up another." Dao, or "way," is in many ways just life itself, the flowing of life, or even the changing world itself. "The flowing together of all things" in the quote above is wanwu, the totality of all that is happening in the world.
