Traditional Shinto was a hodge-podge of animist beliefs in various deities, spirits and ghosts, and every village and temple had its own favourite spirits and local customs. In the late nineteenth century and early twentieth century, the Japanese state created an official version of Shinto, while discouraging many local traditions. This ‘State Shinto’ was fused with very modern ideas of nationality and race, which the Japanese elite picked from the European imperialists. Any element in Buddhism, Confucianism and the samurai feudal ethos that could be helpful in cementing loyalty to the state was added to the mix. To top it all, State Shinto enshrined as its supreme principle the worship of the Japanese emperor, who was considered a direct descendant of the sun goddess Amaterasu, and himself no less than a living god.

Their argument runs: he who has the money has the power; for if necessary, he can buy guns and even gangsters. But this is a roundabout argument. In fact, it contains an admission that the man who has the gun has the power. And if he who has the gun becomes aware of this, then it may not be long until he has both the gun and the money. But under an unrestrained capitalism, Marx’s argument applies, to some extent; for a rule which develops institutions for the control of guns and gangsters but not of the power of money is liable to come under the influence of this power. In such a state, an uncontrolled gangsterism of wealth may rule. But Marx himself, I think, would have been the first to admit that this is not true of all states; that there have been times in history when, for example, all exploitation was looting, directly based upon the power of the mailed fist. And to-day there will be few to support the naïve view that the ‘progress of history’ has once and for all put an end to these more direct ways of exploiting men, and that, once formal freedom has been achieved, it is impossible for us to fall again under the sway of such primitive forms of exploitation. These considerations would be sufficient for refuting the dogmatic doctrine that economic power is more fundamental than physical power, or the power of the state. But there are other considerations as well. As has been rightly emphasized by various writers (among them Bertrand Russell and Walter Lippmann25), it is only the active intervention of the state—the protection of property by laws backed by physical sanctions—which makes of wealth a potential source of power; for without this intervention, a man would soon be without his wealth. Economic power is therefore entirely dependent on political and physical power. Russell gives historical examples which illustrate this dependence, and sometimes even helplessness, of wealth: ‘Economic power within the state,’ he writes26, ‘although ultimately derived from law and public opinion, easily acquires a certain independence. It can influence law by corruption and public opinion by propaganda. It can put politicians under obligations which interfere with their freedom. It can threaten to cause a financial crisis. But there are very definite limits to what it can achieve. Cæsar was helped to power by his creditors, who saw no hope of repayment except through his success; but when he had succeeded he was powerful enough to defy them. But Potsdam called for the emperor to step down; and his ministers insisted that their acceptance depended on Hirohito being allowed to remain as sovereign—an astute demand that would ensure a sense of national exoneration. James F. Byrnes, the U.S. secretary of state, did not deal directly with this, and on August 14 Japan surrendered at Hirohito’s command. The next day, the entire country heard with astonishment the first radio broadcast from a supreme ruler, now telling them squeakily, in the antiquated argot of the imperial court, that he was surrendering to save all mankind “from total extinction.” Until then, Japan’s goal had been full, all-out war, as a country wholly committed; any Japanese famously preferred to die for the emperor rather than to surrender. (One hundred million die together! was the slogan.) Today the goal was surrender: all-out peace. It was the emperor’s new will. Later that day a member of his cabinet, over the radio, formally denounced the United States for ignoring international law by dropping the atomic bombs. In 1988, on the forty-seventh anniversary of the Japanese attack on Pearl Harbor, when the mayor of Nagasaki accused Hirohito of responsibility for the war and its numerous atrocities, he inadvertently stirred up petitions for his own impeachment, and nationwide protests and riots calling for his assassination. A month afterward, in January 1989, Hirohito died at age eighty-seven, still emperor of Japan. Eleven days later the mayor, whom the Nagasaki police were no longer protecting, was shot in the back. He barely survived.

Ancient Rome According to legend, the ancient city of Rome was built by Romulus and Remus. They were twin sons of Mars, the god of war. An evil uncle tried to drown the boys in the Tiber River, which runs through present-day Rome. They were rescued by a wolf who raised them as her own. Many years later, Romulus built a city on Palantine, one of the Seven Hills of Rome. The city was named after him. The manager of our hotel suggested we see ancient Rome first. So we hopped on the metro and headed to the Roman Forum. According to my guidebook, this was once the commercial, political, and religious center of ancient Rome. Today, ruins of buildings, arches, and temples are all that are left of ancient Rome. I closed my eyes for a moment, and I could almost hear the shouts of a long-ago political rally. I especially liked the house of the Vestal Virgins. It once had 50 rooms and was attached to the Temple of Vesta. She was the goddess of fire. The nearby Colosseum was originally called the Flavian Amphitheater. It reminded me of a huge sports stadium. Emperor Vespasian began building it in A.D. 72. It had 80 entrances, including 4 just for the emperor and his guests. It had 3 levels of seats with an awning along the top to protect spectators from the sun and rain. It could hold up to 50,000 people!

The capital was constructed by the emperor Akbar the Great at the end of the sixteenth century. The emperor’s court was filled with philosophers, mystics and religious scholars, including Sunni, Sufi, and Shiite Muslims, Hindu followers of Shiva and Vishnu, as well as atheists, Christians, Jains, Jews , Buddhists and Zoroastrians. They debated ethics and beliefs. He forbade any person to be discriminated against on the basis of belief and declared that everyone was free to follow any religion. This took place as the Inquisition was at its height in Spain and Portugal, and as Giordano Bruno was being burnt at the stake in Rome’s Campo de Fiori. Tolerance, as well as religious and political plurality, is not exclusive to Western culture. The Judeo-Christian tradition was born and came to life in the Middle East. Its intellectual and religious beliefs were cultivated and formed in cities such as Jerusalem, Antioch, Alexandria and Constantinople. Many of the greatest tenets of Western civilization, as is true with Islam and Buddhism, are Eastern in origin. Our respect for the rule of law and freedom of expression, as well as printing, paper, the book, the translation and dissemination of the classical Greek philosophers, algebra, geometry and universities were given to us by the Islamic world. One of the first law codes was invented by the ancient Babylonian ruler Hammurabi, in what is now Iraq. One of the first known legal protections of basic freedoms and equality was promulgated in the third century B.C. by the Buddhist Indian emperor Ashoka. And, unlike, Aristotle, he insisted on equal rights for women and slaves. The division set up by the new atheists between superior Western, rational values and the irrational beliefs of those outside our tradition is not only unhistorical but untrue. The East and the West do not have separate, competing value systems. We do not treat life with greater sanctity than those we belittle and dismiss. Eastern and Western traditions have within them varied ethical systems, some of which are repugnant and some of which are worth emulating. To hold up the highest ideals of our own culture and to deny that these great ideals exist in other cultures, especially Eastern cultures, is made possible only by a staggering historical and cultural illiteracy. The civilization we champion and promote as superior is, in fact, a product of the fusion of traditions and beliefs of the Orient and the Occident. We advance morally and intellectually only when we cross these cultural lines, when we use the lens of other cultures to examine our own. It is then that we see our limitations, that we uncover the folly of or own assumptions and our prejudices. It is then that we achieve empathy, we learn and make wisdom possible.
