Rolf Ekeus came round to my apartment one day and showed me the name of the Iraqi diplomat who had visited the little West African country of Niger: a statelet famous only for its production of yellowcake uranium. The name was Wissam Zahawi. He was the brother of my louche gay part-Kurdish friend, the by-now late Mazen. He was also, or had been at the time of his trip to Niger, Saddam Hussein's ambassador to the Vatican. I expressed incomprehension. What was an envoy to the Holy See doing in Niger? Obviously he was not taking a vacation. Rolf then explained two things to me. The first was that Wissam Zahawi had, when Rolf was at the United Nations, been one of Saddam Hussein's chief envoys for discussions on nuclear matters (this at a time when the Iraqis had functioning reactors). The second was that, during the period of sanctions that followed the Kuwait war, no Western European country had full diplomatic relations with Baghdad. TheVatican was the sole exception, so it was sent a very senior Iraqi envoy to act as a listening post. And this man, a specialist in nuclear matters, had made a discreet side trip to Niger. This was to suggest exactly what most right-thinking people were convinced was not the case: namely that British intelligence was on to something when it said that Saddam had not ceased seeking nuclear materials in Africa. I published a few columns on this, drawing at one point an angry email from Ambassador Zahawi that very satisfyingly blustered and bluffed on what he'd really been up to. I also received—this is what sometimes makes journalism worthwhile—a letter from a BBC correspondent named Gordon Correa who had been writing a book about A.Q. Khan. This was the Pakistani proprietor of the nuclear black market that had supplied fissile material to Libya, North Korea, very probably to Syria, and was open for business with any member of the 'rogue states' club. (Saddam's people, we already knew for sure, had been meeting North Korean missile salesmen in Damascus until just before the invasion, when Kim Jong Il's mercenary bargainers took fright and went home.) It turned out, said the highly interested Mr. Correa, that his man Khan had also been in Niger, and at about the same time that Zahawi had. The likelihood of the senior Iraqi diplomat in Europe and the senior Pakistani nuclear black-marketeer both choosing an off-season holiday in chic little uranium-rich Niger… well, you have to admit that it makes an affecting picture. But you must be ready to credit something as ridiculous as that if your touching belief is that Saddam Hussein was already 'contained,' and that Mr. Bush and Mr. Blair were acting on panic reports, fabricated in turn by self-interested provocateurs.

Maybe it’s also true, as my liberal friends believe, that what people in this part of the country secretly long to go back to are the days when the Klan was riding high or when Quantrill was terrorizing the people of neighboring Kansas, or when Dred Scott was losing his famous court case. For sure, there is a streak of that ugly sentiment in the Trump phenomenon. But I want to suggest something different: that the nostalgic urge does not necessarily have to be a reactionary one. There is nothing un-progressive about wanting your town to thrive, about recognizing that it isn’t thriving today, about figuring out that the mid-century, liberal way worked better. For me, at least, that is how nostalgia unfolds. When I drive around this part of the country, I always do so with a WPA guidebook in hand, the better to help me locate the architectural achievements of the Roosevelt years. I used to patronize a list of restaurants supposedly favored by Harry Truman (they are slowly disappearing). And these days, as I pass Trump sign after Trump sign, I wonder what has made so many of Truman’s people cast their lot with this blustering would-be caudillo. Maybe what I’m pining for is a liberal Magic Kingdom, a non-racist midwest where things function again. For a countryside dotted with small towns where the business district has reasonable job-creating businesses in it, taverns too. For a state where the giant chain stores haven’t succeeded in putting everyone out of business. For an economy where workers can form unions and buy new cars every couple of years, where farmers enjoy the protection of the laws, and where corporate management has not been permitted to use every trick available to them to drive down wages and play desperate cities off one against the other. Maybe it’s just an impossible utopia, a shimmering Mayberry dream. But somehow I don’t think so.

The most interesting aspects of the story lie between the two extremes of coercion and popularity. It might be instructive to consider fascist regimes’ management of workers, who were surely the most recalcitrant part of the population. It is clear that both Fascism and Nazism enjoyed some success in this domain. According to Tim Mason, the ultimate authority on German workers under Nazism, the Third Reich “contained” German workers by four means: terror, division, some concessions, and integration devices such as the famous Strength Through Joy (Kraft durch Freude) leisure-time organization. Let there be no doubt that terror awaited workers who resisted directly. It was the cadres of the German Socialist and Communist parties who filled the first concentration camps in 1933, before the Jews. Since socialists and communists were already divided, it was not hard for the Nazis to create another division between those workers who continued to resist and those who decided to try to live normal lives. The suppression of autonomous worker organizations allowed fascist regimes to address workers individually rather than collectively. Soon, demoralized by the defeat of their unions and parties, workers were atomized, deprived of their usual places of sociability, and afraid to confide in anyone. Both regimes made some concessions to workers—Mason’s third device for worker “containment.” They did not simply silence them, as in traditional dictatorships. After power, official unions enjoyed a monopoly of labor representation. The Nazi Labor Front had to preserve its credibility by actually paying some attention to working conditions. Mindful of the 1918 revolution, the Third Reich was willing to do absolutely anything to avoid unemployment or food shortages. As the German economy heated up in rearmament, there was even some wage creep. Later in the war, the arrival of slave labor, which promoted many German workers to the status of masters, provided additional satisfactions. Mussolini was particularly proud of how workers would fare under his corporatist constitution. The Labor Charter (1927) promised that workers and employers would sit down together in a “corporation” for each branch of the economy, and submerge class struggle in the discovery of their common interests. It looked very imposing by 1939 when a Chamber of Corporations replaced parliament. In practice, however, the corporative bodies were run by businessmen, while the workers’ sections were set apart and excluded from the factory floor. Mason’s fourth form of “containment”—integrative devices—was a specialty of fascist regimes. Fascists were past masters at manipulating group dynamics: the youth group, the leisure-time association, party rallies. Peer pressure was particularly powerful in small groups. There the patriotic majority shamed or intimidated nonconformists into at least keeping their mouths shut. Sebastian Haffner recalled how his group of apprentice magistrates was sent in summer 1933 on a retreat, where these highly educated young men, mostly non-Nazis, were bonded into a group by marching, singing, uniforms, and drill. To resist seemed pointless, certain to lead nowhere but to prison and an end to the dreamed-of career. Finally, with astonishment, he observed himself raising his arm, fitted with a swastika armband, in the Nazi salute. These various techniques of social control were successful.

The program didn’t shy away from either political controversy or questionable sentimentality, as when guest Reverend Kiyoshi Tanimoto, who had survived the atomic bombing of Hirsohima in 1945, was introduced to the copilot of the Enola Gay. On May 27, 1953, This Is Your Life ambushed a beautiful young woman in the audience, escorted her to the stage, and proceeded, in a matter of minutes, to package, sanitize, and trivialize the Holocaust for a national television audience. Hannah Bloch Kohner’s claim to fame was that she had survived Auschwitz before emigrating, marrying, and settling in Los Angeles. You were sent to the so-called showers, and even this was a doubtful procedure, because some of the showers had regular water and some had liquid gas, and you never knew which one you were being sent to. You and Eva were fortunate. Others were not so fortunate, including your father and mother, your husband Carl Benjamin. They all lost their lives in Auschwitz.” It was an extraordinary lapse of sympathy, good taste, and historical accuracy—history that, if not common knowledge, had at least been documented on film. It would be hard to explain how Kohner ever made it on This Is Your Life to be the Holocaust’s beautiful poster girl if you didn’t happen to know that her husband—a childhood sweetheart who had emigrated to the United States in 1938—was host Ralph Edwards’s agent. Hannah Bloch’s appearance was a small, if crass, oasis of public recognition for Holocaust survivors—and child survivors especially—in a vast desert of indifference. It involved a conversation between one of his friends, who had been arrested for challenging a Communist official who had jumped the bread queue, and an officer of the Bulgarian Communist militia: ‘And now tell me who your enemies are?’ the militia chief demanded. K. thought for a while and replied: ‘I don’t really know, I don’t think I have any enemies.’ ‘No enemies!’ The chief raised his voice. ‘Do you mean to say that you hate nobody and nobody hates you?’ ‘As far as I know, nobody.’ ‘You are lying,’ shouted the Lieutenant-Colonel suddenly, rising from his chair. ‘What kind of a man are you not to have any enemies? You clearly do not belong to our youth, you cannot be one of our citizens, if you have no enemies! … And if you really do not know how to hate, we shall teach you! We shall teach you very quickly!’1 In a sense, the militia chief in this story is right – it was virtually impossible to emerge from the Second World War without enemies. There can hardly be a better demonstration than this of the moral and human legacy of the war. After the desolation of entire regions; after the butchery of over 35 million people; after countless massacres in the name of nationality, race, religion, class or personal prejudice, virtually every person on the continent had suffered some kind of loss or injustice. Even countries which had seen little direct fighting, such as Bulgaria, had been subject to political turmoil, violent squabbles with their neighbours, coercion from the Nazis and eventually invasion by one of the world’s new superpowers. Amidst all these events, to hate one’s rivals had become entirely natural. Indeed, the leaders and propagandists of all sides had spent six long years promoting hatred as an essential weapon in the quest for victory. By the time this Bulgarian militia chief was terrorizing young students at Sofia University, hatred was no longer a mere by-product of the war – in the Communist mindset it had been elevated to a duty.

In 2015, in a BBC interview, President Barack Obama said that he felt “frustrated” and “stymied” in failing to get the gun control laws he wanted. In fact, he said, “The United States of America is the one advanced nation on earth in which we do not have sufficient common-sense, gun-safety laws. Even in the face of repeated mass killings. And you know, if you look at the number of Americans killed since 9/11 by terrorism, it’s less than 100. Our world is no longer a safe place. Perhaps it never was. Between 1985 and 1993, exposure to violence increased 176 percent for the average junior high school student. Fifty percent of the women in our culture will experience some form of sexual assault during their lifetimes. We are all aware of the shrinking global village. Violence in other lands seems closer than ever before. Terrorism and hatred leak across our borders. No longer can we say that it’s not our problem. We know what violence does to people. Alice Miller, the famous psychotherapist, described the process in her classic book For Your Own Good. German children in the 1920s and 1930s became acclimatized to physical violence. They saw it in their homes, where physical punishment was routine. By today’s standards, this same form of punishment would be abusive. They saw it in the streets. Germany lost a war they felt they should have won. They felt betrayed by their leaders. Political and economic chaos surrounded them. Children learned to split off from the violence. They learned to make it unreal, which is why as adults, Miller points out, they could be in the presence of concentration camps and remain unmoved.2

Which one exceeds the other two in ‘fantasy’? It is an amusing if profitless speculation. Consider Viole Falushe’s Palace of Love, Lens Larque’s monument, the vast and incredible outrages Kokor Hekkus has visited upon humanity: such extravagances are impossible to comprehend, let alone compare. It is fair to say, however, that Kokor Hekkus has captured the popular imagination with his grotesque and eerie humor. Let us listen to what he has to say in an abstract from the famous telephoned address, The Theory and Practice of Terror, to the students of Cervantes University: “… To produce the maximum effect, one must identify and intensify those basic dreads already existing within the subject. It is a mistake to regard the fear of death as the most extreme fear. I find a dozen other types to be more poignant, such as: The fear of inability to protect a cherished dependent. On several occasions, whether the scuttling of the liturgy of the dead or even that incredible enterprise to expurgate the Psalms for use in the Divine Office,102 Bugnini ran into an opposition that was not only massive but also, one might say, close to unanimous. In such cases, he didn’t hesitate to say: “But the Pope wills it!” After that, of course, there was no question of discussing the matter any further. Yet, one day when he had made use of that argument I had a lunch appointment with my friend Msgr. Del Gallo, who as privy Chamberlain had a flat right above the papal apartments at the time.103 As I was coming back down—after the siesta, of course—and came out of the lift onto the Cortile San Damaso,104 Bugnini in person was emerging from the staircase on his way in from the Bronze Gate. At the sight of me, he didn’t just turn pale: he was visibly aghast. I straightaway understood that, knowing me to be notus pontifici,105 he supposed I had just been with the pope. But in my innocence I simply could not guess why he would be so terrorized at the idea that I might have had an interview with the pope regarding our affairs. I would be given the answer, though weeks later, by Paul VI himself. As he was discussing our famous work with me, work which he had finally ratified without being much more satisfied with it than I was, he said to me: “Now why did you do [x] in the reform?” At this point, I must confess that I no longer recall specifically which of the details I have already mentioned was bothering him.106 Naturally, I answered: “Why, simply because Bugnini had assured us that you absolutely wished it.” His reaction was instantaneous: “Can this be? He told me himself that you were unanimous on this!

In the ensuing centuries, texts that contained such dangerous ideas paid a heavy price for their ‘heresy’. As has been lucidly argued by Dirk Rohmann, an academic who has produced a comprehensive and powerful account of the effect of Christianity on books, some of the greatest figures in the early Church rounded on the atomists. Augustine disliked atomism for precisely the same reason that atomists liked it: it weakened mankind’s terror of divine punishment and Hell. Texts by philosophical schools that championed atomic theory suffered. The Greek philosopher Democritus had perhaps done more than anyone to popularize this theory – though not only this one. Democritus was an astonishing polymath who had written works on a breathless array of other topics. A far from complete list of his titles includes: On History; On Nature; the Science of Medicine; On the Tangents of the Circle and the Sphere; On Irrational Lines and Solids; On the Causes of Celestial Phenomena; On the Causes of Atmospheric Phenomena; On Reflected Images . . . The list goes on. Today Democritus’s most famous theory is his atomism. What did the other theories state? We have no idea: every single one of his works was lost in the ensuing centuries. As the eminent physicist Carlo Rovelli recently wrote, after citing an even longer list of the philosopher’s titles: ‘the loss of the works of Democritus in their entirety is the greatest intellectual tragedy to ensue from the collapse of the old classical civilisation’.
