Until Japan became rich, many people thought East Asia had not developed because of Confucianism. Indeed, Confucianism as a whole suddenly became the best culture for development because it emphasized hard work, saving, education and submission to authority. Europe is carved up into independent linguistic, ethnic, and political units by high mountains (the Alps, Pyrenees, Carpathians, and Norwegian border mountains), while China’s mountains east of the Tibetan plateau are much less formidable barriers. China’s heartland is bound together from east to west by two long navigable river systems in rich alluvial valleys (the Yangtze and Yellow Rivers), and it is joined from north to south by relatively easy connections between these two river systems (eventually linked by canals). As a result, China very early became dominated by two huge geographic core areas of high productivity, themselves only weakly separated from each other and eventually fused into a single core. Europe’s two biggest rivers, the Rhine and Danube, are smaller and connect much less of Europe. Unlike China, Europe has many scattered small core areas, none big enough to dominate the others for long, and each the center of chronically independent states.

It was fiercely determined to protect its unique identity, and to ensure that modern Japanese will be loyal to Japan rather than to science, to modernity, or to some nebulous global community. To that end, Japan upheld the native religion of Shinto as the cornerstone of Japanese identity. In truth, the Japanese state reinvented Shinto. Traditional Shinto was a hodge-podge of animist beliefs in various deities, spirits and ghosts, and every village and temple had its own favourite spirits and local customs. In the late nineteenth century and early twentieth century, the Japanese state created an official version of Shinto, while discouraging many local traditions. This ‘State Shinto’ was fused with very modern ideas of nationality and race, which the Japanese elite picked from the European imperialists. Any element in Buddhism, Confucianism and the samurai feudal ethos that could be helpful in cementing loyalty to the state was added to the mix. To top it all, State Shinto enshrined as its supreme principle the worship of the Japanese emperor, who was considered a direct descendant of the sun goddess Amaterasu, and himself no less than a living god.

As the Soviet Empire imploded, liberal democracies replaced communist regimes not only in eastern Europe, but also in many of the former Soviet republics, such as the Baltic States, Ukraine, Georgia and Armenia. Even Russia nowadays pretends to be a democracy. Victory in the Cold War gave renewed impetus for the spread of the liberal model elsewhere around the world, most notably in Latin America, South Asia and Africa. Some liberal experiments ended in abject failures, but the number of success stories is impressive. For instance, Indonesia, Nigeria and Chile have been ruled by military strongmen for decades, but all are now functioning democracies

Perhaps the best example for the continuing power and importance of traditional religions in the modern world comes from Japan. In 1853 an American fleet forced Japan to open itself to the modern world. In response, the Japanese state embarked on a rapid and extremely successful process of modernisation. Within a few decades, it became a powerful bureaucratic state relying on science, capitalism and the latest military technology to defeat China and Russia, occupy Taiwan and Korea, and ultimately sink the American fleet at Pearl Harbor and destroy the European empires in the Far East. Yet Japan did not copy blindly the Western blueprint. It was fiercely determined to protect its unique identity, and to ensure that modern Japanese will be loyal to “Japan rather than to science, to modernity, or to some nebulous global community. To that end, Japan upheld the native religion of Shinto as the cornerstone of Japanese identity. In truth, the Japanese state reinvented Shinto. Traditional Shinto was a hodge-podge of animist beliefs in various deities, spirits and ghosts, and every village and temple had its own favourite spirits and local customs. In the late nineteenth century and early twentieth century, the Japanese state created an official version of Shinto, while discouraging many local traditions. This ‘State Shinto’ was fused with very modern ideas of nationality and race, which the Japanese elite picked from the European imperialists. Any element in Buddhism, Confucianism and the samurai feudal ethos that could be helpful in cementing loyalty to the state was added to the mix. To top it all, State Shinto enshrined as its supreme principle the worship of the Japanese emperor, who was considered a direct descendant of the sun goddess Amaterasu, and himself no less than a living god.

The result of the additional four torpedoes exploding beneath the Typhoon caused major seawater system flooding. The ensuing scene was similar to the devastation experienced by the Yankee class SSBN southeast of the Bermudas years before. Only this time there was no capability to protect and remove the crew. Life rafts were put over the side, only to be attacked by the South China Sea shark population, so the crew watched helplessly from the huge, flat missile-tube deck. The oversized submarine started settling slowly deeper, the water level rising to within meters of the missile- tube deck, with the crew topside. The captain—the admiral-to-be-had already sent a message to his North Fleet Headquarters concerning the impending demise of his capital ship and the lack of help from his Akula escorts by name, two of which had been sunk. He had not been given any means to communicate with the Chinese, so he resorted to calling home. After that he went topside to be with his men, sat down, and held hands in a circle as their submarine slid beneath the surface of the sea, sailors to the end, for eternity.

The last case was detected and isolated in Taiwan on June 15. Hong Kong had been declared “SARS-free.” Singapore and Canada had been declared “SARS-free.” The whole world was supposedly “SARS-free.” What those declarations meant, more precisely, was that no SARS infections were currently raging in humans. But the virus hadn’t been eradicated. This was a zoonosis, and no disease scientist could doubt that its causal agent still lurked within one or more reservoir hosts—the palm civet, the raccoon dog, or whatever—in Guangdong and maybe elsewhere too. People celebrated the end of the outbreak, but those best informed celebrated most guardedly. SARS-CoV wasn’t gone, it was only hiding. It could return. In late December, it did. Like an aftershock to a quake, a new case broke in Guangdong. Soon afterward, three more. One patient was a waitress who had been exposed to a civet. On January 5, 2004, the day the first case was confirmed, Guangdong authorities reversed policy again, ordering the death and disposal of every masked palm civet held at a farm or a market in the province. Wild civets were another question, left unanswered.

The Belt and Road is global in nature. Its ruling principle is interdependence, a close network of common interests by which every country’s development is affected by the development path in other countries. In his Jakarta speech, Xi called it a “community of shared destiny.” The expression featured in Chinese official pronouncements since at least 2007, when it was used to describe relations between Taiwan and the Mainland. Applied to relations outside China’s borders, it was a reformulation—a modern version—of the traditional concept of Tianxia (天下), which scholars such as Zhao Tingyang had been popularizing with extraordinary success. Zhao argued that the most important fact about the world today is that it has not become a zone of political unity, but remains a Hobbesian stage of chaos, conflict, noncooperation and anarchy.16 Looking for a way to frame new political concepts distinct from Western ideas of world order, the Chinese authorities quickly appropriated Tianxia—a notion that originated about three thousand years ago—and made it the cornerstone of their most ambitious geopolitical initiative. The idea of a community of shared destiny and the Belt and Road develop the two sides of every human action. Both have their own emphasis: the former belongs to the idea, the concept or type, the latter is aimed at practice. Together they form the “dialectical unity of theory and practice, goals and paths, value rationality and instrumental rationality.”17

I will not delay the reader with lengthy quotations from the very many Taiwanese flood myths that were collected from amongst the indigenous population, primarily by Japanese scholars, in the nineteenth and early twentieth centuries. Typically they tell a story of a warning from the gods, the sound of thunder in the sky, terrifying earthquakes, the pouring down of a wall of water which engulfs mankind, and the survival of a remnant who had either fled to mountain tops or who floated to safety on some sort of improvised vessel. To provide just one example (from the Ami tribe of central Taiwan), we hear how the four gods of the sea conspired with two gods of the land, Kabitt and Aka, to destroy mankind. The gods of the sea warned Kabitt and Aka: 'In five days when the round moon appears, the sea will make a booming sound: then escape to a mountain where there are stars.' Kabitt and Aka heeded the warning immediately and fled to the mountain and 'when they reached the summit, the sea suddenly began to make the sound and rose higher and higher'. All the lowland settlements were inundated but two children, Sura and Nakao, were not drowned: 'For when the flood overtook them, they embarked in a wooden mortar, which chanced to be lying in the yard of their house, and in that frail vessel they floated safely to the Ragasan mountain.' So here, handed down since time immemorial by Taiwanese headhunters, we have the essence of the story of Noah's Ark, which is also the story of Manu and the story of Zisudra and (with astonishingly minor variations) the story of all the deluge escapees and survivors in all the world. At some point a real investigation should be mounted into why it is that furious tribes of archaeologists, ethnologists and anthropologists continue to describe the similarities amongst these myths of earth-destroying floods as coincidental, rooted in exaggeration, etc., and thus irrelevant as historical testimony. This is contrary to reason when we know that over a period of roughly 10,000 years between 17,000 and 7000 years ago more than 25 million square kilometres of the earth's surface were inundated. The flood epoch was a reality and in my opinion, since our ancestors went through it, it is not surprising that they told stories and bequeathed to us their shared memories of it. In opting for large scale, Korean state planners got much of what they bargained for. Korean companies today compete globally with the Americans and Japanese in highly capital-intensive sectors like semiconductors, aerospace, consumer electronics, and automobiles, where they are far ahead of most Taiwanese or Hong Kong companies. Unlike Southeast Asia, the Koreans have moved into these sectors not primarily through joint ventures where the foreign partner has provided a turnkey assembly plant but through their own indigenous organizations. So successful have the Koreans been that many Japanese companies feel relentlessly dogged by Korean competitors in areas like semiconductors and steel. The chief advantage that large-scale chaebol organizations would appear to provide is the ability of the group to enter new industries and to ramp up to efficient production quickly through the exploitation of economies of scope.70 Does this mean, then, that cultural factors like social capital and spontaneous sociability are not, in the end, all that important, since a state can intervene to fill the gap left by culture? The answer is no, for several reasons. In the first place, not every state is culturally competent to run as effective an industrial policy as Korea is. The massive subsidies and benefits handed out to Korean corporations over the years could instead have led to enormous abuse, corruption, and misallocation of investment funds. Had President Park and his economic bureaucrats been subject to political pressures to do what was expedient rather than what they believed was economically beneficial, if they had not been as export oriented, or if they had simply been more consumption oriented and corrupt, Korea today would probably look much more like the Philippines. The Korean economic and political scene was in fact closer to that of the Philippines under Syngman Rhee in the 1950s. Park Chung Hee, for all his faults, led a disciplined and spartan personal lifestyle and had a clear vision of where he wanted the country to go economically. He played favorites and tolerated a considerable degree of corruption, but all within reasonable bounds by the standards of other developing countries. He did not waste money personally and kept the business elite from putting their resources into Swiss villas and long vacations on the Riviera.71 Park was a dictator who established a nasty authoritarian political system, but as an economic leader he did much better. The same power over the economy in different hands could have led to disaster. There are other economic drawbacks to state promotion of large-scale industry. The most common critique made by market-oriented economists is that because the investment was government rather than market driven, South Korea has acquired a series of white elephant industries such as shipbuilding, petrochemicals, and heavy manufacturing. In an age that rewards downsizing and nimbleness, the Koreans have created a series of centralized and inflexible corporations that will gradually lose their low-wage competitive edge. Some cite Taiwan’s somewhat higher overall rate of economic growth in the postwar period as evidence of the superior efficiency of a smaller, more competitive industrial structure.

The first and the most exciting thing for me as someone who has studied growth across countries from a macro perspective was that there is something truly unique about the Indian development model. I call this the ‘precocious development model’, since a precocious child does things far ahead of its time—in both the good and bad sense. Political scientists have often observed that India is a complete outlier in having sustained democracy at very low levels of income, low levels of literacy, with deep social fissures, and with a highly agrarian economy. Almost no country in the world has managed that under these conditions. I think the only continuous democracies have all been small countries (Costa Rica, Barbados, Jamaica, Mauritius and Botswana) with higher levels of literacy and fewer social divisions. The second part of the precocious model is that it entails not just precocious politics but also precocious economics. There are many ways of explaining this precocious economics model, but I focus on two. Most countries grow by either specializing in or exploiting their minerals—as in the old model—and in some cases, exploiting their geography. But most of the post-war growth experiences have come about by becoming manufacturing powerhouses, especially starting with low-skill labour and going up the value-added spectrum. Korea, Taiwan and China are classic examples, specializing in textiles and clothing initially and now becoming major exporters of electronics, cars, IT products, etc.
