Witches lurked in every tangled wood and waited at every midnight-crossroad with sharp-toothed smiles. They conversed with dragons on lonely mountaintops and rode rowan-wood brooms across full moons; they charmed the stars to dance beside them on the summer solstice and rode to battle with familiars at their heels. It used to be witches were wild as crows and fearless as foxes, because magic blazed bright and the night was theirs. But then came the plague and the purges. The dragons were slain and the witches were burned and the night belonged to men with torches and crosses. Witching isn’t all gone, of course. My grandmother, Mama Mags, says they can’t ever kill magic because it beats like a great red heartbeat on the other side of everything, that if you close your eyes you can feel it thrumming beneath the soles of your feet, thumpthumpthump. It’s just a lot better-behaved than it used to be. Most respectable folk can’t even light a candle with witching, these days, but us poor folk still dabble here and there. Witch-blood runs thick in the sewers, the saying goes. Back home every mama teaches her daughters a few little charms to keep the soup-pot from boiling over or make the peonies bloom out of season. Every daddy teaches his sons how to spell ax-handles against breaking and rooftops against leaking. Our daddy never taught us shit, except what a fox teaches chickens — how to run, how to tremble, how to outlive the bastard — and our mama died before she could teach us much of anything. But we had Mama Mags, our mother’s mother, and she didn’t fool around with soup-pots and flowers. The preacher back home says it was God’s will that purged the witches from the world. He says women are sinful by nature and that magic in their hands turns naturally to rot and ruin, like the first witch Eve who poisoned the Garden and doomed mankind, like her daughter’s daughters who poisoned the world with the plague. He says the purges purified the earth and shepherded us into the modern era of Gatling guns and steamboats, and the Indians and Africans ought to be thanking us on their knees for freeing them from their own savage magics. Mama Mags said that was horseshit, and that wickedness was like beauty: in the eye of the beholder. She said proper witching is just a conversation with that red heartbeat, which only ever takes three things: the will to listen to it, the words to speak with it, and the way to let it into the world. The will, the words, and the way. She taught us everything important comes in threes: little pigs, bill goats gruff, chances to guess unguessable names. Sisters. There wer ethree of us Eastwood sisters, me and Agnes and Bella, so maybe they'll tell our story like a witch-tale. Once upon a time there were three sisters. Mags would like that, I think — she always said nobody paid enough attention to witch-tales and whatnot, the stories grannies tell their babies, the secret rhymes children chant among themselves, the songs women sing as they work. Or maybe they won't tell our story at all, because it isn't finished yet. Maybe we're just the very beginning, and all the fuss and mess we made was nothing but the first strike of the flint, the first shower of sparks. There's still no such thing as witches. In St. Louis they found little transportation west, so they walked, hitched rides, and rode horseback to reach St. Joseph, Missouri. First Officer William Warms had given the order. It is almost certain there would have been no fire drill if Captain Robert Wilmott had been in full command. Warms’s order directly contradicted a policy the master of the Morro Castle first instituted on June 16, 1934. On that day—in violation of the seaworthy certificate issued by the government’s Bureau of Navigation and Steamboat Inspection, and at the risk of endangering the lives of everybody on board—Captain Wilmott had banned all further fire drills. His order could lay him open to prosecution, imprisonment, and the certain loss of his master’s license. Confronted by the classic dilemma of the company man, Wilmott had acted in what he believed to be the Ward Line’s best interests. The basis for his decision was simple. In May 1934, during a fire drill, a woman passenger had fallen on a deck wet down by a leaking joint connection between a fire hose and its hydrant. She fractured an ankle and hired a good lawyer, and the Ward Line settled out of court for twenty-five thousand dollars. Captain Wilmott, after a visit to the shipping line office, ordered the Morro Castledeck fire hydrants capped and sealed; 2100 feet of fire hose was locked away, along with nozzles, outlets, and wrenches for each length of hose. Whether the captain received positive instructions from an executive of the Ward Line, or whether he acted independently, is not known, nor is it important. What is known is that as a result of Wilmott’s order, the pride of the American merchant marine, one of the fastest and most luxurious liners afloat, became from that moment on, a floating fire hazard in all but its cargo holds. If a fire started in any of the passenger areas, the only pieces of equipment readily available to fight it were seventy-three half-gallon portable fire extinguishers and twenty-one carbon tetrachloride extinguishers.

Chapter 2 “THE UTTER FAILURE OF THE MUNICIPAL GOVERNMENT OF MEMPHIS” The economic success achieved in the 1850s simply could not have been accomplished without the backbreaking labor of enslaved human beings. African American slaves picked the cotton that was shipped through the Bluff City and worked the docks that loaded the white gold onto steamboats. Slaves also constructed railroads and worked in many of the city’s manufacturing concerns. In addition, the buying and selling of slaves was also one of the most lucrative businesses in Memphis. For example, the slave-trading firm owned by city alderman Nathan Bedford Forrest charged between $800 and $1,000 for individual chattel, and in a good year, Forrest and his partner, Byrd Hill, sold more than 1,000 slaves. By 1860 there were 16,953 slaves residing in Shelby County, and the majority of them made their way into Memphis either through the cotton trade or being rented to businesses in the city. Because of Memphis’s dependence on cotton and slaves for its economic growth, the city was often referred to as “the Charleston of the West.” The large numbers of slaves passing through the city made government officials very nervous. As a result, the mayor and board of aldermen passed several ordinances designed to control the number of slaves and free persons of color who resided or worked in Memphis. On March 27, 1850, an omnibus bill was passed that severely restricted the movements of African Americans in Memphis: State laws against slaves, free blacks and mulattoes to be enforced by city marshal. Slaves not allowed to be entertained or permitted to visit or remain on Sabbath in the house of any free person of colour. Large collection of slaves banned, except for public worship conducted in an orderly manner under superintendence of a white person. Unlawful for slaves to remain in corporate limits of city after sun set or any part of the Sabbath, except by permission of owner specifying limit of time. Collection of negroes in tippling houses [saloons and bars] not to be allowed.

Arthur’s ties to the powerful New York State Republican machine won him nomination as candidate for vice president. To near-universal dismay, he had entered the White House when President James A. Garfield died from an assassin’s bullet. A good storyteller and man about town, fond of whiskey, cigars, and expensive clothes, the dapper, sideburned Arthur is perhaps best remembered for saying, “I may be president of the United States, but my private life is nobody’s damned business.” On this trip to Florida, however, his private life fitted very nicely into someone else’s business. The owner of the Belair orange plantation was General Henry Shelton Sanford, the man who had helped Leopold recruit Stanley. Sanford did not bother to leave his home in Belgium to be in Florida for the president’s visit. With the self-assurance of the very rich, he played host in absentia. He made sure that the president and his party were greeted by his personal agent, and that they got the best rooms at the Sanford House hotel, which stood on a lakeshore fringed with palm trees in the town of Sanford. When the president and his guests were not out catching bass, trout, and catfish, or shooting alligators, or exploring the area by steamboat, the Sanford House was where they stayed for the better part of a week. There is no record of who paid the hotel bill, but most likely, as with the rail journey south, it was not the president. Ironically, the huge Sanford orange plantation the Washington visitors admired was proving as disastrous a venture as Sanford’s other investments. Some Swedish contract laborers found the working conditions too harsh and tried to leave as stowaways on a steamboat. A slaughterhouse Sanford invested in had a capacity fifty times larger than what the local market could consume and went bankrupt. A 540-foot wharf with a warehouse at the end of it that he ordered built was washed away by a flood. The manager of one of the hotels in Sanford absconded while owing him money. Foremen failed to put up fences, and wandering cattle nibbled at the orange trees. But if everything Sanford touched as a businessman turned to dust, as an accomplice of Leopold he was a grand success. Sanford was a long-time supporter of President Arthur’s Republican Party. For two years, he had been corresponding with Arthur and other high United States officials about Leopold’s plans for the Congo. Now, after the president’s trip to Florida, confident that Arthur would pay attention, he pressed his case with more letters. Seven months later, Leopold sent Sanford across the Atlantic to make use of his convenient connection to the White House. The man who had once been American minister to Belgium was now the Belgian king’s personal envoy to Washington. Sanford carried with him to Washington a special code for telegraphing news to Brussels: Constance meant “negotiations proceeding satisfactorily; success expected”; Achille referred to Stanley, Eugénie to France, Alice to the United States, Joseph to “sovereign rights,” and Émile to the key target, the president.

On November 29, 1883, only two days after his ship arrived in New York and he had boarded the overnight train for Washington, Sanford was received by President Arthur at the White House. Leopold’s great work of civilization, he told the president and everyone else he met in Washington, was much like the generous work the United States itself had done in Liberia, where, starting in 1820, freed American slaves had moved to what soon became an independent African country. This was a shrewdly chosen example, since it had not been the United States government that had resettled ex-slaves in Liberia, but a private society like Leopold’s International Association of the Congo. Like all the actors in Leopold’s highly professional cast, Sanford relied on just the right props. He claimed, for example, that Leopold’s treaties with Congo chiefs were similar to those which the Puritan clergyman Roger Williams, famed for his belief in Indian rights, had made in Rhode Island in the 1600s—and Sanford just happened to have copies of those treaties with him. Furthermore, in his letter to President Arthur, Leopold promised that American citizens would be free to buy land in the Congo and that American goods would be free of customs duties there. In support of these promises, Sanford had with him a sample copy of one of Leopold’s treaties with a Congo chief. The copy, however, had been altered in Brussels to omit all mention of the monopoly on trade ceded to Leopold, an alteration that deceived not only Arthur but also Sanford, an ardent free-trader who wanted the Congo open to American businessmen like himself. In Washington, Sanford claimed that Leopold’s civilizing influence would counter the practices of the dreadful “Arab” slave-traders. And weren’t these “independent States” under the association’s generous protection really a sort of United States of the Congo? Not to mention that, as Sanford wrote to Secretary of State Frederick Frelinghuysen (Stanley was still vigorously passing himself off as born and bred in the United States), the Congo “was discovered by an American.” Only a week after Sanford arrived in Washington, the president cheerfully incorporated into his annual message to Congress, only slightly rewritten, text that Sanford had drafted for him about Leopold’s high-minded work in the Congo: The rich and populous valley of the Kongo is being opened by a society called the International African Association, of which the King of the Belgians is the president. . . . Large tracts of territory have been ceded to the Association by native chiefs, roads have been opened, steamboats have been placed on the river and the nuclei of states established . . . under one flag which offers freedom to commerce and prohibits the slave trade. The objects of the society are philanthropic. It does not aim at permanent political control, but seeks the neutrality of the valley.

While the mortality rate of slaves during the Second Middle Passage never approached that of the transatlantic transfer, it surpassed the death rate of those who remained in the seaboard states. Over time some of the hazards of the long march abated, as slave traders - intent on the safe delivery of a valuable commodity - standardized their routes and relied more on flatboats, steamboats, and eventually railroads for transportation. The largest traders established 'jails,' where slaves could be warehoused, inspected, rehabilitated if necessary, and auctioned, sometimes to minor traders who served as middlemen in the expanding transcontinental enterprise. But while the rationalization of the slave trade may have reduced the slaves' mortality rate, it did nothing to mitigate the essential brutality or the profound alienation that accompanied separation from the physical and social moorings of home and family. ... [T]he Second Middle Passage was extraordinarily lonely, debilitating, and dispiriting. Capturing the mournful character of one southward marching coffle, an observer characterized it as 'a procession of men, women, and children resembling that of a funeral.' Indeed, with men and women dying on the march or being sold and resold, slaves became not merely commodified but cut off from nearly every human attachment. Surrendering to despair, many deportees had difficulties establishing friendships or even maintaining old ones. After a while, some simply resigned themselves to their fate, turned inward, and became reclusive, trying to protect a shred of humanity in a circumstance that denied it. Others exhibited a sort of manic glee, singing loudly and laughing conspicuously to compensate for the sad fate that had befallen them. Yet others fell into a deep depression and determined to march no further. Charles Ball, like others caught in the tide, 'longed to die, and escape from the bonds of my tormentors.' But many who survived the transcontinental trek formed strong bonds of friendships akin to those forged by shipmates on the voyage across the Atlantic. Indeed, the Second Middle Passage itself became a site for remaking African-American society. Mutual trust became a basis of resistance, which began almost simultaneously with the long march. Waiting for their first opportunity and calculating their chances carefully, a few slaves broke free and turned on their enslavers. Murder and mayhem made the Second Middle Passage almost as dangerous for traders as it was for slaves, which was why the men were chained tightly and guarded closely.

Like generations of English professors, Hochschild has misread the book as an indictment of colonialism, which is difficult to square with its openly pro-colonial declarations and the fact of the “adoring” natives surrounding the deceased Kurtz.

Benoit began life in the year 1889, with the coming of the Yazoo and Mississippi Valley Railroad. There was never any plan to run track through the plantations south of Rosedale, but James Richardson, the largest individual cotton grower in the world at that time, offered the railroad free use of his land if, in turn, the company built him a station. James was the eldest son of Edmund Richardson, a planter whose holdings at one time included banks, steamboats, and railroads. He owned three-dozen cotton plantations and had a controlling interest in Mississippi Mills, the largest textile plant in the Lower South. His New Orleans-based brokerage house, Richardson and May, handled more than 250,000 bales of cotton every year. Edmund Richardson was not always so prosperous. By the end of the Civil War, he had lost almost his entire net worth, close to $1 million. So in 1868, Richardson struck a deal with the federal authorities in Mississippi to contract labor from the state penitentiary, which was overflowing with ex-slaves, and work the men outside prison walls. He promised to feed and clothe the prisoners, and in return, the government agreed to pay him $18,000 a year for their maintenance. The contract struck between Richardson and the State of Mississippi began an era of convict leasing that would spread throughout the South. Before it was over, a generation of black prisoners would suffer and die under conditions that were in many cases worse than anything they had ever experienced as slaves. Confining his laborers to primitive camps, Richardson forced the convicts to clear hundreds of acres of dense woodland throughout the Yazoo Delta. When the land was cleared, he put prisoners to work raising and picking cotton on the plowed gound. Through this new system, Richardson regained his fortune. By 1880 he had built a mansion in New Orleans, another in Jackson, and a sprawling plantation house known as Refuge in the Yazoo Delta. When he died in 1886, he left his holdings to his eldest son, James. As an inveterate gambler and drunk, James decided to spend his inheritance building a new town, developed solely as a center for sport. He bought racehorses and designed a racetrack. He built five brick stores and four homes. In 1889, when the station stop was finally completed for his new city, James told the railroad to call the town Benoit, after the family auditor. James’s sudden death in 1898 put an end to his ambitions for the town. But decades later, a Richardson Street still ran through Benoit, westward toward the river, in crumbling tribute to the man.

Some slaves, however, were "too white to keep." That was how Edmund was described by the man who had sold him from Tennessee. The man's hope was that such a sale would make it more difficult for Edmund to escape from slavery, but, as it was, New Orleans suited the slave well: within a day of arriving in the city, Edmund had slipped unnoticed onto a steamboat and disappeared. So, too, Robert, who boarded the steamboat that carried him away from slavery and New Orleans as a white man. "I should have thought he was of Spanish origin," remembered one of his fellow passengers, "he was a man of clear skin and dark complexion." But more than the way Robert looked, the other passengers remembered the way he acted: "he was very genteely dressed and of a very genteel deportment"; "he had more the appearance of a gentleman than a plebeian"; and, almost every witness noted, "usually seated himself at the first table, high up, and near the ladies."
