One field-trial dog, Holway Barty, and two show dogs, Misty Morn’s Sunset and Cummings’ Gold-Rush Charlie, won dozens of blue ribbons between them. They were not only gorgeous champions; they had wonderful personalities. Consequently, hundreds of people wanted these dogs’ genes to come into their lines, and over many matings during the 1970s the genes of these three dogs were flung far and wide throughout the North American Golden Retriever population, until by 2010 Misty Morn’s Sunset alone had 95,539 registered descendants, his number of unregistered ones unknown. Today hundreds of thousands of North American Golden Retrievers are descended from these three champions and have received both their sweet dispositions and their hidden time bombs. Unfortunately for these Golden Retrievers, and for the people who love them, one of these time bombs happens to be cancer. To be fair, a so-called cancer gene cannot be traced directly to a few famous sires, but using these sires so often increases the chance of recessive genes meeting—for good and for ill. Today, in the United States, 61.4 percent of Golden Retrievers die of cancer, according to a survey conducted by the Golden Retriever Club of America and the Purdue School of Veterinary Medicine. In Great Britain, a Kennel Club survey found almost exactly the same result, if we consider that those British dogs—loosely diagnosed as dying of “old age” and “cardiac conditions” and never having been autopsied—might really be dying of a variety of cancers, including hemangiosarcoma, a cancer of the lining of the blood vessels and the spleen. This sad history of the Golden Retriever’s narrowing gene pool has played out across dozens of other breeds and is one of the reasons that so many of our dogs spend a lot more time in veterinarians’ offices than they should and die sooner than they might. In genetic terms, it comes down to the ever-increasing chance that both copies of any given gene are derived from the same ancestor, a probability expressed by a number called the coefficient of inbreeding. Discovered in 1922 by the American geneticist Sewall Wright, the coefficient of inbreeding ranges from 0 to 100 percent and rises as animals become more inbred.

When life itself offers no order and meaning, the musician creates an order and meaning from the sounds of the earth which flow through his instrument. It is no wonder that so much of the search for identity among American Negroes was championed by Jazz musicians. Long before the modern essayists and scholars wrote of racial identity as a problem for a multiracial world, musicians were returning to their roots to affirm that which was stirring within their souls. Much of the power of our Freedom Movement in the United States has come from this music. It has strengthened us with its sweet rhythms when courage began to fail. It has calmed us with its rich harmonies when spirits were down. And now, Jazz is exported to the world. For in the particular struggle of the Negro in America there is something akin to the universal struggle of modern man. Everybody has the Blues. Everybody longs for meaning. Everybody needs to love and be loved. Everybody needs to clap hands and be happy. Everybody longs for faith. In music, especially this broad category called Jazz, there is a stepping stone towards all of these.

A 2016 study published in Proceedings of the National Academy of Sciences of the United States of America suggested that health care providers may underestimate black patients' pain in part due to a belief that they simply don't actually feel as much pain - a myth that dates all the way back to the days of slavery. For centuries, the claim that black people were biologically different from whites was 'championed by scientists, physicians, and slave owners alike to justify slavery and the inhumane treatment of black men and women in medical research,' the authors wrote. Black people were thought to have 'thicker skulls, less sensitive nervous systems,' and a super-human ability to 'tolerate surgical operations with little, if any, pain at all.' In the first phase of the study, over two hundred white medical students and residents were asked whether a series of statements about differences between black and white patients were true or false. Some of the statements were true, while others - for example, 'blacks' skin is thicker than whites' and 'blacks' nerve endings are less sensitive than whites' - were false. They found that a full half of the respondents thought that one or more the false statements - many of which were 'fantastical in nature' - were possibly, probably, or definitely true. Also, notably, many of them didn't agree with the statements that were actually true; only half of the residents knew that white patients are less likely to have heart disease than black patients are. When asked to read case studies of two patients complaining of pain, one white and one black, the respondents who had endorsed more false beliefs were more likely to believe that the black patient felt less pain, and undertreated them accordingly.

Among DID individuals, the sharing of conscious awareness between alters exists in varying degrees. I have seen cases where there has appeared to be no amnestic barriers between individual alters, where the host and alters appeared to be fully cognizant of each other. On the other hand, I have seen cases where the host was absolutely unaware of any alters despite clear evidence of their presence. In those cases, while the host was not aware of the alters, there were alters with an awareness of the host as well as having some limited awareness of at least a few other alters. So, according to my experience, there is a spectrum of shared consciousness in DID patients. From a therapeutic point of view, while treatment of patients without amnestic barriers differs in some ways from treatment of those with such barriers, the fundamental goal of therapy is the same: to support the healing of the early childhood trauma that gave rise to the dissociation and its attendant alters. Good DID therapy involves promoting co­-consciousness. With co-­consciousness, it is possible to begin teaching the patient’s system the value of cooperation among the alters. Enjoin them to emulate the spirit of a champion football team, with each member utilizing their full potential and working together to achieve a common goal. Returning to the patients that seemed to lack amnestic barriers, it is important to understand that such co-consciousness did not mean that the host and alters were well-­coordinated or living in harmony. If they were all in harmony, there would be no “dis­ease.” There would be little likelihood of a need or even desire for psychiatric intervention. It is when there is conflict between the host and/or among alters that treatment is needed.

The murder rate in his country tripled during Chávez’s tyrannical tenure, hitting a high of 67 per 100,000 residents in 2011, compared with a murder rate of less than 5 per 100,000 in the United States (and that includes Baltimore). And about 10 or 20 less than the last Penn movie. The Fifth Congress had recessed in July 1798 without declaring war against France, but in the last days before adjourning it did approve other measures championed by Abigail Adams that aided in the undoing of her husband—the Alien and Sedition Acts. Worried about French agents in their midst, the lawmakers passed punitive measures changing the rules for naturalized citizenship and making it legal for the U.S. to round up and detain as “alien enemies” any men over the age of fourteen from an enemy nation after a declaration of war. Abigail heartily approved. But it was the Sedition Act that she especially cheered. It imposed fines and imprisonment for any person who “shall write, print, utter, or publish…any false, scandalous and malicious writing or writings against the government of the United States, or either house of the Congress of the United States, or the President of the United States” with the intent to defame them. Finally! The hated press would be punished. To Abigail’s way of thinking, the law was long overdue. (Of course she was ready to use the press when it served her purposes, regularly sending information to relatives and asking them to get it published in friendly gazettes.) Back in April she had predicted to her sister Mary that the journalists “will provoke measures that will silence them e’er long.” Abigail kept up her drumbeat against newspapers in letter after letter, grumbling, “Nothing will have an effect until Congress pass a Sedition Bill, which I presume they will do before they rise.” Congress could not act fast enough for the First Lady: “I wish the laws of our country were competent to punish the stirrer up of sedition, the writer and printer of base and unfounded calumny.” She accused Congress of “dilly dallying” about the Alien Acts as well. If she had had her way, every newspaperman who criticized her husband would be thrown in jail, so when the Alien and Sedition Acts were passed and signed, Abigail still wasn’t satisfied. Grumping that they “were shaved and pared to almost nothing,” she told John Quincy that “weak as they are” they were still better than nothing. They would prove to be a great deal worse than nothing for John Adams’s political future, but the damage was done. Congress went home. So did Abigail and John Adams.

IN ADDITION TO having become a distinctly Christian party, the GOP is more than ever America’s self-consciously white party. The nationalization of its Southern Strategy from the 1960s worked partly because it rode demographic change. In 1960, 90 percent of Americans were white and non-Hispanic. Only a few states had white populations of less than 70 percent—specifically Mississippi, South Carolina, Louisiana, and Alabama. Today the white majority in the whole country is down nearly to 60 percent; in other words, America’s racial makeup is now more “Southern” than the Deep South’s was in the 1960s. For a while, the party’s leaders were careful to clear their deck of explicit racism. It was reasonable, wasn’t it, to be concerned about violent crime spiraling upward from the 1960s through the ’80s? We don’t want social welfare programs to encourage cultures of poverty and dependency, do we? Although the dog-whistled resentment of new policies disfavoring or seeming to disfavor white people became more audible, Republican leaders publicly stuck to not-entirely-unreasonable arguments: affirmative action is an imperfect solution; too much multiculturalism might Balkanize America; we shouldn’t let immigrants pour into the U.S. helter-skelter. But in this century, more Republican leaders started cozying up to the ugliest fantasists, unapologetic racists. When Congressman Ron Paul ran for the 2008 GOP nomination, he appeared repeatedly with the neo-Nazi Richard Spencer, who was just coining the term “alt-right” for his movement. Senator Rand Paul employed as an aide and wrote a book with a former leader of the League of the South, an organization devoted to a twenty-first-century do-over of Confederate secession. After we elected a black president, more regular whistles joined the kind only dogs can hear. Even thoughtful Ross Douthat, one of the Times’s conservative columnists, admitted to a weakness for the Old South fantasy. During the debate about governments displaying Confederate symbols after nine black people were shot dead by a white supremacist in Charleston, he discussed “the temptation…to regard the Confederate States of America as the political and historical champion of all…attractive Southern distinctives….Even a secession-hating Yankee like myself has felt, at certain moments the pull of that idea, the lure of that fantasy.

Modern-day Iran has no such imperial designs, but it does seek to expand its influence, and the obvious direction is across the flatlands to its west – the Arab world and its Shia minorities. It has made ground in Iraq since the US invasion delivered a Shia-majority government. This has alarmed Sunni-dominated Saudi Arabia and helped fuel the Middle East’s version of the Cold War with the Saudi–Iranian relationship at its core. Saudi Arabia may be bigger than Iran, it may be many times richer than Iran due to its well-developed oil and gas industries, but its population is much smaller (33 million Saudis as opposed to 81 million Iranians) and militarily it is not confident about its ability to take on its Persian neighbour if this cold war ever turns hot and their forces confront each other directly. Each side has ambitions to be the dominant power in the region, and each regards itself as the champion of its respective version of Islam. When Iraq was under the heel of Saddam, a powerful buffer separated Saudi Arabia and Iran; with that buffer gone, the two countries now glare at each other across the Gulf. In 2014, the American media exploded with news of ISIS beheadings in Syria—six thousand miles away from the United States. Meanwhile, the beheading capital of the world is just to our south, a stone’s throw from American homes, businesses, and ranches. When the Islamic State of Iraq and Syria first began posting videotaped beheadings online, it was as if no one had ever heard of such barbarity. In fact, decapitation porn was an innovation of the Mexican drug cartels.45 One “ISIS” video circulating in 2014 showed a man being beheaded with a chain saw. Then it turned out the video wasn’t an ISIS beheading, at all: It was a Mexican video from 2010.46 After American David Hartley was shot and killed by Mexican drug cartel members while jet skiing with his wife at a lake on the Mexican border, the lead investigator on the case was murdered and his head delivered in a suitcase to a nearby military installation.47 In 2013, there was a huge outcry over Facebook’s video-sharing policy when an extremely graphic video of a man beheading a woman appeared on the site. That, too, was a product of Mexico.48 Where is the 24-7 coverage for these champion beheaders? If it seems like you never hear about all the dismemberments in Mexico, you’d be right. In a search of all transcripts in the Nexis archive in the first eight months of ISIS’s existence as a jihadist group, “beheading” was used in the same sentence as “ISIS” or “ISIL” 1,629 times. During that same time period, it was used in the same sentence as “Mexico” or “Mexican” twice. Indeed, in the previous five years Mexican beheadings were mentioned only sixty-six times.49 If a tree falls and beheads a woman in Mexico, does anyone hear it?

It ignores the fact that the future Buddha was also of noble origins, that he was the son of a king and heir to the throne and had been raised with the expectation that one day he would inherit the crown. He had been taught martial arts and the art of government, and having reached the right age, he had married and had a son. All of these things would be more typical of the physical and mental formation of a future samurai than of a seminarian ready to take holy orders. A man like Julius Evola was particularly suitable to dispel such a misconception. He did so on two fronts in his Doctrine: on the one hand, he did not cease to recall the origins of the Buddha, Prince Siddhartha, who was destined to the throne of Kapilavastu: on the other hand, he attempted to demonstrate that Buddhist asceticism is not a cowardly resignation before life's vicissitudes, but rather a struggle of a spiritual kind, which is not any less heroic than the struggle of a knight on the battlefield. As Buddha himself said (Mahavagga, 2.15): 'It is better to die fighting than to live as one vanquished.' This resolution is in accord with Evola's ideal of overcoming natural resistances in order to achieve the Awakening through meditation; it should he noted, however, that the warrior terminology is contained in the oldest writings of Buddhism, which are those that best reflect the living teaching of the master. Evola works tirelessly in his hook to erase the Western view of a languid and dull doctrine that in fact was originally regarded as aristocratic and reserved for real 'champions.' After Schopenhauer, the unfounded idea arose in Western culture that Buddhism involved a renunciation of the world and the adoption of a passive attitude: 'Let things go their way; who cares anyway.' Since in this inferior world 'everything is evil,' the wise person is the one who, like Simeon the Stylite, withdraws, if not to the top of a pillar; at least to an isolated place of meditation. Moreover, the most widespread view of Buddhists is that of monks dressed in orange robes, begging for their food; people suppose that the only activity these monks are devoted to is reciting memorized texts, since they shun prayers; thus, their religion appears to an outsider as a form of atheism. Evola successfully demonstrates that this view is profoundly distorted by a series of prejudices. Passivity? Inaction? On the contrary, Buddha never tired of exhorting his disciples to 'work toward victory'; he himself, at the end of his life, said with pride: katam karaniyam, 'done is what needed to he done!' Pessimism? It is true that Buddha, picking up a formula of Brahmanism, the religion in which he had been raised prior to his departure from Kapilavastu, affirmed that everything on earth is 'suffering.' But he also clarified for us that this is the case because we are always yearning to reap concrete benefits from our actions. For example, warriors risk their lives because they long for the pleasure of victory and for the spoils, and yet in the end they are always disappointed: the pillaging is never enough and what has been gained is quickly squandered. Also, the taste of victory soon fades away. But if one becomes aware of this state of affairs (this is one aspect of the Awakening), the pessimism is dispelled since reality is what it is, neither good nor bad in itself; reality is inscribed in Becoming, which cannot be interrupted. Thus, one must live and act with the awareness that the only thing that matters is each and every moment. Thus, duty (dhamma) is claimed to be the only valid reference point: 'Do your duty,' that is. 'let your every action he totally disinterested.

The difference between Plato’s theory on the one hand, and that of the Old Oligarch and the Thirty on the other, is due to the influence of the Great Generation. Individualism, equalitarianism, faith in reason and love of freedom were new, powerful, and, from the point of view of the enemies of the open society, dangerous sentiments that had to be fought. Plato had himself felt their influence, and, within himself, he had fought them. His answer to the Great Generation was a truly great effort. It was an effort to close the door which had been opened, and to arrest society by casting upon it the spell of an alluring philosophy, unequalled in depth and richness. In the political field he added but little to the old oligarchic programme against which Pericles had once argued64. But he discovered, perhaps unconsciously, the great secret of the revolt against freedom, formulated in our own day by Pareto65; ‘To take advantage of sentiments, not wasting one’s energies in futile efforts to destroy them.’ Instead of showing his hostility to reason, he charmed all intellectuals with his brilliance, flattering and thrilling them by his demand that the learned should rule. Although arguing against justice he convinced all righteous men that he was its advocate. Not even to himself did he fully admit that he was combating the freedom of thought for which Socrates had died; and by making Socrates his champion he persuaded all others that he was fighting for it. Plato thus became, unconsciously, the pioneer of the many propagandists who, often in good faith, developed the technique of appealing to moral, humanitarian sentiments, for anti-humanitarian, immoral purposes. And he achieved the somewhat surprising effect of convincing even great humanitarians of the immorality and selfishness of their creed66. I do not doubt that he succeeded in persuading himself. He transfigured his hatred of individual initiative, and his wish to arrest all change, into a love of justice and temperance, of a heavenly state in which everybody is satisfied and happy and in which the crudity of money-grabbing67 is replaced by laws of generosity and friendship. This dream of unity and beauty and perfection, this æstheticism and holism and collectivism, is the product as well as the symptom of the lost group spirit of tribalism68.

He proposed that the federal government sell off public lands in order to raise the money to buy the entire slave population and transport it overseas. He favored a Constitutional amendment to establish a colonization society to be run by the President. After two terms in office, Madison served as chief executive of the American Colonization Society, to which he devoted much time and energy. At the inaugural meeting of the society in 1816, Henry Clay described its purpose: to “rid our country of a useless and pernicious, if not dangerous portion of the population.” The following prominent Americans were not merely members but served as officers of the society: Andrew Jackson, Daniel Webster, Stephen Douglas, William Seward, Francis Scott Key, Winfield Scott, and two Chief Justices of the Supreme Court, John Marshall and Roger Taney. All opposed the presence of blacks in the United States and thought expatriation was the only long-term solution. James Monroe was such an ardent champion of colonization that the capital of Liberia is named Monrovia in gratitude for his efforts. As for Roger Taney, as chief justice he wrote in the Dred Scott decision of 1857 what may be the harshest federal government pronouncement on blacks ever written: Negroes were “beings of an inferior order, and altogether unfit to associate with the White race, either in social or political relations; and so far inferior that they have no rights which a White man is bound to respect.” Abraham Lincoln considered blacks to be—in his words—“a troublesome presence” in the United States. During the Lincoln-Douglas debates he expressed himself unambiguously: “I am not nor ever have been in favor of making voters or jurors of negroes, nor of qualifying them to hold office, nor to intermarry with white people; and I will say in addition to this that there is a physical difference between the white and black races which I believe will for ever forbid the two races living together on terms of social and political equality.” His opponent, Stephen Douglas, was even more outspoken, and made his position clear in the very first debate: “For one, I am opposed to negro citizenship in any form. I believe that this government was made on the white basis. I believe it was made by white men for the benefit of white men and their posterity forever, and I am in favor of confining the citizenship to white men—men of European birth and European descent, instead of conferring it upon negroes and Indians, and other inferior races.

Formerly very much of a man's energy had been devoted to the assertion of himself as a private individual over against other individuals; and very much of his generosity had been at bottom selfish. But in the Second Men this competitive self-assertion, this championship of the most intimately known animal against all others, was greatly tempered. Formerly the major enterprises of society would never have been carried through had they not been able to annex to themselves the egoism of their champions. But in the Second Men the parts were reversed. Few individuals could ever trouble to exert themselves to the last ounce for merely private ends, save when those ends borrowed interest or import from some public enterprise. It was only his vision of a world-wide community of persons, and of his own function therein, that could rouse the fighting spirit in a man. Thus it was inwardly, rather than in outward physical characters, that the Second Men differed from the First. And in nothing did they differ more than in their native aptitude for cosmopolitanism. They had their tribes and nations. War was not quite unknown amongst them. But even in primitive times a man's most serious loyalty was directed toward the race as a whole; and wars were so hampered by impulses of kindliness toward the enemy that they were apt to degenerate into rather violent athletic contests, leading to an orgy of fraternization. It would not be true to say that the strongest interest of these beings was social. They were never prone to exalt the abstraction called the state, or the nation, or even the world-commonwealth. For their most characteristic factor was not mere gregariousness but something novel, namely an innate interest in personality, both in the actual diversity of persons and in the ideal of personal development. They had a remarkable power of vividly intuiting their fellows as unique persons with special needs. Individuals of the earlier species had suffered from an almost insurmountable spiritual isolation from one another. Not even lovers, and scarcely even the geniuses with special insight into personality, ever had anything like accurate vision of one another. But the Second Men, more intensely and accurately self-conscious, were also more intensely and accurately conscious of one another. This they achieved by no unique faculty, but solely by a more ready interest in each other, a finer insight, and a more active imagination.

City Councilwoman Julissa Ferreras (D-Queens) will introduce the resolution next week, urging state legislators to approve the tax credit after previous attempts to get it passed in Albany have failed to gain traction. "Encouraging New Yorkers with a tax credit to adopt pets is not only compassionate but would bring relief to our overburdened animal shelters and to animal lovers who want to adopt but can’t afford the initial costs," Ferreras said. From the Bridge” by Captain Hank Bracker Nesting Dolls The first stacked dolls better known as Russian Nesting Dolls, matryoshka dolls or Babushka Dolls, were first made in 1890 by Vasily Zvyozdochkin. Much of the artistry is in the painting of the usual 5 dolls, although the world record is 51 dolls. Each doll, which when opened reveals a smaller doll of the same type inside ending with the smallest innermost doll, which is considered the baby doll and is carved from a single piece of wood. Frequently these dolls are of a woman, dressed in a full length traditional Russian peasant dress called a sarafan. When I served with the Military Intelligence Corps of the U.S.Army, the concept of onion skins was a similar metaphor used to denote that we were always encouraged to look beyond the obvious. That it was essential to delve deeper into a subject, so as to arrive at the essence of the situation or matter. This is the same principle I employed in writing my award winning book, The Exciting Story of Cuba. Although it can be considered a history book, it is actually a book comprised of many stories or vignettes that when woven together give the reader a view into the inner workings of the Island Nation, just 90 miles south of Key West. The early 1950’s are an example of this. At that time President Batista was hailed a champion of business interests and considered this a direct endorsement of his régime. Sugar prices remained high during this period and Cuba enjoyed some of its best years agriculturally. For those at the top of the ladder, the Cuban economy flourished! However, it was during this same period that the people lower on the economic ladder struggled. A populist movement was started, resulting in a number of rebel bands to challenge the entrenched regime, including the followers of autocrats such as Fidel and Raul Castro. Castro’s M 26 7 militia had a reputation of indiscriminately placing bombs, one of which blew a young woman to pieces in the once-grand theater, “Teatro America.” A farmer, who failed to cooperate with Batista’s army, was locked into his home with his wife and his daughter, which was then set on fire killing them all. What had been a corrupt but peaceful government, quickly turned into a war zone. Despite of Batista’s constitutional abuses and his alliance with the Mafia, the years under his régime were still the most prosperous ones in Cuba’s history. Of course most of the money went to those at the top of the economic ladder and on the lower end of the scale a house maid was lucky to make $25 to $30 a month. History tends to repeat itself. Civilized countries that experience economically difficult times, because of greed by the elite and privileged few, become ripe for a civil insurrection. It is not enough to accept the first solution we encounter, but rather we must peel back the layers of onion skin to understand what has happened and how to rectify the problem. Usually things are not as simple as they seem, and to embrace the first person that offers a simple solution can plunge us deeper into an economic abyss. This is what happened in Italy and Cuba as well as Germany in 1933. Remember that Adolf Hitler was elected with a 90% plurality. Following a populist movement can be disastrous. Strictly adhering to a party doctrine, by the less informed, is outright dangerous. It is important in a democracy that people retain civility and are educated and knowledgeable. It is crucial that we understand history as well as the perils and consequences that are possible. Reading books like The Exciting Story of Cuba allows us to peel away one onion skin after the other, or open one nesting doll after another, until we understand the entire picture. What has happened in other civilized countries can happen here in the United States…. Beware!

Rarely in the history of the United States has the nation been so ill-served as during the presidency of George W. Bush. When Bush took office in 2001, the federal budget ran a surplus, the national debt stood at a generational low of 56 percent of gross domestic product (GDP), and unemployment clocked in at 4 percent—which most economists consider the practical equivalent of full employment. The government’s tax revenue amounted to $2.1 trillion annually, of which $1 trillion came from personal income taxes and another $200 billion from corporate taxes. Military spending totaled $350 billion, or 3 percent of GDP—a low not seen since the late 1940s—and not one American had been killed in combat in almost a decade. Each dollar bought 1.06 euros, or 117 yen. Gasoline cost $1.50 per gallon. Twelve years after the Berlin Wall came down, the United States stood at the pinnacle of authority: the world’s only superpower, endowed with democratic legitimacy, the credible champion of the rule of law, the exemplar of freedom and prosperity.1 Eight years later the United States found itself in two distant “wars of choice”; military spending constituted 20 percent of all federal outlays and more than 5 percent of the gross domestic product. The final Bush budget was $1.4 trillion in the red and the national debt was out of control. The nation’s GDP had increased from $10.3 trillion to $$14.2 trillion during those eight years, but a series of tax cuts that Bush introduced had reduced the government’s revenue from personal income taxes by 9 percent and corporate taxes by 33 percent. Unemployment stood at 9.3 percent and was rising; two million Americans had lost their homes when a housing bubble burst, and new construction was at a standstill. The stock market had taken a nosedive, the dollar had lost much of its former value, and gasoline sold for $3.27 a gallon.2 The United States remained the world’s only superpower, but its reputation abroad was badly tarnished.

Humans have natural rights in the state of nature but they do not have civil rights. Civil rights are derived from membership in a society. The Republicans who controlled both houses of Congress after the Civil War knew this. They also knew that, before conferring civil rights, they had to once and for all abolish slavery. The Thirteenth Amendment ending slavery was passed by the Senate on April 8, 1864, and by the House on January 31, 1865. Republican support for the amendment: 100 percent. Democratic support: 23 percent. Even after the Civil War, only a tiny percentage of Democrats were willing to sign up to permanently end slavery. Most Democrats wanted it to continue. In the following year, on June 13, 1866, the Republican Congress passed the Fourteenth Amendment overturning the Dred Scott decision and granting full citizenship and equal rights under the law to blacks. This amendment prohibited states from abridging the “privileges and immunities” of all citizens, from depriving them of “due process of law” or denying them “equal protection of the law.” The Fourteenth Amendment passed the House and Senate with exclusive Republican support. Not a single Democrat either in the House or the Senate voted for it. Two years later, in 1868, Congress with the support of newly-elected Republican president Ulysses Grant passed the Fifteenth Amendment granting suffrage to blacks. The right to vote, it said, cannot be “denied or abridged by the United States or any state on account of race, color or previous condition of servitude.” In the Senate, the Fifteenth Amendment passed by a vote of 39 to 13. Every one of the 39 “yes” votes came from Republicans. (Some Republicans like Charles Sumner abstained because they wanted the measure to go even further than it did.) All the 13 “no” votes came from Democrats. In the House, every “yes” vote came from a Republican and every Democrat voted “no.” It is surely a matter of the greatest significance that the constitutional provisions that made possible the Civil Rights Act, the Voting Rights Act, and the Fair Housing Bill only entered the Constitution thanks to the Republican Party. Beyond this, the GOP put forward a series of Civil Rights laws to further reinforce black people’s rights to freedom, equality, and social justice. When Republicans passed the Civil Rights Act of 1866—guaranteeing to blacks the rights to make contracts and to have the criminal laws apply equally to whites and blacks—the Democrats struck back. They didn’t have the votes in Congress, but they had a powerful ally in President Andrew Johnson. Johnson vetoed the legislation. Now this may seem like an odd act for Lincoln’s vice president, but it actually wasn’t. Many people don’t realize that Johnson wasn’t a Republican; he was a Democrat. Historian Kenneth Stampp calls him “the last Jacksonian.”8 Lincoln put him on the ticket because he was a pro-union Democrat and Lincoln was looking for ways to win the votes of Democrats opposed to secession. Johnson, however, was both a southern partisan and a Democratic partisan. Once the Civil War ended, he attempted to lead weak-kneed Republicans into a new Democratic coalition based on racism and white privilege. Johnson championed the Democratic mantra of white supremacy, declaring, “This is a country for white men and, by God, as long as I am president, it shall be a government of white men.” In his 1867 annual message to Congress, Johnson declared that blacks possess “less capacity for government than any other race of people. No independent government of any form has ever been successful in their hands. On the contrary, wherever they have been left to their own devices they have shown a consistent tendency to relapse into barbarism.”9 These are perhaps the most racist words uttered by an American president, and no surprise, they were uttered by a Democrat.
