In Paris the cashiers sit rather than stand. They run your goods over a scanner, tally up the price, and then ask you for exact change. The story they give is that there aren't enough euros to go around. "The entire EU is short on coins." And I say, "Really?" because there are plenty of them in Germany. I'm never asked for exact change in Spain or Holland or Italy, so I think the real problem lies with the Parisian cashiers, who are, in a word, lazy. Here in Tokyo they're not just hard working but almost violently cheerful. Down at the Peacock, the change flows like tap water. These thoughts were weighing heavily on my mind as my anticipated final departure from Spain drew near. I received a letter, from Zaragoza. The letter informed me that I owed Zaragoza approximately 1800 euros for fines accrued by Adam. It also mentioned that it had been around 1.5 years since the incident on the highway, where I received fines while I was driving the gypsy caravan. Late fees were added without question. Make it 2000. Additionally, it warned that if I failed to make payment within 15 days of receiving the letter in my mailbox, the authorities would visit me with a court order to seize belongings of mine worth at least 1800 euros. Someone disclosed my „new” address to the Zaragoza Authorities. It is possible that the Correo/Post Office/Postal Service were unable to deliver their correspondence to my previous address on Carrer Cantabria due to my absence after the same expo where the fines were incurred on the highway and the unwanted flooding of the apartment. But now. Delivered. It is possible that the biased Catalan Court, which was known by my side at this point for its corruption and/or incompetence, shared my Barcelona address with the Correo/Postal Service to ensure that the fines reached me. The corrupt and/or incompetent Ciutat de la Justicia, the so called „City of Justice”, the Catalan judicial system did not solely reserve the sharing of my home address for the mafia/s. Everything was not a direct result of the criminals’ conspiracy. But.

When I asked one of Europe’s most influential economic policy makers recently whether the euro crisis really is over, he replied: “No, it’s just moving from the periphery to the core.” The argument is that while worries about Portugal, Greece, Ireland and Spain have become less acute, concerns about Italy and even France should actually be rising. The statistics for Italy, in particular, are shocking. Since the onset of the crisis in 2008, Italy has lost 25 per cent of its industrial capacity and the real level of unemployment is now, according to senior Italian officials, about 15 per cent. Italy’s scope for economic stimulus is limited by EU rules and by the fact that the country’s ratio of debt to gross domestic product is now more than 130 per cent. France’s economic statistics are less bleak but unemployment is still in double digits and the national debt is creeping up to the symbolic level of 100 per cent of GDP.

However, others are viewing the elections as a potential buying opportunity, arguing that a likely Syriza government would be less problematic for investors than initially feared, and may even be beneficial for Greece and for the euro-zone as a whole. “Greece could be the impetus to question the dogma of austerity,” said Krishna Memani, investment chief of Oppenheimer Funds. “Austerity in Europe is counterproductive and getting out of the deflationary spiral requires flexibility on the fiscal side. Portugal is not raising the issue, Spain is not raising it, or Italy. Greeks finally are so desperate they are bringing it to the forefront, and maybe it will rally more energy this time around.

What made this spending possible was that having adopted the euro, Greece and the other European periphery states (Portugal, Italy, Spain, and Ireland) were effectively endowed with Germany’s credit rating on the assumption that the ECB would back all outstanding debt issued by member states since it was all in the “same” new euro currency. As such, the historically high borrowing costs of these countries fell. Greece’s borrowing costs, for example, fell from 20 percent on a ten-year bond before the introduction of the euro to around 4 percent in 2005, and in the case of Greece in particular, more borrowing was the result.24 Since Greece was able to borrow more easily, money became more plentiful locally, financing both consumption and investment. However, this also raised Greece’s labor costs relative to its Euro Area neighbors; its competitiveness fell, widening its current account deficit—Greece was importing more than it was exporting with the extra cash.

According to the survey conducted by the Pew Research Center in 2012 (see the Introduction) Germany is today the only member of the EU in which most people, 59 per cent, think their country has been helped by European integration. Majorities or near majorities in most countries surveyed now believe that the economic integration of Europe has actually weakened their economies. This is the opinion in Greece (70 per cent), France (63 per cent), Britain (61 per cent), Italy (61 per cent), the Czech Republic (59 per cent), and Spain (50 per cent). The survey data also show that the crisis of the euro has triggered a full-blown crisis of public confidence: in the economy, in the future, in the benefits of European economic integration, in membership in the EU, in the euro and in the free-market system. Again, Europeans largely oppose further fiscal austerity to deal with the crisis; they are divided on bailing out indebted nations; and oppose Brussels’ oversight of national budgets. In short, the European project is a major casualty of the ongoing sovereign-debt crisis: we are witnessing the failure of the attempt to integrate Europe through a ‘positive’ law that has neither produced the promised benefits for the people, nor has it been enacted by the people itself.

The legitimacy crisis sparked by the crisis of monetary union is aggravated by the refusal of the larger member states to accept their share of responsibility for the present predicament. A convenient theory has been advanced in order to justify this hypocritical stance. The theory, as summarized by Fritz Scharpf (2011: 21–2), runs something like this: if successive Greek governments had not engaged in reckless borrowing the euro crisis would not have arisen; and if the Commission had not been deceived by faked records, rigorous enforcement of the Stability Pact would have prevented it. So, even though the more ‘virtuous’ members are now unable to refuse to help the ‘sinners’, such conditions should never be allowed to occur again. Such arguments, which in the ‘rescuer’ countries still dominate debate about the origins of the crisis, are used to justify the disciplinary measures discussed in the preceding pages. The emphasis is on continuous, and rapid, reduction of total public-sector debt; on the European supervision of national budgeting processes; on greater harmonization of fiscal and social policy; on earlier interventions and sanctions; and on ‘reverse majority’ rules for the adoption of more severe sanctions by ECOFIN. As most experts agree, however, the received view on the causes of the euro crisis is only partly correct for Greece and completely wrong for countries such as Ireland and Spain. At any rate, it should not be forgotten that Greece was admitted in 2001 as the twelfth member of monetary union in spite of the fact that all governments knew that Greek financial statistics were unreliable.

for most political leaders the warnings of the experts counted for little when compared with the immediate advantages of monetary union. As soon as a country adopted the euro, its public debt received the highest rating by the international agencies, and consequently its government could borrow at about the same interest rate as the most virtuous members of the bloc. In particular, the possibility of borrowing at low cost in the international financial markets is what made possible the Spanish real-estate boom. As a result of the euro-induced boom, wages and inflation grew much faster in Spain than in Germany or France. At the same time, the ECB, being mainly concerned with the level of inflation in the largest economies of the euro zone – Germany, France, and Italy – allowed the interest rate to remain low – too low for the conditions prevailing in Spain.

World History 101 - The Actual History History is not a record of truth, history is a record of triumph. In a commendable endeavor of goodwill and reparations a descendant of the British conquerors, President Lyndon Johnson started Hispanic Heritage Week, which was later expanded into a month by another white descendant, President Ronald Reagan - fast forward to present time - during the Hispanic Heritage Month the entire North America tries to celebrate Native American history. But there is a glitch - Spanish is not even a Native American language. Native Americans did not even speak Spanish, until the brutes of Spain overran Puerto Rico like pest bearing disease and destruction, after a pathetic criminal called Columbus stumbled upon "La Isabela" in the 1500s. Many of the natives struggled till death to save their home - many were killed by the foreign diseases to which they had no immunity. Trillions of dollars, pounds and euros in aid won't suffice to undo the damage - but what just might heal those wounds from the past, is if the offspring of the oppressors and the offspring of the oppressed, both hand in hand and shoulder to shoulder, unravel the history as it happened, not as it was presented - what just might heal the scars of yesterday, is if together we come forward to learn about each other's past, so that for the first time in history, we can actually write "human history", not the "conquerors' history" - so that for the first time ever, we write history not as conquerors and conquered, not as oppressors and oppressed, but as one species - as one humankind.

Thirdly, German bankers drooled over the large difference between the interest rate they could charge to German customers and the going interest rate in places like Greece. The chasm between the two was a direct repercussion of the trade imbalances. A large trade surplus means that cars and washing machines flow from the surplus to the deficit country, with cash flowing the opposite way. The surplus country becomes awash with “liquidity,” with cash accumulating in proportion to the net exports pouring into its trading partners. As the supply of cash increases within the surplus nation’s banks, in Frankfurt to be precise, it becomes more readily available and therefore cheaper to borrow. In other words, its price drops. And what is the price of money? The interest rate! Thus interest rates in Germany were remaining much lower than in Greece, Spain and their equivalents, where the outflow of cash (as the Greeks and the Spanish purchased more and more Volkswagens) maintained the price of euros in Europe’s south above its equivalent in Germany.3
