It is interesting to note that in nearly all the economics courses it is taught that the income tax is the proper instrument for the regulation of the country’s economy; that private property is not an inalienable right (in fact, there are no inalienable rights); that the economic ills of the country are traceable to the remnants of free enterprise; that the economy of the nation can be sound only when the government manages prices, controls wages, and regulates operations. This was not taught in the colleges before 1913. Is there a relationship between the results of the income tax and the thinking of the professors? There is now a strong movement in this country to bring the publicschool system under federal domination. The movement could not have been thought of before the government had the means for carrying out the idea; that is, before income taxation. The question is, have those who plug for nationalization of the schools come to the idea by independent thought, or have they been influenced by the bureaucrats who see in nationalization a wider opportunity for themselves? We must lean to the latter conclusion, because among the leaders of the movement are many bureaucrats. However, if the movement is successful, if the schools are brought under the watching eye of the federal government, it is a certainty that the curriculum will conform to the ideals of Big Government. The child’s mind will never be exposed to the idea that the individual is the one big thing in the world, that he has rights which come from a higher source than the bureaucracy. Thus, the immunities of property, body and mind have been undermined by the Sixteenth Amendment. The freedoms won by Americans in 1776 were lost in the revolution of 1913.

We had a massive budget shortfall with a structural budget deficit and seemingly no way to close it; the city had been spending at levels way beyond its recurring revenue for years, and the nonrecurring revenue streams were drying up as we entered office, leaving us with no good options. Think of progressives as a species of religious fundamentalists planning a redemption. Like fundamentalists, they look at the world as fallen – a place corrupted by racism, sexism and class division. But the truly religious understand that we are the source of corruption and that redemption is only possible through the work of a Divinity. The church dropped its insistence that Roman Catholicism be the state religion. Moving forward, the state had to confirm church-annulled marriages. Parents were given the right to opt their children out of formerly mandatory religious education classes. And Rome was no longer considered a “sacred city,” a classification that had allowed the Vatican to keep out strip clubs and the porn industry. Italy even managed to get the church to relinquish control of the Jewish catacombs. “The new concordat is another example of the diminishing hold of the Roman Catholic church in civil life in Italy,” noted The New York Times.54 In return, Italy instituted an“eight-per-thousand” tax, in which 0.8 percent of the income tax paid by ordinary Italians was distributed to one of twelve religious organizations recognized by the state. During its early years, nearly 90 percent of the tax went to the Catholic Church (by 2010, the church received less than 50 percent as the tax was more equitably distributed). Not only did the tax relieve Italy of its responsibility for the $135 million annual subsidy it paid for the country’s 35,000 priests, it meant the church had a steady and reliable source of much needed income.55

The deeper historical sources of the Great Inquisition are best revealed by the other enthusiasms of its devotees: hatred of Franklin D. Roosevelt, implacable opposition to New Deal reforms, desire to banish or destroy the United Nations, anti-Semitism, Negrophobia, isolationism, a passion for the repeal of the income tax, fear of poisoning by fluoridation of the water system, opposition to modernism in the churches. McCarthy’s own expression, “twenty years of treason,” suggested the long-standing grievances that were nursed by the crusaders, though the right-wing spokesman, Frank Chodorov, put it in better perspective when he said that the betrayal of the United States had really begun in 1913 with the passage of the income-tax amendment.

Originating in Europe but now taking a firm hold in the United States, the “degrowthers,” as I shall characterize them, include in their ranks none other than President Barack Obama. On January 17, 2008, Obama made clear his hostility toward, of all things, electricity generated from coal and coal-powered plants. He told the San Francisco Chronicle, “You know, when I was asked earlier about the issue of coal . . . under my plan of a cap and trade system, electricity rates would necessarily skyrocket. . . .”3 Obama added, “. . . So if somebody wants to build a coal-powered plant, they can. It’s just that it will bankrupt them because they’re going to be charged a huge sum for all the greenhouse gas that’s being emitted.”4 Degrowthers define their agenda as follows: “Sustainable degrowth is a downscaling of production and consumption that increases human well-being and enhances ecological conditions and equity on the planet. It calls for a future where societies live within their ecological means, with open localized economies and resources more equally distributed through new forms of democratic institutions.”5 It “is an essential economic strategy to pursue in overdeveloped countries like the United States—for the well-being of the planet, of underdeveloped populations, and yes, even of the sick, stressed, and overweight ‘consumer’ populations of overdeveloped countries.”6 For its proponents and adherents, degrowth has quickly developed into a pseudo-religion and public-policy obsession. In fact, the degrowthers insist their ideology reaches far beyond the environment or even its odium for capitalism and is an all-encompassing lifestyle and governing philosophy. Some of its leading advocates argue that “Degrowth is not just an economic concept. We shall show that it is a frame constituted by a large array of concerns, goals, strategies and actions. As a result, degrowth has now become a confluence point where streams of critical ideas and political action converge.”7 Degrowth is “an interpretative frame for a social movement, understood as the mechanism through which actors engage in a collective action.”8 The degrowthers seek to eliminate carbon sources of energy and redistribute wealth according to terms they consider equitable. They reject the traditional economic reality that acknowledges growth as improving living conditions generally but especially for the impoverished. They embrace the notions of “less competition, large scale redistribution, sharing and reduction of excessive incomes and wealth.”9 Degrowthers want to engage in polices that will set “a maximum income, or maximum wealth, to weaken envy as a motor of consumerism, and opening borders (“no-border”) to reduce means to keep inequality between rich and poor countries.”10 And they demand reparations by supporting a “concept of ecological debt, or the demand that the Global North pays for past and present colonial exploitation in the Global South.”11

With this definition of “evil” in mind, it is the purpose of this book to show that many laws and governmental practices are impregnated with it, and to trace this wholesale infringement of our rights to the power acquired by the federal government in 1913 to tax our incomes—the Sixteenth Amendment. That is the “root.” Furthermore, proof will be offered to support the proposition that the “evil” has reached the point where the doctrine of natural rights has been all but abrogated in fact, if not in theory. As a consequence, the kind of government we are acquiring is distinctly different from that envisaged by the Founding Fathers; it is fast becoming a government that conceives itself to be the source of rights, which it gives and can recall at its own pleasure. The transformation is not yet complete, but it will be seen as we go along that completion is not far off—if nothing is done to prevent it.

Everything in this vicious circle is abject: chance, which kills the poorest children, social charity which turns their deaths into a source of income, the parents who benefit from it to enjoy a short spell of wealth and decent society which stigma tizes them, for rumour does not condemn them at all for their indiscreet behaviour but for not handling the money rationally by putting it in the bank, for example, but instead spending it unscrupulously, thus verifying that they were indeed the victims of a divine justice. The whole of the social is there in its logical abjection. It is the poor who die and it is they who deserved to. It is this mediocre truth, this mediocre fatality which we know as 'the social'. Which amounts to saying that it only exists for its victims. Wretched in its essence, it only affects the wretched. It is itself a disinherited concept and it can only serve to render destitution complete. Nietzsche is right: the social is a concept, a value made by slaves for their own use, beneath the scornful gaze of their masters who have never believed in it. This can be clearly seen in all the so-called social reforms which inescapably turn against the intended beneficiaries. The reforms strike those whom they should save. This is not a perverse effect. Nature herself conforms to this willingly and catastrophes have a preference for the poor. Has a catastrophe ever been seen which directly strikes the rich - apart perhaps from the burial of Pompeii and the sinking of the Titanic ?

They are not stupid and they are not utterly destroyed. They still posses the will to organize a democratic body and follow it into paths of Government. The Soviet Union has simply made sure that the police assassins did not interfere.... To talk of our part in 'creating' the democratic movement is an insult to the people and a sign of ignorance. We do not underestimate the Iranian people, and as far as we are concerned the Democratic Party...belongs to the people. It is their creation and their right, and it cannot be broken by wild charges which accuse the Soviet Union of its birth. We did not create it, and we have not interfered in the affairs of Iran. On the contrary, it is the British Government which has interfered continuously and viciously in Iran's affairs.

An entrepreneur who sells founder’s shares in her firm, an executive who realizes appreciation after being paid in stock, and a hedge fund manager who gets paid a “carried interest” share of profits on funds she invests (but does not own) all report capital gains income on their tax returns. But all these types of income ultimately reflect returns to the founder’s, the executive’s, or the manager’s labor and, the meritocrat insists, are on this account earned. A similar analysis applies to pensions and owner-occupied housing. All this income is earned in a way that distinguishes it from the true capital income of the hereditary rentier who lives, at leisure, from returns on an inherited patrimony. Regardless of what the tax accounts say, therefore, accurate meritocratic accounting attributes all these types of income not to capital but to labor.

All these complexities point to the same, simple conclusion. The traditional way of thinking about the conflict between the rich and the rest—as a battle between capital and labor—no longer captures what is really going on. Instead, the dominant sources of individual top incomes lie in superordinate labor. The overwhelmingly greater part of the recent increase in the top 1 percent’s aggregate income share is attributable not to a shift of overall income away from labor and in favor of capital, but rather to a shift within labor income, away from the middle class and in favor of elite workers. The working rich have risen by fundamentally transforming class conflict and then winning the new battle between elite and middle-class labor. The claim that meritocratic inequality reflects earned advantage may ultimately be a moral error. But it rests on economic facts.

A second precondition that enormously increases the likelihood that people will respond to feelings of shame by means of violence is that they do not perceive themselves as having non-violent means by which to maintain or restore their self-esteem and self-respect. Most of us have such means, such as education, knowledge, skills, and achievements that are honored and respected by others and by ourselves; a profession or career, and some standing or status in the community and with one's family and friends. It is also important not to underestimate the degree to which the self-esteem of many if not most people, in the very materialist, capitalist culture in which we have all been raised and in which we have to live, is dependent on having whatever minimal degree of wealth or income they need in order to feel that their "net worth" (in the accountant's sense) reinforces their sense of "self-worth" (in the psychological sense). The people who become violent criminals, and end up in prison, are notably lacking in all of those non-violent sources of self-esteem: they are overwhelmingly poor, uneducated (many are illiterate), lacking in any skills that they or others could respect, and of the lowest possible social and economic status in society. As the poor, they are lower class; and as members of minority groups (which often means people of color) they are of lower caste (which increases the risk that they will be poor, or lower class, as well). So when they are shamed they do not have enough non-violent internal or external sources of self-esteem with which to compensate. Violence is their last resort in the literal sense that it is their last resource.

It is difficult not to feel inferior when one is poor when others are rich, especially in a society that equates self-worth with net worth; and it is difficult not to feel rejected and worthless if one cannot get or hold a job while others continue to be employed. Of course, most people who lose jobs or income do not commit murders as a result; but there are always some men who are just barely maintaining their self-esteem at minimally tolerable levels even when they do have jobs and incomes. And when large numbers of them lose those sources of self-esteem, the number who explode into homicidal rage increases as measurably, regularly, and predictably as any epidemic does when the balance between pathogenic forces and the immune system is altered. And those are not just statistics. I have seen many individual men who have responded in exactly that way under exactly these circumstances. For example, one African-American man was sent to the prison mental hospital I directed in order to have a psychiatric evaluation before his murder trial. A few months before that, he had had a good job. Then he was laid off at work, but he was so ashamed of this that he concealed the fact from his wife (who was a schoolteacher) and their children, going off as if to work every morning and returning at the usual time every night. Finally, after two or three months of this, his wife noticed that he was not bringing in any money. He had to admit the truth, and then his wife fatally said, "What kind of man are you? What kind of man would behave this way?" To prove that he was a man, and to undo the feeling of emasculation, he took out his gun and shot his wife and children. (Keeping a gun is, of course, also a way that some people reassure themselves that they are really men.) What I was struck by, in addition to the tragedy of the whole story, was the intensity of the shame he felt over being unemployed, which led him to go to such lengths to conceal what had happened to him.

Another source of evidence that violence can be prevented comes from the experience of those religious sub-cultures that practice "primitive Christian communism," such as the Anabaptist sects — the Hutterites, Amish, and Mennonites. These are classless societies with essentially no inequities of income or wealth and virtually no private property, since they pool their economic resources and share them equally. They also experience virtually no physical violence, either individual or collective. The Hutterites, for example, since emigrating from eastern Europe to escape religious persecution around 1874, have lived in communal farms in southern Canada and the north-mid western United States for more than a century. As strict pacifists, that was their only alternative to extermination. Thus, they have no history of collective violence (warfare). They "consider themselves to live the only true form of Christianity, one which entails communal sharing of property and cooperative production and distribution of goods," as Kaplan and Plaut described them in Personality in a Communal Society (1955). That is, they conform to the pattern of the earliest Christian communities, as described in the Acts of the Apostles (2: 44-45): "all that believed were together, and had all things common; And sold their possessions and goods, and parted them to all men, as every man had need." As a result, the Hutterites experienced "virtually no differentiation of class, income, or standard of living... This society comes as close as to being classless as any we know." (Kaplan and Plaut). An intensive review by medical and social scientists of their well-documented behavioral history and vital statistics during the century since their arrival in North America reported that "We did not find a single case of murder, assault or rape. Physical aggressiveness of any sort was quite rate." (Eaton and Weil, Culture and Mental Disorders, 1955.) Hostetler, writing twenty years later, reported that there still had not been a single homicide in the 100 years since the Hutterites entered North America, and only one suicide in a population of about 21,000 (Hutterite Society, 1974).
