Let us use Buddhism as a specific example. It is a system that is gaining a following among many in Hollywood. It is often very simplistically defined as a religion of compassion and ethics. The truth is that there is probably no system of belief more complex than Buddhism. While it starts off with the four noble truths on suffering and its cessation, it then moves to the eightfold path on how to end suffering. But as one enters the eightfold path, there emerge hundreds upon hundreds of other rules to deal with contingencies. From a simple base of four offenses that result in a loss of one’s discipleship status is built an incredible edifice of ways to restoration. Those who follow Buddha’s teachings are given thirty rules on how to ward off those pitfalls. But before one even deals with those, there are ninety-two rules that apply to just one of the offenses. There are seventy-five rules for those entering the order. There are rules of discipline to be applied—two hundred and twenty-seven for men, three hundred and eleven for women. (Readers of Buddhism know that Buddha had to be persuaded before women were even permitted into a disciple’s status. After much pleading and cajoling by one of his disciples, he finally acceded to the request but laid down extra rules for them.) Whatever one may make of all of this, we must be clear that in a nontheistic system, which Buddhism is, ethics become central and rules are added ad infinitum. This is borne out by a study that found that kids who lost a parent early in life didn’t necessarily have more negative moods than other people did—they simply had fewer positive moods. Investigators showed study participants forty mood words. People who lost a parent early in life experienced the negative words as negative, but, according to brain-wave measurements, they also experienced the positive words they saw (“loving, warm-hearted, affectionate, pleased, happy, enthusiastic”) as negative. On paper, at least, none of this would necessarily stop us from getting a stimulus bill passed. After all, Democrats enjoyed a seventy-seven-seat majority in the House and a seventeen-seat majority in the Senate. But even in the best of circumstances, trying to get the largest emergency spending bill in history through Congress in record time would be a little like getting a python to swallow a cow. I also had to contend with a bit of institutionalized procedural mischief—the Senate filibuster—which in the end would prove to be the most chronic political headache of my presidency. The filibuster isn’t mentioned anywhere in the Constitution. Instead, it came into being by happenstance: In 1805, Vice President Aaron Burr urged the Senate to eliminate the “motion to proceed”—a standard parliamentary provision that allows a simple majority of any legislature to end debate on a piece of business and call for a vote. (Burr, who seems never to have developed the habit of thinking things through, reportedly considered the rule a waste of time.) It didn’t take long for senators to figure out that without a formal way to end debate, any one of them could bring Senate business to a halt—and thereby extract all sorts of concessions from frustrated colleagues—simply by talking endlessly and refusing to surrender the floor. In 1917, the Senate curbed the practice by adopting “cloture,” allowing a vote of two-thirds of senators present to end a filibuster. For the next fifty years the filibuster was used only sparingly—most notably by southern Democrats attempting to block anti-lynching and fair-employment bills or other legislation that threatened to shake up Jim Crow. Gradually, though, the filibuster became more routinized and easier to maintain, making it a more potent weapon, a means for the minority party to get its way. The mere threat of a filibuster was often enough to derail a piece of legislation. By the 1990s, as battle lines between Republicans and Democrats hardened, whichever party was in the minority could—and would—block any bill not to their liking, so long as they remained unified and had at least the 41 votes needed to keep a filibuster from being overridden.

It will soon be seven years since the night I bent down by his bed to press my ear against his chest and listen to his breathing as his life came to its end. But even now, and even after rounding out the story of his sometimes turbulent complexity, as I’ve felt obliged to do in order to keep faith with the reality of who he was, it is the reaffirming memories that crowd out all the rest. The sense that I was on a journey with my father—seventy-two years is a good big piece of anybody’s life—did not end abruptly on the day I buried him. On cold November nights when I’m in a thoughtful mood or worried about problems with my work, or personal missteps I may have made, and go out walking by myself along the country roads around my house, I like to imagine that he’s there beside me still, tapping that old cane of his, making his amusing comments on the unpredictable events and unexpected twists and turns in other people’s lives. Perhaps, over the next few years, that sense of his continuing companionship will fade. It probably will. But some part of the legacy my father and good mother gave me will, I know, remain with me even when their voices and their words and the expressions on their faces and the vivid details of their life’s adventure become attenuated in the course of time. Some of the blessings that our parents give us, I need to believe, outlive the death of memory.

When at long last foreign trade is allowed to resume, Hytanicans should strive to empathize with the reluctance of neighboring kingdoms to enter our lands, for Cokyri’s stench is sure to deter even the migrating birds. Scholars have perpetuated the treasury of knowledge and augmented the power of reason. Artists have expanded the circle of sympathy. Activists have pressured the powerful to overturn repressive measures, and their fellow citizens to change repressive norms. Seven hundred million people in the world today live in extreme poverty. Our team’s vision for the facility was a cross between a shooting range and a country club for special forces personnel. That land was ugly: Logging the previous year had left a moonscape of tree stumps and tangled roots lorded over by mosquitoes and poisonous creatures. I killed a snake the first twelve times I went to the property. The heat was miserable. While a local construction company carved the shooting ranges and the lake, our small team installed the culverts and forged new roads and planted the Southern pine utility poles to support the electrical wiring. The basic site work was done in about ninety days—and then we had to figure out what to call the place. The leading contender, “Hampton Roads Tactical Shooting Center,” was professional, but pretty uptight. “Tidewater Institute for Tactical Shooting” had legs, but the acronym wouldn’t have helped us much. But then, as we slogged across the property and excavated ditches, an incessant charcoal mud covered our boots and machinery, and we watched as each new hole was swallowed by that relentless peat-stained black water. Blackwater, we agreed, was a name. Meanwhile, within days of being installed, the Southern pine poles had been slashed by massive black bears marking their territory, as the animals had done there since long before the Europeans settled the New World. By day I mean night, and the tales are those we produce during REM sleep. Well over a century since Freud’s The Interpretation of Dreams, there is still no consensus on why we dream. I read Freud’s book for a junior-year high school class called Hygiene (yes, that’s really what it was called), a somewhat bizarre requirement taught by the school’s gym teachers and sports coaches that focused on first aid and common standards of cleanliness. Lacking material to fill an entire semester, the class was padded by mandatory student presentations on topics deemed loosely relevant. The wow moment for me, and for the class too, was the work of Michel Jouvet, who in the late 1950s explored the dream world of cats.32 By impairing part of the cat brain (the locus coeruleus, if you like that sort of thing), Jouvet removed a neural block that ordinarily prevents dream thoughts from stimulating bodily action, resulting in sleeping cats who crouched and arched and hissed and pawed, presumably reacting to imaginary predators and prey. If you didn’t know the animals were asleep, you might think they were practicing a feline kata. More recently, studies on rats using more refined neurological probes have shown that their brain patterns when dreaming so closely match those recorded when awake and learning a new maze that researchers can track the progress of the dreaming rat mind as it retraces its earlier steps.33 When cats and rats dream it surely seems they’re rehearsing behaviors relevant to survival. Our common ancestor with cats and rodents lived some seventy or eighty million years ago, so extrapolating a speculative conclusion across species separated by tens of thousands of millennia comes with ample warning labels. But one can imagine that our language-infused minds may produce dreams for a similar purpose: to provide cognitive and emotional workouts that enhance knowledge and exercise intuition—nocturnal sessions on the flight simulator of story. Perhaps that is why in a typical life span we each spend a solid seven years with eyes closed, body mostly paralyzed, consuming our self-authored tales.34 Intrinsically, though, storytelling is not a solitary medium. Storytelling is our most powerful means for inhabiting other minds. And as a deeply social species, the ability to momentarily move into the mind of another may have been essential to our survival and our dominance. This offers a related design rationale for coding story into the human behavioral repertoire—for identifying, that is, the adaptive utility of our storytelling instinct.

I was amazed at how expensive economists thought doctors were. They instituted many economic maneuvers—de-skilling medicine onto nurses and physician assistants; computerizing medical decision-making; substituting algorithms for thinking—because they assumed that doctors were such expensive commodities. And yet doctors were not expensive, at least, not the doctors I knew. We cost no more than the nurses, the middle managers, and the information technicians, alas. Adding up all the time I spent with Mrs. Muller, the cost of her accurate diagnosis was about the same as one MRI scan, wholesale. Economists did the same thing with the other remedies of premodern medicine—good food, quiet surroundings, and the little things—treating them as expensive luxuries and cutting them out of their calculations. At Laguna Honda, for instance, while most patients were on fifteen or even twenty daily medications, many of which they didn’t need, the budget for a patient’s daily meals had been pared down to seven dollars, which could supply only the basics. I began to wonder: Had economists ever applied their standard of evidence-based medicine to their own economic assumptions? Under what conditions, with which patients and which diseases was it cost-effective to trade good food, clean surroundings, and doctor time for medications, tests, and procedures? Especially ones that patients didn’t need? Although Mrs. Muller was an impressive example of Laguna Honda’s Slow Medicine, she wasn’t the only one. Almost every patient I admitted had incorrect or outmoded diagnoses and was taking medications for them, too. Medications that required regular blood tests; caused side effects that necessitated still more medications; and put the patient at risk for adverse reactions. Typically my patients came in taking fifteen to twenty-five medications, of which they ended up needing, usually, only six or seven. And medications, even the cheapest, were expensive. Adding in the cost of side effects, lab tests, adverse reactions, and the time pharmacists, doctors, and nurses needed to prepare, order, and administer them, each medication cost something like six or seven dollars a day. So Laguna Honda’s Slow Medicine, to the extent that it led to discontinuing ten or twelve unnecessary medications, was more efficient than efficient health care by at least seventy dollars per day. I

God established the first distinct nations, beginning  about 4500 BC in an area in which an early city was known as Babylon. The city grew over time, and by about 1700 BC, it flourished under the reign of Hammurabi, who developed the world’s first written legal code, pre-dating Moses by about 200 years. Nebuchadnezzar II built Babylon into a magnificent city. Its hanging gardens ranked as one of the Seven Wonders of the World. He ruled for 43 years, until he died in 562 BC. Babylon took Israel captive during his reign in 600 BC, where Israel languished for seventy years. Persia, under Cyrus, conquered Babylon in 539 BC (fulfilling the ‘handwriting on the wall’ – Daniel 5), and Babylon remained under Persian rule, until 332 BC, when Alexander the Great conquered Babylon. As rivers swelled and desert sands shifted, Babylon crumbled. Colonial powers carted away Babylon’s artifacts. The Germans took the Ishtar Gate, the French grabbed ceramics, and the Turks used the bricks, some of which still bore Nebuchadnezzar’s name, to build dams on the Euphrates.

Since they had only been in the area less than a year, the settlers didn’t realize that this was a normal annual thing. So the Tolowa people all across the area and the Yurok further south gathered together at the centre of the world, to dance and celebrate ... They danced all night until morning, and then they rested during the day and prepared food and so forth and then in the evening the dance started again ... And each night the dance became a little more elaborate than the night before ... On about the sixth night ... the local militiamen got together, and they drank some whisky and got a good buzz going, and then they got on their horses and went out and surrounded the village, which was one of the larger towns in the area. And of course we all lived in plankhouses made from redwood then. They lined up along a slough which lies in front of the village and then they began to set the buildings on fire, and as the people were trying to escape they were killed. Anybody who jumped into the slough to get away was gunned down into the water. And it happens that I have a great-great-uncle who survived, he was in the sweat house and he slid out and went into the slough and got away, and then he pushed himself southward in the slough.
