There are some techies out there who believe that the cure-all for any power imbalance or power abuse is simply more data, more transparency. There are some on the left who think power resides only with corporations, and some on the right who think power resides only with government, each side blinded by their selective outrage. There are the naive who believe that good things just happen and the cynical who believe that bad things just happen, the fortunate and unfortunate unlike who think that their lot is simply what they deserve rather than the eminently alterable result of a prior arrangement, an inherited allocation, of power.

That seems to be the case, and one of these features deserves special consideration: the part of the human mind shaped by the evolutionary dynamic known as “reciprocal altruism.” In light of this dynamic, much about the origin of religion, and for that matter much about contemporary religion, makes a new kind of sense. Thanks to reciprocal altruism, people are “designed” to settle into mutually beneficial relationships with other people, people whom they can count on for things ranging from food to valuable gossip to social support, and who in turn can count on them. We enter these alliances almost without thinking about it, because our genetically based emotions draw us in. We feel gratitude for a favor received, along with a sense of obligation, which may lead us to return the favor. We feel growing trust of and affection for people who prove reliable reciprocators (aka “friends”), which keeps us entwined in beneficial relationships. This is what feelings like gratitude and trust are for—the reason they’re part of human nature. But of course, not everyone merits our trust. Some people accept our gifts of food and never reciprocate, or try to steal our mates, or exhibit disrespect in some other fashion. And if we let people thus take advantage of us day after day, the losses add up. In the environment of our evolution, these losses could have made the difference between surviving and not surviving, between prolifically procreating and barely procreating. So natural selection gave us emotions that lead us to punish the untrustworthy—people who violate our expectations of exchange, people who seem to lack the respect that a mutually beneficial relationship demands. They fill us with outrage, with moral indignation, and that outrage—working as “designed” —impels us to punish them in one way or another, whether by actually harming them or just by withholding future altruism. That will teach them! (Perhaps more important, it will also teach anyone else who is watching, and in the ancestral hunter-gatherer environment, pretty much everyone in your social universe was watching.) This is the social context in which the human mind evolved: a world full of neighbors who, to varying degrees, are watching you for signs of betrayal or disrespect or dishonesty—and who, should they see strong evidence of such things, will punish you. In such a social universe, when misfortune comes your way, when someone hits you or ridicules you or suddenly gives you the cold shoulder, there’s a good chance it’s because they feel you’ve violated the rules of exchange. Maybe you’ve failed to do them some favor they think they were due, or maybe you’ve shown them disrespect by doing something that annoys them. Surely it is no coincidence that this generic explanation of why misfortune might emanate from a human being is also the generic explanation of why misfortune emanates from gods. In hunter-gatherer religions—and lots of other religions—when bad things happen, the root cause is almost always that people in one sense or another fail to respect the gods. They either fail to give gods their due (fail, say, to make adequate sacrifices to ancestral spirits), or they do things that annoy gods (like, say, making a noise while cicadas are singing). And the way to make amends to the aggrieved gods is exactly the way you’d make amends to aggrieved people: either give them something (hence ritual sacrifice), or correct future behavior so that it doesn’t annoy them (quit making noises while cicadas are singing).

Many were unable to operate; others disbanded because donors refused to fund them without the IRS seal of approval; some organizations and their donors were audited without justification; and many incurred legal fees and costs fighting the unlawful conduct by Lerner and other IRS employees. The IRS suppressed the entire Tea Party movement just in time to help Obama win reelection. And everyone in the administration involved in this outrageous conduct got away with it without being punished or prosecuted. Was it simply a case of retribution against the perceived “enemies” of the administration? No, this was much bigger than political payback. It was a systematic and concerted effort to squash the Tea Party movement—one of the most organic and powerful political movements in recent memory—during an election season. [See Appendix for select IRS documents uncovered by Judicial Watch.] This was about campaign politics. It was a scandal for the ages. President Obama obviously wanted this done even if he gave no direct orders for it. In 2015, he told Jon Stewart on The Daily Show that “you don’t want all this money pouring through non-profits.” But there is no law preventing money from “pouring through non-profits” that they use to achieve their legal purposes and the objectives of their members. Who didn’t want this money pouring through nonprofits? Barack Obama. In the subsequent FOIA litigation filed by Judicial Watch, the IRS obstructed and lied to a federal judge and Judicial Watch in an effort to hide the truth about what Lois Lerner and other senior officials had done. The IRS, including its top political appointees like IRS Commissioner John Koskinen and General Counsel William J. Wilkins, have much to answer for over their contempt of court and of Congress. And the Department of Justice lawyers and officials enabling this cover-up in court need to be held accountable as well. If the Tea Party and other conservative groups had been fully active in the critical months leading up to the 2012 election, would Mitt Romney have been elected president? We will, of course, never know for certain. But we do know that President Obama’s Internal Revenue Service targeted right-leaning organizations applying for tax-exempt status and prevented them from entering the fray during that period. That is how you steal an election in plain sight. Accountability is not something we will get from the Obama administration. But Judicial Watch will continue its independent investigation and certainly any new presidential administration should take a fresh look at this IRS scandal.

Rex Stout, creator of orchid-loving detective Nero Wolfe, achieved a new wave of popularity on this amusing series. Axis shortwave broadcasts were monitored by a staff of linguists at the CBS listening station; what were considered the most outrageous lies were then typed into a weekly log of about 30,000 words. Stout would read this, select up to 150 items he found most interesting, and give them to Sue Taylor White (who had given up a job writing soap operas to do war work) for researching. The most entertaining lies, as well as those lending themselves to what Time called Stout’s “lunch-counter sarcasm,” were used on the air. The lies were read rapid-fire by an announcer, often in mock German or Japanese accents, and were just as quickly countered by Stout. When it was claimed that all the best American baseball players were German, Stout’s reply was typical: “They’ve got the facts, no getting away from it. Take the six leading batters in the major leagues—Williams, Gordon, Wright, Reiser, Lombardi, Medwick. Some bunch of Germans. Also the great German prizefighter, Joe Louis.

While whites were still the majority, they established preferences for blacks and Hispanics that took such deep root that Congress and state legislatures have been powerless to abolish them. These programs would provoke outrage if they were practiced in favor of whites, but they have been partially curbed only by state ballot initiatives and equivocal Supreme Court decisions. Demography would change this. In 2006, the state of Michigan voted to abolish racial preferences in college admissions and state contracting, but the measure passed only because whites were still a majority. Eighty-five percent of blacks and 69 percent of Hispanics voted to maintain racial preferences for themselves. When they have a voting majority nothing will prevent non-whites from reestablishing and extending preferences. Are there portents in the actions of Eric Holder, the first black attorney general, appointed by the first black president? J. Christian Adams, a white Justice Department lawyer resigned in protest when the department dropped a case of voter intimidation the previous administration had already won by default against the New Black Panther Party. In this 2008 case, fatigue-clad blacks waved billy clubs at white voters and yelled such things as “You are about to be ruled by the black man, cracker!” Mr. Adams called it “the simplest and most obvious violation of federal law I saw in my Justice Department career.” He believed the decision to dismiss the case reflected hostility to the rights of whites. He said some of his colleagues called selective prosecution “payback time,” adding that “citizens would be shocked to learn about the open and pervasive hostility within the Justice Department to bringing civil rights cases against nonwhite defendants on behalf of white victims.” Christopher Coates, who was the head of the voting section of the Civil Rights Division, agreed with this assessment. In sworn testimony before Congress, he called the dismissal of the Black Panthers case a “travesty of justice” and described a “hostile atmosphere” against “race-neutral enforcement” of the Voting Rights Act. He said the department had a “deep-seated opposition to the equal enforcement of the Voting Rights Act against racial minorities and for the protection of white voters who have been discriminated against.” How will the department behave when whites become a minority?
