The history of black workers in the United States illustrates the point. As already noted, from the late nineteenth-century on through the middle of the twentieth century, the labor force participation rate of American blacks was slightly higher than that of American whites. In other words, blacks were just as employable at the wages they received as whites were at their very different wages. The minimum wage law changed that. Before federal minimum wage laws were instituted in the 1930s, the black unemployment rate was slightly lower than the white unemployment rate in 1930. But then followed the Davis-Bacon Act of 1931, the National Industrial Recovery Act of 1933 and the Fair Labor Standards Act of 1938—all of which imposed government-mandated minimum wages, either on a particular sector or more broadly. The National Labor Relations Act of 1935, which promoted unionization, also tended to price black workers out of jobs, in addition to union rules that kept blacks from jobs by barring them from union membership. The National Industrial Recovery Act raised wage rates in the Southern textile industry by 70 percent in just five months and its impact nationwide was estimated to have cost blacks half a million jobs. While this Act was later declared unconstitutional by the Supreme Court, the Fair Labor Standards Act of 1938 was upheld by the High Court and became the major force establishing a national minimum wage. As already noted, the inflation of the 1940s largely nullified the effect of the Fair Labor Standards Act, until it was amended in 1950 to raise minimum wages to a level that would have some actual effect on current wages. By 1954, black unemployment rates were double those of whites and have continued to be at that level or higher. Those particularly hard hit by the resulting unemployment have been black teenage males. Even though 1949—the year before a series of minimum wage escalations began—was a recession year, black teenage male unemployment that year was lower than it was to be at any time during the later boom years of the 1960s. The wide gap between the unemployment rates of black and white teenagers dates from the escalation of the minimum wage and the spread of its coverage in the 1950s. The usual explanations of high unemployment among black teenagers—inexperience, less education, lack of skills, racism—cannot explain their rising unemployment, since all these things were worse during the earlier period when black teenage unemployment was much lower. Taking the more normal year of 1948 as a basis for comparison, black male teenage unemployment then was less than half of what it would be at any time during the decade of the 1960s and less than one-third of what it would be in the 1970s. Unemployment among 16 and 17-year-old black males was no higher than among white males of the same age in 1948. It was only after a series of minimum wage escalations began that black male teenage unemployment not only skyrocketed but became more than double the unemployment rates among white male teenagers. In the early twenty-first century, the unemployment rate for black teenagers exceeded 30 percent. After the American economy turned down in the wake of the housing and financial crises, unemployment among black teenagers reached 40 percent.

In a 2016 book widely publicized in the US, Stern claimed that 58 per cent of all jobs would be automated eventually, driven by the ethos of shareholder value. He told the American media group Bloomberg, ‘It’s not like the fall of the auto and steel industries. That hit just a sector of the country. This will be widespread. People will realize that we don’t have a storm anymore; we have a tsunami.’16 Nevertheless, there are reasons to be sceptical about the prospect of a jobless or even workless future. It is the latest version of the ‘lump of labour fallacy’, the idea that there is only a certain amount of labour and work to be done, so that if more of it can be automated or done by intelligent robots, human workers will be rendered redundant. In any case, very few jobs can be automated in their entirety. The result was that in the final roll, only 17,000 could be declared as voters from one area where there were 128,000 in the draft rolls. These figures were alarming. The publication of final rolls was held up for some time. In fact, according to police sources, there were possibly around 400,000 illegal immigrants in Delhi at that time. There were speculations in the press suggesting that this was just the tip of the iceberg. It took up to November for elections to be held.

Not only do they have to deal with falling debris but workers also have to be aware of faulty wirings, defective equipment and weather warnings. Workers even sometimes have to lose their lives in the midst of construction. These circumstances are inevitable and precautions were already implemented even at the start of training. Yet, it cannot be denied that construction is one of the most lucrative businesses in the world today. Everywhere we go, we see buildings being built and establishments being constructed. We see new structures in developed nations. New York, America, Tokyo, Japan, Beijing, China and Seoul, South Korea are some of the leading cities which feature new construction projects almost everyday. Singapore is also not left behind. Considered as one of the most flourishing countries in the world, the little island-city has prided itself with new infrastructure projects and promise a thousand more to come. It came no surprise that the country’s journey towards urbanization was held liable for the deaths of hundreds of construction workers in the previous years. Just recently, though, Singapore has declared their concern on the number of fatalities there are in a construction project. If not of deaths, accidents resulting to fractures and minor and major injuries are also experienced in other neighboring countries. Cedar Capital Group in Tokyo Japan, one the distributor of heavy capital equipment in the country, reports to have dozens of death in the last 4 years of their operation. This, as they claim, is one of the reasons why there is a large scarcity in job application related to construction. Many companies are also faced with numerous complaints because of these deaths and injuries. According to further review, approximately one-quarter of the deaths result from exposure to hazardous substances which cause such disabling illnesses as cancer and cardiovascular, respiratory and nervous-system disorders. Analysts even warn that work-related diseases are expected to double by the year 2020 and that if improvements are not implemented now, exposures today will kill people by the year 2020. Surprisingly, though, while people are being troubled with the number of casualties in the construction sector, recent studies and statistics show fewer deaths in construction sector in the first half of the year. Specifically in Singapore, Manpower Ministry has announced only 8 death reports compared to the 17 deaths in 2014. Although this is not a reason to celebrate since there are still fatalities, Singapore’s Contractual Association stated that this is an improvement as it shows the effectiveness of the recent awareness programs and training seminars conducted across the island-city. The country aims to clear all fatalities for the next succeeding years.

The occasion was to celebrate the success of the first edition of Girls Who Code and collect additional funds in support of the initiative. The first 20 “graduates” of the course spoke of their experience and their dreams for the future, while sitting at the gigantic table in the NYSE’s Board Room. Tomorrow, one of them could return as the CEO of a high-tech business, and perhaps ring the bell on the trading floor to inaugurate her company’s Initial Public Offering.

BEHIND THE WALL The Berlin Wall fell on November 9, 1989, twenty-five years ago this month, but the first attempts to breach it came immediately after it went up, just past midnight on August 13, 1961. The East German regime had been secretly stockpiling barbed wire and wooden sawhorses, which the police, who learned of their mission only that night, hastily assembled into a barrier. For many Berliners, the first sign that a historic turn had been taken was when the U-Bahn, the city’s subway, stopped running on certain routes, leaving late-night passengers to walk home through streets that were suddenly filled with soldiers. As realization set in, so did a sense of panic. By noon the next day, as Ann Tusa recounts in “The Last Division,” people were trying to pull down the barbed wire with their hands. Some succeeded, in scattered places, and a car drove through a section of the Wall to the other side. In the following weeks, the authorities began reinforcing it. Within a year, the Wall was nearly eight feet high, with patrols and the beginnings of a no man’s land. But it still wasn’t too tall for a person to scale, and on August 17, 1962, Peter Fechter, who was eighteen years old, and his friend Helmut Kulbeik decided to try. They picked a spot on Zimmerstrasse, near the American Checkpoint Charlie, and just after two o’clock in the afternoon they made a run for it. Kulbeik got over, but Fechter was shot by a guard, and fell to the ground. He was easily visible from the West; there are photographs of him, taken as he lay calling for help. Hundreds of people gathered on the Western side, shouting for someone to save him. The East German police didn’t want to, and the Americans had been told that if they crossed the border they might start a war. Someone tossed a first-aid kit over the Wall, but Fechter was too weak to pick it up. After an hour, he bled to death. Riots broke out in West Berlin, and many asked angrily why the Americans had let Fechter die. He was hardly more than a child, and he wanted to be a free man. It’s a fair question, though one can imagine actions taken that day which could have led to a broader confrontation. It was not a moment to risk grand gestures; Fechter died two months before the Cuban missile crisis. (When the Wall went up, John F. Kennedy told his aides that it was “not a very nice solution, but a wall is a hell of a lot better than a war.”) And there was something off key about Germans, so soon after the end of the Second World War, railing about others being craven bystanders. Some observers came to see the Wall as the necessary scaffolding on which to secure a postwar peace. That’s easy to say, though, when one is on the side with the department stores, and without the secret police. Technically, West Berlin was the city being walled in, a quasi-metropolis detached from the rest of West Germany. The Allied victors—America, Britain, France, and the Soviet Union—had divided Germany into four parts, and, since Berlin was in the Soviet sector, they divided the city into four parts, too. In 1948, the Soviets cut off most road and rail access to the city’s three western sectors, in an effort to assert their authority. The Americans responded with the Berlin Airlift, sending in planes carrying food and coal, and so much salt that their engines began to corrode. By the time the Wall went up, it wasn’t the West Berliners who were hungry. West Germany’s Wirtschaftswunder , or economic miracle, was under way, while life in the East involved interminable shortages. West Berliners were surrounded by Soviet military encampments, but they were free and they could leave—and so could anyone who could get to their part of the city. The East Berliners were the prisoners. In the weeks before the Wall went up, more than a thousand managed to cross the border each day; the Wall was built to keep them from leaving. But people never stopped trying to tear it down.

In the past, the stick of regulation and the rod of taxation were the methods that environmentalists believed could break the fossil fuel economy. But the Inflation Reduction Act doesn’t rely on such punitive tactics, because Manchin culled them from the bill. Instead, it imagined that the United States could become the global leader of a booming climate economy, if the government provided tax credits and subsidies, a lucrative set of incentives. There was a cost associated with the bill. By the Congressional Budget Office’s score, it offered $386 billion in tax credits to encourage the production of wind turbines, solar panels, geothermal plants, and battery storage. Tax credits would reduce the cost of electric vehicles so that they would become the car of choice for Middle America. But $386 billion was an estimate, not a price tag, since the legislation didn’t cap the amount of money available in tax credits. If utilities wanted to build more wind turbines or if demand for electric vehicles surged, the government would keep spending. When Credit Suisse studied the program, it estimated that so many businesses and consumers will avail themselves of the tax credits that the government could spend nearly $800 billion. If Credit Suisse is correct, then the tax credits will unleash $1.7 trillion in private sector spending on green technologies. Within six years, solar and wind energy produced by the US will be the cheapest in the world. Alternative energies will cross a threshold: it will become financially irresponsible not to use them. Even though Joe Biden played a negligible role in the final negotiations, the Inflation Reduction Act exudes his preferences. He romanticizes the idea of factories building stuff. It is a vision of the Goliath of American manufacturing, seemingly moribund, sprung back to life. At the same time that the legislation helps to stall climate change, it allows the United States to dominate the industries of the future. This was a bill that, in the end, climate activists and a broad swath of industry could love. Indeed, strikingly few business lobbies, other than finance and pharma, tried to stymie the bill in its final stages. It was a far cry from the death struggles over energy legislation in the Clinton and Obama administrations, when industry scuppered transformational legislation. The Inflation Reduction Act will allow the United States to prevent its own decline. And not just economic decline. Without such a meaningful program, the United States would have had no standing to prod other countries to respond more aggressively to climate change. It would have been a marginal player in shaping the response to the planet’s greatest challenge. The bill was an investment in moral authority.

The corporate czars we celebrate—with some exceptions—are second or third-generation tycoons who run huge empires comprising dozens of unrelated businesses. Traditional management theory will wonder how a company can be in food, telecom, power, construction and financial sectors all at the same time. However, in India, such conglomerates thrive. The promoters of these companies have the required skill—navigating the Indian government maze. Whether it is obtaining permission to set up a power plant, or to use agricultural land for commercial purposes, or to obtain licences to open a bank or sell liquor—our top business promoters can get all this done, something ordinary Indians would never be able to. This is why they are able to make billions. We then load them with awards, rank them on lists and treat them as role models for the young. In reality, they are hardly icons. They have milked an unfair system for their personal benefit, taking opportunities that would have belonged to the young on a level playing field. Indian companies make money from rent-seeking behaviour, creating artificial barriers of access to regulators, thereby depriving our start-ups of wealth-generating opportunities. None of the recent technologies that have changed the world and created wealth—telecom, computers, aviation—have come out of India. Yet, our promoters have figured out a way to make money from them by bulldozing their way into their share of the pie, rationing out the technology to Indians and setting themselves up as modern-day heroes. In reality, they are no heroes. They are the opposite of cool and, despite their billions, they are what young people call 'losers'. For if they are not losers, why have they never raised their voices against governmental corruption? Our corporate honchos don't think twice before creating a cartel to fleece customers. We anchor ourselves to the word of God, as contained in the scriptures and in the teachings of modern prophets. Unless we are anchored to these truths as our major premises and assumptions, we cannot be sure that our conclusions are true. Being anchored to eternal truth will not protect us from the tribulation and persecution Jesus predicted (Matthew 13:21), but it will give us the peace that comes from faith in Jesus Christ and the knowledge that we are on the pathway to eternal life. . . . We oppose moral relativism, and we must help our youth avoid being deceived and persuaded by reasoning and conclusions based on its false premises. . . . We reject the modern idea that marriage is a relationship that exists primarily for the fulfillment of the individuals who enter into it, with either one of them being able to terminate it at will. We focus on the well-being of children, not just ourselves. . . . “God has commanded that the sacred powers of procreation are to be employed only between man and woman, lawfully wedded as husband and wife.” That declaration is not politically correct but it is true, and we are responsible to teach and practice its truth. That obviously sets us against many assumptions and practices in today’s world--the birth of millions of innocent children to unwed mothers being only one illustration. . . . Of course, we see the need to correct some long-standing deficiencies in legal protections and opportunities for women. But in our private behavior, as President Gordon B. Hinckley taught many years ago about the public sector, we believe that any effort “to create neuter gender of that which God created male and female will bring more problems than benefits.” . . . When we begin by measuring modern practices and proposals against what we know of God’s Plan and the premises given in the word of God and the teachings of His living prophets, we must anticipate that our conclusions will differ from persons who do not think in that way. But we are firm in this because we know that this puts us on safe ground, eternally. . . . [Some] persons . . . mistakenly believe that God’s love is so great and so unconditional that it will mercifully excuse them from obeying His laws or the conditions of His Plan. They reason backward from their desired conclusion, and assume that the fundamentals of God’s eternal law must adhere to their concepts. But this thinking is confused. The love of God does not supersede His commandments or His Plan. . . . The kingdom of glory to which we are assigned in the final judgment is not determined by love but by the law that God has given us--because of His love--to qualify us for eternal life, “the greatest of all the gifts of God” (D&C 14:7). Those who know that truth will surely think differently about many things than those who do not. . . . We cannot escape the conclusions, teachings, and advocacy of modern Pharisees. We must live in the world. But the teaching that we not be “of the world” (John 15:19; 17:14, 16) requires us to identify error and exclude it from our thinking, our desires, and our actions.
