The first experiment along these lines had already been attempted years ago by the people of Chad, whom the French government had paid a great deal to carry on holding a certain Mme Claustre, an anthropologist, and whom they had thereby saved from the clutches of the Whites who wished to turn her over to scientific prostitution. This almost accidental event soon resulted in all the West’s anthropologists rushing off to African reservations, where they could at last devote themselves to the observation of the only ethnic group worthy of the name—their own. By contrast, upon their approach, all the beasts of the savannahs ran off to take refuge in urban zoos, and the Africans themselves withdrew into their missions, for fear of being devoured by ethnologists who had very rapidly reverted to cannibalism.

It's a stupendous day for Dr. Seuss fans, with the announcement of a new, previously unpublished picture book, What Pet Should I Get? , to be released on July 28th.  When Dr. Seuss (aka Ted Geisel) passed away in 1991 he left behind pages of text and sketches for book ideas and projects he had worked on over the years but hadn't completed before his death. Where were these hidden gems, you might ask?  Locked away in a safe? Buried in the backyard? Hidden behind a secret wall in his hat closet?  No.  Like many utterly ordinary people, Seuss had a box in his office filled with a paper trail of ideas and bursts of creativity--only in this case, it was a veryspecial box of creative bits and pieces... Who knew, when his wife, Audrey Geisel, packed away that box shortly after Seuss' death, that when she opened it up over two decades later, she would discover the complete manuscript and illustrations for What Pet Should I Get? . I'm envisioning a ray of bright green and blue and red sunshine beaming down on that moment...  In point of fact, the brilliant colors of Seuss' stories came later in the evolution of his books, so color is being added to the black and white sketches of What Pet Should I Get? by Seuss' former art director, Cathy Goldsmith, who worked with him on the last book he published before his death, Oh, The Places You'll Go!   I can't even imagine the goosebumps Goldsmith must have felt to see and hold never-before-seen Seuss artwork... So while we have to wait until the sun is beating down and summer vacation is nearing an end before we can get our hands on a brand new Dr. Seuss story, can also look forward to hearing about what else was found in that treasure trove of Seussy goodness--two more stories are promised as a result of the findings.

The chorus of criticism culminated in a May 27 White House press conference that had me fielding tough questions on the oil spill for about an hour. I methodically listed everything we'd done since the Deepwater had exploded, and I described the technical intricacies of the various strategies being employed to cap the well. I acknowledged problems with MMS, as well as my own excessive confidence in the ability of companies like BP to safeguard against risk. I announced the formation of a national commission to review the disaster and figure out how such accidents could be prevented in the future, and I reemphasized the need for a long-term response that would make America less reliant on dirty fossil fuels. Reading the transcript now, a decade later, I'm struck by how calm and cogent I sound. Maybe I'm surprised because the transcript doesn't register what I remember feeling at the time or come close to capturing what I really wanted to say before the assembled White House press corps: That MMS wasn't fully equipped to do its job, in large part because for the past thirty years a big chunk of American voters had bought into the Republican idea that government was the problem and that business always knew better, and had elected leaders who made it their mission to gut environmental regulations, starve agency budgets, denigrate civil servants, and allow industrial polluters do whatever the hell they wanted to do. That the government didn't have better technology than BP did to quickly plug the hole because it would be expensive to have such technology on hand, and we Americans didn't like paying higher taxes - especially when it was to prepare for problems that hadn't happened yet. That it was hard to take seriously any criticism from a character like Bobby Jindal, who'd done Big Oil's bidding throughout his career and would go on to support an oil industry lawsuit trying to get a federal court to lift our temporary drilling moratorium; and that if he and other Gulf-elected officials were truly concerned about the well-being of their constituents, they'd be urging their party to stop denying the effects of climate change, since it was precisely the people of the Gulf who were the most likely to lose homes or jobs as a result of rising global temperatures. And that the only way to truly guarantee that we didn't have another catastrophic oil spill in the future was to stop drilling entirely; but that wasn't going to happen because at the end of the day we Americans loved our cheap gas and big cars more than we cared about the environment, except when a complete disaster was staring us in the face; and in the absence of such a disaster, the media rarely covered efforts to shift America off fossil fuels or pass climate legislation, since actually educating the public on long-term energy policy would be boring and bad for ratings; and the one thing I could be certain of was that for all the outrage being expressed at the moment about wetlands and sea turtles and pelicans, what the majority of us were really interested in was having the problem go away, for me to clean up yet one more mess decades in the making with some quick and easy fix, so that we could all go back to our carbon-spewing, energy-wasting ways without having to feel guilty about it. I didn't say any of that. Instead I somberly took responsibility and said it was my job to "get this fixed." Afterward, I scolded my press team, suggesting that if they'd done better work telling the story of everything we were doing to clean up the spill, I wouldn't have had to tap-dance for an hour while getting the crap kicked out of me. My press folks looked wounded. Sitting alone in the Treaty Room later that night, I felt bad about what I had said, knowing I'd misdirected my anger and frustration. It was those damned plumes of oil that I really wanted to curse out.

Wild bill was a strange character, just the one which a novelist might gloat over. Whether on foot or on horseback, he was one of the most perfect types of physical manhood I ever saw. Of his courage there could be no question; it had been brought to the test on too many occasions to admit a doubt. His skill in the use of the rifle and pistol was unerring; while his deportment was exactly the opposite of what might be expected from a man of his surroundings. It was entirely free of bluster or bravado. He seldom spoke of himself unless requested to do so. His conversation, strange to say, never bordered either on the vulgar or blasphemous. His influence among the frontiersmen was unbounded, his word was law; and many are the personal quarrels and disturbances which he has checked among his comrades by his simple announcement that "this has gone far enough" if need be followed by the ominous warning that when persisted in or renewed the quarreler "must settle it with me". Wild Bill is anything but a quarrelsome man; yet no one but himself can enumerate the many conflicts in which he has been engaged, and which have almost invariably resulted in the death of his adversary. I have personal knowledge of at least half a dozen men whom he has at various times killed, one of these being at the time a member of my command. Wild Bill always carried two handsome ivory-handled revolvers of the large size; he was never seen without them. Where this is the common custom, brawls or personal difficulties are seldom if ever settled by blows. The quarrel is not from word to blow, but from a word to revolver, and he who can draw and fire first is the best man. An item which has been floating lately through the columns of the press states that, "the funeral of 'Jim Bludso,' who was killed the other day by 'Wild Bill' took place today" and then adds: "The funeral expenses were borne by 'Wild Bill'" What could be more thoughtful than this? Not only to send a fellow mortal out of the world, but to pay the expenses of the transit.

When we left, we were told it would be another month before the winner was announced. Then I felt really discouraged. Friends were telling me that my injuries and my fitness level guaranteed me the cover. I felt the opposite. I didn’t feel I was as fit as the others and I felt like the war was too controversial a topic for the magazine to want to feature a wounded veteran. I had completely talked myself out of even the slightest possibility of winning by the time I was back on a plane to New York a month later to find out the results. My family didn’t believe that I didn’t know already. They thought I’d been told and kept asking me about it. But I really didn’t know. The winner was being announced live on NBC’s Today show. I had made my peace with not winning and Jamie and I were just excited to go to New York and be on Today. We had a layover in Charlotte, North Carolina, and when we landed there I had a voice mail from my friend Billy. His message: “I thought we had to wait to see who won? It’s already out!” I clicked onto my Facebook app and saw that Billy had posted a picture of him and some of his buddies at a truck stop in Kentucky posing with a Men’s Health magazine--and I was on the cover! I was shocked. But even then I was convinced this wasn’t real. Maybe the editors had decided to give the cover to all three of us and we each had a different region of the country. It felt incredible to see myself on the cover of that magazine but I just wasn’t convinced I was the outright winner. Jamie and I got to our hotel room late. I called my contact at Men’s Health, Nora, and said, “I’ve already seen the magazine.” There was a beat on the other end of the line before she flatly said, “We’ll talk about it in the morning.” So Jamie and I went to bed. The next morning we met up with Finny and Kavan and headed over to 30 Rockefeller Plaza for the Today show. I didn’t say a word about what I’d seen. When we arrived, Nora was at the door. I waited for the others to go in before I said to her, “So we’re not going to talk about what we’re not going to talk about?” I was smirking a little but quickly wiped the grin off my face when I saw the look on Nora’s. “You’re not the only person in this competition, Noah. Not everyone knows.” Roger that. I wouldn’t say another word.

Political philosophers of the Enlightenment, from Hobbes and Locke, reaching down to John Rawls and his followers today, have found the roots of political order and the motive of political obligation in a social contract – an agreement, overt or implied, to be bound by principles to which all reasonable citizens can assent. Although the social contract exists in many forms, its ruling principle was announced by Hobbes with the assertion that there can be ‘no obligation on any man which ariseth not from some act of his own’.1 My obligations are my own creation, binding because freely chosen. When you and I exchange promises, the resulting contract is freely undertaken, and any breach does violence not merely to the other but also to the self, since it is a repudiation of a well-grounded rational choice. If we could construe our obligation to the state on the model of a contract, therefore, we would have justified it in terms that all rational beings must accept. Contracts are the paradigms of self-chosen obligations – obligations that are not imposed, commanded or coerced but freely undertaken. When law is founded in a social contract, therefore, obedience to the law is simply the other side of free choice. Freedom and obedience are one and the same. Such a contract is addressed to the abstract and universal Homo oeconomicus who comes into the world without attachments, without, as Rawls puts it, a ‘conception of the good’, and with nothing save his rational self-interest to guide him. But human societies are by their nature exclusive, establishing privileges and benefits that are offered only to the insider, and which cannot be freely bestowed on all-comers without sacrificing the trust on which social harmony depends. The social contract begins from a thought-experiment, in which a group of people gather together to decide on their common future. But if they are in a position to decide on their common future, it is because they already have one: because they recognize their mutual togetherness and reciprocal dependence, which makes it incumbent upon them to settle how they might be governed under a common jurisdiction in a common territory. In short, the social contract requires a relation of membership. Theorists of the social contract write as though it presupposes only the first-person singular of free rational choice. In fact, it presupposes a first-person plural, in which the burdens of belonging have already been assumed.

Washington University found that adding a single extra gene dramatically boosted a mouse’s memory and ability. These “smart mice” could navigate mazes faster, remember events better, and outperform other mice in a wide variety of tests. They were dubbed “Doogie mice,” after the precocious character on the TV show Doogie Howser, M.D. Dr. Tsien began by analyzing the gene NR2B, which acts like a switch controlling the brain’s ability to associate one event with another. (Scientists know this because when the gene is silenced or rendered inactive, mice lose this ability.) All learning depends on NR2B, because it controls the communication between memory cells of the hippocampus. First Dr. Tsien created a strain of mice that lacked NR2B, and they showed impaired memory and learning disabilities. Then he created a strain of mice that had more copies of NR2B than normal, and found that the new mice had superior mental capabilities. Placed in a shallow pan of water and forced to swim, normal mice would swim randomly about. They had forgotten from just a few days before that there was a hidden underwater platform. The smart mice, however, went straight to the hidden platform on the first try. Since then, researchers have been able to confirm these results in other labs and create even smarter strains of mice. In 2009, Dr. Tsien published a paper announcing yet another strain of smart mice, dubbed “Hobbie-J” (named after a character in Chinese cartoons). Hobbie-J was able to remember novel facts (such as the location of toys) three times longer than the genetically modified strain of mouse previously thought to be the smartest. “This adds to the notion that NR2B is a universal switch for memory formation,” remarked Dr. Tsien. “It’s like taking Michael Jordon and making him a super Michael Jordan,” said graduate student Deheng Wang. There are limits, however, even to this new mice strain. When these mice were given a choice to take a left or right turn to get a chocolate reward, Hobbie-J was able to remember the correct path for much longer than the normal mice, but after five minutes he, too, forgot. “We can never turn it into a mathematician. They are rats, after all,” says Dr. Tsien. It should also be pointed out that some of the strains of smart mice were exceptionally timid compared to normal mice. Some suspect that, if your memory becomes too great, you also remember all the failures and hurts as well, perhaps making you hesitant. So there is also a potential downside to remembering too much.

Meanwhile, scientists are studying certain drugs that may erase traumatic memories that continue to haunt and disturb us. In 2009, Dutch scientists, led by Dr. Merel Kindt, announced that they had found new uses for an old drug called propranolol, which could act like a “miracle” drug to ease the pain associated with traumatic memories. The drug did not induce amnesia that begins at a specific point in time, but it did make the pain more manageable—and in just three days, the study claimed. The discovery caused a flurry of headlines, in light of the thousands of victims who suffer from PTSD (post-traumatic stress disorder). Everyone from war veterans to victims of sexual abuse and horrific accidents could apparently find relief from their symptoms. But it also seemed to fly in the face of brain research, which shows that long-term memories are encoded not electrically, but at the level of protein molecules. Recent experiments, however, suggest that recalling memories requires both the retrieval and then the reassembly of the memory, so that the protein structure might actually be rearranged in the process. In other words, recalling a memory actually changes it. This may be the reason why the drug works: propranolol is known to interfere with adrenaline absorption, a key in creating the long-lasting, vivid memories that often result from traumatic events. “Propranolol sits on that nerve cell and blocks it. So adrenaline can be present, but it can’t do its job,” says Dr. James McGaugh of the University of California at Irvine. In other words, without adrenaline, the memory fades. Controlled tests done on individuals with traumatic memories showed very promising results. But the drug hit a brick wall when it came to the ethics of erasing memory. Some ethicists did not dispute its effectiveness, but they frowned on the very idea of a forgetfulness drug, since memories are there for a purpose: to teach us the lessons of life. Even unpleasant memories, they said, serve some larger purpose. The drug got a thumbs-down from the President’s Council on Bioethics. Its report concluded that “dulling our memory of terrible things [would] make us too comfortable with the world, unmoved by suffering, wrongdoing, or cruelty.… Can we become numb to life’s sharpest sorrows without also becoming numb to its greatest joys?” Dr. David Magus of Stanford University’s Center for Biomedical Ethics says, “Our breakups, our relationships, as painful as they are, we learn from some of those painful experiences. They make us better people.” Others disagree. Dr. Roger Pitman of Harvard University says that if a doctor encounters an accident victim who is in intense pain, “should we deprive them of morphine because we might be taking away the full emotional experience? Who would ever argue with that? Why should psychiatry be different? I think that somehow behind this argument lurks the notion that mental disorders are not the same as physical disorders.

Jesus, then, went to Jerusalem not just to preach, but to die. Schweitzer was right: Jesus believed that the messianic woes were about to burst upon Israel, and that he had to take them upon himself, solo. In the Temple and the upper room, Jesus deliberately enacted two symbols, which encapsulated his whole work and agenda. The first symbol said: the present system is corrupt and recalcitrant. It is ripe for judgment. But Jesus is the Messiah, the one through whom YHWH, the God of all the world, will save Israel and thereby the world. And the second symbol said: this is how the true exodus will come about. This is how evil will be defeated. This is how sins will be forgiven. Jesus knew—he must have known—that these actions, and the words which accompanied and explained them, were very likely to get him put on trial as a false prophet leading Israel astray, and as a would-be Messiah; and that such a trial, unless he convinced the court otherwise, would inevitably result in his being handed over to the Romans and executed as a (failed) revolutionary king. This did not, actually, take a great deal of “supernatural” insight, any more than it took much more than ordinary common sense to predict that, if Israel continued to attempt rebellion against Rome, Rome would eventually do to her as a nation what she was now going to do to this strange would-be Messiah. But at the heart of Jesus’ symbolic actions, and his retelling of Israel’s story, there was a great deal more than political pragmatism, revolutionary daring, or the desire for a martyr’s glory. There was a deeply theological analysis of Israel, the world, and his own role in relation to both. There was a deep sense of vocation and trust in Israel’s god, whom he believed of course to be God. There was the unshakable belief—Gethsemane seems nearly to have shaken it, but Jesus seems to have construed that, too, as part of the point, part of the battle—that if he went this route, if he fought this battle, the long night of Israel’s exile would be over at last, and the new day for Israel and the world really would dawn once and for all. He himself would be vindicated (of course; all martyrs believed that); and Israel’s destiny, to save the world, would thereby be accomplished. Not only would he create a breathing space for his followers and any who would join them, by drawing on to himself for a moment the wrath of Rome and letting them escape; if he was defeating the real enemy, he was doing so on behalf of the whole world. The servant-vocation, to be the light of the world, would come true in him, and thence in the followers who would regroup after his vindication. The death of the shepherd would result in YHWH becoming king of all the earth. The vindication of the “son of man” would see the once-for-all defeat of evil, the rescue of the true Israel, and the establishment of a worldwide kingdom. Jesus therefore took up his own cross. He had come to see it, too, in deeply symbolic terms: symbolic, now, not merely of Roman oppression, but of the way of love and peace which he had commended so vigorously, the way of defeat which he had announced as the way of victory. Unlike his actions in the Temple and the upper room, the cross was a symbol not of praxis but of passivity, not of action but of passion. It was to become the symbol of victory, but not of the victory of Caesar, nor of those who would oppose Caesar with Caesar’s methods. It was to become the symbol, because it would be the means, of the victory of God.14

ONE of the evil results of the political subjection of one people by another is that it tends to make the subject nation unnecessarily and excessively conscious of its past. Its achievements in the old great days of freedom are remembered, counted over and exaggerated by a generation of slaves, anxious to convince the world and themselves that they are as good as their masters. Slaves cannot talk of their present greatness, because it does not exist; and prophetic visions of the future are necessarily vague and unsatisfying. There remains the past. Out of the scattered and isolated facts of history it is possible to build up Utopias and Cloud Cuckoo Lands as variously fantastic as the New Jerusalems of prophecy. It is to the past — the gorgeous imaginary past of those whose present is inglorious, sordid, and humiliating — it is to the delightful founded-on-fact romances of history that subject peoples invariably turn. Thus, the savage and hairy chieftains of Ireland became in due course “the Great Kings of Leinster,” “the mighty Emperors of Meath.” Through centuries of slavery the Serbs remembered and idealised the heroes of Kossovo. And for the oppressed Poles, the mediaeval Polish empire was much more powerful, splendid, and polite than the Roman. The English have never been an oppressed nationality; they are in consequence most healthily unaware of their history. They live wholly in the much more interesting worlds of the present — in the worlds of politics and science, of business and industry. So fully, indeed, do they live in the present, that they have compelled the Indians, like the Irish at the other end of the world, to turn to the past. In the course of the last thirty or forty years a huge pseudo-historical literature has sprung up in India, the melancholy product of a subject people’s inferiority complex. Industrious and intelligent men have wasted their time and their abilities in trying to prove that the ancient Hindus were superior to every other people in every activity of life. Thus, each time the West has announced a new scientific discovery, misguided scholars have ransacked Sanskrit literature to find a phrase that might be interpreted as a Hindu anticipation of it. A sentence of a dozen words, obscure even to the most accomplished Sanskrit scholars, is triumphantly quoted to prove that the ancient Hindus were familiar with the chemical constitution of water. Another, no less brief, is held up as the proof that they anticipated Pasteur in the discovery of the microbic origin of disease. A passage from the mythological poem of the Mahabharata proves that they had invented the Zeppelin. Remarkable people, these old Hindus. They knew everything that we know or, indeed, are likely to discover, at any rate until India is a free country; but they were unfortunately too modest to state the fact baldly and in so many words. A little more clarity on their part, a little less reticence, and India would now be centuries ahead of her Western rivals. But they preferred to be oracular and telegraphically brief. It is only after the upstart West has repeated their discoveries that the modern Indian commentator upon their works can interpret their dark sayings as anticipations. On contemporary Indian scholars the pastime of discovering and creating these anticipations never seems to pall. Such are the melancholy and futile occupations of intelligent men who have the misfortune to belong to a subject race. Free men would never dream of wasting their time and wit upon such vanities. From those who have not shall be taken away even that which they have.

MT: Mimetic desire can only produce evil? RG: No, it can become bad if it stirs up rivalries but it isn't bad in itself, in fact it's very good, and, fortunately, people can no more give it up than they can give up food or sleep. It is to imitation that we owe not only our traditions, without which we would be helpless, but also, paradoxically, all the innovations about which so much is made today. Modern technology and science show this admirably. Study the history of the world economy and you'll see that since the nineteenth century all the countries that, at a given moment, seemed destined never to play anything but a subordinate role, for lack of “creativity,” because of their imitative or, as Montaigne would have said, their “apish” nature, always turned out later on to be more creative than their models. It began with Germany, which, in the nineteenth century, was thought to be at most capable of imitating the English, and this at the precise moment it surpassed them. It continued with the Americans in whom, for a long time, the Europeans saw mediocre gadget-makers who weren't theoretical or cerebral enough to take on a world leadership role. And it happened once more with the Japanese who, after World War II, were still seen as pathetic imitators of Western superiority. It's starting up again, it seems, with Korea, and soon, perhaps, it'll be the Chinese. All of these consecutive mistakes about the creative potential of imitation cannot be due to chance. To make an effective imitator, you have to openly admire the model you're imitating, you have to acknowledge your imitation. You have to explicitly recognize the superiority of those who succeed better than you and set about learning from them. If a businessman sees his competitor making money while he's losing money, he doesn't have time to reinvent his whole production process. He imitates his more fortunate rivals. In business, imitation remains possible today because mimetic vanity is less involved than in the arts, in literature, and in philosophy. In the most spiritual domains, the modern world rejects imitation in favor of originality at all costs. You should never say what others are saying, never paint what others are painting, never think what others are thinking, and so on. Since this is absolutely impossible, there soon emerges a negative imitation that sterilizes everything. Mimetic rivalry cannot flare up without becoming destructive in a great many ways. We can see it today in the so-called soft sciences (which fully deserve the name). More and more often they're obliged to turn their coats inside out and, with great fanfare, announce some new “epistemological rupture” that is supposed to revolutionize the field from top to bottom. This rage for originality has produced a few rare masterpieces and quite a few rather bizarre things in the style of Jacques Lacan's Écrits. Just a few years ago the mimetic escalation had become so insane that it drove everyone to make himself more incomprehensible than his peers. In American universities the imitation of those models has since produced some pretty comical results. But today that lemon has been squeezed completely dry. The principle of originality at all costs leads to paralysis. The more we celebrate “creative and enriching” innovations, the fewer of them there are. So-called postmodernism is even more sterile than modernism, and, as its name suggests, also totally dependent on it. For two thousand years the arts have been imitative, and it's only in the nineteenth and twentieth centuries that people started refusing to be mimetic. Why? Because we're more mimetic than ever. Rivalry plays a role such that we strive vainly to exorcise imitation. MT

ANNALS OF LANGUAGE WORD MAGIC How much really gets lost in translation? BY ADAM GOPNIK Once, in a restaurant in Italy with my family, I occasioned enormous merriment, as a nineteenth-century humorist would have put it, by confusing two Italian words. I thought I had, very suavely, ordered for dessert fragoline—those lovely little wild strawberries. Instead, I seem to have asked for fagiolini—green beans. The waiter ceremoniously brought me a plate of green beans with my coffee, along with the flan and the gelato for the kids. The significant insight the mistake provided—arriving mere microseconds after the laughter of those kids, who for some reason still bring up the occasion, often—was about the arbitrary nature of language: the single “r” rolled right makes one a master of the trattoria, an “r” unrolled the family fool. Although speaking feels as natural as breathing, the truth is that the words we use are strange, abstract symbols, at least as remote from their objects as Egyptian hieroglyphs are from theirs, and as quietly treacherous as Egyptian tombs. Although berries and beans may be separated by a subtle sound within a language, the larger space between like words in different languages is just as hazardous. Two words that seem to indicate the same state may mean the opposite. In English, the spiritual guy is pious, while the one called spirituel in French is witty; a liberal in France is on the right, in America to the left. And what of cultural inflections that seem to separate meanings otherwise identical? The editors, propelled by this belief, also believe it to be wrong. In each entry of the Dictionary, the differences are tracked, explained, and made perfectly clear in English, which rather undermines the premise that these terms are untranslatable, except in the dim sense that it sometimes takes a few words in one language to indicate a concept that is more succinctly embodied in one word in another. But no one has trouble in English with the notion that histories are narratives we make up as much as chronicles we discern. The attack on 9/11 was a localized event, affecting only a relatively small number of Americans. As indicated earlier, the general threat of terrorism, even factoring in the large death toll on that tragic day, produces a statistically insignificant threat to the average person’s life. People across the country, however, were gripped with fear. And because we are an object-oriented people, most felt the need to project that fear onto something. Some people stopped flying in airplanes, worried about a repeat attack—and for years afterward, air travel always dipped on the anniversary of 9/11.4 Of course, this was and is an irrational fear; it is safer to travel by plane than by car. According to the National Safety Council, in 2010 there were over 22,000 passenger deaths involving automobiles, while no one died in scheduled airline travel that year.5 Nevertheless, Congress responded by rushing through the USA PATRIOT Act six weeks after 9/11—a 240-plus page bill that was previously written, not available to the public prior to the vote, and barely available to the elected officials in Congress, none of whom read it through before casting their votes.6 Two weeks previous to the bill’s passage, President Bush had announced the establishment of the Office of Homeland Security to “develop and coordinate the implementation of a comprehensive national strategy to secure the United States from terrorist threats or attacks.” He explained that “[t]he Office will coordinate the executive branch’s efforts to detect, prepare for, prevent, protect against, respond to, and recover from terrorist attacks within the United States.”7 The office’s efforts culminated in the creation of the Department of Homeland Security (DHS) one year later as a result of the Homeland Security Act of 2002. The regulator plans to hire three directors of safety on short-term contracts to be part of the accident investigation board, according to the information on DGCA's website. This is first time the DGCA is hiring external staff for this board, which is critical to ascertain the reasoning for any crashes, misses or other safety related events in the country. These officers, the DGCA said on its website, must have at least 12 years of experience in aviation, specifically on the technical aspects, and have a degree in aeronautical engineering. DGCA has been asked by international regulators to hire at least 75 flight inspectors. It has only 51. India's private airlines offer better pay and perks to inspectors compared with DGCA. The aviation ministry told DGCA in January to speed up the recruitment and do whatever was necessary to get more inspectors on board, a government official said, speaking on condition of anonymity. DGCA has also announced it will hire flight operations inspectors as consultants on a short-term basis for a period of one year with a fixed remuneration of `1.25 lakh per month. "There will be a review after six months and subsequent continuation will be decided on the basis of outcome of the review," DGCA said in its advertisement. The remuneration of `1.25 lakh is higher than the salary of many existing DGCA officers. In its 2006 audit, ICAO said it found that "a number of final reports of accident and serious incident investigations carried out by the DGCA were not sent to the (member) states concerned or to ICAO when it was applicable". DGCA had also "not established a voluntary incident reporting system to facilitate the collection of safety information that may not otherwise be captured by the state's mandatory incident reporting system". In response, DGCA "submitted a corrective action plan which was never implemented", said Mohan Ranganthan, an aviation safety analyst and former member of government appointed safety council, said of DGCA. There is a great deal of debate about the actual meaning of the Hebrew word. However, in the New Testament when this verse is cited in Matthew 1:23 the Greek word παρθένος (parthenos) is used, and this word can mean nothing but “virgin.” Therefore, many people see Isaiah 7:14 as a prophecy about the virgin birth with Matthew 1:23 serving as a “divine commentary” on the Isaiah passage which establishes its meaning. The interplay of these issues makes a resolution quite complex. It is the opinion of the translators and editors that the Hebrew word used in Isaiah 7:14 means “young woman” and actually carries no connotations of sexual experience, so the grammatical context of the verse in the Old Testament is in our opinion fairly straightforward. Neither does the historical context of Isaiah 7:14 point to any connection with the birth of the Messiah: in its original historical context, this verse was pointing to a sign for King Ahaz that the alliance between Syria and Israel which was threatening the land of Judah would come to nothing. The theological context of Isaiah 7:14 is also limited: it is a presentation of God’s divine power to show himself strong on behalf of his people. The role or birth of the Messiah does not come into view here. So the historical and theological contexts of the verse support the grammatical: the word עַלְמָה (’almah) means “young woman” and should be translated as such. Within the book of Isaiah itself, however, the author begins to develop the theological context of this verse, and this provides a connection to the use of the passage in Matthew. In Isaiah 8:9-10 the prophet delivers an announcement of future victory over Israel’s enemies; the special child Immanuel, alluded to in the last line of v. 10, is a guarantee that the covenant promises of God will result in future greatness. The child mentioned in Isaiah 7:14 is a pledge of God’s presence during the time of Ahaz, but he also is a promise of God’s presence in the future when he gives his people victory over all their enemies. This theological development progresses even further when another child is promised in Isaiah 9:6-7 who will be a perfect ruler over Israel, manifesting God’s presence perfectly and ultimately among his people. The New Testament author draws from this development and uses the original passage in Isaiah to make the connection between the child originally promised and the child who would be the ultimate fulfillment of that initial promise. How could I apply to be the director of an English school when it was my first teaching job, all the teachers had more teaching experience than I did, and many of them had doctorate degrees. I only had a bachelors degree. "Don't worry," he said. "People like you, and I think you have what it takes to be a good director." The director knew me, or at least got to know me from teachers' meetings, seeing me teach, and noticing how I interacted with people. Case 2 Fast forward 3 years. After Mexico, I moved to Reno, Nevada, to work on my Master's degree in Teaching English as a Second Language. I applied for a teaching job at the community college, and half-way into the semester, a teacher had to leave and I got the job. I impressed the director enough that she asked me to be the Testing and Placement Coordinator the next year. At the end of that year, I wrote a final report about the testing and placement program. It so impressed the college administration that when a sister university was looking for a graduate student to head up a new language assessment program for new foreign graduate teaching assistants and International faculty, I got recommended. What Does This Mean? From these two examples, you can see that when people see what you can do, you have a greater chance of being seen and being known. When people see what you are capable of doing, there is less risk in hiring you. Why? Because they've seen you be successful before. Chances are you'll be successful with them, too. But, if people don't know you and haven't seen what you can do, there is much greater risk in hiring you. In fact, you may not even be on their radar screen. Get On Their Radar Screens To get on the radar screens for the best jobs, do the best job you can where you work right now. Don't wait for the job announcement to appear in the newspaper. Regulators in Europe announced a harrowing discovery: the widely used active ingredient for valsartan, a generic version of the blood pressure drug Diovan, contained a cancer-causing toxin known as NDMA (once used in liquid rocket fuel). The drug had been made by the Chinese company Zhejiang Huahai Pharmaceuticals, the world’s largest manufacturer of valsartan active ingredients. In the United States, over a dozen drug manufacturers, all of which used the Chinese ingredient, recalled their products, as did dozens more manufacturers around the world. The Chinese company tried to defend itself by explaining that it had altered its production process in 2012 to increase yields of the drug, a change that had been approved by regulators. In short, the change had been made to maximize profit. Some patients had been consuming the toxin for six years. As the FDA tried to reassure consumers that the risk of developing cancer, even from daily exposure to the toxin, was extremely low, a second cancer-causing impurity was detected in the ingredients. Though the valsartan catastrophe seemed to take the FDA by surprise, it shouldn’t have. In May 2017, an FDA investigator had found evidence at the plant in Linhai, China, that the company was failing to investigate potential impurities in its own drugs, which showed up as aberrant peaks in its test results. The investigator designated the plant as Official Action Indicated, but the agency downgraded that to VAI. As late as October 20, 2016, the American Prospect published an article, “Trump No Longer Really Running for President,” the theme of which was that Trump’s “real political goal is to make it impossible for Hillary Clinton to govern.” The election result was, in the words of columnist David Brooks, “the greatest shock of our lifetimes.”25 Trump won against virtually insurmountable odds, which included the mainstream media openly campaigning for Hillary and a civil war within the GOP with the entire intellectual wing of the conservative movement refusing to support him. Initially I interpreted the Left’s violent upheaval as a stunned, heat-of-the-moment response to the biggest come-from-behind victory in U.S. political history. Then I saw two things that made me realize I was wrong. First, the violence did not go away. There were the violent “Not My President’s Day” rallies across the country in February; the violent March 4 disruptions of Trump rallies in California, Minnesota, Tennessee, and Florida; the April anti-Trump tax rallies, supposedly aimed at forcing Trump to release his tax returns; the July impeachment rallies, seeking to build momentum for Trump’s removal from office; and the multiple eruptions at Berkeley.26 In Portland, leftists threw rocks, lead balls, soda cans, glass bottles, and incendiary devices until police dispersed them with the announcement, “May Day is now considered a riot.” Earlier, at the Minnesota State Capitol, leftists threw smoke bombs into the pro-Trump crowd while others set off fireworks in the building, sending people scrambling in fear of a bomb attack. Among those arrested was Linwood Kaine, the son of Hillary’s vice presidential candidate Tim Kaine.27 More of this, undoubtedly, is in store from the Left over the next four years. What this showed is that the Left was engaging in premeditated violence, violence not as outbreak of passion but violence as a political strategy.

Tynan refused to give them six months and set trial for February 1, 1988, only to grant another delay before then because the Hernandezes appealed to the district court of appeals to get certain evidence the prosecution was refusing to give the defense—namely, crime-scene photographs. On January 19, Tynan announced that the state court had granted a last-minute request by the Hernandezes for the state to turn over the evidence the defense wanted. On the twenty-fifth, he set March 22 for the trial date because of the uncertainty surrounding the appellate ruling. On March 16, the defense asked for yet another delay to review the new material they’d gotten as a result of the appellate decision, which Tynan granted, making April 29 the date for trial. Again, on the twenty-ninth, the defense asked for a delay, citing the huge amount of work as reason they weren’t ready. Tynan then scheduled June 30 for trial, but on June 21, the defense filed a motion to exclude Tynan, citing him as being racially biased against the defense, a tactic expected to buy more time. On July 8, Orange County Superior Court presiding judge Philip E. Cox ruled that Tynan was not biased. Finally, on July 21, 1988, jury selection began, and the battle began in earnest.

Thus the ambiguous noun ‘différence’ must be taken here in both its senses – as difference and deferral: and this too is recorded in that mysterious misspelling. The effect of such cryptic ideas is to introduce not a critical reading of a text, but a series of spells, by which meaning is first imprisoned, and then extinguished. The goal is to deconstruct what the author has constructed, to read the ‘text’ against itself, by showing that the endeavour to mean one thing generates the opposite reading. The ‘text’ subverts itself before our eyes, meaning anything and therefore nothing. Whether the result is a ‘free play of meanings’, whether we can say, with some of Derrida’s disciples, that every interpretation is a misinterpretation, are matters that are hotly and comically disputed in the camp of deconstruction. But for our purpose, these disputes can be set aside. What matters is the source of the ‘will to believe’ that leads people to adhere so frantically to these doctrines that cannot survive translation from the peculiar language which announces them. Deconstruction is neither a method nor an argument. It should be understood on the model of magic incantation. Incantations are not arguments, and avoid completed thoughts and finished sentences. They depend on crucial terms, which derive their effect from repetition, and from their appearance in long lists of cryptic syllables. Their purpose is not to describe what is there, but to summon what is not there: to charm the god into the idol, so as to reveal himself in the here and now. Incantations can do their work only if key words and phrases acquire a mystical penumbra. [October 06, 2022 Statement from President Biden on Marijuana Reform] As I often said during my campaign for President, no one should be in jail just for using or possessing marijuana. Sending people to prison for possessing marijuana has upended too many lives and incarcerated people for conduct that many states no longer prohibit. Criminal records for marijuana possession have also imposed needless barriers to employment, housing, and educational opportunities. And while white and Black and brown people use marijuana at similar rates, Black and brown people have been arrested, prosecuted, and convicted at disproportionate rates. Today, I am announcing three steps that I am taking to end this failed approach. First, I am announcing a pardon of all prior Federal offenses of simple possession of marijuana. I have directed the Attorney General to develop an administrative process for the issuance of certificates of pardon to eligible individuals. There are thousands of people who have prior Federal convictions for marijuana possession, who may be denied employment, housing, or educational opportunities as a result. My action will help relieve the collateral consequences arising from these convictions. Second, I am urging all Governors to do the same with regard to state offenses. Just as no one should be in a Federal prison solely due to the possession of marijuana, no one should be in a local jail or state prison for that reason, either. Third, I am asking the Secretary of Health and Human Services and the Attorney General to initiate the administrative process to review expeditiously how marijuana is scheduled under federal law. Federal law currently classifies marijuana in Schedule I of the Controlled Substances Act, the classification meant for the most dangerous substances. This is the same schedule as for heroin and LSD, and even higher than the classification of fentanyl and methamphetamine – the drugs that are driving our overdose epidemic. Finally, even as federal and state regulation of marijuana changes, important limitations on trafficking, marketing, and under-age sales should stay in place. Too many lives have been upended because of our failed approach to marijuana. It’s time that we right these wrongs.

In 1970 the Quakers released a slim book entitled “Who Shall Live? Man’s Control over Birth and Death: A Report Prepared for the American Friends Service Committee” which was the result of a decision which the Family Planning Committee of the AFSC reached in December 1966 “to explore the issues involved in abortion.” That meeting in turn flowed from the November 1966 meeting that the AFSC had had with Planned Parenthood, and that meeting resulted from the setback the Quaker and Episcopalian forces for sexual liberation and eugenics in Philadelphia had suffered at the hands of Martin Mullen, when the governor capitulated to his demands and backed away from state-promoted birth control in August of the same year. As a result of their meeting with Planned Parenthood, the Quakers decided to “make a study of the availability of family planning services for medically indigent families in the city and to form an estimate as to the extent of the unmet need for such services. “Who Shall Live” was the fruit of this labor. “Who Shall Live?” is a graphic example of moral theology in the Quaker mode. It begins by announcing that “for 300 years members of the Society of Friends (Quakers) have been seekers after the truth” and concludes by admitting that they have been so far unsuccessful in their efforts. Where once people like Fox and Penn “thought of himself as created only a few thousand years ago,” the enlightened Quakers who wrote birth-control tracts in the 1960s “now know he is part of an evolutionary process that has been going on for billions of years. In that process he has arrived at a stage of knowledge and technology whereby he himself has the power, at least in part, to determine the direction in which he will evolve in the future.” Having decided that their religious forebears were wrong on just about everything because they didn’t understand science, the 1970 Quakers then give some sense of their own grasp of science as it applies to population issues. Looking at the world from outer space in 1968, the Quakers found it “incredible that 3.5 billion people should be living on that small spinning planet.” Taking their cue from Paul Ehrlich’s 1968 book “The Population Bomb” the Quakers concluded quite logically that if the planet cannot sustain 3.5 billion people in 1968, then it certainly couldn’t sustain 6 billion people in the year 2000. Unless drastic population-control measures are introduced immediately, dire consequences will follow. “Lamont C. Cole, who is a Professor of Ecology warns that we may one day find ourselves short of breathable air,” the Quakers announced breathlessly.

Real-time updates take too long to move up or down the line and are often inaccurate. Decisions are delayed until, finally, someone acts. Then implementation slows as it filters down level by level. “Too many managers,” he announces. “We’re going to trim the workforce and flatten the pyramid.” Of the 30 managers and supervisors, 8 are close to retirement, so they are offered enhanced benefits to retire. Three others are poor performers and are laid off, and five more are “reassigned”—which means “demoted,” although no one will admit that. “There,” says the GM. “Now we’re trim and efficient.” But as months go by the results get worse and worse. People are dragging their feet. Rumors abound. The GM keeps talking about how much better the new structure is than the old, hoping that somehow he can convince people to make it work. In logical terms it is better, but he doesn’t realize that his words sound hollow to people who have lost their familiar turf, their sense of self-worth, and many of their good friends.

Here too Luke speaks to our day. Throughout the world, people are coming to the conviction that poverty is in large measure the result of injustice. Those of us who are more affluent, who have never really known hunger, nakedness, and lack of medical services, and who consider ourselves producers of wealth, find it difficult to understand such an interpretation of reality. We look for people who are poor through their own fault, and then claim that we are willing to help “the worthy poor,” but not the rest. Conveniently, we then conclude that the worthy poor are just a few, and that therefore no radical action is needed. The poor in Luke are the supposedly unworthy poor. Quite frequently, “the poor and the sinners” were lumped together. After all, the poor could not offer proper sacrifices, could not keep themselves clean of ritual contamination, and had to deal with many things that the godly considered unclean. It is to these poor that the message is good news. It is to these poor that the great reversal is announced. Thus once again Luke comes into our present reality speaking a word that, though unwelcome by many, our age needs to heed.
