According to Bartholomew, an important goal of St. Louis zoning was to prevent movement into 'finer residential districts . . . by colored people.' He noted that without a previous zoning law, such neighborhoods have become run-down, 'where values have depreciated, homes are either vacant or occupied by color people.' The survey Bartholomew supervised before drafting the zoning ordinance listed the race of each building's occupants. Bartholomew attempted to estimate where African Americans might encroach so the commission could respond with restrictions to control their spread. The St. Louis zoning ordinance was eventually adopted in 1919, two years after the Supreme Court's Buchanan ruling banned racial assignments; with no reference to race, the ordinance pretended to be in compliance. Guided by Bartholomew's survey, it designated land for future industrial development if it was in or adjacent to neighborhoods with substantial African American populations. Once such rules were in force, plan commission meetings were consumed with requests for variances. Race was frequently a factor. For example, on meeting in 1919 debated a proposal to reclassify a single-family property from first-residential to commercial because the area to the south had been 'invaded by negroes.' Bartholomew persuaded the commission members to deny the variance because, he said, keeping the first-residential designation would preserve homes in the area as unaffordable to African Americans and thus stop the encroachment. On other occasions, the commission changed an area's zoning from residential to industrial if African American families had begun to move into it. In 1927, violating its normal policy, the commission authorized a park and playground in an industrial, not residential, area in hopes that this would draw African American families to seek housing nearby. Similar decision making continued through the middle of the twentieth century. In a 1942 meeting, commissioners explained they were zoning an area in a commercial strip as multifamily because it could then 'develop into a favorable dwelling district for Colored people. In 1948, commissioners explained they were designating a U-shaped industrial zone to create a buffer between African Americans inside the U and whites outside. In addition to promoting segregation, zoning decisions contributed to degrading St. Louis's African American neighborhoods into slums. Not only were these neighborhoods zoned to permit industry, even polluting industry, but the plan commission permitted taverns, liquor stores, nightclubs, and houses of prostitution to open in African American neighborhoods but prohibited these as zoning violations in neighborhoods where whites lived. Residences in single-family districts could not legally be subdivided, but those in industrial districts could be, and with African Americans restricted from all but a few neighborhoods, rooming houses sprang up to accommodate the overcrowded population. Later in the twentieth century, when the Federal Housing Administration (FHA) developed the insure amortized mortgage as a way to promote homeownership nationwide, these zoning practices rendered African Americans ineligible for such mortgages because banks and the FHA considered the existence of nearby rooming houses, commercial development, or industry to create risk to the property value of single-family areas. Without such mortgages, the effective cost of African American housing was greater than that of similar housing in white neighborhoods, leaving owners with fewer resources for upkeep. African American homes were then more likely to deteriorate, reinforcing their neighborhoods' slum conditions.

Read the following chain of events and see whether a similar pattern might apply to other toxic products that were reported in the news during your lifetime: 1. Workers were told that the paint was nontoxic, although there was no factual basis for this declaration. The employers discounted scientists. The workers believed their superiors. 2. Health complaints were made in ever-increasing frequency. It became obvious that something was seriously wrong. 3. U.S. Radium and other watch-dial companies began a campaign of disinformation and bogus medical tests - some of which involved X-rays and may even have made the condition worse. 4. Doctors, dentists, and researchers complied with U.S. Radium's and other companies' requests and refused to release their data to the public. 5. Medical professionals also aided the companies by attributing worker deaths to other causes. Syphilis was often cited as the diagnosis, which had the added benefit to management of being a smear on the victims' reputations. 6. One worker, Grace Fryer, decided to sue U.S. Radium. It took Fryer two years to find a lawyer who was willing to take on U.S. Radium. Only four other workers joined her suit; they became known as the "Radium Girls." 7. In 1928, the case was settled in the middle of the trial before it went to the jury for deliberation. The settlement for each of the five "Radium Girls" was $10,000 (the equivalent of $124,000 in 2009 dollars), plus $600 a year while the victim lived and all medical expenses. Remember the general outline of this scenario because you will see it over and over again: The company denies everything while the doctors and researchers (and even the industrial hygienists) in the company's employ support the company's distorted version of the facts. Perhaps one worker in a hundred will finally pursue justice, one lawyer out of the hundreds of thousands in the United States will finally step up to the plate, and the case will be settled for chump change.

If anything, He wants a relationship with me and so He would not ignore me. “For the eyes of the Lord are on the righteous and his ears are attentive to their prayer” (1 Peter 3:12).   c) He heard my prayer and answered, Yes later   I know that God hears my prayers. I know by His very nature He would not ignore my prayers. (2 Chronicles 7 NIV) So He may be saying, Yes later. God knows the past, the present and the future. He lives in eternity. He knows what is best for me and when. His timing is perfect and I must learn to accept this. Like the time I had to wait for my house to sell. I knew God heard my prayer to sell. I knew He was not ignoring me. I just had to wait in His perfect timing. And lo and behold, it was perfect as it allowed us time to find the home in which to settle.   But what if God’s answer is No?   d) He heard my prayer and answered, No   This has been my experience in the past. I prayed for a specific outcome, yet when the decision was made, my request was denied. I felt crushed and betrayed. Little did I know at the time that God had a much better plan. God is not a malicious, vengeful God. No, He is loving and kind. “The LORD is faithful to all His promises and loving toward all He has made” (Psalm 145:13).   What ended up happening in that situation was a very different, much better outcome. Something that had not entered my mind. I had limited my prayer to my own finite wisdom and understanding of the situation at that moment in time. God has infinite wisdom. He knows the hearts of people. And although He said No to my prayer, it was only because He had something better in mind.   I am reminded that there are many ways God enriches our lives through trials and suffering; things we could not have learned without going through those troubles.   My prayer for my daughter’s health has been heard. I can rest in the knowledge that God is not ignoring my pleas. I also find peace knowing that God will answer my prayer within His perfect timing, and if He has a better way or more favorable outcome, He will respond accordingly. I can relax knowing that I have laid my prayer at His feet; I can rest knowing that He loves me and is taking care of me.       Prayer is communing with God. ~ Emma Tcheau

Treating Abuse Today (Tat), 3(4), pp. 26-33 Freyd: You were also looking for some operational criteria for false memory syndrome: what a clinician could look for or test for, and so on. I spoke with several of our scientific advisory board members and I have some information for you that isn't really in writing at this point but I think it's a direction you want us to go in. So if I can read some of these notes . . . TAT: Please do. Freyd: One would look for false memory syndrome: 1. If a patient reports having been sexually abused by a parent, relative or someone in very early childhood, but then claims that she or he had complete amnesia about it for a decade or more; 2. If the patient attributes his or her current reason for being in therapy to delayed-memories. And this is where one would want to look for evidence suggesting that the abuse did not occur as demonstrated by a list of things, including firm, confident denials by the alleged perpetrators; 3. If there is denial by the entire family; 4. In the absence of evidence of familial disturbances or psychiatric illnesses. For example, if there's no evidence that the perpetrator had alcohol dependency or bipolar disorder or tendencies to pedophilia; 5. If some of the accusations are preposterous or impossible or they contain impossible or implausible elements such as a person being made pregnant prior to menarche, being forced to engage in sex with animals, or participating in the ritual killing of animals, and; 6. In the absence of evidence of distress surrounding the putative abuse. That is, despite alleged abuse going from age two to 27 or from three to 16, the child displayed normal social and academic functioning and that there was no evidence of any kind of psychopathology. Are these the kind of things you were asking for? TAT: Yeah, it's a little bit more specific. I take issue with several, but at least it gives us more of a sense of what you all mean when you say "false memory syndrome." Freyd: Right. Well, you know I think that things are moving in that direction since that seems to be what people are requesting. Nobody's denying that people are abused and there's no one denying that someone who was abused a decade ago or two decades ago probably would not have talked about it to anybody. I think I mentioned to you that somebody who works in this office had that very experience of having been abused when she was a young teenager-not extremely abused, but made very uncomfortable by an uncle who was older-and she dealt with it for about three days at the time and then it got pushed to the back of her mind and she completely forgot about it until she was in therapy. TAT: There you go. That's how dissociation works! Freyd: That's how it worked. And after this came up and she had discussed and dealt with it in therapy, she could again put it to one side and go on with her life. Certainly confronting her uncle and doing all these other things was not a part of what she had to do. Interestingly, though, at the same time, she has a daughter who went into therapy and came up with memories of having been abused by her parents. This daughter ran away and is cutoff from the family-hasn't spoken to anyone for three years. And there has never been any meeting between the therapist and the whole family to try to find out what was involved. TAT: If we take the first example -- that of her own abuse -- and follow the criteria you gave, we would have a very strong disbelief in the truth of what she told.

On Mr. Phipps' discovering the place of my concealment, he cocked his gun and aimed at me. I requested him not to shoot and I would give up, upon which he demanded my sword. I delivered it to him, and he brought me to prison. During the time I was pursued, I had many hair breadth escapes, which your time will not permit you to relate. I now had much conversation with and asked him many questions, having forborne to do so previously, except in the cases noted in parenthesis; but during his statement, I had, unnoticed by him, taken notes as to some particular circumstances, and having the advantage of his statement before me in writing, on the evening of the third day that I had been with him, I began a cross examination, and found his statement corroborated by every circumstance coming within my own knowledge or the confessions of others whom had been either killed or executed, and whom he had not seen nor had any knowledge since 22d of August last, he expressed himself fully satisfied as to the impracticability of his attempt. It has been said he was ignorant and cowardly, and that his object was to murder and rob for the purpose of obtaining money to make his escape. It is notorious, that he was never known to have a dollar in his life; to swear an oath, or drink a drop of spirits. As to his ignorance, he certainly never had the advantages of education, but he can read and write, (it was taught him by his parents,) and for natural intelligence and quickness of apprehension, is surpassed by few men I have ever seen. As to his being a coward, his reason as given for not resisting Mr. Phipps, shews the decision of his character. When he saw Mr. Phipps present his gun, he said he knew it was impossible for him to escape as the woods were full of men; he therefore thought it was better to surrender, and trust to fortune for his escape. He is a complete fanatic, or plays his part most admirably. On other subjects he possesses an uncommon share of intelligence, with a mind capable of attaining any thing; but warped and perverted by the influence of early impressions. He is below the ordinary stature, though strong and active, having the true negro face, every feature of which is strongly marked. I shall not attempt to describe the effect of his narrative, as told and commented on by himself, in the condemned hole of the prison. The calm, deliberate composure with which he spoke of his late deeds and intentions, the expression of his fiend-like face when excited by enthusiasm, still bearing the stains of the blood of helpless innocence about him; clothed with rags and covered with chains; yet daring to raise his manacled hands to heaven, with a spirit soaring above the attributes of man; I looked on him and my blood curdled in my veins.

Have no anxiety about anything,' Paul writes to the Philippians. In one sense it is like telling a woman with a bad head cold not to sniffle and sneeze so much or a lame man to stop dragging his feet. Or maybe it is more like telling a wino to lay off the booze or a compulsive gambler to stay away from the track. Is anxiety a disease or an addiction? Perhaps it is something of both. Partly, perhaps, because you can't help it, and partly because for some dark reason you choose not to help it, you torment yourself with detailed visions of the worst that can possibly happen. The nagging headache turns out to be a malignant brain tumor. When your teenage son fails to get off the plane you've gone to meet, you see his picture being tacked up in the post office among the missing and his disappearance never accounted for. As the latest mid-East crisis boils, you wait for the TV game show to be interrupted by a special bulletin to the effect that major cities all over the country are being evacuated in anticipation of a nuclear attack. If Woody Allen were to play your part on the screen, you would roll in the aisles with the rest of them, but you're not so much as cracking a smile at the screen inside your own head. Does the terrible fear of disaster conceal an even more terrible hankering for it? Do the accelerated pulse and the knot in the stomach mean that, beneath whatever their immediate cause, you are acting out some ancient and unresolved drama of childhood? Since the worst things that happen are apt to be the things you don't see coming, do you think there is a kind of magic whereby, if you only can see them coming, you will be able somehow to prevent them from happening? Who knows the answer? In addition to Novocain and indoor plumbing, one of the few advantages of living in the twentieth century is the existence of psychotherapists, and if you can locate a good one, maybe one day you will manage to dig up an answer that helps. But answer or no answer, the worst things will happen at last even so. 'All life is suffering' says the first and truest of the Buddha's Four Noble Truths, by which he means that sorrow, loss, death await us all and everybody we love. Yet "the Lord is at hand. Have no anxiety about anything," Paul writes, who was evidently in prison at the time and with good reason to be anxious about everything, 'but in everything by prayer and supplication with thanksgiving let your requests be made known to God.' He does not deny that the worst things will happen finally to all of us, as indeed he must have had a strong suspicion they were soon to happen to him. He does not try to minimize them. He does not try to explain them away as God's will or God's judgment or God's method of testing our spiritual fiber. He simply tells the Philippians that in spite of them—even in the thick of them—they are to keep in constant touch with the One who unimaginably transcends the worst things as he also unimaginably transcends the best. 'In everything,' Paul says, they are to keep on praying. Come Hell or high water, they are to keep on asking, keep on thanking, above all keep on making themselves known. He does not promise them that as a result they will be delivered from the worst things any more than Jesus himself was delivered from them. What he promises them instead is that 'the peace of God, which passes all understanding, will keep your hearts and your minds in Christ Jesus.' The worst things will surely happen no matter what—that is to be understood—but beyond all our power to understand, he writes, we will have peace both in heart and in mind. We are as sure to be in trouble as the sparks fly upward, but we will also be "in Christ," as he puts it. Ultimately not even sorrow, loss, death can get at us there. That is the sense in which he dares say without risk of occasioning ironic laughter, "Have no anxiety about anything." Or, as he puts it a few lines earlier, 'Rejoice in the Lord always. I will say, Rejoice!

It only remains for us to aid them in secret.’55 This preference for covert operations can also be observed in Macedonia. Following an abortive Macedonian insurrection against the Turks in August 1903, the new Karadjordjević regime began to operate an active policy in the region. Committees were established to promote Serb guerrilla activity in Macedonia, and there were meetings in Belgrade to recruit and supply bands of fighters. Confronted by the Ottoman minister in Belgrade, the Serbian foreign minister Kaljević denied any involvement by the government and protested that the meetings were in any case not illegal, since they had been convened ‘not for the raising of bands, but merely for collecting funds and expressing sympathy for co-religionists beyond the border’.56 The regicides were deeply involved in this cross-border activity. The conspirator officers and their fellow travellers within the army convened an informal national committee in Belgrade, coordinated the campaign and commanded many of the volunteer units. These were not, strictly speaking, units of the Serbian army proper, but the fact that volunteer officers were immediately granted leave by the army suggested a generous measure of official backing.57 Militia activity steadily expanded in scope, and there were numerous violent skirmishes between Serb četniks (guerrillas) and bands of Bulgarian volunteers. In February 1907, the British government requested that Belgrade put a stop to this activity, which appeared likely to trigger a war between Serbia and Bulgaria. Once again, Belgrade disclaimed responsibility, denying that it was funding četnik activity and declaring that it ‘could not prevent [its people] from defending themselves against foreign bands’. But the plausibility of this posture was undermined by the government’s continuing support for the struggle – in November 1906, the Skupština had already voted 300,000 dinars for aid to Serbs suffering in Old Serbia and Macedonia, and this was followed by a ‘secret credit’ for ‘extraordinary expenses and the defence of national interests’.58 Irredentism of this kind was fraught with risk. It was easy to send guerrilla chiefs into the field, but difficult to control them once they were there. By the winter of 1907, it was clear that a number of the četnik bands were operating in Macedonia independently of any supervision; only with some difficulty did an emissary from Belgrade succeed in re-imposing control. The ‘Macedonian imbroglio’ thus delivered an equivocal lesson, with fateful implications for the events of 1914. On the one hand, the devolution of command functions to activist cells dominated by members of the conspirator network carried the danger that control over Serb national policy might pass from the political centre to irresponsible elements on the periphery. On the other hand, the diplomacy of 1906–7 demonstrated that the fuzzy, informal relationship between the Serbian government and the networks entrusted with delivering irredentist policy could be exploited to deflect political responsibility from Belgrade and maximize the government’s room for manoeuvre. The Belgrade political elite became accustomed to a kind of doublethink founded on the intermittent pretence that the foreign policy of official Serbia and the work of national liberation beyond the frontiers of the state were separate phenomena.

When Rollo considers the introduction of a baby to their dynamic, the fear it invokes is new and uncomfortable. Life within the fort entails a necessary fear, which functions as an added security measure. All fear, until now, has been used to keep their world safe from whatever exists outside. It is fear Rollo uses to keep himself moving forward. Now he begins to comprehend the existence of an anxiety quite different to what he has always known. A hive within is awakened. In this simple request, Ingrid cannot be denied. There will be a baby. There has to be a baby. Rollo senses the death of the absence he shares with Ingrid, a death that threatens to reignite blame between the two. The alteration of any dynamic is the death of that dynamic. Rollo and Ingrid were fueled by a dynamic based on distance, but the baby is pulling the two closer together, unconcerned by what may result.

Augustine then cites Proverbs 30:7–9 as an example: “Give me neither poverty nor riches: Feed me with food appropriate for me lest I be full and deny you . . . or lest I be poor, and steal and take the name of my God in vain.” This is an excellent test. Consider the petition “O Lord—give me a job so I won’t be poor.” That is an appropriate thing to ask God for. Indeed, it is essentially the same thing as to pray, “Give us this day our daily bread.” Yet the Proverbs 30 prayer reveals the only proper motivation beneath the request. If you just jump into prayer without recognizing the disordered nature of the heart’s loves, your prayer’s intention will be, “Make me as wealthy as possible.” The Proverbs 30 prayer is different. It is to ask, “Lord, meet my material needs, and give me wealth, yes, but only as much as I can handle without it harming my ability to put you first in life. Because ultimately I don’t need status and comfort—I need you as my Lord.

Being a Helper It is not good for the man to be alone. I will make a helper suitable for him. —GENESIS 2:18     One of the joys of being an older woman is helping teach the younger women how to be helpers for their husbands. Daughters and daughters-in-law need to hear your wisdom when it comes to marriage. Sharing your experience becomes a great reward of your station in life. When I make this suggestion to a group, many women who have adult children will quietly comment that they don’t have anything to teach anyone else. In fact, they are intimidated by the next generation and feel insecure about their experience. This is the perfect reason to begin mentoring another woman. You’ll both discover the depth and breadth of your wisdom as wives and mothers. As a mature adult, you can be the one who encourages your daughters and daughters-in-law in how to be helpers to their mates, one of the great principles of marriage. What a difference it would make if more women would uphold their husbands as they attempt to rise above the pull of the world and toward God’s purposes. You can be the facilitator who will help women to understand and implement Paul’s teaching in Titus 2:3-5: “Teach the older women to be reverent in the way they live…. Then they can train the younger women to love their husbands and children, to be self-controlled and pure, to be busy at home, to be kind, and to be subject to their husbands, so that no one will malign the word of God.” As a grandparent, the easiest way to teach is by example. Often married children are not eager to ask their parents about marriage, but they cannot deny your living and modeling Scripture. Be available to help when it is requested. We must be sensitive that we don’t barge unannounced into their lives, but be prepared when the time comes. Prayer: Father God, as a mature woman of God, I want to be used to encourage other women how to be makers of their homes. Give me the perfect timing to be available. In the meantime I will demonstrate Your Word by my life. Amen.

We are misled in a second way, by a well-intentioned but dishonest campaign to deny the Islamic State’s medieval religious nature. Peter Bergen, who produced the first interview with bin Laden in 1997, titled his first book Holy War, Inc. in part to acknowledge bin Laden as a creature of the modern secular world. Bin Laden corporatized terror and franchised it out. He requested specific political concessions, such as the withdrawal of U.S. forces from Saudi Arabia. His foot soldiers navigated the modern world confidently. On Mohammad Atta’s last full day of life, he shopped at Walmart and ate dinner at Pizza Hut.

But with VCS development organized along a model of the lone programmer who was almost completely, individually responsible for a sometimes very lucrative game, it became less tenable to claim that the programmer was no more important than any other human resource.

Surely he could have done that. But it would not have advanced Peter toward being the person he needed to become. None of them took the time to know me, let alone address my concerns. They even denied my requests for a transfer. That is when I realized they really did not care about me, a worthless foster kid.

Explosive population growth in much of Asia was making it less and less plausible that nations like India, Pakistan, and the Philippines would ever be able to feed themselves. In Famine—1975! America’s Decision: Who Will Survive? William and Paul Paddock argued that a Time of Famines would soon lay waste the developing world. “The famines are inevitable,” they warned. And “riding alongside [them] will surely be riots and other civil tensions which the central government[s] will be too weak to control.” The Paddocks derided the naïve hope that “something [would] turn up” to forestall this doom.102 And the Paddocks were not alone in their assessment. Third, the request ignores the historical dimensions of race relations. It disregards how often people of color indeed tried to tell us what racism is like for them and how often they have been dismissed. To ask people of color to tell us how they experience racism without first building a trusting relationship and being willing to meet them halfway by also being vulnerable shows that we are not racially aware and that this exchange will probably be invalidating for them.

The board would have to end the meeting early, so Kenny’s speaking time would be cut to three minutes and there would be no time for the survivors to speak. Kenny knew he couldn’t explain his findings in three minutes, so when he stepped forward, he abandoned his script. I had intended to talk about the investigation today. The problem is that my remarks will be a little different than originally intended. You see, certain members of this board and the superintendent have tried by every means possible to subvert our message. For weeks, we have had additional speakers scheduled. Just an hour ago, I received word that all of our seven additional speakers would be cut and my time would be cut in half. A board and superintendent who insist on their commitment to transparency have decided to deny a voice to survivors and families of the victims who intended to speak tonight. This is no surprise after the fiasco I was involved in yesterday, though. It was requested that I meet with the superintendent and families of victims to discuss my report. When I arrived, I was denied the right to have an attorney present, I was refused the opportunity to record the meeting, and I was told that this was because the superintendent wouldn’t have any representation of his own. The meeting was stacked with ten district officials in addition to the superintendent. We spoke for a total of two hours. You can call me a skeptic, but I have a hard time believing that a superintendent and ten district officials who represent two hundred thirty-four schools, fifteen thousand teachers, and two hundred seventy thousand students had the time to meet with a nineteen-year-old for two hours if they didn’t believe that I was holding onto something crucial.… Something doesn’t smell quite right in Broward, and this school district is the epicenter. Luckily, our report will be going live on The Hill and other national media outlets at around 6 p.m. today, and it will make clear the failures of the school system, and in particular the superintendent, in protecting our schools. Generally, when ships were in port, no sailor could be deprived of liberty on shore for more than twelve days unless—in the words of the venerable Bluejackets’ Manual—“the exigencies of the service or the unhealthfulness of the port prevent.” Liberty could also be denied to those whose prior conduct on shore had proven “discreditable to the service.” “Leave” was the authorized absence from duty for more than forty-eight hours. At the discretion of their commanding officer, enlisted men whose services could be spared were granted up to thirty days leave in any one calendar year, exclusive of travel time. A month’s paid vacation per year was a major perk. Because leaves had to be distributed throughout the year to maintain the efficiency of the ship, it behooved one to make requests early.

Anjali feels suffocated and slipped me a note in a college classroom requesting me to intervene.

Black founders also continue to deal with overt racism. As reported in the 2015 CB Insights Analysis, about 1 percent of venture capital investments end up in the hands of Black founders, despite the fact that Black founders represent 11 percent of the population. In addition, Black founders are often denied loans or receive a lesser loan amount than requested. More than 53 percent of loan applications by Black founders are denied. In contrast, approximately 25 percent of loans for White founders are denied.

Acceptance is the healthy way to respond to boundaries and is a sign of a functional, mutual relationship. Despite all the fear around boundary setting, in my experience most people will graciously accept your requests. When people respond in an unhealthy way, it’s typically a sign that you needed limits a long time ago and that you need to reevaluate the relationship to assess whether your needs are being met satisfactorily. Most likely, you’ve been denying the issue far too long. Perhaps your issue is being asked to do things, saying yes, and resenting the other person for asking. Or your issue might be allowing someone to say things to you that make you comfortable. Boundaries are the cure to most relationship problems. But both parties have to participate and respect the boundaries on either side.
