If one group oppresses another, inadvertently or on purpose, you’d want good data on who’s oppressing whom so that you can redress the problem. With the same data, however, nefarious people in power might want to magnify inequality, which is just what happened in apartheid South Africa. The 1950 Population Registration Act codified skin color into White and Black, with multiple subcategories of Coloured, which included mixed race and Asian, enabling the White minority in power to establish laws that prescribed and stratified the social, political, educational, and economic freedoms of each population differently.

There is yet another reason why peer-oriented kids are insatiable. In order to reach the turning point, a child must not only be fulfilled, but this fulfillment must sink in. It has to register somehow in the child's brain that the longing for closeness and connectedness is being met. This registration is not cognitive or even conscious, but deeply emotional. It is emotion that moves the child and shifts the energy from one developmental agenda to another, from attachment to individuation. The problem is that, for fulfillment to sink in, the child must be able to feel deeply and vulnerably — an experience most peer-oriented kids will be defended against. Peer-oriented children cannot permit themselves to feel their vulnerability. It may seem strange that feelings of fulfillment would require openness to feelings of vulnerability. There is no hurt or pain in fulfillment — quite the opposite. Yet there is an underlying emotional logic to this phenomenon. For the child to feel full he must first feel empty, to feel helped the child must first feel in need of help, to feel complete he must have felt incomplete. To experience the joy of reunion one must first experience the ache of loss, to be comforted one must first have felt hurt. Satiation may be a very pleasant experience, but the prerequisite is to be able to feel vulnerability. When a child loses the ability to feel her attachment voids, the child also loses the ability to feel nurtured and fulfilled. One of the first things I check for in my assessment of children is the existence of feelings of missing and loss. It is indicative of emotional health for children to be able to sense what is missing and to know what the emptiness is about. As soon as they are able to articulate, they should be able to say things like “I miss daddy,” “It hurt me that grandma didn't notice me,” “It didn't seem like you were interested in my story,” “I don't think so and so likes me.” Many children today are too defended, too emotionally closed, to experience such vulnerable emotions. Children are affected by what is missing whether they feel it or not, but only when they can feel and know what is missing can they be released from their pursuit of attachment. Parents of such children are not able to take them to the turning point or bring them to a place of rest. If a child becomes defended against vulnerability as a result of peer orientation, he is made insatiable in relation to the parents as well. That is the tragedy of peer orientation — it renders our love and affection so useless and unfulfilling. For children who are insatiable, nothing is ever enough. No matter what one does, how much one tries to make things work, how much attention and approval is given, the turning point is never reached. For parents this is extremely discouraging and exhausting. Nothing is as satisfying to a parent as the sense of being the source of fulfillment for a child. Millions of parents are cheated of such an experience because their children are either looking elsewhere for nurturance or are too defended against vulnerability to be capable of satiation. Insatiability keeps our children stuck in first gear developmentally, stuck in immaturity, unable to transcend basic instincts. They are thwarted from ever finding rest and remain ever dependent on someone or something outside themselves for satisfaction. Neither the discipline imposed by parents nor the love felt by them can cure this condition. The only hope is to bring children back into the attachment fold where they belong and then soften them up to where our love can actually penetrate and nurture.

What the turbulent months of the campaign and the election revealed most of all, I think, was that the American people were voicing a profound demand for change. On the one hand, the Humphrey people were demanding a Marshall Plan for our diseased cities and an economic solution to our social problems. The Nixon and Wallace supporters, on the other hand, were making their own limited demands for change. They wanted more "law and order," to be achieved not through federal spending but through police, Mace, and the National Guard. We must recognize and accept the demand for change, but now we must struggle to give it a progressive direction. For the immediate agenda, I would make four proposals. First, the Electoral College should be eliminated. It is archaic, undemocratic, and potentially very dangerous. Had Nixon not achieved a majority of the electoral votes, Wallace might have been in the position to choose and influence our next President. A shift of only 46,000 votes in the states of Alaska, Delaware, New Jersey, and Missouri would have brought us to that impasse. We should do away with this system, which can give a minority and reactionary candidate so much power and replace it with one that provides for the popular election of the President. It is to be hoped that a reform bill to this effect will emerge from the hearings that will soon be conducted by Senator Birch Bayh of Indiana. Second, a simplified national registration law should be passed that provides for universal permanent registration and an end to residence requirements. Our present system discriminates against the poor who are always underregistered, often because they must frequently relocate their residence, either in search of better employment and living conditions or as a result of such poorly planned programs as urban renewal (which has been called Negro removal). Third, the cost of the presidential campaigns should come from the public treasury and not from private individuals. Nixon, who had the backing of wealthy corporate executives, spent $21 million on his campaign. Humphrey's expenditures totaled only $9.7 million. A system so heavily biased in favor of the rich cannot rightly be called democratic. And finally, we must maintain order in our public meetings. It was disgraceful that each candidate, for both the presidency and the vice-presidency, had to be surrounded by cordons of police in order to address an audience. And even then, hecklers were able to drown him out. There is no possibility for rational discourse, a prerequisite for democracy, under such conditions. If we are to have civility in our civil life, we must not permit a minority to disrupt our public gatherings.

How many of the people now hearteningly pledging to sign up for a Muslim registry signed up for a Black Lives Matter or protested the discriminatory immigration program NSEERS? The National Security Entry-Exit Registration System subjected my students from the Middle East to hours of interrogation and intimidation every time they reentered after going home to visit their families, arbitrarily barred tons of innocent people from entry, and was ineffective against terrorism anyway. It's systemic injustice we are after changing, and we should not ever be lulled.

Anti-voting lawmakers perhaps weren’t intending to make it harder for married white women to vote, but that’s exactly what they did by requiring an exact name match across all forms of identification in many states in recent years. Birth certificates list people’s original surnames, but if they change their names upon marriage, their more recent forms of ID usually show their married names. Sandra Watts is a married white judge in the state of Texas who was forced to use a provisional ballot in 2013 under the state’s voter ID law. She was outraged at the imposition: “Why would I want to vote provisional ballot when I’ve been voting regular ballot for the last forty-nine years?” Like many women, she included her maiden name as her middle name when she took her husband’s last name—and that’s what her driver’s license showed. But on the voter rolls, her middle name was the one her parents gave her at birth, which she no longer used. And like that, she lost her vote—all because of a law intended to suppress people like Judge Watts’s fellow Texan Anthony Settles, a Black septuagenarian and retired engineer. Anthony Settles was in possession of his Social Security card, an expired Texas identification card, and his old University of Houston student ID, but he couldn’t get a new photo ID to vote in 2016 because his mother had changed his name when she remarried in 1964. Several lawyers tried to help him track down the name-change certificate in courthouses, to no avail; his only recourse was to go to court for a new one, at a cost of $250. Elderly, rural, and low-income voters are more likely not to have birth certificates or to have documents containing clerical errors. Hargie Randell, a legally blind Black Texan who couldn’t drive but who had a current voter registration card used before the new Texas law, had to arrange for people to drive him to the Department of Public Safety office three times, and once to the county clerk’s office an hour away, only to end up with a birth certificate that spelled his name wrong by one letter.

That one led out to a gangway, a stairwell, where I figured no one would find me until my body started to smell. No, that wouldn’t do. I looked at the front windows. One was a picture window that didn’t open, but then I couldn’t jump from those windows on the sides, either. Children played out front and that would be so traumatic for them. Besides, after I thought about it a little more, I realized something else that was very important: I wasn’t wearing pants. I didn’t wear pants back then. I was wearing a dress that Mama had made for me. Oh, I remember that dress. It was sleeveless, real tight in the waist with a long flared skirt. It was a white dress, white with a floral pattern, some kind of design in it, and that design was pink. That was one of my favorite dresses. I couldn’t stand the thought of jumping in that dress. More important, I couldn’t stand the thought that my skirt might fly up. Just then, as I was thinking about all that, the phone rang. It was a reporter. He was thinking about doing a follow-up story on me and he wanted to know what I was planning to do. Well, I couldn’t tell him I was planning to jump out the window. So I said I wanted to go back to school and become a teacher. I turned around as if to ask, “Who said that?” Now, I don’t know to this day where it came from, but he said he would take me to register for classes. I mean, he was just going to carry me down to the college and walk me through it. That was fine with me, because I didn’t even know where to go. I hadn’t exactly given this a whole lot of thought. As it turns out, the place to go was Chicago Teachers College. He took me there and, unfortunately, we were told that registration for classes had just closed. Before I even got a chance to start thinking about those windows back home again, he somehow convinced them to admit just one more student, and that’s how it all started. The delimitation of constituencies was skewed heavily to favour Kanu strongholds in the North Eastern, Rift Valley and Coast provinces. The number of voters needed to return a single seat in opposition strongholds in some cases was four times higher than in Kanu strongholds. Whereas the North Eastern province, with 1.79 per cent of the electorate, had ten seats, Nairobi province with 8.53 per cent had only eight seats; whereas Coast province with 8.37 per cent of the electorate had twenty seats, Central province with 15.51 per cent had only twenty-five seats. The average size of a secure Kanu constituency was only 28,350 voters, while seats in opposition areas were on average 84 per cent larger with 52,169 voters. The registration process was also manipulated. The government cut short the period allowed for voter registration and delayed the issuing of identity cards needed by young potential voters, effectively disenfranchising at least 1 million people. Opposition areas were under-registered. The highest figures for registration were in the Rift Valley. The independence of the Electoral Commission was also suspect. The man Moi appointed to head it was a former judge who had been declared bankrupt two years previously and removed from the bench for improper conduct.

By 1513 the Crown was strong, popular, its position in society unassailable. It had both sought and obtained the co-operation of its nobility who were themselves closely bound together by bonds of alliance, and whose status in society was recognised by the strength and closeness its kin groups. It had introduced some useful, constructive statutes and had strengthened its legal procedures. It had sought to inform its legal officers of the body of the law. New and more efficient methods of land registration and of royal revenue collection had been the direct result of the reorganisation of the Chancery, the Exchequer, and of the Secretariat of the Privy Seal. Its economy was buoyant enough to enable a protected merchant class to trade modestly with the Baltic states through Denmark, with Southern Europe through its Staple in Flanders, with England and France. Through its many embassies abroad it pursued, as far as possible, constructive peace treaties with the major European powers.

The art academies had offered a story of art as the conquest, loss, and finally reconquest of nature through the mastery of illusionistic technology, improved by a grasp of ideal beauty. Romanticism replaced this with the story of art as an acquisition and then loss of wisdom, warning us not to mistake naturalism or technical skill for such wisdom. Historicism proposed that each period expresses its view of the world through its own forms; no art form can be preferred for they are all true registrations of the evolving mind. Materialism, finally, a version of historicism, told the story of art as a series of local responses to conditions, materials, tools, and functions. The immediate purpose of Riegl's teleology was to counter the crass reductionism of the materialist version. He did this by insinuating that there was something animating the history of form, a ghost in the machine, a will to form that overrode pragmatic needs. There is a tension in Riegl's art history between the anthropomorphic concept of Kunstwollen, which locates the motor of history in the individual, and the teleological shape of history, the inexorable dematerialization and intellectualization of art, a schema inherited from Hegel and never justified philosophically by Riegl. For Riegl, all art is naturalistic; it is simply that each epoch sees nature differently. What they see is the true object of art. This transforms art history into a history of seeing, and therefore of thinking.

He called me son and I thought to myself, that's an interesting way of pronouncing "boy," He asks for my license and registration, wants to know what I'm doing in this nieghborhood, if the car is stolen, if I have any drugs and most days, I know how to grab my voice by the handle and swing it like a hammer. But instead, I picked it up like a shard of glass. Scared of what might happen if I didn't hold it carefully because I know that this much melanin and that uniform is a plotline to a film that can easily end with a chalk outline baptism, me trying to make a body bag look stylish for the camera and becoming the newest coat in a closet full of RIP hashtags. Once, a friend of a friend asked me why there aren't more black people in the X Games and I said, "You don't get it." Being black is one of the most extreme sports in America. We don't need to invent new ways of risking our lives because the old ones have been working for decades. Jim Crow may have left the nest, but our streets are still covered with its feathers. Being black in America is knowing there's a thin line between a traffic stop and the cemetery, it's the way my body tenses up when I hear a police siren in a song, it's the quiver in my stomach when a cop car is behind me, it's the sigh of relief when I turn right and he doesn't. I don't need to go volcano surfing. Hell, I have an adrenaline rush every time an officer drives right past without pulling me over and I realize I'm going to make it home safe. This time.

In 1924, riding a wave of anti-Asian sentiment, the US government halted almost all immigration from Asia. Within a few years, California, along with several other states, banned marriages between white people and those of Asian descent. With the onset of World War II, the FBI began the Custodial Detention Index—a list of “enemy aliens,” based on demographic data, who might prove a threat to national security, but also included American citizens—second- and third-generation Japanese Americans. This list was later used to facilitate the internment of Japanese Americans. In 1940, President Franklin D. Roosevelt signed the Alien Registration Act, which compelled Japanese immigrants over the age of fourteen to be registered and fingerprinted, and to take a loyalty oath to our government. Japanese Americans were subject to curfews, their bank accounts often frozen and insurance policies canceled. On December 7, 1941, the Japanese attacked a US military base at Pearl Harbor, Hawaii. More than 2,400 Americans were killed. The following day, America declared war on Japan. On February 19, 1942, FDR signed Executive Order 9066, permitting the US secretary of war and military commanders to “prescribe military areas” on American soil that allowed the exclusion of any and all persons. This paved the way for the forced internment of nearly 120,000 Japanese Americans, without trial or cause. The ten “relocation centers” were all in remote, virtually uninhabitable desert areas. Internees lived in horrible, unsanitary conditions that included forced labor. On December 17, 1944, FDR announced the end of Japanese American internment. But many internees had no home to return to, having lost their livelihoods and property. Each internee was given twenty-five dollars and a train ticket to the place they used to live. Not one Japanese American was found guilty of treason or acts of sedition during World War II.

Much of the music of the north European Baroque is familiar to organists, but it is often played and registered in a static and lackluster manner. This music is exuberant; the big pieces were meant to be exciting and even startling, and the small pieces offer endless opportunities for color. Perhaps part of our problem lies in the familiar brittle-sounding “neo-Baroque” instruments of the 1950s and 1960s that we tend to associate with this music, with their thin, top-heavy sound and unyielding wind supply. While it is true that the organs of northern Europe ostensibly provided the inspiration for this style, it is more of the letter than the spirit. They look all right on paper, but lack the substance to deliver musically. All of a sudden (in 1938 I think), in order to extend its autarchy to the domain of cinema, Italy decreed an embargo on American films. It wasn’t a question of censorship: as usual the censors granted or denied permission to individual films, and nobody saw the ones that didn’t get it and that was it. In spite of the awkward anti-Hollywood propaganda campaign that accompanied the measure (right around that time the regime began to conform to Hitler’s racism), the true reason for the embargo was supposed to be commercial protectionism, in order to make room in the market for Italian (and German) productions. For this reason the four largest American production and distribution companies—Metro, Fox, Paramount, Warner—(I’m still relying on memory, trusting the accuracy of the registration of my trauma), whereas films by other American companies like RKO, Columbia, Universal, United Artists (which had also been distributed before then by Italian companies) continued to arrive until 1941, that is until Italy found itself at war with the United States. Compared to all of the prohibitions and obligations that fascism had imposed on us, and to the even more severe ones that it continued to enforce in those years before and then during the war, the veto on American films was certainly a minor or small loss, and I wasn’t foolish enough not to know it. Yet it was the first to affect me directly, and I hadn’t known any years other than those of fascism nor had I felt any needs other than those that the environment in which I lived could suggest and satisfy. It was the first time a right I enjoyed had been taken from me: more than a right, a dimension, a world, a space in my mind; and I felt this loss as cruel oppression which embodied all the forms of oppression that I’d heard about or seen other people suffer. If I can still talk about it today like a lost privilege it’s because something disappeared like that from my life, never to return again. So many things had changed after the war was over: I’d changed, cinema had become something else, something different in itself and in relation to me. My biography as a spectator resumed, but it was that of another spectator who wasn’t just a spectator anymore.

The person’s legal track records come from the judicial system. All the details arrive at the computer terminal of the election officer within a few minutes through the e-governance software, which would track various state and central government web services directories through the network and collect the information quickly and automatically and present facts in real-time without any bias. An artificial intelligence software would analyse the candidate’s credentials and give a rating on how successful that person would be as a politician. The election officer can then make an informed choice and start the electoral processes.

In other words, fantasy was starting to hold its own against reason.

Within the month, the Indian government had begun to issue “Indian Registration Certificates” to the more than 15,000 Tibetans who had entered the country. By the end of 1962, when the Chinese had effectively sealed the Indo-Tibetan border, no fewer than 80,000 Tibetans had traveled by foot from Tibet, with most of them settling as resident refugees in India.8 China regarded India’s actions in providing asylum for the Dalai Lama and the multitude of refugees who flowed into India in the months and years following the March Uprising as prima facie evidence of India promoting Tibetan independence.

La capacité d'écoute, prédisposition à faire place, en soi, à l'altérité de l'autre, s'avère ici éminemment précieuse, sans qu'on puisse garantir qu'elle suffise à déjouer les embûches et les malentendus qui parsèment nécessairement un tel cheminement. Il y faut aussi un effort patient de compréhension - comme saisie de ce qui était jusque-là insaisissable et incorporation de ce qui était étranger - afin d'élaborer des plages de traductibilité entre univers culturels distincts. Mais encore convient-il d'assumer la conscience d'une incomplétude, car c'est dans la reconnaissance de l'inachèvement de soi comme de la perfectibilité du collectif auquel on appartient que l'ouverture à l'altérité peut avoir quelque chance de s'opérer.
