British colonial disdain for human rights even left its mark on the English language. The word “coolie” was borrowed from a Chinese word that literally means “bitter labor.” The Romanized first syllable coo means “bitter” and the second syllable lie mimics the pronunciation of the Chinese logograph that means “labor.”
This Chinese word sprang into existence shortly after the Opium War in the nineteenth century when Britain annexed several territories along the eastern seaboard of China. Those territories included Hong Kong, parts of Shanghai, Canton city (Guangzhou) and parts of Tianjin, a seaport near Beijing.
In those newly acquired territories, the British employed a vast number of manual laborers who served as beasts of burden on the waterfront in factories and at train stations. The coolies’ compensation was opium, not money.
The British agency and officers that conceived this unusual scheme of compensation—opium for back-breaking hard labor—were as pernicious and ruthless as they were clever and calculating. Opium is a palliative drug. An addict becomes docile and inured to pain. He has no appetite and only craves the next fix. In the British colonies and concessions, the colonizers, by paying opium to the laborers for their long hours of inhumane, harsh labor, created a situation in which the Chinese laborers toiled obediently and never complained about the excessive workload or the physical devastation. Most important of all, the practice cost the employers next to nothing to feed and house the laborers, since opium suppressed the appetite of the addicts and made them oblivious to pain and discomfort. What could be better or more expedient for the British colonialists whose goal was to make a quick fortune?
They had invented the most efficient and effective way to accumulate capital at a negligible cost in a colony. The only consequence was the loss of lives among the colonial subjects—an irrelevant issue to the colonialists.
In addition to the advantages of this colonial practice, the British paid a pittance for the opium. In those days, opium was mostly produced in another British colony, Burma, not far from China. The exploitation of farmhands in one colony lubricated the wheels of commerce in another colony. On average, a coolie survived only a few months of the grim regime of harsh labor and opium addiction. Towards the end, as his body began to break down from malnutrition and overexertion, he was prone to cardiac arrest and sudden death. If, before his death, a coolie stumbled and hurt his back or broke a limb, he became unemployed. The employer simply recruited a replacement.
The death of coolies in Canton, Hong Kong, Shanghai and other coastal cities where the British had established their extraterritorial jurisdiction during the late 19th century was so common that the Chinese accepted the phenomenon as a routine matter of semi-colonial life. Neither injury nor death of a coolie triggered any compensation to his family.
The impoverished Chinese accepted injury and sudden death as part of the occupational hazard of a coolie, the “bitter labor.” “Bitter” because the labor and the opium sucked the life out of a laborer in a short span of time.
Once, a 19th-century British colonial officer, commenting on the sudden death syndrome among the coolies, remarked casually in his Queen’s English, “Yes, it is unfortunate, but the coolies are Chinese, and by God, there are so many of them.” Today, the word “coolie” remains in the English language, designating an over-exploited or abused unskilled laborer.

FAA is expected to visit India in the summer to review its downgrade. The result of the ICAO and FAA audits will have a bearing on the ability of existing Indian airlines to operate more flights to the US and some international destinations and on new airlines' ability to start flights to these destinations. The regulator plans to hire three directors of safety on short-term contracts to be part of the accident investigation board, according to the information on DGCA's website. This is first time the DGCA is hiring external staff for this board, which is critical to ascertain the reasoning for any crashes, misses or other safety related events in the country. These officers, the DGCA said on its website, must have at least 12 years of experience in aviation, specifically on the technical aspects, and have a degree in aeronautical engineering. DGCA has been asked by international regulators to hire at least 75 flight inspectors. It has only 51. India's private airlines offer better pay and perks to inspectors compared with DGCA. The aviation ministry told DGCA in January to speed up the recruitment and do whatever was necessary to get more inspectors on board, a government official said, speaking on condition of anonymity. DGCA has also announced it will hire flight operations inspectors as consultants on a short-term basis for a period of one year with a fixed remuneration of `1.25 lakh per month. "There will be a review after six months and subsequent continuation will be decided on the basis of outcome of the review," DGCA said in its advertisement. The lionfish comes from the tropical waters around Indonesia. Though beautiful to look at, it is a voracious predator of other fish, and is able to eat as many as 30 in half an hour. Furthermore, one female lionfish can produce over two million eggs per year, which was a particular problem in the Caribbean, where it has no natural predators. The decimation of local species threatened the environment and the economics of Colombia, much of which depends on fishing. It was also destroying the ecology of coral reefs. This was when some colleagues of mine borrowed an idea from Frederick the Great; Ogilvy & Mather in Bogotá decided that the solution was to create a predator for the lionfish – humans. The simplest and most cost-effective way to rid Colombia’s waters of lionfish was to encourage people to eat them, which would encourage anglers to catch them. The agency recruited the top chefs in Colombia and encouraged them to create lionfish recipes for the best restaurants. As they explained, a lionfish is poisonous on the outside but delicious on the inside, so they created an advertising campaign titled ‘Terribly Delicious’. Working with the Colombian Ministry of the Environment, they generated a cultural shift by turning the invader into an everyday food. Lionfish soon appeared in supermarkets. Some 84 per cent of Colombians are Roman Catholic, so they asked the Catholic Church to recommend lionfish to their congregations on Fridays and during Lent. The radical rhetoric of the early fascist movements led many observers, then and since, to suppose that once in power the fascist regimes would make sweeping and fundamental changes in the very bases of national life. In practice, although fascist regimes did indeed make some breathtaking changes, they left the distribution of property and the economic and social hierarchy largely intact (differing fundamentally from what the word revolution had usually meant since 1789).
The reach of the fascist “revolution” was restricted by two factors. For one thing, even at their most radical, early fascist programs and rhetoric had never attacked wealth and capitalism as directly as a hasty reading might suggest. As for social hierarchy, fascism’s leadership principle effectively reinforced it, though fascists posed some threat to inherited position by advocating the replacement of the tired bourgeois elite by fascist “new men.” The handful of real fascist outsiders, however, went mostly into the parallel organizations.
The scope of fascist change was further limited by the disappearance of many radicals during the period of taking root and coming to power. As fascist movements passed from protest and the harnessing of disparate resentments to the conquest of power, with its attendant alliances and compromises, their priorities changed, along with their functions. They became far less interested in assembling the discontented than in mobilizing and unifying national energies for national revival and aggrandizement. This obliged them to break many promises made to the socially and economically discontented during the first years of fascist recruitment. The Nazis in particular broke promises to the small peasants and artisans who had been the mainstay of their electoral following, and to favor urbanization and industrial production.
Despite their frequent talk about “revolution,” fascists did not want a socioeconomic revolution. They wanted a “revolution of the soul,” and a revolution in the world power position of their people. They meant to unify and invigorate and empower their decadent nation—to reassert the prestige of Romanità or the German Volk or Hungarism or other group destiny. For that purpose they believed they needed armies, productive capacity, order, and property. Force their country’s traditional productive elements into subjection, perhaps; transform them, no doubt; but not abolish them. The fascists needed the muscle of these bastions of established power to express their people’s renewed unity and vitality at home and on the world stage. Fascists wanted to revolutionize their national institutions in the sense that they wanted to pervade them with energy, unity, and willpower, but they never dreamed of abolishing property or social hierarchy.
The fascist mission of national aggrandizement and purification required the most fundamental changes in the nature of citizenship and in the relation of citizens to the state since the democratic revolutions of the eighteenth and nineteenth centuries. The first giant step was to subordinate the individual to the community. Whereas the liberal state rested on a compact among its citizens to protect individual rights and freedoms, the fascist state embodied the national destiny, in service to which all the members of the national group found their highest fulfillment. We have seen that both regimes found some distinguished nonfascist intellectuals ready to support this position.
In fascist states, individual rights had no autonomous existence. The State of Law—the Rechtsstaat, the état de droit—vanished, along with the principles of due process by which citizens were guaranteed equitable treatment by courts and state agencies. A suspect acquitted in a German court of law could be rearrested by agents of the regime at the courthouse door and put in a concentration camp without any further legal procedure.
