It is often a puzzle for foreigners why the United States has such a dismal performance when it comes to murder, guns, and mental illness, all features of American life that, when compared to most of the other wealthy countries, are so awful they do not require further documentation. You might wonder how those bad results square with America’s relatively strong performances on most social capital indices, such as trust, cooperation, and charitable philanthropy; on philanthropy, we even rate as the global number one. The truth is that those positive and negative facets are two sides of the same coin: Cooperation is very often furthered by segregating those who do not fit in. Others were refuseniks who tried to flee the country. The inmates complained about poor-quality food, the bitter cold, occasional mistreatment by guards. I should point out that these labor camps were that: they were work camps. They weren't death camps that you had under Nazism where there was a systematic extermination of the people in the camps. So there was a relatively high survival rate. The visitors also noted that throughout the 1980s, hundreds of political prisoners had been released from the various camps, but hundreds are not millions. Is this the best example of bloodthirsty communist repression that the capitalist restorationists could find in Czechoslovakia? An action that doesn't even qualify as a crime in most Western nations—water cannons and tear gas! Are they kidding? No one should deny that crimes were committed, but perhaps most of the gulag millions existed less in reality and more in the buckets of anti-communist propaganda that were poured over our heads for decades.

If we look at the way an industrial producer creates new products, we see a long list of trials and errors and eventually improvement in quality at a lower cost. Urban policies and strategies, by contrast, often do not follow this logic; they are often repeated even when it is well known that they failed. For instance, policies like rent control, greenbelts, new light rail transports, among others, are constantly repeated in spite of a near consensus on their failure to achieve their objectives. For a century after Darwin proposed the theory of sexual selection, it was vigorously resisted by male scientists, in part because they presumed that women were passive in the mating process. The proposal that women actively select their mates and that these selections constitute a powerful evolutionary force was thought to be science fiction rather than scientific fact. In the 1970s, scientists gradually came to accept the profound importance of female choice in the animal and insect world, and in the 1980s and 1990s scientists began to document within our own species the active strategies that women pursue in choosing and competing for mates. But in the early decades of the twenty-first century, some stubborn holdouts continue to insist that women have but a single mating strategy—the pursuit of a long-term mate. Scientific evidence suggests otherwise. The fact that women who are engaged in casual sex as opposed to committed mating shift their mating desires to favor a man’s extravagant lifestyle, his physical attractiveness, his masculine body, and even his risk-taking, cocky “bad-boy” qualities tells us that women have specific psychological mechanisms designed for short-term mating. The fact that women who have extramarital affairs often choose men who are higher in status than their husbands and tend to fall in love with their affair partners reveals that women have adaptations for mate switching. The fact that women shift to brief liaisons under predictable circumstances, such as a scarcity of men capable of investing in them or an unfavorable ratio of women to men, tells us that women have specific adaptations designed for shifting from long-term to short-term mating strategies

Almost all official statistics and policy documents on wages, income, gross domestic product (GDP), crime, unemployment rates, innovation rates, cost of living indices, morbidity and mortality rates, and poverty rates are compiled by governmental agencies and international bodies worldwide in terms of both total aggregate and per capita metrics. Furthermore, well-known composite indices of urban performance and the quality of life, such as those assembled by the World Economic Forum and magazines like Fortune, Forbes, and The Economist, primarily rely on naive linear combinations of such measures.6 Because we have quantitative scaling curves for many of these urban characteristics and a theoretical framework for their underlying dynamics we can do much better in devising a scientific basis for assessing performance and ranking cities. The ubiquitous use of per capita indicators for ranking and comparing cities is particularly egregious because it implicitly assumes that the baseline, or null hypothesis, for any urban characteristic is that it scales linearly with population size. In other words, it presumes that an idealized city is just the linear sum of the activities of all of its citizens, thereby ignoring its most essential feature and the very point of its existence, namely, that it is a collective emergent agglomeration resulting from nonlinear social and organizational interactions. Cities are quintessentially complex adaptive systems and, as such, are significantly more than just the simple linear sum of their individual components and constituents, whether buildings, roads, people, or money. This is expressed by the superlinear scaling laws whose exponents are 1.15 rather than 1.00. This approximately 15 percent increase in all socioeconomic activity with every doubling of the population size happens almost independently of administrators, politicians, planners, history, geographical location, and culture.

Descriptive research may have first been used to document need for change by John Howard, who began to fret in 1773 over the inhumane conditions of the prisons in Bedford, England. In order to prove what he was saying, he traveled all over England, visiting jails and noting the exact number of prisoners, what crimes they had committed, the conditions under which they were held, and other matters concerning the prison system. After completing his descriptive study, he stood before the House of Commons and gave a detailed and precise report that became the basis for important prison reforms. Howard later compared English prisons with jails in other European countries. His book The State of Prisons (1777) was one of the first comparative-descriptive studies. The first purchase order from the army for 900 canvas-topped Gypsies came in January 1991 and the vehicles were to be delivered before 31 March of that year. Maruti manufactured the vehicles and they were parked for inspection in the factory. Army rules required that each vehicle be inspected by their own inspectors. The inspecting team would check only seven or eight vehicles in a day. It was obviously impossible to complete inspection of 900 vehicles in the time available. The inspection agency would not accept our submission that the vehicles were mass produced, following a well-documented system for quality control, and that sample checking should be adequate. They would also generally not accept Maruti’s explanation that what were being pointed out as defects were not really defects. As was foreseen, the delivery date expired before the bulk of the vehicles had been inspected. Once that happened, inspections stopped. The purchase order had to be revalidated before the remaining vehicles could be inspected. The process of revalidation took another nine to ten months. In the meantime, the vehicles were standing in the open in the factory, braving the elements. The system was not concerned about the consequences. K. Kumar made several visits to the army headquarters and met officers at various levels, to explain the Maruti-SMC system for ensuring uniformity of quality and adherence to specifications. He pleaded for expediting the process of inspection, but in vain. Kumar and I then met Lt. Gen. M.S. Bhullar, who was director general quality assurance in the army, and pointed out that exposure to the sun and rain would damage the vehicles and neither Maruti nor the army was gaining by rigidly following tortuous government procedures. Quality, I argued, was produced, not inspected and suggested that the army work out some less cumbersome methods of inspection. But the army was not willing to accept this point of view.
