At Steve’s approach, the animal thrashed wildly, smashing apart mangrove trees on either side of the trap. Steve tried to top-jaw-rope the croc, but it was fighting too violently. Normally Chilli acted as a distraction, giving Steve the chance to secure the croc. But the dog wanted no part of this. She cowered on the floor of the dinghy, unwilling to face this monstrously large croc. Steve was truly on his own. He finally secured a top-jaw rope and tied the other end to a tree. With a massive “death roll”--a defensive maneuver in which the reptile spins its enormous body--the big croc smashed the tree flat and snapped it off. Steve tried again; the croc thrashed, growling and roaring in protest at the trapper in khaki, lunging again and again to tear Steve apart. Finally, the giant croc death-rolled so violently that he came off the bank and landed in the boat, which immediately sank. Chilli had jumped out and was swimming for shore as Steve worked against time. With the croc underwater, Steve lashed the croc, trap and all, in the dinghy. But moving the waterlogged boat and a ton of crocodile was simply too much. Steve sprinted several miles in the tropical heat to reach a cane farm, where he hoped to get help. The cane farmers were a bit hesitant to lend a hand, so Steve promised them a case of beer, and a deal was made. With a sturdy fishing boat secured to each side of Steve’s dinghy, they managed to tow it downriver where they could winch croc and boat onto dry land to get him into a crate. By this time, a crowd of spectators had gathered. When Steve told me the story of the capture, I got the sense that he felt sorry he had to catch the crocodile at all. “It seemed wrong to remove the king of the river,” Steve said. “That croc had lasted in his territory for decades. Here I was taking him out of it. The local people just seemed relieved, and a couple even joked about how many boots he’d make.” Steve was very clever to include the local people and soon won them over to see just how special this crocodile really was. He also blamed communism and those who wanted to promote disorder and didn’t want to see India prosper. BJP national spokesman Sambit Patra called the farmers extremists in the garb of food-providers, another spokesman called them terrorists, and BJP IT cell head Amit Malviya called them anarchists and insurrectionists. On 17 January 2021, a BJP MP from Uttar Pradesh said the protests were backed by anti-national powers. A BJP MLA from Gujarat wrote to Amit Shah asking him to hang or shoot the protestors. The town itself is coated in green, hugging the banks of the river and spreading out up into the rugged hills and pine forests of central Oregon. The seasons are mild, drizzly, and gray for most of the year but give way to a lush, unspoiled summer. It rains incessantly and yet I never knew an Oregonian to carry an umbrella. Eugenians are proud of the regional bounty and were passionate about incorporating local, seasonal, and organic ingredients well before it was back in vogue. Anglers are kept busy in fresh waters, fishing for wild chinook salmon in the spring and steelhead in the summer, and sweet Dungeness crab is abundant in the estuaries year-round. Local farmers gather every Saturday downtown to sell homegrown organic produce and honey, foraged mushrooms, and wild berries. The general demographic is of hippies who protest Whole Foods in favor of local co-ops, wear Birkenstocks, weave hair wraps to sell at outdoor markets, and make their own nut butter. They are men with birth names like Herb and River and women called Forest and Aurora.

Volcker’s tightening policies ultimately worked wonders in taming inflation expectations. But it took a few years, and in the short run, severe monetary tightening hit the economy like a ton of bricks, leading to a recession and tremendous political pushback. Carpenters and builders mailed in two-by-fours to protest they had nothing else to do with their lumber. Car dealers sent coffins to the Fed filled with the keys of unsold vehicles. Farmers blockaded the Fed’s front entrance with tractors. Having just arrived from graduate school as a young economist at the Fed, I watched the Volcker disinflation unfold with amazement.

Japanese paranoia stemmed partly from xenophobia rooted in racism. This combination wasn’t peculiar to Japan, as the Nazis were demonstrating in Germany. In the United States, the 1924 Exclusion Act remained in force, prohibiting all immigration from Asia. Some Western states didn’t think the Exclusion Act went far enough, because it hadn’t gotten rid of the Japanese who had immigrated before the United States slammed the door. Xenophobes argued that these immigrants were now breeding more Japanese, who were recognized, outrageously, as American citizens under the Fourteenth Amendment. Farmers in California and Arizona were especially hostile. Even before the Exclusion Act, these states had passed Alien Land Laws severely restricting the property rights of Japanese. Then in 1934 a group of farmers in Arizona’s Salt River Valley began agitating to kick Japanese farmers out, alleging that they had flooded into the region and were depriving farmland from deserving whites who were already hurting from the Depression. They also demanded that white landowners stop leasing acreage to Japanese farmers. The white farmers and their supporters held rallies and parades, blaring their message of exclusion. In the fall of that year, night riders began a campaign of terrorism. They dynamited irrigation canals used by Japanese farmers and threw dynamite bombs at their homes and barns. The leaders of the Japanese community tried to point out that only 700 Japanese lived in the valley and most had been there for more than twenty years. Three hundred fifty of them were American citizens, and only 125 worked in agriculture, mostly for American farmers. Facts made no impression on the white farmers’ racist resentments. Some local officials exploited the bigotry for political gain. The Japanese government protested all this. Hull didn’t want a few farmers to cause an international incident and pushed the governor of Arizona to fix the problem. The governor blamed the terrorism on communist agitators. Dynamite bombs continued to explode on Japanese farms through the fall of 1934. The local and state police maintained a perfect record—not a single arrest. In early February 1935 the Arizona legislature began considering a bill that would forbid Japanese immigrants from owning or leasing land. If they managed to grow anything, it could be confiscated. Any white farmer who leased to a Japanese would be abetting a crime. (Japan had similar laws against foreigners owning farmland.) American leaders and newspapers quickly condemned the proposed law as shameful, but farmers in Arizona remained enthusiastic. Japanese papers covered the controversy as well. One fascist group, wearing uniforms featuring skulls and waving a big skull flag, protested several times at the US embassy in Tokyo. Patriotic societies began pressuring Hirota to stand up for Japan’s honor. He and Japan’s representatives in Washington asked the American government to do something. Arizona politicians got word that if the bill passed, millions of dollars in New Deal money might go elsewhere. Nevertheless, on March 19 the Arizona senate passed the bill. On March 21 the state house of representatives, inspired more by fears of evaporating federal aid than by racial tolerance, let the bill die. The incident left a bad taste all around.

Jews and Marxists were forbidden in any case to practise journalism in Nazi Germany. In October 1933, Hitler enacted an editors’ law modelled on the regimentation of journalists in fascist Italy. From mid-1935 the Catholic-owned press was also purged of all divisive religious trends. Sinning newspapers were sniffed out and closed down. As Goebbels publicly emphasized: ‘I reject the standpoint that there is in Germany a Catholic and a Protestant press; or a workers’ press; or a farmers’ press; or a city press or a proletariat press. There exists only a German press.’ To Goebbels's new monolithic organization Hitler assigned three tasks: to illuminate to the world the urgency of the problems he was about to tackle; to warn that he would not be trifled with; and to show the world the solidarity of the German people.
