Experience has taught me," said Peter (...) "that no situation finds Bunter unprepared. That he should have procured The Times this morning by the simple expedient of asking the milkman to request the postmistress to telephone to Broxford and have it handed to the 'bus-conductor to be dropped at the post-office and brought up by the little girl who delivers the telegrams is a trifling example of his resourceful energy.
Dorothy L. Sayers (Busman's Honeymoon (Lord Peter Wimsey, #13))
CNAEUS JULIUS AGRICOLA was born at the ancient and illustrious colony of Forumjulii. [9] Both his grandfathers were imperial procurators, [10] an office which confers the rank of equestrian nobility
Tacitus (The Germany and the Agricola of Tacitus)
No passion has a greater need of the widest horizon of liberty than has this, none, doubtless, is as despotic; here it is that man likes to command, to be obeyed, to surround himself with slaves compelled to satisfy him; well, whenever you withhold from man the secret means whereby he exhales the dose of despotism Nature instilled in the depths of his heart, he will seek other outlets for it, it will be vented upon nearby objects; it will trouble the government If you would avoid that danger, permit a free flight and rein to those tyrannical desires which, despite himself, torment man ceaselessly: content with having been able to exercise his small dominion in the middle of the harem of sultanas and youths whose submission your good offices and his money procure for him, he will go away appeased and with nothing but fond feelings for a government.
Marquis de Sade (Philosophy in the Bedroom)
Men in offices are, for the most part, Deadly Bores. They suffer from indigestion and ask you to buy their pills in your lunch hour. They seldom think of their girl employees as human beings at all. What they would prefer, if they were procurable and didn’t cost too much, would be a series of automatic machines, into which you put the week’s salary and took out the letters at the other end. They would prefer these to young women, because you can kick a machine, if you happen to be put out about something, without being hauled into court for assault.
Lucy Malleson (Three-a-Penny)
part, in honor, in office, in the courts of justice, in every little matter. Consider these things, if you would exchange for them, freedom from passions, liberty, tranquility. If not, take care that, like little children, you be not now a philosopher, then a servant of the publicani, then a rhetorician, then a procurator (manager) for Caesar. These things are not consistent. You must be one man, either good or bad. You must either cultivate your own ruling faculty, or external things; you must either exercise your skill on internal things or on external things; that is, you must either maintain the position of a philosopher or that of a common person.
Epictetus (Enchiridion: Filibooks Classics (Illustrated))
Macrinus was a Moor by birth, from [Mauretania] Caesarea, and the son of most obscure parents, so that he was very appropriately likened to the ass that was led up to the palace by the spirit; in particular, one of his ears had been bored in accordance with the custom followed by most of the Moors. But his integrity threw even this drawback into the shade. As for his attitude toward law and precedent, his knowledge of them was not so accurate as his observance of them was faithful. It was thanks to this latter quality, as displayed in his advocacy of a friend's cause, that he had become known to Plautianus, whose steward he then became for a time. Later he came near perishing with his patron, but was unexpectedly saved by the intercession of Cilo, and was appointed by Severus as superintendent of traffic along the Flaminian Way. From Antoninus he first received some brief appointments as procurator, than was made prefect, and discharged the duties of this office in a most satisfactory and just manner, in so far as he was free to follow his own judgment. Book 79 - 11
Cassius Dio (Dio Cassius: Roman History, Volume IX, Books 71-80 (Loeb Classical Library No. 177))
At length the party arrived at the residence of the Chief of Police. The latter proved indeed a man of spells, for no sooner had he learnt what was afoot than he summoned a brisk young constable, whispered in his ear, adding laconically, “You understand, do you not?” and brought it about that, during the time that the guests were cutting for partners at whist in an adjoining room, the dining-table became laden with sturgeon, caviare, salmon, herrings, cheese, smoked tongue, fresh roe, and a potted variety of the same — all procured from the local fish market, and reinforced with additions from the host’s own kitchen. The fact was that the worthy Chief of Police filled the office of a sort of father and general benefactor to the town, and that he moved among the citizens as though they constituted part and parcel of his own family, and watched over their shops and markets as though those establishments were merely his own private larder. Indeed, it would be difficult to say — so thoroughly did he perform his duties in this respect — whether the post most fitted him, or he the post.
Nikolai Gogol (Dead Souls)
And how nationally disgraceful, in every conceivable point of view, is the IVth of our American Articles of War: "If any person in the Navy shall pusillanimously cry for quarter, he shall suffer death." Thus, with death before his face from the foe, and death behind his back from his countrymen, the best valor of a man-of-war's-man can never assume the merit of a noble spontaneousness. In this, as in every other case, the Articles of War hold out no reward for good conduct, but only compel the sailor to fight, like a hired murderer, for his pay, by digging his grave before his eyes if he hesitates. But this Article IV is open to still graver objections. Courage is the most common and vulgar of the virtues; the only one shared with us by the beasts of the field; the one most apt, by excess, to run into viciousness. And since Nature generally takes away with one hand to counterbalance her gifts with the other, excessive animal courage, in many cases, only finds room in a character vacated of loftier things. But in a naval officer, animal courage is exalted to the loftiest merit, and often procures him a distinguished command.
Herman Melville (White-jacket ; or, The World in a Man-of-war)
The labour of some of the most respectable orders in the society is, like that of menial servants, unproductive of any value, and does not fix or realize itself in any permanent subject, or vendible commodity, which endures after that labour is past, and for which an equal quantity of labour could afterwards be procured. The sovereign, for example, with all the officers both of justice and war who serve under him, the whole army and navy, are unproductive labourers. They are the servants of the public, and are maintained by a part of the annual produce of the industry of other people. Their service, how honourable, how useful, or how necessary soever, produces nothing for which an equal quantity of service can afterwards be procured. The protection, security, and defence, of the commonwealth, the effect of their labour this year, will not purchase its protection, security, and defence, for the year to come. In the same class must be ranked, some both of the gravest and most important, and some of the most frivolous professions; churchmen, lawyers, physicians, men of letters of all kinds; players, buffoons, musicians, opera-singers, opera-dancers, etc. The labour of the meanest of these has a certain value, regulated by the very same principles which regulate that of every other sort of labour; and that of the noblest and most useful, produces nothing which could afterwards purchase or procure an equal quantity of labour. Like the declamation of the actor, the harangue of the orator, or the tune of the musician, the work of all of them perishes in the very instant of its production.
Adam Smith (An Inquiry into the Nature and Causes of the Wealth of Nations)
One of the most frustrating aspects of the Vietnam war from the Army's point of view is that as far as logistics and tactics were concerned we succeeded in everything we set out to do. At the height of the war the Army was able to move almost a million soldiers a year in and out of Vietnam, feed them, clothe them, house them, supply them with arms and ammunition, and generally sustain them better than any Army had ever been sustained in the field. To project an Army of that size halfway around the world was a logistics and management task of enormous magnitude, and we had been more that equal to the task. On the battlefield itself, the Army was unbeatable. In engagement after engagement the forces of the Viet Cong and that of the North Vietnamese Army were thrown back with terrible losses. Yet, in the end, it was North Vietnam, not the United States, that emerged victoriously. How could we have succeeded so well, yet failed so miserably? At least part of the answer appears to be that we saw Vietnam as unique rather than in strategic context. This misperception grew out of neglect of military strategy in the post-World War II nuclear era. Almost all professional literature on military strategy was written by civilian analysts - political scientists from the academic world and systems analysts from the Defense community. In his book War and Politics, political scientist Bernard Brodie devoted an entire chapter to the lack of professional military strategic thought. The same criticism was made by systems analysts Alain C. Enthoven and K. Wayne Smith who commented: "Military professionals are among the most infrequent contributors to the basic literature on military strategy and defense policy. Most such contributors are civilians..." Even the Army's so-called "new" strategy of flexible response grew out of civilian, not military, thinking. This is not to say that the civilian strategies were wrong. The political scientists provided a valuable service in tying war to its political ends. They provided a valuable service in tying war to its political ends. The provided answers to "why" the United States ought to wage war. In the manner the systems analyst provided answer on "what" means we would use. What was missing was the link that should have been provided by military strategists -"how" to take the systems analyst's means and use them to achieve the political scientist's ends. But instead of providing professional military advice on how to fight the war, the military more and more joined with the systems analysts in determining material means we were to use. Indeed, the conventional wisdom among many Army officers was that "the Army doesn't make strategy, " and "there is no such thing as Army strategy." There was a general feeling that strategy was budget-driven and was primarily a function of resource allocation. The task of the Army, in their view, was to design and procure material, arms and equipment and to organize, train, and equip soldiers for the Defense Establishment.

But as Bill Gates said to us when Mark and I met with him in his Seattle-area office, “People invest in high-probability scenarios: the markets that are there. And these low-probability things that maybe you should buy an insurance policy for by investing in capacity up front, don’t get done. Society allocates resources primarily in this capitalistic way. The irony is that there’s really no reward for being the one who anticipates the challenge.” Every time there is a new, serious viral outbreak, such as Ebola in 2012 and Zika in 2016, there is a public outcry, a demand to know why a vaccine wasn’t available to combat this latest threat. Next a public health official predicts a vaccine will be available in x number of months. These predictions almost always turn out to be wrong. And even if they’re right, there are problems in getting the vaccine production scaled up to meet the size and location of the threat, or the virus has receded to where it came from and there is no longer a demand for prevention or treatment. Here is Bill Gates again: Unfortunately, the message from the private sector has been quite negative, like H1N1 [the 2009 epidemic influenza strain]: A lot of vaccine was procured because people thought it would spread. Then, after it was all over, they sort of persecuted the WHO people and claimed GSK [GlaxoSmithKline] sold this stuff and they should have known the thing would end and it was a waste of money. That was bad. Even with Ebola, these guys—Merck, GSK, and J & J [Johnson & Johnson]—all spent a bunch of money and it’s not clear they won’t have wasted their money. They’re not break-even at this stage for the things they went and did, even though at the time everyone was saying, “Of course you’ll get paid. Just go and do all this stuff.” So it does attenuate the responsiveness. This model will never work or serve our worldwide needs. Yet if we don’t change the model, the outcome will not change, either.
Michael T. Osterholm (Deadliest Enemy: Our War Against Killer Germs)
The holders of twenty hundred million dollars’ worth of property in human chattels procured the means of influencing press, pulpit, and politician, and through these instrumentalities they belittled our virtues and magnified our vices, and have made us odious in the eyes of the world. Slavery had the power at one time to make and unmake Presidents, to construe the law, dictate the policy, set the fashion in national manners and customs, interpret the Bible, and control the church; and, naturally enough, the old masters set themselves up as much too high as they set the manhood of the negro too low. Out of the depths of slavery has come this prejudice and this color line. It is broad enough and black enough to explain all the malign influences which assail the newly emancipated millions today. In reply to this argument it will perhaps be said that the negro has no slavery now to contend with, and that having been free during the last sixteen years, he ought by this time to have contradicted the degrading qualities which slavery formerly ascribed to him. All very true as to the letter, but utterly false as to the spirit. Slavery is indeed gone, but its shadow still lingers over the country and poisons more or less the moral atmosphere of all sections of the republic. The office of the color line is a very plain and subordinate one. It simply advertises the objects of oppression, insult, and persecution. It is not the maddening liquor, but the black letters on the sign telling the world where it may be had. . . . The color is innocent enough, but things with which it is coupled make it hated. Slavery, ignorance, stupidity, servility, poverty, dependence, are undesirable conditions. When these shall cease to be coupled with color, there will be no color line drawn. —FREDERICK DOUGLASS, “The Color Line,” North American Review, June 1881

Engineer’s fascination with CPVC began in the mid-1990s. During this period, in the construction and plumbing industry, pipes were still made of iron and copper. Engineer saw that corrosion was a major problem with galvanized pipes and India was materially behind the evolution curve in the use of plastics for pipes. In the United States, CPVC was the new anti-corrosion solution for plastic pipes, which was swiftly replacing metal (iron and copper) pipes in industrial applications. CPVC was also a superior product compared to PVC because of higher ductile strength, which gave it the ability to handle hot water up to 200 degrees Fahrenheit (93° Celsius) (PVC can handle hot water only up to 140 degrees Fahrenheit [60° Celsius]). B.F. Goodrich (now known as Lubrizol) held the patent for CPVC resin technology, and Engineer decided to tie up with them to bring CPVC to India. He travelled to the United States to forge a techno-financial joint venture (JV) deal with Thompson Plastics of USA, which provided Astral with the technical know-how for setting up the CPVC plant. Astral also acquired the licence for CPVC resin procurement from Lubrizol (the first Indian company to do so). With a JV partner on board and a licence in his hand, Engineer set up Astral Poly Technik in March 1996. Thompson put up 20 per cent of equity for the company and Engineer approached his uncle to fund another 20 per cent. For his personal equity contribution, Engineer sold his house in Ahmedabad. I met Engineer at Astral’s corporate office located off the bustling Sarkhej–Gandhinagar Highway and behind the prestigious Rajpath Club in Ahmedabad. Recalling those early days, Engineer told me, ‘There was a time when everything my father-in-law and I owned was mortgaged to build Astral.

James and his team were readying to brief a lawyer from the Procurator Fiscal's office. The Fiscal Depute's name was Shona MacBryer. MacBryer knew Clarke, and the two shared a nod of greeting as she arrived. Fox and Oldfield were handing round mugs. Someone had splashed out on a cafetière and proper coffee, and the biscuits were Duchy Originals.

Fourthly, As to the difficulty of procuring the necessaries of life, this would not be so great as may appear at first sight; for though we could not procure European food, yet we might procure such as the natives of those countries which we visit, subsist upon themselves. And this would only be passing through what we have virtually engaged, in by entering on the ministerial office.

• Launched Real Time Talent, one of the most innovative workforce development initiatives in the country. It links the curriculum and training for more than four hundred thousand postsecondary students with the skill requirements of employers in the state (RealTimeTalentMN.org). • Created the Business Bridge, which facilitates connections between the procurement functions of large corporations and smaller potential suppliers located in the region. As a result of this effort, participating businesses added more than $1 billion to their spending with local businesses in two years—a year ahead of their goal. • Helped to build the case for investing more aggressively in higher education. By strengthening relationships between business and higher education leaders, and using a fact-based set of findings to justify investing more than an incremental amount, a coalition organized by Itasca helped increase spending in the state by more than $250 million annually. That’s not bad for a group of people with no budget, no office, no charter, virtually no Internet presence, virtually no staff—but a huge abundance of trust.

mediator is one who interposes between two parties at variance, to procure a reconciliation. Before the fall, there was no need of a mediator between God and man; for, though there was an infinite distance in nature, yet, there was no variance between these parties. But upon the fall the case was altered; God was dishonoured, and highly offended; man was alienated from God, and subjected to his judicial displeasure; and as man was unable to satisfy the claims of the divine law which he had violated, if he was to be restored to the favour of his offended sovereign, the interposition of another person was requisite, to atone for his guilt, and lay the foundation of peace. This is the office and work assigned to Jesus Christ, the one mediator between God and man; and the present section relates to his divine appointment to this office, and the donation of a people to him as his seed.

On June 9, 2021 President Biden dutifully reiterated the US government’s commitment to procure approximately 1.7 million courses of the NIAID-funded drug from Merck.81 BARDA collaborated with a confederacy of other shady Defense Department operatives, including the DoD Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND) and the Army Contracting Command, on the $1.2 billion purchase. Not only was the drug developed with taxpayer money, but its $712 per dose price to the taxpayer is forty times more than Merck’s $17.64 cost of production. Merck, which expects to make $7 billion per year on the new blockbuster, saw its stock price spike on news of the government contract and after President Biden’s televised plug.

Simple organisational mechanisms, such as the creation of a sub committee of the EXCO body, under the authorisation of the CEO and chaired by the Chief Financial Officer (CFO) or the Chief Operating Officer (COO) — i.e., those who have the necessary organisational authority to resolve issues — should be established. Reporting into this group should be weekly and any variance to plan should be identified for resolution. There may be other organisational solutions but as a minimum, project reporting should be frequent and escalation for issue resolution should be integral to the process.

The National Audit Office would later discover that almost 500 suppliers with links to politicians or senior officials were referred to the channel. The advantage of this fast stream was that bidding firms were automatically treated as credible by government officials. The departure from standard procurement practice would lead to allegations of cronyism when it was exposed later in the year. Some of the deals would beggar belief. A small loss-making firm run by a Conservative councillor in Stroud was given a £120 million contract to import PPE from China without any competition. A vermin-control company valued at £19,000 was given £108 million to supply protective equipment.
Jonathan Calvert (Failures of State: The Inside Story of Britain’s Battle with Coronavirus)
Throughout this section, we’ve seen how the US government, which increasingly resembles a terrorist organization, worked with extremists, including its then-asset Osama bin Laden, to destabilize and then destroy Serbia. According to John Schindler, professor of strategy at the US Naval War College, the American Department of State and President Clinton sought to bomb the Serbs to help the Muslims, “following the lead of progressive opinion on Bosnia.” Thousands of Arab-Afghans (Saudis, Yemenis, Algerians, Egyptians, Tunisians, Iraqis, Libyans, Jordanians, and others), with extensive combat experience gained fighting the Soviets in Afghanistan on behalf of the Americans, opened a new front in the Balkans. They had weapons procured with help from the US government, as well as money from the Saudis and Americans, including that passed through the al-Farooq mosque in Brooklyn. They had the assistance of the Maktab al-Khidamat (Services Office), set up to recruit, train, and aid fighters for the Afghan war. Richard Holbrooke, Assistant Secretary of State for European Affairs, wanted a repeat of the Afghanistan model in the Balkans, using Saudi Arabia, Turkey, and Pakistan to send arms to the combatants. Front companies, secret arms drops, and Clinton’s National Security Council all played a role. The result was the creation of a larger and more capable cadre of murderers, war criminals, and human rights violators. They enabled the United States to topple a socialist opponent of its policies in Yugoslavia, tap the natural resources of the region, and control the routes from and access to oil and natural gas in Central Asia. American propaganda that flooded the media about murderers, war criminals, and human rights violators was particularly effective in gaining support in the United States and abroad. Like actions against the USSR, the United States trained fighters, supplied arms, and provided financial aid to rebels seeking to overthrow their government. Washington and NATO applied economic sanctions to Yugoslavia, hastening the country’s collapse. The KLA, directly supported and politically empowered by NATO in 1998, had been listed by the US State Department as a terrorist organization supported in part by loans from Islamic individuals, among them allegedly Osama bin Laden.

Something, which the police called a bomb, had exploded in his shed. Investigations were begun, and the efforts of the authorities were soon to be categorized by the appropriate officals as "feverish", for bombs began to go off all over the place. The police collected fragments of the exploded bombs, and the press, anxious to help the police in their work, published impressive pictures of the fragments as well as a drawing of a reconstructed bomb together with a very detailed description of how it had been made. The police had done a really first-rate job. Even my brother and myself, both of us extremely untalented men in technical matters, could easily grasp how the bomb makers had gone to work. A large quantity of ordinary black gunpowder, such as is the be found in the cartridges sold for shoutguns, was encased in plasticine; in it was embedded an explosive cap, of the type used in hand grenades during the war, at the end of a thin wire; the other end of the wire was joined to the battery of a pocket flashlight -- obtainable at any village store -- and thence to the alarm mechanism of an ordinary alarm clock. The whole contratation was packed into a soapbox. Of course my brother did his duty as a journalist. He published the police report, together with the illustrations, on page one. It was not my brother's doing that this issue of the paper had a most spectacular success and that for weeks men were still buying it; no. the credit for that must go to the police; they had done their bit to ensure that the peasantry of Schleswig-Holstein would have a healthy occupation during the long winter evenings. Instead of just sitting and indulging in stupid thoughts, or doing crossword puzzles, or assembling to hear inflamatory speeches, the peasantery was henceforth quetly and busily engaged in procuring soapboxes and alarm clock and flashlight batteries. And then the bombs really began to go of.... Nobody ever asked me what I was actually doing in Schleswig=Holstein, save perhaps Dr. Hirschfeldt, a high official in the Prussian Ministry of the Interior, who had recently taken to frequenting Salinger's salon. Occasionally, and casually, he would glance at ne with his green eyes an honour me with a question, such as: "And what are the peasants up to in the north?" To which I would usually only reply: "Thank you for your interest. According to the statistics, the standard of living is going up -- in particular, there has been in increased demand for alarm clocks.
Ernst von Salomon (Der Fragebogen (rororo Taschenbücher))
the law commanded them to abstain from every servile work, that is, from all grasping after wealth which is procured by trading and by other worldly business; but it exhorted them to attend to the exercises of the soul, which consist in reflection, and to addresses of a beneficial kind for their neighbours’ benefit. And therefore the Lord reproved those who unjustly blamed Him for having healed upon the Sabbath-days. For He did not make void, but fulfilled the law, by performing the offices of the high priest, propitiating God for men, and cleansing the lepers, healing the sick, and Himself suffering death, that exiled man might go forth from condemnation, and might return without fear to his own inheritance.
The Church Fathers (The Complete Ante-Nicene & Nicene and Post-Nicene Church Fathers Collection)
Perhaps there never was a nation where all those cooperating causes had acquired greater strength than in France. Oppressions of all kinds were at a height. The luxuries of life were enjoyed exclusively by the upper classes, and this in the highest degree of refinement; so that the desires of the rest were whetted to the utmost. Religion appeared in its worst form, and seemed calculated solely for procuring establishments for the younger sons of the insolent and useless noblesse. The morals of the higher orders of the clergy and of the laity were equally corrupted. Thousands of literary men were excluded by their station from all hopes of advancement to the more respectable offices in the church.

Hi, I’m Bob Howard. I’m a computational demonologist and senior field agent working for an organization you don’t know exists. My job involves a wide range of tasks, including: writing specifications for structured cabling runs in departmental offices; diving through holes in spacetime that lead to dead worlds and fighting off the things with too many tentacles and mouths that I find there; liaising with procurement officers to draft the functional requirements for our new classified document processing architecture; exorcising haunted jet fighters; ensuring departmental compliance with service backup policy; engaging in gunfights with the inbred cannibal worshippers of undead alien gods; and sitting in committee meetings.

The threefold misery of men introduced by sin--ignorance, guilt and the tyranny and bondage by sin--required this conjunction of a threefold office. Ignorance is healed by the prophetic; guilt by the priestly; the tyranny and corruption of sin by the kingly. Prophetic light scatters the darkness of error; the merit of the Priest takes away guilt and procures a reconciliation for us; the power of the King removes the bondage of sin and death. The Prophet shows God to us; the Priest leads us to God; and the King joins together and glorifies us with God. The Prophet enlightens the mind by the Spirit of illumination; the Priest by the Spirit of consolation tranquilizes the heart and conscience; the King by the Spirit of sanctification subdues rebellious affections.
