The Nara Chandrababu Naidu government went about the capital project by setting aside the Centre’s land acquisition act and drawing up a compensation package for land-owning and tenant farmers and labourers. Many are opposed to it, and are not keen on snapping their centuries-old bond with their land and livelihood. In Penumaka village, Nageshwara Rao, 50, fears the future as he does not possess a tenancy certificate that could have brought some relief under the compensation package. “The entire village is against land-pooling but we hear the government is adamant,” Rao says, referring to municipal minister P Narayana’s alleged assertion that land would be taken with or without the farmers’ consent. Narayana is supervising the land-pooling process. “Naidu says he would give us Rs 50,000 per year in lieu of annual crops. We earn that much in a month here,” villager Meka Koti Reddy says. To drive home the point, locals in Undavalli village nearby have put up a board asking officials to keep off their lands that produce three crops a year. Unlike other parts of Andhra Pradesh, the water-rich land here is highly productive yielding 200 varieties of crops. Some farmers are also suspicious about the compensation because Naidu is yet to deliver on the loan-waiver promise. They are now weighing legal options besides seeking Prime Minister Narendra Modi’s intervention to retain their land. While the villagers opposing land-pooling are allegedly being backed by Jaganmohan Reddy’s YSR Congress Party, those belonging to the Kamma community — the support base for Naidu’s Telugu Desam Party — are said to be cooperative.  It is also believed that Naidu chose this location over others suggested by experts to primarily benefit the Kamma industrialists who own large swathes of land in Krishna and Guntur districts. But even the pro-project villagers cannot help feel insecure. “We are clueless about where our developed area would be. What if the project is not executed within Naidu’s tenure? Is there a legal recourse?” Idupulapati Rambabu of Mandadam says. This is despite Naidu’s assurance on January 1 at nearby Thulluru, where he launched the land-pooling process, asking farmers to give land without any apprehension. He said the deal in its present form would make them richer than him in a decade. “We are not building a mere city but a hub of economic activity loaded with superior infrastructure that is aimed at generating wealth. This would be a win-win situation for all,” Naidu tells HT. As of now, villages like Nelapadu struggling with low soil fertility seem to be winning from the package.

In the past decade, the historically consistent division in the United States between the share of total national income going to labor and that going to physical capital seems to have changed significantly. As the economists Susan Fleck, John Glaser, and Shawn Sprague noted in the U.S. Bureau of Labor Statistics’ Monthly Labor Review in 2011, “Labor share averaged 64.3 percent from 1947 to 2000. Labor share has declined over the past decade, falling to its lowest point in the third quarter of 2010, 57.8 percent.” Recent moves to “re-shore” production from overseas, including Apple’s decision to produce its new Mac Pro computer in Texas, will do little to reverse this trend. For in order to be economically viable, these new domestic manufacturing facilities will need to be highly automated. Other countries are witnessing similar trends. The economists Loukas Karabarbounis and Brent Neiman have documented significant declines in labor’s share of GDP in 42 of the 59 countries they studied, including China, India, and Mexico. In describing their findings, Karabarbounis and Neiman are explicit that progress in digital technologies is an important driver of this phenomenon: “The decrease in the relative price of investment goods, often attributed to advances in information technology and the computer age, induced firms to shift away from labor and toward capital. This city-and-corporate-led “pro-arts” agenda runs the risk of not only driving out present art-making residents out via a combination of gate-keeping and escalating living costs (including but not limited to rent), it also prevents people who co-habitated with or preceded underground artists – frequently communities of color and poor/working class people overall – from returning. Even leading up to periods of economic decline (which frequently include an influx of artists, due to the increase in more affordable housing), the potential of keeping people out when the gentrification cycle eventually reverses, and housing becomes affordable again – typically when middle-class and up whites leave the city, developers abandon future projects, and things start to decay – is real. In other words, the pro-arts agenda provides the convergence of moneyed, powerful interests that drive gentrification with an additional cultural and economic weapon against keeping undesirables out, if they so choose, by labeling them as “the bad sort of creatives” or otherwise less-than, while keeping the semblance of being pro-artist intact, to be utilized as needed. This utilization may include implementation during periods of decline, depending on the plans, interests and future needs of capital, in a local/global context. – The solution to this is for communities to organize for the sorts of transformative conditions that allow people the practical and life-altering means to make all kinds of art, not for artists to be played by corporate arts entities that collude with downtown interests – while collectively resisting gentrification as soon as it starts to happen. More broadly, over the last few decades social conservatives have frequently offered “both/and” cultural analyses that liberals have found strange or incredible — arguing (as noted above) that a sexually-permissive society can easily end up with a high abortion rate and a high out-of-wedlock birthrate; or that permissive societies can end up with more births to single parents and fewer births (not only fewer than replacement, but fewer than women actually desire) overall; or that expressive individualism could lead to fewer marriages and greater unhappiness for people who do get hitched. Social liberals, on the other hand, have tended to take a view of human nature that’s a little more positivist and consumerist, in which the assumption is that some kind of “perfectly-liberated decision making” is possible and that such liberation leads to optimal outcomes overall. Hence that 1970s-era assumption that unrestricted abortion would be good for children’s family situations, hence the persistent assumption that marriages must be happier when there’s more sexual experimentation beforehand, etc.
