To some communities over wide areas in central Italy, the Romans extended Roman citizenship. Sometimes this involved full citizen rights and privileges, including the right to vote or stand in Roman elections while also continuing to be a citizen of a local town. In other cases they offered a more limited form of rights that came to be known (self-explanatorily) as ‘citizenship without the vote’, or civitas sine suffragio. There were also people who lived on conquered territories in settlements known as colonies (coloniae). These had nothing to do with colonies in the modern sense of the word but were new (or expanded) towns usually made up of a mixture of locals and settlers from Rome. A few had full Roman citizenship status. Most had what was known as Latin rights. That was not citizenship as such but a package of rights believed to have been shared since time immemorial by the Latin towns, later formally defined as intermarriage with Romans, mutual rights to make contracts, free movement and so on. It was a halfway house between having full citizenship and being a foreigner, or hostis.

Because for all that people have tried to abuse it and disown it, "feminism" is still the word we need...We need the only word we have ever had to describe "making the world equal for men and women". Women's reluctance to use it sends out a really bad signal. Imagine if, in the 1960's, it had become fashionable for black people to say they "weren't into" civil rights. Perhaps they are having fun, but it is the sort of fun a schoolyard brute has at the expense of a child who goes home bruised and weeping. It’s time someone stood up for the past. I have always hated bullies. The instinct to attack difference can be seen in every social species, but if humans truly desire to rise above barbarism, then we must cease acting like beasts. The human race may have been born in mud and ignorance, but we are blessed with minds sufficiently powerful to shape our behavior. Personal choices form the lives of individuals; the sum of all interactions determine the nature of societies. At present, it is politically fashionable in America to tolerate limited diversity based around race, religion, and sexual orientation, yet following a trend does not equate with being truly open-minded. There are people who proudly proclaim they support women’s rights, yet have an appallingly limited definition of what those rights entail. (Currently, fashionable privileges are voting, working outside the home, and easy divorce; some people would be dumbfounded at the idea that creating beautiful things, working inside the home, and marriage are equally desirable rights for many women.) In the eighteenth century, Voltaire declared, “I disagree with what you say but I will fight to the death for your right to say it.”3 Many modern Americans seem to have perverted this to, “I will fight to the death for your right to agree with what I say.” When we stand up for history, we are in our way standing up for all true diversity. The parlor games that permit people in public forums to speak of whites and men in terms they would never use to speak of other groups exact an important real-world price from American society. They provoke a truculent reaction that otherwise would have lain quiet. Progressive politicians may feel that provoking this reaction is worthwhile if it can mobilize a progressive populist surge. This vision of politics bumps into some inhospitable realities. Of those Americans who did not vote in 2016, the majority—52 percent—were white. Among those who did not vote despite being registered (and those are the nonvoters most likely to show up in 2020) the white majority was even bigger. Nate Cohn of the New York Times estimates that in the industrial Midwest, the population that was registered to vote in 2016 but that did not cast a ballot was 68 percent noncollege white.19 In other words, the most accessible pool of nonvoters in the most decisive region of the country are precisely the group least likely to respond to “Woke” messaging on immigration, race, and gender.
