We need to provide, not punish, and to foster belonging and self-sufficiency for our neighbors’ kids. More, funded YMCAs and community centers and summer jobs, for example, would help do this. These kinds of interventions would benefit all the Carloses, Wesleys, Haydens, Franks, and Leons, and would benefit our collective well-being. Only if we consider ourselves bound together can we reimagine our obligation to each other as community. When we consider ourselves bound together in community, the radically civil act of redistributing resources from tables with more to tables with less is not charity, it is responsibility; it is the beginning of reparation. Here is where I tell you that we can change this story, now. If we seek to repair systemic inequalities, we cannot do it with hope and prayers; we have to build beyond the systems and begin not with rehabilitation but prevention. We must reimagine our communities, redistribute our wealth, and give our neighbors access to what they need to live healthy, sustainable lives, too. This means more generous social benefits. This means access to affordable housing, well-resourced public schools, affordable healthcare, jobs, and a higher minimum wage, and, of course, plenty of good food. People ask me what educational policy reform I would suggest investing time and money in, if I had to pick only one. I am tempted to talk about curriculum and literacy, or teacher preparation and salary, to challenge whether police belong in schools, to push back on standardized testing, or maybe debate vocational education and reiterate that educational policy is housing policy and that we cannot consider one without the other. Instead, as a place to start, I say free breakfast and lunch. A singular reform that would benefit all students is the provision of good, free food at school. The indispensable foundation of a rational stance toward drug addiction would be the decriminalization of all substance dependence and the provision of such substances to confirmed users under safely controlled conditions. It’s important to note that decriminalization does not mean legalization. Legalization would make manufacturing and selling drugs legal, acceptable commercial activities. Decriminalization refers only to removing from the penal code the possession of drugs for personal use. It would create the possibility of medically supervised dispensing when necessary. The fear that easier access to drugs would fuel addiction is unfounded: drugs, we have seen, are not the cause of addiction. Despite the fact that cannabis is openly available in Holland, for instance, Dutch per-capita use of marijuana is half that in the United States. And no one is advocating the open availability of hard drugs. Decriminalization also does not mean that addicts will be able to walk into any pharmacy to get a prescription of cocaine. Their drugs of dependence should be dispensed under public authority and under medical supervision, in pure form, not adulterated by unscrupulous dealers. Addicts also ought to be offered the information, the facilities and the instruments they need to use drugs as safely as possible. The health benefits of such an approach are self-evident: greatly reduced risk of infection and disease transmission, much less risk of overdose and, very importantly, comfortable and regular access to medical care. Not having to spend exorbitant amounts on drugs that, in themselves, are inexpensive to prepare, addicts would not be forced into crime, violence, prostitution or poverty to pay for their habits. They would not have to decide between eating or drug use, or to scrounge for food in garbage cans or pick cigarette butts out of sidewalk puddles. They would no longer need to suffer malnutrition.

This forgetfulness causes us to do more comparing and complaining than praising and resting. Envy misunderstands blessing. So often envy is fueled by misunderstanding what God’s care looks like. It is not always the care of provision, relief, or release. Sometimes God’s blessing comes in the form of trials that are his means of giving us things we could get no other way. Envy is selfish. Envy tends to put us in the center of our own worlds. It tends to make everything about our comfort and ease, our wants, needs, and feelings, and not about the plan and the glory of the God we serve. Envy is self-righteous. Envy has an “I deserve _____ more than they do” posture to it. It forgets that we all deserve immediate and eternal punishment, and that any good thing we have is an undeserved gift of God’s amazing grace. Envy is shortsighted. Envy has a right here, right now aspect to it that overlooks the fact that this moment is not all there is. Envy cannot see that this moment isn’t meant to be a destination, but a preparation for a final destination that will be beautiful beyond our wildest imagination. Envy questions God’s wisdom. When you and I envy, we tend to buy into the thought that we are smarter than God. In envy, we tend to think we know more and better, and if our hands were on the joystick, we would be handling things a different way. Envy is impatient. Envy doesn’t like to wait. Envy complains quickly and tires easily. Envy doesn’t just cry for blessings; it cries for blessings now. What is devastating about envy is that it questions God’s goodness, and when you do that, you quit running to him for help. Even among the uninitiated - men and women who were unaware of how a day's labor had been defined through years of tense negotiation - extracting such large drafts of labor required extraordinarily coercive measures. Violent confrontations between masters and slaves seemed to grow as the lower Mississippi Valley became a slave society. Wielding the lash with greater frequency if not greater force, planters struggled to bend slaves to the new order. Slaves resisted with equal ferocity. Unrest increased and rumors of rebellion boiled to the surface. During the 1790s and into the new century, the lower Mississippi Valley was alive with news of revolt, as one intrigue after another came to light. In 1791, 1795, and again in 1804 and 1805, planters uncovered major conspiracies. They responded with the lash, mutilating many rebels and suspected rebels, deporting others, and executing still others, often after grotesque torture. Yet behind this bloody facade, master and slave began to renegotiate the terms under which slaves lived and worked. Many of these involved the pace of labor; others originated in the organization of labor and the authority of the masters' subalterns, as overseers became a fixture on the largest estates. From the planters' perspective, the large units on which sugar and cotton were grown made movement from plantation to plantation - a prominent feature of slave life in eighteenth-century Louisiana - unnecessary and undesirable. But perhaps the most intense conflicts arose over the slaves' economy: their free Sundays and half-Saturdays, their gardens and provision grounds, and their right to sell their labor and market its product. Slaves in the lower Mississippi Valley had a long tradition of independent productive activities. Planters, who once saw advantages in allowing slaves to subsist themselves, pressed for an allowance society in which rations replaced gardens and the right to market. ... Under the new regime, plantation slaves frequently worked from dawn to noon and then, after a two hour break, until 'the approach of night.' As the planters' demands intensified, the time left for slaves to work their gardens grew shorter. Sustaining them took an extraordinary commitment. The frantic pace at which slaves worked in their own plots was captured by an emigre from Saint Domingue in 1799, who observed that a slave returning form the field 'does not lose his time. He goes to work at a bit of the land which he has planted with provisions for his own use, while his companion, if he has one, busies herself in preparing some for him, herself, and their children.' 'Many of the owners take off a part of that ration,' noted another visitor. Slaves 'must obtain the rest of their food, as well as their clothing, from the results of their Sunday labors.' Each says to the other: “I know your narrative and I reject it in its entirety, yet I accept your right to define your own narrative as you wish, and I will respect that right and its aspirations.” The important component is respect; respect is more embracive than trust. Until each side reaches a level of understanding of the other’s narrative that facilitates a willingness to accord parity of esteem, peace agreements will likely falter, perhaps not immediately but in a corrosive ambience that slowly emerges and is conducive to disregarding some of their provisions. Peace agreements are pieces of paper. The task of translating them into sustainable reconciliation is a long and difficult process; former protagonists are in “recovery.” Unless they nurture that recovery, their peace agreement will fall apart or lapse into “frozen” pacts. In Israel and Palestine there is no parity of esteem for the respective narratives and therefore no trust. This is why the onset of any negotiation is often not welcomed by either the leadership or the constituencies of either side. Instead, the prospect brings latent fears to the foreground, and the leaderships play to these fears, feeding their constituencies the same stale and divisive pronouncements about “the other” that have been repeated ad nauseam over decades. They engage in debilitating tit-for-tat exchanges, talk only about what the other side has to do, what the other side needs to tell its people, never about what they themselves have to do, what their own people need to understand. All this prepares the way, should the talks collapse, for one more repetition of the blame game and violence, which becomes self-fulfilling and self-motivating.

The generation brought up during the Great Depression and the Second World War, still in measure steeped in the much-maligned Protestant work ethic, resolved to work hard and provide a more secure heritage for their children. And, in measure, they did. But the children, for whom the Depression and the War belonged to the relics of history, had nothing to live for but more “progress.” There was no grand vision, no taste of genuine want, and not much of the Protestant work ethic either.83 Soon the war in Vietnam became one of the central “causes” of that generation, but scarcely one that incited hard work, integrity in relationships, frugality, self-denial, and preparation for the next generation. That ’60s generation, the baby boomers, have now gone mainstream—but with a selfishness and consumerism that outstrips anything their parents displayed. There is no larger vision. Contrast a genuine Christian vision that lives life with integrity now because this life is never seen as more than the portal to the life to come, including perfect judgment from our Maker. At its best, such a stance, far from breeding withdrawal from the world, fosters industry, honest work for honest pay, frugality, generosity, provision for one’s children, honesty in personal relationships and in business relationships, the rule of law, a despising of greed. A “Protestant work ethic” of such a character I am happy to live with. Of course, a couple of generations later, when such a Christian vision has eroded, people may equate prosperity with God’s blessing, and with despicable religious cant protest that they are preparing for eternity when in their heart of hearts they are merely preparing for retirement. But a generation or two after that their children will expose their empty fatuousness. In any case, what has been lost is a genuinely Christian vision. This is not to say that such a vision will ensure prosperity. When it is a minority vision it may ensure nothing more than persecution. In any case, other unifying visions may bring about prosperity as well, as we have seen. From the perspective of the Bible, prosperity is never the ultimate goal, so that is scarcely troubling. What is troubling is a measuring stick in which the only scale is measured in terms of financial units.

Despite all of this, God offers us a brand-new inheritance -- one that has been reclaimed and redeemed by His Son, Jesus Christ, who came to earth and died for our sins. Luther faced several plagues in Wittenberg and elsewhere in the 1520s and 1530s, and in his letters to church and civic leaders he insisted that preachers and pastors should remain at their posts: as good shepherds, they should be prepared to lay down their lives for their sheep. Likewise civic and family leaders should only flee from a plague if they had made proper provision for the safety of those left behind. He offers advice which sounds as relevant today as it was five hundred years ago. Plagues, he says, may perhaps be messengers from God; but the right approach should be practical as well as faithful. This, he says, is how one should think to oneself: With God’s permission the enemy has sent poison and deadly dung among us, and so I will pray to God that he may be gracious and preserve us. Then I will fumigate to purify the air, give and take medicine, and avoid places and persons where I am not needed in order that I may not abuse myself and that through me others may not be infected and inflamed with the result that I become the cause of their death through my negligence.
