What it does suggest is that state actors, at all stages of the criminal justice system, including slating at the police station, arraignment at the judicial office, pretrial, trial and sentencing stage before a court, treat African-American defendants with a special vengeance not experienced by white defendants.[94] Hence, we have the prison house and criminal justice structures as a bastion of white racism, displaying severe racial disparities, unequally disseminating terror and group loss for racialized groups in the US. It is a bitter fruit of the nation’s legacy of four centuries of slavery in North America, of the Jim Crow rollback of Reconstruction that often was reinforced by lynching practices. Some of today’s prisons are, in fact, built on sites of former slave plantations.[95] More importantly, prisons today are institutions that preserve a white society marked by white dominance and the confinement of nonwhite bodies, especially black bodies, exposing those bodies to commodification, immobilization, and disintegration.

Progressives today are quick to fault “America” for slavery and a host of other outrages. America did this, America did that. As we will see in this book, America didn’t do those things, the Democrats did. So the Democrats have cleverly foisted their sins on America, and then presented themselves as the messiahs offering redemption for those sins. It’s crazy, but it’s also ingenious. We have to give them credit for ingenuity. The second whitewash is to portray the Civil War entirely in terms of the North versus the South. The North is supposedly the anti-slavery side and the South is the pro-slavery side. A recent example is Ta-Nehisi Coates’s article about the Confederate battle flag in The Atlantic.3 Now of course there is an element of truth in this, in that the Civil War was fought between northern states and southern states. But this neat and convenient division ignores several important details. First, the defenders of the Confederate cause were, almost without exception, Democrats. Coates cites many malefactors from Senator Jefferson Davis to Senator James Henry Hammond to Georgia Governor Joseph Brown. Yet while identifying these men as southerners and Confederates, Coates omits to identify them as Democrats. Second, Coates and other progressives conveniently ignore the fact that northern Democrats were also protectors of slavery. We will see in this chapter how Stephen Douglas and other northern Democrats fought to protect slavery in the South and in the new territories. Moreover, the southerners who fought for the Confederacy cannot be said to have fought merely to protect slavery on their plantations. Indeed, fewer than one-third of white families in the South on the eve of the Civil War had slaves. Thus the rigid North-South interpretation of the Civil War conceals—and is intended to conceal—the active complicity of Democrats across the country to save, protect, and even extend the “peculiar institution.” As the Charleston Mercury editorialized during the secession debate, the duty of the South was to “rally under the banner of the Democratic Party which has recognized and supported . . . the rights of the South.”4 The real divide was between the Democratic Party as the upholder of slavery and the Republican Party as the adversary of slavery. All the figures who upheld and defended American slavery—Senators John C. Calhoun and Stephen Douglas, President James Buchanan, Supreme Court Chief Justice Roger Taney, architect of the Dred Scott decision, and the main leaders of the Confederacy—were Democrats. All the heroes of black emancipation—from the black abolitionists Sojourner Truth and Frederick Douglass, to the woman who organized the Underground Railroad, Harriet Tubman, to the leader whose actions finally destroyed American slavery, Abraham Lincoln—were Republicans. It is of the utmost importance to progressive propagandists to conceal or at least ignore this essential historical truth.

It had triggered a desperate scramble among the world’s powers to prop up their flagging economies with protective tariffs. This was an individual solution with excruciating collective consequences. It mattered to major imperial powers—the Dutch, the French, the British—that they could still get tropical products such as rubber from their colonies in Asia. And it mattered to the industrial countries without large empires—Germany, Italy, Japan—that they couldn’t. The United States was in a peculiar position. It had colonies, but they weren’t its lifeline. Oil, cotton, iron, coal, and many of the important minerals that other industrial economies found hard to secure—the United States had these in abundance on its enormous mainland. Rubber and tin it could still purchase from Malaya via its ally Britain. It did take a few useful goods from its tropical colonies, such as coconut oil from the Philippines and Guam and “Manila hemp” from the Philippines (used to make rope and sturdy paper, hence “manila envelopes” and “manila folders”). Yet the United States didn’t depend on its colonies in the same way that other empires did. It was, an expert in the 1930s declared, “infinitely more self-contained” than its rivals. Most of what the United States got from its colonies was sugar, grown on plantations in Hawai‘i, Puerto Rico, the U.S. Virgin Islands, and the Philippines. Yet even in sugar, the United States wasn’t dependent. Sugarcane grew in the subtropical South, in Louisiana and Florida. It could also be made from beets, and in the interwar years the United States bought more sugar from mainland beet farmers than it did from any of its territories. What the Depression drove home was that, three decades after the war with Spain, the United States still hadn’t done much with its empire. The colonies had their uses: as naval bases and zones of experimentation for men such as Daniel Burnham and Cornelius Rhoads. But colonial products weren’t integral to the U.S. economy. Planters were more than willing to play their role in the drama. Enfranchised by the creation of a popularly elected territorial legislature, they achieved far more power than they ever had under Spanish or even French rule, and they were quick to turn it on the free people of color. In 1806, within three years of American accession, the planter-dominated legislature contained the growth of the free black population, severely circumscribing the rights of slaves to initiate manumission. Thereafter slaves could be freed only by special legislative enactment. That done, the legislature struck at the privileges free people of color had enjoyed under Spanish rule, issuing prohibitions against carrying guns, punishing free black criminals more severely than white ones, and authorizing slaves to testify in court against free blacks but not whites. In an act that represented the very essence of the planters' contempt for people of color, the territorial legislature declared that 'free people of color ought never to insult or strike white people, nor presume to conceive themselves equal to whites, but on the contrary . . . they ought to yield to them on every occasion and never speak or answer them but with respect.' With planters now in control, the free people's position in the society of the lower Mississippi Valley slipped sharply. Claiborne slowly reduced the size of the black militia, first placing it under the control of white officers and then deactiviting it entirely when the territorial legislature refused to recommission it. The free black population continued to grow, but - with limitations on manumission and self-purchase - most of the growth derived from the natural increase and immigration. The dynamism of the final decades of the eighteenth century, when the free black population grew faster than either the white or slave population, dissipated, prosperity declined, and the great thrust toward equality was blunted as the new American ruler turned its back on them. In the years that followed, as white immigrants flowed into the Mississippi Valley and the Gulf ports grew whiter, American administrators found it easier to ignore the free people of color or, worse yet, let the planters have their way. Occasionally, new crises arose, suddenly elevating free people to their old importance. In 1811, when slaves revolted in Pointe Coupee, and in 1815, when the British invaded Louisiana, free colored militiamen took up their traditional role as the handmaiden of the ruling class in hopes that their loyalty would be rewarded. But long-term gains were few. Free people of color were forced to settle for a middling status, above slaves but below whites. The collapse of the free people's struggle for equality cleared the way for the expansion of slavery. The Age of Revolution had threatened slavery in the lower Mississippi Valley, as it had elsewhere on the mainland. Planters parried the thrust with success. As in the Upper and Lower South, African-American slavery grew far more rapidly than freedom in the lower Mississippi Valley during the post-revolutionary years. The planters' westward surge out of the seaboard regions soon connected with their northward movement up the Mississippi Valley to create what would be the heartland of the plantation South in the nineteenth century. As the Age of Revolution receded, the plantation revolution roared ahead, and with it the Second Middle Passage.

The internal slave trade became the largest enterprise in the South outside of the plantation itself, and probably the most advanced in its employment of modern transportation, finance, and publicity. It developed its own language: prime hands, bucks, breeding wenches, and fancy girls. Its routes, running counter to the freedom trails that fugitive slaves followed north, were similarly dotted by safe houses - pens, jails, and yards that provided resting places for slave traders as well as temporary warehouses for slaves. In all, the slave trade, with its hubs and regional centers, its spurs and circuits, reached into every cranny of southern society. Few southerners, white or black, were untouched. In the half century following the War of 1812, planters and traders expanded and rationalized the transcontinental transfer of slaves. During the second decade of the nineteenth century, traders and owners sent an estimated 120,000 slaves from the seaboard to the west, with the states and territories of Georgia, Tennessee, Alabama, and Louisiana being the largest recipients. That number increased substantially during the following decade and yet again during the 1830s, when slave traders and migrating planters uprooted almost 300,000 black men, women, and children. By this time, though most of the slaves still derived from the Upper South - particularly Maryland and Virginia - their destination had moved further west. Alabama and Mississippi had become the largest recipients, with each receiving nearly 100,000 slaves during the 1830s. The Panic of 1837 and the subsequent decline in cotton and sugar production deflated the price of slaves and the trade slackened for a few years. But prices soon revived and with them the demand for slaves. Nearly one quarter of a million slaves left the seaboard for the interior during the 1850s, with more than half being taken west of the Mississippi River. The 'mania for buying negroes' easily overwhelmed periodic bans against slave importation and did not cease until the arrival of Union troops.

Reconstructing family life amid the chaos of the cotton revolution was no easy matter. Under the best of circumstances, the slave family on the frontier was extraordinarily unstable because the frontier plantation was extraordinarily unstable. For every aspiring master who climbed into the planter class, dozens failed because of undercapitalization, unproductive land, insect infestation, bad weather, or sheer incompetence. Others, discouraged by low prices and disdainful of the primitive conditions, simply gave up and returned home. Those who succeeded often did so only after they had failed numerous times. Each failure or near-failure caused slaves to be sold, shattering families and scattering husbands and wives, parents and children. Success, moreover, was no guarantee of security for slaves. Disease and violence struck down some of the most successful planters. Not even longevity assured stability, as many successful planters looked west for still greater challenges. Whatever the source, the chronic volatility of the plantation took its toll on the domestic life of slaves. Despite these difficulties, the family became the center of slave life in the interior, as it was on the seaboard. From the slaves' perspective, the most important role they played was not that of field hand or mechanic but husband or wife, son or daughter - the precise opposite of their owners' calculation. As in Virginia and the Carolinas, the family became the locus of socialization, education, governance, and vocational training. Slave families guided courting patterns, marriage rituals, child-rearing practices, and the division of domestic labor in Alabama, Mississippi, and beyond. Sally Anne Chambers, who grew up in Louisiana, recalled how slaves turned to the business of family on Saturdays and Sundays. 'De women do dey own washing den. De menfolks tend to de gardens round dey own house. Dey raise some cotton and sell it to massa and git li'l money dat way.' As Sally Anne Chambers's memories reveal, the reconstructed slave family was more than a source of affection. It was a demanding institution that defined responsibilities and enforced obligations, even as it provided a source of succor. Parents taught their children that a careless word in the presence of the master or mistress could spell disaster. Children and the elderly, not yet or no longer laboring in the masters' fields, often worked in the slaves' gardens and grounds, as did new arrivals who might be placed in the household of an established family. Charles Ball, sold south from Maryland, was accepted into his new family but only when he agreed to contribute all of his overwork 'earnings into the family stock.' The 'family stock' reveals how the slaves' economy undergirded the slave family in the southern interior, just as it had on the seaboard. As slaves gained access to gardens and grounds, overwork, or the sale of handicraft, they began trading independently and accumulating property. The material linkages of sellers and buyers - the bartering of goods and labor among themselves - began to knit slaves together into working groups that were often based on familial connections. Before long, systems of ownership and inheritance emerged, joining men and women together on a foundation of need as well as affection.

This is the fly in the ointment of free-market capitalism. It cannot ensure that profits are gained in a fair way, or distributed in a fair manner. On the contrary, the craving to increase profits and production blinds people to anything that might stand in the way. When growth becomes a supreme good, unrestricted by any other ethical considerations, it can easily lead to catastrophe. Some religions, such as Christianity and Nazism, have killed millions out of burning hatred. Capitalism has killed millions out of cold indifference coupled with greed. The Atlantic slave trade did not stem from racist hatred towards Africans. The individuals who bought the shares, the brokers who sold them, and the managers of the slave-trade companies rarely thought about the Africans. Nor did the owners of the sugar plantations. Many owners lived far from their plantations, and the only information they demanded were neat ledgers of profits and losses. It is important to remember that the Atlantic slave trade was not a single aberration in an otherwise spotless record. The Great Bengal Famine, discussed in the previous chapter, was caused by a similar dynamic – the British East India Company cared more about its profits than about the lives of 10 million Bengalis. VOC’s military campaigns in Indonesia were financed by upstanding Dutch burghers who loved their children, gave to charity, and enjoyed good music and fine art, but had no regard for the suffering of the inhabitants of Java, Sumatra and Malacca. Countless other crimes and misdemeanours accompanied the growth of the modern economy in other parts of the planet.

The nineteenth century brought no improvement in the ethics of capitalism. The Industrial Revolution that swept through Europe enriched the bankers and capital-owners, but condemned millions of workers to a life of abject poverty. In the European colonies things were even worse. In 1876, King Leopold II of Belgium set up a nongovernmental humanitarian organisation with the declared aim of exploring Central Africa and fighting the slave trade along the Congo River. It was also charged with improving conditions for the inhabitants of the region by building roads, schools and hospitals. In 1885 the European powers agreed to give this organisation control of 2.3 million square kilometres in the Congo basin. This territory, seventy-five times the size of Belgium, was henceforth known as the Congo Free State. Nobody asked the opinion of the territory’s 20–30 million inhabitants. Within a short time the humanitarian organisation became a business enterprise whose real aim was growth and profit. The schools and hospitals were forgotten, and the Congo basin was instead filled with mines and plantations, run by mostly Belgian officials who ruthlessly exploited the local population. The rubber industry was particularly notorious. Rubber was fast becoming an industrial staple, and rubber export was the Congo’s most important source of income. The African villagers who collected the rubber were required to provide higher and higher quotas. Those who failed to deliver their quota were punished brutally for their ‘laziness’. Their arms were chopped off and occasionally entire villages were massacred. According to the most moderate estimates, between 1885 and 1908 the pursuit of growth and profits cost the lives of 6 million individuals (at least 20 per cent of the Congo’s population). Some estimates reach up to 10 million deaths.4

Contract labourers would have produced a commodity too expensive for mass consumption. Sensitive to market forces, and greedy for profits and economic growth, European plantation owners switched to slaves.

There are hints, too, of wider social trends. The first edition of the Dictionary contains more than thirty references to coffee, and even more to tea. Johnson would vigorously defend the latter, not long after the Dictionary was published, in his review of an essay by the umbrella-toting Hanway, who believed it was ‘pernicious to health, obstructing industry and impoverishing the nation’.2 Johnson’s love of tea was deep but not exceptional: the leaf had been available in England since the 1650s (Pepys records drinking it for the first time in September 1660), and by 1755 it was being imported to Britain at the rate of 2,000 tons a year. The fashion for tea-drinking, facilitated by Britain’s imperial resources, drove demand for another fruit of the colonies, sugar (‘the native salt of the sugar-cane, obtained by the expression and evaporation of its juice’). Tea also played a crucial role in the dissolution of the eighteenth-century British Empire, for it was of course Bostonian opponents of a British tax on tea who opened the final breach between Britain and colonial America. All the same, it was coffee that proved the more remarkable phenomenon of the age. Johnson gives a clue to this when he defines ‘coffeehouse’ as ‘a house of entertainment where coffee is sold, and the guests are supplied with newspapers’. It was this relationship between coffee and entertainment (by which Johnson meant ‘conversation’) that made it such a potent force. Coffee was first imported to Europe from Yemen in the early part of the seventeenth century, and the first coffee house opened in St Mark’s Square in Venice in 1647. The first in England opened five years later—a fact to which Johnson refers in his entry for ‘coffee’—but its proprietor, Daniel Edwards, could hardly have envisioned that by the middle of the following century there would be several thousand coffee houses in London alone, along with new coffee plantations, run by Europeans, in the East Indies and the Caribbean. Then as now, coffee houses were meeting places, where customers (predominantly male) could convene to discuss politics and current affairs. By the time of the Dictionary they were not so much gentlemanly snuggeries as commercial exchanges. As the cultural historian John Brewer explains, ‘The coffee house was the precursor of the modern office’; in later years Johnson would sign the contract for his Lives of the English Poets in a coffee house on Paternoster Row, and the London Stock Exchange and Lloyd’s have their origins in the coffee-house culture of the period. ‘Besides being meeting places’, the coffee houses were ‘postes restantes, libraries, places of exhibition and sometimes even theatres’. They were centres, too, of political opposition and, because they were open to all ranks and religions, they allowed a rare freedom of information and expression.

World inequality today exists because during the nineteenth and twentieth centuries some nations were able to take advantage of the Industrial Revolution and the technologies and methods of organization that it brought while others were unable to do so. Technological change is only one of the engines of prosperity, but it is perhaps the most critical one. The countries that did not take advantage of new technologies did not benefit from the other engines of prosperity, either. As we have shown in this and the previous chapter, this failure was due to their extractive institutions, either a consequence of the persistence of their absolutist regimes or because they lacked centralized states. But this chapter has also shown that in several instances the extractive institutions that underpinned the poverty of these nations were imposed, or at the very least further strengthened, by the very same process that fueled European growth: European commercial and colonial expansion. In fact, the profitability of European colonial empires was often built on the destruction of independent polities and indigenous economies around the world, or on the creation of extractive institutions essentially from the ground up, as in the Caribbean islands, where, following the almost total collapse of the native populations, Europeans imported African slaves and set up plantation systems. When the British attacked Havana in 1762, Admiral de Hevia failed to scuttle the ships under his command. Thus, his ships fell into the hands of the British. The Admiral was returned to Spain where he was court-martialed, stripped of his titles and sentenced to house arrest for 10 years. Fortunately, he was pardoned three years later, on September 17, 1765. Reinstated he returned to active duty as the commander of the Marine Corps in Cadiz. He died seven years later on December 2, 1772, at Isla de León, Spain. Havana being under the rule of the British governor Sir George Keppel, the 3rd Earl of Albemarle, the British opened trade with their North American and Caribbean colonies, causing a dramatic transformation in the culture of Cuba, as well as bringing an increase to the population. Thousands of additional slaves were brought to the island under British rule, ostensibly to work on the new sugar plantations. The British occupation, however, didn’t last long, since the Seven Years’ War ended less than a year after the British arrived, and with the signing of the Peace of Paris Treaty the English agreed to surrender Cuba in exchange for Florida. In Britain, many people believed they could have done better, had they included Mexico and some of the colonies in South America, as part of the deal. The Florida Keys, not being directly connected to the Florida mainland, also remained in dispute, but it was not contested as long as free trade was permitted. After the deal was made with the British, Spain retained control of Cuba until after the secessionist movements were ended with the Treaty of Paris, signed on December 10, 1898. The United States Senate ratified the treaty on February 6, 1899. In 1793, many more slaves were imported into Cuba when French slave owners fled from Haiti during the Slave Rebellion, also known as the Haitian Revolution. This brought 30,000 white refugees and their slaves into Cuba. With their knowledge of coffee and sugar processing, they founded many new plantations. This period of the English occupation and French influx, although chronologically short, was when the floodgates of slavery were opened wide. It was at this time that the largest numbers of black slaves ever, were imported into the country.

When the Planters fled from Haiti, they established coffee farms or cafetales, as part of their newly formed Plantation. Generally, coffee profits were about 5%, whereas sugar gave them a 10% return, but much was dependent on the economy and local conditions. Cafetales were easier to start and with as little as 10 slaves, a planter could begin his enterprise. Most of the French plantation owners took great pride in their holdings and beautified their plantations with magnificent palms lining grand entryways and spectacular wrought iron gates. The eastern end of Cuba was still available for development and many big plantations started in this modest way, but eventually the coffee plants were replaced with sugar cane due to the greater profit margin. Though blamed by many as the sole cause for the decline of Cuba’s coffee industry, the U.S. Import Tariff of 1835 was only partially to blame for the fall in coffee production. From the beginning, the prices of sugar fluctuated and prevented the Cuban economy from ever becoming stable. The first time was when the prices reached a high, during the Peace of Amiens in 1802. The treaty only survived for a year and shortly thereafter prices plunged, when the supply exceeded demand. During the French Revolution and the Napoleonic Wars, the price of sugar soared again, until the British conquest of Martinique and Guadeloupe brought the price tumbling down. The following year during the War of 1812 prices rose again, and by 1814 they reached another all-time high. This continued into modern times, creating a feast or famine economy.

Starting in 1847, workers were imported from China to Cuba, to replace the rebelling black slaves in the sugar fields. It was just three years before, in the Year of the Lash, that an uprising of black slaves had been suppressed in what was known as the Conspiracy of the Ladder (Conspiración de La Escalera). The abolition of slavery in 1886 left many plantations and industries with a labor shortage. To fill this deficiency during the decades that followed, additional hundreds of thousands of Chinese were brought into Cuba. Since the overwhelming majority of these workers were men, they cohabitated with both white and black women, leaving very few pure Chinese behind. The majority of these workers had eight-year contracts but most of them continued on as settlers. Many moved to Barrio Chino de La Habana, Havana’s Chinatown, although in recent years the ghetto has diminished in size as its inhabitants continued to intermingle and assimilate with the general Cuban population.

By 1600 nearly 300,000 African slaves had been transported by sea to plantations—25,000 to Madeira, 50,000 to Europe, 75,000 to Cape São Tomé, and the rest to America. It was the development of the sugar plantation colonies of the Caribbean beginning in the early seventeenth century that led to a dramatic escalation of the international slave trade and to an unprecedented increase in the importance of slavery within Africa itself. In the sixteenth century, probably about 300,000 slaves were traded in the Atlantic. They came mostly from Central Africa, with heavy involvement of Kongo and the Portuguese based farther south in Luanda, now the capital of Angola. During this time, the trans-Saharan slave trade was still larger, with probably about 550,000 Africans moving north as slaves. In the seventeenth century, the situation reversed. About 1,350,000 Africans were sold as slaves in the Atlantic trade, the majority now being shipped to the Americas. The numbers involved in the Saharan trade were relatively unchanged. The eighteenth century saw another dramatic increase, with about 6,000,000 slaves being shipped across the Atlantic and maybe 700,000 across the Sahara. Adding the figures up over periods and parts of Africa, well over 10,000,000 Africans were shipped out of the continent as slaves. Map 15 (this page) gives some sense of the scale of the slave trade. Using modern country boundaries, it depicts estimates of the cumulative extent of slavery between 1400 and 1900 as a percent of population in 1400. Darker colors show more intense slavery. For example, in Angola, Benin, Ghana, and Togo, total cumulative slave exports amounted to more than the entire population of the country in 1400. The sudden appearance of Europeans all around the coast of Western and Central Africa eager to buy slaves could not but have a transformative impact on African societies. Most slaves who were shipped to the Americas were war captives subsequently transported to the coast. The increase in warfare was fueled by huge imports of guns and ammunition, which the Europeans exchanged for slaves. By 1730 about 180,000 guns were being imported every year just along the West African coast, and between 1750 and the early nineteenth century, the British alone sold between 283,000 and 394,000 guns

Within the emerging African American literary tradition, the exploration of blues forms and themes was begun by Langston Hughes, Sterling Brown, Zora Neal Hurston, and other writers in the Harlem Renaissance and the New Negro movement. Blues as criticism arose during and after the Great Depression from authors such as Richard Wright, Ralph Ellison, and Albert Murray, and during the Black Arts Movement of the 1960s important contributions were made by Amiri Baraka, Larry Neal and others. important, it provided the bright prospect of fortunes to be made through exploitation of the land and its people. To that end, the French would transform much of the Vietnamese landscape. In Cochinchina, they carved out a complex network of canals that turned tens of thousands of acres of marshy wilderness into some of the most productive rice-growing country on earth. They developed modern ports at Haiphong and Danang and Saigon, too, so that Vietnamese raw material could more efficiently be shipped abroad and French-manufactured goods could more easily be unloaded. They also built a railroad to move French products north from Saigon all the way to China; one out of three of the more than 100,000 Vietnamese conscripted to lay its tracks is thought to have died along the way. The French hacked down highland forests as well, displacing tribal people who depended on them for their livelihood, and planted millions of rubber trees in their place; the miserably paid contract workers who tapped the trees were ravaged by malaria and “treated like human cattle,” one colonist admitted, and “terrorized by the overseers….On the rubber plantations the people had a habit of saying that children did not have a chance to know their fathers, nor dogs their masters.” In the North, tens of thousands of contract laborers risked their lives beneath the earth, mining coal, tin, tungsten, and zinc for the benefit of investors in France. They worked twelve hours a day, seven days a week, and those who tried to get away were often beaten before being forced back to work.

In 1925, Gerardo Machado defeated the conservative Mario García Menocal by an overwhelming majority, becoming Cuba's 5th president. A colleague of Alfredo Zayas, he was also a popular Liberal Party member, and a General during the Cuban War of Independence. General Machado was best known for rustling cattle from the Spanish Imperial Army’s livestock herd, with the good intention of feeding the poor during the revolution. This brazen act of kindness won him a great deal of support among the people. As President, he undertook many popular public projects, including the construction of a highway running the entire length of Cuba. During the beginning of his career as president, he had the National Capitol, as well as other government buildings, constructed in Havana. At first, he did much to modernize and industrialize the mostly agrarian nation. Benito Mussolini and his march on Rome impressed Machado. He admired Mussolini for demanding that liberal King Victor Emmanuel III of Italy elevate the Fascists to power, instead of the Socialists. Although Mussolini originally started his political career as a Socialist, with power and wealth he became a staunch anti-communist. When he was elected as the 27th Prime Minister, he turned Italy into a Totalitarian State. Machado’s ambitions and admiration of Mussolini caused him to emulate the dictator and to misread the importance of his own office. Becoming a “legend in his own mind,” he overreached and started down a slope that led to his administration’s failure and earned him the hatred of the Cuban people. From the very beginning, he fought with the labor leaders and anarchists for control of the labor unions, which represented the workers in the sugar industry. This brought him into a serious conflict with the plantation owners who were mostly wealthy Cuban families and Americans. Keeping the cost of labor down became a priority for the Sugar Barons, and Machado used patriotism as a tool to keep the workers in line. His dictatorial, arrogant ways created unrest within the labor force, as well as with the politically active university students.
