Pearl Harbor Address to the Nation Delivered on December 8, 1941 Mr. Vice President, Mr. Speaker, Members of the Senate, and of the House of Representatives: Yesterday, December 7th, 1941 -- a date which will live in infamy -- the United States of America was suddenly and deliberately attacked by naval and air forces of the Empire of Japan. The United States was at peace with that nation and, at the solicitation of Japan, was still in conversation with its government and its emperor looking toward the maintenance of peace in the Pacific. Indeed, one hour after Japanese air squadrons had commenced bombing in the American island of Oahu, the Japanese ambassador to the United States and his colleague delivered to our Secretary of State a formal reply to a recent American message. And while this reply stated that it seemed useless to continue the existing diplomatic negotiations, it contained no threat or hint of war or of armed attack. It will be recorded that the distance of Hawaii from Japan makes it obvious that the attack was deliberately planned many days or even weeks ago. During the intervening time, the Japanese government has deliberately sought to deceive the United States by false statements and expressions of hope for continued peace. The attack yesterday on the Hawaiian islands has caused severe damage to American naval and military forces. I regret to tell you that very many American lives have been lost. In addition, American ships have been reported torpedoed on the high seas between San Francisco and Honolulu. Yesterday, the Japanese government also launched an attack against Malaya. Last night, Japanese forces attacked Hong Kong. Last night, Japanese forces attacked Guam. Last night, Japanese forces attacked the Philippine Islands. Last night, the Japanese attacked Wake Island. And this morning, the Japanese attacked Midway Island. Japan has, therefore, undertaken a surprise offensive extending throughout the Pacific area. The facts of yesterday and today speak for themselves. The people of the United States have already formed their opinions and well understand the implications to the very life and safety of our nation. As commander in chief of the Army and Navy, I have directed that all measures be taken for our defense. But always will our whole nation remember the character of the onslaught against us. No matter how long it may take us to overcome this premeditated invasion, the American people in their righteous might will win through to absolute victory. I believe that I interpret the will of the Congress and of the people when I assert that we will not only defend ourselves to the uttermost, but will make it very certain that this form of treachery shall never again endanger us. Hostilities exist. There is no blinking at the fact that our people, our territory, and our interests are in grave danger. Clark Air base in Angeles City is a hub of commerce. The streets teem with industrious Filipinos hustling to make a living. Rusty cars and trucks clog narrow streets and honk their horns with abandon. Jeepneys ferry passengers around town for only a few pesos and serve as public transportation. The jeepney is the official vehicle of the Philippines. Jeepneys are long, open-sided jeeps and have bench seats for passengers. The best jeepneys are very ornate, their hoods festooned with a multitude of fancy chrome horses and ornaments, multihued streamers, and hand-operated rubber-bulb horns. Safety standards are third-world-relaxed in the PI, and jeepney drivers casually smoke cigarettes while they sit with plastic containers of gasoline nestled between their feet. The clear plastic jugs have a tube that connects to the engine and serves as the jeepney’s improvised gas tank, making it easier for the driver to monitor and conserve fuel. Jeepneys are not the only transportation available. Small, sidecar-equipped motorcycles called tricycles, also serve as cheap taxis, crowding the streets near popular establishments. The alleys are lined with side-by-side food stalls, and street vendors occupy every corner.

Of the two American fleets involved in the battle, one was comprised of 738 ships and carried an invasion force of approximately 165,000 men in addition to the 50,000 sailors aboard the ships.1 The other American fleet was the most powerful in the world, with a total of 16 aircraft carriers and six of the world’s most powerful battleships. In total, the two fleets brought 235 surface combatants and 1,500 aircraft to the battle. Opposed to this collection of naval might was the Imperial Japanese Navy. Once the most powerful navy in the Pacific, the Imperial Fleet was forced into a desperate fight with all its remaining strength. In total, the Japanese committed 69 ships and some 375 aircraft, most of which were land based.2 Both sides committed so much because the stakes were so high. The Americans planned to invade Leyte Island in the Philippines as a potential first step to occupying the entire archipelago. The Leyte invasion force was larger than the initial American contribution to the assault force at Normandy. If the Philippines could be occupied, Japanese sea lines of communications between the Home Islands and the resource areas in Southeast Asia would be severed, fatally compromising Japan’s ability to continue the war. This demanded that the Japanese respond to the invasion with all of their remaining strength. The ensuing battle was the most complex naval battle of the entire Second World War. Its complexity makes it compelling. Instead of being a single battle as the name implies, it was actually comprised of four major engagements and several lesser actions fought over the span of three days. The characteristics of the battle continue to astound – it contained the largest air-sea battle in history; it included the last carrier and battleship clashes in history; it was the only time that a surface force engaged a carrier force while under air attack; and it featured the first pre-planned use of suicide attacks during the Pacific War. Adding to the drama of this momentous event was the role personalities played in the battle. On the American side were the flamboyant General Douglas MacArthur, the steady Admiral Chester Nimitz, and the impulsive Admiral William Halsey. Overlooked but still key commanders included Vice Admiral Thomas Kinkaid and the brilliant Clifton Sprague, commander of the escort carrier group known as Taffy 3. For the Japanese, the taciturn Vice Admiral Kurita Takeo was placed in command of their most important force. He was charged to execute a plan devised by Admiral Toyoda Soemu, who cared more about presenting the Imperial Navy’s Combined Fleet with an opportunity to die fighting than to produce a plan in the best interests of the nation.

As the Arizona’s men gathered for breakfast and the enemy submarine report from the Ward made its way up the naval chain of command, the Army’s Opana Mobile Radar Station at Kahuku Point on the northern tip of Oahu shut down for the day. Privates Joseph Lockard and George Elliott had been on duty since 4:00 a.m., and their three-hour shift training on a relatively new warning system was over. Lockard had been instructing Elliott in reading the radarscope, but just as he reached to turn it off, a large image began to march across his screen from the north. Lockard’s first thought was that something had gone haywire with his set, but when everything checked out, he and Elliott called in a report of what appeared to be more than fifty planes approaching Oahu about 130 miles out. The Information Center at Fort Shafter, to which they reported, was charged with directing pursuit aircraft to intercept any incoming threat, but it was also shutting down for the day. The senior officer remaining at the Information Center was First Lieutenant Kermit Tyler, the executive officer of the 78th Pursuit Squadron, who was serving only his second day of duty at the center. Tyler would always be adamant that it never crossed his mind that these incoming planes could possibly be enemy aircraft, particularly as a far more likely explanation presented itself. Two squadrons of B-17 bombers, totaling twelve aircraft, were nearing Hickam Field from the northeast that morning after an overnight flight from California. After refueling, they were supposed to continue on to the Philippines to augment General MacArthur’s air force. Tyler was convinced that the Opana station had detected this flight of bombers and told Lockard and Elliott, “Well, don’t worry about it.”14

Three months later, when the Central Intelligence Agency (CIA) paramilitaries, U.S. Army Delta Force and U.S. Air Force finished bombing them, and Osama bin Laden had escaped to Pakistan, there were not enough of the terrorists left alive to fill a 757. Now, 20 years after that brief, one-sided victory, there are tens of thousands of bin Ladenite jihadists thriving in lands from Nigeria to the Philippines. Recently, and for almost three years, some even claimed their own divinely ordained caliphate, or Islamic State, temporarily erasing the border between Iraq and Syria. Local chapters of their group keep popping up all over the region. The State Department consistently reports a vast increase in the number of global terrorism incidents compared to the pre-September 11th era. Al Qaeda, the Islamic State in Iraq and Syria (ISIS) and their “lone wolf” copycats have carried out multiple, deadly attacks in more than a dozen major Western cities in the past decade, including Brussels, Paris, Berlin, London, San Bernardino, Orlando, New York City, Pensacola and Corpus Christi. Something must be wrong. The problem is that our government is ignoring and misrepresenting the real causes of the terrorists’ war against the United States.

Beyond the deprivations, degradations, and tortures these prisoners endured, each man often recounts how he got to the camps Weller visited. These conflicts, and all they implied, would have been instantly recognizable to the 1945 public. Many of the Dutch and the British, the Australians and Canadians, were taken in the defeats of Singapore (130,000), Java (32,000), and Hong Kong (14,000). Many of the Americans got captured on Guam or Wake; or in the Philippines (75,000), to then endure the Bataan death march, on which one in four died. Some built the Siam-Burma railroad, which claimed yet another 15,000 lives, same ratio. Nearly everywhere, in a hurry, the Japanese won and the Allies lost. The United States saw its navy smashed at Pearl Harbor and its Pacific air forces wiped out in Manila, just before MacArthur got himself safely out to Australia. This litany of early military disasters added up to astonishing numbers. In a mere six months the Japanese, at a cost of only 15,000 of their own men (deaths and casualties), took 320,000 Allied soldiers out of the war, either as deaths, casualties, or prisoners; over half these were Asiatic. White prisoners, about 140,000 total over the course of the conflict, became slave labor across the growing Japanese empire. (Asiatic prisoners were often turned loose, as good propaganda among the subjugated peoples.) Japan had not signed the 1929 Geneva Conventions regarding treatment of prisoners of war, and a Japanese soldier would sooner be killed than captured: thus every enemy soldier who surrendered was a coward, a cur, a thing. Any notion of “inhumane treatment” toward a surrendered Chinese, much less a white man, was incomprehensible. White men were the foe, so their role was to work, then die. Whether their deaths proved painful did not matter to the Japanese. Unlike the Nazi POW camps, there were few escape attempts, for it was obvious to any Allied POW in Asia that a white face was an immediate giveaway even had he succeeded, and the Japanese made it clear that they would execute ten men for every man who escaped. Statistically it was seven times healthier to be a POW under the Nazis than under the Japanese. By war’s end, one out of every three white prisoners had died as their captives—“starved to death, worked to death, beaten to death, dead of loathsome epidemic diseases that the Japanese would not treat,” as Daws puts it. Another year of war and there would have been no POWs still alive. (A Japan War Ministry directive of August 1944 iterated that “the aim is to annihilate them all, and not to leave any traces.”)
