Governments come and go, politicians rise and fall: the Crown is always there. A legitimate Monarch moreover has no need to justify his existence, since he is there by natural right. He is not impelled as usurpers and dictators are impelled, either to mesmerise his people by a succession of dramatic triumphs, or to secure their acquiescence by internal terrorism or by the invention of external dangers. The appeal of hereditary Monarchy is to stability rather than to change, to continuity rather than to experiment, to custom rather than to novelty, to safety rather than to adventure. The Monarch, above all, is neutral. Whatever may be his personal prejudices or affections, he is bound to remain detached from all political parties and to preserve in his own person the equilibrium of the realm. An elected President – whether, as under some constitutions, he be no more than a representative functionary, or whether, as under other constitutions, he be the chief executive – can never inspire the same sense of absolute neutrality. However impartial he may strive to become, he must always remain the prisoner of his own partisan past; he is accompanied by friends and supporters whom he may seek to reward, or faced by former antagonists who will regard him with distrust. He cannot, to an equal extent, serve as the fly-wheel of the State.

One of the most surprisingly controversial presidential decisions I made was to return the Crown of Saint Stephen to the people of Hungary. It was said to have been given by the Pope in the year 1000 to Stephen, the first king of Hungary, as a symbol of political and religious authority and was worn by more than fifty kings when they were vested with power. A distinctive feature was that the cross on top was bent. As Soviet troops invaded Hungary, toward the end of the Second World War, some Hungarians delivered to American troops the crown and other royal regalia, which were subsequently stored in Fort Knox alongside our nation’s gold. The Soviets still dominated Hungary when I announced my decision to return the crown. There was a furor among Hungarian-Americans and others, and I was denounced as accepting the subservience of the occupied nation. I considered the crown to be a symbol of the freedom and sovereignty of the Hungarian people. I returned it in January 1978, stipulating that the crown and insignia must be controlled by Hungarians, carefully protected, and made available for public display as soon as practicable. A duplicate of the crown was brought to The Carter Center as a gift for me in March 1998 and is on display in our presidential museum. Rosalynn and I led volunteers to build Habitat houses in Vác, Hungary, in 1996, and we were treated as honored guests of the government and escorted to the Hungarian National Museum to see the crown and the stream of citizens who were going past it, many of them reciting a prayer as they did so. We were told that more than 3 million people pay homage to the crown each year. A few years later it was moved to its permanent home, in the Hungarian Parliament Building.

He is not in principle opposed to parliaments, any more than was Lenin. But he saw democracy as too precious to be entrusted to parliaments alone. It had to be local, popular and spread across all the institutions of civil society. It had to extend to economic as well as political life. It had to mean actual self-government, not government entrusted to a political elite. The state Marx approved of was the rule of citizens over themselves, not of a minority over a majority. The state, Marx considered, had come adrift from civil society. There was a blatant contradiction between the two. We were, for example, abstractly equal as citizens within the state, but dramatically unequal in everyday social existence. That social existence was riven with conflicts, but the state projected an image of it as seamlessly whole. The state saw itself as shaping society from above, but was in fact a product of it. Society did not stem from the state; instead, the state was a parasite on society. The whole setup was topsy-turvy. As one commentator puts it, ‘‘Democracy and capitalism have been turned upside down’’—meaning that instead of political institutions regulating capitalism, capitalism regulated them. The speaker is Robert Reich, a former U.S. labour secretary, who is not generally suspected of being a Marxist. Marx’s aim was to close this gap between state and society, politics and everyday life, by dissolving the former into the latter. And this is what he called democracy. Men and women had to reclaim in their daily lives the powers that the state had appropriated from them. Socialism is the completion of democracy, not the negation of it. It is hard to see why so many defenders of democracy should find this vision objectionable.

But Muslims now find themselves in a world shaped by western theories and western values. If we are to consider how Islamic communities conducted their affairs throughout the greater part of their history, it may be convenient to compare and contrast this way of life with the contemporary western model. Today the Muslims are urged to embrace democracy and are condemned for political corruption, while western scholars debate whether Islam can ever accommodate the democratic ideal. On the whole, they think not. Democracy, they believe, is a sign of political maturity and therefore of superiority. Western societies, since they are seen as democratic, exemplify this superiority. So there is one question that has to be pressed home: what, precisely, is meant by democracy? Let me put forward an imaginary Arab who knows nothing of western ways but would like to learn about them. He is aware that the literal meaning of the word democracy is "mob rule", but understands that this is not what westerners mean by it. He wonders how this meaning has, in practice, been modified and, since his questions are directed to an Englishman, he is not altogether surprised to be told that Britain is the exemplary democracy. He learns that the people—all except children, lunatics and peers of the realm—send their representatives to Parliament to speak for them. He is assured that these representatives never accept bribes to vote against their consciences or against the wishes of their constituents. He enquires further and is astonished to learn that the political parties employ what are known as Whips, who compel members to vote in accordance with the party line, even if this conflicts both with their consciences and with the views of the people who elected them. In this case it is not money but ambition for office that determines the way they vote. "But is this not corruption?" he asks naively. The Englishman is shocked. "But at least the party in power represents the vast majority of the electorate?" This time the Englishman is a little embarrassed. It is not quite like that. The governing party, which enjoys absolute power through its dominance in the House of Commons, represents only a minority of the electorate. "Are there no restraints on this power?" There used to be, he is told. In the past there was a balance between the Crown, the House of Lords and the Commons, but that was seen as an undemocratic system so it was gradually eroded. The "sovereignty" of the Lower House is now untrammelled (except, quite recently, by unelected officials in Brussels). "So this is what democracy means?" Our imaginary Arab is baffled. He investigates further and is told that, in the 1997 General Election, the British people spoke with one voice, loud and clear. A landslide victory gave the Leader of the Labour Party virtually dictatorial powers. Then he learns that the turn-out of electors was the lowest since the war. Even so, the Party received only forty-three per cent of the votes cast. He wonders if this can be the system which others wish to impose on his own country. He is aware that various freedoms, including freedom of the press, are essential components of a democratic society, but no one can tell him how these are to be guaranteed if the Ruler, supported by a supine—"disciplined"—House of Commons enjoys untrammelled authority. He knows a bit about rulers and the way in which they deal with dissent, and he suspects that human nature is much the same everywhere. Barriers to oppression soon fall when a political system eliminates all "checks and balances" and, however amiable the current Ruler may be, there is no certainty that his successors, inheriting all the tools of power, will be equally benign. In Protestant countries, the Reformation removed the anointing (and the excommunicating) of secular rulers from the jurisdiction of Rome. The doctrine of the divine right of kings was invented to enable kings to be anointed by bishops they had themselves appointed, rather than by appointees of the Pope. The interests of national kings and their peoples were certainly closer than those of popes or emperors. But however much the interest of kings and their peoples might seem close at a time of national peril—as at the time of the Spanish Armada—at other times they might be in the harshest conflict, with ensuing revolutions and civil wars. The national Church of England, established by Henry VIII's break with Rome, had as its most fundamental doctrine that of passive obedience to the king, under all circumstances and at any cost. But such a doctrine could not survive the contingency of the King himself becoming Catholic. In the Glorious Revolution of 1689, the Church of England itself was converted from the divine right of kings to popular sovereignty, exercised in and through the Parliament.
