It advertised the Smile State group only to users who were students at one of twenty large state universities located near Wal-Marts. Any student who joined got tickets to an upcoming college-oriented Matthew McConaughey movie called We Are Marshall. In addition, the schools that enrolled the most members in the Crest White Strips group got a concert organized by Def Jam Records. Over 20,000 people joined. To have 20,000 people explicitly expressing affinity for Crest White Strips using their real name is the kind of thing that gives marketers goose bumps. It was a huge win for P&G and for Facebook.

There are two aspects of learning that we can distinguish: an improvement in best practices, reflected in increases in productivity of firms that marshal all available knowledge and technology, and improvements in the productivity of firms as they catch up to best practices. In fact, the distinction may be somewhat artificial; there may be no firm that has employed best practices in every aspect of its activities. One firm may be catching up with another in some dimension, but the second firm may be catching up with the first in others. In developing countries, almost all firms may be catching up with global best practices; but the real difference between developing and developed countries is the larger fraction of firms that are significantly below global best practices and the larger gap between their productivity and that of the best-performing firms. While we are concerned in this book with both aspects of learning, it is especially the learning associated with catching up that we believe has been given short shrift in the economics literature, and which is central to improvements in standards of living, especially in developing countries. But as we noted in chapter 1, the two are closely related; because of the improvements in best practices by the most innovative firms, most other firms are always engaged in a process of catching up. While the evidence of Solow and the work that followed demonstrated (what to many seems obvious) the importance of learning for increases in standards of living, to further explicate the role of learning, the first three sections of this chapter marshal other macro- and microeconomic evidence. In particular, we stress the pervasive gap between best practices and the productivity of most firms. We argue that this gap is far more important than the traditional allocative inefficiencies upon which most of economics has focused and is related to learning—or more accurately, the lack of learning. The final section provides a theoretical context within which to think about the sources of sustained increases in standards of living, employing the familiar distinction of movements of the production possibilities curve and movements toward the production possibilities curve. Using this framework, we explain why it is that we ascribe such importance to learning. Macroeconomic Perspectives There are several empirical arguments that can be brought to bear to support our conclusion concerning the importance of learning. The first is a simple argument: In theory, leading-edge technology is globally available. Thus, with sufficient capital and trained labor (or sufficient mobility for capital and trained labor), all countries should enjoy comparable standards of living. The only difference would be the rents associated with ownership of intellectual property rights and factor supplies. Yet there is an enormous divergence in economic performance and standards of living across national economies, far greater than can be explained by differences in factor supplies.1 And this includes many low-performing economies with high levels of capital intensity (especially among formerly socialist economies) and highly trained labor forces. Table 2.1 presents a comparison of formerly socialist countries with similar nonsocialist economies in the immediate aftermath of the collapse of the state-controlled model of economic activity. The only way to counter Chinese aggression on the border, according to him, was to attack the enemy in the Himalayan passes, which were practically impossible to cross for six months of the year. Here, the Indian Army could make full use of its manpower and light equipment against a Chinese force deprived of the use of its heavy equipment including tanks and heavy-calibre artillery. In case the Chinese got through to the plains and foothills, guerrilla tactics would have to be used to harass their lines of communication. The Indian Army's superior firepower and manoeuvrability would then have to be brought into play to defeat the enemy forces. As Air Chief Marshal Arjan Singh later pointed out, there was insufficient appreciation of the problems of operating aircraft from high altitude airfields. If those problems had been thought through, there wouldn't have been as much reluctance to use Indian air power in support of our operations in 1962 as there actually was.

In 1944, Field-Marshal Sir William Slim, Commander of the British/Indian 14th Army, faced a major Japanese offensive from Burma into India, aimed at capturing the base at Dimapur. Slim had the option of fighting from his positions or falling back to Kohima. After careful deliberation, he opted for the latter course despite strong political pressure not to abandon any Indian territory and give the Indians the impression that the Allies were losing. He stood firm and based his plans entirely on military considerations. Had he fought from his forward positions on the Chindwin River, his Lines of Communication would have been long and tenuous. A defeat would open the way to the plains of Assam. His decision to fall back and shorten his lines, and to a better killing ground at Kohima, forced the Japanese Commander, General Mutaguchi, to extend his lines. By standing fast at Kohima despite being invested, till the outbreak of the monsoons, victory was assured. The Japanese could not maintain their forces and had to retreat. The defeat was so overwhelming that Field-Marshal Slim followed up his Kohima victory with the classic pursuit operation to Rangoon itself, which fell in May 1945.

It is not a desire to preserve the status quo whatever that may be. It does not preclude support for social change, so long as we are changing together in pursuit of common goals. And it is not preference for laissez-faire economics. It does not necessitate opposition to government interventions that might serve to enhance oneness and sameness. As I noted at the close of Chapter 4, apart from confusing theory and confounding evidence for half a century, these common misconceptions create needless skepticism and resistance among those (quite reasonably) reluctant to accept that distaste for change implies distaste for other races, or that commitment to economic freedom somehow suggests an interest in moral regulation and political repression. This confusion --- among both scholars and political elites --- has significant political and social implications. It can drive those who are merely averse to change into unnatural and unnecessary political alliances with the hateful and intolerant, when they could be rallied behind tolerance and respect for difference under the right conditions. These conditions would include authoritative reminders of how privileged are those ideals in one's national tradition; reassurances regarding established brakes on the pace of change, and the settled rules of the game to which all will adhere; and confidence in the leaders and institutions managing social conflict, and regulating the extent and rate of social change. I find compelling indications that status quo conservatives, if properly understood and marshaled, can be a liberal democracy's strongest bulwark against the dangers posed by intolerant social movements. Those by nature averse to change should find the "shining path" to the "glorious future" far more frightening than exciting, and can be expected to defend faithfully any established order --- including one of institutionalized respect for difference and protection of individual freedom --- against "authoritarian revolution." The Congressmen who were hotheaded enough to resist were cynically charged with "inciting to riot"; they who went quietly were not charged at all. It was blandly explained to the agitated press by Lee Sarason that these latter quiet lads had been so threatened by "irresponsible and seditious elements" that they were merely being safeguarded. Sarason did not use the phrase "protective arrest," which might have suggested things.
