Beyond this, the IQ level becomes relatively unimportant in terms of ordinary occupational aspirations and criteria of success. That is not to say that there are not real differences between the intellectual capabilities represented by IQs of 115 and 150 or even between IQs of 150 and 180. But IQ differences in this upper part of the scale have far less personal implications than the thresholds just described and are generally of lesser importance for success in the popular sense than are certain traits of personality and character.

In agricultural communities, male leadership in the hunt ceased to be of much importance. As the discipline of the hunting band decayed, the political institutions of the earliest village settlements perhaps approximated the anarchism which has remained ever since the ideal of peaceful peasantries all round the earth. Probably religious functionaries, mediators between helpless mankind and the uncertain fertility of the earth, provided an important form of social leadership. The strong hunter and man of prowess, his occupation gone or relegated to the margins of social life, lost the umambiguous primacy which had once been his; while the comparatively tight personal subordination to a leader necessary to the success of a hunting party could be relaxed in proportion as grain fields became the center around which life revolved. Among predominantly pastoral peoples, however, religious-political institutions took a quite different turn. To protect the flocks from animal predators required the same courage and social discipline which hunters had always needed. Among pastoralists, likewise, the principal economic activity- focused, as among the earliest hunters, on a parasitic relation to animals- continued to be the special preserve of menfolk. Hence a system of patrilineal families, united into kinship groups under the authority of a chieftain responsible for daily decisions as to where to seek pasture, best fitted the conditions of pastoral life. In addition, pastoralists were likely to accord importance to the practices and discipline of war. After all, violent seizure of someone else’s animals or pasture grounds was the easiest and speediest way to wealth and might be the only means of survival in a year of scant vegetation. Such warlikeness was entirely alien to communities tilling the soil. Archeological remains from early Neolithic villages suggest remarkably peaceful societies. As long as cultivable land was plentiful, and as long as the labor of a single household could not produce a significant surplus, there can have been little incentive to war. Traditions of violence and hunting-party organization presumably withered in such societies, to be revived only when pastoral conquest superimposed upon peaceable villagers the elements of warlike organization from which civilized political institutions without exception descend.

It's a valid issue but one that is often discussed with too little understanding of the reality of 1940s Europe. Such explicit condemnations of Nazi anti-Semitism were not really made in London, Washington, or Moscow, but it's always assumed that Rome should somehow have been different, in spite of the fact that the Vatican was surrounded by Nazi or pro-Nazi troops and that millions of Roman Catholics lived under Nazi occupation whereas London, Washington, and even Moscow were relatively cocooned and the latter even comparatively safe.

In the first place, this is a history of Europe’s reduction. The constituent states of Europe could no longer aspire, after 1945, to international or imperial status. The two exceptions to this rule—the Soviet Union and, in part, Great Britain—were both only half-European in their own eyes and in any case, by the end of the period recounted here, they too were much reduced. Most of the rest of continental Europe had been humiliated by defeat and occupation. It had not been able to liberate itself from Fascism by its own efforts; nor was it able, unassisted, to keep Communism at bay. Post-war Europe was liberated—or immured—by outsiders. Only with considerable effort and across long decades did Europeans recover control of their own destiny. Shorn of their overseas territories Europe’s erstwhile sea-borne empires (Britain, France, the Netherlands, Belgium, Portugal) were all shrunk back in the course of these years to their European nuclei, their attention re-directed to Europe itself. Secondly, the later decades of the twentieth century saw the withering away of the ‘master narratives’ of European history: the great nineteenth-century theories of history, with their models of progress and change, of revolution and transformation, that had fuelled the political projects and social movements that tore Europe apart in the first half of the century. This too is a story that only makes sense on a pan-European canvas: the decline of political fervor in the West (except among a marginalized intellectual minority) was accompanied—for quite different reasons—by the loss of political faith and the discrediting of official Marxism in the East. For a brief moment in the 1980s, to be sure, it seemed as though the intellectual Right might stage a revival around the equally nineteenth-century project of dismantling ‘society’ and abandoning public affairs to the untrammelled market and the minimalist state; but the spasm passed. After 1989 there was no overarching ideological project of Left or Right on offer in Europe—except the prospect of liberty, which for most Europeans was a promise now fulfilled. Thirdly, and as a modest substitute for the defunct ambitions of Europe’s ideological past, there emerged belatedly—and largely by accident—the ‘European model’. Born of an eclectic mix of Social Democratic and Christian Democratic legislation and the crab-like institutional extension of the European Community and its successor Union, this was a distinctively ‘European’ way of regulating social intercourse and inter-state relations. Embracing everything from child-care to inter-state legal norms, this European approach stood for more than just the bureaucratic practices of the European Union and its member states; by the beginning of the twenty-first century it had become a beacon and example for aspirant EU members and a global challenge to the United States and the competing appeal of the ‘American way of life’.

The Palestinian uprising, or intifada, which broke out in December 1987 was a perfect example of the law of unintended consequences.2 Ariel Sharon and Menachem Begin had launched the invasion of Lebanon to quash the power of the PLO, and thereby end Palestinian nationalist opposition in the occupied West Bank and Gaza to the absorption of those territories into Israel. This would complete the colonial task of historic Zionism, creating a Jewish state in all of Palestine. The 1982 war did succeed in weakening the PLO, but the paradoxical effect was to strengthen the Palestinian national movement in Palestine itself, shifting the focus of action from outside to inside the country. After two decades of a relatively manageable occupation, Begin and Sharon, two fervent partisans of the Greater Israel ideal, had inadvertently sparked a new level of resistance to the process of colonization. Opposition to Israel’s landgrab and military rule has erupted within Palestine repeatedly and in different forms ever since.

One other thing. And this really matters for readers of this book. According to official Myers–Briggs documents, the test can ‘give you an insight into what kinds of work you might enjoy and be successful doing’. So if you are, like me, classified as ‘INTJ’ (your dominant traits are being introverted, intuitive and having a preference for thinking and judging), the best-fit occupations include management consultant, IT professional and engineer.30 Would a change to one of these careers make me more fulfilled? Unlikely, according to respected US psychologist David Pittenger, because there is ‘no evidence to show a positive relation between MBTI type and success within an occupation…nor is there any data to suggest that specific types are more satisfied within specific occupations than are other types’. Then why is the MBTI so popular? Its success, he argues, is primarily due to ‘the beguiling nature of the horoscope-like summaries of personality and steady marketing’.31 Personality tests have their uses, even if they do not reveal any scientific ‘truth’ about us. If we are in a state of confusion they can be a great emotional comfort, offering a clear diagnosis of why our current job may not be right, and suggesting others that might suit us better. They also raise interesting hypotheses that aid self-reflection: until I took the MBTI, I had certainly never considered that IT could offer me a bright future (by the way, I apparently have the wrong personality type to be a writer). Yet we should be wary about relying on them as a magic pill that enables us suddenly to hit upon a dream career. That is why wise career counsellors treat such tests with caution, using them as only one of many ways of exploring who you are. Human personality does not neatly reduce into sixteen or any other definitive number of categories: we are far more complex creatures than psychometric tests can ever reveal. And as we will shortly learn, there is compelling evidence that we are much more likely to find fulfilling work by conducting career experiments in the real world than by filling out any number of questionnaires.32

In fact, if anything, what I feel in this particular moment is something like envy, for this son of hers that I've never met, I understand that taking refuge in Japan and being shielded from the demands of full adulthood is a privilege offered to predominantly white, educated, Anglophone men, because they are deemed the most desirable that the world has to offer; that it feeds off power relations that date back to the American occupation and beyond, and which hew closely to the colonial paradigm even if there are important differences (and even if Japan also has a history of colonialism of its own to reckon with); and that even leaving all of this aside, this Peter Pan status is not something I am interested in. And yet I can't help but look at the sort of person who feels "immediately" comfortable in Japan and wish that I had felt like that, only because it might validate the way I've dedicated a lot of my life to the country, but because the security of that sensation in itself feels like something I would love to experience.

Nonconformity is an affront to those in the mainstream. Our impulse is to dismiss this lifestyle, create reasons why it can’t work, why it doesn’t even warrant consideration. Why not? Living outdoors is cheap and can be afforded by a half year of marginal employment. They can’t buy things that most of us have, but what they lose in possessions, they gain in freedom. In Somerset Maugham’s The Razor’s Edge, lead character Larry returns from the First World War and declares that he would like to “loaf.”23 The term “loafing” inadequately describes the life he would spend traveling, studying, searching for meaning, and even laboring. Larry meets with the disapproval of peers and would-be mentors: “Common sense assured…that if you wanted to get on in this world, you must accept its conventions, and not to do what everybody else did clearly pointed to instability.” Larry had an inheritance that enabled him to live modestly and pursue his dreams. Larry’s acquaintances didn’t fear the consequences of his failure; they feared his failure to conform. I’m no maverick. Upon leaving college I dove into the workforce, eager to have my own stuff and a job to pay for it. Parents approved, bosses gave raises, and my friends could relate. The approval, the comforts, the commitments wound themselves around me like invisible threads. When my life stayed the course, I wouldn’t even feel them binding. Then I would waiver enough to sense the growing entrapment, the taming of my life in which I had been complicit. Working a nine-to-five job took more energy than I had expected, leaving less time to pursue diverse interests. I grew to detest the statement “I am a…” with the sentence completed by an occupational title. Self-help books emphasize “defining priorities” and “staying focused,” euphemisms for specialization and stifling spontaneity. Our vision becomes so narrow that risk is trying a new brand of cereal, and adventure is watching a new sitcom. Over time I have elevated my opinion of nonconformity nearly to the level of an obligation. We should have a bias toward doing activities that we don’t normally do to keep loose the moorings of society. Hiking the AT is “pointless.” What life is not “pointless”? Is it not pointless to work paycheck to paycheck just to conform? Hiking the AT before joining the workforce was an opportunity not taken. Doing it in retirement would be sensible; doing it at this time in my life is abnormal, and therein lay the appeal. I want to make my life less ordinary.

For the longest time, the crucial importance to health of just moving around was hardly appreciated. But in the late 1940s a doctor at Britain’s Medical Research Council, Jeremy Morris, became convinced that the increasing occurrence of heart attacks and coronary disease was related to levels of activity, and not just to age or chronic stress, as was almost universally thought at the time. Because Britain was still recovering from the war, research funding was tight, so Morris had to think of a low-cost way to conduct an effective large-scale study. While traveling to work one day, it occurred to him that every double-decker bus in London was a perfect laboratory for his purposes because each had a driver who spent his entire working life sitting and a conductor who was on his feet constantly. In addition to moving about laterally, conductors climbed an average of six hundred steps per shift. Morris could hardly have invented two more ideal groups to compare. He followed thirty-five thousand drivers and conductors for two years and found that after he adjusted for all other variables, the drivers—no matter how healthy—were twice as likely to have a heart attack as the conductors. It was the first time that anyone had demonstrated a direct and measurable link between exercise and health.

It was she who used to come between me and my paper when I was writing reviews. It was she who bothered me and wasted my time and so tormented me that at last I killed her. You who come of a younger and happier generation may not have heard of her — you may not know what I mean by the Angel in the House. I will describe her as shortly as I can. She was intensely sympathetic. She was immensely charming. She was utterly unselfish. She excelled in the difficult arts of family life. She sacrificed herself daily. If there was chicken, she took the leg; if there was a draught she sat in it — in short she was so constituted that she never had a mind or a wish of her own, but preferred to sympathize always with the minds and wishes of others. Above all — I need not say it —-she was pure. Her purity was supposed to be her chief beauty — her blushes, her great grace. And when I came to write I encountered her with the very first words. The shadow of her wings fell on my page; I heard the rustling of her skirts in the room. Directly, that is to say, I took my pen in my hand to review that novel by a famous man, she slipped behind me and whispered: “My dear, you are a young woman. You are writing about a book that has been written by a man. Be sympathetic; be tender; flatter; deceive; use all the arts and wiles of our sex. Never let anybody guess that you have a mind of your own. Above all, be pure.” And she made as if to guide my pen. I turned upon her and caught her by the throat. I did my best to kill her. My excuse, if I were to be had up in a court of law, would be that I acted in self-defence. Had I not killed her she would have killed me. She would have plucked the heart out of my writing. For, as I found, directly I put pen to paper, you cannot review even a novel without having a mind of your own, without expressing what you think to be the truth about human relations, morality, sex. And all these questions, according to the Angel of the House, cannot be dealt with freely and openly by women; they must charm, they must conciliate, they must — to put it bluntly — tell lies if they are to succeed. Thus, whenever I felt the shadow of her wing or the radiance of her halo upon my page, I took up the inkpot and flung it at her. She died hard. Her fictitious nature was of great assistance to her. It is far harder to kill a phantom than a reality. But it was a real experience; it was an experience that was bound to befall all women writers at that time. I thought it was a joke. The protests against the Vietnam War had united a generation of activists in the West. It had moved me to send blankets and medical equipment. More than 1.5 million Vietnamese and 58,000 Americans had died. Was this how the city commemorated such a catastrophe? Seeing that I was disappointed, Niem drove me to see a bigger monument: a marble stone, 12 feet high, to commemorate independence from French colonial rule. I was still underwhelmed. Then Niem asked me if I was ready to see the proper war monument. He drove a little way further, and pointed out of the window. Above the treetops I could see a large pagoda, covered in gold. It seemed about 300 feet high. He said, “Here is where we commemorate our war heroes. Isn’t it beautiful?” This was the monument to Vietnam’s wars with China. The wars with China had lasted, on and off, for 2,000 years. The French occupation had lasted 200 years. The “Resistance War Against America” took only 20 years. The sizes of the monuments put things in perfect proportion. It was only by comparing them that I could understand the relative insignificance of “the Vietnam War” to the people who now live in Vietnam.

If anyone had questioned how deeply the summer's activities had penetrated the consciousness of white America, the answer was evident in the treatment accorded the March on Washington by all the media of communication. Normally Negro activities are the object of attention in the press only when they are likely to lead to some dramatic outbreak, or possess some bizarre quality. The March was the first organized Negro operation which was accorded respect and coverage commensurate with its importance. The millions who viewed it on television were seeing an event historic not only because of the subject, but because it was being brought into their homes. Millions of white Americans, for the first time, had a clear, long look at Negroes engaged in a serious occupation. For the first time millions listened to the informed and thoughtful words of Negro spokesmen, from all walks of life. The stereotype of the Negro suffered a heavy blow. This was evident in some of the comment, which reflected surprise at the dignity, the organization and even the wearing apparel and friendly spirit of the participants. If the press had expected something akin to a minstrel show, or a brawl, or a comic display of odd clothes and bad manners, they were disappointed. A great deal has been said about a dialogue between Negro and white. Genuinely to achieve it requires that all the media of communication open their channels wide as they did on that radiant August day. As television beamed the image of this extraordinary gathering across the border oceans, everyone who believed in man's capacity to better himself had a moment of inspiration and confidence in the future of the human race. And every dedicated American could be proud that a dynamic experience of democracy in his nation's capital had been made visible to the world.

In the U.S. Articles of Confederation, the federal government gave itself the exclusive right to regulate “the trade and managing all affairs with the Indians.” This power was repeated in the 1790 Trade and Intercourse Act, which further refined “trade” and “affairs” to include the purchase and sale of Indian land. The intent of these two pieces of legislation was clear. Whatever powers states were to have, those powers did not extend to Native peoples. Beginning in 1823, there would be three U.S. Supreme Court decisions—Johnson v. McIntosh, Cherokee v. Georgia, Worcester v. Georgia—that would confirm the powers that the U.S. government had unilaterally taken upon itself and spell out the legal arrangement that tribes were to be allowed. 1823. Johnson v. McIntosh. The court decided that private citizens could not purchase land directly from Indians. Since all land in the boundaries of America belonged to the federal government by right of discovery, Native people could sell their land only to the U.S. government. Indians had the right of occupancy, but they did not hold legal title to their lands. 1831. Cherokee v. Georgia. The State of Georgia attempted to extend state laws to the Cherokee nation. The Cherokee argued that they were a foreign nation and therefore not subject to the laws of Georgia. The court held that Indian tribes were not sovereign, independent nations but domestic, dependent nations. 1832. Worcester v. Georgia. This case was a follow-up to Cherokee v. Georgia. Having determined that the Cherokee were a domestic, dependent nation, the court settled the matter of jurisdiction, ruling that the responsibility to regulate relations with Native nations was the exclusive prerogative of Congress and the federal government. These three cases unilaterally redefined relationships between Whites and Indians in America. Native nations were no longer sovereign nations. Indians were reduced to the status of children and declared wards of the state. And with these decisions, all Indian land within America now belonged to the federal government. While these rulings had legal standing only in the United States, Canada would formalize an identical relationship with Native people a little later in 1876 with the passage of the Indian Act. Now it was official. Indians in all of North America were property.

This is indeed a situation of humility, of the sacrifice of Pelf and the quest for peace in another, but still it is not so much begging (Bitten) as praying (Beten). Of course begging and praying are closely related because a prayer may also be a begging. Yet begging proper wants something for itself; it is addressed to someone who possesses something essential to me, in the hope that my begging will incline his heart to me, weaken his heart, and stimulate his love for me and so arouse in him a sense of identity with me. But what I feel in begging him is the desire for something that he is to lose when I get it; he is to love me so that my own selfishness can be satisfied and my interest and welfare furthered. But I give nothing in return except perhaps an implicit avowal that he can ask the same things of me. This is not the kind of thing that prayer is. Prayer is an elevation of the heart to God who is absolute love and asks nothing for himself. Worship itself is the prayer answered; the petition itself is bliss. For although prayer may also contain a petition for some particular thing, this particular request is not what should really be expressed; on the contrary, the essential thing is the assurance of simply being heard, not of being heard in respect of this particular request, but absolute confidence that God will give me what is best for me. Even in this respect, prayer is itself satisfaction, enjoyment, the express feeling and consciousness of eternal love which is not only a ray of transfiguration shining through the worshipper’s figure and situation, but is in itself the situation and what exists and is to be portrayed. This is the prayerful situation of e.g. Pope Sixtus in the Raphael picture that is called after him,[18] and of St. Barbara in the same picture; the same is true of the innumerable prayerful situations of Apostles and saints (e.g. St. Francis) at the foot of the Cross, where what is now chosen as the subject is, not Christ’s grief or the timorousness, doubt, and despair of the Disciples, but the love and adoration of God, the prayer that loses itself in him. Especially in the earlier ages of painting there are faces of this kind, usually of old men who have gone through much in life and suffering. The faces have been treated as if they were portraits, yet they are those of worshipful souls. The result is that this worship is not their occupation at this moment only, but on the contrary they become priests, as it were, or saints whose whole life, thought, desire, and will is worship, and their expression, despite all portraiture, has in it nothing but this assurance and this peace of love.

Indeed, even when demands are made in the name of less privileged racial or ethnic groups, often it is the more privileged members of such groups who make the demands and who benefit from policies designed to meet such demands. These demands may erupt suddenly in the wake of the creation (or sharp enlargement) of a newly educated class which sees its path to coveted middle-class professions blocked by competition of other groups--as in India, French Canada, or Lithuania, for example. * * * A rapid expansion of education is thus a factor in producing inter-group conflict, especially where the education is of a kind which produces diplomas rather than skills that have significant economic value in the marketplace. Education of a sort useful only for being a clerk, bureaucrat, school teacher--jobs whose numbers are relatively fixed in the short run and politically determined in the long run--tend to increase politicized inter-group strife. Yet newly emerging groups, whether in their own countries or abroad, tend to specialize precisely in such undemanding fields. Malay students, for example, have tended to specialize in Malay studies and Islamic studies, which provide them with no skills with which compete with the Chinese in the marketplace, either as businessmen, independent professionals, or technicians. Blacks and Hispanics in the United States follow a very similar pattern of specializing disproportionately in easier fields which offer less in the way of marketable skills. Such groups then have little choice but to turn to the government, not just for jobs but also for group preferences to be imposed in the market place, and for symbolic recognition in various forms. *** While economic interests are sometimes significant in explaining political decisions, they are by no means universally valid explanations. Educated elites from less advanced groups may have ample economic incentives to promote polarization and preferential treatment policies, but the real question is why the uneducated masses from such groups give them the political support without which they would be impotent. Indeed, it is often the less educated masses who unleash the mob violence from which their elite compatriots ultimately benefit--as in Malaysia, Sri Lanka, or parts of India, Africa, or the United States, where such violence has led to group preference policies in employment, educational institutions, and elsewhere. The common denominator in these highly disparate societies seems to be not only resentment of other groups' success but also fear of an inability to compete with them, combined with a painful embarrassment at being so visibly "under-represented"--or missing entirely—in prestigious occupations and institutions. To remedy this within apolitically relevant time horizon requires not simply increased opportunities but earmarked benefits directly given on a racial or ethnic basis.

The Directorate General of Civil Aviation (DGCA) announced its intent, and advertised the positions on its website. ICAO told the Indian regulator recently that it would come down to India to conduct an audit, its third in just over a decade, Mint reported on 12 February. Previous ICAO audits had highlighted the paucity of safety inspectors in DGCA. After its 2006 and 2012 audits, ICAO had placed the country in its list of 13 worst-performing nations. US regulator Federal Aviation Authority followed ICAO's 2012 audit with its own and downgraded India, effectively barring new flights to the US by Indian airlines. FAA is expected to visit India in the summer to review its downgrade. The result of the ICAO and FAA audits will have a bearing on the ability of existing Indian airlines to operate more flights to the US and some international destinations and on new airlines' ability to start flights to these destinations. The regulator plans to hire three directors of safety on short-term contracts to be part of the accident investigation board, according to the information on DGCA's website. This is first time the DGCA is hiring external staff for this board, which is critical to ascertain the reasoning for any crashes, misses or other safety related events in the country. These officers, the DGCA said on its website, must have at least 12 years of experience in aviation, specifically on the technical aspects, and have a degree in aeronautical engineering. DGCA has been asked by international regulators to hire at least 75 flight inspectors. It has only 51. India's private airlines offer better pay and perks to inspectors compared with DGCA. The aviation ministry told DGCA in January to speed up the recruitment and do whatever was necessary to get more inspectors on board, a government official said, speaking on condition of anonymity. DGCA has also announced it will hire flight operations inspectors as consultants on a short-term basis for a period of one year with a fixed remuneration of `1.25 lakh per month. "There will be a review after six months and subsequent continuation will be decided on the basis of outcome of the review," DGCA said in its advertisement. The remuneration of `1.25 lakh is higher than the salary of many existing DGCA officers. In its 2006 audit, ICAO said it found that "a number of final reports of accident and serious incident investigations carried out by the DGCA were not sent to the (member) states concerned or to ICAO when it was applicable". DGCA had also "not established a voluntary incident reporting system to facilitate the collection of safety information that may not otherwise be captured by the state's mandatory incident reporting system". In response, DGCA "submitted a corrective action plan which was never implemented", said Mohan Ranganthan, an aviation safety analyst and former member of government appointed safety council, said of DGCA. He added that the regulator will be caught out this time. Restructuring DGCA is the key to better air safety, said former director general of civil aviation M.R. Sivaraman. And indeed today as it struggles with its financial crisis, the central issue in Greek politics remains resentment of the influence of Brussels, Germany, the International Monetary Fund, and other external actors, which are seen as pulling strings behind the back of a weak Greek government. Although there is considerable distrust of government in American political culture, by contrast, the basic legitimacy of democratic institutions runs very deep. Distrust of government is related to the Greek inability to collect taxes. Americans loudly proclaim their dislike of taxes, but when Congress mandates a tax, the government is energetic in enforcement. Moreover, international surveys suggest that levels of tax compliance are reasonably high in the United States; higher, certainly, than most European countries on the Mediterranean. Tax evasion in Greece is widespread, with restaurants requiring cash payments, doctors declaring poverty-line salaries, and unreported swimming pools owned by asset-hiding citizens dotting the Athenian landscape. By one account, Greece’s shadow economy—unreported income hidden from the tax authorities—constitutes 29.6 percent of total GDP.24 A second factor has to do with the late arrival of capitalism in Greece. The United States was an early industrializer; the private sector and entrepreneurship remained the main occupations of most Americans. Greece urbanized and took on other trappings of a modern society early on, but it failed to build a strong base of industrial employment. In the absence of entrepreneurial opportunities, Greeks sought jobs in the state sector, and politicians seeking to mobilize votes were happy to oblige. Moreover, the Greek pattern of urbanization in which whole villages moved from the countryside preserved intact rural patronage networks, networks that industry-based development tended to dissolve.

The Old Testament is characterized by the affirmation of God’s sovereign kingship. God is sovereign as Creator and Sustainer of the earth and all that dwell therein; as Judge; as Redeemer of Israel; and in relation to all nations and peoples. Yet the created turned against their Creator. The earth reels under the consequences of human rebellion. Human life is characterized by violence, injustice, unrighteousness and misery. Israel itself was shattered by cataclysmic wars, most notably the war with Babylon that destroyed Jerusalem and its temple, displaced the royal family and ended in the exile of her leading citizens, forcing Israel into a seemingly endless period of occupation at the hands of pagan armies—in Jesus’ time, the Roman legions. Thus the later Prophets are redolent with a deep yearning for salvation, in the deepest and most holistic sense of that word. In Isaiah, it is based on God’s forgiveness, and it is eternal. It includes deliverance from oppression and injustice, from guilt and death, from war and slavery and imprisonment and exile. It includes peace and justice and forgiveness. The promise is that salvation is coming—for Israel and ultimately for the world, for societies, for families and for individuals. This is where the hope of a Messiah is located in the Hebrew Scriptures. The Old Testament hope of salvation is not merely for an eternal salvation in which our disembodied souls are snatched from this vale of tears. Nor is it merely for physical justice while fellowship with the presence of God’s Holy Spirit is ignored. To the extent that Christians adopt any kind of body/soul, earth/heaven dualism we simply do not understand the message of Scripture—or of Jesus. God’s salvation is the kingdom of God, and it means that—at last—God has acted to deliver humanity and now reigns over all of life, and is present to and with us, and will be in the future. The New Testament will bring a greater emphasis on eternal life, but it will not negate the holistic message of deliverance. The only possible response to this good news is great joy!

The twelve-hundred-word opinion piece argued that the invasion and occupation of Iraq would be “very expensive” and have “very serious” and “bloody” consequences. It cautioned that a campaign against Iraq would divert the United States from the real war against terrorism for an “indefinite period” and that such a war, if conducted without full international support, would strain relations between the United States and other countries. And without “enthusiastic international cooperation,” especially on intelligence, it was by no means clear the United States could win the global war against terrorism.1 The op-ed argued that Saddam Hussein was first and foremost a “power-hungry survivor” who had little cause to join with Al Qaeda and that he could be deterred just like other aggressors. It warned, too, that should the United States attack Iraq, the ensuing war could “swell the ranks of terrorists,” sidetrack US foreign policy from grappling with the more important Israeli-Palestinian conflict, and possibly “destabilize Arab regimes in the region” (the irony being that “one of Saddam’s strategic objectives” was precisely such destabilization).

But as we descend the social scale, the point is presently reached where the duties of vicarious leisure and consumption devolve upon the wife alone. In the communities of the Western culture, this point is at present found among the lower middle class. And here occurs a curious inversion. It is a fact of common observance that in this lower middle class there is no pretence of leisure on the part of the head of the household. Through force of circumstances it has fallen into disuse. But the middle-class wife still carries on the business of vicarious leisure, for the good name of the household and its master. In descending the social scale in any modern industrial community, the primary fact—the conspicuous leisure of the master of the household—disappears at a relatively high point. The head of the middle-class household has been reduced by economic circumstances to turn his hand to gaining a livelihood by occupations which often partake largely of the character of industry, as in the case of the ordinary business man of to-day. But the derivative fact—the vicarious leisure and consumption rendered by the wife, and the auxiliary vicarious performance of leisure by menials—remains in vogue as a conventionality which the demands of reputability will not suffer to be slighted. It is by no means an uncommon spectacle to find a man applying himself to work with the utmost assiduity, in order that his wife may in due form render for him that degree of vicarious leisure which the common sense of the time demands.

In his book Social Anthropology, Sir Edmund Leach refers to the ethos of individualism which is central to the contemporary Western society but which is notably absent from most of the societies which social anthropologists study.10 The growth of individualism, and hence of the modern conception of the artist, was hastened by the Reformation. Although Luther was an ascetic who attacked wealth and luxury, he was also an individualist who preached the supremacy of the individual conscience. Until the sixteenth century, the ultimate standard of human institutions and activities was not only religious, but promulgated by a universal Western Church. As Tawney eloquently demonstrates in Religion and the Rise of Capitalism, however often men exhibited personal greed and ambition, there was none the less a generally agreed conception of how the individual ought to behave. The idea that anyone should pursue his personal economic ends to the limit, provided that he kept within the law, was foreign to the medieval mind, which regarded the alleviation of poverty as a duty, and the private accumulation of wealth as a danger to the soul. The Reformation made possible the growth of Calvinism, and the establishment of the Protestant work ethic. It was not long before poverty was regarded as a punishment for idleness or fecklessness, and the accumulation of wealth as a reward for the virtues of industry and thrift. Durkheim later pointed out that the growth of individualism was also related to the division of labour. As societies grew larger and more complex, occupational specialization led to greater differentiation between individuals. The growth of cities furthered looser, less intimate social relations; and, whilst the individual gained personal freedom by being emancipated from the intimate ties which characterize smaller societies, he became vulnerable to anomie, the alienation which results from no longer conforming to any traditional code.

So, what information do you want to gather during this first interview? In addition, you want to ask whether she would like to come back again and talk further. You might help her make that decision by pointing out what you are seeing, e.g., that she seems to be struggling with her feelings about her father’s death or that it is sometimes difficult to know the right thing to do when you are having trouble with your child. The goal here is to try and arrive at a mutual definition, in language that seems right to the client, of what the presenting problem is. Under the best circumstances the client will say something like, “That’s exactly the way I would have said it.” If you do not reach a mutual definition, however, that is not a reason to despair, since you are new at this. It is perfectly alright to suggest that the client return again so you can further explore and clarify what it is she would like your help with. If

Nazi officials felt free to take more violent action than they had done in the western campaigns of 1940, first against the enemies of the regime, then against fascism’s conservative allies, and eventually against the German people themselves, in an ecstasy of terminal destruction. Whereas in traditional authoritarian war regimes, the army tends to extend its control, as it did in the German Reich during 1917–18 and in Franco’s Spain, the German army lost control of occupation policy in the east after 1941, as we have seen, to the Nazi Party’s parallel organizations. Party radicals felt free to express their hatreds and obsessions in ways that were foreign to the traditions of the state services. The issue here is not simply one of moral sensitivity; some officers and civil servants were appalled by SS actions in the conquered territories, while others went along because of group solidarity or because they had become hardened. It was to some degree an issue of turf. It would be unthinkable for a traditional military dictatorship to tolerate the incursions of amateurish party militias into military spheres that Hitler—and even, in Ethiopia, Mussolini—permitted. Here we enter a realm where the calculations of interest that arguably governed the behavior of both the Nazis and their allies under more ordinary circumstances in the exercise of power no longer determined policy. At this ultimate stage an obsessed minority is able to carry out its most passionate hatreds implacably and to the ultimate limit of human experience. Liberation from constraints permitted a hard core of the movement’s fanatics to regain the upper hand over their bourgeois allies and carry out some of the initial radical projects. At the outposts of empire, fascism recovered the face-to-face violence of the early days of squadrismo and SA street brawling. One must resist the temptation at this final stage to revert to a highly personalized way of looking at the exercise of power in fascist regimes, with its discredited notions of hoodlums kidnapping the state. The Nazi regime was able to pursue the war with ever mounting intensity only with the continued complicity of the state services and large sectors of the socially powerful. Fascist radicalization, finally, cannot be understood as a rational way to persuade a people to give their all to a war effort. It led Nazi Germany into a runaway spiral that ultimately prevented rational war making, as vital resources were diverted from military operations to the murder of the Jews. Finally radicalization denies even the nation that is supposed to be at fascism’s heart. At the end, fanatical fascists prefer to destroy everything in a final paroxysm, even their own country, rather than admit defeat. Prolonged fascist radicalization over a very long period has never been witnessed. It is even hard to imagine. Can one suppose that even Hitler could keep up the tension into old age? Arranging the succession to a senescent fascist leader is another intriguing but, so far, hypothetical problem. The more normal form of succession to a fascist regime is likely to be decay into a traditional authoritarianism. At that point, there can be progressive liberalization as in post-Franco Spain or perhaps revolution (as in post-Salazar Portugal). But orderly succession is clearly far more of a problem with fascism than with other forms of rule, even communism. Fascism is, in the last analysis, destabilizing. In the long run, therefore, it was not really a solution to the problems of frightened conservatives or liberals. The final outcome was that the Italian and German fascist regimes drove themselves off a cliff in their quest for ever headier successes. The fascisms we know seem doomed to destroy themselves in their headlong, obsessive rush to fulfill the “privileged relation with history” they promised their people.
