The memory of the fall of China and what it did to the Democrats, was, I think, more bitter for Lyndon Johnson than it was for John Kennedy. Johnson, taking over after Kennedy was murdered and after the Kennedy patched-up advisory commitment had failed, vowed that he was not going to be the President of the United States who lost the Great Society because he lost Saigon. In the end it would take the tragedy of the Vietnam War and the election of Richard Nixon (the only political figure who could probably go to China without being Red-baited by Richard Nixon) to exorcise those demons, and to open the door to China.

From the perspective of nearly half a century, the Battle of Hue and the entire Vietnam War seem a tragic and meaningless waste. So much heroism and slaughter for a cause that now seems dated and nearly irrelevant. The whole painful experience ought to have (but has not) taught Americans to cultivate deep regional knowledge in the practice of foreign policy, and to avoid being led by ideology instead of understanding. The United States should interact with other nations realistically, first, not on the basis of domestic political priorities. Very often the problems in distant lands have little or nothing to do with America’s ideological preoccupations. Beware of men with theories that explain everything. Trust those who approach the world with humility and cautious insight. The United States went to war in Vietnam in the name of freedom, to stop the supposed monolithic threat of Communism from spreading across the globe like a dark stain—I remember seeing these cartoons as a child. There were experts, people who knew better, who knew the languages and history of Southeast Asia, who had lived and worked there, who tried to tell Presidents Eisenhower, Kennedy, Johnson, and Nixon that the conflict in Vietnam was peculiar to that place. They were systematically ignored and pushed aside. David Halberstam’s classic The Best and the Brightest documents this process convincingly. America had every right to choose sides in the struggle between Hanoi and Saigon, even to try to influence the outcome, but lacking a legitimate or even marginally capable ally its military effort was misguided and doomed. One of Castro’s first acts as Cuba’s Prime Minister was to go on a diplomatic tour that started on April 15, 1959. His first stop was the United States, where he met with Vice President Nixon, after having been snubbed by President Eisenhower, who thought it more important to go golfing than to encourage friendly relations with a neighboring country. It seemed that the U.S. Administration did not take the new Cuban Prime Minister seriously after he showed up dressed in revolutionary garb. Delegating his Vice President to meet the new Cuban leader was an obvious rebuff. However, what was worse was that an instant dislike developed between the two men, when Fidel Castro met Vice President Richard Milhous Nixon. This dislike was amplified when Nixon openly badgered Castro with anti-communistic rhetoric. Once again, Castro explained that he was not a Communist and that he was with the West in the Cold War. However, during this period following the McCarthy era, Nixon was not listening. During Castro’s tour to the United States, Canada and Latin America, everyone in Cuba listened intently to what he had to say. Fidel’s speeches, that were shown on Cuban television, were troubling to Raúl and he feared that his brother was deviating from Cuba’s path towards communism. Becoming concerned by Fidel’s candid remarks, Raúl conferred with his close friend “Che” Guevara, and finally called Fidel about how he was being perceived in Cuba. Following this conversation, Raúl flew to Texas where he met with his brother Fidel in Houston. Raúl informed him that the Cuban press saw his diplomacy as a concession to the United States. The two brothers argued openly at the airport and again later at the posh Houston Shamrock Hotel, where they stayed. With the pressure on Fidel to embrace Communism he reluctantly agreed…. In time he whole heartily accepted Communism as the philosophy for the Cuban Government.

If Nixon set out to be the man who redefined the Republican political center in the post–New Deal, post–Fair Deal age, he did not, nor did any other young Republican politician, dare campaign by suggesting a return to the America that had existed before the New Deal. The phrase “creeping socialism” was about as close as they got to attacking the New Deal on its domestic reforms. Rather, the catchphrases were about a need to return to Americanism. It was better to attack Communism and speak of domestic treason than it was to be specific about reversing the economic redistribution of the New Deal. In fact, Nixon’s essential response to all issues was to raise the specter of Communism: “The commies,” Nixon told the Chicago Tribune’s Seymour Korman during his harsh 1950 senatorial campaign against Helen Gahagan Douglas, “don’t like it when I smash into Truman for his attempted cover-up of the Hiss case ... but the more the commies yell, the surer I am that I’m waging an honest American campaign.” He was, he liked to say, the number one target of the Communists in America. In those early campaigns, he was, it seemed, a man who needed an enemy and who seemed almost to feel that he functioned best when the world was against him. Such men, almost surely, eventually do get the enemies they so desperately want. If the leaders of a nation as powerful as the United States needed, above all, personal confidence—Oliver Wendell Holmes once said of the young Franklin Roosevelt that he had a third-rate intellect but a first-rate temperament—Nixon was ill-prepared for his long journey in American politics. Emotional strength and self-confidence were missing from him. Everything with Nixon was personal. When others disagreed with him, it was as if they wanted to strip away his hard-won veneer of success and reduce him to the unhappy boy he had once been. In political terms that had bitter consequences: He would lash out at others in attacks that seemed to go far beyond the acceptable norms of partisanship; if others struck back at him, he saw himself as a victim. Just beneath the surface of this modern young politician was a man who, in Bob Taft’s phrase, seemed “to radiate tension and conflict.” He was filled with the resentments of class one would have expected in a New Deal Democrat.

This is not a hypothetical example. In the middle of the nineteenth century Karl Marx reached brilliant economic insights. Based on these insights he predicted an increasingly violent conflict between the proletariat and the capitalists, ending with the inevitable victory of the former and the collapse of the capitalist system. Marx was certain that the revolution would start in countries that spearheaded the Industrial Revolution – such as Britain, France and the USA – and spread to the rest of the world. Marx forgot that capitalists know how to read. At first only a handful of disciples took Marx seriously and read his writings. But as these socialist firebrands gained adherents and power, the capitalists became alarmed. They too perused Das Kapital, adopting many of the tools and insights of Marxist analysis. In the twentieth century everybody from street urchins to presidents embraced a Marxist approach to economics and history. Even diehard capitalists who vehemently resisted the Marxist prognosis still made use of the Marxist diagnosis. When the CIA analysed the situation in Vietnam or Chile in the 1960s, it divided society into classes. When Nixon or Thatcher looked at the globe, they asked themselves who controls the vital means of production. From 1989 to 1991 George Bush oversaw the demise of the Evil Empire of communism, only to be defeated in the 1992 elections by Bill Clinton. Clinton’s winning campaign strategy was summarised in the motto: ‘It’s the economy, stupid.’ Marx could not have said it better. As people adopted the Marxist diagnosis, they changed their behaviour accordingly. Capitalists in countries such as Britain and France strove to better the lot of the workers, strengthen their national consciousness and integrate them into the political system. Consequently when workers began voting in elections and Labour gained power in one country after another, the capitalists could still sleep soundly in their beds. As a result, Marx’s predictions came to naught. Communist revolutions never engulfed the leading industrial powers such as Britain, France and the USA, and the dictatorship of the proletariat was consigned to the dustbin of history. This is the paradox of historical knowledge. Knowledge that does not change behaviour is useless. But knowledge that changes behaviour quickly loses its relevance. The more data we have and the better we understand history, the faster history alters its course, and the faster our knowledge becomes outdated.

On January 8, 1959, Fidel made his grand entrance into Havana. With his son Fidelito at his side, he rode on top of a Sherman tank to Camp Columbia, where he gave the first of his long, rambling, difficult-to-endure speeches. It was broadcast on radio and television for the entire world to witness. For the Cubans it was what they had waited for! During the speech, smiling Castro asked Camilo Cienfuegos, “How am I doing?” and the catch phrase “Voy bien, Camilo” was born. The following Christmas the celebrations were exceptional and made up for the drab Christmas of 1958. There were great expectations on the part of the Cuban people, but most of these expectations would be shattered in the years to come. In the United States, people saw things differently. “Kangaroo trials” of Batista’s followers, ending with their executions, infuriated Americans who couldn’t believe what was happening on what they considered a happy island. Members of the U.S. Congress held formal hearings, interviewing exiled Cubans known as Batistianos. The result was that in the United States, people began to rally against Castro and in Cuba, people saw the United States as presumptuous and overbearing. Eisenhower treated Fidel with contempt and Nixon did not hide the fact that he disliked the Cuban leader. It was this combination of events that led Cuban-American relations into a diplomatic downhill spiral, from which the two countries have just now started to emerge. Without American backing, Cuba turned to Communism and looked to the Soviet Union for support. The results that followed should have been expected and were the consequences of American arrogance and Cuban misplaced pride.

The phrase “conflict of interest” barely begins to describe Tom Lanphier’s rabidly partisan approach to advising one of the most powerful congressional allies of the American military-industrial complex. Yet he was in good company. Air force intelligence was crammed with highly competitive analysts who believed they were in a zero-sum game not only with the Russians but also with the army and the navy. If they could make the missile-gap theory stick, America would have to respond with a crash ICBM program of its own. The dominance of the Strategic Air Command in the U.S. military hierarchy would be complete—and Convair would profit mightily. It is hardly surprising that the information Lanphier fed to Symington and Symington to every politician and columnist who would listen was authoritative, alarming, and completely, disastrously wrong. Symington’s “on the record” projection of Soviet nuclear strength, given to Senate hearings on the missile gap in late 1959, was that by 1962 they would have three thousand ICBMs. The actual number was four. Symington’s was a wild guess, an extrapolation based on extrapolations by air force generals who believed it was only responsible to take Khrushchev at his word when, for example, he told journalists in Moscow that a single Soviet factory was producing 250 rockets a year, complete with warheads. Symington knew what he was doing. He wanted to be president and believed rightly that missile-gap scaremongering had helped the Democrats pick up nearly fifty seats in Congress in the 1958 midterm elections. But everyone was at it. The 1958 National Intelligence Estimate had forecast one hundred Soviet ICBMs by 1960 and five hundred by 1962. In January 1960 Allen Dulles, who should have known better because he did know better, told Eisenhower that even though the U-2 had shown no evidence of mass missile production, the Russians could still somehow conjure up two hundred of them in eighteen months. On the political left a former congressional aide called Frank Gibney wrote a baseless five-thousand-word cover story for Harper’s magazine accusing the administration of giving the Soviets a six-to-one lead in ICBMs. (Gibney also recommended putting “a system of really massive retaliation” on the moon.) On the right, Vice President Nixon quietly let friends and pundits know that he felt his own boss didn’t quite get the threat. And in the middle, Joe Alsop wrote a devastating series of columns syndicated to hundreds of newspapers in which he calculated that the Soviets would have 150 ICBMs in ten months flat and suggested that by not matching them warhead for warhead the president was playing Russian roulette with the national future. Alsop, who lived well but expensively in a substantial house in Georgetown, was the Larry King of his day—dapper, superbly well connected, and indefatigable in the pursuit of a good story. His series ran in the last week of January 1960. Khrushchev read it in translation and resolved to steal the thunder of the missile-gap lobby, which was threatening to land him with an arms race that would bankrupt Communism. Before the four-power summit, which was now scheduled for Paris in mid-May, he would offer to dismantle his entire ICBM stockpile. No one needed to know how big or small it was; they just needed to know that he was serious about disarmament. But military pressure was only one part of the new strategy. Global diplomacy, too, had an important role to play, as Nixon and Kissinger turned first to Russia and later to China for assistance in helping them out of the quagmire.
