Klemperer detected a certain “hysteria of language” in the new flood of decrees, alarms, and intimidation—“This perpetual threatening with the death penalty!”—and in strange, inexplicable episodes of paranoid excess, like the recent nationwide search. In all this Klemperer saw a deliberate effort to generate a kind of daily suspense, “copied from American cinema and thrillers,” that helped keep people in line. He also gauged it to be a manifestation of insecurity among those in power. The point is, although they certainly did not turn their backs on drug offenses, the country’s police were not at “war” with users and dealers. Are those uncorrupted individuals so often ineffective because they are cowards or lazy or stupid? Does loyalty to party, class, club, or ideology matter to them more than doing what is right? Why? Why can’t such people see that the crime and anarchy they permit to flourish in poor and middle-class neighborhoods will eventually metastasize into the enclaves of the elite where they live their privileged lives? Political scientists have spent millions of words trying to explain how Appalachia and the South went from staunchly Democratic to staunchly Republican in less than a generation. Some blame race relations and the Democratic Party’s embrace of the civil rights movement. Others cite religious faith and the hold that social conservatism has on evangelicals in that region. A big part of the explanation lies in the fact that many in the white working class saw precisely what I did, working at Dillman’s. As far back as the 1970s, the white working class began to turn to Richard Nixon because of a perception that, as one man put it, government was “payin’ people who are on welfare today doin’ nothin’! They’re laughin’ at our society! And we’re all hardworkin’ people and we’re gettin’ laughed at for workin’ every day!”20 At around that time, our neighbor—one of Mamaw and Papaw’s oldest friends—registered the house next to ours for Section 8. Section 8 is a government program that offers low-income residents a voucher to rent housing. Mamaw’s friend had little luck renting his property, but when he qualified his house for the Section 8 voucher, he virtually assured that would change. Mamaw saw it as a betrayal, ensuring that “bad” people would move into the neighborhood and drive down property values. Despite our efforts to draw bright lines between the working and nonworking poor, Mamaw and I recognized that we shared a lot in common with those whom we thought gave our people a bad name. Those Section 8 recipients looked a lot like us. The matriarch of the first family to move in next door was born in Kentucky but moved north at a young age as her parents sought a better life. She’d gotten involved with a couple of men, each of whom had left her with a child but no support. She was nice, and so were her kids. But the drugs and the late-night fighting revealed troubles that too many hillbilly transplants knew too well. Confronted with such a realization of her own family’s struggle, Mamaw grew frustrated and angry. From that anger sprang Bonnie Vance the social policy expert: “She’s a lazy whore, but she wouldn’t be if she was forced to get a job”; “I hate those fuckers for giving these people the money to move into our neighborhood.” She’d rant against the people we’d see in the grocery store: “I can’t understand why people who’ve worked all their lives scrape by while these deadbeats buy liquor and cell phone coverage with our tax money.

Although not as palatial as the turquoise and golden-domed bathhouse of their childhood, it was still a grand building of hot pools and steamy balconies, a place of gossip and laughter. They believe-they know from their experience-that the neighborhood, the local community, is the proper place and frame of reference for responsible work. They know that things connect-that farming, for example, is connected to nature, and food to farming, and health to food-and they want to preserve the connections. They know that a healthy local community cannot be replaced by a market or an entertainment industry or an information highway. They know that contrary to all the unmeaning and unmeant political talk about "job creation," work ought not to be merely a bone thrown to otherwise unemployed. They know that work ought to be necessary; it ought to be good, it ought to be satisfying and dignifying to the people who do it, and genuinely useful and pleasing to the people for whom it is done.

A five-year-old child peeking out the window watched that boring sameness with open eyes and very open ears, as if he expected something to happen. It happened. Music exploded from the corner and filled the street. A man was blowing his cornet straight up to the sky and around him a crowd clapped in time and sang and danced. And Louis Armstrong, the boy in the window, swayed back and forth with such enthusiasm he nearly fell out. A few days later, the man with the cornet entered an insane asylum. They locked him up in the Negro section. That was the only time his name, Buddy Bolden, appeared in the newspapers. He died a quarter of a century later in the same asylum, and the papers did not notice. But his music, never written down or recorded, played on inside the people who had delighted in it at parties or at funerals. According to those in the know, that phantom was the founder of jazz.

They also had wanted to live near each other, and they had prayed for an inner-city community where people of color invited them into the neighborhood. Now, a decade later, two friends worked as doctors in the city, one served as a copastor of a multiethnic church, two taught school, one ran a nonprofit to connect kids in the neighborhood to the outdoors. We took our family to Richmond to visit those friends one summer.

SANDINISTAS. The Sandinista National Liberation Front (Frente Sandinista de Liberación Nacional—FSLN), more commonly known as Sandinistas, ruled Nicaragua from 1979 until 1990, attempting to transform the country along Marxist-influenced lines. The group formed in the early 1960s, and spent the first two decades of its existence engaged in a guerrilla campaign against the dictatorship of Anastasio Somoza, receiving backing from Cuba which remained a close ally when the Sandinistas took office. With popular revulsion towards Somoza rising, in 1978 the Sandinistas encouraged the Nicaraguan people to rise up against his regime. After a brief but bloody battle, in July 1979 the dictator was forced into exile, and the Sandinistas emerged victorious. With the country in a state of morass, they quickly convened a multi-interest five-person Junta of National Reconstruction to implement sweeping changes. The junta included rigid Marxist and long-serving Sandinista Daniel Ortega, and under his influence Somoza’s vast array of property and land was confiscated and brought under public ownership. Additionally, mining, banking and a limited number of private enterprises were nationalized, sugar distribution was taken into state hands, and vast areas of rural land were expropriated and distributed among the peasantry as collective farms. There was also a highly successful literacy campaign, and the creation of neighborhood groups to place regional governance in the hands of workers. Inevitably, these socialist undertakings got tangled up in the Cold War period United States, and in 1981 President Ronald Reagan began funding oppositional “Contra” groups which for the entire decade waged an economic and military guerrilla campaign against the Sandinista government. Despite this and in contrast to other communist states, the government fulfilled its commitment to political plurality, prompting the growth of opposition groups and parties banned under the previous administration. In keeping with this, an internationally recognized general election was held in 1984, returning Ortega as president and giving the Sandinistas 61 of 90 parliamentary seats. Yet, in the election of 1990, the now peaceful Contra’s National Opposition Union emerged victorious, and Ortega’s Sandinistas were relegated to the position of the second party in Nicaraguan politics, a status they retain today. The Marxism of the Sandinistas offered an alternative to the Marx- ism–Leninism of the Soviet Bloc and elsewhere. This emanated from the fact that the group attempted to blend a Christian perspective on theories of liberation with a fervent devotion to both democracy and the Marxian concepts of dialectical materialism, worker rule and proletariat-led revolution. The result was an arguably fairly success- ful form of socialism cut short by regional factors.

The walls of the houses moved, the shadows stirred. More and more people joined the ring of dancers, which grew, swelled, and accelerated. The crowd of onlookers was also dancing, the whole street, everyone. Colorful bou-bous, white djellabahs, blue turbans, all were swaying. There is no asphalt or pavement here, so billows of dust soon began to rise above the dancers, dark, thick, hot, choking, and these clouds, just like ones from a raging fire, drew more people still from the surrounding areas. Before long the entire neighborhood was shimmying, shaking, partying—right in the middle of the worst, most debilitating and unbearable noontime heat. Partying? No, this was something different, something bigger, something loftier and more important. You had only to look at the faces of the dancers. They were attentive, listening intently to the loud rhythm the children beat on their tin cans, concentrating, so that the sliding of their feet, the swaying of their hips, the turns of their arms, and the bobbing of their heads corresponded to it. And they looked determined, decisive, alive to the significance of this moment in which they were able to express themselves, participate, prove their presence. Progressives needed a new idea, and Alinsky came up with one: force banks and financial institutions to loan money to unqualified applicants so that they can buy homes. Alinsky’s own idea was to terrorize the banks by having thousands of activists walk into banks and open up accounts of one dollar each, in effect paralyzing the bank’s normal operations. This became the model for a number of leftist groups that took up the cause of bank intimidation, notably an Alinskyite organization called ACORN. The ideological justification for this tactic was “social justice.” Starting in the 1970s, ACORN and other leftist groups protested that banks were “discriminating” against poor and minority home loan applicants. Even though such applicants had less wealth, less income, and less reliable credit histories, these groups insisted that banks should lower their lending standards to accommodate them. According to these activists, home ownership was a “right” and getting a mortgage to buy a home was a matter of “fairness.” In 1977, a liberal Democratic Congress obligingly passed, and President Jimmy Carter signed into law, the Community Reinvestment Act (CRA). This law, aggressively promoted by liberal icons like Senator Ted Kennedy and Senator William Proxmire, imposed on banks an “affirmative obligation” to make loans in their own neighborhoods, even if those neighborhoods were poor credit risks.

While it lives in the World of Order, the Russian government under Putin doesn’t mind fomenting a little disorder—indeed, when you are a petro-state, a little disorder is welcome because it keeps the world on edge and therefore oil prices high. China is a much more status quo power. It needs a healthy U.S. economy to trade with and a stable global environment to export into. That is why the Chinese are more focused on simply dominating their immediate neighborhood. But while America has to deter these two other superpowers with one hand, it also needs to enlist their support with the other hand to help contain both the spreading World of Disorder and the super-empowered breakers. This is where things start to get tricky: on any given day Russia is a direct adversary in one part of the world, a partner in another, and a mischief-maker in another.

Peter is a very interesting guy.  He is one of Jesus’ favorite people and a trusted friend.  He saw most of Jesus’ miracles firsthand and was trained by Him.  Peter was a Christian who knew Jesus was God and served Him in full-time Christian ministry, yet we see him make some unbelievable blunders.  He lacked faith, displayed when he sank in the water (Matt 14:31). He was prideful and thought he belonged with Jesus, Moses, and Elijah (Matt 17:4).  He famously denied Jesus three times (Mark 14:29-31), and even after Jesus was raised and the Holy Spirit had come, and Peter had become a mature leader in the Christian church, he had to be called out by the apostle Paul for refusing to even eat with Gentiles.  That one is particularly interesting because it’s exactly what a great deal of modern Christians do.  They refuse to eat with Gentiles.  Translation: Hang out with Democrats, go to rock concerts, have a beer with their coworkers, go to their neighborhood’s Halloween party.

I know that many people including our President insist that it be called the Christmas Season. I’ll be the first in line to say that it works for me however that’s not what it is. We hint at its coming on Halloween when the little tykes take over wandering the neighborhood begging for candy and coins. In this day and age the idea of children wandering the streets threatening people with “Trick or Treat!” just isn’t a good idea. In most cases parents go with them encouraging their offspring’s to politely ask “Anything for Halloween.” An added layer of security occurs when the children are herded into one room to party with friends. It’s all good, safe fun and usually there is enough candy for all of their teeth to rot before they have a chance to grow new ones. Forgotten is the concept that it is a three day observance of those that have passed before us and are considered saints or martyrs. Next we celebrate Thanksgiving, a national holiday (holly day) formally observed in Canada, Liberia, Germany Japan, some countries in the Caribbean and the United States. Most of these countries observe days other than the fourth Thursday of November and think of it as a secular way of celebrating the harvest and abundance of food. Without a hiccup we slide into Black Friday raiding stores for the loot being sold at discounted prices. The same holds true for Cyber Monday when we burn up the internet looking for bargains that will arrive at our doorsteps, brought by the jolly delivery men and women, of FedEx, UPS and USPS. Of course the big days are Chanukah when the Maccabean Revolt against the Seleucid Empire, regained control of Jerusalem. It is a time to gather the family and talk of history and tell stories. Christmas Eve is a time when my family goes to church, mostly to sing carols and distribute gifts, although this usually continued on Christmas day. This is when the term “Merry Christmas” is justified and correct although it is thought that the actual birthday of Christ is in October. The English squeezed another day out of the season, called Boxing Day, which is when the servants got some scraps from the dinner the day before and received a small gift or a dash of money. I do agree that “Xmas” is inappropriate but that’s just me and I don’t go crazy over it. After all, Christmas is for everyone. On the evening of the last day of the year we celebrate New Year’s Evening followed by New Year’s Day which many people sleep through after New Year’s Eve. The last and final day of the Holiday Season is January 6th which Is Epiphany or Three Kings Day. In Tarpon Springs, the Greek Orthodox Priest starts the celebration with the sanctification of the waters followed by the immersion of the cross. It becomes a scramble when local teenage boys dive for the cross thrown into the Spring Bayou as a remembrance of the baptism of Jesus Christ in the Jordan River. This tradition is now over a century old and was first celebrated by the Episcopal Church by early settlers in 1903.

But I do not believe that peace either ought to be or will be permanent on this globe, unless the states, pacifically organized, preserve some of the old elements of army-discipline. A permanently successful peace-economy cannot be a simple pleasure-economy. In the more or less socialistic future toward which mankind seems drifting we must still subject ourselves collectively to those severities which answer to our real position upon this only partly hospitable globe. We must make new energies and hardihoods continue the manliness to which the military mind so faithfully clings. Martial virtues must be the enduring cement; intrepidity, contempt of softness, surrender of private interest, obedience to command, must still remain the rock upon which states are built -- unless, indeed, we which for dangerous reactions against commonwealths, fit only for contempt, and liable to invite attack whenever a centre of crystallization for military-minded enterprise gets formed anywhere in their neighborhood. Fascist regimes were particularly successful with young people. Fascist arrival in power sent a shock wave down through society to each neighborhood and village. Young Italians and Germans had to face the destruction of their social organizations (if they came from socialist or the anatomy of fascism communist families) as well as the attraction of new forms of sociability. The temptation to conform, to belong, and to achieve rank in the new fascist youth and leisure organizations (which I will discuss more fully below) was very powerful. Especially when fascism was still new, joining in its marching and uniformed squads was a way to declare one’s independence from smothering bourgeois homes and boring parents.94 Some young Germans and Italians of otherwise modest attainments found satisfaction in pushing other people around.95 Fascism was more fully than any other political movement a declaration of youthful rebellion, though it was far more than that. Women and men could hardly be expected to react in the same way to regimes that put a high priority on restoring women to the traditional spheres of homemaking and motherhood. Some conservative women approved. The female vote for Hitler was substantial (though impossible to measure precisely), and scholars have argued sharply about whether women should be considered accomplices or victims of his regime. In the end, women escaped from the roles Fascism and Nazism projected for them, less by direct resistance than simply by being themselves, aided by modern consumer society. Jazz Age lifestyles proved more powerful than party propaganda. In Fascist Italy, Edda Mussolini and other modern young women smoked and asserted an independent lifestyle like young women everywhere after World War I, while also participating in the regime’s institutions. The Italian birth rate did not rise on the Duce’s command. Hitler could not keep his promise to remove women from the workforce when the time came to mobilize fully for war.

The burning of synagogues was permitted “only if there is no danger of fires for the neighborhood.” Jewish homes and businesses “may be destroyed but not looted.” And foreigners “may not be molested even if they are Jews.” It began at 1:00 in the morning on November 10, 1938. Otto Tolischus reported on it for The New York Times. “There was scarcely a Jewish shop, cafe, office or synagogue that was not either wrecked, burned severely, or destroyed,” he said. “Before synagogues, demonstrators stood with prayer books from which they tore leaves.” The wealthy synagogue on Fasanenstrasse “was a furnace.” Twenty-five thousand people were sent as hostages to concentration camps. It was called Kristallnacht, Crystal Night, because it happened at night and a lot of plate glass was broken, and because the word “crystal” simultaneously distracted from, and raised a toast to, the ferociousness of the rioting—and perhaps finally also because the word echoed the title of one of Goebbels’s favorite books on propaganda technique, Edward Bernays’s Crystallizing Public Opinion. Goebbels had successfully used vom Rath’s assassination to crystallize German anti-Semitism.

In the summer of 1966, Seale was hired to run a youth work program at the North Oakland Neighborhood Anti-Poverty Center funded by the federal War on Poverty. Through his role as a social service provider, he came to understand even more clearly the economic and social needs of black youth. Beyond delivering services, Bobby brought his revolutionary nationalist theory to the job and used the opportunity to push up against the ideological bias in the government program. Rather than merely guiding young blacks into a government-prescribed path, he used his authority to help them stand up against oppressive authority, particularly against police brutality. One day Seale’s boss instructed him to take a group of young black men and women on a tour of the local police station. When the group arrived, the police officers pulled out notepads and pencils and started to interview the teenagers about the character of gangs in the neighborhood. Seale protested, instructing his group to remain silent and announcing that his program would not be used as a spy network to inform on people in the community. The officers claimed that they simply wanted to foster better relations with the community. In response, Seale turned the conversation around, creating an opportunity for the teenagers to describe their experiences with police brutality in the neighborhood. It was the first time the young people had had the opportunity to look white police officers in the eye and express their anger and frustration. One teenager berated the police for an incident in which several officers had thrown a woman down and beaten her in the head with billy clubs. “Say you!” said a sixteen-year-old girl, pointing at a policeman. “You don’t have to treat him like that,” Seale said to the girl. “I’ll treat him like I want to, because they done treated me so bad,” she replied. Bobby sat back as the girl grilled the officer about whether he had received proper psychiatric treatment. The officer turned red and started to shake. “The way you’re shaking now,” she said, “the way you’re shaking now and carrying on, you must be guilty of a whole lot! And I haven’t got no weapon or nothin.’”69 The poverty program provided a paycheck, some skills, and an opportunity to work with young people. But Newton and Seale were still searching for a way to galvanize the rage of the “brothers on the block.” They wanted to mobilize the ghetto the way that the Civil Rights Movement had mobilized blacks in the South. They dreamt of creating an unstoppable force that would transform the urban landscape forever. The problem was now clear to Huey and Bobby, but they did not yet have a solution. Huey and Bobby were not the only ones looking for answers.

Four months later, Sharon became Israel’s next prime minister, governing throughout what became known as the Second Intifada: four years of violence between the two sides, marked by tear gas and rubber bullets directed at stone-throwing protesters; Palestinian suicide bombs detonated outside an Israeli nightclub and in buses carrying senior citizens and schoolchildren; deadly IDF retaliatory raids and the indiscriminate arrest of thousands of Palestinians; and Hamas rockets launched from Gaza into Israeli border towns, answered by U.S.-supplied Israeli Apache helicopters leveling entire neighborhoods. Approximately a thousand Israelis and three thousand Palestinians died during this period—including scores of children—and by the time the violence subsided, in 2005, the prospects for resolving the underlying conflict had fundamentally changed. For pocket change, a 'dalak' could be hired by the hour. These bathhouse attendants, matronly and humorous for all their years spent whispering local chatter, would scrub at tired limbs with loofahs and mitts of woven Caspian seaweed. Massages and palm readings accompanied platters of watermelon and hot jasmine tea, the afternoons whiled away with naps and dips in the perfumed aqueducts regulated according to their hot and cold properties.

In all countries ethnic diversity reduces trust. In Peruvian credit-sharing cooperatives, members default more often on loans when there is ethnic diversity among co-op members. Likewise, in Kenyan school districts, fundraising is easier in tribally homogenous areas. Dutch researchers found that immigrants to Holland were more likely to develop schizophrenia if they lived in mixed neighborhoods with Dutch people than if they lived in purely immigrant areas. Surinamese and Turks had twice the chance of getting schizophrenia if they had to deal with Dutch neighbors; for Moroccans, the likelihood quadrupled. Dora Costa of the Massachusetts Institute of Technology and Matthew Kahn of Tufts University analyzed 15 recent studies of the impact of diversity on social cohesion. They found that every study had “the same punch line: heterogeneity reduces civic engagement.” James Poterba of MIT has found that public spending on education falls as the percentage of elderly people without children rises. He notes, however, that the effect “is particularly large when the elderly residents and the school-age population are from different racial groups.” This unwillingness of taxpayers to fund public projects if the beneficiaries are from a different group is so consistent it has its own name—“the Florida effect”—from the fact that old, white Floridians are reluctant to pay taxes or vote for bond issues to support schools attended by blacks and Hispanics. Maine, Vermont, and West Virginia are the most racially homogeneous states, and spend the highest proportion of gross state product on public education. Most people believe charity begins with their own people. A study of begging in Moscow, for example, found that Russians are more likely to give money to fellow Russians than to Central Asians or others who do not look like them. Researchers in Australia have found that immigrants from countries racially and culturally similar to Australia—Britain, the United States, New Zealand, and South Africa—fit in and become involved in volunteer work at the same level as native-born Australians. Immigrants from non white countries volunteer at just over half that rate. At the same time, the more racially diverse the neighborhood in which immigrants live, the less likely native Australians themselves are to do volunteer work. Sydney has the most diversity of any Australian city—and also the lowest level of volunteerism. People want their efforts to benefit people like themselves. It has long been theorized that welfare programs are more generous in Europe because European countries have traditionally been more homogeneous than the United States, and that people are less resistant to paying for welfare if the beneficiaries are of the same race. Alberto Alesina and Edward Glaeser have used statistical regression techniques to conclude that about half the difference in welfare levels is explained by greater American diversity, and the other half by weaker leftist political parties. Americans are not stingy—they give more to charity than Europeans do—but they prefer to give to specific groups. Many Jews and blacks give largely or even exclusively to ethnic charities. There are no specifically white charities, but much church giving is essentially ethnic. Church congregations are usually homogeneous, which means that offerings for aid within the congregation stay within the ethnic group.

Both Mussolini and Hitler could perceive the space available, and were willing to trim their movements to fit. The space was partly symbolic. The Nazi Party early shaped its identity by staking a claim to the street and fought with communist gangs for control of working-class neighborhoods of Berlin. At issue was not merely a few meters of urban “turf.” The Nazis sought to portray themselves as the most vigorous and effective force against the communists—and, at the same time, to portray the liberal state as incapable of preserving public security. The communists, at the same time, were showing that the Social Democrats were unequipped to deal with an incipient revolutionary situation that needed a fighting vanguard. Polarization was in the interest of both. Fascist violence was neither random nor indiscriminate. It carried a well-calculated set of coded messages: that communist violence was rising, that the democratic state was responding to it ineptly, and that only the fascists were tough enough to save the nation from antinational terrorists. An essential step in the fascist march to acceptance and power was to persuade law-and-order conservatives and members of the middle class to tolerate fascist violence as a harsh necessity in the face of Left provocation. It helped, of course, that many ordinary citizens never feared fascist violence against themselves, because they were reassured that it was reserved for national enemies and “terrorists” who deserved it. Fascists encouraged a distinction between members of the nation who merited protection and outsiders who deserved rough handling. One of the most sensational cases of Nazi violence before power was the murder of a communist laborer of Polish descent in the town of Potempa, in Silesia, by five SA men in August 1932. It became sensational when the killers’ death sentences were commuted, under Nazi pressure, to life imprisonment. Party theorist Alfred Rosenberg took the occasion to underscore the difference between “bourgeois justice,” according to which “one Polish Communist has the same weighting as five Germans, frontsoldiers,” and National Socialist ideology, according to which “one soul does not equal another soul, one person not another.” Indeed, Rosenberg went on, for National Socialism, “there is no ‘law as such.’” The legitimation of violence against a demonized internal enemy brings us close to the heart of fascism. For some, fascist violence was more than useful: it was beautiful. Some war veterans and intellectuals (Marinetti and Ernst Jünger were both) indulged in the aesthetics of violence. Violence often appealed to men too young to have known it in 1914–18 and who felt cheated of their war. It appealed to some women, too. But it is a mistake to regard fascist success as solely the triumph of the D’Annunzian hero. It was the genius of fascism to wager that many an orderly bourgeois (or even bourgeoise) would take some vicarious satisfaction in a carefully selective violence, directed only against “terrorists” and “enemies of the people.” A climate of polarization helped the new fascist catch-all parties sweep up many who became disillusioned with the old deference (“honoratioren”) parties. This was risky, of course. Polarization could send the mass of angry protesters to the Left under certain conditions (as in Russia in 1917). Hitler and Mussolini understood that while Marxism now appealed mainly to blue-collar workers (and not to all of them), fascism was able to appeal more broadly across class lines. In postrevolutionary western Europe, a climate of polarization worked in fascism’s favor.
