There were finally, the two peasant boys whose story is related in Günther Weisenborn’s Der lautlose Aufstand (1953), who were drafted into the S.S. at the end of the war and refused to sign; they were sentenced to death, and on the day of their execution they wrote in their last letter to their families: “We two would rather die than burden our conscience with such terrible things. We know what the S.S. must carry out.” The position of these people, who, practically speaking, did nothing, was altogether different from that of the conspirators. Their ability to tell right from wrong had remained intact, and they never suffered a “crisis of conscience.” There may also have been such persons among the members of the resistance, but they were hardly more numerous in the ranks of the conspirators than among the people at large. They were neither heroes nor saints, and they remained completely silent. Only on one occasion, in a single desperate gesture, did this wholly isolated and mute element manifest itself publicly: this was when the Scholls, two students at Munich University, brother and sister, under the influence of their teacher Kurt Huber distributed the famous leaflets in which Hitler was finally called what he was—a “mass murderer.

Similar nontotalitarian dictatorships sprang up in prewar Rumania, Poland, the Baltic states, Hungary, Portugal and Franco Spain. The Nazis, who had an unfailing instinct for such differences, used to comment contemptuously on the shortcomings of their Fascist allies while their genuine admiration for the Bolshevik regime in Russia (and the Communist Party in Germany) was matched and checked only by their contempt for Eastern European races.

The Republicans began a spiral slide to the far right that embrace all things abhorrent to nonwhites. David Duke twice ran for public office in Louisiana as a Democrat and lost. When he switched his affiliation to Republican, because he was closer in ideology and racial thinking to the GOP than to the Democrats, and ran again for the Louisiana House of Representatives, the conservative voters in his district rewarded him with a victory. In each case his position on the issues remain the same; white supremacist/ethno-nationalist endorsement of a race-centered rhetoric and nativist populism. What change were the voters. Democrats rejected Duke politics while Republicans embraced him.

When the first news of the Nazi camps was published in 1945, there were those who thought the facts might be exaggerated either by Allied war propaganda or by the human tendency to relish 'atrocity stories.' In his column in the London magazine Tribune, George Orwell wrote that, though this might be so, the speculation was not exactly occurring in a vacuum. If you remember what the Nazis did to the Jews before the war, he said, it isn't that difficult to imagine what they might do to them during one. In one sense, the argument over 'Holocaust denial' ends right there. The National Socialist Party seized power in 1933, proclaiming as its theoretical and organising principle the proposition that the Jews were responsible for all the world's ills, from capitalist profiteering to subversive Bolshevism. By means of oppressive legislation, they began to make all of Germany Judenrein, or 'Jew-free.' Jewish businesses were first boycotted and then confiscated. Jewish places of worship were first vandalised and then closed. Wherever Nazi power could be extended—to the Rhineland, to Austria and to Sudeten Czechoslovakia—this pattern of cruelty and bigotry was repeated. (And, noticed by few, the state killing of the mentally and physically 'unfit,' whether Jewish or 'Aryan,' was tentatively inaugurated.) After the war broke out, Hitler was able to install puppet governments or occupation regimes in numerous countries, each of which was compelled to pass its own version of the anti-Semitic 'Nuremberg Laws.' Most ominous of all—and this in plain sight and on camera, and in full view of the neighbours—Jewish populations as distant as Salonika were rounded up and put on trains, to be deported to the eastern provinces of conquered Poland. None of this is, even in the remotest sense of the word, 'deniable.

For example, following the fiasco of the Labor party's policies in England, in 1930–31, fascism began to infiltrate the workers who, then, in the election of 1931, cut away to the Right, instead of going over to communism.

The thing that weighed on him most, however, was the irrationality of the world in which he now found himself. To some extent he was a prisoner of his own training. As a historian, he had come to view the world as the product of historical forces and the decisions of more or less rational people, and he expected the men around him to behave in a civil and coherent manner. But Hitler’s government was neither civil nor coherent, and the nation lurched from one inexplicable moment to another. Even the language used by Hitler and party officials was weirdly inverted. The term “fanatical” became a positive trait. Suddenly it connoted what philologist Victor Klemperer, a Jewish resident of Dresden, described as a “happy mix of courage and fervent devotion.” Nazi-controlled newspapers reported an endless succession of “fanatical vows” and “fanatical declarations” and “fanatical beliefs,” all good things. Göring was described as a “fanatical animal lover.” Fanatischer Tierfreund. Certain very old words were coming into darkly robust modern use, Klemperer found. Übermensch: superman. Untermensch: sub-human, meaning “Jew.” Wholly new words were emerging as well, among them Strafexpedition—“punitive expedition”—the term Storm Troopers applied to their forays into Jewish and communist neighborhoods. Klemperer detected a certain “hysteria of language” in the new flood of decrees, alarms, and intimidation—“This perpetual threatening with the death penalty!”—and in strange, inexplicable episodes of paranoid excess, like the recent nationwide search. In all this Klemperer saw a deliberate effort to generate a kind of daily suspense, “copied from American cinema and thrillers,” that helped keep people in line. He also gauged it to be a manifestation of insecurity among those in power. In late July 1933 Klemperer saw a newsreel in which Hitler, with fists clenched and face contorted, shrieked, “On 30 January they”—and here Klemperer presumed he meant the Jews—“laughed at me—that smile will be wiped off their faces!” Klemperer was struck by the fact that although Hitler was trying to convey omnipotence, he appeared to be in a wild, uncontrolled rage, which paradoxically had the effect of undermining his boasts that the new Reich would last a thousand years and that all his enemies would be annihilated. Klemperer wondered, Do you talk with such blind rage “if you are so sure of this endurance and this annihilation”?

An individual lacking goals or power joins a movement or an organization, adopts its goals as his own, then works toward those goals. When some of the goals are attained, the individual, even though his personal efforts have played only an insignificant part in the attainment of the goals, feels as if he had gone through the power process. This phenomenon was exploited by the fascists, nazis and communists. Our society uses it too, though less crudely. We see the same phenomenon in armies, corporations, political parties, humanitarian organizations, religious or ideological movements. In particular, leftist movements tend to attract people who are seeking to satisfy their need for power.

The Nazis used grand phrases of racial superiority, and Himmler spoke of the moral sublimity involved in killing others for the sake of the race. But when the time came, Germans acted without plans and without precision, and with no sense of responsibility. In the Nazi worldview, what happened was simply what happened, the stronger should win; but nothing was certain, and certainly not the relationship between past, present and future. The Soviets believed that History was on their side and acted accordingly. The Nazis were afraid of everything except the disorder they themselves created. The systems and the mentalities were different, profoundly and interestingly so.

The mistake is to assume that rulers who came to power through institutions cannot change or destroy those very institutions—even when that is exactly what they have announced that they will do. Revolutionaries sometimes do intend to destroy institutions all at once. This was the approach of the Russian Bolsheviks. Sometimes institutions are deprived of vitality and function, turned into a simulacrum of what they once were, so that they gird the new order rather than resisting it. This is what the Nazis called Gleichschaltung. It took less than a year for the new Nazi order to consolidate. By the end of 1933, Germany had become a one-party state in which all major institutions had been humbled. That November, German authorities held parliamentary elections (without opposition) and a referendum (on an issue where the “correct” answer was known) to confirm the new order. Some German Jews voted as the Nazi leaders wanted them to in the hope that this gesture of loyalty would bind the new system to them. That was a vain hope.

National Socialism made use of various means in dealing with various classes, and made various promises depending upon the social class it needed at a particular time. In the spring of 1933, for example, it was the revolutionary character of the Nazi movement that was given particular emphasis in Nazi propaganda in an effort to win over the industrial workers, and the first of May was "celebrated," but only after the aristocracy had been appeased in Potsdam. To ascribe the success solely to political swindle, however, would be to become entangled in a contradiction with the basic idea of freedom, and would practically exclude the possibility of a social revolution. What must be answered is: Why do the masses allow themselves to be politically swindled? The masses had every possibility of evaluating the propaganda of the various parties. Why didn't they see that, while promising the workers that the owners of the means of production would be disappropriated, Hitler promised the capitalists that their rights would be protected?

It did not take National Socialism long to rally workers, most of whom were either unemployed or still very young, into the SA [Sturmangriff, Stormtroopers, "brown shirts"]. To a large extent, however, these workers were revolutionary in a dull sort of way and still maintained an authoritarian attitude. For this reason National Socialist propaganda was contradictory; it's content was determined by the class for which it was intended. Only in its manipulation of the mystical feelings of the masses was it clear and consistent. In talks with followers of the National Socialist party and especially with members of the SA, it was clearly brought out that the revolutionary phraseology of National Socialism was the decisive factor in the winning over of these masses. One heard National Socialists deny that Hitler represented capital. One heard SA men warn Hitler that he must not betray the cause of the "revolution." One heard SA men say that Hitler was the German Lenin. Those who went over to National Socialism from Social Democracy and the liberal central parties were, without exception, revolutionary minded masses who were either nonpolitical or politically undecided prior to this. Those who went over from the Communist party were often revolutionary elements who simply could not make any sense of many of the German Communist party's contradictory political slogans. In part they were men upon whom the external features of Hitler's party, it's military character, its assertiveness, etc., made a big impression. To begin with, it is the symbol of the flag that stands out among the symbols used for purposes of propaganda.

The Swedish royal family’s legitimacy is even more tenuous. The current king of Sweden, Carl XVI Gustaf, is descended neither from noble Viking blood nor even from one of their sixteenth-century warrior kings, but from some random French bloke. When Sweden lost Finland to Russia in 1809, the then king, Gustav IV Adolf—by all accounts as mad as a hamburger—left for exile. To fill his throne and, it is thought, as a sop to Napoleon whose help Sweden hoped to secure against Russia in reclaiming Finland, the finger of fate ended up pointing at a French marshal by the name of Jean-Baptiste Bernadotte (who also happened to be the husband of Napoleon’s beloved Desirée). Upon his arrival in Stockholm, the fact that Bernadotte had actually once fought against the Swedes in Germany was quickly forgotten, as was his name, which was changed to Charles XIV John. This, though, is where the assimilation ended: the notoriously short-tempered Charles XIV John attempted to speak Swedish to his new subjects just the once, meeting with such deafening laughter that he never bothered again (there is an echo of this in the apparently endless delight afforded the Danes by the thickly accented attempts at their language by their current queen’s consort, the portly French aristocrat Henri de Monpezat). On the subject of his new country, the forefather of Sweden’s current royal family was withering: “The wine is terrible, the people without temperament, and even the sun radiates no warmth,” the arriviste king is alleged to have said. The current king is generally considered to be a bit bumbling, but he can at least speak Swedish, usually stands where he is told, and waves enthusiastically. At least, that was the perception until 2010, when the long-whispered rumors of his rampant philandering were finally exposed in a book, Den motvillige monarken (The Reluctant Monarch). Sweden’s tabloids salivated over gory details of the king’s relationships with numerous exotic women, his visits to strip clubs, and his fraternizing with members of the underworld. Hardly appropriate behavior for the chairman of the World Scout Foundation. (The exposé followed allegations that the father of the king’s German-Brazilian wife, Queen Silvia, was a member of the Nazi party. Awkward.) These days, whenever I see Carl Gustaf performing his official duties I can’t shake the feeling that he would much prefer to be trussed up in a dominatrix’s cellar. The

In this chapter, I want to focus on the really big crimes that have been committed by atheist groups and governments. In the past hundred years or so, the most powerful atheist regimes—Communist Russia, Communist China, and Nazi Germany—have wiped out people in astronomical numbers. Stalin was responsible for around twenty million deaths, produced through mass slayings, forced labor camps, show trials followed by firing squads, population relocation and starvation, and so on. Jung Chang and Jon Halliday’s authoritative recent study Mao: The Unknown Story attributes to Mao Zedong’s regime a staggering seventy million deaths.4 Some China scholars think Chang and Halliday’s numbers are a bit high, but the authors present convincing evidence that Mao’s atheist regime was the most murderous in world history. Stalin’s and Mao’s killings—unlike those of, say, the Crusades or the Thirty Years’ War—were done in peacetime and were performed on their fellow countrymen. Hitler comes in a distant third with around ten million murders, six million of them Jews. So far, I haven’t even counted the assassinations and slayings ordered by other Soviet dictators like Lenin, Khrushchev, Brezhnev, and so on. Nor have I included a host of “lesser” atheist tyrants: Pol Pot, Enver Hoxha, Nicolae Ceaus̹escu, Fidel Castro, Kim Jong-il. Even these “minor league” despots killed a lot of people. Consider Pol Pot, who was the leader of the Khmer Rouge, the Communist Party faction that ruled Cambodia from 1975 to 1979. Within this four-year period Pol Pot and his revolutionary ideologues engaged in systematic mass relocations and killings that eliminated approximately one-fifth of the Cambodian population, an estimated 1.5 million to 2 million people. In fact, Pol Pot killed a larger percentage of his countrymen than Stalin and Mao killed of theirs.5 Even so, focusing only on the big three—Stalin, Hitler, and Mao—we have to recognize that atheist regimes have in a single century murdered more than one hundred million people.

Hitler and Mussolini were indeed authoritarians, but it doesn’t follow that authoritarianism equals fascism or Nazism. Lenin and Stalin were authoritarian, but neither was a fascist. Many dictators—Franco in Spain, Pinochet in Chile, Perón in Argentina, Amin in Uganda—were authoritarian without being fascists or Nazis. Trump admittedly has a bossy style that he gets from, well, being a boss. He has been a corporate boss all his life, and he also played a boss on TV. Republicans elected Trump because they needed a tough guy to take on Hillary; previously they tried bland, harmless candidates like Romney, and look where that got them. That being said, Trump has done nothing to subvert the democratic process. While progressives continue to allege a plot between Trump and the Russians to rig the election, the only evidence for actual rigging comes from the Democratic National Committee’s attempt to rig the 2016 primary in favor of Hillary over Bernie. This rigging evoked virtually no dissent from Democratic officials or from the media, suggesting the support, or at least acquiescence, of the whole progressive movement and most of the party itself. Trump fired his FBI director, provoking dark ruminations in the Washington Post about Trump’s “respect for the rule of law,” yet Trump’s action was entirely lawful.18 He has criticized judges, sometimes in derisive terms, but contrary to Timothy Snyder there is nothing undemocratic about this. Lincoln blasted Justice Taney over the Dred Scott decision, and FDR was virtually apoplectic when the Supreme Court blocked his New Deal initiatives. Criticizing the media isn’t undemocratic either. The First Amendment isn’t just a press prerogative; the president too has the right to free speech.

By the same token, the failure to control Hitler after he was released from prison looks unreasonable only with the certainty of hindsight. Through the mid-1920s, he was banned from speaking in most German states, but as time passed and memories of the putsch receded, the bans began to be lifted. After all, Hitler was now pledging to abide by the rules of legality, and how, in a democracy, could a politician be denied the right to be heard, no matter how insidious his message, if he stayed within the bounds of the law? Who—and by what authority—had the right to silence him? Saxony, at the start of 1927, was the first large state to lift the speaking prohibition and was followed by Bavaria and others. The last to do so was the all-important state of Prussia, by far the largest in the federation (“whoever possesses Prussia possesses the Reich,” Goebbels said). It held out until after the September 1928 elections, when the Nazis won a paltry 2.6 percent of the vote, but after that dismal showing its prohibition looked untenable, a restriction based on bad faith and sheer partisan politics. Such a feeble electoral result brought the question of free speech in a democratic system into clear focus. In 1928, the Nazis seemed less a threat to democracy than a spent force, while the Weimar Republic seemed to have put down genuine roots. Real wages were rising. Unemployment had dropped dramatically. Industrial production had climbed 25 percent since 1925. “For the first time since the war, the German people were happy,” one journalist wrote. The astute political economist Joseph Schumpeter said in early 1929 that Weimar had achieved an “impressive stability” and that “in no sense, in no area, in no direction, are eruptions, upheavals or disasters probable.” The real threat to democracy during these good times appeared to be not Hitler or his party but any bans on the leaders of political organizations. Of course, two years later, after the Nazis had grown to become the second largest party in the Reichstag, it was too late to outlaw them.

IN ADDITION TO having become a distinctly Christian party, the GOP is more than ever America’s self-consciously white party. The nationalization of its Southern Strategy from the 1960s worked partly because it rode demographic change. In 1960, 90 percent of Americans were white and non-Hispanic. Only a few states had white populations of less than 70 percent—specifically Mississippi, South Carolina, Louisiana, and Alabama. Today the white majority in the whole country is down nearly to 60 percent; in other words, America’s racial makeup is now more “Southern” than the Deep South’s was in the 1960s. For a while, the party’s leaders were careful to clear their deck of explicit racism. It was reasonable, wasn’t it, to be concerned about violent crime spiraling upward from the 1960s through the ’80s? We don’t want social welfare programs to encourage cultures of poverty and dependency, do we? Although the dog-whistled resentment of new policies disfavoring or seeming to disfavor white people became more audible, Republican leaders publicly stuck to not-entirely-unreasonable arguments: affirmative action is an imperfect solution; too much multiculturalism might Balkanize America; we shouldn’t let immigrants pour into the U.S. helter-skelter. But in this century, more Republican leaders started cozying up to the ugliest fantasists, unapologetic racists. When Congressman Ron Paul ran for the 2008 GOP nomination, he appeared repeatedly with the neo-Nazi Richard Spencer, who was just coining the term “alt-right” for his movement. Senator Rand Paul employed as an aide and wrote a book with a former leader of the League of the South, an organization devoted to a twenty-first-century do-over of Confederate secession. After we elected a black president, more regular whistles joined the kind only dogs can hear. Even thoughtful Ross Douthat, one of the Times’s conservative columnists, admitted to a weakness for the Old South fantasy. During the debate about governments displaying Confederate symbols after nine black people were shot dead by a white supremacist in Charleston, he discussed “the temptation…to regard the Confederate States of America as the political and historical champion of all…attractive Southern distinctives….Even a secession-hating Yankee like myself has felt, at certain moments the pull of that idea, the lure of that fantasy.

But the big old house on Tverskoy Boulevard had always seemed immune to these particular facts, the way that it had seemed immune to many things throughout the years. When breadlines filled the streets during the reign of the czars, the big house had caviar. When the rest of Russia stood shaking in the Siberian winds, that house had fires and gaslight in every room. And when the Second World War was over and places like Leningrad and Berlin were nothing but rubble and crumbling walls, the residents of the big house on Tverskoy Boulevard only had to take up a hammer and drive a single nail—to hang a painting on the landing at the top of the stairs—to mark the end of a long war. The canvas was small, perhaps only eight by ten inches. The brushstrokes were light but meticulous. And the subject, the countryside near Provence, was once a favorite of an artist named Cézanne. No one in the house spoke of how the painting had come to be there. Not a single member of the staff ever asked the man of the house, a high-ranking Soviet official, to talk about the canvas or the war or whatever services he may have performed in battle or beyond to earn such a lavish prize. The house on Tverskoy Boulevard was not one for stories, everybody knew. And besides, the war was over. The Nazis had lost. And to the victors went the spoils. Or, as the case may be, the paintings. Eventually, the wallpaper faded, and soon few people actually remembered the man who had brought the painting home from the newly liberated East Germany. None of the neighbors dared to whisper the letters K-G-B. Of the old Socialists and new socialites who flooded through the open doors for parties, not one ever dared to mention the Russian mob. And still the painting stayed hanging, the music kept playing, and the party itself seemed to last—echoing out onto the street, fading into the frigid air of the night. The party on the first Friday of February was a fund-raiser—though for what cause or foundation, no one really knew. It didn’t matter. The same people were invited. The same chef was preparing the same food. The men stood smoking the same cigars and drinking the same vodka. And, of course, the same painting still hung at the top of the stairs, looking down on the partygoers below. But one of the partygoers was not, actually, the same. When she gave the man at the door a name from the list, her Russian bore a slight accent. When she handed her coat to a maid, no one seemed to notice that it was far too light for someone who had spent too long in Moscow’s winter. She was too short; her black hair framed a face that was in every way too young. The women watched her pass, eyeing the competition. The men hardly noticed her at all as she nibbled and sipped and waited until the hour grew late and the people became tipsy. When that time finally came, not one soul watched as the girl with the soft pale skin climbed the stairs and slipped the small painting from the nail that held it. She walked to the window. And jumped. And neither the house on Tverskoy Boulevard nor any of its occupants ever saw the girl or the painting again.

My interest in comics was scribbled over with a revived, energized passion for clothes, records, and music. I'd wandered in late to the punk party in 1978, when it was already over and the Sex Pistols were history. I'd kept my distance during the first flush of the new paradigm, when the walls of the sixth-form common room shed their suburban-surreal Roger Dean Yes album covers and grew a fresh new skin of Sex Pistols pictures, Blondie pinups, Buzzcocks collages, Clash radical chic. As a committed outsider, I refused to jump on the bandwagon of this new musical fad, which I'd written off as some kind of Nazi thing after seeing a photograph of Sid Vicious sporting a swastika armband. I hated the boys who'd cut their long hair and binned their crappy prog albums in an attempt to join in. I hated pretty much everybody without discrimination, in one way or another, and punk rockers were just something else to add to the shit list. But as we all know, it's zealots who make the best converts. One Thursday night, I was sprawled on the settee with Top of the Pops on the telly when Poly Styrene and her band X-Ray Spex turned up to play their latest single: an exhilarating sherbet storm of raw punk psychedelia entitled "The Day the World Turned Day-Glo" By the time the last incandescent chorus played out, I was a punk. I had always been a punk. I would always be a punk. Punk brought it all together in one place for me: Michael Moorcock's Jerry Cornelius novels were punk. Peter Barnes's The Ruling Class, Dennis Potter, and The Prisoner were punk too. A Clockwork Orange was punk. Lindsay Anderson's If ... was punk. Monty Python was punk. Photographer Bob Carlos Clarke's fetish girls were punk. Comics were punk. Even Richmal Crompton's William books were punk. In fact, as it turned out, pretty much everything I liked was punk. The world started to make sense for the first time since Mosspark Primary. New and glorious constellations aligned in my inner firmament. I felt born again. The do-your-own-thing ethos had returned with a spit and a sneer in all those amateurish records I bought and treasured-even though I had no record player. Singles by bands who could often barely play or sing but still wrote beautiful, furious songs and poured all their young hearts, experiences, and inspirations onto records they paid for with their dole money. If these glorious fuckups could do it, so could a fuckup like me. When Jilted John, the alter ego of actor and comedian Graham Fellows, made an appearance on Top of the Pops singing about bus stops, failed romance, and sexual identity crisis, I was enthralled by his shameless amateurism, his reduction of pop music's great themes to playground name calling, his deconstruction of the macho rock voice into the effeminate whimper of a softie from Sheffield. This music reflected my experience of teenage life as a series of brutal setbacks and disappointments that could in the end be redeemed into art and music with humor, intelligence, and a modicum of talent. This, for me, was the real punk, the genuine anticool, and I felt empowered. The losers, the rejected, and the formerly voiceless were being offered an opportunity to show what they could do to enliven a stagnant culture. History was on our side, and I had nothing to lose. I was eighteen and still hadn't kissed a girl, but perhaps I had potential. I knew I had a lot to say, and punk threw me the lifeline of a creed and a vocabulary-a soundtrack to my mission as a comic artist, a rough validation. Ugly kids, shy kids, weird kids: It was okay to be different. In fact, it was mandatory.
