Then, about ten years ago, other researchers did some serious scholarship on those disastrous events and tried to determine the cause of what turned out to be a worldwide famine and, after considering a number of different scenarios from meteor collisions to a mini-ice age—which indeed occurred—at last identified the probable source of the trouble as an eruption of that all-time bad-boy volcano, Krakatoa; this eruption was more overwhelming than many of its others, for, according to records in Indonesia, this eruption broke Sumatra off from Java—Krakatoa is at the hinge position of those two islands—and opened the Sundra Strait to a deep-water sea passage instead of only the shallowest-draft boats, which it had been for centuries. The eruption occurred in late February or early March of A.D. 535, and its explosion was heard all the way to Beijing. It had been heralded by many months of regional instability, earthquakes, and drastic variations in ocean temperatures in and around what was becoming the Sundra Strait, making the shipping lanes more treacherous than they had been in the past. The mid-sixth century (close to 550) was the time when bubonic plague entered Britain, along trade routes from the Mediterranean. Significantly, it would have been Britain (the west and centre of the island) which it hit, rather than England (the south-east), because only Britain maintained trade links with the empire. And it would be less likely to spread to the Saxons since they did not consort with Britons and, living outside the established Roman towns and cities, may have lived at a lower density. It would have been virtually simultaneous with the mortālitās magna that hit Ireland, according to the Annals of Ulster, devastating the aristocracy (and no doubt every other class). Maelgwn, king of Gwynedd in Wales, also died of plague in 547 or 549, according to the Annales Cambriae. A folk memory of this dreadful disease, and the depopulation it caused, would remain in the Arthurian legend of the Waste Land, combining famine with military defeat, and a mysterious wound (to the king) in the groin area—one of the characteristics of bubonic plague. There is even a little genetic evidence that strikingly bears this out. Comparing the pattern of Y-chromosome DNA from samples in a line across from Anglesey to Friesland, a recent study found that the Welshmen were to this day clearly distinct from those in central England, but that the English and Frisian samples were so similar that they pointed to a common origin of 50–100 per cent of the (male) population; this could have resulted from a mass migration from Friesland.50 On the usual assumption that the Roman-period population of the island had reached 3 to 4 million, it seems hardly possible that anything other than an epidemic could have so eliminated the Britons from the ancestry of central England. So English supervened.

In 1857, in response to the massive numbers of forced migrant Muslim Tatars from the Crimea, the Ottoman Sublime Porte promulgated a Refugee Code (also translated from Ottoman Turkish into English in some texts as the Immigration Law). Responding to the grave need to provide shelter and food for its subjects, expelled initially from the Crimea but also from other border-land regions with Russia, the Ottoman government set out to swiftly disperse and integrate its forced migrants. It aimed to provide ‘immigrant’ families and groups with only a minimum amount of capital, with plots of state land to start life anew in agricultural activity. Families who applied for land in Rumeli (the European side of the Ottoman Empire) were granted exemptions from taxation and conscription obligations for a period of six years. If, however, they chose to continue their migration into Anatolia and Greater Syria then their exemptions extended for twelve years. In both cases the new immigrants had to agree to cultivate the land and not to sell or leave it for twenty years. Ottoman reformers were eager to see the largely depopulated Syrian provinces revived by these new migrants after several centuries of misadministration, war, famine, and several pandemics of the plague (Shaw and Shaw 1977: 115). The twenty-year clause also meant that these newcomers were released from the pressure of nineteenth-century property developers, as there was a kind of lien on the property, prohibiting its onward sale for twenty years.
