Anglos had been invited to settle Texas and were granted rights, citizenship, and considerable latitude in their adherence to distant authority. Mexico's aboli- tion of slavery, for instance, had little force on its northeastern frontier, where Southerners needed only to produce a "contract" that technically la- beled their human chattel as indentured servants. In that case, the Court concluded that the police could take a person's Mexican appearance into account when developing reasonable suspicion that a vehicle may contain undocumented immigrants. The Court said that "the likelihood that any person of Mexican ancestry is an alien is high enough to make Mexican appearance a relevant factor." Some commentators have argued that 'Brignoni-Ponce' may be limited to the immigration context; the Court might not apply the same principle to drug-law enforcement. It is not obvious what the rational basis would be for limiting overt race discrimination by police to immigration. The likelihood that a person of Mexican ancestry is an "alien" could not be significantly higher than the likelihood that any black person is a drug criminal.

Picture them trying to manage a baking earth, an evaporating Lake Superior riddled with Asian carp, a countryside full of feral bacteria and reeking of CAFOs that produce less food every year. It won't work. A fully achieved Fortress America would just be the Donner Party a day or two before the cannibalism starts.

The first drug laws, the anti-opium laws of the 1870s, were directed at Chinese immigrants, never mind that the country was full of white middle-class laudanum addicts, tippling from their dropper bottles all day long. Early in the next century, support for the laws criminalizing cocaine was ginned up by claims that “drug-crazed Negroes” were destroying white society and murdering white women. Southern senators, unperturbed by their wives’ opioid addictions, believed that cocaine made black men superhuman, even that it made them immune to bullets. When the first drug czar, a man named Harry Anslinger, wanted to criminalize marijuana, he appealed to people’s biases against immigrants from Mexico, claiming that the drug made Mexicans sexually violent. William Randolph Hearst jumped on this bandwagon, warning again and again in the pages of his newspapers about the dangers of the Mexican “Marihuana-Crazed Madman.” This demonization continues today.*1 White people are five times as likely to use drugs as African Americans, yet African Americans are incarcerated for drug offenses at ten times the rate of whites.*2 The racism of the drug war has been the single most important driving factor in the ever-escalating incarceration of people of color in the United States.

Only whites must pretend to be happy to give up their neighborhoods, their institutions, and their country to people unlike themselves. Only whites must always act as individuals and never as members of a group that promotes shared interests. Racial identity comes naturally to all non-white groups. It comes naturally because it is good, normal, and healthy to feel kinship for people like oneself. Despite the fashionable view that race is a socially created illusion, race is a biological reality. All people of the same race are more closely related genetically than they are to anyone of a different race, and this helps explain racial solidarity. Families are close for the same reason. Parents love their children, not because they are the smartest, best-looking, most talented children on earth. They love them because they are genetically close to them. They love them because they are a family. Most people have similar feelings about race. Their race is the largest extended family to which they feel an instinctive kinship. Like members of a family, members of a race do not need objective reasons to prefer their own group; they prefer it because it is theirs (though they may well imagine themselves as having many fine, partly imaginary qualities). These mystic preferences need not imply hostility towards others. Parents may have great affection for the children of others, but their own children come first. Likewise, affection often crosses racial lines, but the deeper loyalties of most people are to their own group—their extended family.

To label the Samaritan, any Samaritan, a 'good Samaritan' should be, in today's climate, seen as offensive. It is tantamount to saying, 'He's a good Muslim' (as opposed to all those others who, in this configuration, would be terrorists) or 'She's a good immigrant' (as opposed to all those others who, in this same configuration, are here to take our jobs or scam our welfare system), or, as Heinrich Himmler put it to a gathering of SS officers, every German 'has his decent Jew' - that is, knows one good Jew - and as far as Himmler was concerned, even one was too many, because that might create sympathy. The problem with the labeling is not simply a lack of sensitivity toward the Samaritan people - yes, there are still Samaritans. It is also a lack of awareness of how odd the expression 'good Samaritan' would have seemed to Jesus's Jewish contemporaries.

La Opinión, a Los Angeles newspaper, published full-page advertisements explaining how to apply for citizenship, and the Spanish-language network Univision’s KMEX television station in Los Angeles promoted citizenship workshops on the air. A popular radio personality named Eddie Sotelo ran a call-in contest called “Who Wants to be a Citizen?” in which listeners could win prizes by answering questions from the citizenship exam. In 2008, Janet Murguia, president of La Raza, was frank about why she was part of a widespread effort to register Hispanics to vote: She wanted them to “help shape the political landscape.” In California, where 300,000 people—overwhelmingly Hispanic—were naturalized in 2008, whites were expected to be a minority of the electorate in 2026. Joanuen Llamas, who immigrated legally in 1998, naturalized in 2008 after attending the massive 2006 demonstrations in support of illegal aliens. She said she was inspired by one of the pro-amnesty slogans she had heard: “Today we march, tomorrow we vote.” Hispanics like her are not naturalizing because they love America but because they want to change it.

If we are afraid to take measures that might upset 16 percent of the population, what are our chances of defending larger interests if Hispanics are 20, 30, or even 40 percent of the country? We already have tens of millions of citizens whose primary loyalty is not to the United States but to Mexico. If there were a crisis with Mexico is there any doubt which side they would take? The United States already finds it difficult to advance its own interests against Mexican opposition. As the Mexican-American population grows, it could become impossible.

In 2008, Edward Tuffy, head of the Border Patrol’s largest union called on President Bush to stop illegal crossings in which Mexican soldiers have threatened and even fired on US agents. On August 3 of that year, four Mexican soldiers crossed the clearly marked border and held a Border Patrol agent at gunpoint. “Time after time they have gotten away with these incursions,” said Mr. Tuffy, “and time after time our government has not taken a forceful stand against them.” All political factions in Mexico are united in the view that the United States has no right to control its southern border. Felipe Calderon, who succeeded Mr. Fox, unswervingly maintained this policy. During his first state-of-the-nation address in 2007, he won a standing ovation by repeating the traditional government position: “Mexico does not end at its borders,” and, “Where there is a Mexican, there is Mexico.” The view that Mexicans have a natural right to enter the United States explains the vitriol that met American discussions in 2006 about ways to stop illegal crossings, and an eventual congressional vote to build a wall along certain parts of the border. President Vicente Fox called the plan for a wall “disgraceful and shameful,” and promised that if it were ever built it would be torn down like the Berlin Wall. Interior Minister Santiago Creel boasted that “there is no wall that can stop” Mexicans from crossing into the US. Foreign Secretary Luis Ernesto Derbez warned that “Mexico is not going to bear, it is not going to permit, and it will not allow a stupid thing like this wall.” He even said he would ask the United Nations to declare the American plan illegal.

If a tobacco company owned Fox News, would we believe their reports on the dangers of smoking? (Guess what else Slim owns? A tobacco company!) The Times impugns David and Charles Koch for funneling “secret cash” into a “right-wing political zeppelin.”1 The Kochs’ funding of Americans for Prosperity is hardly “secret.” What most people think of as “secret cash” is more like Carlos Slim’s purchase of favorable editorial opinion in the Newspaper of Record. It would be fun to have a “Sugar Daddy–Off” with the New York Times: Whose Sugar Daddy Is More Loathsome? The Koch Brothers? The Olin Foundation? Monsanto? Halliburton? Every time, Carlos Slim would win by a landslide. Normally, Slim is the kind of businessman the Times—along with every other sentient human being—would find repugnant. Frequently listed as the richest man in the world, Slim acquired his fortune through a corrupt inside deal giving him a monopoly on telecommunications services in Mexico. But in order to make money from his monopoly, Slim needs lots of Mexicans living in the United States, sending money to their relatives back in Oaxaca. Otherwise, Mexicans couldn’t pay him—and they wouldn’t have much need for phone service, either—other than to call in ransom demands. Back in 2004—before the Times became Slim’s pimp—a Times article stated: “Clearly . . . the nation’s southern border is under siege.”2 But that was before Carlos Slim saved the Times from bankruptcy. Ten years later, with a border crisis even worse than in 2004, and Latin Americans pouring across the border, the Times indignantly demanded that Obama “go big” on immigration and give “millions of immigrants permission to stay.”3

Noting the number of Irish, French, and Polish immigrants in the American force, Ampudia had summoned them to assert a common Catholicism, come across the river, cease “to defend a robbery and usurpation which, be assured, the civilized nations of Europe look upon with the utmost indignation,” and settle down on a generous land bounty. Some of them did so, and the St. Patrick Battalion of American deserters was eventually formed, fought splendidly throughout the war, and was decimated in the campaign for Mexico City — after which its survivors were executed in daily batches.… This earliest shooting of deserters as they swam the Rio Grande, an unwelcome reminder that war has ugly aspects, at once produced an agitation. As soon as word of it reached Washington, the National Intelligencer led the Whig press into a sustained howl about tyranny. In the House J. Q. Adams rose to resolve the court-martial of every officer or soldier who should order the killing of a soldier without trial and an inquiry into the reasons for desertion. He was voted down but thereafter there were deserters in every Whig speech on the conduct of the war, and Calm Observer wrote to all party papers that such brutality would make discipline impossible. But a struggling magazine which had been founded the previous September in the interest of sports got on a sound financial footing at last. The National Police Gazette began to publish lists of deserters from the army, and the War Department bought up big editions to distribute among the troops. Taylor badly needed the Texas Rangers, a mobile force formed for frontier service in the Texas War of Independence and celebrated ever since. He was still absent twelve days later, and Lieutenant Porter, who went looking for him with ten men, ran into some Mexican foragers and got killed.

INTERNATIONAL LAW WAS CREATED DURING THE BUSH ADMINISTRATION BECAUSE a group of Mexicans—and one African American—gang-raped and murdered two teenaged girls in Houston, Texas.1 The crime made history in another way: It led to the most death sentences handed out for a single crime in Texas since 1949.2 Do you even know about this case? The only reason the media eventually admitted that the lead rapist, Jose Ernesto Medellin, was an illegal alien from Mexico was to try to overturn his conviction on the grounds that he had not been informed of his right, as a Mexican citizen, to confer with the Mexican consulate. Journalists have an irritating tendency to skimp on detail when reporting crimes by immigrants, a practice that will not be followed here. One summer night in June 1993, fourteen-year-old Jennifer Ertman and Elizabeth Peña, who had just turned sixteen, were returning from a pool party, and decided to take a shortcut through a park to make their 11:30 p.m. curfew. They encountered a group of Hispanic men, who were in the process of discussing “gang etiquette,” such as not complaining if other members talked about having sex with your mother.3 The girls ran away, but Medellin grabbed Jennifer and began ripping her clothes off. Hearing her screams, Elizabeth came back to help her friend. For more than an hour, the five Hispanics and one black man raped the teens, vaginally, anally, and orally—“every way you can assault a human being,” as the prosecutor put it.4 The girls were beaten, kicked, and stomped, their teeth knocked out and their ribs broken. One of the Hispanic men told Medellin’s fourteen-year-old brother to “get some,” so he raped one of the girls, too. But when it was time to kill the girls, Medellin said his brother was “too small to watch” and dragged the girls into the woods.5 There, the girls were forced to kneel on the ground and a belt or shoelace was looped around their necks. Then a man on each side pulled on the cord as hard as he could. The men strangling Jennifer pulled so hard they broke the belt. Medellin later complained that “the bitch wouldn’t die.” When it was done, he repeatedly stomped on the girls’ necks, to make sure they were dead.6 At trial, Medellin’s sister-in-law testified that shortly after the gruesome murders, Medellin was laughing about it, saying they’d “had some fun with some girls” and boasting that he had “virgin blood” on his underpants.7 It’s difficult to understand a culture where such an orgy of cruelty is bragged about at all, but especially in front of women.

The Environmental Movement’s Retreat from Advocating U.S. Population Stabilization (1970–1998): A First Draft of History by Roy Beck and Leon Kolankiewicz The overwhelmingly non-Hispanic, white leadership of the environmental movement may have felt it was defensible to address population growth as long as the great bulk of this growth came from non-Hispanic whites, which it did during the Baby Boom. But the situation changed dramatically after1972. From that year forward, the fertility of non-Hispanic whites was below the replacement rate, while that of black Americans and Latinos remained well above the replacement rate. To talk of fertility reductions after 1972 was to draw disproportionate attention to nonwhites. Certain minorities and their spokespersons—with long memories of disgraceful treatment by the white majority and acutely aware of their comparative powerlessness in American society—were deeply suspicious of possible hidden agendas in the population stabilization movement. As the Reverend Jesse Jackson told the Rockefeller Commission, “our community is suspect of any programs that would have the effect of either reducing or levelling off our population growth. Virtually all the security we have is in the number of children we produce.” And Manuel Aragon, speaking in Spanish, declared to the Commission: “what we must do is to encourage large Mexican American families so that we will eventually be so numerous that the system will either respond or it will be overwhelmed.” During the twenty-six years after 1972, the non-Hispanic white share of population growth declined significantly from the 1970 era. Thus, by the 1990s, a majority of the nation’s growth stemmed from sources other than non-Hispanic whites (especially Latin American and Asian immigrants and their offspring). Environmentalist leaders—proud and protective of their claim to the moral high ground—may have been reluctant to jeopardize this by venturing into the political minefield of the nation’s volatile racial/ethnic relations through appearing to point fingers at “outsiders,” “others,” or “people of color” as responsible for America’s ongoing problem with population growth.

A 2019 survey sponsored by The Washington Post and Mexico’s newspaper Reforma gathered information on public opinion regarding illegal immigration to Mexico. It was conducted through July 9 to July 14, 2019, among 1,200 Mexicans adults and was done across the country in 100 election districts by way of face-to-face interviews. According to the survey, Mexicans are profoundly frustrated with illegal immigrants following a year of increased migration through their country from Central America. The survey demonstrates that only 7% of Mexicans say that Mexico should provide residency to Central American immigrants, while another 33% support allowing them to temporarily stay in Mexico while the United States comes to a decision regarding their admittance. However, a 55% majority say that illegal immigrants should be deported back to their home countries.[18] These findings disprove the perception that Mexico is supportive towards the swell of Central Americans. The data results instead suggest that Mexicans are opposed against the migrants traversing through their country, a sentiment shared by numerous supporters of President Trump. The Post-Reforma survey finds that more than 6 in 10 Mexicans say that migrants pose a burden on their country because they take jobs as well as benefits that should belong to Mexicans; and a 55% majority of Mexicans support deporting migrants traveling through Mexico to reach the United States.

How come some Mexican fugitives live unharmed north of the border? Why has Mexico been goaded into a drug war while narcotics move freely around the fifty states of the union?

Right as the Mexican Drug War rages, the debate is reaching the second great flux in its history. The first came in the seventies, with the Jimmy Carter White House. Legalization advocates, including various doctors, got into key government positions, their papers got play, their ideas gained currency. States began to decriminalize marijuana and cocaine was viewed in the media as a happy-go-lucky party drug. Reformers thought they had won the debate. They were wrong. In the eighties, America lashed back against narcotics with a vengeance, and in the nineties the drug war went on steroids. The crack epidemic broke out, celebrities died of overdoses, and lots of middle-class parents got concerned about lots of middle-class kids on smack, speed, and sensimilla. In the early 1990s, surveys found large numbers of Americans thought drugs were the number one problem the country faced. The media was packed with stories of crack babies, cracked-up gangbangers, and nice white kids turning into demons on drugs. But that was two decades ago. The pendulum has swung back again. For now. Most people don’t even list drugs in their top ten of America’s problems. The economy is most people’s priority, and terrorism, immigration, crime, religion, abortion, gay marriage, and the environment all spark more concern than narcotics. Meanwhile, drug-policy reformers have emerged strengthened with propositions to decriminalize, spread medical use, and finally fully legalize marijuana. Proposition 19 to legalize cannabis in California narrowly missed passing, getting 46.5 percent in the 2010 vote. Activists are determined it will pass in 2012. And if not, in 2014. Or 2016. They can just keep on going.

Dana portrayed the Cowardly Astronaut as a stupid immigrant Mexican named José Jiménez, whose tongue wrapped around the English language like a taco. The idea was to interview Astronaut Jiménez like a news broadcaster. You’d say things like: “What has been the most difficult part of astronaut training, José?” “Obtaining de maw-ney, señor.” “The money? What for?” “For de bus back to Mejico, you betcha, reel queeck, señor.” “I see. Well, now, José, what do you plan to do once you’re in space?” “Gonna cry a lot, I theeeenk.” Smilin’ Al used to crack up over this routine. He liked to do the José Jiménez part; and if he could get someone to feed him the straight lines, he was in Seventh Heaven, Smilin’ Al version. Feed him the lines for his José Jiménez knock-off, and he’d treat you like the best beer-call good buddy you ever had. Of course, the Cowardly Astronaut routine was also a perfectly acceptable way for bringing up, on the oblique, as it were, the subject of the righteous stuff that the first flight into space would require. But that was probably unconscious on Al’s part. The main thing seemed to be the good fun, the camaraderie, the closeness and blustery affection of the squadron on the eve of battle. In these moments you saw Smilin’ Al supreme. And in the next moment— —some poor Air Force lieutenant, thinking this was the same Smilin’ Al he had been joking and carrying on with last night, would sing out, “Hey, Al! Somebody wants you on the phone!”—and all at once there would be Al, seething with an icy white fury, hissing out: “If you have something to tell me, Lieutenant … you will call me ‘Sir’!” And the poor devil wouldn’t know what hit him. Where the hell did that freaking arctic avalanche come from? And then he would realize that … all at once the Icy Commander was back in town.

Twelve years ago I left Boston and New York, and moved east and west at the same time. East, to a little village in Devon, England, a town I’ve been familiar with for years, since my friends Brian and Wendy Froud and Alan Lee all live there. It had long been my dream to live in England, so I finally bought a little old cottage over there. But I decided, both for visa and health reasons, living there half the year would be better than trying to cope with cold, wet Dartmoor winters. At that point, Beth Meacham had moved out to Arizona, and I discovered how wonderful the Southwest is, particularly in the wintertime. Now I spend every winter-spring in Tucson and every summer-autumn in England. Both places strongly affect my writing and my painting. They’re very opposite landscapes, and each has a very different mythic history. In Tucson, the population is a mix of Native Americans, Mexican Americans, and Euro-Americans of various immigrant backgrounds — so the folklore of the place is a mix of all those things, as well as the music and the architecture. The desert has its own colors, light, and rhythms. In Devon, by contrast, it’s all Celtic and green and leafy, and the color palette of the place comes straight out of old English paintings — which is more familiar to me, growing up loving the Pre-Raphaelites and England’s ‘Golden Age’ illustrators. I’ve learned to love an entirely different palette in Arizona, where the starkness of the desert is offset by the brilliance of the light, the cactus in bloom, and the wild colors of Mexican decor.

Growing up with migrant workers, I knew that they usually worked harder than we did. Sometimes my dad and my uncles would hire a few of my buddies from school to help with the harvest or the branding; they would last maybe a day or two and were often unreliable. But our Mexican migrant laborers worked hard, and we could count on them. Because of this experience, I have always said that I could never look at these migrants and consider them criminals. They were working to feed their families, and we simply could not have gotten along without them. So when during the 2016 campaign Jeb Bush committed a sin of candor by saying that people crossing the border did it as an act of love, well, that’s exactly how I felt, too. And I said so at the time. Having grown up with migrant labor and with the Hispanic community that was here long before we were, I knew that what Jeb Bush was saying was true. Among those who were raised in rural Arizona, it is much more difficult to summon the vitriol for immigrants that fuels so much of the politics in the age of Trump. Of course, Jeb Bush was savaged for saying what he said, just mocked mercilessly. But then, unlike his critics, he knew what he was talking about and dared to speak truthfully, which is both a rarity and liability these days. We have to return to the politics of comity and inclusion and reject the politics of xenophobia and demonization.

While marriage rates for middle-class white women soared through the 1940s and 1950s, for black women, mid-twentieth century conditions were very different. Since emancipation, black women had married earlier and more often than their white counterparts. In the years directly after World War II, thanks to the return of soldiers, black marriage rates briefly increased further.66 However, as white women kept marrying in bigger numbers and at younger ages throughout the 1950s, black marriage rates began to decrease, and the age of first marriage to climb.67 By 1970, there had been a sharp reversal: Black women were not marrying nearly as often or as early as their white counterparts. It was nothing as benign as coincidence. While one of the bedrocks of the expansion of the middle class was the aggressive reassignment of white women to domestic roles within the idealized nuclear family, another was the exclusion of African-Americans from the opportunities and communities that permitted those nuclear families to flourish. Put more plainly, the economic benefits extended to the white middle class, both during the New Deal and in the post-World War II years, did not extend to African-Americans. Social Security, created in 1935, did not apply to either domestic laborers or agricultural workers, who tended to be African-Americans, or Asian or Mexican immigrants. Discriminatory hiring practices, the low percentages of black workers in the country’s newly strengthened labor unions, and the persistent (if slightly narrowed68) racial wage gap, along with questionable practices by the Veterans Administration, and the reality that many colleges barred the admission of black students, also meant that returning black servicemen had a far harder time taking advantage of the GI Bill’s promise of college education.69 Then there was housing. The suburbs that bloomed around American cities after the war, images of which are still summoned as symbols of midcentury familial prosperity, were built for white families. In William Levitt’s four enormous “Levittowns,” suburban developments which, thanks to government guarantees from the VA and the Federal Housing Association, provided low-cost housing to qualified veterans, there was not one black resident.70 Between 1934 and 1962, the government subsidized $120 billion in new housing; 98 percent of it for white families.

The plan called for the execution of all white men over the age of sixteen. The goal of the plan is debated. The plan stated a supposed "attempt to overthrow the government in the Southern United States." However, some theories state that the true goal of the plan was to create the conditions to force the US to support one of the factions of the Mexican Revolution, as eventually occurred. The plan called for the killing of all adult white American men in the Southwestern states and the "return of land to Mexicans." It was, however, exposed before it could be fully executed. Although there was no uprising, there were raids into Texas that began in July 1915. The raids were countered by Texas Rangers, the U.S. Army and local self-defense groups. In total, 30 raids into Texas destroyed large amounts of property and killed 21 Americans. It is not known who was responsible for drafting the Plan of San Diego, but there are theories that Mexican revolutionary leaders helped to sponsor it.

Hispanic households are more likely than blacks to use “means-tested” programs, or what we consider welfare. In 2005, fully half of all Hispanic families used welfare programs as opposed to 47 percent for black, and 18 percent for whites. Welfare use rises from the second to the third generation of Mexican immigrants. The Center for Immigration Studies found that every household of illegal immigrants consumed an estimated $2,700 more in federal government services in 2002 than it paid in federal taxes, adding about $10.4 billion to the deficit. The largest federal costs were Medicaid ($2.5 billion), medical treatment for the uninsured ($2.2 billion), food assistance ($1.9 billion), prisons ($1.6 billion), and school aid ($1.4 billion). These figures do not include state and local spending. Non-citizens are ineligible for many forms of welfare. The study therefore concluded that if illegal immigrants were legalized, their increased welfare use would nearly triple the net federal outflow per family from $2,700 a year to $7,700 a year. Some defenders of immigration claim it will save social security. It will not. Immigrants grow old, just like everyone else, and many bring their aged parents from their home country. They would contribute to the health of social security only if their earnings were well above the native average, which they are not. A study by the Center for Immigration Studies concludes that there is likely to be a Social Security payments crunch, but immigration will not be the solution: “Americans will simply have to look elsewhere to deal with this problem.

Runaway costs are crushing the American medical system. Hispanics are the group least likely to have medical insurance, with 30.7 percent uninsured. Ten point eight percent of whites and 19.1 percent of blacks are without insurance. Illegal immigrants rarely have insurance, but hospitals cannot turn them away. In 1985, Congress passed the Emergency Medical Treatment and Active Labor Act, which requires hospitals to treat all emergency patients, without regard to legal status or ability to pay. Anyone who can stagger within 250 yards of a hospital—a distance established through litigation—is entitled to “emergency care,” which is defined so broadly that hospital emergency rooms have become free clinics. Emergency-room care is the most expensive kind. Childbirth is an emergency, and hospitals must keep mother and child until both can be discharged. If the mother is indigent the hospital pays for treatment, even if there are expensive complications. Any child born in the United States is considered a US citizen, so thousands of indigent illegal immigrants make a point of having “anchor babies” at public expense. The new American qualifies for all forms of welfare, and at age 21 can sponsor his parents for American citizenship. In 2006 in California, an estimated 100,000 illegal immigrant mothers had babies at public expense, and accounted for about one in five births. The costs were estimated at $400 million per year, and in the state as a whole, half of all Medi-Cal (state welfare) births were to illegal immigrant mothers. In 2003, 70 percent of the babies born in San Joaquin General Hospital in Stockton were anchor babies. In Los Angeles and other cities with heavy gang activity, hospitals must deal with “dump and run” patients—criminals wounded in shootouts who are rolled out of speeding cars by fellow gang members. Illegal-immigrant patients often show up without papers of any kind, and doctors have no idea whom they are treating. Mexican hospitals routinely turn away uninsured Mexicans, and if the US border is not far, may tell the ambulance driver to head for the nearest American hospital. “It’s a phenomenon we noticed some time ago, one that has expanded very rapidly,” said a federal law enforcement officer.

Hospitals cannot continue to hemorrhage. For the country as a whole, medical insurance premiums include a surcharge that pays for treating the uninsured. However, if the proportion of uninsured indigent patients exceeds a certain figure, a hospital has no choice but to close. In California alone, the heavy cost of free medicine for foreigners forced no fewer than 60 hospitals to shut down between 1993 and 2003; many others were on the verge of collapse. From 1994 to 2004, the number of hospital emergency rooms in the country as a whole dropped by more than 12 percent. In May 2010, Miami’s health care system was so strapped, it was considering closing two of its five public hospitals. This would mean laying off 4,487 employees and the loss of 581 acute-care beds. Experts explained that treating uninsured patients had stretched the system to the breaking point. Houston is a good example of a city whose hospitals are barely making ends meet. In the nation as a whole, about 15 percent of the population has no medical insurance, but Texas, with its large population of Hispanics, has the highest percentage at 24 percent. In Houston, the figure is 30 percent. The safety net cannot accommodate so many people who cannot pay. “Does this mean rationing?” asks Kenenth Mattox, chief of staff at Ben Taub General Hospital. “You bet it does.” There is such a crush at Houston’s emergency rooms that ambulances often wait for one or two hours before they can even unload patients. The record wait is six hours. Twenty percent of the time, hospitals end up sending patients to other hospitals, and some have died after being diverted. Politicians and businessmen pull strings so friends can cut in line. Americans who fall sick in Mexico do not get free treatment. The State Department warns that Mexican doctors routinely refuse to treat foreign patients unless paid in advance, and that they often charge Americans for services not rendered.

Clearly, our immigration policies should be reexamined. A convincing case can be made on environmental grounds alone that a nation of 300,000,000 needs no more people, especially since it would enjoy natural growth if the borders were closed tomorrow. How can we possibly claim to be fighting environmental degradation or hope for energy independence when we import a million or more people every year? How can we claim to be fighting poverty, crime, school failure, or disease when we import people who are more likely than natives to be poor, criminals, school failures, and to suffer from strange diseases? Immigration is even harder to justify when many newcomers speak no English, maintain foreign loyalties, or practice disconcerting religions. It is profoundly unwise to add yet more disparate elements to a population already divided by diversity. [D]emographers and economists are making dire projections based on the lower likelihood of blacks and Hispanics to become productive workers. These people go on to insist that the solution is to improve education for blacks and Hispanics, but the United States has already made enormous efforts to that end. There is no reason to think some kind of breakthrough is imminent. Clearly, the solution to the problems posed by an increasing Hispanic population is to stop Hispanic immigration. However, [...], our policy-makers are too afraid of accusations of racism to draw such an obvious conclusion. Americans must open their eyes to the fact that a changing population could change everything in America. The United States could come to resemble the developing world rather than Europe—in some places it already does. One recent book on immigration to Europe sounded a similar alarm when the author asked: “Can you have the same Europe with different people?” His answer was a forthright “no.” It should be clear from the changes that have already taken place in the United States that we cannot have the same America with different people, either. Different populations build different societies. The principles of European and European-derived societies—freedom of speech, the rule of law, respect for women, representative government, low levels of corruption—do not easily take root elsewhere. They were born out of centuries of struggle, false starts, and setbacks, and cannot be taken for granted. A poorer, more desperate America, one riven with racial rivalries, one increasingly populated by people who come from non-Western traditions could turn its back on those principles. Many people assert that all people can understand and assimilate Western thinking—and yet cultures are very different. Can you, the reader, imagine emigrating to Cambodia or Saudi Arabia or Tanzania and assimilating perfectly? Probably not; yet everyone in the world is thought to be a potential American. Even if there is only a small chance that non-Western immigrants will establish alien and unsettling practices, why take this risk? Immigration to the United States, like immigration to any nation, is a favor granted by citizens to foreigners. It is not a right. Immigration advocates often point to the objections Anglo-Americans made to turn-of-the-century immigrants from Italy, Ireland, Hungary, and other “non-Nordic” countries. They point out that these immigrants assimilated, and insist that Mexicans and Haitians will do the same. Those advocates overlook the fundamental importance of race. They forget that the United States already had two ill assimilated racial groups long before the arrival of European ethnics—blacks and American Indians—and that those groups are still uncomfortably distinct elements in American society. Different European groups assimilated across ethnic lines after a few generations because they were of the same race. There are many societal fault lines in “diverse” societies—language, religion, ethnicity—but the fault line of race is deepest.

Just about the only serious argument anyone tries to make in favor of diversity echoes Jonathan Alger, a lawyer who has argued before the Supreme Court in favor of racial preferences: “Corporations have to compete internationally,” he says, and “cross-cultural competency is a key skill in the work force.” This argument assumes that people get along best with people like themselves, that Koreans, for example, can do business most effectively with other Koreans. Presumably, if the United States has a large population of Koreans they will be a bridge between Korea and the United States. For that to work, however, Korean-Americans should not fully assimilate because if they do, they will lose the qualities that make them an asset. America should give up the ideal of Americanization that, in a few generations, made Englishmen, Dutchmen, Germans, Swedes, the Irish, and all other Europeans essentially indistinguishable. Do we really want to give up the idea of assimilation? Or should only racial minorities give up on assimilation? More to the point, is a diverse population really an advantage in trade or international affairs? Japan is one of the most racially homogeneous nations. It would be hard to find a country that so clearly practices the opposite of American-style diversity, but it is one of the most successful trading nations on earth. If diversity were a key advantage, Brazil, Indonesia, Sudan, Malaysia, and Lebanon would be world leaders in trade. Other great trading nations—Taiwan, Korea and China—are, if anything, even more closed and exclusionist than Japan. Germany is likewise a successful trading nation, but its trade surpluses cannot be attributed to cultural or racial diversity. Only since the 1960s has it had a large non-German minority of Turks who came as guest workers, and there is no evidence that Turks have helped Germany become more of a world presence or even a better trade partner with Turkey. The world’s consumers care about price and quality, not the race or nationality of the factory worker. American corporations boast about workforces that “look like America,” but they are often beaten in their own market by companies whose workforces look like Yokohama or Shanghai. If we really took seriously the idea that “cross-cultural competence” was crucially important, we would adjust the mix of immigrants accordingly. We might question the wisdom of Haitian immigration, for example, since Haiti is a small, poor country that is never likely to be an important trade partner. And do 32 million Mexican-Americans help our trade relations with the world—or even with Mexico? Canada is our number-one trading partner. Should we therefore encourage immigration from Canada? No one ever talks about immigration in these terms because at some level everyone understands that diversity has nothing to do with trade or influence in the world. The “cross-cultural competence” argument is artificial.

In 2010, Assistant Principal Miguel Rodriguez of Live Oak High School in Morgan Hill, California, sent home five white students who were wearing American-flag clothing on Cinco de Mayo. They said they often wore patriotic clothing, and intended no provocation. When their parents and others protested, about 200 Mexican-American students walked out of class in support of the Hispanic assistant principal, and demanded that the white students be suspended. They said wearing red, white, and blue on Cinco de Mayo was an insult to Hispanics. Some schools have banned the American flag. After Mexican students at Santa Ynez Valley Union High School in Santa Barbara County, California, brought Mexican flags to school, whites replied with American flags. They said they were simply being patriotic, but Principal Norm Clevenger said the American flags suggested “intolerance” and confiscated them. Likewise, at Skyline High School in Denver, Colorado, American flags were banned from campus when Principal Tom Stumpf decided they had been waved “brazenly” at Hispanic students. He banned all other flags, too. The entire Oceanside Unified School District in San Diego County banned flags and flag-motif clothing. The district decided they were too provocative after Hispanics participated in large-scale marches demanding amnesty for illegal immigrants. Officials said flags were being used to taunt other students and stir up trouble. Thirteen-year-old Cody Alicea liked to fly a one-foot American flag from his bicycle to show support for veterans in his family. Officials at Denair Middle School in Denair, California, made him take it off, explaining that the flag could cause “racial tension” with Hispanic students. It is difficult to think of diversity as a strength when Old Glory is treated as gang colors.

Consulates monitor American welfare programs and make sure Mexicans make the most of them. Some programs are closed to illegal immigrants but food stamps (the program is known since 2008 as Supplemental Nutrition Assistance Program or SNAP) are not. Many illegal immigrants hesitate to apply for them for fear their status will be discovered and they will be deported. Mexican Consul Luis Miguel Ortiz Haro of Santa Ana in Orange County, California, went on Spanish-language television to tell Mexicans it was safe to apply. “It won’t affect your immigration status,” he explained. More than 1,200 people applied for food stamps the next day. Consulates also have a program called Ventanillas de Salud (Health Windows), which publicizes American hospitals and clinics that treat illegal immigrants for free. In 2007, the consul in Los Angeles proudly noted that 300,000 Mexicans in the area had benefited from the consulate’s medical advice. Cost to taxpayers for medical treatment for illegal immigrants in Los Angeles Country runs to about $400 million a year. In 2005, as it does every year, the consulate in Los Angeles gave the school district nearly 100,000 textbooks. The history books are the ones used in Mexico. They refer to the American flag as “the enemy flag” and say “we love our country because it is ours.” In Salinas, California, the consul general for the area organized a “Mexican Flag Day” to promote Mexican patriotism at an American public school.

Between 2000 and 2005, the Hispanic population increased at an annual rate of 3.7 percent, no less than 14 times the growth rate for whites, and more than three times the black rate. This increase was due both to high birthrates and to immigration of about 800,000 Hispanics every year. Much of that immigration was illegal. The Pew Hispanic Center estimated in 2009 that 12.7 million Mexican citizens were living in the United States in 2008, and that they accounted for 60 percent of the 11.9 million or so illegal immigrants in the country. The center has estimated that other Hispanics account for another 20 percent of illegal immigrants. Most Americans believe that a willingness to learn English is a prerequisite to full participation in American life, but this does not appear to be a high priority for many Hispanics. According to a 2006 poll conducted by Investor’s Business Daily, 81 percent of Hispanics spoke mostly or only Spanish at home. Even Hispanics who are comfortable in English prefer Spanish; according to a poll by P.C. Koch, nearly 90 percent of bilingual Hispanics get their news exclusively from Spanish-language sources. In 2003, 44 percent of Hispanics did not speak and read English well enough to perform routine tasks, up from 35 percent in 1992. English illiteracy therefore increased for Hispanics during the decade, whereas it declined for every other major population group.

The Mexican American Legal Defense and Educational Fund (MALDEF), set up in 1968 by breakaway LULAC members, was modeled on the NAACP Legal Defense Fund. One of its first executives was Mario Obledo, who also served as California secretary of health and welfare. In an interview on radio station KIEV in Los Angeles on June 17, 1998, he warned listeners: “We’re going to take over all the political institutions of California. In 2010, the state of Arizona passed a law that made illegal immigration a state offence, but the prospect of even one American state taking illegal immigration seriously was anathema to Hispanic groups. The National Council of La Raza said the Arizona law reflected “the rhetoric of hate groups, nativists, and vigilantes.” MALDEF (the Mexican American Legal Defense and Education Fund) said the law “launches Arizona into a spiral of pervasive fear.” The president of LULAC (League of United Latin American Citizens), Rosa Rosales, called it a “racist law,” and an official with the Congressional Hispanic Caucus said it would “open the door to discrimination and racial profiling.” One of Arizona’s congressmen, Democrat Raul Grijalva, called for a boycott of his own state. The law, of course, said nothing about race; it merely paralleled largely unenforced provisions of federal immigration law. The people of Arizona were tired of playing host to an estimated half million illegal immigrants no matter where they came from. Hispanic groups were furious because they feared fellow Hispanics might be deported. We can assume they would have had no objections to the law if most illegal immigrants were Irishmen or Poles. There was irony but nothing unusual when Hispanics, who were acting out of pure racial solidarity, accused Arizonans, who were trying to enforce federal law, of racism.

If some Mexican-Americans have their way, they will not have to go back to Mexico for burial; Mexico will come to them. What is called the Reconquista movement aims to break the Southwest off from the United States and reattach it to Mexico or establish it as an independent, all-Hispanic nation, thus reversing the territorial consequences of the Mexican-American war. Reconquista is widely promoted on college campuses. Charles Truxillo, a professor of Chicano studies at the University of New Mexico, thinks “Republica del Norte” would be a good name for a new Hispanic nation, which would contain all of California, Arizona, New Mexico, and Texas and the southern part of Colorado. The Albuquerque-born Prof. Truxillo says the new nation is “an inevitability,” and should be created “by any means necessary.” He doubts violence will be necessary, however, because shifting demographics will make the transition seem natural.

Vicente Fox, who succeeded Mr. Zedillo and was president of Mexico from 2000 to 2006, institutionalized the policy of ensuring that Mexican-Americans remained Mexican. In 2002, his government established the Instituto de los Mexicanos en el Exterior (Institute for Mexicans Abroad) to promote “a more comprehensive approach” to promoting Mexican loyalty. One method was to invite Mexican-American elected officials to Mexico, to deepen their Mexican identity. In October 2003, for example, the Instituto invited 30 American state legislators and mayors for two days in Mexico City, where they met lawmakers, ministry officials, scholars, and advocates for immigrants. The Instituto had plans to bring 400 Mexican-American officials on similar trips every year. The Instituto also sends representatives to the United States. Jacob Prado, counselor for Latino affairs at the Mexican Embassy, explained to the National Association of Latino Elected and Appointed Officials that it was in “Latino officials like yourselves that thousands of immigrants from Mexico find a political voice.” He went on to explain: “Mexico will be better able to achieve its full potential by calling on all members of the Mexican Nation, including those who live abroad, to contribute with their talents, skills and resources.” American citizens who hold elective office in the United States are still expected to be “members of the Mexican Nation.” One Instituto official is Juan Hernandez. Born in the United States, and therefore a US citizen, Mr. Hernandez was at one time a professor at the University of Texas at Dallas, but made no secret of his real loyalties. In 2002 he wrote that he had “been commissioned to bring a strong and clear message from the president to Mexicans abroad: Mexico is one nation of 123 million citizens—100 million who live in Mexico and 23 million who live in the United States.” On ABC’s Nightline on June 7, 2001, he explained, “I want the third generation, the seventh generation, I want them all to think ‘Mexico first.’ ” Adolfo Aguilar Zinser, who later became national security advisor to Vicente Fox, wrote in the Mexican newspaper El Siglo de Torreon that the Mexican government should work with the “20 million Mexicans” in the United States to advance Mexican “national interests.” Vicente Fox’s interior secretary Santiago Creel once complained, “It’s absurd that (the United States) is spending as much as it’s spending to stop immigration flows that can’t be stopped . . . .” When he took over in 2004 as the man in charge of border relations with the United States, Arturo Gonzalez Cruz explained that his ultimate goal was to see the border disappear entirely. Mr. Fox himself insisted that any measure the United States took to arrest or deport illegal immigrants was a violation of human rights.

While this practice offended and frightened those who were to be subjected to the baths, its dangerous nature seemed to be all but lost on the Americans ordering them.

What attracted many of the wealthier Islanders to Walker, however, was his outspoken opinions on race and slavery: he referred to slavery as “the divine institution.” In Walker’s twisted view God put the black man on earth to “secure liberty and order” for the white race, which in turn was obliged to “bestow comfort and Christianity” on blacks. As proof of this, Walker pointed out that God allowed Africa to “lie idle until the discovery of America gave a chance of utilizing the raw material of slavery.” Walker believed that fighting for the institution of slavery was his destiny. Some Texans saw Walker for what he was. “Walker is not a liberator,” wrote the editor of the Quitman Free Press, “he’s a slaver.” But many more saw him as man of extraordinary vision.

The file was thin because the borrower hadn’t done much borrowing. Immigrants who had never failed to repay a debt, because they had never been given a loan, often had surprisingly high thin-file FICO scores. Thus a Jamaican baby nurse or Mexican strawberry picker with an income of $14,000 looking to borrow three-quarters of a million dollars, when filtered through the models at Moody’s and S&P, became suddenly more useful, from a credit-rigging point of view. They might actually improve the perceived quality of the pool of loans and increase the percentage that could be declared triple-A.
