He also asked whether he had a fiance to which Xiao-her replied that he did not. It struck Xiao-her as a good sign that the man was being so personal. In the past hundred years or so, the most powerful atheist regimes—Communist Russia, Communist China, and Nazi Germany—have wiped out people in astronomical numbers. Stalin was responsible for around twenty million deaths, produced through mass slayings, forced labor camps, show trials followed by firing squads, population relocation and starvation, and so on. Jung Chang and Jon Halliday’s authoritative recent study Mao: The Unknown Story attributes to Mao Zedong’s regime a staggering seventy million deaths.4 Some China scholars think Chang and Halliday’s numbers are a bit high, but the authors present convincing evidence that Mao’s atheist regime was the most murderous in world history. Stalin’s and Mao’s killings—unlike those of, say, the Crusades or the Thirty Years’ War—were done in peacetime and were performed on their fellow countrymen. Hitler comes in a distant third with around ten million murders, six million of them Jews. So far, I haven’t even counted the assassinations and slayings ordered by other Soviet dictators like Lenin, Khrushchev, Brezhnev, and so on. Nor have I included a host of “lesser” atheist tyrants: Pol Pot, Enver Hoxha, Nicolae Ceaus̹escu, Fidel Castro, Kim Jong-il. Even these “minor league” despots killed a lot of people. Consider Pol Pot, who was the leader of the Khmer Rouge, the Communist Party faction that ruled Cambodia from 1975 to 1979. Within this four-year period Pol Pot and his revolutionary ideologues engaged in systematic mass relocations and killings that eliminated approximately one-fifth of the Cambodian population, an estimated 1.5 million to 2 million people. In fact, Pol Pot killed a larger percentage of his countrymen than Stalin and Mao killed of theirs.5 Even so, focusing only on the big three—Stalin, Hitler, and Mao—we have to recognize that atheist regimes have in a single century murdered more than one hundred million people.

As I got back onto the wharf, I noticed a refreshment cart, staffed by two women under a frayed umbrella. It didn't look like much—one of its three wheels was missing and a piece of brick was propping it up—but it was the only such cart I'd see. What toothsome local snacks might the ladies be offering? The choices turned out to be slices of dry bread and cups of warm water. Nor did Madeleine Albright visit the absurdly misnamed 'Demilitarized Zone,' one of the most heavily militarized strips of land on earth. Across the waist of the Korean peninsula lies a wasteland, roughly following the 38th parallel, and packed with a titanic concentration of potential violence. It is four kilometers wide (I have now looked apprehensively at it from both sides) and very near to the capital cities of both North and South. On the day I spent on the northern side, I met a group of aging Chinese veterans, all from Szechuan, touring the old battlefields and reliving a war they helped North Korea nearly win (China sacrificed perhaps a million soldiers in that campaign, including Mao Anying, son of Mao himself). Across the frontier are 37,000 United States soldiers. Their arsenal, which has included undeclared nuclear weapons, is the reason given by Washington for its refusal to sign the land-mines treaty. In August 1976, U.S. officers entered the neutral zone to trim a tree that was obscuring the view of an observation post. A posse of North Koreans came after them, and one, seizing the ax with which the trimming was to be done, hacked two U.S. servicemen to death with it. From 1958 to 1961 communist China undertook the Great Leap Forward, when Mao Zedong wished to rapidly turn China into a superpower. Intending to use surplus grain to finance ambitious industrial projects, Mao ordered the doubling and tripling of agricultural production. From the government offices in Beijing his impossible demands made their way down the bureaucratic ladder, through provincial administrators, all the way down to the village headmen. The local officials, afraid of voicing any criticism and wishing to curry favour with their superiors, concocted imaginary reports of dramatic increases in agricultural output. As the fabricated numbers made their way back up the bureaucratic hierarchy, each official exaggerated them further, adding a zero here or there with a stroke of a pen.

The idea that large historical events are determined by luck is profoundly shocking, although it is demonstrably true. It is hard to think of the history of the twentieth century, including its large social movements, without bringing in the role of Hitler, Stalin, and Mao Zedong. But there was a moment in time, just before an egg was fertilized, when there was a fifty-fifty chance that the embryo that became Hitler could have been a female. Compounding the three events, there was a probability of one-eighth of a twentieth century without any of the three great villains and it is impossible to argue that history would have been roughly the same in their absence. The fertilization of these three eggs had momentous consequences, and it makes a joke of the idea that long-term developments are predictable.

One need not accept anything on insufficient evidence to find the virgin birth of Jesus to be a preposterous idea. The problem with religion—as with Nazism, Stalinism, or any other totalitarian mythology—is the problem of dogma itself. I know of no society in human history that ever suffered because its people became too desirous of evidence in support of their core beliefs.

In 1978, [sociologist Albert] Bergesen used Durkheim to illuminate the madness that erupted in Beijing in May 1966, when Mao Zedong began warning about the rising threat of infiltration by pro-capitalist enemies. Zealous college students responded by forming the Red Guards to find and punish enemies of the revolution. Universities across the country were shut down for several years. During those years, the Red Guards rooted out any trace they could find- or imagine- of capitalism, foreign influence, or bourgeois values. In practice, this meant that anyone who was successful or accomplished was suspect, and many professors, intellectuals, and campus administrators were imprisoned or murdered... Over the next few years, tens of millions were persecuted, and hundreds of thousands were murdered. How could such an orgy of self-destruction have happened? Bergesen notes that there are three features common to most political witch hunts: they arise very quickly, they involve charges of crimes against the collective, and the offenses that lead to charges are often trivial or fabricated.

In the spring of 1940, when the Nazis overran France from the north, much of its Jewish population tried to escape the country towards the south. In order to cross the border, they needed visas to Spain and Portugal, and together with a flood of other refugees, tens of thousands of Jews besieged the Portuguese consulate in Bordeaux in a desperate attempt to get that life-saving piece of paper. The Portuguese government forbade its consuls in France to issue visas without prior approval from the Foreign Ministry, but the consul in Bordeaux, Aristides de Sousa Mendes, decided to disregard the order, throwing to the wind a thirty-year diplomatic career. As Nazi tanks were closing in on Bordeaux, Sousa Mendes and his team worked around the clock for ten days and nights, barely stopping to sleep, just issuing visas and stamping pieces of paper. The local officials, afraid of voicing any criticism and wishing to curry favour with their superiors, concocted imaginary reports of dramatic increases in agricultural output. Even lifelong friends like Isaiah Berlin thought his views on Vietnam “a trifle mad . . . even odious.” In March 1965 Alsop wrote a column directed at Morgenthau that began: “One proof of the wisdom of President Johnson’s Vietnamese policy is its marked success to date.” But that success had generated criticism from credulous politicians like Fulbright and “pompous” professors like Morgenthau, whom Alsop labeled an “appeaser” in the mold of “the be-nice-to-Hitler group in England before 1939.” The mention of Hitler had to be especially wounding to Morgenthau, who said “the gates of the political underworld seem to have opened.” Before Alsop’s column appeared, Morgenthau reported, even those who disagreed with him did so respectfully, but now “I receive every day letters with xenophobic, red-baiting, and anti-Semitic attacks.” Morgenthau responded to Alsop with a long letter to the editor of the Washington Post. The debate, such as it was, turned on the intentions of the Communist Chinese. To Alsop, who prided himself on his knowledge and appreciation of Chinese civilization, the Chinese were historically expansionist, always bent on conquest and therefore analogous to the Nazis of the Third Reich. To which Morgenthau rejoined that “Mao Zedong is not Hitler, that the position of China in Asia is not like that of Nazi Germany in Europe,” and that his opposition to the war in Vietnam could not be equated with the appeasers of the 1930s. No doubt wearily, he took up the task once again of explaining that spheres of influence were a reality of international relations, ignored only at one’s peril, and that if China had managed to extend its power in Asia it was “primarily through its political and cultural superiority and not through conquest.” (Years later, Kissinger would offer a similar assessment of the Chinese.)
