In August 1917, white, Black, and Muskogee tenant farmers and sharecroppers in several eastern and southern Oklahoma counties took up arms to stop conscription, with a larger stated goal of overthrowing the US government to establish a socialist commonwealth. These more radically minded grassroots socialists had organized their own Working Class Union (WCU), with Anglo-American, African American, and Indigenous Muskogee farmers forming a kind of rainbow alliance. Their plan was to march to Washington, DC, motivating millions of working people to arm themselves and to join them along the way. The fascist parties’ parallel structures challenged the liberal state by claiming that they were capable of doing some things better (bashing communists, for instance). After achieving power, the party could substitute its parallel structures for those of the state.

The war against ISIS in Iraq was a long, hard slog, and for a time the administration was as guilty of hyping progress as the most imaginative briefers at the old “Five O’Clock Follies” in Saigon had been. In May 2015, an ISIS assault on Ramadi and a sandstorm that grounded U.S. planes sent Iraqi forces and U.S. Special Forces embedded with them fleeing the city. Thanks to growing hostility between the Iraqi government and Iranian-supported militias in the battle, the city wouldn’t be taken until the end of the year. Before it was over we had sent well over five thousand military personnel back to Iraq, including Special Forces operators embedded as advisors with Iraqi and Kurdish units. A Navy SEAL, a native Arizonan whom I had known when he was a boy, was killed in northern Iraq. His name was Charles Keating IV, the grandson of my old benefactor, with whom I had been implicated all those years ago in the scandal his name had branded. He was by all accounts a brave and fine man, and I mourned his loss. Special Forces operators were on the front lines when the liberation of Mosul began in October 2016. At immense cost, Mosul was mostly cleared of ISIS fighters by the end of July 2017, though sporadic fighting continued for months. The city was in ruins, and the traumatized civilian population was desolate. By December ISIS had been defeated everywhere in Iraq. I believe that had U.S. forces retained a modest but effective presence in Iraq after 2011 many of these tragic events might have been avoided or mitigated. Would ISIS nihilists unleashed in the fury and slaughter of the Syrian civil war have extended their dystopian caliphate to Iraq had ten thousand or more Americans been in country? Probably, but with American advisors and airpower already on the scene and embedded with Iraqi security forces, I think their advance would have been blunted before they had seized so much territory and subjected millions to the nightmare of ISIS rule. Would Maliki have concentrated so much power and alienated Sunnis so badly that the insurgency would catch fire again? Would Iran’s influence have been as detrimental as it was? Would Iraqis have collaborated to prevent a full-scale civil war from erupting? No one can answer for certain. But I believe that our presence there would have had positive effects. All we can say for certain is that Iraq still has a difficult road to walk, but another opportunity to progress toward that hopeful vision of a democratic, independent nation that’s learned to accommodate its sectarian differences, which generations of Iraqis have suffered without and hundreds of thousands of Americans risked everything for.

Committees were established to promote Serb guerrilla activity in Macedonia, and there were meetings in Belgrade to recruit and supply bands of fighters. Confronted by the Ottoman minister in Belgrade, the Serbian foreign minister Kaljević denied any involvement by the government and protested that the meetings were in any case not illegal, since they had been convened ‘not for the raising of bands, but merely for collecting funds and expressing sympathy for co-religionists beyond the border’.56 The regicides were deeply involved in this cross-border activity. The conspirator officers and their fellow travellers within the army convened an informal national committee in Belgrade, coordinated the campaign and commanded many of the volunteer units. These were not, strictly speaking, units of the Serbian army proper, but the fact that volunteer officers were immediately granted leave by the army suggested a generous measure of official backing.57 Militia activity steadily expanded in scope, and there were numerous violent skirmishes between Serb četniks (guerrillas) and bands of Bulgarian volunteers. In February 1907, the British government requested that Belgrade put a stop to this activity, which appeared likely to trigger a war between Serbia and Bulgaria. Once again, Belgrade disclaimed responsibility, denying that it was funding četnik activity and declaring that it ‘could not prevent [its people] from defending themselves against foreign bands’. But the plausibility of this posture was undermined by the government’s continuing support for the struggle – in November 1906, the Skupština had already voted 300,000 dinars for aid to Serbs suffering in Old Serbia and Macedonia, and this was followed by a ‘secret credit’ for ‘extraordinary expenses and the defence of national interests’.58 Irredentism of this kind was fraught with risk. It was easy to send guerrilla chiefs into the field, but difficult to control them once they were there. By the winter of 1907, it was clear that a number of the četnik bands were operating in Macedonia independently of any supervision; only with some difficulty did an emissary from Belgrade succeed in re-imposing control. The ‘Macedonian imbroglio’ thus delivered an equivocal lesson, with fateful implications for the events of 1914. On the one hand, the devolution of command functions to activist cells dominated by members of the conspirator network carried the danger that control over Serb national policy might pass from the political centre to irresponsible elements on the periphery. On the other hand, the diplomacy of 1906–7 demonstrated that the fuzzy, informal relationship between the Serbian government and the networks entrusted with delivering irredentist policy could be exploited to deflect political responsibility from Belgrade and maximize the government’s room for manoeuvre. The Belgrade political elite became accustomed to a kind of doublethink founded on the intermittent pretence that the foreign policy of official Serbia and the work of national liberation beyond the frontiers of the state were separate phenomena.

Nazi officials felt free to take more violent action than they had done in the western campaigns of 1940, first against the enemies of the regime, then against fascism’s conservative allies, and eventually against the German people themselves, in an ecstasy of terminal destruction. Whereas in traditional authoritarian war regimes, the army tends to extend its control, as it did in the German Reich during 1917–18 and in Franco’s Spain, the German army lost control of occupation policy in the east after 1941, as we have seen, to the Nazi Party’s parallel organizations. Party radicals felt free to express their hatreds and obsessions in ways that were foreign to the traditions of the state services. The issue here is not simply one of moral sensitivity; some officers and civil servants were appalled by SS actions in the conquered territories, while others went along because of group solidarity or because they had become hardened. It was to some degree an issue of turf. It would be unthinkable for a traditional military dictatorship to tolerate the incursions of amateurish party militias into military spheres that Hitler—and even, in Ethiopia, Mussolini—permitted. Here we enter a realm where the calculations of interest that arguably governed the behavior of both the Nazis and their allies under more ordinary circumstances in the exercise of power no longer determined policy. At this ultimate stage an obsessed minority is able to carry out its most passionate hatreds implacably and to the ultimate limit of human experience. Liberation from constraints permitted a hard core of the movement’s fanatics to regain the upper hand over their bourgeois allies and carry out some of the initial radical projects. At the outposts of empire, fascism recovered the face-to-face violence of the early days of squadrismo and SA street brawling. One must resist the temptation at this final stage to revert to a highly personalized way of looking at the exercise of power in fascist regimes, with its discredited notions of hoodlums kidnapping the state. The Nazi regime was able to pursue the war with ever mounting intensity only with the continued complicity of the state services and large sectors of the socially powerful. Fascist radicalization, finally, cannot be understood as a rational way to persuade a people to give their all to a war effort. It led Nazi Germany into a runaway spiral that ultimately prevented rational war making, as vital resources were diverted from military operations to the murder of the Jews. Finally radicalization denies even the nation that is supposed to be at fascism’s heart. At the end, fanatical fascists prefer to destroy everything in a final paroxysm, even their own country, rather than admit defeat. Prolonged fascist radicalization over a very long period has never been witnessed. It is even hard to imagine. Can one suppose that even Hitler could keep up the tension into old age? Arranging the succession to a senescent fascist leader is another intriguing but, so far, hypothetical problem. The more normal form of succession to a fascist regime is likely to be decay into a traditional authoritarianism. At that point, there can be progressive liberalization as in post-Franco Spain or perhaps revolution (as in post-Salazar Portugal). But orderly succession is clearly far more of a problem with fascism than with other forms of rule, even communism. Fascism is, in the last analysis, destabilizing. In the long run, therefore, it was not really a solution to the problems of frightened conservatives or liberals. The final outcome was that the Italian and German fascist regimes drove themselves off a cliff in their quest for ever headier successes. The fascisms we know seem doomed to destroy themselves in their headlong, obsessive rush to fulfill the “privileged relation with history” they promised their people.

It sets up good vs. evil, us vs. them dichotomies and recommends aggressive punitive action against “them.” It divides society into groups that “deserve” reward and punishment, where the grounds on which “they” “deserve” to have pain inflicted on them are essentially subjective and ultimately untenable (as we saw in the last chapter). Strict Father morality thereby breeds a divisive culture of exclusion and blame. It appeals to the worst of human instincts, leading people to stereotype, demonize, and punish the Other—just for being the Other. Blaming and punishing the Other for being the Other has led, in the worst cases, to the vilest of horrors: the Holocaust and the ghastly tragedies in Bosnia, Rwanda, Somalia, and so many other places. In this country it led to the KKK, and it is what many people fear from the militia movement. But even if there is no killing, a culture of blame is not one that is pleasant or productive to live in. In does not make for a harmonious society or for social progress. Insofar as Nurturant Parent morality can encourage cooperation and provide the incentive, the training, and the environment in which the largest number of citizens can work together productively and cooperatively, it seems by far the better choice.

He then exports that model to London as the industrial working classes are flooding the city, dealing with poverty, cycles of boom and bust in the economy, and that becomes their primary mission. “The creation of the very first state police force in the United States was the Pennsylvania State Police in 1905,” Vitale went on. “For the same reasons. It was modeled similarly on U.S. occupation forces in the Philippines. There was a back-and-forth with personnel and ideas. What happened was local police were unable to manage the coal strikes and iron strikes. . . . They needed a force that was more adherent to the interests of capital. . . . Interestingly, for these small-town police forces in a coal mining town there was sometimes sympathy. They wouldn’t open fire on the strikers. So, the state police force was created to be the strong arm for the law. Again, the direct connection between colonialism and the domestic management of workers. . . . It’s a two-way exchange. As we’re developing ideas throughout our own colonial undertakings, bringing those ideas home, and then refining them and shipping them back to our partners around the world who are often despotic regimes with close economic relationships to the United States. There’s a very sad history here of the U.S. exporting basically models of policing that morph into death squads and horrible human rights abuses.” The almost exclusive reliance on militarized police to deal with profound inequality and social problems is turning poor neighborhoods in cities such as Chicago into failed states. The “broken windows” policy, adopted by many cities, argues that disorder produces crime. It criminalizes minor infractions, upending decades of research showing that social dislocation leads to crime. It creates an environment where the poor are constantly harassed, fined, and arrested for nonsubstantive activities.
