In his book Social Anthropology, Sir Edmund Leach refers to the ethos of individualism which is central to the contemporary Western society but which is notably absent from most of the societies which social anthropologists study.10 The growth of individualism, and hence of the modern conception of the artist, was hastened by the Reformation. Although Luther was an ascetic who attacked wealth and luxury, he was also an individualist who preached the supremacy of the individual conscience. Until the sixteenth century, the ultimate standard of human institutions and activities was not only religious, but promulgated by a universal Western Church. As Tawney eloquently demonstrates in Religion and the Rise of Capitalism, however often men exhibited personal greed and ambition, there was none the less a generally agreed conception of how the individual ought to behave. The idea that anyone should pursue his personal economic ends to the limit, provided that he kept within the law, was foreign to the medieval mind, which regarded the alleviation of poverty as a duty, and the private accumulation of wealth as a danger to the soul. The Reformation made possible the growth of Calvinism, and the establishment of the Protestant work ethic. It was not long before poverty was regarded as a punishment for idleness or fecklessness, and the accumulation of wealth as a reward for the virtues of industry and thrift. Durkheim later pointed out that the growth of individualism was also related to the division of labour. As societies grew larger and more complex, occupational specialization led to greater differentiation between individuals. The growth of cities furthered looser, less intimate social relations; and, whilst the individual gained personal freedom by being emancipated from the intimate ties which characterize smaller societies, he became vulnerable to anomie, the alienation which results from no longer conforming to any traditional code.

The Scottish royal council saw witches as a national problem to be dealt with on a national scale,32 and only the prosecution of treason was more tightly managed by central government. This meant that witch-hunting was one of the ways in which central government could impose its authority on local magnates, allowing Scotland to emerge as a modern nation state.33 Witch-hunting served to legitimise the Scottish state and may have been one of the ways in which the state sought stability at times of anxiety and turmoil.34 In other words, the one thing the state could be relied upon to do was hunt witches. Witch-hunting lay at the foundation of the ‘theocratic government’ of early modern Scotland, legitimating the Stewarts’ ‘godly’ rule as divinely ordained kings.35 Furthermore, the propaganda of Scottish reformers managed to create the impression of a much closer connection between witchcraft and Catholicism than English Protestants ever managed. Even Queen Mary herself was not immune from suspicion. The clergyman William Harrison was convinced that Mary practised sorcery and that she married Henry Stewart, Lord Darnley in 1566 on the advice of witches, who promised Queen Elizabeth’s death and Mary’s succession to the English throne.36 When Mary gave birth to the future James VI in June 1566, it was widely reported that the countess of Atholl attempted to use sympathetic magic to transfer Mary’s labour pains to another person, perhaps with Mary’s connivance.37

The inaugural issue of Harijan was dated 11 February 1933. Gandhi wrote as many as seven pieces, on various aspects of the problem of untouchability. One related to the growing divergence between him and Dr B.R. Ambedkar. When they met on 4 February, Gandhi had asked him for a message for the first issue of Harijan. Ambedkar complied, but in characteristically blunt terms. This was his message: ‘The outcaste is a bye-product of the caste system. There will be outcastes so long as there are castes. Nothing can emancipate the outcaste except the destruction of the caste system. Nothing can help to save Hinduism....except the purging of the Hindu faith of this odious and vicious dogma.’ Gandhi was unnerved by the message. For, it struck at the root of his own idealized conception of varnashramadharma, the division of labour according to caste. He wanted untouchability to go, he wanted all occupations to have the same value—for a Bhangi to have the same status as a Brahmin—but he wasn’t yet prepared to let go of the idea of varna altogether. Gandhi printed Ambedkar’s message, with an explanation and response of his own, ten times the length. He accepted that the caste system ‘has its limitations and its defects, but there is nothing sinful about it, as there is about untouchability, and, if it is a bye-product of the caste system it is only in the same sense as an ugly growth is of a body, or weeds of the crop.... It is an excess to be removed, if the whole system is not to perish. Untouchability is the product, therefore, not of the caste system, but of the distinction of high and low that has crept into Hinduism and is corroding it.’ Gandhi ended by asking for all reformers to come together on a common platform. Whether they believed in varnashrama (as he did) or rejected caste altogether (as Ambedkar did), 'the opposition to untouchability is common to both. Therefore, the present joint fight is restricted to the removal of untouchability, and I would invite Dr. Ambedkar and those who think with him to throw themselves, heart and soul, into the campaign against the monster of untouchability. It is highly likely at the end of it we shall find that there is nothing to fight against in varnashrama. If, however, varnashrama even then looks like an ugly thing, the whole of Hindu society will fight it.

But however determined this programme of domestic consolidation, following the Reichstag election results of May 1924, not even the votes of the SPD were sufficient to carry the constitutional amendments necessary to ratify the Dawes Plan, which included an international mortgage on the Reichsbahn. Over a quarter of the German electorate had voted for the far right - 19 per cent for the DNVP, almost 7 per cent for Hitler's NSDAP. Almost 13 per cent had opted for the Communists. The two-thirds majority would have to include at least some deputies from the DNVP, intransigent foes of the Versailles Treaty and the progenitors of the 'stab in the back' legend. So concerned were the foreign powers that the American ambassador Alanson Houghton intervened directly in German party politics, summoning leading figures in the DNVP to explain bluntly that if they rejected the Dawes Plan, it would be one hundred years before America ever assisted Germany again. Under huge pressure from their business backers, on 29 August 1924 enough DNVP members defected to the government side to ratify the plan. In exchange, the Reich government offered a sop to the nationalist community by formally renouncing its acceptance of the war-guilt clause of the Versailles Treaty. Nevertheless, on 10 October 1924 Jack Morgan bit his tongue and signed the loan agreement that committed his bank along with major financial interests in London, Paris and even Brussels to the 800-million Goldmarks loan. The loan was to apply the salve of business common sense to the wounds left by the war. And it was certainly an attractive proposition. The issuers of the Dawes Loan paid only 87 cents on the dollar for their bonds. They were to be redeemed with a 5 per cent premium. For the 800 million Reichsmarks it received, Germany would service bonds with a face value of 1.027 billion. But if Morgan's were bewildered by the role they had been forced to play, this speaks to the eerie quality of the reconfiguration of international politics in 1924. The Labour government that hosted the final negotiations in London was the first socialist government elected to preside over the most important capitalist centre of the old world, supposedly committed by its party manifesto of 1919 to a radical platform of nationalization and social transformation. And yet in the name of 'peace' and 'prosperity' it was working hand in glove with an avowedly conservative adminstration in Washington and the Bank of England to satisfy the demands of American investors, in the process imposing a damaging financial settlement on a radical reforming government in France, to the benefit of a German Republic, which was at the time ruled by a coalition dominated by the once notorious annexationist, but now reformed Gustav Stresemann. 'Depoliticization' is a euphemistic way of describing this tableau of mutual evisceration. Certainly, it had been no plan of Wilson's New Freedom to raise Morgan's to such heights. In fact, even Morgan's did not want to own the terms of the Dawes Settlement. Whereas Wilson had invoked public opinion as the final authority, this was now represented by the 'investing' public, for whom the bankers, as financial advisors, were merely the spokesmen. But if a collective humbling of the European political class had been what lay behind Wilson's call for a 'peace without victory' eight years earlier, one can't help thinking that the Dawes Plan and the London Conference of 1924 must have had him chuckling in his freshly dug grave. It was a peace. There were certainly no European victors.

The Aftermath A lot of time has passed since that fateful day in August of 1965. I visited Oak Island a few months ago. Surprisingly, it felt really good to be there.
