Silence is for fools. Communication is for leaders. Justice is for those brave enough to not stand another moment dealing with people that feel the solution to any problem is through cold indifference because of their lack of courage and insecurities.

One of the strangest things is the act of creation. You are faced with a blank slate—a page, a canvas, a block of stone or wood, a silent musical instrument. You then look inside yourself. The issue is never, “Are you qualified?” The issue is always, “Are you called?

The disadvantages of the plan are very few, and most of them, I believe, yield readily to analysis. Do I hear argument that a miscellaneous gang of tin-roofers, delicatessen dealers and retired bookkeepers, chosen by hazard, would lack the vast knowledge of public affairs needed by makers of laws? Then I can only answer (a) that no such knowledge is actually necessary, and (b) that few, if any, of the existing legislators possess it... Would that be a disservice to the state? Certainly not. On the contrary, it would be a service of the first magnitude, for the worst curse of democracy, as we suffer under it today, is that it makes public office a monopoly of a palpably inferior and ignoble group of men. They have to abase themselves to get it, and they have to keep on abasing themselves in order to hold it. The fact reflects in their general character, which is obviously low. They are men congenitally capable of cringing and dishonorable acts, else they would not have got into public life at all. There are, of course, exceptions to that rule among them, but how many? What I contend is simply that the number of such exceptions is bound to be smaller in the class of professional job-seekers than it is in any other class, or in the population in general. What I contend, second, is that choosing legislators from that populations, by chance, would reduce immensely the proportion of such slimy men in the halls of legislation, and that the effects would be instantly visible in a great improvement in the justice and reasonableness of the laws.

Yet obscurely I saw that the ultimate cosmos was nevertheless lovely, and perfectly formed; and that every frustration and agony within it, however cruel to the sufferer, issued finally, without any miscarriage, in the enhanced lucidity of the cosmical spirit itself. In this sense at least no individual tragedy was in vain.

At last I understood: in the final analysis, forgiveness is an act of faith. By forgiving another, I am trusting that God is a better justice-maker than I am. By forgiving, I release my own right to get even and leave all issues of fairness for God to work out. I leave in God’s hands the scales that must balance justice and mercy.

It is conventional wisdom now that anything built by the government will be a disaster. Secularism can no longer be seen as a mere philosophical word or ideology of the books. Let me give you a simple example. If you are thirsty and you drink a glass of water, is that act of drinking water a philosophy, or is it a plain, ordinary, necessary act of preservation? Likewise, secularism is no more a philosophy, than drinking water is. Secularism is an act of preserving humanity in the humans.

This is, in fact, the first obligation of a leader and a decision maker. Our job is not to “go with our gut” or fixate on the first impression we form about an issue. No, we need to be strong enough to resist thinking that is too neat, too plausible, and therefore almost always wrong. Because if the leader can’t take the time to develop a clear sense of the bigger picture, who will? If the leader isn’t thinking through all the way to the end, who is?

Perhaps you think that better-educated people would do better? Or people who are more interested in the issues? I certainly thought that once, but I was wrong. I have tested audiences from all around the world and from all walks of life: medical students, teachers, university lecturers, eminent scientists, investment bankers, executives in multinational companies, journalists, activists, and even senior political decision makers. These are highly educated people who take an interest in the world. But most of them—a stunning majority of them—get most of the answers wrong. Some of these groups even score worse than the general public; some of the most appalling results came from a group of Nobel laureates and medical researchers. It is not a question of intelligence. Everyone seems to get the world devastatingly wrong. Not only devastatingly wrong, but systematically wrong. By which I mean that these test results are not random. They are worse than random: they are worse than the results I would get if the people answering my questions had no knowledge at all.

Democratic politicians and policy makers were now attempting to wrest control of the crime and drug issues from Republicans by advocating stricter anticrime and antidrug laws—all in an effort to win back the so-called “swing voters” who were defecting to the Republican Party. Somewhat ironically, these “new Democrats” were joined by virulent racists, most notably the Ku Klux Klan, which announced in 1990 that it intended to “join the battle against illegal drugs” by becoming the “eyes and ears of the police.”96 Progressives concerned about racial justice in this period were mostly silent about the War on Drugs, preferring to channel their energy toward defense of affirmative action and other perceived gains of the Civil Rights Movement.

It was a familiar trick, I thought to myself, the kind of rhetorical sleight of hand that had become a staple of conservative pundits everywhere, whatever the issue: taking language once used by the disadvantaged to highlight a societal ill and turning it on its ear. The problem is no longer discrimination against people of color, the argument goes; it’s “reverse racism,” with minorities “playing the race card” to get an unfair advantage. The problem isn’t sexual harassment in the workplace; it’s humorless “feminazis” beating men over the head with their political correctness. The problem is not bankers using the market as their personal casino, or corporations suppressing wages by busting unions and offshoring jobs. It’s the lazy and shiftless, along with their liberal Washington allies, intent on mooching off the economy’s real “makers and the doers.

The irony is that scientists are much less certain about what they say than politicians, policy makers, and pundits. The certainty of the kind you see in the face of a politician declaiming on tax increases or hear in the voice of a commentator condemning or endorsing a foreign policy decision, or the certainty you detect in the words of an op-ed writer pontificating on one thing or another—I used to think that they arrived at their certainty after considering an issue in great depth and finding that the evidence fell overwhelmingly in favor of a specific position. You must think me naïve ever to have thought this way. But I did. I used to think that a good argument was the midwife to certainty. If, as I now believe, it is the wish that fathers the thought, then certainty is the lingering imprint of a wish on thoughts and arguments, like DNA retained in progeny, acting invisibly but with visible effects.

This neo-liberal establishment would have us believe that, during its miracle years between the 1960s and the 1980s, Korea pursued a neo-liberal economic development strategy. The reality, however, was very different indeed. What Korea actually did during these decades was to nurture certain new industries, selected by the government in consultation with the private sector, through tariff protection, subsidies and other forms of government support (e.g., overseas marketing information services provided by the state export agency) until they 'grew up' enough to withstand international competition. The government owned all the banks, so it could direct the life blood of business-credit. Some big projects were undertaken directly by state-owned enterprises-the steel maker, POSCO, being the best example-although the country had a pragmatic, rather than ideological, attitude to the issue of state ownership. If private enterprises worked well, that was fine; if they did not invest in important areas, the government had no qualms about setting up state-owned enterprises (SOEs); and if some private enterprises were mismanaged, the government often took them over, restructured them, and usually (but not always) sold them off again.

Developing Conviction It sounds simple: “Think like an owner.” In fact, it is hard to do. It requires you to put yourself in the shoes of the decision maker. You may realize that you prefer not to be in those shoes. There’s too much pressure; there are too many considerations; there are too many constituencies. With all the complexity, constant change, and myriad of issues in the modern world, it may be easier to rationalize more narrow thinking: Dammit, it’s not my job! Yes, it is your job, if you want to be a leader. If it frustrates you, or makes you agonize, or even creates a heightened level of stress for you, then you need to get used to experiencing those feelings. The more you practice this, the better you’ll get at doing it. I would urge you to begin to believe and internalize the view that thinking like an owner is central to your effectiveness in your job. Thinking like an owner means getting to conviction. “Conviction” is meant to describe a threshold level beyond which you feel a high level of confidence about what you truly believe should be done. Many leaders spend their lives striving to get to conviction about what they would do in a particular situation. The reality is that, much of the time, they may not have a strong point of view. They keep gathering information, agonizing, and assessing until they reach a threshold level of confidence.

The PRI years featured a delicate dance of corruption; in the democratic years, it turned to a corrupt dance of death. In the old days, police officers were rotten, but at least they worked together. In democracy, police work for competing mafias and actively fight each other. Gangsters target both good police who get in their way and bad police who work for their rivals. For policy makers it becomes a Gordian knot. Added to this thorny issue of corruption is a more fundamental problem of drug-law enforcement. Every time you arrest one trafficker, you are helping his rival. In this way, when the federal police stormed Zetas safe houses, they were scoring victories for Sinaloans, whether they liked it or not. Arrests did not subdue violence, but only inflamed it.

I am not a Very Important Man, as importance is commonly rated. I do not have great wealth, control a big business, or occupy a position of great honor or authority. Yet I may someday mould destiny. For it is within my power to become the most important man in the world in the life of a boy. And every boy is a potential atom bomb in human history. A humble citizen like myself might have been the Scoutmaster of a Troop in which an undersized unhappy Austrian lad by the name of Adolph might have found a joyous boyhood, full of the ideals of brotherhood, goodwill, and kindness. And the world would have been different. A humble citizen like myself might have been the organizer of a Scout Troop in which a Russian boy called Joe might have learned the lessons of democratic cooperation. These men would never have known that they had averted world tragedy, yet actually they would have been among the most important men who ever lived. All about me are boys. They are the makers of history, the builders of tomorrow. If I can have some part in guiding them up the trails of Scouting, on to the high road of noble character and constructive citizenship, I may prove to be the most important man in their lives, the most important man in my community. A hundred years from now it will not matter what my bank account was, the sort of house I lived in, or the kind of car I drove. But the world may be different, because I was important in the life of a boy.

But the flock of Silicon Valley unicorns had grown so large that Benioff himself had become nervous. The kind of rapid expansion that venture capital made possible wasn’t sustainable without discipline. In the middle of the decade, Benioff had issued a warning: “There’s going to be a lot of dead unicorns.” Neumann had begun pitching WeWork as a new breed of SaaS business: “space as a service.” The idea was that companies of all sizes would no longer handle their own real estate portfolios but would instead turn over the management of their physical space to WeWork, transforming the company into something like a real estate cloud—a “platform.” This was a goal shared by every ambitious start-up of the decade, no matter how specious the claim. Speaking with a pastor’s heart, Tomlinson helps his readers wrestle with the spiritually, mentally, and physically debilitating scourge of depression. In seeking to help hurting people, Tomlinson draws from years of pastoral ministry as a counsellor, as well as drawing from the Bible, current medical and pharmaceutical studies, and tried-tested-and-true insights from other godly writers, preachers, and pastors both past and present. The result is a book that gives readers a well-grounded, balanced, applicable, and effective dose of biblical wisdom, godly encouragement, and convicting exhortation. This book is extremely helpful for all Christians–whether you’re managing personal challenges with mental health or helping others in treating theirs. Tomlinson doesn’t mince words in his direct and honest dealings with the subject, but his Christ-like love for his readers is evident on every page. The Day of Trouble is a well-written, sincere, and highly practical gift to the church, a book that sheds gospel-transforming light on an often overlooked and ignored area of the Christian life. I hope and pray that it is widely read among God’s people, for I know it will be a healing balm used by the Triune God to restore Christian joy to the minds and hearts of suffering souls.

When it was time to sell the Constitution to the American people, the Framers made majority rule central to their argument, especially in the Federalist Papers, which were authored by Madison, Hamilton, and John Jay. In Federalist 22, Hamilton takes on the advocates of supermajority rule, explaining that “what at first sight may seem a remedy, is, in reality, a poison.” It would be wrong “to subject the sense of the greater number to that of the lesser,” because if “a pertinacious minority can control the opinion of a majority,” the result would be “tedious delays; continual negotiation and intrigue; contemptible compromises of the public good.” Decision-makers would sometimes fail to find consensus, he acknowledged, since there are times when issues “will not admit of accommodation.” But in such instances, if the minority was allowed to block the majority, the government’s “situation must always savor of weakness, sometimes border upon anarchy,” Hamilton wrote. When consensus failed, Hamilton argued, the “public business” must “go forward.” Allowing a minority faction to stop the majority invited all kinds of mischief and interference, he warned, explaining that such a system “gives greater scope to foreign corruption, as well as to domestic faction, than that which permits the sense of the majority to decide.”28

Increased levels of migration from poor to rich countries would provide substantial benefits for the poorest people in the world, as well as substantial increases in global economic output. However, almost all developed countries pose heavy restrictions on who can enter the country to work. Scale: Very large. Eighty-five percent of the global variation in earnings is due to location rather than other factors: the extremely poor are poor simply because they don’t live in an environment that enables them to be productive. Economists Michael Clemens, Claudio Montenegro, and Lant Pritchett have estimated what they call the place premium—the wage gain for foreign workers who move to the United States. For an average person in Haiti, relocation to the United States would increase income by about 680 percent; for a Nigerian, it would increase income by 1,000 percent. Some other developing countries have comparatively lower place premiums, but they are still high enough to dramatically benefit migrants. Most migrants would also earn enough to send remittances to family members, thus helping many of those who do not migrate. Life is sucked from you while you stare at the scales, judging whose sin is weightier than your own: “Whenever someone wrongs you, you caricature them in your heart, making huge their worst feature. Deep in every human soul is a deep desire to justify yourself. We’re afraid that we’re not okay, that we’re not desirable. That fear is behind how you caricature the person who wrongs you. You need to feel noble, you need to feel superior, you need to feel better.”30 Demeaning the personhood of another fictitiously elevates us, and judging another leaves us full of arrogance, entitlement, and unforgiveness. “Playing God” in judging someone’s motives only infuses us with an increasingly cancerous preoccupation with self that sends us plummeting into the abyss of perceived superiority or the fears of possible inferiority. We chain ourselves to the dock, watching the life of adventure sail on without us. It is self-imposed imprisonment. We think there is so much power in unforgiveness, when the reality is we live as the forlorn castaway, powerless and pitiful.

Leadership Roles in the Decision Making Process The main component in the development of good decision makers falls on the individual and individual efforts. Yes, but the climate for this development comes from the top, in leadership. To achieve the results sought after, if we truly want to call ourselves professionals and prepare for the challenges we face in the future, leaders must LEAD. It is the Leader’s role, to create and nurture the appropriate environment that emboldens decision makers.  Leader development is two way, it falls on the individual, but the organization’s leaders must set the conditions to encourage it.   The aim of leadership is not merely to find and record failures in men, but to remove the cause of failure. ~W. Edwards Deming14               “Leadership can be described as a process by which a person influences others to accomplish an objective, and directs his or her organization in a way that makes it more cohesive and coherent.”15 This is the definition we should subscribe too. However, all too often I have had both frontline personnel and mangers tell me that this cannot be done. This type of training and developing initiative driven personnel will cause more problems for departments and agencies in dealing with liability issues and complaints because control is lost. I wholeheartedly disagree with his sentiment. The opposite is indeed the effect you get. This is not a free reign type of leadership. Matter of fact if done appropriately it will take more effort and time on your part as a leader, because you will be involved. Your training program will be enhanced and the learning that takes place unifies your agencies and all the individuals in it. How? Through the system described above which develops “mutual trust” throughout the organization because the focus is now on results. The “how to” is left to the individuals and the instructors. But a culture must exist to encourage what the Army calls outcome based training.16

Of course, it wouldn't have been a 9 to 5 event without a survey, and this one was no exception. Among the questions posed were these: What do you have to say to today's activists and organizers? What do women need to do today to win rights and respect? Here's a sample of what we answered: Have fun. Be creative. Approach the problem as systemic, not individual. Collective action and solutions are key. Remember that the goal is power-building. Talk to your coworkers, be ready with workable solutions, then collectively bring issues to decision makers. Most importantly, don't accept no for an answer! Focus on lifting the floor, not just the ceiling. Decelerate. Do everything in the time it takes, not necessarily at the speed of light. Take care of each other. Never give up. Even your losses will help you win in the future. Remember the heroes who paved the way in the struggles that came before. Always remember sisterhood and solidarity, especially in the face of sexism, racism, and other forms of hatred. We are what we are. We all carry the ideas and experiences of those who came before. We will not have a just and sustainable economy until we eradicate the long-standing inequalities deeply woven into the fibers of our economy, in which some jobs are still undervalued based on the color of our skin or our gender. Remember there is strength in numbers. Find common ground. Challenge the bosses for a say over your job, your community, your country, your democracy. Reach out to another woman outside of your comfort zone - she's been waiting for you! Keep telling the 9 to 5 story.

Who makes decisions about data that impact LGBTQ people? Decisions that disproportionately affect LGBTQ communities should be made by LGBTQ people. Where this is not practical, or there is a risk of overburdening a small number of people, decision-makers need queer data competence and the ability to recuse themselves when deliberations stretch beyond their capabilities. Use these instances to make space for people with knowledge and experience of the issues under discussion.

The Jacob K. Javits Gifted and Talented Students Education Act (PL 100–297) was passed in 1988. The Javits Act states that “gifted and talented students are a national resource vital to the future of the Nation and its security and well-being” [Sec. 4102 (a) (1)]. This legislation reestablished the Office of the Gifted and Talented (originally created in 1974) and founded a national research center focusing on gifted children, demonstration projects in gifted education, and efforts aimed at identifying and serving pupils with gifts and talents from traditionally underrepresented groups. In the early 1990s, the Office of Educational Research and Improvement in the U.S. Department of Education issued National Excellence: A Case for Developing America’s Talent (Ross, 1993), the second national report on gifted children. The National Research Center on the Gifted and Talented generated research that was used by decision makers to design and implement policy and enact legislation. The demonstration projects focused on developing talents in areas with a large percentage of children who have been underrepresented in gifted services.

The final lesson: what to do when an active client suddenly stops answering our calls. We used to just give up and move on, but Bob has a better idea. “Give them the ‘No.’ Make them say they are done with you. It’s easy to do: just give them an ultimatum. The problem isn't sexual harassment in the workplace, it's humorless "feminazis" beating men over the head with their political correctness. The problem's not bankers using the market as their personal casino or corporations suppressing wages by busting unions and offshoring jobs, it's the lazy and shiftless along with their liberal Washington allies intent on mooching off the economy's real "makers and doers". Such arguments had nothing to do with facts, they were impervious to analysis, they went deeper into the realm of myth redefining what was fair, reassigning victimhood, conferring on people like those traders in Chicago, that most precious of gifts, the conviction of innocence as well as the righteous indignation that comes with it.

Advocacy means persuading people who matter to care about your issue. It is about getting listened to, being at the table when decisions are made, being heard by people who make decisions. It is about facing and overcoming resistance. It is about speaking and writing in compelling ways that make decision makers want to adopt your ideas.

In Iowa, the American Future Fund began airing an ad created by Larry McCarthy that Geoff Garin, the Democratic pollster, described as perhaps “the most egregious of the year.” The ad accused the then congressman Bruce Braley, an Iowa Democrat and a lawyer, of supporting a proposed Islamic community center in lower Manhattan, which it misleadingly called a “mosque at Ground Zero.” As footage of the destroyed World Trade Center rolled, a narrator said, “For centuries, Muslims built mosques where they won military victories.” Now it said a mosque celebrating 9/11 was to be built on the very spot “where Islamic terrorists killed three thousand Americans”; it was, the narrator suggested, as if the Japanese were to build a triumphal monument at Pearl Harbor. The ad then accused Braley of supporting the mosque. In fact, Braley had taken no position on the issue. No surprise for a congressman from Iowa. But an unidentified video cameraman had ambushed him at the Iowa State Fair and asked him about it. Braley replied that he regarded the matter as a local zoning issue for New Yorkers to decide. Soon afterward, he says, the attack ad “dropped on me like the house in ‘The Wizard of Oz.’ ” Braley, who won his seat by a margin of 30 percent in 2008, barely held on in 2010. The American Future Fund’s effort against Braley was the most expensive campaign that year by an independent group. After the election, Braley accused McCarthy, the ad maker, of “profiting from Citizens United in the lowest way.” As for those who hired McCarthy, he said, they “are laughing all the way to the bank. It’s a good investment for them…They’re the winners. The losers are the American people, and the truth.

This wider history notwithstanding, I believe India still constitutes a special case. Its distinctiveness is threefold. First, the tradition of the thinker-activist persisted far longer in India than elsewhere. While the men who founded the United States in the late eighteenth century had fascinating ideas about democracy and nationhood, thereafter American politicians have merely governed and ruled, or sometimes misgoverned and misruled.1 Their ideas, such as these are, have come from professional ideologues or intellectuals. On the other hand, from the first decades of the nineteenth century until the last decades of the twentieth century, the most influential political thinkers in India were, as often as not, its most influential political actors. Long before India was conceived of as a nation, in the extended run-up to Indian independence, and in the first few decades of freedom, the most interesting reflections on society and politics were offered by men (and women) who were in the thick of political action. Second, the relevance of individual thinkers too has lasted longer in India. For instance, Lenin’s ideas were influential for about seventy years, that is to say, from the time the Soviet state was founded to the time it disappeared. Mao’s heyday was even shorter—roughly three decades, from the victory of the Chinese Revolution in 1949 to the repudiation by Deng Xiaoping of his mentor’s ideas in the late 1970s. Turning to politicians in Western Europe, Churchill’s impassioned defence of the British Empire would find no takers after the 1950s. De Gaulle was famous for his invocation of the ‘grandeur de la France’, but those sentiments have now been (fortunately?) diluted and domesticated by the consolidation of the European Union. On the other hand, as this book will demonstrate, Indian thinkers of the nineteenth and early twentieth centuries still speak in many ways to the concerns of the present. A third difference has to do with the greater diversity of thinkers within the Indian political tradition. Even Gandhi and Nehru never held the kind of canonical status within their country as Mao or Lenin did in theirs. At any given moment, there were as many Indians who were opposed to their ideas as were guided by them. Moreover, the range of issues debated and acted upon by politicians and social reformers appears to have been far greater in India than in other countries. This depth and diversity of thought was, as I argue below, in good part a product of the depth and diversity of the society itself.

The focus on the market has made most economists neglect vast areas of our economic life, with significant negative consequences for our well-being. The neglect of production at the expense of exchange has made policy-makers in some countries overly complacent about the decline of their manufacturing industries. The view of individuals as consumers, rather than producers, has led to the neglect of issues such as the quality of work (e.g., how interesting it is, how safe it is, how stressful it is and even how oppressive it is) and work-life balance. The disregard of these aspects of economic life partly explains why most people in the rich countries don’t feel more fulfilled despite consuming the greatest ever quantities of material goods and services. The economy is much bigger than the market. We will not be able to build a good economy — or a good society — unless we look at the vast expanse beyond the market.
