Yet obscurely I saw that the ultimate cosmos was nevertheless lovely, and perfectly formed; and that every frustration and agony within it, however cruel to the sufferer, issued finally, without any miscarriage, in the enhanced lucidity of the cosmical spirit itself. This wider history notwithstanding, I believe India still constitutes a special case. Its distinctiveness is threefold. First, the tradition of the thinker-activist persisted far longer in India than elsewhere. While the men who founded the United States in the late eighteenth century had fascinating ideas about democracy and nationhood, thereafter American politicians have merely governed and ruled, or sometimes misgoverned and misruled.1 Their ideas, such as these are, have come from professional ideologues or intellectuals. In his memoir White House Years, he discusses a classic bureaucratic trick that was played on President Richard Nixon, who was considering what policy to adopt on a particular issue in Europe. The State Department presented a memo to Nixon with three “options.” Kissinger noted that two options were obvious losers, leaving only one plausible choice: Here was the standard bureaucratic device of leaving the decision-maker with only one real option, which for easy identification is placed in the middle. The classic case, I joked, would be to confront the policymaker with the choices of nuclear war, present policy, or surrender.

What seems to differentiate good decision-makers out from others is their ability to frame issues, problems, and decision options, and turn them into the best possible outcomes.

The focus on the market has made most economists neglect vast areas of our economic life, with significant negative consequences for our well-being. The neglect of production at the expense of exchange has made policy-makers in some countries overly complacent about the decline of their manufacturing industries. The view of individuals as consumers, rather than producers, has led to the neglect of issues such as the quality of work (e.g., how interesting it is, how safe it is, how stressful it is and even how oppressive it is) and work-life balance. The disregard of these aspects of economic life partly explains why most people in the rich countries don’t feel more fulfilled despite consuming the greatest ever quantities of material goods and services. The economy is much bigger than the market. We will not be able to build a good economy — or a good society — unless we look at the vast expanse beyond the market.

On my quest to find businesses that are innovating for the greater good, I came across an article in the Huffington Post titled “Without Light, Can There Be Life?” It was written by the cofounders of WakaWaka. Maurits Groen and Camille van Gestel. They wrote about the 1.2 billion people living without access to electricity as a result of extreme poverty or devastating natural disasters. Their response to this seemingly intractable social issue was to innovate a highly efficient, low-cost, hand-held solar-powered LED light and charger that they named WakaWaka. I was intrigued and discovered from their website that this award-winning device was bringing light and power to over a million people in 43 countries around the world. So I went to the Netherlands to interview Maurits Groen in his Off-Grid Solutions office in Haarlem. As with all DreamMakers I have met on my journey, Maurits has a powerful purpose in life. He has a compelling global vision of a just world that is rooted in his belief that all people and the planet matter.

When you use the GPS in your car, it is important that it is using the right information. You wouldn’t trust it if it seemed to be navigating you through a different city than the one you were in, because you would know that you would end up in the wrong place. So how could policy makers and politicians solve global problems if they were operating on the wrong facts? How could business people make sensible decisions for their organizations if their worldview were upside down? And how could each person going about their life know which issues they should be stressed and worried about?

Who makes decisions about data that impact LGBTQ people? Decisions that disproportionately affect LGBTQ communities should be made by LGBTQ people. Where this is not practical, or there is a risk of overburdening a small number of people, decision-makers need queer data competence and the ability to recuse themselves when deliberations stretch beyond their capabilities. Use these instances to make space for people with knowledge and experience of the issues under discussion.

In my experience, the key to sound decision-making is not to resist having strong feelings about an issue. It’s human nature to have emotions. The question is: Do you get swallowed up by your emotions? Or do you have an emotional reaction, recognize it, and then manage to postpone your initial impulse long enough to make a considered choice? Responding takes discipline; reacting does not. The best time—indeed, often the only time—to build that discipline is before a moment of disruption strikes. I have found that what distinguishes strong leaders and good decision-makers isn’t that they have no emotional bias. It’s that they understand their emotional biases and compensate for them.

Joshua S Goldstein explains thus: 'Political relations among nations cover a range of activities—diplomacy, war, trade relations, alliances, cultural exchanges, participation in international organizations…' Each of these makes up distinct issue areas on which scholars and foreign policy makers focus their attention. 'Other related issues include global trade negotiations and ethnic conflicts, such as the Arab-Israel conflict or the Tamil-Sinhalese conflict. Thus, while international politics relates to political relations among nations, international relations is wider in scope, including, indeed, political relations.

In Iowa, the American Future Fund began airing an ad created by Larry McCarthy that Geoff Garin, the Democratic pollster, described as perhaps “the most egregious of the year.” The ad accused the then congressman Bruce Braley, an Iowa Democrat and a lawyer, of supporting a proposed Islamic community center in lower Manhattan, which it misleadingly called a “mosque at Ground Zero.” As footage of the destroyed World Trade Center rolled, a narrator said, “For centuries, Muslims built mosques where they won military victories.” Now it said a mosque celebrating 9/11 was to be built on the very spot “where Islamic terrorists killed three thousand Americans”; it was, the narrator suggested, as if the Japanese were to build a triumphal monument at Pearl Harbor. The ad then accused Braley of supporting the mosque. In fact, Braley had taken no position on the issue. No surprise for a congressman from Iowa. But an unidentified video cameraman had ambushed him at the Iowa State Fair and asked him about it. Braley replied that he regarded the matter as a local zoning issue for New Yorkers to decide. Soon afterward, he says, the attack ad “dropped on me like the house in ‘The Wizard of Oz.’ ” Braley, who won his seat by a margin of 30 percent in 2008, barely held on in 2010. The American Future Fund’s effort against Braley was the most expensive campaign that year by an independent group. After the election, Braley accused McCarthy, the ad maker, of “profiting from Citizens United in the lowest way.” As for those who hired McCarthy, he said, they “are laughing all the way to the bank. It’s a good investment for them…They’re the winners. The losers are the American people, and the truth.

Joe McCarthy possessed something like a photographic memory—his mind was like a “sponge,” or a “blotter,” his college classmates said—that enabled him to spew forth answers “lightning quick” in cram sessions and on exams. From the beginning of his career, he demonstrated a kind of instinctive political genius that owed nothing to campaign consultants or image makers. He was not interested in ideas, except in appropriating the thoughts or opinions of others if they helped him exploit an issue like Communism. His law degree and native intelligence notwithstanding, he was ill educated, had no sense of history, and was incurious and carelessly ill-informed about the great public questions—again, like Communism—that he addressed with such assurance. He did not read books, with one fascinating exception: Hitler’s Mein Kampf.

Advocacy means persuading people who matter to care about your issue. It is about getting listened to, being at the table when decisions are made, being heard by people who make decisions. It is about facing and overcoming resistance. It is about speaking and writing in compelling ways that make decision makers want to adopt your ideas.

I think we both know stamina’s not an issue with me.

International labor mobility What’s the problem? Increased levels of migration from poor to rich countries would provide substantial benefits for the poorest people in the world, as well as substantial increases in global economic output. However, almost all developed countries pose heavy restrictions on who can enter the country to work. Scale: Very large. Eighty-five percent of the global variation in earnings is due to location rather than other factors: the extremely poor are poor simply because they don’t live in an environment that enables them to be productive. Economists Michael Clemens, Claudio Montenegro, and Lant Pritchett have estimated what they call the place premium—the wage gain for foreign workers who move to the United States. For an average person in Haiti, relocation to the United States would increase income by about 680 percent; for a Nigerian, it would increase income by 1,000 percent. Some other developing countries have comparatively lower place premiums, but they are still high enough to dramatically benefit migrants. Most migrants would also earn enough to send remittances to family members, thus helping many of those who do not migrate. An estimated six hundred million people worldwide would migrate if they were able to. Several economists have estimated that the total economic gains from free mobility of labor across borders would be greater than a 50 percent increase in world GDP. Even if these estimates were extremely optimistic, the economic gains from substantially increased immigration would be measured in trillions of dollars per year. (I discuss some objections to increased levels of immigration in the endnotes.) Neglectedness: Very neglected. Though a number of organizations work on immigration issues, very few focus on the benefits to future migrants of relaxing migration policy, instead focusing on migrants who are currently living in the United States. Tractability: Not very tractable. Increased levels of immigration are incredibly unpopular in developed countries, with the majority of people in Germany, Italy, the Netherlands, Norway, Sweden, and the United Kingdom favoring reduced immigration. Among developed countries, Canada is most sympathetic to increased levels of immigration; but even there only 20 percent of people favor increasing immigration, while 42 percent favor reducing it. This makes political change on this issue in the near term seem unlikely. What promising organizations are working on it? ImmigrationWorks (accepts donations) organizes, represents, and advocates on behalf of small-business owners who would benefit from being able to hire lower-skill migrant workers more easily, with the aim of “bringing America’s annual legal intake of foreign workers more realistically into line with the country’s labor needs.” The Center for Global Development (accepts donations) conducts policy-relevant research and policy analysis on topics relevant to improving the lives of the global poor, including on immigration reform, then makes recommendations to policy makers.

Life is sucked from you while you stare at the scales, judging whose sin is weightier than your own: “Whenever someone wrongs you, you caricature them in your heart, making huge their worst feature. Deep in every human soul is a deep desire to justify yourself. We’re afraid that we’re not okay, that we’re not desirable. That fear is behind how you caricature the person who wrongs you. You need to feel noble, you need to feel superior, you need to feel better.”30 Demeaning the personhood of another fictitiously elevates us, and judging another leaves us full of arrogance, entitlement, and unforgiveness. “Playing God” in judging someone’s motives only infuses us with an increasingly cancerous preoccupation with self that sends us plummeting into the abyss of perceived superiority or the fears of possible inferiority. We chain ourselves to the dock, watching the life of adventure sail on without us. It is self-imposed imprisonment. We think there is so much power in unforgiveness, when the reality is we live as the forlorn castaway, powerless and pitiful.

Leadership Roles in the Decision Making Process The main component in the development of good decision makers falls on the individual and individual efforts. Yes, but the climate for this development comes from the top, in leadership. To achieve the results sought after, if we truly want to call ourselves professionals and prepare for the challenges we face in the future, leaders must LEAD. It is the Leader’s role, to create and nurture the appropriate environment that emboldens decision makers.  Leader development is two way, it falls on the individual, but the organization’s leaders must set the conditions to encourage it.   The aim of leadership is not merely to find and record failures in men, but to remove the cause of failure. ~W. Edwards Deming14               “Leadership can be described as a process by which a person influences others to accomplish an objective, and directs his or her organization in a way that makes it more cohesive and coherent.”15 This is the definition we should subscribe too. However, all too often I have had both frontline personnel and mangers tell me that this cannot be done. This type of training and developing initiative driven personnel will cause more problems for departments and agencies in dealing with liability issues and complaints because control is lost. I wholeheartedly disagree with his sentiment. The opposite is indeed the effect you get. This is not a free reign type of leadership. Matter of fact if done appropriately it will take more effort and time on your part as a leader, because you will be involved. Your training program will be enhanced and the learning that takes place unifies your agencies and all the individuals in it. How? Through the system described above which develops “mutual trust” throughout the organization because the focus is now on results. The “how to” is left to the individuals and the instructors. But a culture must exist to encourage what the Army calls outcome based training.16

Send an e-mail, or leave a message, saying that it appears that you, the salesperson, have been unable to come up with a way to move forward. You apologize for this, and then say that you intend to close the file and move on. Just say that, nothing more. If the client wasn’t finished, if they were just toying with you, then they’ll get right back to you. Believe me, this will happen. And if they are truly done and you hear nothing, then you can strike them off your list and move on to greener pastures.” Bob suggests another useful tactic. “Suppose you’re afraid that your client is thinking about going to a competitor, or you’re worried they are going to take your ideas and give them to someone else. Or anything, really, that you think might go wrong. Here’s how you deal with it in a non-threatening way. The technique is called ‘My Biggest Fear.’ You ask the question like this: ‘You know, Mr. Client, my biggest fear is that you are going to . . .’” Bob asks us for a list of ways that a deal can go wrong and starts listing our answers. So many fears: the client might give this job to someone else; might not be able to find enough money for the job; might recommend someone else to the decision makers; and on and on. Bob continues, “Whatever your fear is, that’s what you confess to the client. In a humble way. You aren’t trying to bully them into anything. You are going the other way, making yourself look pathetic. If they are human beings, they’re going to feel some sympathy for you, and you’ll get the difficult issue out in the open so that you can address it.” Brilliant.

As in previous industrial revolutions, regulation will play a decisive role in the adaptation and diffusion of new technologies. However, governments will be forced to change their approach when it comes to the creation, revision and enforcement of regulation. In the “old world,” decision makers had enough time to study a specific issue and then create the necessary response or appropriate regulatory framework.

So how could policy makers and politicians solve global problems if they were operating on the wrong facts? How could business people make sensible decisions for their organizations if their worldview were upside down? And how could each person going about their life know which issues they should be stressed and worried about?
