Even opposition leader Yair Lapid supported a fence, as well as “the arrest and deportation of infiltrators.”2

During Bill Clinton’s presidency, the Palestinian terrorist Yasser Arafat was invited to spend more time in the White House than any other foreign leader—thirteen invitations.303 Clinton was dead set on helping the Israelis and Palestinians achieve a lasting peace. He pushed the Israelis to grant ever-greater concessions until the Israelis were willing to grant the Palestinians up to 98 percent of all the territory they requested. And what was the Palestinian response? They walked away from the bargaining table and launched the wave of suicide bombings and other terrorist attacks known as the Second Intifada. And what of Osama bin Laden? Even while America was granting concessions to Palestinians—and thereby theoretically easing the conditions that provided much of the pretext for Muslim terror—bin Laden was bombing U.S. embassies in Africa, almost sank the USS Cole in Yemen, and was well into the planning stages of the catastrophic attacks of September 11, 2001. After President George W. Bush ordered U.S. forces to invade Afghanistan and Iraq in 2001 and 2003, respectively, bringing American troops into direct ground combat with jihadists half a world away, many Americans quickly forgot the recent past and blamed American acts of self-defense for “inflaming” jihad. One of those Americans was Barack Obama. Soon after his election, Obama traveled to Cairo, Egypt, where he delivered a now-infamous speech that signaled America’s massive policy shifts. The United States pulled entirely out of Iraq despite the pleas of “all the major Iraqi parties.”304 In Egypt, the United States actually backed the Muslim Brotherhood government, going so far as agreeing to give it advanced F-16 fighters and M1 Abrams main battle tanks, even as the Muslim Brotherhood government was violating its peace treaty with Israel and persecuting Egypt’s ancient Coptic Christian community. The Obama administration continued supporting the Brotherhood, even when it stood aside and allowed jihadists to storm the American embassy, raising the black flag of jihad over an American diplomatic facility. In Libya, the United States persuaded its allies to come to the aid of a motley group of rebels, including jihadists. Then many of these same jihadists promptly turned their anger on the United States, attacking our diplomatic compound in Benghazi the afternoon and evening of September 11, 2012—killing the American ambassador and three more brave Americans. Compounding this disaster, the administration had steadfastly refused to reinforce the American security presence in spite of a deteriorating security situation, afraid that it would anger the local population. This naïve and foolish administration decision cost American lives.

Thirdly, Casey committed CIA support to a long-standing ISI initiative to recruit radical Muslims from around the world to come to Pakistan and fight with the Afghan Mujaheddin. The ISI had encouraged this since 1982 and by now all the other players had their reasons for supporting the idea. President Zia aimed to cement Islamic unity, turn Pakistan into the leader of the Muslim world and foster an Islamic opposition in Central Asia. Washington wanted to demonstrate that the entire Muslim world was fighting the Soviet Union alongside the Afghans and their American benefactors.

Like the Shia leaders in Baghdad, the US and its allies have responded to the rise of Isis by descending into fantasy. They pretend they are fostering a ‘third force’ of moderate Syrian rebels to fight both Assad and Isis, though in private Western diplomats admit this group doesn’t really exist outside a few beleaguered pockets.

Turkey’s leader, Recep Tayyip Erdogan, says that the very term “moderate Islam” is “very ugly, it is offensive and an insult to our religion. There is no moderate or immoderate Islam. Islam is Islam and that’s it.” Turkey’s refusal to fight ISIS has led to the rise of that terror group as well.

The CIA team in the north expected Washington to take action earlier.58 One Taliban leader or al-Qaeda operative after the next was fleeing to Pakistan. There had been some delay at first as Pakistan tried to persuade its old ally Mullah Omar to hand bin Laden over peacefully. In the mean time Mullah Omar secretly had tried to arrange with the CIA Bin Laden’s transfer to a neutral third country, but Washington demanded an uncondtioonal handover. For two days, leading Pakistanis and Taliban leaders conferred about the extradition. While the Americans had high hopes, messengers from Pakistani president Musharraf did the opposite. They warned Mullah Omar of the plans of the US to invade, so he could prepare himself. Within the ISI (the Pakistani secret service) chaos reigned. Some helped the Americans by pointing out possible targets while others swiftly transferred truckloads of weapons, munitions and fuel to Kandahar to reinforce the Taliban

The C.I.A.’s main target that spring was a long-haired, charismatic militant leader of the Wazirs named Nek Mohammad. He ruled Wana and distrusted the Pakistan Army. He was a complicated figure—a tribal nationalist who consorted with international terrorists. He accepted Al Qaeda and Uzbek refugees. In Islamabad, C.I.A. station chief Rich Blee used the assassination attempts against Musharraf to try to motivate the president and I.S.I. to strike back: “You have to kill them or they’re going to kill us.

But since the Cold War’s end, it is estimated that more than 80 percent of information in a typical intelligence report is not secrets.40 It’s publicly available information—what intelligence officials call open-source intelligence, or OSINT for short. OSINT includes a wide range of information and sources—everything from routine bureaucratic documents published by obscure foreign government agencies to televised speeches by foreign leaders to maps available on Google Earth and ISIS decapitation videos posted online.

Whenever I attempt to understand the Pakistani military’s Inter-Services Intelligence and the civilian Intelligence Bureau, whose purpose is to collect crucial information on the security of the state, I am left with biting questions about their true roles in internal and external matters. It is a fact that such countries as India and Pakistan have always suffered from a lack of limits on the role of their intelligence agencies and respect for international law and human rights, including the privacy of individuals within the concept and context of global peace and fundamental freedoms. The ISI, driven by the Pakistan Armed Forces, ignores the supreme constitutional role and rule of a democratic head of state, under which even the Armed Forces themselves fall. This is not only a violation of the constitution but also a rejection of the civilian leadership. This can be interpreted as Pakistan is a country where the servant rules its leader and patron. It is this bitter reality that leads toward the collapse of all systems of society, which the Pakistani nation has faced since the first introduction of martial law by General Ayub Khan in 1958, and such conduct has continued to exist ever since, whether visibly or invisibly. One cannot ignore, avoid, or deny that Pakistan has maintained its physical independence for more than 7 decades. However, its real freedom as conceptualized upon the nation’s creation has been only a dream and abused by its so-called defenders and its power-mongers. Unfortunately, such figures control the ISI and lead it in the wrong direction, beyond the constitutional limits of its power. Consequently, the ISI plays the role of a gang that disrupts the stability of the main political parties and promotes tiny, unpopular parties to gain power for itself. There is thus no doubt that the ISI has failed in its responsibility to support constitutional rule and to secure and defend the state and its people. The failure of the democratic system in the country, directly or indirectly, reflects the harassment practiced by both intelligence agencies without proof or legal process, even interfering with other institutions. The consequences are the collapse of the justice system and the imposition of foreign policies that damage international relationships. The result is a lack of trust in these agencies and their isolation. In a civilized century, it is a tragedy that one dares not express one’s feelings that may abuse God, prophets, or sacred figures. But more than that, one cannot speak a word against the wrongdoing of a handful of army generals or ISI officials. In Pakistan, veteran journalists, top judges, and other key figures draw breath under the spying eyes of the ISI; even higher and minister-level personalities are the victims of such conduct. One has to live in such surroundings. Pakistan needs a major cleanup and reorganization of the present awkward role of the ISI for the sake of international relations, standards, and peace, including the privacy of individuals and respect for the notable figures of society, according to the law.

Their apocalyptic and puritanical religious rhetoric is designed to appeal to people who are interested in that sort of thing, but the Islamic State’s leaders don’t really believe it themselves. They’ll dress their actions up in prophecy and adopt the trappings of an austere Islamic caliphate but it’s not from conviction. They see religious symbols and laws as useful vehicles for realizing their ambitions, which is not an irrational viewpoint,

Repeatedly between 2000 and 2001, the al-Qaeda leader had asked al-Zarqawi to return to Kandahar and make bayat—or pledge allegiance—which was the sine qua non for full al-Qaeda enlistment.

We’re used to thinking of al-Qaeda’s former leader Osama bin Laden as the baddest of the bad, but the Islamic State is worse. Bin Laden tamped down messianic fervor and sought popular Muslim support; the caliphate was a distant dream. In contrast, the Islamic State’s members fight and govern by their own version of Machiavelli’s dictum, “It is far safer to be feared than loved.” They stir messianic fervor rather than suppress it. They want God’s kingdom now rather than later. This is not Bin Laden’s jihad. In what follows, I will tell you why the Islamic State’s jihad is different and why that difference matters.

Although the Islamic State’s soldiers might not know Islamic scripture very well, some of its leaders do. The caliph has a Ph.D. in the study of the Qur’an, and his top scholars are conversant in the ahadith and the ways medieval scholars interpreted it. There are many stupid thugs in the Islamic State, but these guys are not among them.

Who’d rather read, “The godly shall never suffer persecution”? Me. But we do. So did Christians in the time of the apostles. And they are suffering now—around the world, but especially under the lash of Islamic terrorism. Who, just a few years ago, could have imagined the so-called Islamic State—or ISIS, or ISIL, or Daesh, or whatever you want to call it—appearing on the scene and literally crucifying Christians, including children; or that they would brag about beheadings; or that they would be committing mass executions of Christians? That’s evil incarnate—but the big-dog media don’t like to talk about it, and neither do liberal politicians. And that’s only one strand of Islamic terrorism. There’s al Qaeda and there are other jihadist movements, all of which are dedicated to the extermination or subjugation of Christians. There’s a global war against Christianity in the name of Islam—and a lot of us don’t even know about it, because the lamestream media don’t think it’s newsworthy. In 2004, the inhabitants of Fallujah and the local insurgents who represented them were among the first to resist al-Qaeda, which controlled much of the city. Among their list of complaints were al-Qaeda’s religious requirements that were at odds with local Islamic customs, such as full-body veiling.19 Beatings and broken bones brought reluctant citizens into line but bred resentment. The same happened a year later in 2005 in the city of Qaim on the border of Syria. Islamic State fighters burned down a beauty parlor and torched stores selling music; men who drank alcohol were lashed.20 By September 2006, Iraqi prime minister Nuri al-Maliki had received pledges of support from over a dozen Sunni tribal leaders, prompting al-Qaeda to issue a statement threatening their lives.21 In October 2006, just days before the establishment of the Islamic State, a masked jihadist going by the name Abu Usama al-Iraqi released a video addressed to Bin Laden.

On October 15, 2006, the creation of the Islamic State of Iraq (ISI) was announced after neither the AQI nor the MSC was able to gain popular support. Abu Ayyub al-Masri was renamed ISI’s war minister, while a new figure named Abu Omar al-Baghdadi was named ISI leader.

Talk to virtually any American or Israeli veteran of a combat unit and he can tell you several stories that are remarkably similar. And they usually do not have happy endings. Soldiers ambushed from mosques have to return fire. Terrorist leaders surround themselves with civilians so often that troops face the terrible choice of either allowing terrorists to roam free and execute deadly attacks, or having to kill them and face the reality of civilian deaths. A terrible and hidden reality of both America’s and Israel’s wars is that hundreds of soldiers have fallen, killed by terrorists, because they were being cautious with civilian lives. This is an impulse that is utterly alien to jihadists, but is a core value for Americans and Israelis. Terrorists take a life for the purpose of taking a life. American and Israeli soldiers take a life in the effort to save civilians.

Iraqi leaders say that Tehran has often been faster than Washington to offer help in a crisis. When the Islamic State stormed Mosul, Iraq’s second-largest city, in June and moved south toward Baghdad, President Obama took a measured approach, pushing for political changes before committing to military action. But Iran jumped right in. It was the first country to send weapons to the Kurds in the north, and moved quickly to protect Baghdad, working with militias it supported already. “When Baghdad was threatened, the Iranians did not hesitate to help us, and did not hesitate to help the Kurds when Erbil was threatened,” Iraq’s prime minister, Haider al-Abadi, said in a recent television interview here, referring to the Kurdish capital in the north. He contrasted that approach to that of the United States, saying the Iranians were “unlike the Americans, who hesitated to help us when Baghdad was in danger, and hesitated to help our security forces.” “And the reason Iran did not hesitate to help us,” Mr. Abadi added, “was because they consider ISIS as a threat to them, not only to us.” Ali Khedery, a former American official in Iraq, said, “For the Iranians, really, the gloves are off.

The importance of Saudi Arabia in the rise and return of al-Qaeda is often misunderstood and understated. Saudi Arabia is influential because its oil and vast wealth make it powerful in the Middle East and beyond. But it is not financial resources alone that make it such an important player. Another factor is its propagating of Wahhabism, the fundamentalist, eighteenth-century version of Islam that imposes sharia law, relegates women to the status of second-class citizens, and regards Shia and Sufi Muslims as non-Muslims to be persecuted along with Christians and Jews. This religious intolerance and political authoritarianism, which in its readiness to use violence has many similarities with European fascism in the 1930s, is getting worse rather than better. For example, in recent years, a Saudi who set up a liberal website on which clerics could be criticized was sentenced to a thousand lashes and seven years in prison. The ideology of al-Qaeda and ISIS draws a great deal from Wahhabism. Critics of this new trend in Islam from elsewhere in the Muslim world do not survive long; they are forced to flee or are murdered. Denouncing jihadi leaders in Kabul in 2003, an Afghan editor described them as “holy fascists” who were misusing Islam as “an instrument to take over power.” Unsurprisingly, he was accused of insulting Islam and had to leave the country.

The objective was simple: capture or kill the brutal leader of a kidnapping ring with ties to the Islamic State of Iraq (ISI), a terrorist group devoted to the overthrow of the democratically elected Iraqi government. By September 2007, many of the sectarian militias and insurgent groups had been pushed out of central Baghdad and into havens outside the capital. Alexis Tsipras, the Syriza leader, has in recent weeks abandoned his pledge to “tear up” the country’s bailout agreement with international creditors and is emphasising more moderate steps to address Greece’s debt load as well as his deep commitment to the euro. Krishna Guha, of Evercore ISI, warned that — at a minimum — investors now faced “a four-week period of elevated uncertainty in which eurozone risk assets will struggle to perform”. Yet Mr Guha added: “We believe that Tsipras will prove more pragmatic than past Syriza rhetoric suggests. He has opened back channels to Berlin, Paris and Frankfurt, and has every incentive to try to negotiate relatively cosmetic changes to Greece’s programme and ride the early-stage Greek recovery rather than derail it.” Nick Wall, a portfolio manager at Invesco, also noted Mr Tsipras’ recent attempt to tack to the political centre. “They are going to need private sector investors, particularly if they are going to start running deficits again.

When ObamaCare was being passed, Senator Chuck Grassley--a towering giant in this body; a strong, principled conservative--introduced a commonsense provision to ObamaCare that said: If you are going to force ObamaCare on the American people, if you are going to create these health insurance exchanges and you are going to force millions of people into these exchanges, then Congress should not operate by better rules than the American people. So he introduced a simple amendment designed to treat Members of Congress just like the American people so that we didn't have this two-class system.   It has been reported--I was not serving in this body at the time--that amendment was voted on and accepted because Democratic Senators believed the bill would go to conference and in the conference committee they could strip it out and it would magically disappear. But then, because of the procedural games it took to pass it, they didn't have the opportunity to do that, and suddenly, horror of all horrors, this bill saying Congress should be bound by the same rules as the American people became the law of the land.   So what happened? Majority leader Harry Reid and Democratic Senators had a closed-door meeting with the President here in the Capitol where they said, according to public news reports: Let us out of ObamaCare. We don't want to be in these exchanges.   One would assume they are reading the same news reports the rest of us are reading--that ObamaCare is a train wreck, that it is not working--and the last thing Members of Congress wanted to do was to have their health care jeopardized. And the President directed his administration to exempt Members of Congress and their staff, ignoring the language of the statute, disregarding the language of the statute and saying: You guys are friends of the administration. We are taking care of you.   I

Now, we have all heard the saying ``politics ain't beanbag,'' but the nastiness with which the Democratic majority responded to Senator Vitter for daring to say that the Washington ruling class should be subject to the same rules as the rest of America was extraordinary even for Washington, DC. In fact, I would note that the majority leader and the junior Senator from California, as I understand from public news reports, proposed a  response to the Vitter amendment that said any Senator who votes for the Vitter amendment--regardless of whether it passes but simply if you cast a vote in favor of it--he or she will lose their health insurance.   I

What was the name of that terrorist organization? Al-Qaeda in Iraq, or AQI. And after al-Qaeda rejected AQI because of tactics such as this, tactics so depraved and brutal that they even repulsed al-Qaeda leader Osama bin Laden, what did AQI become? The Islamic State of Iraq and Syria. It became ISIS.

ISIS’s leader, Abu Bakr al-Baghdadi, reportedly told his American captors as he was released (we briefly detained him during the Iraq War), “I’ll see you guys in New York.”5 And now an ISIS spokesman has pledged to raise the black flag of jihad over the White House.6

but much of the elite team the ISIS leader had assembled was still on the loose.

In the right circumstances and for the right reasons a leader has to be prepared to put on an act: to disguise fear, to mask grief or to overcome reticence. I sometimes find that aspect of leadership exhausting.

Arendt also carefully distinguishes public freedom from liberation. Liberation is always liberation from something or someone – whether it is liberation from the misery of poverty or from oppressive rulers. The distinction that Arendt draws between public freedom and liberation is one of her most important distinctions, and it is relevant to contemporary politics, where there is a tendency to fuse or confuse liberation and freedom. Consider, for example, one of the key claims that the Bush administration employed to justify the 2003 military intervention in Iraq. The American public was led to believe that with the overthrow of Saddam Hussein, freedom would flourish in Iraq and spread throughout the Middle East. We now know that this was a disastrous illusion. Liberation from oppressors may be a necessary condition for freedom, but it is never a sufficient condition for the achievement of positive public freedom. The overthrow of tyrants, dictators, and totalitarian leaders does not by itself bring about positive tangible freedom. This is a bitter lesson that must be learned over and over again. Even now in the war against ISIS, there is certainly no guarantee that “military victory” will bring about public freedom in the region.

Today’s rebel groups rely on guerrilla warfare and organized terror: a sniper firing from a rooftop; a homemade bomb delivered in a package, detonated in a truck, or concealed on the side of a road. Groups are more likely to try to assassinate opposition leaders, journalists, or police recruits than government soldiers. Abu Musab al-Zarqawi, the leader of al-Qaeda in Iraq, masterminded the use of suicide bombings to kill anyone cooperating with the Shia-controlled government during Iraq’s civil war. Abu Bakr al-Baghdadi, the leader of ISIS, perfected the use of massive car bombs to attack the same government. Hamas’s main tactic against Israel has been to target average Israeli citizens going about their daily business. Most Americans cannot imagine another civil war in their country. They assume our democracy is too resilient, too robust to devolve into conflict. Or they assume that our country is too wealthy and advanced to turn on itself. Or they assume that any rebellion would quickly be stamped out by our powerful government, giving the rebels no chance. They see the Whitmer kidnapping plot, or even the storming of the U.S. Capitol, as isolated incidents: the frustrated acts of a small group of violent extremists. But this is because they don’t know how civil wars start.

The dual crises of the pandemic and Black Lives Matter protests ran slam into the twin dangers of Q-Anon and the consolidation of the Trump paramilitary. In 2019, there were sixty-five incidents of domestic terrorism or attempted violence, but in the run-up to the election in 2020, that number nearly doubled, according to a study by the Center for Strategic and International Studies. Twenty-one plots were disrupted by law enforcement.5 Violent extremists in the United States and terrorists in the Middle East have remarkably similar pathways to radicalization. Both are motivated by devotion to a charismatic leader, are successful at smashing political norms, and are promised a future racially homogeneous paradise. Modern American terrorists are much more akin to the Islamic State of Iraq and Syria (ISIS) than they are to the old Ku Klux Klan. Though they take offense at that comparison, the similarities are quite remarkable. Most American extremists are not professional terrorists on par with their international counterparts. They lack operational proficiency and weapons. But they do not lack in ruthlessness, targets, or ideology. However, the overwhelming number of white nationalist extremists operate as lone wolves. Like McVeigh in the 1990s and others from the 1980s, they hope their acts will motivate the masses to follow in their footsteps. ISIS radicals who abandon their homes and immigrate to the Syria-Iraq border “caliphate” almost exclusively self-radicalize by watching terrorist videos. The Trump insurgents are radicalizing in the exact same way. Hundreds of tactical training videos easily accessible on social media show how to shoot, patrol, and fight like special forces soldiers. These video interviews and lessons explaining how to assemble body armor or make IEDs and extolling the virtues of being part of the armed resistance supporting Donald Trump fill Facebook and Instagram feeds. Some even call themselves the “Boojahideen,” an English take on the Arabic “mujahideen,” or holy warrior. U.S. insurgents in the making often watch YouTube and Facebook videos of tactical military operations, gear reviews, and shooting how-tos. They then go out to buy rifles, magazines, ammunition, combat helmets, and camouflage clothing and seek out other “patriots” to prepare for armed action. This is pure ISIS-like self-radicalization. One could call them Vanilla ISIS.

When the two occur at the same time—and the terrorists belong to the same ethnic or religious group as the new immigrants—the combination of fear and xenophobia can be a dangerous and destructive force. Fear of fundamentalist Islam (which poses a genuine security threat) and animosity toward refugees (who generally do not) have been conflated in a way that allows populist far-right leaders across the world to seize upon ISIS attacks as a pretext to shut their doors to desperate refugees who are themselves fleeing ISIS.

Conventional wisdom in the West held that nominally secular Arab generals and royal autocrats were “better” for women than political Islamists, but under the rule of such leaders, women faced multiple binds: they had to contend with the patriarchy of their culture, which frowned on women being educated and working; they had to struggle with the structural barriers to accessing work and education in societies like Tunisia that rejected religious women accessing public life—and at the very same time could not organize to challenge these norms through politics, because secular dictators didn’t allow any politics at all.

Some evidence indicates that the President believed that the erroneous perception he was under investigation harmed his ability to manage domestic and foreign affairs, particularly in dealings with Russia. The President told Comey that the “cloud” of “this Russia business” was making it difficult to run the country. The President told Sessions and McGahn that foreign leaders had expressed sympathy to him for being under investigation and that the perception he was under investigation was hurting his ability to address foreign relations issues. The President complained to Rogers that “the thing with the Russians [was] messing up” his ability to get things done with Russia, and told Coats, “I can’t do anything with Russia, there’s things I’d like to do with Russia, with trade, with ISIS, they’re all over me with this.” The President also may have viewed Comey as insubordinate for his failure to make clear in the May 3 testimony that the President was not under investigation.

All religions are not equal in their capacity to mete out violence and genocidal hate. To say otherwise is to be hopelessly misguided or profoundly duplicitous. Two other popular deflections are 'But what about the crusades?' and 'But the Bible also has violent passages.' The crusades were a response to hundreds of years of Islamic aggression, and they took place within a very restricted time and place, nearly a millennium ago. As for the Bible, you can count on one hand the number of individuals who have used violent passages from Deuteronomy to justify act of terrorism in the twenty-first century. On the other hand, innumerable Jihadis around the world use Islamic doctrines to justify their violent actions. Scale matters. Another classic ploy used by apologists is the 'No True Scotsman' fallacy. This argues that entire Islamic countries, Islamic governments, and leading Islamic scholars are "fake" representations of the true faith. If you point to sharia law in Saudi Arabia, the retort is that this does not represent True Islam. Similarly, Iran's mullahs apparently do not represent True Islam. Osama Bin Laden was a "fake" Muslim. Other "fake" Muslims include Amin al-Husseini (the Grand Mufti of Jerusalem who was on friendly terms with Adolf Hitler), Sheikh Yusuf al-Qaradawi (arguably the leading Sunni theologian today), and Caliph Abu Bakr al-Baghdadi (the late leader of ISIS).
