Forty-eight states and the District of Columbia prohibit inmates from voting while incarcerated for a felony offense. Only two states - Maine and Vermont - permit inmates to vote. The vast majority of states continue to withhold the right to vote when prisoners are released on parole. Even after the term of punishment expires, some states deny the right to vote for a period ranging from a number of years to the rest of one's life. This is far from the norm in other countries - like Germany, for instance, which allows (and even encourages) prisoners to vote. In fact, about half of European countries allow all incarcerated people to vote, while others disqualify only a small number of prisoners from the polls. Prisoners vote either in their correctional facilities or by some version of absentee ballot in their town of previous residence. Almost all of the countries that place some restrictions on voting in prison are in Eastern Europe, part of the former Communist bloc. No other country in the world disenfranchises people who are released from prison in a manner even remotely resembling the United States. In fact, the United Nations Human Rights Committee has charged that U.S. disenfranchisement policies are discriminatory and violate international law. In those few European countries that permit limited postprison disqualification, the sanction is very narrowly tailored and the number of people disenfranchised is probably in the dozens or hundreds. In the United States, by contrast, voting disqualification upon release from prison is automatic, with no legitimate purpose, and affects millions.

When I met Dr. Phil Zimbardo, the former president of the American Psychological Association, for lunch, I knew him primarily as the mastermind behind the famous Stanford prison experiment.7 In the summer of 1971, Zimbardo took healthy Stanford students, assigned them roles as either “guards” or “inmates,” and locked them in a makeshift “prison” in the basement of Stanford University. In just days, the “prisoners” began to demonstrate symptoms of depression and extreme stress, while the “guards” began to act cruel and sadistic (the experiment was ended early, for obvious reasons). The point is that simply being treated like prisoners and guards had, over the course of just a few days, created a momentum that caused the subjects to act like prisoners and guards. The Stanford prison experiment is legendary, and much has been written about its many implications. But what I wondered was this: If simply being treated in a certain way conditioned these Stanford students to gradually adopt these negative behaviors, could the same kind of conditioning work for more positive behavior too? Indeed, today Zimbardo is attempting a grand social experiment along those lines called the “Heroic Imagination Project.”8 The logic is to increase the odds of people operating with courage by teaching them the principles of heroism. By encouraging and rewarding heroic acts, Zimbardo believes, we can consciously and deliberately create a system where heroic acts eventually become natural and effortless. We have a choice. We can use our energies to set up a system that makes execution of goodness easy, or we can resign ourselves to a system that actually makes it harder to do what is good. Ward’s Positive Tickets system did the former, and it worked. We can apply the same principle to the choices we face when designing systems in our own lives.

Manson would later use this skewed Scientology-based moral perspective as justification to convince his followers to kill.

Pretend play has been shown to improve the executive-function skills in preschool and school-age children. These skills include the ability to control emotions and behavior, resist impulses, and exercise self-control and discipline. I was institutionalized. For anyone born into the JW organization or anyone who spends any significant amount of time in a similar organization, they are going to become institutionalized just like a person who spends most of their life in prison. In the religion, our activities were monitored, people were encouraged to snitch on each other, our thoughts were dictated to us, our associations were chosen for us, our opportunities for work were curtailed, and our access to the outside world was limited. We were told what we could watch, what we could listen to, what kind of art we could look at and how we were supposed to dress ourselves. Personal style choices were prescribed. Solitary confinement was the punishment for the worst offenders. That’s a prison’s playbook. Just like a person who’s been institutionalized, folks in high-control groups are convinced they are better off inside the confinement zone. The outside world is too dangerous. It’s just like the inmate that would rather stay in prison than venture outside. Think about that; they’d rather stay in prison where people stab other people just so they can join a gang! If someone can believe they’re better off in a place like that, then someone can also be convinced they are better off being highly controlled by a religious group. However, here’s where the difference between the two pops: people in prison know they’re being punished and it’s supposed to suck. People in high-control groups think they are in the best place ever. You stop by the hospital and pray for a friend. You mow a neighbor’s lawn after work. Doing all that should make you tired and run-down, but you feel energized, stronger, and refreshed. Why is that? When you do the will of your Father it doesn’t drain you, it replenishes you. You may volunteer in your community each week. You may get up early and go to church on your day off, maybe serving in the children’s ministry after working all week. You may clean houses in the community outreach Saturday morning. You may spend the afternoon at the prison encouraging the inmates. You’d think you would leave tired, worn out, run-down, and needing to go home and rest after volunteering all day. But just like with Jesus, when you help others, you get fed. Strength, joy, energy, peace, wisdom, and healing come to those who serve. You should be run-down, but God reenergizes and refreshes you so that at the end of the day you aren’t down, you are up. You don’t leave low, you leave high. God pays you back. Every time I leave one of our church services, I feel stronger than when I came in. It doesn’t make natural sense. I put out a lot of energy, spend long hours, and shake a lot of hands, but I go home reenergized. Why? Because when you serve others, making their lives better, lifting them, healing those who are hurting, you are blessing them and being blessed yourself. You are being fed. You’re being filled back up. If you’re always tired and run-down, with no energy, it may be that you’re not doing enough for others. You’ve got to get your mind off yourself. Go to a retirement home and cheer up someone who is lonely. Bake your neighbor a cake. Coach the Little League team. Call a friend in the hospital. As you lift others, God will lift you. This should not be something you do every once in a while, when you have extra time. This should be a lifestyle, where it’s a part of your nature. You don’t have to do something big--just small acts of kindness. A simple word of encouragement can make someone’s day.
